14. Jednominútové vystúpenia k otázkam politického významu

  Przewodniczący. Kolejnym punktem porządku dziennego są jednominutowe wypowiedzi w znaczących kwestiach politycznych.

  Vytautas Landsbergis (PPE-DE). – Mr President, with countries that have energy sources – such as Russia, Bolivia, etc. – aiming to get consumer societies to agree to their requests or obey their dictates, we are facing a new stage in present-day tensions. If Europe wants to preserve energy and political independence from Russia, and not fall for deceptive words such as interdependence, the EU must plan the diversification of alternative sources rapidly and defend its various alternatives.

Europe to be transferred into a department of an energy heartland – that is the Kremlin’s dream. Do we agree with that? An even sweeter dream would be a new union replacing the old European one. The gas union of Russia and Europe is to be built around the Moscow-Berlin core axis. Such a vision was presented only slightly covertly in the Russian President’s recent state-of-the-nation address. Do we agree with this?

  Maria Badia I Cutchet (PSE). – Señor Presidente, hace unos días la Mesa de este Parlamento rechazó el uso del catalán y de las lenguas cooficiales en el Estado español entre los ciudadanos y esta institución, que debería ser la más próxima y la más representativa de sus intereses.

La propuesta del Gobierno español es ya una realidad en otras instituciones europeas: en el Consejo de Ministros, en la Comisión y en el Comité de las Regiones, donde funciona con completa normalidad.

La propuesta no tiene ningún coste para el Parlamento y, por supuesto, tampoco va en detrimento de la implementación del resto de lenguas oficiales de los nuevos países miembros. De hecho, es una iniciativa que permitirá acercar más la ciudadanía a las instituciones europeas.

Así, la Unión General de Trabajadores, uno de los sindicatos mayoritarios de España, ha iniciado una campaña pidiendo que se apoye esta iniciativa, porque considera que ello sería beneficioso para la cohesión social. El Parlamento Europeo, como defensor de la diversidad cultural, no puede ni debe ser la única institución que no ponga en marcha este derecho de más de doce millones de ciudadanos.

Por cierto, ¿saben que el catalán es la cuarta lengua más utilizada en el foro de debate que ha activado la Comisión sobre el futuro de Europa?

Les ruego que, por favor, desencallen esta petición en la Mesa, porque ello favorece el acercamiento de los ciudadanos a Europa y a todos los ciudadanos.

  Eugenijus Gentvilas (ALDE). – Noriu pasidžiaugti, kad Europos Sąjunga žengia teisingus žingsnius kovodama su Lukašenkos diktatūra, nes mes, kaip europiečiai, negalime stiprinti šitos diktatūros kontinento viduryje.

Tačiau štai turiu sąrašą Europos Sąjungos miestų iš skirtingų valstybių ir regionų, kurie turi bendradarbiavimo, brolystės santykius su įvairiais Baltarusijos miestais ir regionais. O juk mes žinome, kad Baltarusijos miestuose yra lojalūs Lukašenkos režimo tarnai ir jie yra tie asmenys, kurie palaiko diktatūrą.

Todėl mes, Europos parlamentarai, turime paraginti Europos Sąjungos miestų vadovus nutraukti oficialius santykius su Lukašenkos režimo tarnais. Be jokios abejonės, mūsų Europos miestai turi palaikyti kultūrinius, sportinius santykius, švietimo santykius su Baltarusijos miestais.

Tačiau mūsų miestų vadovai, Europos Sąjungos valstybių miestų vadovai, negali būti tie, kurie legalizuoja, pripažįsta Lukašenkos diktatūrą, palaikydami santykius su oficialiais režimo tarnais.

Aš manau, mes turime priimti vienokį ar kitokį sprendimą, poziciją šituo klausimu.

  Milan Horáček (Verts/ALE). – Herr Präsident! Die Situation von politischen Gefangenen in Russland ist sehr schlecht. Konkret ist im Fall Michail Chodorkowski zu beobachten, dass Gefangene mit verschiedenen Maßnahmen physisch und psychisch zermürbt werden. Während der schwerkranke Platon Lebedjew jenseits des Polarkreises unzureichend versorgt wird, wurde Chodorkowski nachts in seiner Zelle attackiert. Es wurden keine klaren Aussagen zu diesem Vorfall gemacht. Es ist unverständlich, wie so etwas passieren kann, wenn die Häftlinge unter permanenter Beobachtung stehen. Dieser Vorfall bestätigt die schlimmen Zustände in russischen Gefängnissen.

