12. A legfrissebb magyarországi jogszabályi változások és azok hatása az alapvető jogokra (vita)

  President. – The next item is the debate on the Council and Commission statements on recent legislative changes in Hungary and their impact on fundamental rights (2025/2631(RSP)).

  Adam Szłapka, President-in-Office of the Council. – Mr President, Commissioner, honourable Members, I would like to start by reiterating what the previous presidencies have been recalling in this House: the rule of law and fundamental rights are a part of our common European values and are intimately connected. It is the shared responsibility of all EU institutions and Member States alike to protect and promote them within and beyond our borders.

I can assure this House that the rule of law and fundamental rights are a priority of the Polish Presidency. We see the rule of law as a signpost and a pillar of stability and mutual trust in the Union. Our goal is to uphold the rule of law, strengthen the resilience of democracy and promote commitment to EU values. Respect for the fundamental rights and freedoms on which the EU is based is inseparable from a sense of security, which is the Polish Presidency's leitmotif.

I also believe that the Union has the necessary tools and procedures in place to protect its values and it's crucial that we all – EU institutions and Member States alike – apply them constructively, and in a spirit of open dialogue with the Member State concerned.

As regards today's debate, I take note of the recent developments which led this House to hold this debate. The Council remains seized of the matter. Under the ongoing Article 7 Treaty of the European Union procedure, we continue to address the freedom of assembly, the independence of media, the situation of civil society in Hungary and the many other issues that raise concerns.

Let me update you on the ongoing work within the Council in this regard. The rule of law in Hungary will be addressed twice, at the General Affairs Council during the Polish Presidency. On 28 January, Hungary took part in a country-specific discussion at the General Affairs Council in the framework of the Council's rule of law dialogue. The discussion was a significant opportunity to hold a constructive yet frank exchange with Hungary. It showed that the Member States stay concerned about media freedom, the functioning of the judiciary, the Sovereignty Protection Office and the fight against corruption in Hungary.

Another hearing of Hungary is scheduled for the General Affairs Council meeting on 27 May. In preparation for this hearing, the Presidency already had contacts with the EU rapporteurs. The Council, as a whole, remains committed to this procedure, and will continue to play its role in coming in the coming semesters.

President, Commissioner, honourable Members, before I conclude, let me recall the important contribution of civil society for the promotion and protection of EU values. It is essential in supporting the resilience of our democracies. In this context, I would like to mention that the conference that the Polish Presidency is holding in Warsaw on 22-23 April. It will gather a wide range of stakeholders to debate the role of civil society in defending the rule of law. Its main outcomes will feed into Council conclusions on democratic resilience, which we expect to approve in May.

  Michael McGrath, Member of the Commission. – Mr President, Minster Szłapka, honourable Members, thank you for giving me the opportunity to address you in this Chamber today on the recent legislative developments in Hungary and the need to protect fundamental rights and freedoms in the European Union.

Just last week, on 24 and 25 March, I was in Budapest, my first visit in my capacity as Commissioner for democracy, justice, the rule of law and consumer protection to engage in dialogue with representatives of the government, judicial authorities, media and civil society stakeholders.

It was an opportunity for me to listen, discuss and also to gather many important impressions. My exchanges focussed primarily on the follow-up to the Commission's rule of law recommendations, and also on topical issues such as freedom of assembly, the Sovereignty Protection Office and the implementation of the serve programme in Hungary. In my discussion with government authorities, I expressed my concerns over the most recent legislation passed by the Hungarian Parliament on 18 March affecting the freedom of assembly. I emphasised that fundamental rights are at the heart of the European project, and that the right to gather peacefully is a fundamental right that must be guaranteed. These fundamental rights have been enshrined in the Charter of Fundamental Rights, to build a Union that protects and promotes human dignity, equality, tolerance and fairness, a Union where there is no place for discrimination. A safe and enabling environment for civil society is important for promoting and protecting fundamental rights.

In our 2024 Rule of Law Report, the Commission found that obstacles affecting civil society organisations persist, and we have called on Hungary to take action to foster a safe and enabling civic space. The Commission has also acted on the new Protection of National Sovereignty Act by bringing the matter before the Court of Justice. The work of the Sovereignty Office creates a chilling effect among civil society organisations and undermines civic space in Hungary.

My sense from the visit to Budapest is that civil society organisations continue to face a very difficult working environment. In my dialogue with the national authorities, I made it clear that civil society needs to be protected and deserves our support. Their work benefits the Hungarian people in their daily lives and puts EU funds to work where they are most needed.

Another focus of my visit was on media freedom and pluralism. Here we concluded in our 2024 Rule of Law Report that the threats to media pluralism highlighted in previous rule of law reports have remained unaddressed. These relate to issues, such as the fairness and transparency of state advertising, the functional independence of the Media Regulatory Authority, or the governance and editorial independence of public service media. I underlined to the Hungarian authorities how crucial it is that they address the recommendations on media freedom of our 2024 Rule of Law Report.

Honourable Members, let me now turn to the recent Hungarian legislation related to the freedom of assembly. The principles that all our Member States voluntarily adhere to are clear. Our Union is a union of freedom and equality. Everyone should be able to be who they are, live and love freely. The right to gather peacefully is a fundamental right to be championed across our European Union. It is enshrined in the Charter of Fundamental Rights of the EU, and is a core element of our vibrant democracies.

The recently adopted amendments to the Hungarian law on the right to assembly prohibit the organisation and participation to an assembly that violates the so-called Child Protection Act of 2021. This prohibition, therefore, applies to peaceful assemblies that can be qualified as promoting content portraying any deviation from the identity corresponding to one's birth sex, to name just one legal ground. The restriction on the right to peaceful assembly is not the only matter of serious concern raised by the new law. In addition, the law expands the scope of facial recognition technology to all administrative offences, including offences violating the rules on the right to assembly. We are currently conducting a thorough analysis of this new law from the perspective of EU law requirements, and are closely monitoring the situation in Hungary.

All this is occurring in the context in which hate motivated harassment against LGBTIQ people is on the rise around the globe. According to the 2024 LGBTIQ survey conducted by the EU Agency for Fundamental Rights, 14 % of respondents in Hungary reported being physically or sexually attacked in the five years preceding the survey. These attacks particularly impact trans, non-binary and intersex people. Additionally, according to the same survey, 57 % of LGBTIQ persons in Hungary experienced harassment in the year preceding the survey. Let me be clear the Commission stands with the LGBTIQ community in Hungary and in all Member States of our Union.

As I did in Budapest last week, allow me to recall the importance of upholding fundamental rights, including the right to freedom of expression and to peaceful assembly and association. This applies to all citizens in Europe and that includes Hungary.

This is why we have already acted decisively in relation to the Hungarian so-called Child Protection Act, which is at the basis of the qualification of the demonstrations banned by the newly adopted law. In fact, in 2021, the Commission launched an infringement against Hungary against the Child Protection Act, and the case is now pending in court. As many as 16 Member States and the European Parliament intervened in this case in support of the Commission. We are convinced that the Child Protection Act is incompatible with EU law, including the Charter of Fundamental Rights, as well as the EU values enshrined in Article 2 of the Treaty on European Union and common to all our Member States.

This child protection law stigmatises LGBTIQ-related content and presents it as being detrimental to children's development. We want to be clear the protection of all children in all their diversity is an absolute priority for the EU and for its Member States. However, the Hungarian law contains provisions which are not justified on the basis of promoting this fundamental interest or are disproportionate to achieve the stated objective. The Commission will continue to assess the overall rule of law situation in Hungary in the 2025 Rule of Law Report, which is currently being prepared. And let me assure you that the rule of law related developments in Hungary have our full attention, and that includes my personal, full attention.

The Commission will not hesitate to take further action and, where appropriate, launch infringement procedures to ensure respect of the rule of law and fundamental rights in Hungary. I now look forward to your contributions and thank you for your attention, colleagues.

  Zoltán Tarr, a PPE képviselőcsoport nevében. – Tisztelt Elnök Úr! Furcsán hangozhat ez ebben a témában, de igaziból egy örömhírt hozok. Bár 15 éve egy autoriter, önző és képmutató hatalom uralkodik Magyarországon, az emberek fel merik vállalni, hogy elegük van, és így valódi esély van arra, hogy változás legyen az országban. És mi mutatja legjobban, hogy közel a változás? Ahogy azt Önök is megtapasztalhatták, a Fidesz mindig pimaszul magabiztosnak mutatta magát. De látva a TISZA magabiztos előnyét a közvéleménykutatásokban, most kétségbeesetten kapkod és egyre agresszívabbá válik.

A miniszterelnök és köre félti a hatalmát, korrupcióval összeszedett vagyonát. Ezért egyre durvább döntéseket és intézkedéseket hoz, mint amit az elmúlt hetek jogszabályváltozásra is jelentenek, és amelyek egy részéről Biztos úr az előbb beszámolt.

Hadd mondjam azt is el, hogy az alkotmánynak további módosítása is van. Ez pedig kibővíti a kormány vészhelyzeti kormányzásban alkalmazható eszköztárát. Magyarországon 2020 óta vészhelyzet van, kedves Barátaim! Mostantól a kormány rendeletekkel még a törvényeket is felülírhatja. A legutóbbi törvényjavaslatuk pedig az EP-képviselők mandátumát fenyegeti, ha a fideszes ellenőrök a legkisebb hibát is találják vagyonbevallásunkban.

