8. Interventi ta' minuta dwar affarijiet ta' importanza politika

  El Presidente. El siguiente punto son las intervenciones de un minuto sobre asuntos de importancia política.

Hay muchas inscripciones y, una vez más, debo anticiparles que, salvo que se atengan todos ustedes muy estrictamente al tiempo de uso de la palabra de un minuto, no será posible dar la palabra a todos los que han pedido intervenir, mucho más si, como siempre ocurre, hay otras peticiones de palabra que se suman durante la sesión.

  Marcin Libicki (UEN). – Panie Przewodniczący! Od kilku lat Parlament Europejski bada sprawę Lloydsa związaną z pierwszą dyrektywą w dziedzinie ubezpieczeń bezpośrednich innych niż ubezpieczenia na życie i sposób, w jaki dyrektywa ta była lub raczej nie była właściwie stosowana, szczególnie podczas ostatnich dwudziestu lat zanim prawo zostało odpowiednio zmienione w konsekwencji wszczęcia procedury naruszenia przeciwko Wielkiej Brytanii w roku 2001.

Zamiarem naszej ostatniej wymiany listów między mną i Panem Przewodniczącym, dotyczącej sprawy Lloydsa było zamknięcie tej sprawy i zapewnienie autorów petycji o wsparciu ich sprawy ze strony Parlamentu Europejskiego. Chciałbym wiedzieć, czy Pan Przewodniczący chciałby coś dodać, co pozwoliłoby nam na zakończenie tej sprawy?

  President. Mr Libicki, as you know, I wrote to you about the Lloyd’s petitioners on 17 January 2006. As I reminded you in that letter, Parliament’s most recent resolution on the subject – adopted in June 2005 – confirms its impression that there are substantive and reasonable grounds to believe that the first non-life insurance directive and its later, modified versions were not properly transposed and applied in the United Kingdom.

  Marie-Noëlle Lienemann (PSE). – Monsieur le Président, je voulais attirer l'attention du Parlement européen sur le grave projet du contrat première embauche engagé par le gouvernement français.

Il s'agit bien sûr d'une grave menace pour le modèle social de la France, mais j'ai cru comprendre et certains autres de mes collègues interviendront à ce sujet, qu'il existe des menaces du même ordre dans beaucoup de pays où la précarité, notamment pour les jeunes, est la seule solution offerte à leur entrée dans le monde du travail. Au regard des engagements pris par la stratégie de Lisbonne, où notre Union européenne veut à la fois être l'espace le plus compétitif du monde tout en développant un modèle social original, il me paraîtrait fort opportun que les institutions européennes demandent à la France de ne pas remettre en question un point qui a notamment été retenu par le Bureau international du travail, à savoir qu'il ne saurait y avoir de licenciement qui ne soit pas motivé.

Quoi qu'il en soit, on constate une grande inquiétude de la jeunesse de notre Europe sur son devenir et il me semblerait important que nous réaffirmions notre volonté de lutter contre ce qu'on appelle le travail atypique et contre la précarité.

  Józef Pinior (PSE). – Panie Przewodniczący! Pragnę zwrócić uwagę na niesprawiedliwe zasady opodatkowania, obowiązujące obecnie w Polsce w stosunku do Polaków pracujących za granicą. Problem dotyczy przede wszystkim kilkuset tysięcy osób pracujących w Wielkiej Brytanii oraz podpisanej w 1976 r. polsko-brytyjskiej umowy o unikaniu podwójnego opodatkowania.

Metoda wyliczania podatku, stosowana w Polsce w przypadkach dochodów uzyskiwanych przez Polaków w Wielkiej Brytanii jest niekorzystna i może faktycznie prowadzić do podwójnego opodatkowania. Zarówno rząd brytyjski, jak i przede wszystkim polski powinny jak najszybciej doprowadzić do renegocjacji tej umowy w interesie obywateli Unii Europejskiej. Polacy decydujący się na wyjazd z ojczyzny do pracy w innych krajach przyczyniają się do bogactwa całej Unii Europejskiej, często wykonują najtrudniejsze prace za niewysokie wynagrodzenie oraz żyją w ciężkich warunkach. Osoby te w wielu wypadkach podlegają wyzyskowi nieuczciwych agencji pośredniczących.

Minister Finansów Polski powinien w ogóle zaniechać poboru podatku od dochodów, które Polacy pracujący za granicą przywożą do kraju. Natomiast Parlament Europejski musi stanąć w obronie tych osób, na straży sprawiedliwości i prawa obywateli Unii Europejskiej do godziwego życia.

