European Parliament resolution on The storming of the Brazilian democratic institutions

(2023/2505(RSP))

The European Parliament,

 - having regard to Rule 144 of its Rules of Procedure;

 

  1.  whereas for decades Latin America has been suffering from destabilization, violence and coup attempts by external and extreme right forces which in the case of Brazil leaded to the illegitimate decision to put an end to former President Rousseff, and opened the door for the take of power by Bolsonaro, first responsible for the new coup attempt;

 

  1. Whereas, since the elections, a climate of destabilisation and violence was fostered by the incumbent President and his supporters including an attempt to kill Lula da Silva on December 24, 2022;

 

  1. whereas on 8 January Bolsonaro's supporters launched a coup d’état, breaking into Brazil's main democratic institutions in the capital Brasilia; whereas numerous acts of vandalism and thefts; whereas more than 60 other people were injured;

 

  1. Whereas it took 4 hours before the military police intervened to restore calm and at least 1,500 people people were arrested in this district dominated by far-right forces; whereas the Governor of the Federal District, Ibaneis Rocha, has been suspended from his responsibilities by the Supreme Court for a period of ninety days; whereas on 10 January 2023 the Brazilian Supreme Court ordered on the arrest of Anderson Torres (former Minister of Justice and head of the Federal Police), for his responsibility during the assault;

 

  1. Whereas since several weeks, information circulated according to which important financial transactions were underway in order to organize the coup;

 

  1. whereas in reaction to the attempted coup d’état, trade union and citizen movements mobilised strongly in peaceful demonstrations in defence of democracy on 9 January 2023; whereas the international community unanimously condemned the intent of coup;

 

  1. Whereas security measures had to be tightened again since the 11 January 2023 following new calls for insurrection;

 

1. strongly condemns any attempted coup  in Brazil; expresses its strongest solidarity with the Brazilian people, left-wing leaders, trade unionists and indigenous peoples and all citizens who have been subjected to violence, assassinations and attempts at destabilization for years, supports their desire to tackle the roots of the so-called Bolsonarismo;

 

2. supports the will of Brazilian government to restore peace and social justice in the country, to shed light and condemned those responsible for the destabilisations and coup attempts, including their foreign funding and on the role played by the security forces; stresses  that there can be no amnesty for far-right putschists and those who put Brazilian democracy in danger;

 

3. welcomes the unanimous condemnation of the coup by the international community; Condemns the increasing use of force and violence by the extreme right worldwide; denounces once again the colonialism and imperialism that the peoples of Latin America have been subjected to for years; that the EU and its Member States should firmly fight and not align themselves with these external interferences and should speak out for peace, mutual development and respect of states sovereignty;

 

4. Instructs its President to forward this resolution to the Council and Commission.