Der russische Vorsitz des Europarates bietet Anlass, an Russland heranzutreten, um die Regierung aufzufordern, einer unabhängigen medizinischen Untersuchung von Chodorkowski und Lebedjew zuzustimmen, die ihnen bisher verweigert wird. Ich fordere den Rat und die Kommission auf, auf Russland einzuwirken, damit die Menschenrechte in Gefängnissen eingehalten werden.

  Bairbre de Brún (GUE/NGL). – (The speaker spoke Irish)

Mr President, a version of the envisaged North of Ireland Assembly has reconvened today in Belfast. The Assembly and its power-sharing executive have been suspended by the British Government since 2002. Sinn Féin is committed to seeing local ministers make local decisions. At present, British ministers make all policy decisions in the North of Ireland, yet are not accountable to voters there.

It is time for Ian Paisley’s Democratic Unionist Party to move forward with the rest of us, on the basis of equality, to fully restore the North of Ireland Assembly and the power-sharing executive.

The recent sectarian killing of Catholic teenager Michael McIlveen shows that much change is still needed in our society. Continued assistance and support at European level are also needed.

  Γεώργιος Καρατζαφέρης (IND/DEM). – Κύριε Πρόεδρε, φέτος τον Μάιο, συμπληρώνονται 61 χρόνια από το τέλος της βαρβαρότητας εναντίον των Ευρωπαίων και των Εβραίων από τον Χίτλερ. Συμπληρώνονται όμως και 87 χρόνια από τη βαρβαρότητα της γενοκτονίας των Ποντίων από τον Κεμάλ Ατατούρκ. Στις 19 Μαΐου του 1919 εισήλθε στην πόλη και έσφαξε 490.000 ανθρώπους. Κοκκίνισε η Μαύρη Θάλασσα. Οι παρατηρητές της εποχής είπαν ότι υπήρξαν πλατείες με κεφάλια αθώων ανθρώπων. Με μια διαφορά, ότι η μεταχιτλερική Γερμανία ζήτησε συγγνώμη. Η Τουρκία δεν ζήτησε ποτέ συγγνώμη. Ούτε για τη γενοκτονία των Ποντίων, ούτε για τη γενοκτονία των Αρμενίων. Τουναντίον, προχθές απείλησε το Γαλλικό Κοινοβούλιο για την απόφασή του σχετικά με τη γενοκτονία των Αρμενίων, ενώ πριν από τρεις ημέρες στη Βιέννη ο κος Ερντογάν στρίμωξε τον Έλληνα πρωθυπουργό, γιατί θέλουμε να αναγνωρίσουμε την γενοκτονία των Ποντίων.

Οι λαοί που ξεχνούν την ιστορία, την ξαναζούν. Θέλω, λοιπόν, το Ευρωπαϊκό Κοινοβούλιο να πάρει μια πρωτοβουλία αναγνωρίσεως της μνήμης της γενοκτονίας των Ποντίων.

  Zdzisław Zbigniew Podkański (UEN). – Panie Przewodniczący! W minioną środę dotarła do nas smutna wiadomość o śmierci naszego kolegi Rolandasa Pavilionisa. W ostatnim czasie wspólnie pracowaliśmy w Komisji Kultury, gdzie był on posłem–koordynatorem grupy UEN. Zapamiętamy go wszyscy za jego zaangażowanie i poświęcenie dla spraw ludzi kultury, a także otwartość i życzliwość, jaką obdarzał swoich współpracowników. Jego odejście to wielka strata. W imieniu kolegów z grupy UEN, a także w imieniu wszystkich polskich parlamentarzystów, rodzinie zmarłego składam kondolencje.

  Ryszard Czarnecki (NI). – Panie Przewodniczący! W ostatnim tygodniu upłynęła sześćdziesiąta pierwsza rocznica zakończenia drugiej wojny światowej. Ta najbardziej tragiczna wojna w dziejach ludzkości wymaga naszej pamięci. Musimy wspólnie budować przyszłość w Europie, ale fundamentem tej przyszłości musi być hołd dla tych, którzy zginęli, i odrobienie tej bolesnej lekcji historii.

Mówię te słowa jako Polak, pamiętając, że druga wojna światowa pochłonęła 6 milionów istnień obywateli mojego kraju: narodowości polskiej i żydowskiej. Wspominać ich powinniśmy, podobnie jak wiele innych ofiar tego dziejowego kataklizmu, z największą czcią.

