7. Komunikat Przewodniczącego

  El Presidente. Antes de analizar el orden del día debo comunicarles una noticia que, por una vez, es positiva: una noticia positiva que se refiere a la situación en España, pero que, en mi opinión, es una buena noticia para toda Europa.

Me refiero al comunicado que ha hecho público hoy ETA, en el que anuncia un alto el fuego permanente.

Con ello se vislumbra un horizonte sin violencia terrorista. Es un momento para demostrar serenidad y prudencia. Y también es un momento para recordar a las víctimas del terrorismo, que han sido muchas. Es un momento para la esperanza, para la unidad de todas las fuerzas políticas democráticas. Creo —insisto— que la buena noticia no lo es sólo para la sociedad española, sino para toda Europa, porque demuestra que se puede combatir al terrorismo desde la fortaleza de la democracia.

Gracias, señoras y señores diputados, por sus aplausos.

Die Information, die Sie diesem Haus gegeben haben, hat in unserer Fraktion heute – wie Sie sich vorstellen können – eine lebhafte Reaktion ausgelöst. Es gibt in den Reihen der 200 Abgeordneten der Sozialdemokratischen Fraktion eine Kollegin, die selbst ein Opfer des ETA-Terrorismus ist, deren Mann von der ETA ermordet worden ist. Ich hoffe, Sie sind damit einverstanden, wenn ich meine Kollegin Barbara Dührkop Dührkop bitte, im Namen unserer Fraktion einige Worte zu sagen.

  Bárbara Dührkop Dührkop, en nombre del Grupo PSE. – Señor Presidente, colegas del Parlamento Europeo, el anuncio de ETA de un alto el fuego permanente, que se ha confirmado, es una noticia sumamente esperanzadora para todos los ciudadanos españoles y, por ende, para todos los ciudadanos europeos.

Hacemos un llamamiento a la unidad de todas y todos los demócratas europeos, ahora y de cara al futuro, para conseguir definitivamente la paz.

Y creo, señor Presidente, que, como usted ha dicho —y lo digo con profunda emoción—, éste es el momento de recordar a las víctimas.

  Hans-Gert Poettering, im Namen der PPE-DE-Fraktion. – Herr Präsident! Was die hochgeschätzte Frau Kollegin Dührkop zum Schluss gesagt hat, wäre auch mein erster Satz gewesen, nämlich dass unsere Gedanken heute bei den von der ETA ermordeten Männern und Frauen und ihren Familien sind.

So sehr wir uns natürlich über diese Erklärung freuen, sagen wir aber in gleicher Weise, dass für eine solche Erklärung der ETA keine politische Gegenleistung erbracht werden darf. In einer Stunde wie dieser, in der wir auf eine friedliche Zukunft für das ganze Baskenland und die ganze spanische Nation hoffen, gehen unsere Gedanken in die Welt, wo Menschen durch Terrorismus umkommen oder Menschen ihrer Freiheitsrechte beraubt werden, wie in diesen Tagen in Weißrussland, wo die Opposition zum Teil in Gefängnissen verschwindet.

Es ist unsere moralische Aufgabe als frei gewählte Abgeordnete des Europäischen Parlaments, immer dann unsere Stimme zu erheben, wenn es um den Schutz und die Würde des menschlichen Lebens geht. Denn die Würde und der Schutz des menschlichen Lebens ist der höchste Wert in Europa und in der Welt.

  Graham Watson, on behalf of the ALDE Group. – Mr President, normally if you invite the political group leaders to take the floor it is because of some tragedy which has afflicted our world. It is a pleasure today to be invited to celebrate something which can only be regarded as a victory.

In western Europe, thanks to the political leaders of the post-war generation, we enjoy democracy. In a democracy, a change comes through the ballot, not through the bullet. The actions of ETA, the IRA, the Red Brigades and the other terrorist groups we have known in the past have been unjustifiable terrorist actions. On behalf of the Alliance of Liberals and Democrats for Europe, I welcome the process through which ETA has announced this ceasefire. I look forward to seeing dialogue and democracy as the basis for change in Spain and across our continent.

  Daniel Marc Cohn-Bendit, au nom du groupe Verts/ALE. – Monsieur le Président, chers collègues, notre groupe a appris la nouvelle concernant le communiqué de l'ETA il y a deux heures environ, et nous voulons déclarer la chose suivante. Cette déclaration de l'ETA montre deux choses.

