  Camiel Eurlings (PPE-DE), rapporteur. – It does not make a big difference, but we prefer the original sequence, and therefore we oppose this shifting of paragraph 30.

- Antes de la votación de la enmienda 51:

  Jan Marinus Wiersma (PSE). – Mr President, I have a simple oral amendment to correct the text. It suggests that a committee of experts should be set up by the Turkish Government to look into the issue of the genocide, ‘under the auspices of the United Nations’. This is our idea not their idea, so to make it clear that it is our proposal that this committee should also work under the auspices of the United Nations, we want to improve the text by replacing ‘under the auspices of the United Nations’ with ‘which should be under the auspices of the United Nations’. We are therefore adding the words ‘which should be’.

- Sobre el apartado 72:

  Camiel Eurlings (PPE-DE), Rapporteur. – Voorzitter, ik wou voor de leden van mijn delegatie voor alle duidelijkheid een correctie in de stemlijst doorvoeren. Bij de stemming in onderdelen over de originele tekst van paragraaf 72 staat daar abusievelijk een min, zowel bij het eerste als het tweede gedeelte. Dat moeten allebei plussen zijn, dat daar geen enkel misverstand kan zijn. Wij stemmen voor het eerste en het tweede deel in hoofdelijke stemming.

  Camiel Eurlings (PPE-DE), rapporteur. – Mr President, I see that the oral amendments have been distributed. They merely update the text of this amendment, so I do not think we need to have much discussion on them.

- Antes de la votación de la propuesta de resolución así modificada:

  Camiel Eurlings (PPE-DE), Rapporteur. – Voorzitter, met de stemming over dit verslag komt een einde aan een intensief proces van enkele maanden. Met de stemming, zoals dit Parlement over de amendementen heeft gestemd, komt de tekst van het verslag zeer dicht bij de originele tekst, zoals ik hem als rapporteur aan de Commissie buitenlandse zaken heb voorgesteld. Het verslag is streng maar rechtvaardig. Rechtvaardig omdat wij als Parlement onze ernst en ons engagement tot uitdrukking brengen, maar ook rechtvaardig omdat wij ook van Turkije vragen dat het zijn engagement toont, zowel wat betreft de implementatie van het Ankaraprotocol voor het eind van dit jaar als voor het doorvoeren van politieke hervormingen op het gebied van vrijheid van meningsuiting en vrijheid van religie voor het eind van 2007.

Laat er ook ten aanzien van de Armeense genocide geen misverstand zijn over de tekst die er staat. Alhoewel het officieel geen formele voorwaarde is, vinden wij het onontkomelijk voor een land op weg naar Europa dat het in het reine komt met zijn verleden. Ik hoop dan ook dat Turkije ook deze paragraaf 50 opvat als een extra aansporing om samen met zijn buurland Armenië de feiten onder ogen te zien.

Mr President, I come to the conclusion that the report is fair but tough. The European Parliament is fulfilling its responsibility for safeguarding European values and the accession criteria with this report. I therefore ask all Members to support the report as broadly as possible. I hope that Turkey will see it as an incentive to speed up its reforms.
