MOTION FOR A RESOLUTION on the development of open-air urban farms

Motion for a European Parliament resolution on the development of open-air urban farms
The European Parliament,
– having regard to Article 191 of the Treaty on the Functioning of the European Union (TFEU),
– having regard to Rule 143 of its Rules of Procedure,
A. whereas urban farms are becoming more common in Europe, as demonstrated by the Parc des Expositions project in Paris, which, by 2022, will see Europe’s largest urban farm (14 000 m²), producing at least one tonne of fruit and vegetables per day, opened on the roof of an exhibition hall;
B. whereas this type of urban farm, in which crops are grown in the open air with no heating or artificial lighting, is environmentally friendly, as it does not consume energy;
C. whereas urban farms do not use plant protection products;
D. whereas urban farms, in addition to promoting short supply chains, reconnect urban dwellers with their food;
1. Calls on the Commission to consider providing co-financing, separate from the common agriculture policy budget, for initiatives in support of open-air urban farms;
2. Calls on the Commission to find out about possible pilot schemes in other Member States, so that experience can be shared;
3. Instructs its President to forward this resolution to the Council and the Commission.
