11. Enominutni govori o zadevah političnega pomena

  Μπατζελή (PSE). – Κύριε Πρόεδρε, η πρόσφατη έκθεση του FAO σχετικά με τη διατροφική ασφάλεια του κόσμου, καταγράφει ότι οι μέχρι σήμερα προσπάθειες για τη μείωση του λιμού, της πείνας, σε παγκόσμιο επίπεδο δεν πλησιάζουν τους στόχους του 2005 για την εξάλειψή τους. Σε 30 χώρες με 2,5 δισεκατομμύρια ανθρώπους που υποφέρουν από υποσιτισμό ο στόχος αυτός επιτεύχθηκε μόνο κατά 25%.

Οι επιπτώσεις δεν είναι μόνο μεσοπρόθεσμες, αλλά και μακροπρόθεσμες, καθώς καταδικάζεται η ανάπτυξη των χωρών αυτών, οι οποίες δεν μπορούν έτσι να φθάσουν ένα αξιέπαινο βιοτικό επίπεδο.

Κύριε Πρόεδρε, η φτώχεια δεν έρχεται από το πουθενά, το AIDS δεν εξαπλώνεται από μόνο του. Φαίνεται ότι μέχρι σήμερα έχουμε αποτύχει να εκπληρώσουμε την υποχρέωσή μας απέναντι στην παιδική ηλικία και στην καταπολέμηση της φτώχειας.

Πραγματικά, σήμερα η Ευρωπαϊκή Ένωση θα πρέπει να καλύψει όλες αυτές τις χώρες των οποίων η διατροφική ασφάλεια βρίσκεται σε κίνδυνο, μεταξύ άλλων με την πρόταση την οποία ακούσαμε πριν λίγο από σας τον ίδιο για συντονισμό των κινήσεων μεταξύ της Επιτροπής και του Ευρωπαϊκού Κοινοβουλίου.

  Piotrowski (IND/DEM). Panie Przewodniczący, Panie i Panowie Posłowie! Spośród wszystkich instytucji Unii Europejskiej Parlament jest instytucją najbardziej demokratyczną. Wybór Przewodniczącego stanowi wypadkową międzypartyjnych uzgodnień. Niemniej jednak Przewodniczący jest zobowiązany reprezentować na zewnątrz wszystkich posłów do Parlamentu Europejskiego Unii złożonej z 25 państw.

Ze zdumieniem zatem obserwujemy niefortunne, naganne i bulwersujące polską opinię publiczną wypowiedzi Przewodniczącego Parlamentu Josepa Borrella wygłaszane przy okazji wystąpień przed różnorodnymi gremiami międzynarodowymi. Rzeczą skandaliczną jest, że Przewodniczący Parlamentu pozwala sobie na wyrażanie opinii skrajnych, stronniczych, obrażających i szkalujących Polskę - suwerenne państwo i członka Unii Europejskiej. Jak alarmują nas polskie agendy rządowe pan Borrell czynił to już wielokrotnie w przeszłości. Sądzę, że wypowiadane opinie wyrażają poglądy osobiste pana Borrella, a nie całości Parlamentu Europejskiego. Z tego też względu apeluję stanowczo o jego ustąpienie z funkcji Przewodniczącego.

  El Presidente. Si he oído bien la interpretación, llama usted a mi retirada en mis funciones. Supongo que se refiere usted a los comentarios surgidos la pasada semana en la prensa polaca acerca del contenido de mi intervención en Madrid, en un debate sobre Europa el día 10 de diciembre. Señor diputado: usted, como todos los diputados y diputadas polacos de este Parlamento, tiene que haber recibido una carta que les remití el viernes pasado y en la que, con todo lujo de detalles, explico la realidad de lo que allí ocurrió y de lo que dije. Este objeto que le muestro es una videocassette que contiene la grabación en directo de todo lo que allí dije. Seguramente mañana podrán ustedes recibir una traducción al polaco de mis palabras; y podrá usted observar que la nota de la Embajada de Polonia en Madrid constituye, en un ochenta por ciento de los casos, una pura y simple invención. Me he dirigido al Ministro de Asuntos Exteriores de Polonia para pedirle una rectificación pública, porque no dije nada de lo que se dice que dije, y aquí tiene usted la prueba. A veces se apela a problemas de interpretación o a problemas de traducción, pero no me hace falta recurrir a eso, porque las frases que se me atribuyen, pura y simplemente, no están: ni ellas, ni ninguna parecida. Pero no tiene usted por qué creerme a mí: se enfrentará con la realidad de esta transcripción en vídeo y de su traducción al polaco. De forma que si alguien tiene que dejar sus funciones, señor diputado, ciertamente no soy yo, sino quizá alguien de la Embajada de Polonia en Madrid.

