  Gyula Hegyi (PSE). – Felemelő érzéssel szavaztam meg a közúti szállításban dolgozók munkakörülményeiről szóló jogszabályt. Örülök, hogy a sofőrök garantált pihenőidőt kapnak, és ennek ellenőrzését is fontosnak tartom. Mindenképp hangsúlyozni szeretném azonban, hogy a közúti szállítás volumenének növekedése ellentétes a fenntartható fejlődés alapelvével. A pazarló energiafelhasználás, a súlyos levegőszennyezés, az utak és a környezet rombolása a növekvő kamionforgalom közvetlen következménye. Az Európai Uniónak ezért az alternatív szállítási módok fejlesztésére kellene törekednie. A sofőrök munkakörülményeinek javítása mellett azokkal is foglalkoznunk kellene, akik olyan településeken élnek, ahol éjjel és nappal kamionok dübörögnek keresztül.

  David Martin (PSE), in writing. I welcome the new regulation which is primarily designed to strengthen and improve social legislation for drivers engaged in road transport activities.

The regulation lays down four main elements. It establishes that all new vehicles should be fitted with digital tachographs and it defines a ‘regular daily rest period’ as any uninterrupted period of rest of at least 11 hours, which alternatively may be taken in two periods. In addition, a new definition on ‘driving time’ has been agreed upon, as well as the provisions of the European agreement concerning the work of crews of vehicles engaged in international road transport, which are now being aligned with those of the regulation. Finally, it acknowledges that the maximum weekly working time of 60 hours per week must be respected.

All in all, I agree that the regulation contributes significantly to greater road safety in Europe.

  Luís Queiró (PPE-DE), por escrito. Os relatórios Markov hoje votados neste Parlamento levantam muitas questões aos países da periferia geográfica europeia, como Portugal, a Espanha e a Grécia.

Consciente dos esforços envidados durante todo o período de negociações, não posso deixar de recordar que este assunto devia ser resolvido de forma a contribuir, por um lado, para a melhoria da segurança rodoviária nas estradas europeias e, por outro, para que se criem todas as condições de equidade económica para o desenvolvimento e o crescimento do sector dos transportes em todos os Estados-Membros.

Concluí do estudo destes textos que, apesar dos esforços envidados pelos vários negociadores, estamos ainda perante propostas pensadas para os transportadores da Europa Central, cujos trajectos são preferencialmente de curta distância.

Não posso, por isso, enquanto deputado eleito por Portugal, deixar de votar contra este compromisso e relembrar que a concretização do mercado interno implica que se tenha em conta, nomeadamente, os Estados em que esta actividade se desenrola sobretudo em longas distâncias e reflectindo, portanto, os interesses, sem excepção, de todos os Estados-Membros.

  Pedro Guerreiro (GUE/NGL), por escrito. Os deputados do PCP ao PE há muito que, juntamente com as organizações representativas dos trabalhadores dos transportes rodoviários e urbanos, intervêm em prol da melhoria dos direitos laborais dos motoristas profissionais para que os horários de trabalho e os períodos de descanso e de repouso legais dos motoristas sejam respeitados e para que não seja a "sacrossanta" concorrência, na sua voragem exploradora, a colocá-los em causa.

Como os sindicatos apontam, o regulamento que acaba de ser aprovado, apesar de poder melhorar as condições de trabalho em alguns países, fica aquém da regulamentação colectiva de trabalho existente em Portugal quanto à organização dos tempos de trabalho e à determinação dos períodos mínimos de repouso diário e semanal, assim como quanto à sua fiscalização.

Entre outros aspectos, o regulamento insiste na manutenção de dois conceitos diferentes, o "tempo de condução" e o "tempo de trabalho", penalizando os trabalhadores. Assim como os "novos" conceitos de períodos de repouso reduzidos dificultam a fiscalização do cumprimento dos períodos mínimos de repouso e fomentam a sobrecarga das jornadas diárias e semanais de trabalho, pelo que esperamos que a aprovação do regulamento não venha a servir de (falso) pretexto para (pseudo) justificar novos ataques aos direitos dos trabalhadores.

  Jörg Leichtfried (PSE), schriftlich. Die Verordnung über die Harmonisierung der Sozialvorschriften im Straßenverkehr hatte sich zum Ziel gesetzt, längst notwendig gewordene einheitliche Regelungen hinsichtlich Arbeitsbedingungen und Sicherheit im Straßenverkehr einzuführen. Ob sich die sozialen Interessen der betroffenen Fahrer aufgrund der vorliegenden Einigung tatsächlich verbessern werden, bleibt abzuwarten. Es wurden zwar endlich einheitliche Lenk- und Ruhezeiten im Straßentransport erreicht, doch mir wichtige Punkte wie eine umfassende Einbeziehung der Arbeitszeitrichtlinie fanden nicht Eingang in das endgültige Dokument.

Ich bedauere zutiefst, dass eine Festschreibung des Verbots von strecken- und mengenabhängiger Entlohnung nicht Teil dieser heute verabschiedeten Verordnung sein wird. Ich habe mich vehement dafür eingesetzt, um weit reichende Verbesserungen der sozialen Bedingungen für Kraftfahrer zu erreichen. Die fixe Entlohnung stellt einen echten Schutz der wirtschaftlichen Grundlage eines jeden Arbeitnehmers dar und meiner Meinung nach steht dies auch dem im Straßenverkehr beschäftigten Personal zu.

Die Vereinheitlichung der Sozialstandards im europäischen Straßenverkehr ist generell eine vernünftige Entscheidung, aber im Hinblick auf die von mir eingangs erhofften Verbesserungen für die Fahrzeuglenker selbst ist das Ergebnis ernüchternd. Ich kann daher diese beiden Dossiers nur ablehnen.

Dabei muss es aber eine Verbesserung der sozialen Bedingungen für Kraftfahrer geben. Dies ist in diesem Fall nicht gegeben, und daher habe ich gegen diese Dossiers gestimmt.

  James Hugh Allister (NI), in writing. Today I voted against a Commission proposal for uniformity and metrification of food products, including bread and milk. The effect would have been to end the British measuring of bottled milk in pints and would change the size of our standard loaf.

In addition to imposing meaningless uniformity, both proposals would have imposed immense cost on UK bread-makers and milk processors, because of the re-tooling which would have been required. I had met representatives of the bread industry in Northern Ireland and was in doubt as to the intolerable and costly imposition which was involved.