E kétségbeesett lépések célja az, hogy megosszák a társadalmat, korlátozzák az alapvető jogainkat, és az a céljuk, hogy az autoriter hatalmat bármi áron megtartsák.

De kedves Barátaim! Magyarországon egy új világ ébredezik, amely nem hagyja magát. Magyar Péter és mi magunk is járjuk az országot, és a legkisebb településektől a legnagyobb városokig egyre többen mernek kiállni. Egy hete indított népszavazási kezdeményezésünket már közel 600 ezren töltötték ki, és ami nekem személyesen a legnagyobb bátorítást adja és reménységet, az az, hogy országszerte kisebb-nagyobb közösségekben, amiket mi szigeteknek hívunk, egyre többen beszélgetnek.

Minden fideszes gyűlöletkeltés és megosztás ellenére. Véleményt cserélnek az emberek, és közösen keresnek megoldást helyi és országos problémákra. Az emberek nem félnek.

Kedves Képviselőtársaim! A kormány érezve a veszélyt, minden eszközt bevet, hogy megtörjék az emberek változásvágyát. De a változás elkerülhetetlen.

  Csaba Molnár, a S&D képviselőcsoport nevében. – Tisztelt Elnök Úr! Orbán Viktor hatalma elvesztésétől rettegve az elmúlt 15 évben kiépített illiberális államát nyílt putyini diktatúrává alakítja át.

Most épp a gyülekezés jogát teszi lehetetlenné úgy, hogy szabadságjogaiban korlátozza a magyar LMBTQ-közösség tagjait. Beszéljünk nyíltan. A Pride betiltása mocskos homofóbia, bármennyire is próbálják azt hazug módon gyermekvédelemnek beállítani.

S a legszomorúbb ebben az, hogy mindez a teljes magyar jobboldal cinkossága mellett zajlik. Hiába ülnek itt az Európai Parlamentben három különböző frakcióban, a magyar jobboldali pártok ebben az ügyben más más indokkal ugyan, de ugyanabba az irányba mozognak. Megint létrejött az Európai Parlamentben a magyar jobboldali pártok fura koalíciója. A cinkosság a gyalázatban. Vannak, akik lelkesen egymásra licitálva például a Fidesz vagy a Mi Hazánk. És vannak, akik csendben, sunnyogva, mellébeszélve, mint a néppárti frakcióban ülő Tisza párt, abban bízva, hogy kibekkelhetik, lapítanak, gumicsontról hadoválnak, pávatáncolnak, úgy beszélnek gyülekezési jogról, hogy nem ejtik ki a szájukon azt a szót, hogy Pride, és ha szavazni kellene, mint legutoljára a Fővárosi Közgyűlésben, akkor leginkább nem találják meg a szavazógombot.

Egyetlen magyar párt van itt az Európai Parlamentben, amely megalkuvás nélkül hirdeti, hogy senkit sem szabad legalapvetőbb demokratikus jogaitól megfosztani csak azért, mert a többségtől eltérő nemi identitása vagy szexuális orientációval rendelkezik. És ez a Demokratikus Koalíció.

Mert mi szabadságjogokban nem ismerünk tréfát. Nem bújkálunk, nem lapítunk, nem taktikázunk, nem alkuszunk. Mi ilyenek vagyunk! Minden évben ott vagyunk/voltunk a Pride-on, és idén is ott leszünk. Arra kérem Önöket, tisztelt demokrata képviselők, képviselőtársaim, bárhonnan Európából, hogy jöjjenek el idén Önök is! Legyenek részesei az egyetlen betiltott európai Pride-nak. Nevessünk együtt a zsarnok szemébe, éljük át együtt, hogy milyen, amikor a hatalom arcfelismerő rendszerekkel vadászik ránk. Találkozzunk júniusban Budapesten, és mutassuk meg, hogy Európa nem gyűlöletre, hanem egymás kölcsönös elfogadására épül.

  Tamás Deutsch, a PfE képviselőcsoport nevében. – Tisztelt Elnök Úr! A mai lassan már az 1001-edik Magyarország-vita itt az EP-ben.

Miközben Európát ellepték az illegális migránsok, az európai nemzetgazdaságok versenyképessége romokban, az elhibázott szankciós politika miatt pedig az egekben az infláció és az energiaárak, addig Önök képesek egy újabb, Magyarországot támadó ócska politikai színjátékkal múlatni a csermelyléptű időt. Az egész épp annyira komolytalan, mint amennyire tragikus.

Az indulatos kirohanásaik, durváskodásaik, hazugságaik helyett nézzük a tényeket. A magyar demokrácia és jogállam köszöni szépen, jól van. A gyermek mindenek felett álló érdekeinek védelme további alkotmányos megerősítést kapott Magyarországon, ez helyes. A gyermekek egészséges testi és szellemi fejlődéshez való jogának elsőbbséget kell élveznie. A szexualitás öncélú ábrázolásának megjelenítése pedig tilos. A magyar megoldás példaértékű.

Magyarországon annyira szabadon lehet tüntetni, ahogy sehol Európában. Most is a gyülekezési jog maradéktalan érvényesülése keretében tartott tüntetéseken szabadon mondhatják el az emberek a véleményüket.

Egy szó, mint száz, ha minden héten magyar vitát tartanak, ha minden hónapban Magyarországot gyalázó európai parlamenti határozatokat fogadnak is el – szóval, ha a fejük tetejére állnak –, mi akkor is megvédjük a szabadságunkat, megvédjük a nemzeti szuverenitásunkat, megvédjük a gyermekeinket, elutasítjuk az illegális migrációt, és kitartunk a béke mellett, mert ez a magyarok akarata.

  Jacek Ozdoba, w imieniu grupy ECR. – Panie Przewodniczący! Zacznijmy od tego, że w pełni się zgadzam z tym, co mówił mój przedmówca. W Europie panuje inflacja, mamy kryzys migracyjny, a my na tej sali zajmujemy się jak zwykle czymś, co zostało wyjęte z kontekstu i zostało przekręcone. Jak to jest możliwe, że ten bal na Titanicu dalej ma się jak najlepiej, kiedy mamy gigantyczny kryzys. Może zacznijmy debatować o tym, co się dzieje w niektórych krajach takich jak mój kraj, czyli Polska, gdzie morderca, który został skazany na dożywocie, wychodzi z więzienia i pytanie gdzie się znajduje? To jest pytanie do ministra, który nie potrafi na to odpowiedzieć na konferencji prasowej, bo okazuje się, że z więzienia można wyjść, nawet jeżeli się jest mordercą. Ale możemy pójść dalej. Jak to jest możliwe, że lider opozycji we Francji jest skazywany? Jak to jest możliwe, że w Rumunii wymyśla się pewne historie, które mają na celu skręcenie demokracji? Więc oczywiście bawcie się dobrze.

Następne wybory pokażą, że jeszcze bardziej siły prawicowe w Europie zyskają na znaczeniu. I pan wiceprezydent Vance wam dokładnie powiedział, że w Europie zagrożona jest demokracja i dobrze żebyśmy debatowali na temat demokracji, a nie na temat tego, że rodzice mają prawo do wychowania dzieci według własnych założeń, własnych przekonań. Węgry dają możliwość swobody, chronią dzieci przed tym właśnie ideologicznym marszem, który chce przekształcać dzieci w taką nie wiadomo jaką konstrukcję. A przecież są dwie płcie. To jest oczywiste i nikt z tym już nie powinien polemizować. Nawet Europejska Partia Ludowa już zmienia w tym zakresie zdanie.

  Fabienne Keller, au nom du groupe Renew. – Monsieur le Président, Monsieur le Ministre, Monsieur le Commissaire McGrath, mes chers collègues, la procédure liée à l'article 7 à l'égard de la Hongrie a été déclenchée en septembre 2018, il y a sept ans déjà. Depuis, Viktor Orbán n'a cessé de démanteler et de déconstruire l'état de droit dans son pays: absence de médias libres, absence d'indépendance de la justice, une société civile muselée. La dernière mesure phare en date est l'interdiction de la marche des fiertés à Budapest. Dans cette période où nous avons besoin d'une Europe forte et unie, Viktor Orbán freine tout projet d'une Europe ambitieuse et diverse, préférant plutôt soutenir la Russie.

Monsieur le Commissaire, vous avez comme responsabilité de veiller à l'application effective de l'article 7. Nous vous demandons de suspendre le droit de vote de la Hongrie au Conseil. Cette procédure n'a déjà que trop tardé. Avec mon groupe, Renew Europe, nous serons aux côtés des citoyens hongrois lors de la marche des fiertés à Budapest le 28 juin. J'espère, chers collègues, vous y voir nombreux.

  Tineke Strik, on behalf of the Verts/ALE Group. – Mr President, dear Council, Commissioner, Orbán's further crackdown on society follows the next chapter of Putin's playbook. Under the misleading disguise of child protection, he oppresses the LGBTIQ community and even bans Pride. And behind this icon, he is destroying the right to assembly and freedom of expression for everyone.