Żyjemy w Europie trudnych wyzwań, ale Europie pokoju. Ta pokojowa Europa to nasze wspólne dokonanie, ale tym bardziej powinniśmy pamiętać o tych, którzy szczęścia i pokoju nie zaznali. Pamięć o nich powinna łączyć nas wszystkich w Europie.

  Mairead McGuinness (PPE-DE). – Mr President, in Ireland last week we saw the horrors of trafficking when a programme was broadcast on RTE television about young women from Romania being trafficked into the EU, and into Ireland in particular.

The programme showed that, unfortunately, Ireland is one of a small number of countries that has failed to implement various EU directives on combating trafficking. It is important to point out that, as a cross-border activity, trafficking knows no borders. All European countries should implement all the various directives as required. I would call on the Irish Minister for Justice to do just that, because trafficking is a terrible abuse. It is growing in reach and is affecting young girls and women in particular.

It was a great shame to see that Ireland was one of the countries not implementing the required directives, and I would hope that our government will change that and immediately implement them.

  Κατερίνα Μπατζελή (PSE). – Κύριε Πρόεδρε, σε μία μελέτη που δημοσίευσε στις 8 Μαΐου η Μη Κυβερνητική Οργάνωση "Σώστε τα παιδιά", αποκαλύπτεται ότι ανήλικα παιδιά πέφτουν θύματα σεξουαλικής εκμετάλλευσης στους προσφυγικούς καταυλισμούς της Λιβερίας, με δράστες, μεταξύ άλλων, μέλη ανθρωπιστικών οργανώσεων, καθώς και στρατιώτες των πολυεθνικών ειρηνευτικών δυνάμεων.

Το Ευρωπαϊκό Κοινοβούλιο θα πρέπει κατ' αρχάς, να ενημερωθεί επίσημα από τον ΟΗΕ για τη διάσταση των τραγικών αυτών γεγονότων που αμαυρώνουν κάθε έννοια ανθρωπιστικής βοήθειας, και να καταδικάσει πολιτικά και νομικά τη συμπεριφορά αυτή των στρατιωτών. Και αυτό, διότι όπως φαίνεται από τα στοιχεία της μελέτης, έχουν αποκτήσει ψυχολογία και συμπεριφορά μισθοφόρων. Συμπεριφορά η οποία είναι έξω από οποιαδήποτε έννοα ανθρώπινης ανιδιοτελούς βοήθειας.

Παράλληλα όμως και οι κυβερνήσεις αλλά και η ίδια η Επιτροπή θα πρέπει να προβούν σε αντίστοιχες κινήσεις, ώστε όλοι μαζί να αποδώσουμε -αν μη τι άλλο- το ελάχιστο ανθρώπινο δικαίωμα στα παιδιά να έχουν ψωμί και νερό χωρίς να χρειάζεται να εξαθλιώνουν το σώμα τους και την ψυχή τους.

  Diana Wallis (ALDE). – Mr President, I should like to ask those in this House to imagine themselves as an 18-year old on holiday in another country. You take a taxi, it turns into a nightmare. There are no witnesses, but the taxi driver ends up dead and you go straight to the first police station. You say he pulled a gun on you and what happened was self-defence on your part. That leads to a legal process lasting 18 years. You spend these 18 years in prison, away from your family, enduring a legal process that goes back and forth, condemning you to death, then finding you innocent, then starting again until every appeal is exhausted and you are finally condemned to death a second time. Eighteen years – half your life – in prison, with some of that time on death row, is punishment enough.

That is the terrible story of my constituent, Mirza Tahir Hussain, condemned to death early next month.

Mr President, if there is anything this Parliament can do, with its long history of opposition to the death penalty, I implore you to do so by writing to the President of Pakistan appealing for clemency.

  Erik Meijer (GUE/NGL). – Voorzitter, sinds twee weken besteedt de Nederlandse pers aandacht aan de kwetsbare positie van mevrouw Kroes, lid van de Europese Commissie. In 2004 is zij door dit Parlement ondervraagd. Daarbij ging het vooral over een aantal van haar zakelijke contacten met ondernemers die proberen hun winsten te verhogen door zich niet aan de wet te houden of door welbewust in te gaan tegen het algemeen belang. Mevrouw Kroes heeft toen geantwoord dat zij had geleerd van haar vroegere fouten. Voorafgaand aan haar eventuele benoeming zou zij al haar zakelijke belangen en betrekkingen reeds hebben beëindigd. Mede door deze toezegging was zij voor een meerderheid van het Parlement uiteindelijk een aanvaardbare kandidaat.