I am therefore delighted that the European Parliament rejected this aspect of Brussels’ latest crazed proposal.

  Lena Ek och Cecilia Malmström (ALDE), skriftlig. För att vi ska få en fungerande europeisk marknad för varor är det viktigt att även konsumentens intressen tas tillvara. Det är däremot inte fallet med de ändringar Europaparlamentets utskott för inre marknadsfrågor lagt till kommissionens lagförslag om fastställande av bestämmelser för färdigpackade varors nominella mängder. Föredragaren har föreslagit regler för förpackningar för bland annat smör, mjölk, pasta och ris. Jag vill att konsumenterna i Europa ska kunna välja bland många produkter och det finns inget egenvärde i att reglera bort dagens svenska mjölkföpackningar om till exempel 300 ml. Konsumenter kan idag avgöra själva vad de önskar inhandla genom att titta på jämförelsepriser. Vi ska lagstifta för att förbättra konkurrensförutsättningar och för att öka konsumentskyddet. Däremot ska vi rensa bort onödiga regler, i enlighet med kommissionens ambition. Jag röstade därför för ett smalare men vassare EU där onödig reglering som medför onödiga kostnader för livsmedelsindustrin inte har att göra.

  Ilda Figueiredo (GUE/NGL), por escrito. A proposta de directiva hoje votada em plenário em primeira leitura inscreve-se, de um modo geral, no processo de simplificação da legislação do mercado interno defendido pela Comissão Europeia. Esta proposta visa reagrupar a legislação existente num acto único e revogar (ou desregulamentar) todos os formatos das embalagens existentes.

Certos sectores deverão, no entanto, continuar a ser submetidos à regulamentação em vigor com base numa harmonização total. Segundo a proposta, as gamas obrigatórias justificam-se nos sectores em que a regulamentação comunitária já estabeleceu formatos harmonizados obrigatórios: é o caso do vinho, das bebidas espirituosas, do café solúvel, dos aerossóis e do açúcar branco.

O Parlamento Europeu especifica ainda que a directiva não se aplica ao pão pré-embalado, nem às matérias gordas para barrar, nem ao chá, produtos para os quais continuam a vigorar as normas nacionais relativas às quantidades nominais. Todos os outros sectores poderão fabricar – e os consumidores comprar – produtos numa gama de formatos potencialmente infinita.

Também considera que outros produtos de base deveriam continuar a ser regidos por gamas obrigatórias, em derrogação à liberalização: o café, a manteiga, o sal, o arroz, as massas alimentícias e o leite para consumo.

  Hélène Goudin (IND/DEM), skriftlig. I betänkandet behandlas ett förslag till en avreglering, men samtidigt en harmonisering, av hur stora livsmedelsförpackningar får vara. Å ena sidan kan det, ur inre marknadssynpunkt, vara bra att ha standarder som i slutändan kommer konsumenten till gagn. Å andra sidan innebär betänkandet ett förslag till långtgående detaljreglering på EU-nivå.

Bland de ändringsförslag som röstats igenom i parlamentets utskott, nämns att undersökningar genomförda av kommissionen visar att jämförpriser i allmänhet varken används eller förstås av konsumenterna. Dessa uttalanden omyndigförklarar till viss del medborgarna i medlemsstaterna och åskådliggör därmed en obehaglig inställning till befolkningen.

Jag har idag röstat nej till betänkandet, eftersom det innebär en reglering av ett område som egentligen borde vara upp till varje medlemsstat att besluta om och inte ska ligga på EU- nivå.

  Luís Queiró (PPE-DE), por escrito. O objectivo prosseguido pela Comissão europeia de simplificação legislativa merece o meu acordo. Um dos maiores entraves à melhoria da eficiência económica dos Estados Membros da União Europeia é o excesso de legislação, a confusão regulamentar, aquilo a que em língua inglesa bem se designa por "red tape".

Esse propósito simplificador e liberalizador, temperado pelos cuidados que presidiram às alterações introduzidas pelo Parlamento Europeu, afastando parcialmente alguma liberalização onde ela se revelava, sustentadamente, inútil ou mesmo adversa aos interesses dos consumidores, merece aqui o meu apoio, expresso no meu voto favorável.

  Alyn Smith (Verts/ALE), in writing. The implications of some of the Commission proposals on a number of EU industries, in particular the whisky industry in Scotland, would have been negative, so I was glad that the IMCO Committee made a number of changes, which I am pleased to support. The internal market has been a massive advantage for EU producers, and we in this house must ensure that those advantages remain to the fore.

  Andreas Mölzer (NI). – Herr Präsident! Im Moment haben wir zwei Krisenherde, die unserer vollen Aufmerksamkeit sowie vielen Fingerspitzengefühls bedürfen, und sich nicht durch schöne Worte, wie wir sie von der gegenwärtig amtierenden österreichischen Ratspräsidentschaft hören, in Luft auflösen werden.

Zum einen müssen wir mit dem Wahlsieg der Hamas umgehen, der in Palästina völlig klar als demokratischer Willensausdruck akzeptiert werden muss. Zum anderen handelt es sich dabei aber um eine Bewegung, die der Gewalt noch nicht abgeschworen hat. Das palästinensische Volk benötigt aber die europäische Hilfe – auch die Finanzhilfe – mehr denn je. Und von der Hamas wird man natürlich, wenn sie eine Regierung bildet, entsprechend verlangen müssen, der Gewalt abzuschwören.

Hinsichtlich der Iran-Frage ist es hoffentlich noch nicht zu spät für eine vorzugsweise – natürlich mit Russland und China abgestimmte – diplomatische Lösung. Da der Iran zu Gesprächen über eine Urananreicherung mit Russland bereit zu sein scheint, sollten wir zunächst einmal diesen Weg beschreiten. Gleichzeitig ist es aber wichtig, gegen die atomare Kooperation zwischen den USA und Indien aufzutreten, da diese Teherans negative Einschätzung des so genannten „selbsternannten Weltpolizisten“ USA mit ihrer Scheinheiligkeit zu bestätigen scheint.