Citizens are gradually getting outlawed, as Orbán can suspend any protective law and even revoke the citizenship of his critics. He has declared a war against NGOs, judges, journalists and political opposition, calling them parasites that need to be eliminated. He's turning Hungary into an authoritarian police state – surveillance technology included.

So if not now, then when? I call upon the Commission to step up further action, and the Council to finally use – actually use – the Article 7 procedure to stop Orbán now, and to prevent him from further blocking and blackmailing the EU. Orbán must no longer be allowed to hold the EU and the Hungarian people hostage.

  Κωνσταντίνος Αρβανίτης, εξ ονόματος της ομάδας The Left. – Κυρία Πρόεδρε, αγαπητοί συνάδελφοι, όλα τελικά έχουν την εξήγησή τους. Όταν ανέχεσαι ακραίες αντιδημοκρατικές συμπεριφορές εντός της Ένωσης πώς θα καταδικάσεις τον κ. Erdoğan, ή όταν έχεις μια υποκριτική ευαισθησία; Η κυβέρνηση Orbán συνεχίζει ακάθεκτη την εμβάθυνση του αυταρχισμού στην Ουγγαρία. Επιτίθεται συστηματικά στη δημοκρατία και τα ανθρώπινα δικαιώματα υπό την ανοχή της ευρωπαϊκής ηγεσίας, και βεβαίως της κυρίας von der Leyen.

Τώρα μεθόδευσε μια κατάπτυστη νομική θηριωδία. Αφαιρεί την υπηκοότητα από τους πολιτικούς της αντιπάλους, δημιουργώντας ένα καθεστώς νομικού απαρτχάιντ. Καταργεί την αναγνώριση φύλου και απαγορεύει το pride, νομιμοποιώντας κρατικό πογκρόμ ενάντια στην κοινότητα των ΛΟΑΤΚΙ. Εγκαθιδρύει πολεμικό δίκαιο με μια μόνιμη κατάσταση ανάγκης που της επιτρέπει να κυβερνά στο διηνεκές με διατάγματα και έκτακτη νομοθέτηση. Αυτά δεν είναι απλά αντιδημοκρατικά μέτρα. Είναι η οργανωμένη περιθωριοποίηση Ευρωπαίων πολιτών, των Oύγγρων πολιτών.

Ζητάμε άμεση ενεργοποίηση νέων διαδικασιών επί παραβάσει και νέα αναστολή εκταμίευσης κονδυλίων. Κανένας Ούγγρος, καμία γυναίκα, κανένας άνδρας, κανένας Ευρωπαίος πολίτης υπό καθεστώς αυταρχισμού. Ραντεβού τον Ιούνιο στη Βουδαπέστη.

  Zsuzsanna Borvendég, a ESN képviselőcsoport nevében. – Tisztelt Elnök Asszony! Önök újra szégyenpadra akarják ültetni hazámat, de nem hagyjuk. A gyülekezési jog korlátozható, arányos, szükséges és társadalomvédelmi okokból. Az eltérő nemi identitást és szexuális devianciákat közszeméremsértő módon népszerűsítő Pride ide sorolható.

Akkor persze nem tiltakoztak, amikor a balliberális pártok kormányzása alatt a gyülekezési jogot brutális állami erőszakkal valóban zárójelbe tették Magyarországon. És önök szerint az is rendben van, hogy ebben a vitában is támadni fogja hazámat egy olyan képviselő, aki életveszélyt okozó testi sértés kísérlete miatt bírósági ítéletre kelljen várnia.

Ez a törvénymódosítás a világ egyik legerősebb és legveszélyesebb lobbijával veszi fel a harcot, amely nyíltan a hagyományos társadalmi rend felszámolására törekszik.

Kérjük a magyar kormányt, hogy legyen még következetesebb, és hatékonyabban védje meg a családokat a szivárványos lobbiszervezetek támadásaitól, valamint szüntesse meg az eljárásokat azokkal szemben, akik felszólaltak az LMBTQ-propaganda iskolai terjesztése ellen.

  Adrián Vázquez Lázara (PPE). – Señora presidenta, que al señor Orbán le molesta la libertad ya no sorprende a nadie. Lleva años aprobando leyes que restringen la libertad, retuercen el Estado de Derecho y reducen la democracia a un sistema en el que solo caben quienes piensan, sienten y aman como él.

Lo más llamativo esta vez no es la prohibición de la oposición política o la persecución de la comunidad LGTBI, sino la excusa que utiliza, y cito: «lo hago para proteger la libertad de los menores». Es un auténtico maestro del lenguaje, este señor Orbán, la verdad. Aunque, si uno lee el artículo 621 del Código de ofensas de la Federación Rusa, que sanciona la propaganda de relaciones sexuales no tradicionales entre menores, se da cuenta de que esta vez no han sido ustedes ni originales.

Entre las sociedades abiertas de Europa y la dictadura de Putin, Orbán y ustedes siempre eligen aquellos que consideran la libertad una amenaza. Pero, afortunadamente, los que creemos en la libertad somos mayoría y, por muchos partidos que ustedes financien en nuestro continente, como Vox en España, no se preocupen, que la libertad volverá a ondear en Budapest tarde o temprano.

Señor Deutsch, si hemos tenido mil y un debates en esta Cámara sobre Hungría, es porque estamos hartos de que ustedes están destrozando la democracia y la libertad de su país. Y si hay que tener mil y un debates más, los tendremos, no se preocupen. Pero tranquilo, en Hungría ya hay una alternativa real. Sé que hay una alternativa que defiende el Estado de Derecho, que defiende la democracia y las libertades: no es otra que la alternativa liderada por Péter Magyar, que llenó las calles hace unos meses de húngaros y, dentro de poco, llenará también las urnas.

  Marc Angel (S&D). – Madam President, dear all, today I choose to speak directly to the dear citizens of proud Hungary. For too long, you have been told that Brussels forces you to accept 'foreign values' and that the West seeks to undermine your culture.

But let me be clear: our message is not an attack against you. We only ask that every person in Hungary be treated without discrimination and no one be forced to hide who they are. Banning pride and permitting AI surveillance sends a dangerous signal that some among you are less worthy of freedom and respect.

The European Union stands for Hungary, where every citizen can live openly, with dignity and without fear.

Dear Hungarians, the Fidesz Government has restricted your right to speak freely and your right to peaceful assembly. It is our duty to stand against this. Hungarians deserve the same rights as everyone else in our Union. We believe in your strength and in your rich cultural heritage.

Our goal is simple: to protect the rights of all Hungarians, ensuring freedom and equality for every person in this great nation.

  Paolo Borchia (PfE). – Signora Presidente, onorevoli colleghi, chiedo scusa, ma forse ho letto male il titolo del dibattito, perché pensavo di assistere all'ennesimo – ormai ho perso il conto, siamo a qualche decina di dibattiti – sull'Ungheria, invece ho assistito a un anticipo di campagna elettorale fuori stagione da parte dell'opposizione ungherese.

Poi, per il resto, a me sembra che ci sia sempre bisogno di un nemico e chi ha una visione di Europa diversa puntualmente viene bollato, banalmente, come estremista di destra.

Commissario, lei ha ragione: ha detto una cosa molto bella quando ha detto che bisogna essere se stessi. Mi trova d'accordissimo, ma allora perché non accettate che il popolo ungherese sia se stesso e voti i rappresentanti politici che intende votare?

Io credo che, ancora una volta, oggi quest'Aula dimostri di avere dei grossi problemi con la democrazia, perché non basteranno i cordoni sanitari, non basteranno i milioni di Soros, perché i popoli europei hanno un brutto vizio, e questo vizio è quello di votare con la propria testa, di pensare con la propria testa. E soprattutto, la testa, di non piegarla ai voleri e all'arroganza di Bruxelles.

  Paolo Inselvini (ECR). – Signora Presidente, signor Commissario, onorevoli colleghi, come spesso accade in questo emiciclo, stiamo assistendo a dichiarazioni ipocrite e ideologizzate; dichiarazioni di chi vorrebbe sostituirsi alle decisioni legittime di uno Stato sovrano, cosa che purtroppo si verifica molto frequentemente.

La legge ungherese si propone semplicemente di tutelare i bambini e le nuove generazioni secondo valori ispirati alla nostra identità e storia cristiana e, soprattutto, al buon senso, combattendo ideologia gender e derive woke.

Oggi abbiamo proposto un emendamento per condannare l'abominevole pratica dell'utero in affitto: quella, sì, era un'occasione per tutelare davvero i diritti umani.

Proposta bocciata dagli stessi che ora vorrebbero imporre all'Ungheria, e ad altre nazioni europee, come crescere le nuove generazioni, parlando di temi su cui l'Unione europea non ha alcuna competenza.

Per noi questo non è più accettabile: l'Europa deve tornare a difendere i propri principi cristiani e a rispettare la sovranità dei nostri Stati e dei nostri popoli.

  Raquel García Hermida-Van Der Walle (Renew). – Madam President, Commissioner, Minister, colleagues, the emperor has no clothes. Hungary is one of the poorest countries in the EU, but Viktor Orbán chooses to wage yet another culture war.