Premièrement que les démocraties ont raison de résister au terrorisme.

Deuxièmement, elle montre que, ayant raison de résister au terrorisme, il faut aussi savoir négocier et parler. C'est ce qui s'est fait en Irlande du Nord et c'est ce qui se fait aussi en Espagne. Je félicite toutes les forces politiques présentes en Espagne, qui ont su résister et négocier tant il est vrai que, pour arrêter un carnage, il faut être capable de se parler. Je félicite donc le gouvernement espagnol, je félicite tous ceux qui ont eu la force de démontrer qu'ils résistent, qu'ils ne succombent pas mais qu'ils veulent en terminer avec le terrorisme, et la fin du terrorisme passe toujours par des négociations.

Par ailleurs, nous avons demandé que l'ETA envoie sa lettre de cessez-le-feu au Hamas pour que celui-ci puisse s'en inspirer.

  Brian Crowley, on behalf of the UEN Group. – Mr President, I should like to join my colleagues in welcoming this decision by ETA. Unfortunately, it is too late for many of the victims, but just think of the future victims whose lives have been saved because of the decision taken today.

As we look to the future of peace and negotiation that will take place in Spain as a result of this decision, I want to put into people’s minds the idea that ceasefires and negotiations do not mean subjugation. There must be a parity of esteem between the different sides of the argument; there must be respect for the divergence of opinion; but, most importantly of all, we must never forget that lives have been sacrificed needlessly because people refused to talk to each other on an equal basis and on an equal footing. If anything, the European Union has proven, over its 50 years of existence, that it is the best possible peace process that can be seen, because it is based on dialogue, mutual respect, understanding, tolerance – not acceptance – of all different ideas. It is based on respect for people with different ideas and focuses on ways to work together.

Finally, the opportunity that is now presented by this decision from ETA is a groundbreaking one, but do not forget that opportunity comes to pass, not to pause: we must grasp it now and work to fulfil the ideas within it.

  Sylvia-Yvonne Kaufmann, im Namen der GUE/NGL-Fraktion. – Herr Präsident! Ich möchte mich den Worten aller meiner Vorredner anschließen und mich insbesondere bei Kollegin Dührkop Dührkop bedanken.

Ich will ganz klar sagen: Es gibt keinen einzigen Grund, der Terror rechtfertigt! Es ist wichtig, dass alle demokratischen Parteien, alle Bürgerinnen und Bürger, die in Demokratie und Frieden leben, klar sagen: Wir wollen Terrorismus in keiner Weise akzeptieren, wir wollen anders, friedlich und in Freundschaft miteinander leben. Jedes Opfer des Terrorismus ist ein Opfer zu viel.

Demokratie und Menschenrechte; das sind die Werte, für die wir alle gemeinsam stehen. Ich hoffe, dass dieser heutige Tag mit der Erklärung der ETA tatsächlich dazu führt, dass es in Spanien eine politische und friedliche Lösung von Problemen geben wird.

  James Hugh Allister (NI). – Mr President, I certainly join in welcoming this announcement. I also join in the expressions of regret and sympathy in respect of ETA’s very many unnecessary victims. I do that somewhat from a personal perspective in that we, in Northern Ireland, likewise suffered unnecessary decades of terrorism.

I would join in your words of caution from the experience in Northern Ireland. Certainly it is good to see this ceasefire. We hope it is permanent, but Mr Poettering is absolutely right: there can be and should be no reward for doing what is right. The mistake that was made in my country, when the associate organisation of ETA declared its ceasefire back in 1994, was that everyone rushed forward with political rewards for that which had been done. That proved to be disastrous, because it encouraged a belief that you could keep a foot in both camps. You cannot be a terrorist by night and a politician by day. There must be a total transition to exclusively peaceful means.

The Spanish authorities should therefore learn from the experience in Northern Ireland. They should test ETA’s commitment and bona fides and realise that you should not and cannot give rewards for doing that which was necessary and right.

In welcoming the ceasefire, I offer that advice and that caution from the experience in my country.