  Glyn Ford (PSE), in writing. I will be voting in favour of the Brok report on Common Foreign and Security Policy. We have seen the successive development in Europe of Industrial, Social and Economic and Monetary Union. We now have a Union bigger than the US with 451 million citizens and an economy more powerful than that of the US. Yet we still lack a single voice in the world.

What Europe is missing is a Common Foreign and Security Policy that would give us that voice. Mr Brok’s report moves us in the right direction. We will have many battles over the details of such a policy. But need one we do and have one we must.

  Hélène Goudin (IND/DEM), skriftlig. Återigen har ett betänkande om EU:s gemensamma utrikes- och säkerhetspolitik, GUSP, kommit upp på agendan. Det är Junilistans fasta övertygelse att utrikes- och säkerhetspolitiken är frågor som måste ligga på medlemsstatsnivå, inte i EU.

I betänkandet framförs även att EU-parlamentet måste rådfrågas när riktlinjer för GUSP utformas inför varje nytt år. På så vis försöker parlamentet tillskansa sig mer makt, något som Junilistan är emot.

Av ovan nämnda skäl har jag vid dagens omröstning röstat emot betänkandet.

The European Parliamentary Labour Party commends Mr Brok's report for its commitment to a strong CFSP, with an emphasis on conflict resolution, the fight against poverty and upholding human rights. We thank the Rapporteur for his condolences in respect of the London bombings. However, I also want to place on record our support for the trade and aid regulations for northern Cyprus, rather that the wording of Amendment 1, together with our longstanding opposition to military spending falling under the Community budget.

  Luís Queiró (PPE-DE), por escrito. O presente relatório mereceu o meu voto favorável por me rever no essencial das suas considerações, quer quanto ao que são - e devem ser - os principais motivos de preocupação a nível internacional, quer quanto ao que devem ser as prioridades da União Europeia nesse plano.

Pese embora o facto de não subscrever integralmente algumas das considerações, designadamente no capítulo institucional, entendo que a cosmovisão aqui expressa é correcta. Assim como creio que o papel internacional da UE depende mais da sua acção concreta e da capacidade de compreendermos quais são as preocupações comuns do que de uma discussão sobre o modelo teórico. Em política externa a realidade é, por regra, mais poderosa do que qualquer consideração teórica.

Por último, apraz-me registar que é crescente o tom de acordo entre os parceiros transatlânticos, o que me parece ser um passo fundamental para o estabelecimento de um roteiro de paz, de democracia e de prosperidade para o Mundo.

  Geoffrey Van Orden (PPE-DE), in writing. Conservatives can support certain provisions in this Report, such as the recommendations to maintain the arms embargo on China, revive negotiations between Israel and the Palestinians and make African governments fulfil their commitments to democracy and the rule of law.

However, it also contains many proposals to which we are firmly opposed. In general it seeks to extend the reach of CFSP into every area of national foreign policy. Paragraph 4 brazenly lists the measures taken "to anticipate the application of some of the provisions of the new Constitutional Treaty" despite the welcome rejection of the Constitution. Paragraph 10 mistakenly considers "home defence as a vital part of the European Union's security strategy", whereas it is the preserve of national governments. NATO, the cornerstone of European defence for over half a century and the key organisation for international crisis management missions involving military forces, barely warrants a mention in this report, with paragraph 12 misleadingly subsuming NATO to a role "within Europe's foreign and security policy." We also object to the idea of an EU military mission to the Democratic Republic of Congo and for an EU defence budget.

We therefore abstained in the final vote.

Vi tolkar begreppet "minimiinkomst", som förekommer i punkt 4 f) som innebärandes en garanterad skälig levnadsnivå, då vi är positiva till en garanterad skälig levnadsnivå men emot införandet av statligt relegerade minimilöner.

  Charlotte Cederschiöld, Christofer Fjellner, Gunnar Hökmark och Anna Ibrisagic (PPE-DE), skriftlig. Den moderata delegationen har idag valt att lägga ned sina röster i en omröstning om dagens situation när det gäller bekämpning av våld mot kvinnor och eventuella framtida åtgärder. Vi har inte kunnat stödja betänkandet p.g.a. att den, i alltför stor utsträckning söker göra nationella kompetensområden till föremål för EU-beslut. Vi är av den fasta övertygelsen att frågor som rör jämställdhet och som handlar om kriminalpolitik ska avgöras av medlemsstaterna och att dessa är bäst ägnade att göra det. Moderaterna har på ett nationellt plan varit pådrivande i många av de åtgärder som tas upp i betänkandet.

Vi anser att staten måste uppfylla sin främsta uppgift, att skydda medborgarna från brottsliga angrep, oavsett offrets och förövarens kön. Betoningen borde ligga på den enskilde våldsförövarens ansvar istället för att utgå från en samhällssyn som reducerar den enskildes ansvar.

É importante que o Parlamento tenha expresso a sua inquietação relativamente à violência contra as mulheres, fenómeno que afecta mulheres de qualquer idade, independentemente da educação, estrato e origem social, embora haja certas formas de violência que estão profundamente ligadas à pobreza e exclusão social.

Apoiamos a recomendação aos Estados-Membros que adoptem uma atitude de "tolerância zero" em relação a todas as formas de violência contra as mulheres defendendo métodos eficazes de prevenção e repressão, incluindo medidas para aumentar a consciencialização e combater este problema.

Não se pode esquecer que a violência dos homens contra as mulheres é um fenómeno associado à desigualdade na distribuição do poder entre os géneros, sendo também uma das razões por que este tipo de crime não tem sido suficientemente denunciado e condenado.

Congratulo-me com a aprovação, mesmo que parcial, de algumas propostas que apresentámos, designadamente do reconhecimento de que a pobreza e a marginalização são causas fundamentais do aumento do tráfico de mulheres e da prostituição e que a prostituição não se equipara a um trabalho.

Lamento, no entanto, a não aprovação, da proposta que visava a criação dos meios necessários para desenvolver programas efectivos de inserção das mulheres que se prostituem visando a progressiva diminuição e final desaparecimento da prostituição.

  Hélène Goudin (IND/DEM), skriftlig. Jag delar i mycket föredragandens åsikter i detta ämne. Det är av yttersta vikt att opinionsbildning bedrivs i dessa frågor i medlemsstaterna. Jag har röstat ja till betänkandet eftersom det inte uttalat förordar lagstiftning på EU-nivå. Ett antal rekommendationer läggs fram till både kommissionen och medlemsstaterna för att bekämpa våld mot kvinnor. Jag anser att denna fråga sist och slutligen är en fråga för de nationella parlamenten att vidta eventuella lagstiftningsåtgärder om så behövs.