  Geoffrey Van Orden (PPE-DE). – Mr President, I should like to raise the question of Zimbabwe. As we all know, there has unfortunately been no change for the better in that country. On the contrary, the political situation continues to deteriorate and half of the rural population is surviving solely on international food aid.

Parliament has consistently taken the position that no assistance from the EU should go to Zimbabwe other than through NGOs; it should not be in any way in the hands of government. I am therefore a little alarmed to hear that apparently the Commission is intending to release EUR 1 million in aid to Zimbabwe for so-called ‘parliamentary reform’, administered, admittedly, through the United Nations Development Programme. The United Nations Development Programme itself states that it is an ‘impartial and trusted partner with the Zimbabwean Government’. I hope the Commission can give us an explanation before it releases any aid and that it can also give us assurances on this matter.

  Μαρία Παναγιωτοπούλου-Κασσιώτου (PPE-DE). – Κύριε Πρόεδρε, θα ήθελα να υπογραμμίσω ότι είναι ανάγκη να κατοχυρωθεί η υποστήριξη και ο σεβασμός των ανθρωπίνων δικαιωμάτων όλων ανεξαιρέτως των Ευρωπαίων πολιτών, κυρίως όμως εκείνων των μεγάλων πλειοψηφιών που, για "ιστορικούς" λόγους, θεωρείται ότι τα απολαμβάνουν και για τον λόγο αυτό δεν τα διεκδικούν μέσω οργανωμένων ομάδων που ασκούν πιέσεις και διαμαρτυρίες.

Ο επιμερισμός των δικαιωμάτων του πληθυσμού της Ευρωπαϊκής Ένωσης για θέματα για τα οποία, βέβαια, κανείς δεν διανοείται να αρνηθεί το δικαίωμα της μη διάκρισης, οδηγεί συχνά σε παρεξηγήσεις και αμφιβολία για το αν ισχύει το αυτονόητο για τη σιωπηλή πλειοψηφία ως προς κάθε είδους δικαίωμα: το δικαίωμα της διατήρησης της ζωής και της ανθρώπινης αξιοπρέπειας, του σεβασμού της ελευθερίας της έκφρασης και της επιλογής. Άλλωστε, η τήρηση και η στήριξη των αναφαίρετων θεμελιωδών ανθρωπίνων δικαιωμάτων γίνεται από την πλειοψηφία του πληθυσμού. Γι' αυτό, η στήριξη των δικαιωμάτων των ολίγων δεν πρέπει να δίνει την εντύπωση της κατάργησης των δικαιωμάτων της πλειοψηφίας.

  Μαρία Ματσούκα (PSE). – Κύριε Πρόεδρε, οι ταραχές στη Γαλλία δεν είναι δυνατόν να αφήσουν ασυγκίνητη τη γενιά μου, στην οποία και απευθύνεται το περίφημο συμβόλαιο πρώτης απασχόλησης ή, αλλιώς, το μοντέλο "εργαζόμενος μιας χρήσης".

Ο νέος Ευρωπαίος, υπό την πίεση της ανεργίας, ίσως αποφασίσει να συμμετάσχει στο πείραμα. Επιπλέον, ο κίνδυνος της σύγκρουσης των γενεών είναι αναπόφευκτος. Οι μεγαλύτεροι εργαζόμενοι θα θεωρούν τους νέους ως ανταγωνιστές τους. Θα πιέζονται ασφυκτικά από τους νέους "εργαζόμενους μιας χρήσης", από τη μετακινούμενη φθηνή και πειθαρχημένη εργατική δύναμη. Αυτές οι εκβιαστικές λύσεις που προτείνονται από τους οπαδούς του οικονομικού φιλελευθερισμού δείχνουν να υποτιμούν το υποκείμενο της ιστορίας: τον πολίτη, τον εργαζόμενο, τον άνθρωπο. Αυτό θα είναι και το μοιραίο τους λάθος.

Χθες, ήταν η καταψήφιση της Συνταγματικής Συνθήκης. Σήμερα, είναι οι κοινωνικές συγκρούσεις για την πλήρη απόσυρση του νόμου για τους 'εργαζόμενους-αντικείμενα'. Το κοινωνικό κίνημα δυναμώνει, απορρίπτει και διεκδικεί. Η ανεργία μπορεί και πρέπει να καταπολεμηθεί. Όχι άναρχα, όχι αγνοώντας τις ανάγκες της κοινωνίας και, σίγουρα, όχι σε βάρος μιας γενιάς που δεν έφταιξε για τον κόσμο που παρέλαβε.