Y ahora déjeme que le diga una cosa: tenemos demasiados problemas reales para dedicarnos a enfrentarnos con molinos de viento; tenemos demasiadas cosas importantes que tratar aquí para enfrentarnos a problemas imaginarios que sólo tratan de sembrar cizaña entre nosotros.   Τζαμπάζη (PSE). – Κύριε Πρόεδρε, στο τελευταίο ταξίδι μου από το Στρασβούργο προς την Αθήνα η αστυνομία του αεροδρομίου του Στρασβούργου ζήτησε να ελέγξει το αναπηρικό μου κάθισμα χωριστά από μένα, σαν να επρόκειτο για αξεσουάρ. Μετά τον έλεγχο δεν δέχθηκαν να μου το επιστρέψουν ώστε να εξυπηρετηθώ την ώρα της αναμονής. Αυτό σημαίνει ότι κατά την αναμονή δεν έχω ανεξαρτησία ούτε καν στους χώρους της υγιεινής, αλλά έχω συνοδεία σε αυτούς. Είναι παρεμπόδιση της αυτονομίας και μείωση της αξιοπρέπειάς μου. Αυτό δεν συμβαίνει σε κανένα αεροδρόμιο του κόσμου, ούτε καν στις γαλλικές πόλεις. Έχω ταξιδέψει σε όλο το κόσμο με πολυμελείς αποστολές με άτομα με αναπηρία και δεν αντιμετώπισα πουθενά τέτοια συμπεριφορά. Όταν στη συνέχεια, αφού δέχτηκα να μη μου επιστραφεί το αναπηρικό μου αμαξίδιο και να φορτωθεί ως κοινή αποσκευή, θέλησα να περάσω την αψίδα ελέγχου σπρώχνοντας το σώμα μου με τα χέρια μου, για να μη χρησιμοποιήσω ξένο αντί του σωστού για μένα αναπηρικό αμαξίδιο, δεν μου επετράπη. Δεκαπέντε αστυνομικοί, οι οποίοι συγκεντρώθηκαν γύρω μου, με απείλησαν ότι θα με συλλάβουν. Ζήτησαν το διαβατήριό μου, έστειλαν σήμα να γυρίσουν πίσω οι αποσκευές μου για να μην ταξιδέψω, ενώ μάταια 10 συνάδελφοι και δημοσιογράφοι προσπαθούσαν να τους αποτρέψουν. Θεωρώ απαράδεκτη τη συμπεριφορά αυτή· θεωρώ αναφαίρετο το δικαίωμα της ελεύθερης και ασφαλούς μετακίνησής μου στο προσαρμοσμένο σε μένα αναπηρικό αμαξίδιο, χωρίς βεβαίως να παρεμποδίζω τη διεξαγωγή κανενός ελέγχου ασφαλείας. Σας ζητώ να επικοινωνήσετε με τις αρχές και να ληφθούν τα απαραίτητα μέτρα, ώστε να μην επαναληφθούν τέτοια φαινόμενα, που αγγίζουν τα όρια του ρατσισμού στο αεροδρόμιο μόνο μιας πόλης.

  El Presidente. Lamento lo ocurrido. El Parlamento, por procedimiento de urgencia, tomará contacto de inmediato con las autoridades del aeropuerto.

  Deva (PPE-DE). – Mr President, I have just returned from Sri Lanka and would like to place on the record my gratitude to the peoples of Europe and the people of my own country, Britain, for their enormous generosity and the goodwill they have shown in the last few weeks.

As a consequence of this, I would like to ask you whether you would entertain a proposal which is not contained in the substantive text of the resolution we have tabled, but which Mr Tajani also supports: we, as Members, should make a contribution to the tsunami victims. We could commit something from our own incomes – perhaps a day's earnings – and ask the peoples of Europe to give maybe five hours' earnings, or one hour's earnings, or a day's earnings, in order to help reconstruct these devastated areas.

This is the worst calamity to hit humanity since the Second World War. Five million people are homeless and we have to respond to the mood of the peoples of Europe, who have been so overwhelmingly generous.

  Tajani (PPE-DE). – Signor Presidente, l'onorevole Deva ha già illustrato la mia proposta. Il giorno 3 le ho scritto per invitare tutti i deputati europei a rinunciare ad una giornata del loro lavoro in favore delle popolazioni vittime del terremoto e del maremoto.