  Filip Andrzej Kaczmarek (PPE-DE), na piśmie. Przemoc wobec kobiet jest traumatycznym doświadczeniem. Nie tylko dla nich samych, ich dzieci i bliskich, ale nawet dla osób, które chcą kobietom pomóc. Doświadczyłem tego osobiście. Odwoziłem kiedyś kobietę, pobitą przez swego męża do szpitala i na policję. Poznałem wówczas uczucie, które chyba często jest udziałem kobiet - bezsilną wściekłość. Taka sama wściekłość ogarnia, gdy policja odwozi pijanego mężczyznę, skazanego za znęcanie się nad rodziną, do mieszkania jego byłej żony. Policja zaś tłumaczy, że robi tak, bo był to ostatni adres jego zameldowania.

W moim mieście kilka lat temu wydarzyła się tragiczna historia. Mężczyzna uciekł z Izby Wytrzeźwień (która nie jest więzieniem), przeszedł pieszo kilka kilometrów, zabił swą żonę, a jej ciało wyrzucił przez okno. Nie chcę, aby coś podobnego wydarzyło się ponownie.

Przemoc nie jest sprawą wewnętrzną rodziny. Nie można jej niczym usprawiedliwić, ani podejmować prób relatywizacji. Przemoc jest problemem, z którym musi zmierzyć się całe społeczeństwo. Nie możemy pozwolić na lekceważenie tego problemu, pomniejszanie jego znaczenia dla życia społecznego, ani na ukrywanie skali zjawiska.

Poparłem sprawozdanie p. Carlshamre, bo naszym obowiązkiem jest uczynić wszystko co możliwe, aby wyeliminować przemoc wobec kobiet. Nie zawsze zasada „zero tolerancji” jest potrzebna, ale w tym przypadku jest to naprawdę niezbędne.

  Timothy Kirkhope (PPE-DE), in writing. I and my British Conservative colleagues deplore all violence against women. Indeed, we deplore violence against both sexes being perpetrated by both sexes, or by anyone against anyone. We also believe that women must be protected from violent acts and those responsible for such acts should face the full force of the law.

However, we have abstained on this report as it is a missed opportunity to address a serious problem. The intemperate language detracts from the important message the report is trying to send out.

  David Martin (PSE), in writing. I welcome this report, which reaffirms that men’s violence against women is a violation of human rights and that perpetrators of such violence should be prosecuted as vigorously as in those cases where violence is directed at men. There is a discrepancy between how crimes of violence are treated and punished depending on the gender of the victim. Whether such violence occurs in a public environment or in a private environment should not be relevant in tackling such violence as a criminal offence.

Whilst recognising that the declaration on the elimination of violence against women adopted by the UN General Assembly in 1993 was an important milestone in the recognition of the problem of domestic violence against women, this report rightly stresses that, in the EU context, more can be done.

I especially support its calls for a fundamental analysis of the extent of the problem following studies carried out in three EU countries showing that 40-50% of women had, at some point in their lives, been subjected to violence by a man. In the EU we have a duty to recognise and ensure the rights of women to life and physical safety under the rule of law.

Gerade die aus massivem Zuzug von anderen Kulturen entstehenden Probleme – unter anderem im Hinblick auf Frauenrechte – wurden jahrzehntelang unter dem Motto falsch verstandener Toleranz ignoriert. Wenn man bedenkt, dass in der EU jede vierte Frau Gewalt durch einen männlichen Angehörigen erfährt, die Hälfte aller Morde im Familienkreis verübt wird und rund 500 000 Genitalverstümmelungen passieren, ist es höchste Zeit, dass endlich restriktiver vorgegangen wird.

In diesem Zusammenhang kann man es nur als Schande betrachten, dass man sich in einer EU, in der die Gurken- und Bananenkrümmung geregelt wird, nicht einmal in der Lage sieht, einheitliche Vorgaben zu entwickeln, wie Gewalt gegen Frauen geahndet werden soll. Ebenso erbärmlich ist es, wenn staatliche Behörden bei Fällen von Polygamie wegsehen oder diese gar unterstützen und damit der Menschenrechtsverletzung auch noch Vorschub leisten.

Angesichts dieser Tatsachen ist es zwar löblich, wenn sich die Ratspräsidentschaft der Verteidigung der Frauenrechte verstärkt annehmen will, mit ein bisschen Aufklärung bei Ärzten, Lehrern oder der Polizei wird es nicht getan sein. Hauptproblempunkt ist das männliche Rollenbild, welches in unserem westlichen Verständnis mit einem Wettkampfstil nicht unbedingt ideal ist und in der muslimischen Ideologie in einem Frauenhass gipfelt - hier müssen wir ansetzen.

  Frédérique Ries (ALDE), par écrit. – Au moins une femme européenne sur trois aura été à un moment donné de son existence victime d'un acte de violence physique ou sexuel. C'est le chiffre effarant tiré de l'excellent rapport de ma collègue libérale, Maria Carlshamre.

Face à l'escalade et la banalisation des violences contre les femmes, une seule réponse, digne et ferme: la "tolérance zéro", dans et en dehors du mariage.

L'Europe a d'ailleurs pris ses responsabilités pour combattre cette forme de violence qui touche les femmes de toutes catégories sociales. 50 millions d'euros sont consacrés pour 2004-2008 dans le programme Daphné II à la protection des plus exposées d'entre nous. Un montant symbolique, car nous savons bien que pour être efficaces, les politiques de prévention et de soutien aux victimes doivent être menées au plan national.

Il est à ce titre consternant d'apprendre que, chaque année, entre 5 et 10 millions d'enfants sont les témoins visuels et auditifs de tels actes inhumains!

Il est donc essentiel que les 25 législations pénales nationales considèrent dorénavant les enfants, au même titre que leur mère, comme des victimes.

Notre société a depuis trop longtemps sous-estimé la gravité des violences contre les femmes. Il faut mettre un terme à cette lâcheté!