  Andrzej Tomasz Zapałowski (NI). – Panie Przewodniczący! W ostatnim okresie, w niektórych dziennikach w Europie Zachodniej rozpoczął się proceder określania polskiego rządu oraz jego zaplecza politycznego mianem nacjonalistycznego. Tego typu treści są skandaliczne i obrażają miliony Polaków. To właśnie ten rząd i stronnictwa go wspierające nawiązują do pięknej historii chociażby z okresu II wojny światowej, gdzie dziesiątki tysięcy Polaków z narażeniem życia ukrywały Żydów i inne narodowości, tysiące z nich zapłaciło za to życiem.

To tzw. poprawność polityczna łamiąca wolność słowa w Unii Europejskiej określa wszystkich, którzy mówią o patriotyzmie, tradycji narodowej, czy o znaczeniu chrześcijaństwa dla Europy jak o szowinizmie, nacjonalizmie, czy może za niedługo faszyzmie. Wszelkie zachowania sprzeczne z naturą i tradycyjnymi wartościami chrześcijańskiej Europy, jak również z przyzwalaniem obrażania uczuć katolików i innych wyznań, są dla tych środowisk normalne.

Niezależnie od tego, co będzie głosiła prasa zachodnio-europejska, Polska pozostanie wierna swojej tradycji i wartościom demokratycznym.

  Jörg Leichtfried (PSE). – Herr Präsident, geschätzte Kolleginnen und Kollegen! Ich möchte heute in diesem Rahmen auf die Art und Weise eingehen, wie die Kommission Anfragen von Abgeordneten behandelt. Ich habe vor kurzem eine sehr detaillierte Anfrage mit drei konkreten Fragen an die Kommission gestellt. Übermittelt wurde mir ein kurzer Auszug aus einem Gesetzestext.

Ich glaube, von einer Organisation wie der Kommission kann erwartet werden, dass sie auf Anfragen von Abgeordneten konkret eingeht und sie auch inhaltlich beantwortet und nicht nur einen Gesetzestext übersendet; ich bin Jurist und könnte mir diesen ja auch selbst heraussuchen. Das ist nicht Sinn und Zweck des Ganzen.

Herr Präsident, ich möchte Ihnen diese Anfrage und die Antwort darauf zur Verfügung stellen. Vielleicht teilen Sie meine Empörung über diese Antwort und können etwas unternehmen, damit sich die Dinge bessern.

  El Presidente. Señor Leichtfried, con mucho gusto intentaré comunicar a la Comisión su queja, para que en el futuro las respuestas no sean fotocopias en tamaño reducido de textos que son de general conocimiento.

  Jelko Kacin (ALDE). – Vprašanje človekovih pravic je vgrajeno v temelje Evropske unije. Nespoštovanje odločbe avstrijskega ustavnega sodišča, ki že leta zahteva postavitev dvojezičnih krajevnih napisov v nemščini in slovenščini na južnem delu avstrijske Koroške, kjer živi slovenska manjšina, je omenjeno tudi v zadnjem poročilu ameriškega ministrstva za zunanje zadeve o spoštovanju človekovih pravic z dne 8. marca 2006.

Koroški deželni glavar Jörg Haider pa je istega dne sprožil postopek zoper okrajnega glavarja Augusta Murija zaradi suma zlorabe uradnega položaja, ker je končno izdal uredbo o postavitvi dvojezičnih tabel v Pliberku (Bleiburgu). Dve dvojezični tabli sta bili tri dni razstavljeni tudi v našem parlamentu v Bruslju.

Kot dobro veste, je ruska stran uradno predlagala, da se na dnevni red zasedanja EU-Rusija uvrsti tudi točka kršitev pravic slovenske manjšine v Avstriji. Zanima me, kaj bo storila Komisija, da bi rešila ta očitni primer kršitve pravic slovenske manjšine vsaj v času avstrijskega predsedovanja Evropski uniji.

  Feleknas Uca (GUE/NGL). – Herr Präsident! Die Bilder und die Nachrichten, die uns seit Montag vergangener Woche vornehmlich aus Diyarbakır und zahlreichen anderen kurdischen Städten erreichen, sind erschreckend. Sie ähneln verblüffend denen aus Gaza oder aus dem Westjordanland. Bis heute sind 11 Menschen von türkischen Sicherheitskräften getötet worden, von denen das jüngste Kind gerade einmal drei Jahre alt war.

Es gibt hunderte Verletzte und Schwerverletzte sowie hunderte von Gefangennahmen. Eine weitere Eskalation muss verhindert werden. Äußerungen von Ministerpräsident Erdoğan wie: "Unsere Sicherheitskräfte werden die notwendigen Interventionen gegen all diejenigen durchführen, die sich zum Werkzeug des Terrors machen, auch wenn es Kinder und Frauen sind," sind einer friedlichen Lösung des kurdischen Problems nicht dienlich.