Sappiamo bene che per noi 250 euro non rappresentano certamente un'enormità, ma per quelle popolazioni, abituate magari a vivere con un solo euro al mese, 250 euro moltiplicati per il numero dei deputati possono rappresentare la sopravvivenza per qualche tempo. Nella sua gentile risposta, signor Presidente, lei diceva di aver sottoposto all'attenzione della Conferenza dei presidenti questa mia idea: naturalmente è stato convenuto che non si poteva costringere tutti i deputati a devolvere la loro diaria.

Tuttavia, signor Presidente, io mi permetto di lanciare a tutti i parlamentari europei, di ogni gruppo politico, l'appello a rinunciare alla diaria di oggi per dare concretamente una mano sul piano personale, oltre che su quello politico - cui si provvederà in commissione bilancio - per far capire che ognuno di noi - rappresentante di numerosissimi cittadini europei - è disposto a fare un piccolissimo sacrificio per dare una mano a chi ha bisogno di aiuto e di piccole cose. Con questo gesto potremmo salvare qualche vita umana.

L'appello che lancio, signor Presidente, è proprio questo: rinunciamo alla nostra diaria di oggi, attraverso il sistema che lei vorrà individuare, per devolverla alle popolazioni del Sud Est asiatico colpite dal maremoto.

  El Presidente. Su propuesta merece una respuesta. Voy a contestar de forma global a varias propuestas.

El señor Deva, usted mismo y otros diputados han hecho llegar a la Presidencia, que las ha sometido a la consideración de la Conferencia de Presidentes, una serie de propuestas para estimular la generosidad de los diputados en su ayuda a las víctimas de esta tragedia.

No se le oculta a usted ni a nadie que no podemos pasar del estímulo para una donación voluntaria a una donación obligatoria. No podemos hacerlo: las líneas presupuestarias están para lo que están y todos nosotros somos mayores de edad y tenemos pleno conocimiento de lo que ha ocurrido para administrar nuestra solidaridad.

Cuando se reúna la Mesa voy pedir a la Comisión de Presupuestos algo que puede ser más efectivo: que se revise el presupuesto del Parlamento para el año 2005 a fin de ver qué margen de maniobra existe y qué compromisos aún no están definitivamente adquiridos, con objeto de que la Institución, actuando como tal y no haciendo gravitar la decisión sobre comportamientos individuales, revise su presupuesto y ponga a disposición los recursos que podamos encontrar.

La Mesa va a empezar a trabajar en este sentido y la Comisión de Presupuestos también.

  Moraes (PSE). – Mr President, like Mr Deva, I have immediate family in the affected area of south India, and members of my family are helping cope with the disaster. They have asked me to send the message to this House that there are very practical things we can do to help people in their misery. One would be to recognise that there are literally hundreds of thousands of EU residents of Sri Lankan, Indian, Indonesian or Thai origin awaiting the outcome of decisions for citizenship of the Union who are too afraid to travel back to their countries of origin. Many of these people, whom I have met, have lost family members and have had their properties destroyed, but they are not aware that they can leave their Member States while decisions are being made on their immigration status. Many other Members have encountered such people.

I should like to ask that we send a message from this House asking the Council to ensure that home ministries of EU Member States treat these people with great sympathy and ensure that they can return to the European Union and piece together their lives. Let us not compound their misery by ignoring their plight.

  E. Gentvilas (ALDE). Gerbiamas Pirmininke, noriu kreiptis į jus asmeniškai tuo pačiu klausimu kaip ir lenkų kolega. Toje Lenkijos spaudoje buvo pasirodžiusi informacija dėl jūsų pasisakymo ir apie lietuvių vaidmenį Ukrainos oranžinėje revoliucijoje. Man įdomus jūsų atsakymas, kurį jūs pateikėte lenkų kolegai. Aš labai pageidaučiau, kad šita videokasetė su jūsų Madrido pasisakymu būtų pateikta ir trylikai lietuvių Europarlamento narių. Kadangi aš jumis tikiu, aš nereikalauju jūsų atsistatydinimo ir iš tiesų aš noriu kalbėti apie rimtesnes problemas, kurias jūs paminėjote. Ukrainoje įvyko revoliucija, įvyko permainos. Mes ir jūs, kaip Parlamento vadovai, turime pradėti kalbėti apie Europos Sąjungos ir Ukrainos santykius. Reikia pradėti ruošti realią programą kaip Europa žiūri į atsinaujinusią Ukrainą, ką mes jiems siūlome, nes Ukrainos žmonės labai daug ko laukia. Mes turime džiaugtis, kad ukrainiečiai pakartojo lenkų ir lietuvių patirtį kaip taikiai, be ginklo ir be prievartos daryti permainas savo šalyje. Dabar mes - visa Europos Sąjunga, visos tautos - turime pasakyti: mums reikia ukrainiečių, mes siūlome jums tokius žingsnius, jūs privalote atlikti tokius ir tokius darbus. Aš manau, kad jūs tai turėjote omenyje kalbėdamas apie tai, kad yra žymiai svarbesnių problemų negu siūlymas atsistatydinti.