  Jean-Pierre Audy (PPE-DE), par écrit. – J'ai voté en faveur de l'excellent rapport de ma collègue, Edite Estrela, relatif à l'égalité entre les femmes et les hommes dans l'Union européenne et je me réjouis qu'il ait été adopté à la quasi-unanimité du Parlement européen.

L'égalité des chances fait partie des grands principes républicains français et je milite pour qu'elle soit respectée au niveau européen en application, notamment, du traité de Rome instituant la Communauté européenne et de la Charte des droits fondamentaux de l'Union européenne. Chaque inégalité fondée sur le sexe des personnes est source d'injustice, de violence sociale et d'incompréhension chez nos concitoyens. L'Union européenne a le devoir de veiller à l'égalité de traitement des êtres, qui est source d'harmonie, de paix et de progrès. Ce sera un exemple de lucidité pour le monde entier en faveur des valeurs humaines que nous défendons et qui sont un des piliers de la construction européenne.

Den moderata delegationen har idag valt att lägga ned sina röster i en om röstning om jämställdhet mellan kvinnor och män i EU. Vi moderater vill bekämpa den ofrihet som ojämställdhet och fördomar innebär. Det är emellertid inte EU:s uppgift att definiera vilka åtgärder som bör tas i medlemsstaterna eller av andra aktörer i samhället. Vi kan därför inte stödja betänkandet då det görs mångtaliga förslag som går in på medlemsstaternas kompetensområden, exempelvis gällande tillhandahållandet av barnomsorg, där medlemsstaternas kulturella särdrag och traditioner är så vitt skilda från varandra.

Dessutom går betänkandet in på områden som inte ens medlemsstaterna skall reglera, exempelvis huruvida politiska partier ser på strategier för att få in fler kvinnor i sin partistruktur. Däremot finns det andra viktiga aspekter som tas upp i betänkandet, exempelvis behovet av att samla in jämförbar statistik vad gäller löner för män respektive kvinnor och bekämpning av diskriminering.

Votámos favoravelmente este relatório por considerarmos positivo o seu conteúdo, embora saibamos que é apenas mais uma declaração de intenções do Parlamento Europeu contraditória com as políticas que vão sendo postas em prática e que estão, nalguns casos, a pôr em causa a igualdade de direitos e a agravar as discriminações, como, por exemplo, no mercado de trabalho.

Consideramos positivo que se tenha aprovado uma proposta que insiste com a Comissão para que informe o Parlamento Europeu dos progressos realizados nos diversos Estados-Membros, em particular no que se refere à aplicação da Plataforma de Acção de Pequim, inclusive em matéria de saúde reprodutiva e sexual, e que periodicamente divulgue dados estatísticos referentes a todos os Estados-Membros.

Esperamos também que a criação do Instituto Europeu para a Igualdade entre Homens e Mulheres seja dotado dos recursos necessários para que as suas funções sejam um contributo positivo para a promoção da igualdade de direitos e a dignificação do papel da mulher na sociedade.

  David Martin (PSE), in writing. I welcome the Committee on Women’s Rights and Gender Equality’s own-initiative report on the future of the Lisbon Strategy with regard to the gender perspective. I agree that measures must be taken to promote employment for women as well as reduce the continuing inequalities between women and men.

The report stresses the disparities that still exist in underlying factors such as employment, the wage gap, lifelong education and training. It also assesses the ways in which professional, family and private life can be successfully combined.

  Frédérique Ries (ALDE), par écrit. – Traiter de l'égalité entre les hommes et les femmes, c'est avant tout être conscient de tout le chemin parcouru depuis plus d'un siècle et les premiers combats d'émancipation féminine, c'est aussi garder à l'esprit tout le fossé qu'il reste encore à combler pour que l'égalité des sexes soit concrétisée dans la vie quotidienne.

C'est pourquoi, je me félicite de l'adoption ce midi du rapport de Mme Estrela qui pointe du doigt différentes discriminations dont sont victimes les représentantes du sexe féminin et constituent donc autant de défis à relever. Pour n'en citer que deux: un écart de rémunération estimé à 16%, un taux d'emploi des femmes âgées de 15 à 24 ans qui stagne malgré un niveau d'instruction supérieur.

Lever les obstacles à la participation des femmes au marché du travail, c'est bien sûr mettre en place des structures d'accueil publiques ou privées en nombre suffisant pour les enfants en bas âge, et au moins jusqu'au moment de leur scolarisation obligatoire. C'est encore appliquer dans les faits l'égalité des droits parentaux. Pour toutes ces améliorations du quotidien, l'Union européenne doit défendre les meilleurs standards, regarder vers le haut et la réussite des pays scandinaves en matière de mesures égalitaires hommes/femmes.

  Γεώργιος Τούσσας (GUE/NGL), γραπτώς. – Το ΚΚΕ καταψηφίζει την έκθεση, γιατί αξιοποιούνται κοινωνικά προβλήματα της εργατικής λαϊκής οικογένειας για την επιτάχυνση και γενίκευση των καπιταλιστικών αναδιαρθρώσεων και στα δύο φύλα.

Για την αντιμετώπιση της ανεργίας των γυναικών προτείνεται διεύρυνση των "ευλύγιστων μορφών απασχόλησης". Για την ανυπαρξία κρατικών δομών πρόνοιας, προτείνεται μεταφορά του βάρους στην οικογένεια, αλλά με ισοτιμία! Δηλαδή να καταφύγει και ο άντρας στη μερική απασχόληση για να υποκαταστήσει την έλλειψη κρατικής φροντίδας στην αναπαραγωγή, τη φροντίδα ηλικιωμένων ή των ΑΜΕΑ, και τελικά η λαϊκή οικογένεια να αδυνατεί να καλύψει στοιχειώδεις ανάγκες.

Η λεγόμενη εξάλειψη του διαχωρισμού των φύλων στην εργασία, χρησιμοποιήθηκε σαν άλλοθι για αφαίρεση δικαιωμάτων που απορρέουν από τις ιδιαίτερες ανάγκες των γυναικών λόγω της αναπαραγωγικής τους λειτουργίας.

Καταγγέλλουμε ως αποπροσανατολιστική τη φιλολογία για "αλλαγή στη σύνθεση του φύλου της εξουσίας". Την πολιτική δεν την καθορίζει το φύλο. Η εξουσία της πλουτοκρατίας δε θα αλλάξει με περισσότερες γυναίκες στους θεσμούς που την υπηρετούν.

