MOTION FOR A RESOLUTION on issuing COVID recovery certificates based on serological and antibody tests

Motion for a European Parliament resolution on issuing COVID recovery certificates based on serological and antibody tests

The European Parliament,

 having regard to Rule 143 of its Rules of Procedure,

  1. whereas recovery from COVID-19 provides natural immunity that protects against the virus[1];
  2. whereas the recovery certificate states that a patient is protected for up to 180 days after a positive PCR test result;
  3. whereas some people have suffered from the disease and were not diagnosed through a positive PCR test result;
  4. whereas serological tests measure the presence of neutralising antibodies which shows the patient’s immunity to the disease;
  5. whereas the EU must ensure that unemployment and in-work poverty do not increase;
  6. whereas vaccinated people spread the virus as much as unvaccinated people;

1. Calls on the Commission to take into account the protection that natural immunity provides to patients who have suffered from the disease;

2.  Calls on the Commission to immediately add serological surveys and antibody tests to the EU Digital COVID Certificate Regulation as a means of obtaining the recovery certificate;

3.  Calls on the Commission to report on the immunity status of EU citizens to the Council of the European Union and the European Parliament.
