European Parliament resolution on Humanitarian consequences of the blockade in Nagorno-Karabakh

(2023/2504(RSP))

The European Parliament,

  having regard to its previous resolutions on Armenia and Azerbaijan,

 

  having regard to its resolution of 17 February 2022 on the implementation of the common foreign and security policy – annual report 2021,

 

  having regard to Rule 144 of its Rules of Procedure,

 

  1. whereas the Lachin Corridor, the only road connecting Nagorno-Karabakh to Armenia, has been blocked since 12 December 2022 by Azerbaijani demonstrators protesting over the alleged illegal mining of natural resources in Nagorno-Karabakh;
  2. whereas the blockage halts the normal movement of people and goods into or out of the enclave, including food, fuel, and medical supplies, and left thousands of people, including children, stranded and unable to reach their homes;
  3. whereas the impediments to the use of the Lachin Corridor sets back the peace process, undermine international confidence and carry potential severe humanitarian implications;
  4. whereas the current escalation of tensions and incidents threatens to derail fragile progress and can result in resumption of violence between Armenia and Azerbaijan;

 

  1. Calls on the parties concerned to restore free movement, including for humanitarian and commercial use, as soon as possible, while, among others, issues addressing the problem of allegedly illegal exploitation of natural resources and environmental issues in Nagorno Karabakh;

 

  1. Underlines that humanitarian organisations and United Nations agencies must be granted immediate, free and unhindered access to Nagorno - Karabakh in order to provide local population with the needed assistance and calls on the Government of Azerbaijan to remain in close contact with the local representation of the ICRC;

 

  1. Reiterates its call on the Armenian and Azerbaijani authorities to exercise restraint, immediately cease and avoid any activities that undermine the peace process, and to observe their obligations under international humanitarian law;;

 

  1. Underlines that conflict between Armenia and Azerbaijan must be solved through peaceful negotiations; which is the only way to achieve lasting peace; in this regard welcomes direct negotiations held under the auspices of the EU and encourages both sides to pursue the peace process further. 

 

  1. Stresses that EU involvement in the region should be practical and result oriented, unlike the role played by Russia, which for decades has fuelled the conflict and used it for its own political gains;

 

  1. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the Commission, the governments and parliaments of the Member States, the Council of Europe, the Organization for Security and Co-operation in Europe, the UN Secretary-General, the Governments and Parliaments of the Republic of Armenia and Republic of the Republic of Azerbaijan;