Ich bitte die Kommission und Sie, Herrn Borrell, mit dem Bürgermeister von Diyarbakır, Herrn Beydemir, in Kontakt zu treten, und fordere die Einrichtung einer Ad-hoc-Delegation, die zur genauen Untersuchung der Vorfälle in den betroffenen Gebieten entsandt wird.

  Richard Corbett (PSE). – Mr President, I want to draw Members’ attention to a set of pan-European scams which target small businesses. The best known of these is the ‘European City Guide’ from Spain, but there are others: ‘Construct Data’ in Austria, ‘Novachannel’ and ‘Intercable Verlag’ in Switzerland, ‘Deutsche Addressdienst’ and ‘TVV Verlag’ in Germany. They all mail deliberately deceptive documents to small businesses across Europe. These are disguised as free update forms, but hidden in the small print is a notice indicating that signature of the form will incur huge costs.

Recently a Swiss newspaper revealed that there is just one man – Meinolf Lüdenbach – behind most of these organisations. He also controls the debt companies that pursue victims once they have been duped into signing. His network amounts to a conspiracy to defraud small businesses in Europe.

These scams hop from country to country, taking advantage of our divergent legal systems to escape justice. I am therefore delighted that Commissioner Kyprianou has agreed to look into this matter and I would urge all colleagues who have examples of these in their constituencies – and there are many of you, I know – to write to him with information so that he can complete his dossier.

  Μανώλης Μαυρομμάτης (PPE-DE). – Κύριε Πρόεδρε, πολλοί συνάδελφοι αναφέρθηκαν κατά καιρούς στην καθυστέρηση με την οποία τα αρμόδια όργανα απαντούν στις ερωτήσεις που αυτοί καταθέτουν.

Το τελευταίο περιστατικό αφορά δική μου γραπτή ερώτηση, την οποία είχα υποβάλει στις 27 Σεπτεμβρίου του 2005 και αφορούσε τη συνάντηση της Επιτροπής των Υπουργών της 11ης Οκτωβρίου 2005. Το αρμόδιο όργανο απάντησε στην ερώτησή μου μετά από 5 μήνες, και συγκεκριμένα στις 9 Μαρτίου 2006, για να με πληροφορήσει, σε τρεις μόνο γραμμές κειμένου, ότι το Συμβούλιο δεν συζήτησε το ζήτημα του οποίου τη θέση ζητούσα, αλλά ούτε έχει προγραμματίσει να το συζητήσει.

Τότε, κύριε Πρόεδρε και αγαπητοί συνάδελφοι, ποίος είναι ο ρόλος των ευρωβουλευτών και η λειτουργία του Ευρωπαϊκού Κοινοβουλίου, και πού είναι ο σεβασμός και οι ευθύνες απέναντι στους Ευρωπαίους πολίτες που μας εμπιστεύονται τη θέση στην οποία βρισκόμαστε σήμερα; Τί δικαιολογία θα επικαλεστώ στους πολίτες για την απάντηση που περίμεναν αλλά ποτέ δεν πήραμε;

  El Presidente. Señor Mavrommatis, tiene usted mucha razón en su queja. La única razón que se me ocurre para explicar que hayan tardado tanto tiempo en contestarle, para decirle al final que el Consejo no había tratado el tema, es que estuviesen esperando a que el Consejo lo tratara, pero ni siquiera con esta hipótesis parece razonable el plazo. Me dirigiré al Consejo y a la Comisión, señalándoles la conveniencia de que se tomen en serio las respuestas a los diputados en tiempo, como es en su caso, y en forma, es decir, no solamente respuestas en plazos razonables, sino con contenidos que puedan considerarse como verdaderas respuestas. Estoy seguro de que los responsables del Consejo y de la Comisión tomarán muy en cuenta esta petición.

  Margrietus van den Berg (PSE). – Voorzitter, zoals u net meldde, is Charles Taylor, die is beschuldigd van oorlogsmisdaden, voorgeleid aan het oorlogstribunaal van de VN in Sierra Leone. Als hoofd van de verkiezingswaarnemingsmissie van de EU in Liberia heb ik met kracht bij de pas gekozen president Ellen Johnson-Sirleaf ervoor gepleit dat om uitlevering wordt gevraagd. Zij stemde daarmee in op voorwaarde dat de president van Nigeria en de Afrikaanse Unie daaraan meewerken. De arrestatie en voorgeleiding van Charles Taylor is een succes voor het nieuwe Liberia en een geslaagde test voor de Afrikaanse Unie en zeker ook voor de EU. Ons werk ter plekke verdiende lof. Met de arrestatie is een schaduw over West-Afrika verdwenen en krijgt de regio kans op vrede en een democratische ontwikkeling. Als hoofd van de verkiezingswaarnemingsmissie in Liberia steun ik van harte uw idee en het idee van de voorzitters om haar uit te nodigen hier in de plenaire vergadering te spreken en ik mag hopen dat de EU ondertussen krachtige steun zal blijven verlenen voor de millenniumdoelstellingen en de democratisering in dat land, want dat is wat de burgers daar nu verdienen.

