  Charles Tannock (PPE-DE), rapporteur. – Mr President, the rapporteur and the PPE-DE Group’s voting list objected to the Liberal proposal to insert the sub-heading ‘Maghreb’. You went too quickly and were not looking in my direction.

The PPE-DE group opposes the sub-heading ‘Maghreb’ after paragraph 33.

  Cem Özdemir (Verts/ALE). – Herr Präsident! Meine Fraktion stimmt nicht zu, dass, wenn unserem Änderungsatrag 24 zugestimmt wird, der Änderungsantrag 2 der PPE-DE-Fraktion hinfällig ist. Unseres Erachtens ist dies kein Widerspruch, sondern in sich kompatibel, d.h. man kann beiden Anträgen zustimmen.

  Charles Tannock (PPE-DE), rapporteur. – Mr President, I agree that Amendment 2 does not fall. We can have a separate vote on it.

  Pasqualina Napoletano (PSE). – Signor Presidente, onorevole colleghi, si propone di sostituire la parola "Hezbollah" con le parole "all Lebanese and non-Lebanese Militias".

  Charles Tannock (PPE-DE), rapporteur. – Mr President, this is quite a complicated oral amendment. As you may appreciate, negotiations are going on today in London. They are very delicate, regarding finding a long-lasting peaceful solution to the Ngorno Karabakh dispute between Armenia and Azerbaijan. To bring the wording into a more neutral stance, I would like the paragraph to read as follows:

‘Takes the view that the Nagorno-Karabakh conflict is impeding the development of Armenia and Azerbaijan and regional cooperation as well as the effective implementation of the European Neighbourhood Policy as such; calls on both parties to refrain from unilateral actions and aggressive statements and to work for settlement of the conflict in a constructive dialogue with all the forces concerned, on the basis of respect for minority rights and on the basis of the principles of international law;’ – that is key – ‘emphasises the importance of continuing democratic reforms for the development of the region and its relations with the EU; urges all parties concerned to find ways to permit the gradual return of refugees on the basis of minority rights, in particular with regard to the return of Azerbaijanis to the occupied territories; calls on the member countries of the OSCE Minsk group to coordinate more effectively their action with the EU Special Representative for South Caucasus in order to move forward with negotiations’.