Two thirds of Hungarians describe the education system as bad, but Viktor Orbán cares more about schoolbooks being kind to him. Hospitals are crumbling down because of government corruption, but Viktor Orbán thinks undermining our international justice system is more important.

Colleagues, the emperor has no clothes. When he cracks down on the pride parade in beautiful Budapest, it means he has nothing. He picks on the most vulnerable because he himself is naked. The majority of Hungarians have no issue with the parade. The majority of Hungarians believe in Europe.

So no, Viktor Orbán does not speak for the people. And we must be at their side, and not at his side. Viktor Orbán is a weak autocrat who does not belong in our Union.

Member States, please stop the attack against our European unity, values and opportunities. Activate Article 7 now.

  Daniel Freund (Verts/ALE). – Madam President, dear colleagues, just last week, I was in Budapest with thousands of demonstrators on the Freedom Bridge, because another fundamental right is being stolen from Hungarians: the freedom of assembly. Orbán has taken freedom from Hungarians time and again – press freedom, academic freedom, the freedom to marry whomever you love.

But whenever Orbán is taking freedoms away from Hungarians, he often does that to distract from his stealing: EUR 14 billion already and, this time, I think he's trying to steal the Hungarian elections next year, because the constitutional changes are supposed to allow him to just suspend any law at will.

Commissioner, we can't just react to that with the usual concerns and further analysis. We need action. Why are we still sending billions of EU taxpayers' money to this dictator? Why are we not freezing all EU funds until finally democracy, the rule of law and the fundamental freedoms of Europeans are restored in Hungary. We need action now.

  Ilaria Salis (The Left). – Signora Presidente, onorevoli colleghi, l'Ungheria è un paese europeo tenuto in ostaggio da un regime autoritario e corrotto.

Cari colleghi, guardiamo ai fatti più recenti.

Come agisce un governo liberticida ai tempi dell'intelligenza artificiale? Viktor Orbán ci mostra la via: prima vieta il Pride, marchiando la comunità LGBTQI+ come "pericolosa per i bambini" – forse glielo ha suggerito il suo amico Putin. Poi minaccia di utilizzare il riconoscimento facciale per identificare e punire chiunque osi manifestare comunque. Complimenti!

E sul fronte della politica estera? Anche lì Orbán non delude. Dopo aver espresso solidarietà a Marine Le Pen – condannata per aver rubato milioni di fondi pubblici – oggi riceve a Budapest, con tutti gli onori, il criminale di guerra Netanyahu. Invece di arrestarlo, come richiesto dalla Corte penale internazionale, lo accoglie a braccia aperte.

Dunque, che lo Stato di diritto in Ungheria fosse ormai ridotto in macerie lo sapevamo bene. Ma qui si sta superando ogni limite: lo spregio del diritto, delle libertà civili ha raggiunto un punto di non ritorno.

Ma per fortuna, nonostante la propaganda, molti ungheresi stanno aprendo gli occhi. Il fascismo sarà sconfitto.

  Milan Uhrík (ESN). – Vážená pani predsedajúca, progresívni kolegovia, prosím vás, čo máte za problém, že Maďari nechcú imigrantov na svojom území a dúhovú propagandu na svojich školách? No a čo? No a čo? Je to ich právo, majú sa tak právo rozhodnúť a ja to plne podporujem. A pevne verím, že aj na Slovensku bude raz vláda, ktorá úplne otvorene oficiálne takisto odmietne imigračný pakt a takisto oficiálne zákonom zakáže dúhovú propagandu medzi deťmi na školách a takisto bude mať odvahu hlasovať na Európskej rade za mier.

Prosím vás, ušetrite si tieto rečičky o nejakom právnom štáte, pretože vo Francúzsku anulovali voľby len kvôli tomu, alebo anulovali možnosť kandidovať pani Le Penovej len kvôli tomu, lebo ste sa báli, že vyhrá. V Rumunsku ste anulovali celé voľby, lebo nevyhral váš kandidát. A vy tu idete rozprávať niečo o nejakom právnom štáte. Ušetrite si toto pokrytecké divadlo. Všetci vieme, že to o právnom štáte vôbec nie je. Je to iba čistá, čistá politika. Začnite konečne rešpektovať suverenitu jednotlivých štátov.

The problem is that the human right of assembly – which is guaranteed by the Charter of European Human Rights, to which Hungary is a signatory state – is taken away. So in the light of this problem, would you change your opinion?

Absolútne plne to podporujem, pretože na podujatiach, kde prichádza k explicitnej sexualizácii svojej orientácie, jednoducho, takéto veci na verejnosti nemajú priestor. Bodka.

  Ľuboš Blaha (NI). – Vážená pani predsedajúca, Slováci a Maďari mali po stáročia veľmi komplikované vzťahy, ale dnes sú z nás tí najlepší kamaráti, a to vďaka vám. Vďaka vašej šialenej neoliberálnej politike v Bruseli. Spojil nás odpor proti vojne a odpor proti vašej rusofóbii. Spojil nás odpor proti predstave liberálneho superštátu. Spojil nás odpor proti ilegálnej migrácii a spojil nás odpor proti vašim sexuálnym experimentom. Robert Fico na Slovensku tak ako Viktor Orbán v Maďarsku chránia rodinu, chránia naše deti a chránia zdravý rozum. U nás na Slovensku prevláda ľavicový konzervativizmus, v Maďarsku prevláda pravicový konzervativizmus, ale spája nás odpor voči neoliberálom.

A ja sa pýtam, kde vy beriete tú drzosť útočiť na maďarskú demokraciu? V Rumunsku ste zrušili voľby, vo Francúzsku chcete zavrieť hlavnú opozičnú političku a vy chcete niečo vyčítať Maďarom? Môžete sa aj rozkrájať. My Slováci stojíme za Maďarmi a ak by liberálni extrémisti chceli Maďarsku zobrať hlasovacie práva, Slovensko to v Európskej rade zablokuje. Máte smolu. Nech žije Slovensko! Nech žije Maďarsko, nech žije zdravý rozum!

  Raquel García Hermida-Van Der Walle (Renew), blue-card question. – Colleague, you said that Viktor Orbán and the Hungarian regime, his regime, care about families. That means they care about children. But would you care to explain to me then why it is that two thirds of Hungarians describe the education system as bad – purely bad? And would you care to tell me why the population in Hungary is still shrinking, despite all of the efforts from Viktor Orbán to encourage people to have more children? And would you care to tell me why young people are leaving the country by the tens of thousands because they have no opportunities? How is that caring for families?

  Ľuboš Blaha (NI), blue-card answer. – It's really a funny question. You know, you were saying that in Hungary there is a shrinking population, yes. In Denmark there are homosexual marriages. There are, yes. And the population is shrinking as well. How is this possible? How is this possible? Lady, I think that Hungary has the right – has the right – to go its own way. Please respect it. Europe is about diversity, no? Not about the liberal progressive extremism. You are laughing at everybody who expresses a different opinion to you, is this correct? I think that this is liberal fascism.

  Monika Hohlmeier (PPE). – Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Es haben ja mehrere Kollegen von der ungarischen Seite oder auch von der rechten Seite angesprochen, dass man angeblich über europäische Gesetzgebung und Kompetenz hinausgehen würde. Ich will hier deutlich mal aufführen, wo man definitiv die europäischen Regeln nicht einhält. Wir haben den freien Warenverkehr, wir haben den freien Kapitalverkehr, wir haben die Niederlassungsfreiheit, wir haben die Freiheit der Menschen, sich zu bewegen, wohin sie möchten und wo sie ihren Beruf ergreifen möchten und wohin sie gehen möchten.

Was machen Sie unter Ihrer Regierung? Kleptokratisch einen Sektor nach dem anderen anpacken, und das bedeutet in der Konsequenz das, was die Kollegin gerade beschrieben hat – ungarische Arbeitnehmerinnen und Arbeitnehmer zahlen dafür den Preis, indem sie ihre Arbeitsplätze verlieren, weil Unternehmen nicht mehr wettbewerbsfähig sind.

Als Zweites, ein freier Binnenmarkt erfordert aber auch, dass man die Regeln des freien Binnenmarktes einhält. Das bedeutet, dass man in der Konsequenz auch bereit sein muss, ein unabhängiges Justizsystem zu haben. Eine Ausbildung, in der jeder Mensch sich entscheiden kann, was er studieren möchte, wie er studieren möchte, welche Ausbildung er machen möchte und da nicht entsprechenden Regelungen ideologischer Art zu unterliegen hat.

Ich fordere Sie vor allem auf, mit Ihren blöden Preisobergrenzen endlich aufzuhören, denn das bringt riesige Import‑Export‑Schwierigkeiten mit sich. Das bringt riesige Schwierigkeiten in Preiserhöhungen für die Menschen mit sich, und am Schluss haben Sie eine Rieseninflationsrate, eine hohe Arbeitslosigkeit – und die ungarische Bevölkerung leidet unter hohen Preisen. Nehmen Sie endlich den europäischen Binnenmarkt wahr, und lieber Herr Kommissar, gehen Sie vor den EuGH, wenn neue Verstöße stattfinden in diesem Sektor.