  El Presidente. Señor van den Berg, como he señalado antes, la Presidenta de Liberia será invitada y esperemos que pueda acceder pronto a nuestra petición.

  Mirosław Mariusz Piotrowski (NI). – Panie Przewodniczący! W dniach 16 i 23 marca br. skierowałem do Pana Przewodniczącego, jako przewodniczący biura frakcji IND/DEM, pismo w sprawie tzw. rekonstrukcji grupy Niepodległość i Demokracja, o której władze Parlamentu zostały poinformowane przez kierownictwo grupy podczas ostatniej sesji plenarnej. W opinii delegacji polskiej w grupie IND/DEM procedura wykluczenia z grupy dwóch delegacji narodowych: polskiej i włoskiej była nielegalna. Pragnę zapytać Pana Przewodniczącego, kiedy możemy się spodziewać odpowiedzi na wspomniane pisma?

  El Presidente. Señor Piotrowski, precisamente antes de que empezase esta sesión plenaria he tenido una reunión con los Sres. Bonde y Farage; hemos tratado este tema y estoy esperando que me comuniquen por escrito su punto de vista sobre la situación y las medidas que se han de adoptar. Espero que mañana, al inicio de la sesión plenaria, pueda hacer una comunicación al respecto.

  Marc Tarabella (PSE). – Monsieur le Président, il y a tout juste quinze cents jours qu'Ingrid Betancourt et sa collaboratrice, Clara Rojas, ont été enlevées par les FARC en Colombie, rejoignant ainsi le trop important cortège de trois mille otages, sans parler des milliers de disparus que compte ce pays.

Je me fais aujourd'hui le porte-parole de la Fédération internationale des comités Ingrid Betancourt qui, en concertation avec la famille, demande trois choses. Premièrement, de soutenir activement l'action de médiation des trois pays que sont la France, la Suisse et l'Espagne. Deuxièmement, d'exercer sur les FARC, à travers les organisations qui les soutiennent à l'étranger et spécialement dans les pays qui ne les ont pas portées sur leur liste des organisations terroristes, une forte pression afin qu'elles donnent une réponse positive à la proposition du groupe des trois pays, montrant ainsi leur véritable volonté d'aboutir à un accord humanitaire. Troisièmement, enfin, d'exercer sur le gouvernement colombien une forte pression pour que celui-ci respecte la convention de Genève, ratifiée par la Colombie. En vertu de cette convention en effet, en cas de conflit interne, le gouvernement est tenu, comme il s'y est d'ailleurs engagé précédemment, de conclure des accords humanitaires afin de sauver le plus de vies humaines possibles

  Ryszard Czarnecki (NI). – Panie Przewodniczący! Wczoraj wieczorem minęła pierwsza rocznica śmierci wielkiego człowieka, wielkiego Europejczyka – Papieża Jana Pawła II.

Dziękuję za możliwość złożenia hołdu człowiekowi, który był i pozostanie symbolem dialogu międzyreligijnego: między chrześcijaństwem a judaizmem, chrześcijaństwem a islamem. Jan Paweł II to także symbol tolerancji i poszanowania każdego człowieka, niezależnie od rasy, narodowości, płci, klasy społecznej i stanu majątkowego. To właśnie Papież pochodzący z Europy Środkowo-Wschodniej wielokrotnie podkreślał jedność Europy, także w czasach istnienia muru berlińskiego i "żelaznej kurtyny". W Santiago de Compostela w Hiszpanii, dwadzieścia parę lat temu mówił o Europie jako o jedności w różnorodności. Te słowa są – mam nadzieję – aktualne do dziś.

  El Presidente. Señor Czarnecki, en efecto, ha transcurrido ya un año desde la muerte de Su Santidad el Papa, Juan Pablo II. En ese momento, me encontraba de visita oficial en Lituania y pude observar el fervor con el que los europeos de los países del Este sentían la muerte de una personalidad que tanto influyó en el proceso que dio lugar a la posterior ampliación de la Unión Europea.