  El Presidente. No puedo decir nada distinto de lo que ya he dicho antes. Todos los presidentes de los Grupos políticos han recibido la misma carta que he enviado a los diputados polacos. No tengo ningún inconveniente en traducirlo también al lituano para que usted pueda conocer perfectamente el contenido de mis palabras.

Hay veces en las que uno tiene que refugiarse en una mala interpretación, en una mala traducción, para justificarse. Pero en este caso no hace ninguna falta, porque la frase absurda que se me atribuye diciendo que Polonia y Lituania no han estado unidos con el resto de la Unión en el tema de Ucrania porque estaban bajo la influencia de Estados Unidos, esta frase, que sin duda merecería ser criticada si la hubiese pronunciado el Presidente del Parlamento, ni ésta ni ninguna parecida aparece en la transcripción de mis palabras. Por eso digo: yo no tengo que presentar excusas, las espero del Ministerio de Asuntos Exteriores de Polonia.

Tendrá usted la traducción en lituano de mis palabras y cualquier diputado que lo desee las recibirá también en su idioma. Estoy completamente de acuerdo con su opinión sobre el papel importante que han jugado Polonia y Lituania y la preocupación lógica que tienen con respecto a lo que ocurre en Ucrania.

  Nicholson (PPE-DE). – Mr President, firstly, I fully support Mr Deva, who agreed with you that we should respond as an institution, but also said that we as Members would like to make our own response. Even if this is on a voluntary basis, perhaps it is an idea we could take up later, in the Bureau.

Christmas came very early in Northern Ireland this year for a certain group of people when they robbed the Northern Bank of GBP 26.5 million, which I understand amounts to EUR 36.5 million, making it the largest bank robbery ever to take place in the British Isles.

The Chief Constable of the Northern Ireland police service has been very clear and concise in blaming Sinn Féin/IRA for this robbery. That is very interesting, because at the very time that Sinn Féin/IRA were negotiating peace in Northern Ireland and a way forward for a new government, they were also planning the greatest ever robbery in the British Isles.

I totally condemn this, and condemn their holding two families hostage for over 24 hours. They have destroyed any prospect of a peaceful solution in Northern Ireland in the short term. They are not fit to sit in government with anyone else. They have shown this on numerous occasions – in Colombia and in countless other areas – through their extra-democratic actions. You cannot be a democrat by day and a criminal and thug by night. That is what I object to.

Why did they do it? They did it because they knew that no-one would do anything to them – that neither the British nor the Government of the Republic of Ireland would have the guts to tell them their time is up and that they have to become democrats if they want to take part in government.

In the week that Mr Nicholson is to present his report on the extension of the PEACE programme to 2006, I would urge my fellow MEPs to support this. I would ask you, Mr President, to convey to the Council and Commission our wish that this matter be processed speedily, once Parliament's assent has been secured. This will have an immediate and positive impact on people and projects at the coal-face of peace­building in Ireland. Of course, PEACE funding cannot be allocated on the basis of religious or political affiliation, but only on the basis of need.

I wish to thank the European Union for its support. I am a little disappointed at Mr Nicholson's comments today. I do not think they will add anything to the peace process.

