European Parliament resolution on humanitarian consequences of the blockade in Nagorno-Karabakh

(2023/2504(RSP))

The European Parliament,

  having regard to its previous resolutions on Armenia and Azerbaijan,

 

  having regard to the trilateral statement of 9 November 2020,

 

  having regard to the Organization for Security and Co-operation (OSCE) Minsk Group’s 2009 Basic Principles,

 

  having regard to Rule 144 of its Rules of Procedure, 

 

 

 

  1. Whereas the only road connecting Nagorno-Karabakh with Armenia, the Lachin corridor, has been blocked by self-proclaimed environmentalists from Azerbaijan since December 12, 2022, disrupting access to essential goods and services such as food and medication for 100,000 people living there under effective blockade;

 

  1. Whereas this humanitarian crisis was aggravated by a disruption in the natural gas supplied to Nagorno-Karabakh via a pipeline that runs from Armenia via Azerbaijani-held areas;

 

  1. Whereas the humanitarian situation risks worsening if the blockade does not end immediately;

 

  1. Whereas the blockade of the Lachin corridor seriously undermines the normalization process between Armenia and Azerbaijan;

 

 

  1. Calls on Azerbaijan and the peacekeeping forces in the region to respect and implement the trilateral statement of 9 November 2020 and ensure that access through the Lachin corridor remains open in order to enable freedom of movement and ensure access to essential goods and services, thereby guaranteeing security and livelihood in the region;

 

  1. Calls for an immediate cessation of all hostilities and for strict observance of the ceasefire;

 

  1. Calls on all the parties to remain fully committed to a lasting and peaceful settlement of the long-standing dispute through dialogue and negotiations and to continue the steps towards signing a peace treaty that would bring sustainable peace and stability;

 

  1. Reaffirms that a comprehensive peace treaty must guarantee the rights and security of the Armenian population residing in Nagorno-Karabakh and other conflict-afflicted areas; calls on Azerbaijan to protect the rights of Armenians living in Nagorno-Karabakh and to refrain from political statements calling to discriminate Armenians,

 

  1. Urges the parties to move forward in the process of delimitation and demarcation within the framework of mutual recognition of their territorial integrity and sovereignty; calls on Armenia and Azerbaijan to use of this mechanism as an essential step towards alleviating tensions at the border;

 

  1. Calls for the urgent return to negotiations under the auspices of the OSCE Minsk Group Co-Chairs without preconditions;

 

  1. Calls on the EU, in particular the EU Special Representative for the South Caucasus and the crisis in Georgia, to actively engage with the two sides and the OSCE Minsk Group Co-Chairs and to work towards a lasting conflict;

 

8. Supports Armenia’s call for a fact-finding mission on the Lachin Corridor by the UN, OSCE or OSCE Minsk Group to assess the humanitarian crisis;

 

9. Instructs its President to forward this resolution to the Vice-President of the European Commission / High Representative of the European Union for Foreign Affairs and Security Policy, the Council, the Commission, the Government and President of Armenia, the Government and President of Azerbaijan, the Secretary-General of the OSCE, the Secretary-General of the Council of Europe and the Secretary-General of the United Nations.