  Ιωάννης Γκλαβάκης (PPE-DE). – Κύριε Πρόεδρε, ο πρόσφατες έντονες βροχοπτώσεις στην περιοχή της Βουλγαρίας και της Βόρειας Ελλάδας είχαν ως συνέπεια την υπερχείλιση του ποταμού Έβρου. Χιλιάδες στρέμματα γεωργικής γης καλύφθηκαν από τα νερά του ποταμού και προκλήθηκαν ζημίες, τόσο στη φυτοκομία, σε σπαρμένες εκτάσεις, όσο και στη ζωοκομία, δεδομένου ότι πνίγηκαν πολλά αιγοπρόβατα, χοίροι, και αγελάδες που συνολικά αριθμούσαν πάνω από 3.000 κεφάλια. Πολλά χωριά πλημμύρισαν και πολλές κατοικίες σκεπάστηκαν εξ ολοκλήρου από το νερό.

Παράλληλα με τις σχετικές ενέργειες που θα αναλάβουν τα επί μέρους κράτη μέλη, είναι διατεθειμένη η Ευρωπαϊκή Ένωση να δείξει στη συμπαράστασή της σ' αυτή τη δοκιμασία που περνούν για να δώσει ένα μήνυμα στους αγρότες των χωρών που επλήγησαν ότι η Ευρωπαϊκή Ένωση βρίσκεται κοντά τους διότι, όπως γνωρίζουμε, η αλληλεγγύη είναι η κορυφαία αρχή στην Ευρωπαϊκή Ένωση:

  Philip Claeys (NI). – Voorzitter, ik zou mijn ongenoegen willen uitspreken over de slotverklaring van de Euromediterrane Parlementaire Assemblee van 27 maart. Ik begrijp natuurlijk ook wel het belang van een dialoog tussen de bovenkant en de onderkant van de Middellandse Zee, maar ik ben er niet van overtuigd dat zo'n dialoog veel zin heeft wanneer die uitdraait op een eenzijdige schuldbekentenis, in dit geval door Europa. Ik denk niet dat er een andere term voor te bedenken valt als ik die slotverklaring lees. Eerst worden de Deense cartoons veroordeeld met een obligaat kort zinnetje of bijzinnetje over het geweld tégen die cartoons. Hoewel men concreet is over die Deense cartoons, laat men al het overige bewust zeer vaag en zeer algemeen. Er wordt gesproken over de bevordering van de democratie, maar nergens wordt gesproken over de systematische achterstelling van christenen en andere minderheidsgroepen in de moslimwereld. We moeten echt niet tot in Afghanistan gaan om daar voorbeelden van te vinden. In Turkije, bijvoorbeeld, moet men een verandering van godsdienst ook aan de overheid melden. In dat land werd onlangs een Italiaanse katholieke priester vermoord omwille van hetgeen hij vertegenwoordigt. In dat land wordt het zo goed als onmogelijk gemaakt om christelijke gebouwen te restaureren. Ik betreur het feit dat daarover niet is gepraat.

  El Presidente. En efecto, no forma parte de las conclusiones, pero, como usted sabe, la Asamblea Parlamentaria Euromediterránea no ha acabado sus trabajos. Seguirá debatiendo, y espero que la representación del Parlamento en esta Asamblea haga suyo su planteamiento y así lo manifieste. La única forma de que se recoja en las conclusiones es que alguno de los miembros de la Asamblea Parlamentaria lo plantee en la misma.

  Gerard Batten (IND/DEM). – Mr President, one of my constituents, Alexander Litvinenko, was formerly a lieutenant colonel in the Russian Federation’s FSB, the successor to the KGB. Mr Litvinenko’s exposure of illegal FSB activities forced him to seek political asylum abroad. Before deciding on a place of refuge, he consulted his friend, General Anatoly Trofimov, a former deputy chief of the FSB. General Trofimov reportedly said to Mr Litvinenko: ‘Don’t go to Italy, there are many KGB agents among the politicians. Romano Prodi is our man there’. In February 2006, Mr Litvinenko reported this information to Mario Scaramella of the Guzzanti Commission investigating KGB penetration of Italian politics.

This allegation against a former head of the European Commission is one of the utmost seriousness. It should be thoroughly investigated. The European Parliament should conduct its own investigation.

  El Presidente. Todas las sugerencias deben ser acogidas con respeto. ¿Sugiere usted que el Parlamento Europeo investigue si los políticos italianos son agentes del KGB? ¿Ésa es su propuesta?

  Gerard Batten (IND/DEM). – I am suggesting it would be appropriate for Parliament to conduct such an investigation in view of Mr Prodi’s former position as President of the European Commission. It seems that the much-vaunted democratic credentials of this Parliament could be enhanced by such an investigation.

  El Presidente. Me temo que no nos dará tiempo a hacer esta investigación antes de las próximas elecciones italianas, pero siempre podremos hacerlo después, si el Parlamento lo considera adecuado, claro está.

