  Anne E. Jensen (ALDE). – Mr President, my group would like to propose an oral amendment to this paragraph. Our split vote concerns the deletion of the time-limit. We would like instead to insert the words: ‘which should enter into force as soon as possible’. This is to conform to the wording which will be proposed in the 2004 discharge report, in paragraph 55.
