Statistika nuobodus reikalas, tačiau jūsų šalių verlininkams teks dabar pildyti, jeigu jūs prabalsuosite, labai daug naujų ataskaitų. Tai iš anksto, kad jūs galėtumėt pasakyti jiems ką Parlamentas padarė, kad nereikėtų daug tų statistinių ataskaitų. Verslininkai turės pildyti naujas statistines ataskaitas ir tikriausiai pas jus, pas daug ką iš jūsų rinkėjų kils klausimų. Tad aš tiesiog norėjau jus informuoti, kas padaryta Parlamento bendradarbiaujant su Taryba ir Komisija dėl to, kad sumažinti tą statistikos krūvį. Mes su jumis balsuojame už tai, kad būtų įdiegtos vadinamos Europos pavyzdžio schemos, kai tik dalis įmonių teiks ataskaitas; mažos šalys, kurių BVP mažiau nei 1 proc. Europos Sąjungos BVP, visai galės dalies rodiklių netiekti, be to, mes sudarome galimybes vyriausybėms naudoti administracinius šaltinius, t. y. socialinio draudimo registrus, ir įmonėms tada nereikės pildyti papildomų ataskaitų. Taip pat numatyta, kad Europos Komisija ir šalys narės turi paruošti vieną kartą metodologiją, kuri įvertintų, ar verta naujas statistikos ataskaitas įvedinėti ir ar tai atsiperka Europos verslui ir žmonėms.   Bösch (PSE), Berichterstatter. Herr Präsident! Zum Inhalt muss ich nicht viel sagen; dieses Betrugsbekämpfungsabkommen erfüllt eine langjährige Forderung dieses Hauses, und ich denke, es wird gut sein, wenn wir diesem Abkommen mit großer Mehrheit zustimmen. Wir beschließen damit eigentlich erstmals einen Teilbereich der so genannten bilateralen Verträge mit der Schweiz, und ich denke, die rasche Behandlung hier im Hause zeigt auch, dass wir positive Ergebnisse, die einmal zu Stande gekommen sind, letztendlich auch in Recht umgesetzt haben wollen.

Wir haben die Kommission immer wieder bei ihren Bemühungen unterstützt, im Betrugsbekämpfungsabkommen zu Resultaten zu kommen. Umso mehr überrascht uns die Tatsache, dass die Kommission auf einmal bei einem Betrag, den die Schweiz den neuen Mitgliedstaaten als Kohäsionsbeitrag – es handelt sich um 1 Milliarde Schweizer Franken – zukommen lassen will, spitzfindig auf die Idee kommt, dies müsste einem Staatsvertrag unterzogen werden und es genüge nicht, ein Memorandum of Understanding zu machen.

Ich möchte der Kommission sagen: Wir haben nicht mit einer Bananenrepublik verhandelt - wir haben mit einer der ältesten und stabilsten Demokratien in Europa verhandelt. Und was Sie hier machen – damit das klar ist –, ist, denjenigen in der Schweiz und in Europa in die Hände zu spielen, die gegen eine Annäherung der Schweiz an die Europäischen Gemeinschaften sind.

Ich bitte darum, dass dieses Haus dazu eine Position entwickelt und dass Sie als Kommission dies als Botschaft aus Straßburg mit nach Hause nehmen.

  Purvis (PPE-DE). Mr President, to add to what Ms in 't Veld said, that Amendment 20 should have added at the end: 'or by way of an official act that, depending upon the legislation in the Member States, may take the form of one or more legislative or regulatory act or a contract'. That is part of the arrangement that Ms in 't Veld is referring to. Following on from that are oral amendments to Modifications 10 and 17 and recital Q.

  van den Burg (PSE). Mr President, to be completely clear, it means that we have oral amendments on recitals Q and paragraph 19 of this document.   Lipietz (Verts/ALE). Mr President, concerning this problem, I tabled an amendment referring to 'public authority provide'. I notice that other amendments - in particular Amendment 3 by the PSE Group - make a distinction between 'run' and 'monitor'. In my intention, 'provide' is a verb 'monitor' or 'run'. So I put an oral amendment to all the amendments referring to the tendering process. Where Amendment 29 by the Green Group, Amendments 32, 33 and 27 state 'to provide' a public service. It should read 'to provide (run or monitor)'. Provide is to run or monitor.

  in 't Veld (ALDE), rapporteur. Mr President, it is very complicated because during the whole process the structure of the report became rather complicated. I apologise for that.