Τα προβλήματα των γυναικών έχουν αφετηρία τους το καπιταλιστικό σύστημα που εκμεταλλεύεται τις γυναίκες και τους άντρες, αξιοποιώντας το φύλο και την ηλικία για γενίκευση της πολιτικής του κεφαλαίου και στα δύο φύλα.

Βάσεις για την ισοτιμία μπορούν να τεθούν μόνο στο πλαίσιο μιας λαϊκής εξουσίας, όπου μέσα παραγωγής και παραγόμενα αγαθά θα είναι λαϊκή περιουσία.

  Luís Queiró (PPE-DE). – A propósito do voto sobre a Directiva postal, considero de particular importância mencionar a necessidade de manter a garantia do serviço universal. A finalização do mercado interno dos serviços postais tem que ter em conta não só o importante peso económico deste sector mas também a sua dimensão territorial e social insubstituível.

Os serviços de proximidade que são prestados pelos correios de cada Estado-Membro têm um papel social não negligenciável a que não devemos renunciar. Devemos, pois, dar à dimensão territorial e social das redes postais uma especial atenção quando somos chamados a tomar decisões sobre as reformas deste sector, recordando o profundo impacto que podem ter aquando da abertura total dos serviços postais à concorrência. Considero, pois, fundamental que o estudo previsto examine se as disposições da directiva postal são suficientemente claras no que respeita às obrigações ligadas ao serviço universal e se estabeleça a esse respeito um quadro adequado para os Estados-Membros.

Não podemos colocar em risco o objectivo fundamental da directiva de garantir, a nível comunitário, a prestação de serviços mínimos de proximidade territorial e social, de garantia de acesso e de qualidade a preços acessíveis.

  Pedro Guerreiro (GUE/NGL), por escrito. A liberalização dos serviços postais está inscrita na denominada "Estratégia de Lisboa", pretendendo-se a abertura do sector ao capital privado, tendo como objectivo, a prazo, a privatização deste serviço público, começando pelas suas partes mais lucrativas e, "obviamente", continuando a ser suportado pelo financiamento público (veja-se como exemplo o modelo aplicado na gestão de hospitais).

A luta dos trabalhadores deste sector, assim como das populações - vejam-se as numerosas acções contra o encerramento de postos de correios e para assegurar a distribuição postal - tem conseguido atrasar e mesmo bloquear este processo em alguns dos seus aspectos mais gravosos.

O presente relatório do PE pretende avaliar as consequências da liberalização realizada até ao momento nos diferentes países da UE, antecipando novas iniciativas da Comissão Europeia que a pretendem aprofundar.

O relatório não critica o actual processo de liberalização nem aponta, de forma clara, bem pelo contrário, as suas consequências negativas, tais como o encerramento de pontos de acesso, a redução da distribuição diária domiciliária ou a diminuição dos níveis de emprego. O relatório não coloca em causa a conclusão da liberalização do sector em 2009, defendendo a abertura e o primado da concorrência neste sector.

Daí o nosso voto contra.

  Jörg Leichtfried (PSE), schriftlich. 1997 begann der Liberalisierungsprozess des europäischen Postmarktes, mit dem in den nunmehr 25 Mitgliedstaaten ein offener, für jeden Anbieter zugänglicher Markt geschaffen werden soll.

Unter dem Druck des Liberalisierungsprozesses des europäischen Postmarktes haben die nationalen Postgesellschaften begonnen, ihre Strukturen zu ändern und sich neu zu positionieren.

Trotz allen Fortschritts muss die Umsetzung der Richtlinie auf nationaler Ebene jedoch streng beobachtet werden. So kann es zum Beispiel nicht angehen, dass das österreichische Postgesetz unverhältnismäßig hohe Sanktionen bei Nicht-Nachrüstung von Hausbrief-Fachanlagen vorsieht. Dies kann nicht auf die EU-Postrichtlinie aus dem Jahre 2002 zurückgeführt werden, in welcher keine derartigen Sanktionen auf nationaler Ebene festgeschrieben sind. EU-Skepsis der Bürger, die wieder einzig Brüssel für diesen Zustand verantwortlich machen, wird durch solche Umsetzungspraktiken weiter geschürt.

Ich fordere die EU-Kommission auf, die Umsetzung der EU-Postrichtlinie vor allem auch im Hinblick darauf zu überwachen, dass geplante nationale Strafbestimmungen nicht unverhältnismäßig sind und das Funktionieren des Postmarktes nicht gefährden. Es sollte dies ebenfalls vorrangig in der nun anstehenden Prospektivstudie untersucht werden.

Ich begrüße daher den Initiativbericht des Parlamentes, da meine Forderung in dem Bericht Eingang gefunden hat.

A situação é muito complexa, mas o resultado das eleições palestinianas não deverá ser utilizado para colocar em causa, uma vez mais, os inalienáveis direitos do povo palestino à liberdade, a um Estado independente e soberano, com Jerusalém Leste como capital, bem como a resistir contra a ocupação, ou ainda para colocar em causa a ajuda financeira à Autoridade Nacional Palestiniana, de forma a dar resposta às necessidades mais básicas do povo palestino, ou para alimentar a escalada militar dos EUA em toda a região do Médio Oriente. A solidariedade para com a heróica luta do povo palestino e para com as forças do movimento nacional palestino e a OLP é tão premente como antes.

Por fim, queria lamentar que a maioria do PE tenha rejeitado as alterações apresentadas pelo nosso Grupo que, por um lado, apelavam a Israel para que respeite as resoluções da ONU e as recomendações do Tribunal de Justiça Internacional e, por outro, sublinhavam como questão central o fim do bloqueio do processo de paz, da ocupação militar, do desenvolvimento de colonatos, do muro, dos assassinatos, das detenções, da recusa de libertar prisioneiros, da violência a que está submetido e da degradação dramática das condições de vida do povo palestino.

  Luís Queiró (PPE-DE), por escrito. Quando a Democracia dá origem a um resultado indesejável a primeira tentação é a de condenar a possibilidade de produção de tal efeito. É compreensível, mas pouco eficiente. O que a Democracia tem de conseguir é excluir, pela eficiência da sua acção, a adesão a esses movimentos.