  Csaba Sándor Tabajdi (PSE). – Az Európai Unió számos tagállamát súlyos árvíz sújtja a napokban. Csehországban, Németországban, Magyarországon, Ausztriában emberek ezrei folytatnak hősies küzdelmet az árral, amely fenyegeti lakóhelyüket, tulajdonukat, gazdaságukat. 1998 és 2004 között több mint 100 nagyobb áradás történt Európában. A tavalyi és az idei árvizek megerősítették az együttes uniós fellépés szükségességét. Az Európai Bizottság 2006. januárjában irányelvet javasolt az európai árvizek kezelésére. Az irányelv célja az árvizek veszélyeinek és hatásainak mérséklése, az együttes fellépés fokozása. Az irányelv mielőbbi elfogadása, az árvizek elleni közös védekezés kiemelt európai feladat. Kérem Borrell elnök urat, sürgetem a   Tanácsot, hogy mihamarabb tegyenek lépéseket egy egységes európai árvízvédelmi rendszer kialakítása érdekében.

  Κυριάκος Τριανταφυλλίδης (GUE/NGL). – Κύριε Πρόεδρε, την περασμένη βδομάδα, στο Ντιάρ Μπακίρ της Τουρκίας, 4 άτομα έχασαν τη ζωή τους και περίπου 500 άλλα τραυματίστηκαν όταν ξέσπασαν επεισόδια μετά το πέρας μιας κηδείας. Όλα τα θύματα είναι Κούρδοι ενώ οι θύτες είναι οι ειδικές δυνάμεις της τουρκικής αστυνομίας.

Πριν από 15 ημέρες, ο τουρκικός στρατός είχε ξεκινήσει μια επιχείρηση καταπίεσης του κουρδικού κόμματος των εργαζομένων στην οποία βρήκαν το θάνατο άλλα 14 άτομα. Η Τουρκία αποδεικνύει, προφανώς, με αυτές τις ενέργειες ότι δεν προτίθεται να λύσει το πρόβλημα αυτό με δημοκρατικές διαδικασίες αλλά μέσω της βίας, όπου ο δυνατότερος θα μείνει όρθιος τελευταίος. Βρισκόμαστε λοιπόν, συνένοχοι στην εξόντωση ενός λαού ενώ την ίδια ώρα φέρνουμε την Τουρκία στα ευρωπαϊκά σαλόνια.

Μια τέτοια πολιτική είναι παράδοξη και θα πρέπει να ξαναθυμίσουμε στην υποψήφια χώρα, που είναι η Τουρκία, τί σημαίνει ευρωπαϊκή δημοκρατική παράδοση.

  Glyn Ford (PSE). – Mr President, I want to raise the case of a company in my constituency. Hygrade – a subsidiary of the Danish company Tulip – is proposing to close two factories in Chard and Chippenham with the loss of 300 and 500 jobs respectively. This will devastate those two market towns. At the moment they are going through a consultation on the proposed closures, which is frankly farcical. Already residents in new neighbouring housing in Chippenham have guarantees in their mortgages that the company will close. In Chard, it is already planning to remove equipment. I hope you will raise that point with the Commission.

At the same time, this is a company that is not facing bankruptcy but is making massive profits. In the negotiations, it is offering people who have been loyal to it for as long as 22 years the minimum redundancy payment available.

It supplies its goods and services mainly to the Co-op and Tesco – they are food processing companies. I hope that people will put pressure on those companies, which talk very often about fair trade, to ensure that the workers at the factories that supply them get a fair deal.

  El Presidente. Es posible que el caso que usted cita pueda ser tomado en consideración en la aplicación del Fondo para hacer frente a las consecuencias de la globalización, que la Comisión ha propuesto y que estará recogido en los próximos presupuestos. Ojalá pueda entrar en consideración para la aplicación de estos recursos.

  Marios Matsakis (ALDE). – Mr President, freedom of expression and peaceful demonstration is a fundamental part of the acquis. Unfortunately, in a large area bordering my home town of Limassol, this freedom of expression is not permitted, because the acquis is not applicable there. That area has been under British military occupation since colonial times, and although it is part of Cyprus and is inhabited by Cypriot civilians, Britain made sure that it was left outside the EU. Therefore the European acquis does not apply there.

Last Saturday – Freedom Day for Cyprus – a Cypriot civilian attempted a peaceful demonstration against the presence of British bases in Cyprus. He did not disturb anybody and did not trespass onto military property. Within minutes he was attacked by British soldiers pointing submachine guns at him and threatening to shoot him. He was detained on a public road against his will at gunpoint until military police and the local press arrived. He was released when it was realised that he was a Member of Parliament – this Parliament! How long will this House tolerate having British troops occupying part of another Member State and subjecting its citizens to such harassment?

