Motion for a European Parliament resolution on Member States planning to outsource asylum centres outside the EU
The European Parliament,
– having regard to Article 2 of the Treaty on European Union,
– having regard to Rule 143 of its Rules of Procedure,
A. whereas the number of asylum applications lodged in EU+ countries either reached or exceeded the 100 000 mark in September, October, and November 2022; whereas the number of asylum applications has reached the highest levels since 2015-2016;
B. whereas the massive influx of asylum applicants has put national asylum systems under tremendous pressure and exceeded reception capacity;
C. whereas certain Member States, including Denmark and the Netherlands, have called for reception centres to be set up outside the EU; whereas Rwanda was mentioned as a potential partner in setting up these asylum centres;
1. Welcomes the initiatives of Member States to receive asylum seekers outside the EU;
2. Stresses that the reception of asylum seekers should be organised in their own region; considers that the right to asylum is not a right of residence;
3. Calls on the Commission to support Member States in setting up asylum centres in partnership with countries outside the EU; calls on the Commission to investigate setting up such partnerships with more non-EU countries;
4. Instructs its President to forward this resolution to the Commission, the Council and the Member States.