Inmiddels is gebleken dat zij tot in 2006 afhankelijk was van een garantie voor verliesgevende kantoorgebouwen ter waarde van 7 miljoen euro die zij in twee Nederlandse steden in eigendom had. De garantie op deze kantoorgebouwen, en zoals later bleek, ook op haar privé-woning is verstrekt door iemand die nu opnieuw is aangehouden als het mogelijke financiële brein achter een zeer gewelddadig misdaadsyndicaat dat moorden op zijn geweten heeft.

Voorzitter, hoe wordt het Parlement hierover geïnformeerd en hoe kan dit Parlement zich uitspreken over de risico's en de gevolgen?

  Urszula Krupa (IND/DEM). – Panie Przewodniczący! Apeluję do deputowanych Parlamentu Europejskiego, zwłaszcza do pana Poetteringa, ale także innych prominentów i stosujących terror medialny środków masowego przekazu o zaprzestanie manipulowania, szantażowania i wywierania nacisków na wybrany w demokratycznych wyborach polski rząd.

Naszym zdaniem pojmowanie solidarności w sprawach energetyki jako uległość i podporządkowanie wraz z wymuszeniem przyjęcia eurokonstytucji jest ekonomicznym i politycznym zastraszaniem zbyt dobrze znanym Polakom z okresu okupacji sowieckiej. W Polsce na szczęście nie mamy jeszcze demokracji na tzw. oko, czego doświadczamy podczas głosowań w Parlamencie Europejskim.

Domagamy się przestrzegania prawa międzynarodowego, Karty Praw i Obowiązków Gospodarczych uchwalonej przez ONZ w 1974 r., której art. 1 brzmi: "każde państwo ma suwerenne i niezbywalne prawo wyboru swego ustroju politycznego, społecznego i kulturalnego, zgodnie z wolą swojego ludu, bez ingerencji z zewnątrz, przymusu i groźby".

  Carlos José Iturgaiz Angulo (PPE-DE). – Señor Presidente, el pasado 22 de enero se celebró en Madrid una manifestación de apoyo a las víctimas del terrorismo, a la que acudió el que era Ministro de Defensa en aquel momento y cuya presencia fue abucheada por gran parte de los manifestantes.

Este Ministro aseguró haber sido agredido en esa manifestación y, como consecuencia de ello, dos militantes del Partido Popular fueron detenidos por responsables de la Policía Nacional, a pesar de que no existían pruebas contra ellos. Sí existían, sin embargo, órdenes políticas.

Estas detenciones fueron ilegales, pues vulneraban derechos constitucionales y, por ello, los jueces han condenado a tres responsables policiales a penas de prisión por este delito de detención ilegal, que, como señala la sentencia, fue una detención inmotivada, arbitraria, abusiva y antijurídica.

Cuando ocurrieron estos hechos, el Ministro de Interior, a la sazón el señor Alonso, que hoy sigue manteniendo responsabilidades en el ejecutivo socialista de mi país, avaló en el Congreso el proceder de la policía que él ordenaba y dirigía. Es decir, avaló un atentado contra la democracia española, como es la detención sin pruebas de estos militantes del Partido Popular. Y hoy este Ministro se lava las manos y, lejos de asumir su responsabilidad, se escuda tras la dimisión de un cargo político de segundo orden.

Por eso, hoy denunciamos este caso en el Parlamento Europeo y mi Grupo anuncia que preguntaremos a la Comisión y al Consejo por este asunto que embadurna un país miembro de la Unión Europea.

  Magda Kósáné Kovács (PSE). – Tisztelt Elnök Úr! Két éves volt május 1-jén az Európai Unió történelmileg legnagyobb méretű bővítése. A Bizottság legutóbbi közleményében aláhúzta, hogy a csatlakozás az új tagállamoknak gazdasági perspektívát, forrásokat, a régi tagállamoknak új lendületet és nagyobb piacot hozott. A félelmek ellenére sem indult el a szociális dömping, nem csökkentek a nyugat-európai bérek és szociális források.

Éppen ezért vessünk véget a két tábor közötti kezdeti bizalmatlanságnak, illetve világítsuk meg az európai polgárok számára a csatlakozás valódi hatását. Globalizálódó világunkban ugyanis nem csak az új tagállamoknak, hanem a régieknek sincs esélyük az Unió nélkül a versenyben maradásra.