  Eoin Ryan (UEN). – Mr President, I should like to mention the decision taken late last week by the British Government to sell the British Nuclear Group and put it into private ownership. This would mean that the Sellafield nuclear facility would end up in private ownership. Considering that 80% of all British nuclear waste is held in Sellafield and that it can process 5000 tonnes of waste per year – about one third of the world’s waste – and considering the serious questions about safety at this plant for many years and the number of accidents that have taken place, I would like to know what guarantees the British Government can give concerned parties and the people of Ireland that the highest safety standards will be met while this plant is being operated in private hands.

One could argue that it could not get any worse and it should go into private hands. However, it is only right that the British Government should give categoric assurances that the highest possible safety standards will be met, because this issue is of huge concern to the people of Ireland and to many others.

  El Presidente. Señor Ryan, comprendo perfectamente su preocupación y estoy seguro de que el Gobierno británico será sensible a la cuestión que usted plantea.

  Eluned Morgan (PSE). – Mr President, I am sorry I was not here earlier: it was Air France’s fault. I would just like to mention that Air France has cancelled flights from London.

I want to raise the issue of the 84 Lisbon directives that have been approved by Parliament. Seventy-six of them should have been enforced by now and fully implemented, but only 13 of those 84 Lisbon directives have been fully implemented by all Member States. The directive on the common regulatory framework for electronic communications should have been fully implemented by 24 July 2003, but Belgium, Greece and Luxembourg have yet to notify the Commission of their implementation.

The Lisbon Strategy is in jeopardy through such lax behaviour by Member States. However, I am encouraged to see that the Commission will open 50 cases against Member States that fail to implement the liberalisation of the energy markets. It is about time we saw that happening.

  Erna Hennicot-Schoepges (PPE-DE). – Monsieur le Président, je rejoins mes deux collègues, qui se sont plaints du fait qu'il n'est pas répondu à temps aux questions des députés. Je crois que vous êtes le gardien de notre règlement et je vous prie de veiller à ce que la Commission apporte une réponse dans les temps à nos questions.

Le cas auquel je fais référence est celui des câblodistributeurs luxembourgeois, qui se sont adressés à la Commission en mars 2005, et se sont fait renvoyer par un commissaire vers un autre commissaire, lequel leur a fait, en septembre 2005, une réponse en contradiction avec celle qui a été apportée à ma question parlementaire avec trois mois de retard.

Monsieur le Président, si nous voulons mieux légiférer, il faudrait que les services juridiques de la Commission fonctionnent en conséquence et que vous veilliez à ce que notre règlement soit pleinement appliqué.

  Bogusław Rogalski (NI). – Kilkanaście dni temu zakończyły się kuriozalne wybory na Białorusi, oczywiście wygrane przez Aleksandra Łukaszenkę. Były to wybory sfałszowane przy użyciu siły, białoruskiego KGB, milicji oraz wojska.

Panie Przewodniczący, a co robi Unia Europejska, co robi Parlament w tej sytuacji? Otóż aresztowano wielu obserwatorów, dziennikarzy, polskiego posła na sejm. Niektórzy z nich do dziś przebywają w więzieniu.

Zajmujemy się m.in. wyborami w Liberii, zajmujemy się różnymi wyborami w państwach egzotycznych, a na Białoruś nie wysłaliśmy nawet skutecznej delegacji obserwatorów. Parlament Europejski i Unia Europejska muszą zająć bardzo stanowcze i zdecydowane stanowisko w sprawie Białorusi, abyśmy w końcu mogli obalić ostatnią krwawą dyktaturę w Europie.

  Zdzisław Zbigniew Podkański (UEN). – W Polsce narasta niezadowolenie z polityki Unii Europejskiej w stosunku do rolnictwa. O odczuciach polskich rolników świadczy m.in. prezentowane w protestach hasło: „Unia to bankructwo polskiej wsi”.

Rolnicy domagają się m.in. renegocjacji umowy akcesyjnej, wszczęcia postępowania ochronnego na rynku owoców miękkich i warzyw, a także jabłek, wstrzymania liberalizacji rynku cukru oraz uruchomienia kwoty restrukturyzacyjnej mleka w wysokości 416 tys. ton.

Polska otrzymała limit 9,3 mln ton mleka, a potrzebuje około 12,5 mln ton. Fakt ten spowodował już naliczanie rolnikom kary za nadprodukcję, a od 2010 roku spowoduje potrzeby importu mleka i jego przetworów do Polski. Tak więc Polska stopniowo traci bezpieczeństwo żywnościowe. Bezpieczeństwo to traci również Europa. Rodzi się więc pytanie natury zasadniczej: dokąd zmierzamy?