  Jens Peter Bonde, for IND/DEM-Gruppen. – Hr. formand! Jeg vil også byde velkommen til våbenhvile, velkommen til at de lægger våbnene og erstatter dem med stemmesedler. Jeg kommer fra et område mellem Danmark og Tyskland, hvor der har været krig og konflikt i mange herrens år og hvor man ved at give hinanden gensidige rettigheder, ved at respektere de nationale mindretal, ved at lade en grænse afgøre med folkeafstemning nåede frem til, at gamle fjender blev venner. Jeg har oplevet den proces i Nordirland, hvor vi, da vi kom første gang som parlamentsmedlemmer, måtte gennem stærk våbenkontrol, når vi skulle ind på hotellet. Da vi kom de senere gange, var det til et fredeligt Nordirland. Processen er mulig. Jeg håber, at freden også finder sin endelige plads i Spanien og Baskerlandet.

  Alejo Vidal-Quadras Roca (PPE-DE). – Señor Presidente, el comunicado de la banda terrorista ETA no introduce ningún cambio en la situación en España. El comunicado nos dice que ETA deja de matar durante un tiempo que ella misma decidirá y que lo hace para conseguir sus objetivos pretendidamente políticos.

Lo único que hace este comunicado, donde no hay una sola palabra de arrepentimiento, donde no hay una sola petición de perdón, donde no hay el menor anuncio de sometimiento al Estado de Derecho, es demostrar una vez más el cinismo y la miseria moral de este grupo criminal.

Espero que el Gobierno español sólo admita un comunicado de ETA: aquel que anuncie su disolución y la entrega de las armas y en el que se pida perdón a tantas personas a las que ha provocado tanto sufrimiento y tanto dolor injusto.

  James Nicholson (PPE-DE). – Mr President, I would like to join with you and the people of Spain in welcoming the good news you have received. I think it is very good for your region.

As someone who also comes from Northern Ireland, during the earlier part of my 16 years in this House, I had to rise nearly every month to express condolences to the people of my area. It is the one thing I do not miss having to do in this House now that we have some degree of normality in Northern Ireland. I hope that goes for the people of Spain as well.

I would echo the words of Mr Poettering – and indeed I have learned from my own experience – that it is much easier to make war than it is to make peace. I agree with Mr Poettering when he said that those who have been waging that war and taking those lives should not be rewarded for bringing an end to that now.

  Willy Meyer Pleite (GUE/NGL). – Señor Presidente, yo creo que estamos ante una noticia muy importante, no solamente para España, sino para la Unión Europea, porque efectivamente ETA ha anunciado lo que ha anunciado. Se abre una nueva perspectiva para explorar un proceso de negociación que permita la paz definitiva en Euskadi y, por lo tanto, en parte de la Unión Europea.

Iniciamos una etapa complicada, difícil, y yo espero que este Parlamento Europeo ayude en segunda instancia ―porque la primera es en España, y corresponde al Gobierno español― a superar todos los obstáculos, que seguro que los va a haber, en este proceso de negociación.

Yo, por lo tanto, sin lugar a dudas, creo que estamos ante una nueva situación que merece la atención de todos, el apoyo de todos, para buscar una solución definitiva a este problema.

  Proinsias De Rossa (PSE). – Mr President, I also come from an island which had suffered almost 30 years of terrorism. We have had a peace process in place for ten years or more. I very much welcome the announcement today by the ETA organisation. My criticism of it would be same criticism I have applied to the IRA in Ireland for very many years: that it was engaged in a useless, pointless, undemocratic way of seeking to pursue its objectives.

However, at the end of the day, as politicians, we have to find a way of achieving a democratic political solution to the problem. It seems to me that the Spanish Government is to be congratulated in bringing about a situation in which a ceasefire has been announced. It is a matter for all democrats – both in Spain and in Europe – to back the Spanish Government in taking the process forward, because if we allow organisations like ETA or the IRA to see a gap between democrats as to how peace can be built, then we will fail and they will win.

  Enrique Barón Crespo (PSE). – Señor Presidente, yo no tenía intención de intervenir después de la intervención, sentida, de mi compañera, la señora Dührkop, pero tras la intervención del Vicepresidente, señor Vidal-Quadras, sólo quiero decir una cosa, porque creo que aquí todos estamos unidos pidiendo la unidad de los demócratas europeos para apoyar este proceso.

Yo sólo le quiero decir al señor Vidal-Quadras Roca que espero que su partido político y su Grupo tengan el mismo comportamiento que tuvo el Grupo Socialista cuando el Partido Popular y el Gobierno del PP tuvieron la responsabilidad de empezar un proceso de negociación a partir de una tregua sustancialmente igual a ésta, y no con el mismo contenido.