  Diana Iovanovici Şoşoacă (NI), întrebare adresată conform procedurii „cartonașului albastru”. – Ați spus că fiecare are dreptul să facă ce dorește și că așa este într-o democrație. Păi și Ungaria are dreptul să facă tot ceea ce dorește și maghiarii au dreptul să facă tot ceea ce doresc, ca și românii. Românii și maghiarii, chiar dacă au avut probleme de-a lungul istoriei, să știți că în problema aceasta, noi îl susținem pe Viktor Orbán și nu mai avem nicio problemă. La fel ca și la celălalt interlocutor, vă spun că și noi vom face numai ceea ce dorim și ne vrem o societate creștină în care să ne respectați dreptul de a fi un cuplu format din bărbat și femeie, nu bărbat și bărbat, și femeie și femeie.

  Monika Hohlmeier (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Um ganz christlich zu antworten – christlich bedeutet, den Menschen so zu respektieren, wie er ist, und sich gegenseitig so anzunehmen, wie man ist, und nicht Vorschriften zu erlassen, die Menschen zwingen, in die Defensive zu gehen, ihre Meinung nicht mehr sagen zu dürfen, nicht mehr zeigen zu dürfen, wie sie wirklich sind und wer sie wirklich sind. Das ist das, was ich unter europäischen freien Werten verstehe, und die – offen gestanden – werden momentan in Ungarn nicht eingehalten.

  Krzysztof Śmiszek (S&D). – Madam President, independent media, independent judiciary, civil society, immigrants, the LGBTQ community – who will be next on the list of Orbán's regime? Yet, one of the biggest opposition parties in Hungary, TISZA, does absolutely nothing about it. I call on Péter Magyar, the leader of TISZA – this is your time to stand up. This is your time to speak up. Are you the opposite of Orbán's tyranny, or are you his replica, only with a nicer haircut and a fancier suit? Now they are coming for those who are like me, and you are not speaking up. Let's see if there is anyone left to speak up when they come for you.

The Pride March will keep marching, no matter Orbán's will to repress us. On 28 June, S&D will be there in Budapest; the Hungarian Demokratikus Koalíció will be there as well. Hungarian LGBTI community, today we stand with you. Today we fight for you, and we will never give up.

  Ondřej Knotek (PfE). – Madam President, dear colleagues, I have the feeling that this is another unnecessary debate. I believe that the elected representation has the right to update legislation in place. And of course, every piece of legislation can be challenged at Constitutional Court.

Concerning this case, some of you blame Hungarian policymakers for targeting minorities. In my understanding, the aim of the discussed amendment is to protect people, especially young population, from excessive public behaviour, regardless of sexual orientation. And we shall not forget that the rights of minorities is granted by Hungarian Constitution.

So the real question behind is the compliance of this amendment with the Hungarian Constitution. And I honestly hope that the European Parliament has no ambition to just compliance of any national policies with respective national constitutions. This is the role of judges, not of policymakers.

  Moritz Körner (Renew). – Frau Präsidentin, liebe Kolleginnen und Kollegen! Schauen wir uns mal die unsinnigen Argumente an, die hier vorgebracht werden. Das erste Argument ist: Ungarn darf alleine entscheiden. Ja, Ungarn darf ganz viel alleine entscheiden, aber in Artikel 2 der EU-Verträge steht, dass die sexuelle Orientierung als Grundrecht geschützt ist, und deswegen dürfen Sie das nicht einfach alleine entscheiden. Diese Grundrechte sind Grundrechte, die europäische Bürger haben, und es hat Sie niemand gezwungen, die Verträge zu unterschreiben – das steht da drin und darauf beziehen wir uns.

Zweitens: Dann sagen Sie, warum wird hier wieder debattiert, warum geht es nicht um Migration oder Wirtschaft? Ja, warum greifen Sie Minderheiten an? Kümmern Sie sich doch um Wirtschaft und Migration, anstatt auf Minderheiten herumzutrampeln.

Drittens: Dann kommt das Argument, wir müssen diese Pride March verbieten, weil dann würden Kinder dadurch irgendwie verändert. Die Propaganda käme dann usw. So funktioniert es nicht. Man wird nicht einfach schwul, weil man einen CSD oder einen Pride sieht. Das sorgt höchstens dafür, dass man ein bisschen toleranter wird.

Wenn Sie da so ein wirklich ein Wahnsinn haben, dann frage ich mich manchmal: Wie sicher sind Sie sich eigentlich mit Ihrer eigenen Sexualität? Wie sicher sind Sie sich da eigentlich? Ach ja, stimmt. Es war der ehemalige Fidesz-Chef, der in der Pandemie bei einer illegalen Sexparty erwischt worden ist, wie er da die Regenrinne runter rutschte. Das ist vielleicht der Grund. Deswegen regen Sie sich über diese Fragen so auf.

Meine Damen und Herren, hören Sie einfach auf mit diesem Unsinn.

  Kim Van Sparrentak (Verts/ALE). – Madam President, Commissioner, Minister, colleagues, when I heard Orbán banned Pride, I realised it is not going well for him in the polls, because this is the boring old playbook of wannabe autocrats.

And I'm furious that, again, he's using us, spreading lies and hate about the LGBTQI community and validating the hate crimes which always peak after these legislative changes.

He's making our lives miserable, all as a disguise to keep his power – because we know it is not his ultimate goal to get rid of the rainbow flag. His goal is to get rid of democracy. Banning Pride is just his next step to silence even more voices.

We know he changed the law to get rid of freedom of assembly. But you can't ban Pride. Pride is a protest for equal rights. And on 28 June, I will stand side by side with my queer siblings in Budapest and I hope to see many of you there.

  Tomasz Froelich (ESN). – Frau Präsidentin! In Deutschland wird über ein Verbot der AfD sinniert. In Rumänien wurde gerade die Demokratie begraben. In Polen jagt Herr Tusk Oppositionelle. In Frankreich wird ein politisches Todesurteil gegen Marine Le Pen verhängt. Aber das alles interessiert Sie nicht. Sie stören sich mal wieder an Ungarn. Warum? Weil Viktor Orbán Kinder vor dem Woke‑Virus schützen möchte und deshalb Pride‑Paraden verbietet. Richtig so! Das ist Ungarns gutes Recht.

Denn was einige auf der Pride dort veranstalten, gehört vielleicht noch ins Schlafzimmer, aber ganz bestimmt nicht auf die Straße. Wenn unter dem Deckmantel der sexuellen Freiheit öffentlich vor Kleinkindern kopuliert wird, dann ist das sexueller Kindesmissbrauch. So was passiert dort. So was gehört verboten. Eltern, die nichts dagegen unternehmen, sind schlechte Eltern. Gute Eltern schützen ihre Kinder vor diesem woken Wahnsinn.

Statt Viktor Orbán anzugreifen, sollten Sie seinem Beispiel folgen. Ja zum Schutz unserer Kinder und Nein zur Sexualisierung aller Lebensbereiche. Ihre Kinder werden es Ihnen danken.

  Lukas Sieper (NI). – Madam President, dear people of Europe, a few years ago I watched the Cologne Pride, and I saw a man dancing on a wagon, wearing a strap-on dildo, and right next to him two children on the sidewalk. And I thought to myself: maybe sex toys don't belong in a public parade. That would have been a proportionate response – one that respects the rights of the performer and the dignity of the children, one that the Hungarian Constitution demands.

But banning Pride altogether? That's not about child protection; that's about hate and populist politics. And for that, President Orbán is willing to sell off the rights and the dignity of part of his own people, forgetting that he, as President, is meant to serve all the people.

And that we will not let slide. We will be in Budapest. We will take their batons, we will take their tear gas and we will take their cameras, because we will not back down! In the end, we are all the people!

  Michał Wawrykiewicz (PPE). – Madam President, Commissioner, Minister, spring has arrived on the Danube River. Not only in this calendar sense, but in a symbolic narrative. Freedom has blossomed in the hearts and minds of the people. Yes, the Hungarian Spring of the people has arrived.

After 15 years, the people have finally had enough. They have had enough of the arrogant regime, the methods of rule taken from the autocratic, brutal autocracy and the sowing of hatred and fear, the drastic violation of the rule of law, the lying and the manipulative propaganda, the kleptocracy and the corruption, and finally the turning of Hungary away from the Western civilisation, from Western Europe, from its roots and the desires, and changing vectors toward a cruel totalitarian tyrant from the East. The people have had enough.

Hungary has been in Europe for more than 1000 years, and the Hungarian people will not allow anyone to turn it away from Europe, from its values, from the democratic principles of the state, from the style and prosperity of life, and from the alliances of the Western world to which Hungary indisputably belongs.

The Orbán regime feels it, sees it, experiences it – the mood on the street – and it's starting to get scared, because the time will come to bear responsibility for all that has happened over the 15 years. And all of these recent legislative actions that break the rules of the democratic world are a sign of fear and panic.

  Ernő Schaller-Baross (PfE), kékkártyás kérdés. – Képviselőtársam többször járt már Magyarországon, talán utoljára a Tisza Párt rendezvényén. Emlékeztetném: Lengyelországban figyelmen kívül hagyják az alkotmánybírósági határozatokat, párttársai elfoglalták a köztévét, képviselőket a nyílt utcán tartóztatnak le.