A kételyek nélküli közös munkálkodás első jelei már észlelhetők a szolgáltatási irányelv és a pénzügyi perspektíva kompromisszumos kezelésével. Közös erővel fel kell gyorsítanunk az Unió struktúrájának és döntéshozatalának átalakítását, mert lehet és kell alkotmányos szerződést elfogadni. Mindannyiunknak kívánom, hogy a kétéves évforduló adjon a munkánkhoz hitet és bátorságot.

  Martine Roure (PSE). – Monsieur le Président, aujourd'hui, la ville de Strasbourg accueille les Caravanières du Sud, des femmes d'Algérie, du Maroc, de Tunisie, qui sont venues rencontrer d'autres femmes de leurs pays, vivant en Europe. Elles veulent témoigner de leur longue lutte en faveur de leurs droits et des évolutions intervenues dans leurs pays respectifs: droit de circuler et de travailler, d'éduquer leurs enfants.

Ces femmes sont venues à Strasbourg, siège du Parlement européen, pour nous demander de soutenir leur action en agissant ici, en Europe, contre les tentatives de retour de l'obscurantisme dont elles peuvent être victimes dans leurs pays, mais ici aussi.

Une délégation de ces femmes courageuses est présente actuellement dans les tribunes de notre Assemblée. Je vous saurais gré de bien vouloir leur réserver le meilleur accueil et leur manifester votre soutien, par exemple, sur la place Broglie, à Strasbourg, lieu de l'une de leurs manifestations.

  Brian Crowley (UEN). – Mr President, I would like to call on the Council and the Commission to take another look at the situation with regard to the sugar regime in the European Union. In particular, they should now consider bringing in flexibility with regard to the compensation payments to sugar beet growers and sugar producers who have lost their livelihoods, and targeting those resources instead towards the creation of alternative energy crops and alternative fuels.

This would require the Commission to make a decision that compensation can be given for new processing methods without actually taking away the structure of the manufacturing capacity that is available for these alternative fuels in many Member States. That can help to eliminate or to reduce our dependence on oil, it can also contribute towards a cleaner environment and, most importantly of all, it can offer many farmers around the European Union a valuable crop to grow, which would guarantee them economic security for the future.

  Pedro Guerreiro (GUE/NGL). – Na semana passada, o denominado Quarteto para o Médio Oriente, que integra a União Europeia, decidiu criar um mecanismo internacional temporário de ajuda humanitária ao povo palestiniano. Esta decisão surge na sequência de medidas de isolamento da Autoridade Palestiniana, lideradas pelos Estados Unidos, nomeadamente a suspensão do financiamento ao seu funcionamento que, no quadro da ocupação e opressão pelo Governo israelita, tem como consequência objectiva a promoção do colapso da Autoridade Palestiniana de que são exemplo os serviços públicos, como o ensino e a saúde, assim como o agravamento da já grave situação em que vive o povo palestiniano, aliás, como as Nações Unidas alertaram.

Esta injustificável punição do povo palestiniano verifica-se no preciso momento em que o Governo de Israel, depois de ter desrespeitado todos os acordos, continua a sua política de violação do direito internacional e de incumprimento das resoluções das Nações Unidas, mantém a ocupação militar, continua a construção do muro e avança com novas ameaças de reagrupamento de colunatos na Cisjordânia.

Senhor Presidente, impõe-se o fim destas autênticas sanções e a tomada de iniciativas políticas que promovam efectivamente o cumprimento da legalidade internacional e das resoluções das Nações Unidas.

  Thomas Wise (IND/DEM). – Mr President, each village and town in England has a line around it for planning purposes, stating that it is a defined village or town settlement. However, we are now witnessing the erosion of the traditional communities and destruction of our landscape due to the total disregard for sensible and locally acceptable planning developments. You might ask who is responsible for this. Have a guess: the regional assemblies accountable directly to Brussels. Is this surprising? Not at all, when you consider that planning applications and projects are no longer discussed with the people that they affect.

To protect England’s precious greenbelt land and to end overdevelopment and towns merging, we have to abolish these unwanted and undemocratic assemblies and return planning issues to where they have been dealt with traditionally: town halls. Then, and only then, will our greenbelt land be given the protection and respect it deserves.