  Golik (PSE). Panie Przewodniczący, Szanowni Państwo! Jako członek Delegacji SAARC również chciałem się odnieść do tej bezprecedensowej tragedii, która nawiedziła kraje Azji w ostatnim czasie. Zgadzam się w pełni z kolegami, którzy występowali przede mną, że kwoty, które powinny być zebrane przez Parlament Europejski, przez nas dzisiaj tutaj obradujących po raz pierwszy po tej tragedii, powinny być znaczące i powinny trafić do tych, którzy najbardziej ich potrzebują. Tylko jak to określić? Jak można stwierdzić, kto dzisiaj najbardziej potrzebuje i która instytucja czy organizacja jest najbardziej potrzebująca? W zeszłym tygodniu zgłosili się do mnie dziennikarze z dzienników regionalnych w Polsce, wiedząc, że jestem w Delegacji SAARC i że moja wiedza jest trochę większa na temat potrzeb czy informacji o tym, do kogo należy przekazać tę pomoc. Bardzo podobał mi się pomysł z prasy niemieckiej mówiący o tym, że należałoby stworzyć siatkę miast, siatkę regionów, siatkę szkół, o których wiedzielibyśmy, że są najbardziej potrzebujące. Tę informację moglibyśmy przekazać w naszych regionach naszym wyborcom i instytucjom i w ten sposób zbliżyć i solidaryzować tych, którzy najbardziej potrzebują pomocy po tamtej stronie, jak również moglibyśmy określić w sposób najbardziej dosłowny wszystkich potrzebujących.

  Doyle (PPE-DE). – Mr President, I wish to raise a matter that may only be of minor interest in the overall context of the problems in the world today, but is nonetheless very important to those affected. I wish to emphasise the impact that the Council's political agreement of 22-23 November on the protection of animals during transport will have on the transport of registered equidae for competition or breeding purposes.

While I broadly welcome the general provisions of the regulation, I regret that the Council did not apply scientific best practice in the details of the requirements laid down for the transport of this particular class of equidae.

The regulation as it stands contains a number of inconsistencies and dangerous prescriptions, which need to be changed if it is to be enforceable and meet its objective of protecting rather than endangering these horses. For example, floors and bedding should ensure adequate control of urine and faeces, not necessarily absorption. Non-slip rubber matting is the hygienic flooring of choice today. The provision of free access to water is inappropriate, impractical and potentially dangerous for these horses. Space allowances should be proportionate to the size and temperament of the particular horse being transported and not set down in a table of rigid, unintelligible, unenforceable dimensions. The maximum short-journey limit is not consistent throughout the text and in any case is far too short.

Given that the regulation will not return to Parliament for a second reading, I urge the Council to review its agreement and to iron out these irregularities before publication of the regulation in the Official Journal.

  Czarnecki, Ryszard (NI). Panie Przewodniczący, Panie i Panowie Posłowie! Bardzo się cieszę, że mamy coś wspólnego z Panem Przewodniczącym, mianowicie obaj lubimy oglądać kasety video. Ja jednak o czym innym.

Istotnym problemem w Polsce staje się podnoszona przez mieszkańców i organizacje ekologiczne sprawa ekspansji firm wielkoprzemysłowej hodowli trzody chlewnej. Problem ten dotyczy już jednej czwartej polskich województw. Często przy tej okazji łamie się normy sanitarne, weterynaryjne i ekologiczne. W tej sprawie w Parlamencie Europejskim poprzedniej kadencji interweniowała grupa czterech posłów Samoobrony. Do dziś nie ma odpowiedzi ze strony odpowiedniej komisji Parlamentu Europejskiego. Zjawisko to dotyczy nie tylko Polski, ale szeregu nowych państw członkowskich. Szkoda, że odbywa się to przy wsparciu Europejskiego Banku Odbudowy i Rozwoju.

Proszę Pana Przewodniczącego o kolejną interwencję w tej sprawie do, póki co, głuchej i ślepej Komisji Ochrony Środowiska Naturalnego, Zdrowia Publicznego i Bezpieczeństwa Żywności. Milczenie w tej sprawie jest korzystne dla niektórych wielkich koncernów, w tym także pozaeuropejskich, ale nie jest korzystne dla zrównoważonego rozwoju ekonomicznego i ekologicznego naszego kontynentu.

  Hudacký (PPE-DE). Dámy a páni, svet sa bude ešte dlho spamätávať z ničivého zemetrasenia, ktoré pred dvoma týždňami postihlo veľkú oblasť juhovýchodnej Ázie. Ničivé tsunami zanechali za sebou hroznú spúšť. Desaťtisíce mŕtvych, milióny zranených, rodinné tragédie, utrpenia ľudí, ktoré sa nedajú ani opísať. Dnes, možno viac ako hocikedy, si uvedomujeme, alebo mali by sme si uvedomiť, hodnotu ľudského života. V tejto súvislosti mi nedá nereagovať na stratené životy ľudí v mene takzvaných ľudských práv. Milióny nenarodených detí, ktoré nedostali šancu ani na jeden deň života, tisíckam starých a chorých ľudí sme ochotní asistovať pri ich samovražde prostredníctvom eutanázie. Najnovšie iniciatívy v Holandsku už úplne vyrážajú dych: eutanázia - vražda narodených, handicapovaných detí. To sú výsledky európskej tsunami - kultúry smrti. Nie sú naše vyjadrenia súcitu s obeťami v juhovýchodnej Ázii iba holým pokrytectvom? Odpoveď nech si dá každý z nás sám. Ďakujem.