Képviselői nyilatkozata alapján itt kinyomtattam, Ön ugyanazoktól a baloldali NGO-tól kapott támogatást, melyek aktívan szóltak bele, avatkoztak bele a magyar belpolitikába. Kérdezném Önt, ezért támadja a magyar szülők és gyermekek alkotmányos jogait? Ezért szeretné ráerőltetni a magyar családokra a gender- és transzideológiát terjesztő NGO-kat?

Megvédjük a gyermekeinket!

  Michał Wawrykiewicz (PPE), blue-card answer. – I will respond to you very easily and clearly. I went through all of these lies and manipulation in Poland between 2015 and 2023. But I'm a lawyer. I stick to the facts and the court verdicts, and you should as well. So look at the verdicts of the Court of Justice, of the European Court of Human Rights. You lost all of the cases. All of the cases. That's my answer.

  Chloé Ridel (S&D). – Madame la Présidente, hier, Viktor Orbán accueillait amicalement en Hongrie Benyamin Netanyahou, sous mandat d'arrêt de la Cour pénale internationale pour crimes contre l'humanité. Lundi, Viktor Orbán soutenait Marine Le Pen, condamnée par la justice française pour avoir détourné l'argent public de ce parlement au profit de son parti politique. Il y a deux semaines, Viktor Orbán faisait adopter une loi qui interdit purement et simplement l'organisation de la marche des fiertés à Budapest: c'est une violation flagrante du droit de réunion, de manifestation, et un crachat à la figure des personnes qui souffrent d'être discriminées en raison de ce qu'elles sont.

Et après vous osez vous revendiquer de la liberté et de la liberté d'expression. Mais quelle lâcheté, quelle faiblesse même! Vous interdisez parce que vous paniquez. Orbán veut la paix avec Poutine, mais il mène une guerre contre la dignité humaine, contre le savoir, contre la liberté.

Ce parlement doit condamner avec force les agissements de cet autocrate en rupture avec tout ce pour quoi les peuples européens se sont battus depuis le siècle des Lumières: la liberté, le progrès, l'égalité et la dignité humaine.

M. Orbán, nous ne vous laisserons pas faire. Nous refusons votre idéologie moyenâgeuse et nous ne reculerons pas sur les droits acquis, sur l'avortement, sur la contraception, sur les droits des personnes trans et homosexuelles, sur la liberté.

  Fabrice Leggeri (PfE). – Madame la Présidente, regardons ce qui se passe en Hongrie, mais aussi en France. Depuis des années, Viktor Orbán est accusé de bafouer l'état de droit et de museler l'opposition, de contrôler les médias: Bruxelles s'indigne, menace de sanctions. Mais quand ce réel musellement arrive en France, c'est le silence total.

Aujourd'hui, Marine Le Pen, la candidate de millions de Français, est empêchée de se présenter à une élection. Une décision injustifiable, car aucune récidive n'est possible. C'est un scandale démocratique! Que dirait-on si le principal opposant à Viktor Orbán était empêché d'être candidat aux élections?

En France, nous assistons à une dérive autoritaire sans précédent: après la fermeture brutale de C8, une chaîne de télévision populaire, voilà qu'on tente de neutraliser l'opposition. Mais où sont ceux qui dénonçaient Orbán hier? Où sont ceux qui criaient à la dictature ailleurs et qui ferment aujourd'hui les yeux?

À travers le monde, de la Pologne à la Roumanie, en passant par l'Allemagne et les États-Unis, on assiste à des tentatives d'éliminer la voix du peuple. Et maintenant, c'est en France que l'on cherche à neutraliser Marine Le Pen judiciairement. Nos adversaires savent qu'ils ne peuvent pas nous battre dans les urnes, alors ils tentent de nous éliminer autrement, mais nous ne les laisserons pas faire. Il est temps d'ouvrir les yeux, de se mobiliser et de défendre l'état de droit, pour le respect du peuple et de la démocratie.

  Sigrid Friis (Renew). – Madam President, the right to be who you are, to live without fear of state repression, to peaceful assembly – these are all rights that lie at the very heart of what it means to be European. So, when one Member State tramples on these rights, it's our collective responsibility to act.

Viktor Orbán does not speak for all Hungarians. We stand with the brave officials, the organisers, the citizens fighting for Budapest's Pride.

To all those standing up for freedom, equality and the right to live authentically, we stand with you and we thank you.

Today it's Hungary, but tomorrow it could be anywhere. So, we must be unwavering in our message: love is not a crime. Equality is not negotiable. And Europe will not look away while its values are being dismantled.

So, today, as Guardian of the Treaty, I want to ask the Commission: what can we do? When can we do something to finally protect the fundamental rights that define our Union?

  Mélissa Camara (Verts/ALE). – Madame la Présidente, mes chers collègues, c'est avec gravité que je m'adresse à vous aujourd'hui pour défendre l'une des valeurs fondamentales de l'Union européenne: l'égalité entre tous les êtres humains.

Encore une fois, Viktor Orbán et l'extrême droite ont décidé de faire fi de cette valeur en décidant d'interdire la marche des fiertés à Budapest, en juin prochain. C'est toute la communauté LGBT, mais aussi toutes les personnes victimes de discriminations, qui sont encore visées, harcelées.

Le régime illibéral de Viktor Orbán a décidé de s'attaquer à l'égalité et à l'amour par la haine et le rejet. Encore une fois, ce sont toutes les minorités qui voient leur vie menacée.

L'extrême droite est synonyme de haine. L'extrême droite est synonyme de rejet. L'extrême droite est synonyme de racisme, d'homophobie, de transphobie, de misogynie, d'antisémitisme, d'islamophobie.

N'en déplaise à l'extrême droite, nous existons. Alors levons-nous, indignons-nous. Ne cessons jamais de lutter pour nos droits, pour nos libertés, pour l'égalité entre toutes et tous. Nos amours sont plus fortes que votre haine. Si la bataille est rude, elle est nécessaire. Alors je serai le 28 juin à Budapest, aux côtés de toutes les personnes qui doivent se battre au quotidien pour leur dignité.

Bo patrząc na Pani poglądy z polskiej perspektywy, z doświadczenia niestety kraju, gdzie był komunizm, to bliżej Pani do tego byłego systemu niż do tego, który w tej chwili obowiązuje, czyli wolności demokratycznej. Więc jednak radziłbym gryźć się w język i tolerować poglądy innych, bo jak na razie to na tej sali Pani jest nietolerancyjna, tak jak i cała ta lewica, którą Pani reprezentuje.

  Reinhold Lopatka (PPE). – Madam President, dear colleagues, 'Je suis Marine', said Prime Minister Orbán two days ago. What did he mean? The misuse of EUR 2.9 million. Is this what he shares with Marine Le Pen?

But it's not this statement on X that is concerning. The recent legislative changes in Hungary should be a wake up call for all democrats in Europe. They undermine fundamental rights, weaken democratic institutions and erode the rule of law, all of which are core values of the European Union. And as Members of this Parliament, I think it's our duty to speak out and act when these principles are at risk.

Austria has always had in its history a special relationship with Hungary, the Hungarian colleagues know it, and we always supported constructive dialogue. But media restrictions, judicial interference and the erosion of civil society are unacceptable. As the EU Member States have to be on the right side, also Hungary must uphold its commitments under EU law. The rule of law conditionality mechanism must be enforced.

EU funds cannot support governments that undermine democracy. If Orbán ‑ and its Orbán ‑ continues on this path, there must be consequences.

  Daniel Freund (Verts/ALE), blue-card question. – Mr Lopatka, you just said that Orbán probably shares the corruption and stealing with Marine Le Pen. Are you aware that, if you look into how much Orbán has stolen, he actually manages to steal almost every day the amount – the EUR 4.6 million – that it took, I think, Marine Le Pen 12 years to amass? So the problem is slightly larger.

I have another question. The Fidesz people have spoken about inflation. Are you aware that Hungarian inflation is actually almost three times as high as the eurozone, which stands at 2.2 %?

  Reinhold Lopatka (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Das, was das Ärgste für mich ist, ist, dass Orbán Ungarn eine Zukunft in der Europäischen Union stiehlt, dass er Ungarn immer mehr in die Isolation treibt. Das ist der größte Diebstahl an der Zukunft von Ungarn.

  Evin Incir (S&D). – Madam President, I am an unwavering ally of the LGBTIQ community. LGBTIQ rights are human rights, but what I am not is an ally to those who cling to regressive ideologies, such as Viktor Orbán and his ilk, who embody a medieval mentality that seeks to fight progress.

Those of you in here that support him, you should be ashamed. The recent legislation aimed at banning Budapest Pride and all public LGBTIQ events is nothing less than an assault on fundamental human rights. It is a deliberate act to silence voices that demand dignity and respect and to install a culture of fear in the heart of those who dare to love and be themselves.

The right to love, to express oneself and to assemble freely are not mere privileges granted by the state. They are non-negotiable freedoms etched into every fabric of our humanity.

There is no difference between Orbán and the Taliban leaders in Afghanistan and the mullahs in Iran.

  Jorge Buxadé Villalba (PfE). – Señora presidente, hay que contratar a un psiquiatra que les cure de su demofobia y de su hungarofobia. Otro pleno de Estrasburgo, otro debate sobre Hungría, pero siempre con la intención de ocultar la realidad.

