Motion for a European Parliament resolution on full transparency with regard to the expenditure of the Conference on the Future of Europe

The European Parliament,

 having regard to the communication and media plan outlined in Note D(2020)33586 and the update on recent key developments regarding the Conference on the Future of Europe outlined in Note EP(2021)013074,

 having regard to the calls for proposals COMM/SUBV/2020/M and COMM/SUBV/2020/E,

 having regard to Articles 6 and 38 of Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union[1],

 having regard to Rule 143 of its Rules of Procedure,

A. whereas promotion of the conference began before its launch and is ongoing;

B. whereas public data indicates the spending of substantial sums of money to promote the conference;

C. whereas the total impact of activities relating to the conference on the EU budget is unclear;

1. Considers it of the utmost importance to the future of Europe that EU institutions live up to citizens’ expectations with regard to transparency, openness and good governance;

2. Calls on the Commission, the Council and Parliament to show their commitment to transparency without delay by publishing all calls for proposals and tenders and all grants and other funding awarded in relation to the conference, as well as publishing a full account of the total costs incurred and expected, including a breakdown of expenditure by type of activity on an easily accessible and dedicated ‘sunshine section’ of the official conference platform.