This concerns three amendments and five paragraphs. Amendment 20, with an addition, has just been read out by Mr Purvis. As far as I understand that is what we have been voting on.

The other two amendments are Amendments 19 and 21, also by Mr Purvis, but the contents of those amendments also relate to recital Q, paragraph 19, modification 10 and modification 17. I can read out the text concerned, because I would suggest that rather than reading it out every single time, I should read it out once, we all adopt or reject the principle and then adapt the four paragraphs concerned.

The text of Amendment 21, which is almost identical to Amendment 19, reads as follows: ' The public service task must be assigned either by way of a fair and transparent tendering procedure or by way of an official act that, depending on the legislation in Member States, may take the form of a legislative or regulatory act or a contract. It may also be laid down in several acts. The act or series of acts should specify among other things:'.

This is the same principle as in Amendment 19. Therefore, if the plenary adopts that principle, it will also apply to the four paragraphs I have mentioned. I propose that we vote on that rather than reading it out every single time.

  Savary (PSE). Monsieur le Président, il n'y a pas d'objection quant au fond, mais je ne voudrais pas qu'il y ait de confusion dans les faits. Cet amendement oral est déposé quatre fois: il concerne à la fois l'amendement 20, l'amendement 19, l'amendement 21 et l'amendement 15.

Pour qu'il n'y ait pas d'ambiguïté, je vous propose, Monsieur le Président, qu'à chaque fois que nous voterons ces amendements, vous indiquiez qu'il s'agit des amendements intégrant l'amendement oral de M. Purvis. Je crois que c'est le plus clair car je ne suis pas sûr que l'on s'y retrouve au bout du compte.

Donc, quatre amendements sont concernés par l'amendement oral de M. Purvis. Si vous voulez bien rappeler à chaque vote l'amendement oral de M. Purvis, je crois que ce serait plus clair pour l'Assemblée.

  in 't Veld (ALDE). Mr President, I think that will be complicated. The point here is that there are paragraphs where no amendments have been tabled, but they would be equally concerned because after the amendments had been tabled I think we all discovered when we went through the amendments that there were more paragraphs concerned with the same issue. Now we can simply vote on the amendments, but then there will be a certain inconsistency in the document. What Mr Savary is suggesting will not work because it is not about the amendments - it is about the paragraphs to which no amendments have been tabled.

If, when voting on Amendment 19 and Amendment 21 plenary twice adopts a principle or rejects it, then it will apply equally to those paragraphs. That is what I am saying.

  Savary (PSE). Monsieur le Président, je ne veux pas compliquer les choses, mais Mme in 't Veld demande que l'on vote une fois pour toutes pour un amendement de M. Purvis. Vous ne saurez pas où il sera dans le texte, mais il y sera.

Moi, je préférerais très franchement, puisqu'il y a quatre amendements cruciaux – le 20, le 19, le 21 et le 15 – qu'à chaque fois, on nous demande si on les adopte sous réserve de l'amendement oral de M. Purvis. Je crois que cela serait plus clair. Je comprend bien ce que dit Mme in 't Veld, mais j'aimerais qu'elle me dise où elle va mettre l'amendement de M. Purvis, dans quel texte précisément, puisqu'elle m'explique que c'est un peu partout dans le texte. Je trouve que c'est confus et je ne voudrais pas que l'on se trompe sur ce vote car, vous l'avez dit vous-même, ce texte est sensible.