La realidad es que un homosexual tiene más miedo y más riesgo de ser agredido en cualquier calle de Barcelona, de París, de Bruselas o de Berlín que en Budapest. La realidad es que el jefe de Policía de Berlín hace unos meses declaró en una entrevista: «hay zonas de Berlín donde recomendaría a quienes usan una kipá o son abiertamente homosexuales que extremen precauciones». La realidad es que un grupo de diecisiete inmigrantes turcos, sirios y afganos están siendo investigados por abusar sexualmente de una niña de doce años durante meses. Ni un debate. Ustedes, calladitos.

La realidad es que aquí se da dinero a países donde la homosexualidad se castiga con pena de muerte, como Mauritania. La realidad es que con dinero europeo se promueve la implantación, en Europa, de códigos legales que imponen la sumisión total de la mujer al hombre. Y a ustedes eso les encanta.

Así que menos discursos y más ir al psiquiatra.

  Rasmus Nordqvist (Verts/ALE). – Madam President, it's actually easy to feel embarrassed when you listen to the far right today. All your hate and your lies are embarrassment to this House. I'm sorry, we're standing here today discussing fundamental rights in EU. It's in the Treaty. We are all here because we want to be here. All the countries part of EU is here because they want to be here. And your answer is lies and is hate.

I want to say to all the gays, lesbians, bisexuals, trans people, intersex people of Hungary, we stand with you. We stand with you today. We did yesterday. We do again tomorrow. And we do, of course, on 28 June. We will not step down because of hate and lies from the far right. And we will not stand down just because of Orbán's bigotry.

It's time now to act. And it's also time for the Commission and the Council to act. We have had enough talk. We need action, and you know what to do.

  Regina Doherty (PPE). – Madam President, colleagues, today in Hungary loving just somebody that you love can get you branded a threat to the state, and that certainly isn't about protecting values, it's state-sponsored homophobia. The bill that was introduced to ban the Pride marches, to use facial-recognition technology and to fine anybody who dares to attend EUR 500 is not just repressive, it is absolutely shameful.

In Ireland, we know what it means to fight for LGBT+ rights. We know that dignity, visibility and equality are not just given, they're won – by people who are brave enough to demand them, people who refuse to hide even when it is hard and especially when it is dangerous. And the LGBT+ community of Hungary who have marched, spoken out and stood tall simply want to be who they are. They certainly will not be silenced or repressed.

In Europe, we have values: freedom, dignity, equality. Orbán, however, only values power. If we, as Europeans, stay silent now, we risk normalising this erosion of rights across our Union, and we open the doors for others to follow – and there are many waiting in the wings.

This is not just Hungary's problem. It's a test of Europe's conscience. Real leadership means courage. It means standing up for your people – and that means all of your people, even the ones that you might not agree with. It's not about targeting our most vulnerable. There is nothing brave about bigotry. It is time for Europe to invoke the rule of law. And I wish you every success, Commissioner McGrath.

  Matjaž Nemec (S&D). – Gospa predsednica! Debate v Evropskem parlamentu glede madžarske vlade in njenega destruktivnega, protievropskega delovanja se vrstijo ena za drugo. Samovoljna drža Orbana in njegovih vojščakov vztrajno krši evropske vrednote mednarodnega prava in zatira pravico svojega lastnega naroda.

Torej najostreje obsojam prepoved Parade ponosa na Madžarskem. Gre za popolnoma nesprejemljiv zakon, ki je tudi skrajno nedemokratičen. Madžarska LGBTQI skupnost je pod udarom že vrsto let. Zakon tako še dodatno vliva olje na ogenj sovraštva in predstavlja neposredno grožnjo skupnosti in organizacijam civilne družbe.

Torej, spoštovani, kako dolgo bomo torej o madžarski vladi samo razpravljali in posedali Orbana na zatožno klop pred konkretnimi sankcijami? Ne pozabimo, četudi domač med tujimi avtokrati, Orban v EU ostaja črna ovca z razlogom. Zato apeliram na preostale voditelje k takojšnji zamrznitvi evropskih sredstev Madžarski in odvzemom glasovalne pravice v Svetu.

Torej, madžarskemu narodu pa sporočam, da smo z vami – tukaj in na ulicah Budimpešte.

  András László (PfE). – Madam President, Hungary has been at the forefront in fighting back against woke initiatives, including gender ideology. Non-discrimination – including based on sexual orientation – is, of course, guaranteed by Hungarian law.

In Hungary, we put parents and children first. We banned all sexual propaganda from schools and restricted accidental exposure of minors to sexually explicit content. Naturally, this should apply to public events, too. We stand with the right of parents to decide what is best for the physical, moral and intellectual development of their children.

In response, we were sued by the European Commission and 16 Member States. Several of our critics allow, in their countries, medical interference in the sexual development of minors. In your countries, if you want to tell your children that sex change is real or that they should invent their own gender, we will not agree, but we will not try to interfere in your countries. You shouldn't in ours!

  András Tivadar Kulja (PPE), kékkártyás kérdés. – Önök beszélnek gyermekvédelemről, miközben a Belügyminisztérium adatai szerint már 300 csecsemő van kórházban, akiket nem tudnak elhelyezni a gyermekvédelemben. Ezek a gyerekek 2-3 hónaposak és már elfelejtettek sírni, mert tudják, hogy senki nem foglalkozik velük. S Önök beszélnek erről? Önök, akik kineveztek egy köztársasági elnököt, akinek az első dolga volt kegyelmet adni egy pedofil bűnöző segítőjének? És még Bese atyjáról nem is beszéltem, aki felszentelte Orbán Viktor irodáját, miközben meleg orgiákra járt, videózta őket és Önökkel pózolt. Őt támogatták, a gyerekeket meg magukra hagyják.

  András László (PfE), kékkártyás válasz. – Ne haragudjon, de a gyermekeknek igazi védelem kell, és olyan politikusok, akik igazából kiállnak az érdekeik mellett. És ezt tesszük mi 15 éve.

Ellentétben Önökkel, akik elmennek gyermekotthonokba odaadni ajándékokat, majd mivel nem tudnak megfelelni az előírásoknak, fogják és elviszik a karácsonyi ajándékokat. Tehát azért ne haragudjon, de gondolkodjanak már el azon, hogy Önök maguk mit csinálnak. És ha már beszélünk arról, hogy gyermekvédelem. Nagyon remélem, hogy akkor ezek után Önök is azt fogják mondani, hogy támogatják azt, hogy a szexuális tartalmakat és a genderideológiát kitiltsuk az iskolákból és az óvodákból.

  Rosa Estaràs Ferragut (PPE). – Señora presidenta, señor comisario, quisiera manifestar el compromiso inquebrantable de mi formación política, el Grupo Popular Europeo, con la defensa, por supuesto, de los derechos de los niños y las niñas, pero también con la protección de los derechos del colectivo LGTBI en todos los Estados miembros.

La diversidad debe ser un principio rector en la defensa del interés del menor. La diversidad enriquece. Nuestra Unión es una Unión de libertad, de igualdad, de justicia y de no discriminación. Discriminar no es opcional: es imposible la discriminación, porque es un derecho. Todo el mundo debería ser quien quiera ser, vivir libremente y amar libremente.

Los ataques a los derechos de la comunidad arcoíris se han venido sucediendo. Y la limitación del derecho de reunión por parte del Gobierno húngaro supone limitar los derechos fundamentales, limitar la libertad de expresión y fomentar el discurso del odio. Se ve al colectivo como una amenaza cuando no lo es —es muchas veces víctima—. Pone en peligro la salud mental de los jóvenes, porque se les prohíbe el acceso a la información y a la ayuda; estigmatiza aún más a las personas LGTBI; las expone a mayor discriminación cuando viven ya en un entorno con muchas dificultades, y aumenta los estereotipos contra este colectivo. Se vulnera, en definitiva, la dignidad humana. No tiene un objetivo legítimo, no es la protección de los menores. Necesitamos proteger los derechos humanos: debemos ser el faro de la justicia, de la diversidad y de la inclusión.

  Dóra Dávid (PPE). – Tisztelt Elnök Asszony! A Nagy Testvér mindent lát.

Nem, ez nem Orwell 1984. Ez Magyarország 2025. Egy rezsim, amely a gyermekvédelem jelszavával digitális megfigyelő államot épít.

Az új törvény szerint egy ártalmatlannak tűnő utcai kamera rögzíti az arcunkat. A hatóságok mesterséges intelligenciával azonosítanak. A bírságot pedig pár nap múlva adóként hajtják be.

Mi a magyar érdekeket védjük, ellentétben a kormánnyal, amely nem a gyermekeket védi, hanem saját hatalmukat.

Mi a magyar kormány intézkedéseit kritizáljuk, joggal. Ennek kapcsán arra számítottam, hogy a Fidesz fog támadni, de meglepetésemre az ó ellenzék jobban beleszállt a Tiszába, mint a Fidesz. Ezek szerint nemcsak a Fidesz, hanem a DK sem szeretne rendszerváltást.

