Gemäß Artikel 131 der Geschäftsordnung

Empfehlung (A6-0001/2005) von James Nicholson im Namen des Ausschusses für regionale Entwicklung zu dem Vorschlag für eine Verordnung des Rates zur Änderung der Verordnung (EG) Nr. 1260/1999 mit allgemeinen Bestimmungen über die Strukturfonds betreffend die Verlängerung der Dauer des Programms PEACE und die Bereitstellung neuer Verpflichtungsermächtigungen (16064/2004 - KOM(2004)0631 - C6-0252/2004 - 2004/0224(AVC))

  Nicholson (PPE-DE), rapporteur. – Mr President, I am grateful for the opportunity to address colleagues before, hopefully, my report is voted through plenary. The PEACE programme is of much more than purely financial importance to Northern Ireland and the border counties of the Republic of Ireland. It is the most visible contribution so far by the European Union to building a stable society in Northern Ireland and, to that extent, it has enormous symbolic value as well. It is a fine example of the European Union offering assistance without interfering in the local political process.

On behalf of the people of Northern Ireland, I thank those who have worked so hard to ensure that this report was able to go through its parliamentary stages at speed. I am grateful to the chairman and the secretariat of the Committee on Regional Development for addressing the proposal as a priority once it was received from the Commission. I am also very grateful to the Committee on Budgets for its efficient handling of the budgetary question, which has enabled us to vote today. Whilst I am also grateful to the Council and the Commission, I regret that the British and Irish governments did not ask for a higher sum of money. The amount allocated falls somewhat short of initial expectations. However, I am pleased that the PEACE programme is being extended and would be grateful for strong support for this symbol of EU commitment to all the people of Northern Ireland.

Wahl des Europäischen Bürgerbeauftragten

Der Präsident. Nach der Tagesordnung folgt nun die Wahl des Europäischen Bürgerbeauftragten. Die Wahl erfolgt gemäß Artikel 194 Absatz 5 unserer Geschäftsordnung.

Ich habe folgende Bewerbungen erhalten:

– Herr Nikiforos Diamandouros

– Herr Giuseppe Fortunato

Zwei weitere Bewerbungen wurden für unzulässig erklärt.

(Es wird in geheimer Abstimmung gewählt.)

Das Ergebnis der Abstimmung zur Wahl des Europäischen Bürgerbeauftragten lautet wie folgt:

Anzahl der Abstimmenden: 643

Ungültige Stimmzettel: 34

Abgegebene Stimmen: 609

Erforderliche Mehrheit: 305

Es entfielen auf:

Nikiforos DIAMANDOUROS 564 Stimmen

Guiseppe FORTUNATO 45 Stimmen

Herr Diamandouros hat die Mehrheit der abgegebenen Stimmen erhalten. Er ist somit zum Europäischen Bürgerbeauftragten gewählt. Ich gratuliere ihm zu seiner Wahl und fordere ihn auf, sich gemäß Artikel 194 Absatz 7 der Geschäftsordnung unverzüglich vor dem Gerichtshof vereidigen zu lassen.

  Wallström, Vice-President of the Commission. Congratulations, Mr Diamandouros. We hope that you will pursue actively, as you did during your previous mandate, your activities under Article 195 of the EC Treaty. We know what a vital role the Ombudsman plays, enhancing the responsibility of the Community administration, as well as stimulating thinking on practices and procedures. I promise that the Commission will continue to work actively and closely with you.

The Commission is also aware of the fact that citizens are making increasing use of their right to complain to the European Ombudsman. The number of complaints rose substantially during the first ten months of last year, compared to the same period in 2003. This seems to mean that the rise in the number of complaints reflects the fact that citizens know about their rights, rather than any worsening in the administrative behaviour of European institutions – at least, that is what we hope.

The Commission is looking forward to improving its cooperation with the European Ombudsman. We wish you all the best in your important work.