  Alexander Stubb (PPE-DE). – Mr President, I wish briefly to take issue with what Mrs Krupa – who unfortunately has now left the Chamber – said a minute ago. She made a statement comparing the European Union to the Soviet Union. I must say that it is not a fair comparison. I shall just relate one little anecdote. Mr Prodi, the previous President of the Commission, went to Estonia before it joined the European Union. He was asked why Estonia should join the European Union, since it was just like the Soviet Union. He thought for a while and said that it was a valid point, but he could not exactly remember when Estonia applied for membership of the Soviet Union. I think Mrs Krupa should always keep that in mind when she thinks about Poland’s role in the European Union: it is there because membership is in its interests and came about through a democratic process.

  Antolín Sánchez Presedo (PSE). – Señor Presidente, la lengua gallega es una de las lenguas romances más antiguas, que ha sobrevivido muchos siglos sin protección institucional gracias a la voluntad de sus ciudadanos, hasta que la democracia española reconoció su carácter oficial y el derecho a ser usada por los ciudadanos.

Por eso, deploro la decisión de la Mesa de cerrar la puerta a un uso razonable de esta lengua en la relación del Parlamento con los ciudadanos. Lamento que haya sido en sentido contrario al adoptado por otras instituciones comunitarias, con lo cual carece de coherencia democrática. Es una decisión injusta y desproporcionada y, por ello, pido que se reconsidere.

Durante este período parcial de sesiones, se celebrará el próximo miércoles el Día de las Letras Gallegas. Por eso, conociendo el trabajo del señor Presidente en este ámbito, le pido un mensaje de apoyo a esta celebración, que reconozca la vocación europea de la lengua gallega y su contribución a la riqueza y diversidad cultural de la Unión.

  Arūnas Degutis (ALDE). – Rytoj sulauksime Europos Komisijos Lietuvos konvergencijos pranešimo. Tikiuosi, kad jame bus pripažinta, kad Lietuva pasiekė didelę ekonominę pažangą ir atitinka daugelį Mastrichto sutartyje nustatytų kriterijų.

Dėl nedidelio infliacijos rodiklio neatitikimo Lietuvos priėmimas į euro zoną neturėtų būti atidėliojamas, nes, remiantis Europos Bendrijų Steigimo Sutartimi, infliacijos kriterijaus interpretavimo galimybė yra gana plati.

Lietuva nenaudojo dirbtinių priemonių infliacijai mažinti, o kiek didesnį infliacijos lygį sąlygojo pasaulinės energijos išteklių kainų augimas. Manyčiau, kad remiantis ekonominiais argumentais, turint omenyje spartų ekonomikos augimą, Lietuva galėtų būti priimta į eurozoną.

Drįsčiau teigti, kad šis klausimas yra politinės svarbos dėl neaiškumo taikant Mastrichto kriterijų ir turėtų būti įtrauktas į ES vadovų susitikimo birželio mėnesį darbotvarkę.

  Κυριάκος Τριανταφυλλίδης (GUE/NGL). – Κύριε Πρόεδρε, η περίοδος περισυλλογής λήγει το 2007 και φαντάζομαι ότι γι' αυτό το λόγο ο Πρόεδρος της Επιτροπής, κ. Barroso, παρουσίασε τη θέση της τελευταίας την περασμένη εβδομάδα.

Με λύπη παρατηρώ, όμως, ότι η Επιτροπή επιμένει να επαναφέρει το θέμα του Ευρωπαϊκού Συντάγματος στην επιφάνεια, χωρίς να έχει υπάρξει μέχρι σήμερα καμιά πανευρωπαϊκή διαβούλευση με τους πολίτες. Κατά τη ίδια παρουσίαση, ο κ. Barroso μίλησε και για ατζέντα των πολιτών, όπου στο μέλλον θα υπάρχει περισσότερη αλληλεγγύη ανάμεσα στους πολίτες. Αναρωτιέμαι, άραγε, με ποια μέτρα θα ενισχυθεί αυτή η αλληλεγγύη. Με την παγκοσμιοποίηση, τη στρατηγική της Λισσαβόνας ή τις φιλελευθεροποιήσεις;

Κλείνοντας, πιστεύω ότι είναι καθήκον μας, ως θεσμικό όργανο, να αφιερώσουμε τουλάχιστον άλλη μία συνεδρίαση στο Ευρωπαϊκό Κοινοβούλιο μέχρι την καταλυτική ημερομηνία του 2007, για να συζητήσουμε γι' αυτό το σοβαρότατο θέμα.