Ora, o que está longe de ser certo é que na Palestina exista uma democracia - independentemente da regularidade do acto eleitoral. É pois por aqui que a nossa preocupação se deve guiar. A democracia e o Estado de Direito - que implicam, entre outros, a co-existência pacífica com os restantes Estados e a inexistência de um desejo de destruição dos vizinhos, para além da óbvia exclusão do terrorismo - tem de ser a pedra de toque da nossa política em relação a esta área do Mundo.

Independentemente da natureza presente do movimento vencedor das eleições palestinianas, o que nos importa é exigir ao futuro governo da Autoridade Palestiniana que respeite os acordos internacionais e os princípios necessários à co-existência pacífica dos dois Estados, sem o que será impossível ajudar os palestinianos. Esse risco, apesar de ser consequência de um acto voluntário, não deixaria de ser gravíssimo.

The election of Hamas was the democratic will of the Palestinian people, and while I have grave misgivings about the policies of that organisation, there is no question that they form the legitimate government. The aid the EU gives to the peace process can, and indeed must, be conditional upon continued moves towards peace. To shut off the aid now would risk alienating an organisation the EU must remain engaged with. I believe continued application of EU pressure will help to deliver a long-term solution. We cannot disengage now because of distaste for individual partners we are obliged to work with.

  James Hugh Allister (NI), in writing. Today I voted for the joint resolution on Cuba, though I would have preferred it to have expressly regretted the 2005 abandonment of sanctions.

As a society built on the imperative of Marxist domination, it is no surprise that Cuba is a bastion of repression, where dissent is crushed and freedom denied.

It is a telling insight into the totalitarian and Marxist reality, which lurks behind its democratic facade, that Sinn Fein/IRA maintains representation in Cuba. It was most notoriously exposed when, in 2001, that representative, Niall Connolly, infamously organised for himself and others to train FARC guerrillas in Columbia.

The EU’s abandonment of sanctions in 2005 has been an utter failure. Human rights abuses have increased, not diminished. As ever with Marxist extremists, be they Castro or Sinn Fein, they simply pocket the concessions and carry on regardless. I say it is time we learnt the lesson and put some steel back into our stand against this hideous regime.

  Bastiaan Belder (IND/DEM), schriftelijk. In Cuba bestaan grote tekortkomingen betreffende de fundamentele vrijheden. Zowel de mondelinge vraag als de onderhavige, overigens adequate resolutie geven dat zonneklaar aan.

Er is één zaak die ik prominent aan de orde zou willen stellen: de positie van de huiskerken. Nieuwe wetgeving, vervat in Richtlijn 43 en Resolutie 46, verplicht alle opererende huisgemeenten tot registratie bij de autoriteiten. Aanvragen tot registratie leiden regelmatig tot buitengewoon gecompliceerde onderhandelingen met de overheid. Zo moet gedetailleerde informatie over de gemeenteleden en de voorgangers worden doorgegeven. Deze nieuwe wetgeving heeft al geleid tot de sluiting van diverse huiskerken.

In 1992 heeft de Cubaanse overheid de grondwet gewijzigd. De zelfkarakterisering van het land veranderde van een atheïstische in een seculiere staat. Dat was een eerste stap in de goede richting. De nieuwe wetgeving lijkt een tendens weer te geven in de richting van nieuwe restricties. Terwijl de Cubaanse grondwet het recht van de burgers op vrijheid van godsdienst erkent, zijn de facto in toenemende mate restricties van kracht. Waarom worden christelijke kerken, ook de geregistreerde, zo nauwlettend gevolgd, gecontroleerd en zelfs geïnfiltreerd? Echte vrijheid van godsdienst bestaat dus niet in Cuba.

Ik verzoek Raad en Commissie ook deze problematiek aan te snijden in de gesprekken met de Cubaanse autoriteiten.

  Ilda Figueiredo (GUE/NGL), por escrito. Votei contra a resolução por discordar do seu conteúdo que não tem minimamente em conta o contexto em que Cuba é obrigada a viver há muitos anos com o bloqueio americano e todas as agressões de que tem sido vítima.

Igualmente omite qualquer referência à existência da base americana de Guantanamo, onde a Administração Bush mantém prisioneiros sem julgamento e pratica os maiores atropelos aos direitos humanos e à própria Convenção de Genebra.

Também não faz qualquer referência aos cinco cidadãos cubanos que continuam presos nos EUA e alguns impedidos de serem visitados pelas famílias, apesar do tribunal americano de Atlanta já ter declarado nulo o julgamento que levou à sua detenção.

Esta posição da maioria do Parlamento Europeu é significativa da política de dois pesos e duas medidas, seguidista da política americana, que mantém uma ingerência permanente sobre povos e governos que não seguem as suas orientações e não se deixam subjugar.

É igualmente lamentável que não haja uma palavra sobre a importante contribuição que Cuba está a dar ao desenvolvimento social de povos da América Latina e África, designadamente através da formação e da educação de jovens desses países em Cuba e do envio de milhares de médicos e de outros profissionais.

  Glyn Ford (PSE), in writing. I will vote with reluctance for this resolution. The situation of human rights in Cuba is by no means perfect and on some occasions the Cuban authorities have been their own worst enemies in refusing permission for representatives of the Damas de Blanco to travel to Strasbourg to receive their share of the Sakharov Prize recently. Yet there is, in my opinion, no climate of fear in Havana, such as that I have witnessed in Kashmir or, until recently, Aceh.

There is an issue of proportionality. Yes, Cuba violates human rights but not to the extent of Colombia with its death squads or Haiti with the anarchy of criminal gangs and violent politics which have seen more than 1000 deaths. Hopefully next week’s elections there might start to bring that to an end. Where is Parliament’s constant concern on these and other human rights in the region outside of Cuba? Where are our concerns about ‘occupied’ Cuba in Guantanamo Bay, where reports indicate that the situation is far worse than Cuba’s worst jails?

  Pedro Guerreiro (GUE/NGL), por escrito. Duzentas palavras serão sempre insuficientes para desmontar mais uma manobra que se insere na política de isolamento e de discriminação de Cuba por parte da UE, seguindo, de forma subserviente, as exigências dos EUA.

União Europeia que, na sua posição comum de 1996, inscreve como seu objectivo a modificação do sistema político em Cuba, ingerindo-se, de forma inaceitável, numa questão que só ao povo cubano cabe.