A magyar emberek és a Tisza viszont rendszerváltást akarnak. A kormánnyal szembeni kritikákban érezzük a magyar emberek támogatását.

Alig két hete indítottuk el országos népszavazási kezdeményezésünket, és már közel 600 ezren csatlakoztak. Tízezer önkéntessel pedig járjuk az országot.

A magyar emberek változást akarnak. Mi azért dolgozunk együtt, hogy Magyarország újra szabad, élhető, európai és békés ország legyen, és ne egy digitális diktatúra.

  Annamária Vicsek (PfE), kékkártyás kérdés. – A magyar gyermekvédelmi szabályozás sarkalatos pontja, hogy a genderaktivisták nem mehetnek be az iskolába. Mi az Ön személyes álláspontja? Bemehetnek a genderaktivisták az iskolákba?

  Dóra Dávid (PPE), kékkártyás válasz. – Ha a gyermekvédelemről kérdez, akkor elmondom a véleményemet a gyermekvédelemről, a magyar kormány intézkedéseiről. Tudjuk, hogy egy éve pedofilsegítő bűnözőnek adtak kegyelmet, és mai napig nem tudni, hogy ki, miért. Senki nem kért bocsánatot, senki nem vállalt ezért felelősséget.

Ezenkívül romokban a gyermekvédelmi rendszer, minden ötödik gyermek ki van téve társadalmi kirekesztésnek és szegénységnek.

Demográfiai válság van, soha nem született ennyire kevés gyermek Magyarországon, és ezt tudja felmutatni a kormány 15 év kormányzás után.

Szerintünk a gyermekvédelem a gyermekkel kezdődik. Maguk nem a gyermekeket védik, hanem a saját hatalmukat.

Procedura "catch-the-eye"

  Maria Walsh (PPE). – Madam President, Commissioner, I was delighted in your statement where you said you're going to pay personal attention, because as I sit here in this Chamber again for the second mandate, I'm listening to these speeches and I cannot help but feel grossly concerned about the direction of travel.

Hungary's recently passed legislation is yet another attack on the LGBTI+ community, but this action expands beyond Hungary. It's about the message it sends to every gay or queer kid in Europe, wondering if we are moving forward on their behalf or slipping backwards.

We cannot turn a blind eye – yet again – to the blatant attack on the rights of our community in Hungary or elsewhere. We need to take urgent action and that is done through conditionality. We need to find teeth, now more than ever, to actually pin these people to a collar, because ultimately we're turning into the United States of America right now.

Equality is non-negotiable and the visibility of any community should not be a crime. EU fundamental rights are not à la carte – as much as some might believe. And we need to find teeth now, Commissioner, more than ever.

  Juan Fernando López Aguilar (S&D). – Señora presidenta, señor comisario McGrath, sí, ya sabemos que son incontables los debates y resoluciones que suma este Parlamento Europeo contra el Gobierno en Hungría de Viktor Orbán. Quince años de aplastamiento de las minorías en su deriva despótica y corrupta y violación del Derecho europeo y de todos los derechos de la Carta de los Derechos Fundamentales de la Unión Europea. Empezando por la prohibición de no discriminación.

Podemos hablar de la ley escolar, podemos hablar de la prohibición de manifestaciones LGTBI, podemos hablar de su favorecimiento a Putin en el Consejo, que ha obligado a todos los demás a formar una coalición de voluntarios para eludir la regla de la unanimidad. Podemos hablar de que recibe a Netanyahu violando que Hungría es parte del Tribunal Penal Internacional, que ha expedido una orden de detención contra él.

No le van a impresionar los procedimientos de infracción, comisario McGrath, porque no le han impresionado ni siquiera las sentencias del Tribunal de Justicia de la Unión Europea. El único paso que queda es, por fin, aplicar el artículo 7, que activó este Parlamento Europeo, con todas sus consecuencias y, por tanto, exigir del Consejo que, con exclusión de Hungría, de una vez tome la decisión de privar a Hungría de sus derechos de voto.

  Csaba Dömötör (PfE). – Tisztelt Elnök Asszony! Az Európai Parlamentnek jó oka lenne aggódni a demokráciáért, de nem azért, amit itt sokan mondtak.

Franciaországban bírósági eszközökkel akadályozták meg, hogy az esélyes elnökjelölt elindulhasson. Megfosztják a francia embereket a választás jogától.

Romániában egy olyan elnökjelölt nyerte az első fordulót, akit az ottani és az itteni elit nem akar. Mi történik hát? Szépen eltörlik a választási eredményt.

Közben a volt jogállamisági biztost pénzmosással vádolják, miközben a Bizottságnál gőzerővel dolgoznak egy új cenzúragépezet kiépítésén.

És mi történt a mai vitában? Egy olyan olasz kommunista próbált oktatni demokráciából, aki társaival véresre vert magyarokat a nyílt utcán. Mit mondjak, igazi professzor emberi jogokból. Ezekről itt soha sincsen vita. Azért, mert nem engedik. Van viszont vita Magyarországról, nagyjából a hatvanhetedik alkalommal. Nem baj, hatvannyolcadjára is elmondjuk, hogy a támadott törvényjavaslat a gyermekek védelméről szól.

Ebben nem fogunk engedni, mint ahogy nem engedünk a békeálláspontból és a migráció ügyében sem, és semmilyen olyan ügyben sem, amely tagállami hatáskör és a magyar emberek akaratát tükrözi.

  Dainius Žalimas (Renew). – Madam President, dear colleagues, I think today we are not debating on elections in France or Romania, but what is most important.

What I would like to emphasise is that the latest criminalisation of Pride marches – together with the authorisation to use facial recognition in order to persecute peaceful protesters in Hungary – is not only a simple breach of the freedoms of assembly and expression; with this type of legislation, Hungary has put itself at the distance of only one step short to Russia, where the LGBT community has been proclaimed as an extremist organisation.

Needless to say that in such a manner, Hungary seriously and persistently breaches EU fundamental values, such as human dignity, freedom, democracy and the rule of law.

Being an agent of Putin's regime, Orbán has nothing to do in the European Union. Therefore, let us be honest: the further delay in applying Article 7 for Hungary can lead only to the self-destruction of the European Union itself.

  Lukas Sieper (NI). – Madam President, I am basing my point of order on Rule 10(1) and Rule 10(4). In relation to the colleague who just said that the elites here in this House do not want a certain policy or a certain candidate – I think this is a blatant disrespect for the fact that we are all democratically elected officials, elected by the people of Europe. We are not elites – we are people from all political and societal backgrounds, and we have heard stuff like this for the whole week. I cannot take it any more. I ask you, Madam President, to stop at least such insulting behaviour against our Parliament in the very institution itself.

  Michael McGrath, Member of the Commission. – Madam President, thank you very much, and I'd like to thank all of the honourable Members for their contributions to this debate. Democracy, equality, rule of law, freedom, human dignity and respect for human rights are indeed core values of the European Union, agreed by all EU Member States and enshrined in the Treaty on European Union and in our Charter of Fundamental Rights. These values must be respected every day in our work.

I can confirm that, as announced in the 2025 Commission work programme, the Commission will present a renewed LGBTIQ equality strategy post-2025 by the end of this year. It will build on the progress achieved by the 2020-2025 strategy. It will focus on addressing the continued and persisting hate-motivated harassment and violence targeting LGBTIQ persons, including online, and banning conversion practices.

Turning to the Article 7 procedure, the Commission continues to share many of the concerns expressed by the European Parliament in its reasoned proposal triggering the Article 7(1) TEU procedure for Hungary back in 2018. The procedure covers a wide range of rule-of-law issues. The Council has held seven formal hearings on Hungary, most recently on 25 June last year. The next hearing in the Council is scheduled for next month and I look forward to participating in that discussion.

The Commission will continue to closely monitor the situation of LGBTIQ people across our Union. It will always stand ready to participate in the procedure in the Council and it is of the view that the procedure should be maintained for as long as the underlying issues remain unresolved.

Honourable Members, let me be clear: the imperative of child protection and the right to gather peacefully are not in conflict. Nobody should have anything to fear from the right of freedom of association.

I want to conclude by assuring you that the Commission will not hesitate to take further action to ensure respect for the rule of law and fundamental rights in Hungary and, indeed, in any other Member State. These are obligations that are core to membership of the European Union and have been signed up to explicitly by every member of the European Union, and we will act to uphold them every day in our work.

  Kinga Gál (PfE), írásban. – Miközben az Európai Unió ezer sebből vérzik, ma újra Magyarország van napirenden az Európai Parlamentben. A Parlament balliberális többsége, élén a Tiszásokat is magában foglaló Európai Néppárttal, ismét Magyarországot támadja. Baloldali források szerint, maga a Néppárt kérte „a magyarországi jogszabályi változások és azok hatása az alapvető jogokra” címet, hogy segítségére legyen a Tiszásoknak. A vitára a magyar kormány képviselőit az Európai Parlament most sem hívta meg. Ennyit az európai demokráciáról.

Bármilyen nyomás nehezedjen ránk a mai vitában, mi akkor is megvédjük a gyermekek mindenek felett álló érdekeit, megóvjuk nemzeti szuverenitását a külső beavatkozásokkal szemben és átláthatóvá tesszük a civil szervezetek finanszírozását.