  Μαρία Παναγιωτοπούλου-Κασσιώτου (PPE-DE). – Κύριε Πρόεδρε, στη διαδικασία αναθέρμανσης του ενδιαφέροντος για την επικύρωση μιας ευρωπαϊκής συνταγματικής συνθήκης, θα ήταν ίσως αποτελεσματική η διόρθωση του κειμένου, ώστε να στηρίξει θεσμούς που δημιούργησαν και ανέδειξαν τον ιδιαίτερο χαρακτήρα του ευρωπαϊκού πολιτισμού, αλλά και της ευρωπαϊκής οικονομίας.

Σήμερα γιορτάζουμε τη Διεθνή Ημέρα Οικογένειας και διαπιστώνουμε ότι η μεγάλη πλειοψηφία των ευρωπαίων γυναικών και ανδρών συνεχίζει να δημιουργεί οικογένειες, όπως και να στηρίζει και να στηρίζεται από τον θεσμό της οικογένειας. Ας μην επηρεαζόμαστε από τις μειοψηφίες. Βέβαια, η οικογενειακή πολιτική πρέπει να παραμείνει υπόθεση των κρατών μελών, η συμπερίληψη όμως της οικογενειακής διάστασης στις διάφορες κοινοτικές πολιτικές θα συμβάλει στην ενίσχυση της κοινωνικής συνοχής και την αύξηση της ανταγωνιστικότητας, αμβλύνοντας τα κοινωνικοοικονομικά προβλήματα όπως η ανεργία, η φτώχεια και η μειωμένη παραγωγικότητα.

Πέρα από την ισότητα γυναικών και ανδρών, πέρα από τα δικαιώματα του παιδιού, είναι αναγκαία η αναγνώριση των δυσκολιών που συναντά κάθε οικογένεια εν τη γενέσει της και κατά την εξέλιξή της. Γιατί αυτές είναι οι κύριες αιτίες του δημογραφικού προβλήματος της Ευρώπης.

Για να γίνει η ευρωπαϊκή συνταγματική συνθήκη αποδεκτή από τους ευρωπαίους πολίτες, είναι απαραίτητο να δώσει σημασία στην οικογένεια και στις παραδοσιακές ευρωπαϊκές αξίες.

  Karin Scheele (PSE). – Herr Präsident! Ich möchte heute über die Menschenrechtssituation in Rumänien und speziell über die Yogaschule MISA und das Visum für ihren Gründer Gregorian Bivolaru sprechen.

Am 21. Oktober 2005 hat der oberste schwedische Gerichtshof entschieden, Gregorian Bivolaru, Gründer der Yogaschule MISA nicht an die rumänische Justiz auszuliefern, weil ihn in Rumänien aufgrund seiner Überzeugung kein fairer Prozess erwartete. Im Dezember desselben Jahres wurde ihm politisches Asyl gewährt. Das Verfahren gegen 39 Personen aus dem Umfeld der Yogaschule MISA ist in Rumänien immer noch nicht abgeschlossen. Religionsfreiheit und eine unabhängige Justiz sind fundamentale Grundlagen der Europäischen Union und Grundvoraussetzung für einen Beitritt Rumäniens 2007. Morgen stehen ja die Beitritte Rumäniens und Bulgariens auf der Tagesordnung. Ich halte es für wichtig, dass die Menschenrechtssituation in den derzeitigen und auch in den zukünftigen Mitgliedstaaten von diesem Haus weiter sehr genau verfolgt wird.

  Hélène Flautre (Verts/ALE). – Monsieur le Président, je souhaiterais présenter une proposition concernant la situation des droits de l'homme en Tunisie: celle-ci reste extrêmement préoccupante, comme l'a souligné - la semaine dernière encore - le Président du Parlement européen.

La semaine dernière, des agents de la police politique ont violemment agressé plusieurs avocats au sein de la Maison du barreau, qui continue à être occupée par leurs collègues avocats en signe de protestation contre le projet relatif à la création d'un institut de formation des avocats, prévue dans les accords entre la Commission européenne et la Tunisie. En fait, le projet vise à mettre la formation des avocats en coupe réglée, à la merci du pouvoir politique et, plus particulièrement, du ministère de la justice.

Nous devons protester énergiquement contre cette agression et nous préoccuper du sort de nos collègues avocats actuellement mobilisés à Tunis.

Le congrès de la Ligue tunisienne des droits de l'homme aura lieu la semaine prochaine. Il s'agit de la première Ligue des droits de l'homme du continent africain. Celle-ci a déjà fait l'objet de nombreuses résolutions du Parlement européen. Son congrès se tiendra en Tunisie, où les conditions et l'ambiance sont actuellement exécrables. Il serait souhaitable d'y envoyer des représentants officiels du Parlement.