Recorde-se que foi a maioria deste mesmo PE que, cinicamente, criticou o bloqueio dos EUA a Cuba, para melhor exigir a continuidade das sanções impostas a Cuba pela UE e que não tem uma palavra de solidariedade para com os cinco patriotas cubanos injustamente detidos nos EUA por defenderem o seu país contra acções terroristas.

Mas por mais que doa à maioria do PE, Cuba significa a esperança e a confiança numa vida digna para milhões de homens e mulheres. País que, apesar do bloqueio, alcançou, em 2005, o maior crescimento económico dos últimos 45 anos. País que assumirá a presidência e será anfitrião da Cimeira dos países não alinhados em 2006. País que envia dezenas de milhar de médicos, de professores, de treinadores desportivos - e não exércitos para ocupar, explorar e oprimir.

  Luís Queiró (PPE-DE), por escrito. Cuba é a prova que do lado ocidental do mundo nem todos os Muros da Vergonha caíram. Entre o absurdo romantismo de uns e o pragmatismo sem pudores de outros, vai havendo quem insista em querer esquecer que em Cuba não há Democracia, não há Direito, não há Liberdade, não há nada do que reputamos de essencial e fundador nas nossas sociedades. E não há romantismo inexplicável nem pragmatismo que justifiquem a alteração da posição essencial: a condenação constante a Cuba e a exigência de democratização, sem o que não é possível ter relações próximas com esse Governo tirano.

The main problem in the Cuban situation is caused by the US-led blockade and the aggressive US threats against Cuba.

Putting an end to the blockade and stopping the aggressive threats by the US would be the most important step in creating an atmosphere in which there would be better possibilities to create true democracy in Cuba.

But the aggressive US policy is not the only reason for the severe restrictions on freedom of expression and democracy in Cuba. The Cuban Government has also its own individual responsibility to bear.

One example, among others, is the decision not to let the Sakharov Prize winners, the Damas de Blanco leave the country to receive the prize in Strasbourg.

I have voted for the resolution, but I protest against the Cuban Government’s travel ban on the Damas de Blanco.

  Sahra Wagenknecht (GUE/NGL), schriftlich. Ich lehne die vorliegende Entschließung zu Kuba ab. Sie ist einseitig und wird nicht im Geringsten der komplexen kubanischen Realität gerecht. Kuba zu verurteilen heißt

– die Bemühungen Kubas um einen anderen Entwicklungsweg zu negieren, den es gegen vielfältige Widerstände verteidigt;

– zu ignorieren, dass Kuba beispielhafte Errungenschaften für seine Bevölkerung erreicht hat und trotz US-Embargo und gravierender wirtschaftlicher Schwierigkeiten bis heute aufrechterhält;

– zu verneinen, dass die andauernde Existenz des kubanischen Systems einen Hoffnungsschimmer für diejenigen in der so genannten Dritten Welt bedeutet, die die Verlierer einer markt- und profitorientierten globalisierten Welt sind.

Die vorliegende Entschließung reduziert den Menschenrechtsbegriff und ist in ihrer Instrumentalisierung von Menschenrechten Ausdruck einer unerträglichen Doppelmoral. Ziel der Entschließung ist es nicht, Menschenrechte zu verteidigen, Ziel ist es, das kubanische System zu verurteilen und einen Beitrag zu seiner Beseitigung zu leisten. Daran werde ich mich nicht beteiligen.

  Pedro Guerreiro (GUE/NGL), por escrito. A execução do orçamento comunitário, isto é, garantir que a decisão política seja realmente executada, é uma questão que se reveste de extrema importância.

Infelizmente o processo orçamental comunitário é, cada vez mais, menos transparente e difuso, sendo difícil saber o destino final das verbas.

A contenção orçamental imposta pelo Pacto de Estabilidade e pelos principais países contribuintes líquidos tem levado a que, após a aprovação do orçamento comunitário anual, um vez que muitas prioridades estão sub-financiadas, se verifique uma política de redistribuição e de cortes entre as rubricas orçamentais e um sem número de orçamentos rectificativos. Ou seja, estimula-se a não execução em determinadas áreas para financiar outras, independentemente do orçamento aprovado.

Além disso existem políticas e instrumentos, como o Pacto, que contribuem para a não execução. Neste aspecto, a Comissão e o Conselho, com a redução constante dos pagamentos face às autorizações, não se podem ilibar das suas responsabilidades.

Quanto à execução nacional, esta tem de ir a par e passo com a definição in loco das prioridades nacionais, nomeadamente ao nível dos Fundos Estruturais. Independentemente dos instrumentos agora propostos não pensamos poder condicionar a negociação das novas Perspectivas Financeiras à aprovação destes.

A resolução comum que acaba de ser votada aponta para a necessidade de se tomarem novas medidas de gestão para o Mediterrâneo, tendo sempre em conta o princípio de que é fundamental garantir a sustentabilidade dos recursos haliêuticos para assegurar a viabilidade das pescas, da manutenção da actividade das frotas e dos postos de trabalho, assim como o desenvolvimento das comunidades piscatórias.

Por isso pensámos que é necessário que o Conselho adopte o respectivo regulamento de gestão, em relação ao qual o Parlamento Europeu já deu o seu parecer.

Contudo, e atendendo a que a situação actual pode gerar discriminações entre pescadores que operam noutras águas é, quanto a nós, fundamental garantir a efectiva descentralização e participação dos principais interessados nas decisões em matéria de gestão, nomeadamente os pescadores e as suas organizações representativas, tendo em conta que medidas concretas devem ser adaptadas às realidades concretas de cada pescaria e região.

Da mesma forma consideramos que o regulamento de gestão deve ser acompanhado pelas necessárias medidas de compensação dos impactos socio-económicos dele decorrentes, com o devido financiamento comunitário, sendo que todas as medidas deverão basear-se na investigação científica pesqueira.

  Alyn Smith (Verts/ALE), in writing. There are many instances where an EU of 25 states does not make sense, and one-size-fits-all does not work any more – if it ever did. There is no reason why I as a Scottish Member of this house should have a say over the Mediterranean, and I have accordingly abstained on this vote. The EU needs to find new ways of working to ensure legitimacy of our decisions. Continuing the notion that everyone is equally interested in everything is untenable and discredits the EU itself.