  Rutowicz (NI). Panie Przewodniczący! Jest Pan najważniejszym przedstawicielem Parlamentu Europejskiego, w którym działają przedstawiciele Wspólnoty reprezentujący różne opcje polityczne. Wszystkim nam zależy na rozwoju Europy przyjaznej dla obywateli, bez konfliktów. Sytuacja na Ukrainie mogła spowodować kryzys polityczny i destabilizację państwa groźną dla Polski - członka Unii Europejskiej - i Unii Europejskiej. W zażegnaniu kryzysu brali udział między innymi prezydenci Polski, dyplomaci, posłowie i parlamentarzyści europejscy, wśród których była znacząca grupa Polaków. Wszyscy przyczynili się do sukcesu demokracji na Ukrainie. Niestety te działania zostały skomentowane przez kogoś w niekorzystnym kontekście dla Polski i Polaków. Odbieramy je jako chęć osłabienia spójności europejskiej.

Stąd pytanie na przyszłość: Panie Przewodniczący Parlamentu Europejskiego, czy osoby reprezentujące Parlament Europejski mają prawo publicznie demonstrować niechęć do któregokolwiek kraju i społeczności?

  El Presidente. Si se refiere usted al tan traído y llevado tema sobre el que se han hecho ya varias preguntas, no puedo más que repetir lo que ya he dicho, señor diputado.

  Allister (NI). – Mr President, the House will have noticed that when the IRA's representative in this House, Ms de Brún, spoke, she had no condemnation to offer in respect of her associates' robbery of 26 million pounds in Belfast. In the light of her party's association with that robbery, she indulged in the utmost hypocrisy by appealing to the European Union for funding. If Ms de Brún wants to talk about funding, then let her start with her party's ill-gotten gains from the Northern Bank.

I am also very disappointed that, at a time when ordinary people throughout the world are digging deep into their pockets, this week the EU intends to waste millions of euros on celebrating the new Constitution. That is in shameful bad taste at this time in this world.

I very much regret that the notice you have sent to us about celebratory matters contains notices of 'debates' on the European Constitution tomorrow and Wednesday with television and the press. Debate to me means the opportunity for both sides to present their arguments.

  Wynn (PSE). – Mr President, at the beginning of this part-session we quite rightly held one minute's silence for the terrible losses in Asia. At times of such major devastation, smaller tragedies tend to go unnoticed. Over the past weekend, the city of Carlisle and the region of Cumberland have witnessed horrendous flooding following severe storms as well as the deaths of elderly people. I should like to ask you in your capacity as President to send a letter to the Mayor of Carlisle expressing our solidarity with the people of the city and of the county, and also to ask the Commission whether it can afford any help at this time of crisis for those people.

  Manders (ALDE). – Voorzitter, ik wil mij graag aansluiten bij de woorden van de heren Deva en Tajani. Ik heb u een brief gestuurd met een soortgelijke strekking, waarin ik heb gevraagd om van de nood een deugd te maken en te proberen om, gezien de ramp die er nu is, efficiënter te werken. We zijn in 2004 namelijk met de plenaire vergadering hier in Straatsburg geëindigd, en we beginnen nu weer met een plenaire vergadering zonder dat we tussenliggende vergaderingen hebben gehad.

Ik denk dat dit niet efficiënt is, dat het een gemiste kans is en dat we naar de efficiëntie van dit Huis en naar de plenaire vergaderingen moeten kijken. Wij hadden heel gemakkelijk een stukje kunnen comprimeren. Ik heb nog geen antwoord van u ontvangen, maar ik neem aan dat, gezien de agenda, het antwoord negatief is, omdat u wellicht bang bent voor precedentvorming. U moet volgens mij evenwel elke gelegenheid aangrijpen om efficiënt te vergaderen, daar waar het nodig is, en niet vergaderen om te vergaderen, omdat dat toevallig in het Verdrag staat.

He procurado contestar por escrito a todas las propuestas que han llegado por escrito y que han sido sometidas a la consideración de la Conferencia de Presidentes, y ésta ha creído oportuno tomar las decisiones que le he comentado.