  James Nicholson (PPE-DE). – Mr President, I should like to draw the House’s attention to the fact that this morning in Belfast the Northern Ireland Assembly came together, almost three-and-a-half years since it was elected. I should like to ask the President of Parliament to send a goodwill message to the Speaker of that Assembly in view of the difficult role and task she has ahead of her.

The European Union has always been very supportive of my constituency of Northern Ireland. Mr Verheugen, who is here today, played a central role at one stage, a number of years ago. I thank the European Parliament and the Commission for their support in this regard. I would like to see a democratic, stable assembly in Northern Ireland, where we make our own decisions for our own people and are able to make those decisions work.

  Jörg Leichtfried (PSE). – Herr Präsident! Ich war vor wenigen Tagen bei einer steirischen Tierschutzorganisation, dem Aktiven Tierschutz Steiermark, eingeladen, und war von ihren Aktivitäten sehr beeindruckt. Und zwar insbesondere auch deshalb, weil sie jetzt beginnen, sich europäisch zu vernetzen und versuchen, auch hier im Europäischen Parlament Kontakte zu knüpfen. Ich halte das für den richtigen Weg, und ich habe zugesagt, eine Petition zu einem Thema vorzulegen, das mich selbst immer wieder sehr beschäftigt, nämlich zu den Tiertransporten.

Wie Sie alle wissen, werden Millionen von Tieren durch ganz Europa transportiert. Die Transportzeiten sind sehr lang, die Lastwagen sind vollkommen überfüllt und es fehlt an Wasser, Futter und Belüftung. Hinzu kommt, dass die betreuenden Personen meistens völlig unzureichend ausgebildet, die Kontrollen mangelhaft und die Strafen viel zu niedrig sind. Die derzeitige Situation in diesem Bereich ist vollkommen inakzeptabel. Es muss eine drastische Verkürzung der Gesamttransportzeiten von lebenden Rindern erwirkt werden.

Ich teile die Ansicht der Tierschutzorganisation und möchte den Rat, die Kommission und uns alle auffordern, in diesem Bereich endlich Nägel mit Köpfen zu machen.

  Czesław Adam Siekierski (PPE-DE). – Panie Przewodniczący! Minęły dwa lata od największego rozszerzenia Unii Europejskiej. W tym okresie nastąpiły istotne zmiany w naszym obszarze gospodarczym i społecznym. Brak jest jednak merytorycznej, całościowej oceny tych zmian. Wydaje się więc celowe, aby Komisja Europejska przygotowała dokument oceniający ekonomiczne i społeczne skutki rozszerzenia dla Unii Europejskiej jako całości, a także dla nowych krajów, które przystąpiły dwa lata temu do struktur unijnych.

  Ana Maria Gomes (PSE). – Faz precisamente um ano que houve eleições na Etiópia e o povo foi votar em massa pela democracia e pela mudança. A União Europeia, pela missão que eu chefiei teve, infelizmente, que considerar que as eleições não respeitaram os padrões internacionais devido à falta de transparência da contagem e, sobretudo, devido às graves violações dos direitos humanos que ocorreram. Neste momento, os principais líderes da oposição e milhares de pessoas estão presos e enfrentam penas de morte. O que é que é preciso mais para que o Conselho se mobilize e aplique sanções targeted, como no caso da Bielorrússia, aos responsáveis do regime em Adis-Abeba. O que é que é preciso mais para que a Comissão e o Conselho se mobilizem para obter a libertação dos presos, incondicional e rapidamente? A União Europeia faz a diferença em Adis-Abeba. Não podemos deixar cair o povo da Etiópia.

  Margrietus van den Berg (PSE). – Voorzitter, in het Zuid-Amerikaanse land Suriname zijn sinds 7 mei vijfentwintigduizend mensen dakloos geraakt. Het betreft 175 dorpen, die voor het grootste deel onder water staan. Tienduizenden mensen zijn op de vlucht. Suriname is een land dat deel uitmaakt van de ACS-landen, waarmee wij als Europa via het Cotonou-verdrag een relatie hebben. Armoedebestrijding en scholenonderwijs raken ernstig in het gedrang.

Vorige week heb ik de Europese Commissie gevraagd om hulp te verlenen via ECHO-noodhulp. Ik zou u willen vragen om namens ons Parlement aan het Surinaamse volk en het Surinaamse Parlement ons medeleven met het lijden van de Surinaamse bevolking tot uitdrukking te brengen.