I agree with Mr Savary that it should be applied to those four amendments, but I also agree with Mrs in't Veld that wherever else in the report there are inconsistencies as a result of passing those amendments, then appropriate adjustments should be made by sessional services.   Klinz (ALDE). Herr Präsident, geschätzte Kollegen! Die Fraktion der Liberalen und Demokraten hat bei der Diskussion über den Bericht Goebbels im Ausschuss für Wirtschaft und Währung einen Änderungsantrag eingebracht, der mehrheitlich angenommen wurde, sich aber aus Versehen doch nicht in der Endfassung dieses Berichts wiederfindet. Ich möchte ihn deshalb hier als mündlichen Änderungsantrag noch einmal einbringen. Er bezieht sich auf die notwendigen Strukturreformen. Ich verlese den Antrag auf Englisch.

'Recommends that the Member States carry out the structural reforms which have long been needed. In particular, the deregulation of labour markets, the adjustment of social systems to demographic needs, the simplification of tax systems, combining tax cuts and a change in the bases of tax assessment and the abolition of subsidies, so as to bring about an improvement in the investment climate as a prerequisite for economic growth. Stresses finally that the development of quality jobs will be accompanied by an improvement in labour productivity in Europe.'

  Goebbels (PSE), rapporteur. Monsieur le Président, je m'étonne de la façon de travailler de M. Klinz. Il prétend que son amendement a été accepté. Si tel est le cas, il aurait dû faire une réclamation auprès du secrétariat de la commission des affaires économiques et monétaires qui fait normalement bien son travail. Sinon, il aurait parfaitement pu introduire un amendement, ce qu'il n'a pas fait. Quand on l'écoute, c'est un nouveau rapport qu'il nous propose, et j'invite les collègues à refuser un tel amendement oral. Ce n'est pas un amendement oral, c'est un roman.

Ich möchte das Haus nur darüber informieren, dass wir gestern eine Koordinatorensitzung hatten, in der die Koordinatoren aller Parteien, inklusive der Ausschussvorsitzenden, bestätigten, dass dieser Antrag, der gerade verlesen wurde, angenommen wurde, aufgrund eines redaktionellen Versehens jedoch aus dem Bericht verschwunden ist.

  Berès (PSE). Monsieur le Président, je regrette que vos services ne vous aient pas signalé ma demande d'intervention dès le début de l'intervention de M. Wolf Klinz car je voulais rendre compte de la discussion que nous avons eue hier soir au cours de la réunion des coordinateurs de la commission des affaires économiques et monétaires.

Je serai très claire: l'amendement dont parle M. Wolf Klinz a été évoqué et nous avons rendu compte de la procédure qui a été suivie, qui est la procédure que nous suivons toujours. Le secrétaire de la commission des affaires économiques et monétaires a fait son travail: il a consolidé les votes après le vote en commission des affaires économiques et monétaires et a renvoyé le résultat à chaque groupe politique pour vérification. Le groupe libéral n'a pas, à ce stade, jugé utile de réintroduire ou de signaler une erreur matérielle concernant cet amendement.

Dans ces conditions et par respect pour la réunion des coordinateurs d'hier soir, je vous demande, conformément à ce que cette Assemblée a déjà décidé par le fait qu'un certain nombre de collègues se sont levés, de ne pas tenir compte de cet amendement.

  Goebbels (PSE), rapporteur. Monsieur le Président, en tant que rapporteur, je dois constater qu'une partie importante de mon rapport a été "défigurée" par une majorité de droite de ce Parlement. Celle-ci a notamment voté contre l'article 4 du traité, qui demande une coordination des politiques économiques. Vous avez voté contre les efforts du Président Juncker de faire du pacte de stabilité quelque chose de décent, c'est-à-dire un pacte de stabilité et de croissance. J'invite donc mes amis à voter contre mon rapport.
