14. Plán práce

  El Presidente. Se ha distribuido el proyecto definitivo de orden del día del presente período parcial de sesiones, tal como lo estableció la Conferencia de Presidentes en su reunión del pasado jueves 19 de octubre, de conformidad con los artículos 130 y 131 del Reglamento. Se le han propuesto las siguientes modificaciones:

Miércoles:

Habida cuenta del elevado número de debates previstos para el miércoles por la tarde, y después de haber recabado la opinión de los grupos políticos, les propongo que prolonguemos los debates hasta las seis de la tarde, en lugar de las cinco y media y, en consecuencia, el turno de preguntas al Consejo se desarrollaría entre las seis y las siete.

¿Hay alguna observación?

  Philip Bushill-Matthews (PPE-DE). – Mr President, this is not the first time I have pointed out that whenever somebody suddenly wants to find some extra time from somewhere on the agenda, it always seems to be Question Time that is the victim. That is not fair. I believe that if Question Time starts half an hour later, it should continue for an extra half an hour at the end. That is my proposal.

(Applause)

  El Presidente. Muy bien, por mi parte no tengo ningún inconveniente; propondremos al Consejo que se prolongue también media hora su participación en el turno de preguntas al Consejo; me parece muy apropiado.

  Toine Manders (ALDE). – Voorzitter, ik heb op de agenda gezien dat er een mondelinge vraag zou worden gesteld over het gokbeleid en de inbreukprocedures; die vraag is donderdag om duistere redenen door de Conferentie van voorzitters van de agenda gehaald om een reden die wij precies in het compromis hadden zitten en waardoor we de referentie naar de inbreukprocedures eruit moesten halen; nu is de vraag er echter vanaf. Ik wil u voorstellen om de Conferentie van voorzitters in het vervolg openbaar te maken, zodat wij weten welke redenen en argumenten daar worden uitgewisseld; wij eisen namelijk ook van de Raad dat zijn vergaderingen openbaar worden. Ik wens dan ook dat de vergaderingen van de Conferentie van voorzitters in het vervolg openbaar zijn, zodat er niet wordt gekonkeld zoals nu gebeurt.

  El Presidente. Vamos a ver lo bien fundado de su argumentación. ¿Dice usted que figuraba en el orden del día una pregunta al Consejo que la Conferencia de Presidentes ha decidido retirar del orden del día?

Voy a pedir a la secretaría que explore lo que usted nos dice, para saber qué hacemos al respecto.

  Malcolm Harbour (PPE-DE). – Mr President, the remarks by my colleague, Mr Manders, did not come over very clearly via the interpretation. What we are talking about is a question to the Commission on gambling and relevant infringement procedures.

I am a coordinator on the Committee on the Internal Market and Consumer Protection, as is Mr Manders. As the joint authors of this question, we understood that it was going to be on the agenda tonight when Mr McCreevy was here, and that was approved through the system. I am astonished to find that it has apparently been withdrawn at the request of the Conference of Presidents and I cannot understand why. Nobody has talked to me or Mr Manders as the authors of the question, or to any of my colleagues. Mr McCreevy from the Commission is ready to answer the question and yet for some inexplicable reason the Conference of Presidents has totally removed it from the agenda. Perhaps you can explain why?

  El Presidente. Sí, en efecto, la Conferencia de Presidentes decidió retirar esta pregunta del orden del día.

  Robert Goebbels (PSE). – Monsieur le Président, je peux peut-être apporter un éclaircissement. J'avais remplacé le président Schulz à la Conférence des présidents et j'avais demandé que cette question, inscrite à l'ordre du jour de ce soir, soit reportée à une séance ultérieure pour permettre au Parlement de tenir compte des nouveaux développements dans toute cette affaire. La Conférence des présidents a fait droit à cette requête.

  El Presidente. Bien, por lo tanto, la Conferencia de Presidentes volverá a estudiar en otro momento la inclusión de esa pregunta en otra sesión plenaria.

  Malcolm Harbour (PPE-DE). – Mr President, could I request, as a matter of courtesy, that the committee responsible for preparing this question – which was voted on in committee – should be informed of concerns before they come to you, so that we have a chance to talk about it. After all, we are the ones who have asked for it. We spent a long time carefully drafting the question and the Commissioner is ready to answer it. So why was it taken off the agenda without any consultation? We are responsible in the committee for the questions and we do not expect the Conference of Presidents to overrule us unilaterally on a very technical matter.

  El Presidente. Perdonen ustedes, pero se supone que los grupos políticos, representados en la Conferencia de Presidentes, informan a sus miembros de las decisiones que toma la misma. Estará usted en desacuerdo, pero es la decisión que ha tomado la Conferencia de Presidentes y que yo no puedo cambiar ahora; comprenderá que no puedo rectificar dicha decisión. Corresponde a los grupos políticos informar a sus miembros de las decisiones que se toman en la Conferencia de Presidentes.

Volvamos a los trabajos del miércoles: el Grupo de los Verdes/Alianza Libre Europea ha solicitado que se añadiera una declaración de la Comisión sobre seguridad nuclear, en relación con los continuos problemas de los reactores de Forsmark, declaración que iría seguida de debate, que se cerraría con una propuesta de resolución.

Para explicar esta propuesta tiene la palabra el señor Turmes.

  Claude Turmes (Verts/ALE). – Mr President, we should like to add an item to Wednesday’s agenda. In the light of the incident that took place at the Forsmark reactor in July, we should like to have a discussion with the Commission on nuclear safety. This House is divided over the issue of nuclear power, but, when it comes to safety, we all want to see a transparent debate on these issues.

  Francesco Enrico Speroni (NI). – Signor Presidente, senza pregiudicare – come ha chiesto il collega – le posizioni di chi è a favore o contro le centrali nucleari, ritengo che sia opportuno discutere di questi incidenti, della loro gravità o della loro non gravità.

  Hannes Swoboda (PSE). – Herr Präsident, Herr Kollege Goebbels! Wir haben in der Konferenz der Präsidenten klar zum Ausdruck gebracht, dass wir absolut dafür sind, diese Frage zu diskutieren, aber nicht in dieser Woche, denn wir mussten bereits die in der Tagesordnung vorgesehene Fragestunde verschieben, weil wir mit dem Rat so wenig Zeit haben. Wir werden die Fraktion der Grünen — oder wer immer eine Aussprache beantragt — sicherlich dahingehend unterstützen, dass das Problem zum gegebenen Zeitpunkt auf die Tagesordnung kommt. Dieses Problem ist uns durchaus bewusst, es muss aber nicht in dieser Woche diskutiert werden. Das ist unser Standpunkt.

(El Parlamento rechaza la propuesta)

  Claude Turmes (Verts/ALE). – Mr President, I hope that other groups will support us if we put it back on the next agenda.

  El Presidente. No se lo puedo garantizar; en todo caso, tendrá usted que discutirlo con ellos.

  Giles Chichester (PPE-DE). – Mr President, perhaps I could urge Mr Turmes to raise the matter in committee first, which might be the more appropriate route to take, rather than seeking to turn this matter into an urgency, when I suspect it is not. I would welcome the opportunity to have the matter discussed in committee first, before we burden the House with it.

  El Presidente. No le voy a dar la palabra para contestar, señor Turmes. Por favor, mantengan fuera del Pleno los contactos necesarios para saber cuándo y cómo hay que abordar esta cuestión.
