26. Europos Parlamento darbo tvarkos taisyklių pakeitimas (komitetai, kvestoriai) (diskusijos)

  Presidente. L'ordine del giorno reca la relazione presentata dall'on. Jo Leinen, a nome della commissione per gli affari costituzionali, sulla modifica dell'articolo 15 e dell'articolo 182, paragrafo 1, del Regolamento del Parlamento europeo - Elezione dei Questori e ufficio di presidenza delle commissioni [2006/2287(REG)] (A6-0464/2006).

  Richard Corbett (PSE), deputising for the rapporteur. – Mr President, I should like to begin by giving the apologies of the rapporteur, Mr Leinen, who could not be here tonight because he has to represent Parliament in a far-away part of the world. He is on his way there as I speak.

I rise to propose, on behalf of the Committee on Constitutional Affairs, an amendment to our Rules of Procedure, which would see a fourth vice-chairman elected in each parliamentary committee, a bureau of four instead of three, and a College of Quaestors comprising six members instead of five.

Why has such a proposal come forward at this stage? It arises from an amendment to our Rules tabled by just two Members of the European Parliament – Mr Schulz and Mr Poettering – who considered that this would facilitate the participation of Members of Parliament from across 27 Member States – as we will be in January – in positions of responsibility in Parliament. It would be a measure that would be inclusive, that would enable more Members to hold positions of responsibility, and that would make it easier to distribute such posts politically across Parliament.

We took cognisance of that proposal in the Committee on Constitutional Affairs. It is a very important consideration. We also heard that there were strong arguments against creating what many considered to be an inflation of Parliamentary posts. There is, after all, no functional necessity to have a larger bureau of each parliamentary committee. Perhaps – although that is more debatable – there is no functional necessity to have a larger College of Quaestors. It was pointed out by many colleagues that we have enough positions of responsibility across this Parliament for most Members who wish to exercise such positions to have one. It was felt that perhaps this was a rather hasty change to the Rules being put forward, for reasons that were not convincing for all of our Members.

That is why we came up with a compromise in committee. The rapporteur – the chairman of our committee – asked me to deputise for him tonight because I was the one that proposed that compromise, which is that we have a fourth vice-chairman of each parliamentary committee and a sixth Quaestor for the remainder of this Parliament, until 2009, but that we do not make it a permanent change. In 2009 we should revert to the current situation of three vice-chairmen of each parliamentary committee and five Quaestors.

Indeed, the size of Parliament, which is about to increase with Romania and Bulgaria joining, will actually decline in 2009, back to 732 Members. I am sure Mr Duff will correct me if I got the figure slightly wrong.

It is logical to take this step now, for inclusive reasons, but not make it a permanent change; to revert to the present numbers in 2009.

That is the position of the committee, which I put forward. I must also say that it is the position adopted by a majority in my political group as well. I know that there are other views in Parliament, but I submit it to Parliament for consideration.

  Ingo Friedrich, im Namen der PPE-DE-Fraktion. – Herr Präsident! Es geht also um diese beiden Veränderungen. Was spricht für die Veränderung bei den Quästoren? Wir hatten zu Zeiten, als das Parlament 500 Mitglieder umfasste, 5 Quästoren, also praktisch einen Quästor je 100 Abgeordnete. Wenn wir bei diesem Verhältnis bei den vorgesehenen 780 Mitgliedern blieben, kämen wir zu einer sehr hohen Zahl. Wenn wir, wie vom Ausschuss vorgeschlagen wurde, die Zahl der Quästoren auf 6 erhöhen, dann entspräche dies einem Quästor pro 130 Mitglieder des Hauses, also immer noch einer größeren Zahl, als es jahrelang der Fall war.

Ich bin der Meinung, dass die Komplexität der Entwicklungen und der Probleme, die innerhalb des Hauses bei 25 Sprachen entstehen – ich rechne jetzt z.B. Katalanisch und Irisch hinzu –, dass diese Komplexität also, die Ablauf und Entscheidungen betrifft, eine Erhöhung dieser Zahl für eine gewisse Zeit von 5 auf 6 rechtfertigt.

Ähnliches gilt für die Erhöhung der Zahl der Ausschussstellvertreter. Wir haben nun einmal – das ist ein unbestreitbares Faktum – nach menschlichem Ermessen von Januar 2007 bis Mitte 2009 die höchste Zahl an Abgeordneten, die dieses Parlament laut Plan je haben wird. Diese außergewöhnlich hohe Zahl an Abgeordneten lässt erwarten bzw. ist der Grund dafür, dass für diesen selben Zeitraum eine höhere Zahl an Mandatsträgern in die Ausschüsse berufen wird.

Natürlich hat das nicht nur mit dem Ablauf zu tun, sondern auch damit, dass Kollegen jetzt eine solche Position innehaben und nun die neuen bulgarischen und rumänischen Kollegen kommen, die selbstverständlich ebenfalls Anspruch auf solche Positionen haben. Man müsste also sozusagen einigen Kollegen diese Position wegnehmen und sie den neuen Kollegen geben. Formaljuristisch ist das natürlich möglich, aber es dient nicht der – sagen wir einmal – engagierten innerparlamentarischen Arbeit. Es gäbe Frustration und Enttäuschungen, die man mit dieser Dimension vermeiden kann.

Ich räume ein, dass eines vielleicht nicht optimal gelaufen ist. Wir hätten diesen Aspekt bereits ein halbes Jahr früher erkennen können und vielleicht auch erkennen sollen. Das wäre adäquater gewesen, um mit allen Gruppierungen des Hauses diese Dinge in aller Ruhe durchzudiskutieren. Dadurch, dass den Verantwortlichen diese Idee leider erst sehr spät gekommen ist, entstand der Anschein, als müsse am Montag eine Sitzung abgehalten und am Donnerstag darüber abgestimmt werden. Ich bitte dafür um Verständnis. Im politischen Leben kann es eben vorkommen, dass man auf eine adäquate Idee später kommt, als dem Ablauf angemessen wäre. Dafür bitte ich um Verständnis und räume gerne ein, dass dieses Faktum für manche Kollegen etwas unverständlich war. Es stand aber keine böse Absicht dahinter, auch keine besonderes hintergründige Analyse, sondern man hat erst beim klaren Definieren der neuen Situation plötzlich festgestellt: Hier entsteht ein neues, bisher nicht gekanntes Problem.

Wenn ich alles zusammenfasse, dann halte ich diesen Kompromiss, für eine begrenzte Zeit an zwei Stellen die Positionen zu erhöhen, aber festzulegen, dass am Ende der Periode wieder der Normalfall eintritt, für einen adäquaten, dem parlamentarischen Ablauf zuträglichen Vorschlag, für den ich um Zustimmung und Verständnis bitte.

  Andrew Duff, on behalf of the ALDE Group. – Mr President, I do not expect that I will take up six and a half minutes on this matter, but I would like to thank Mr Corbett for nobly standing in to prosecute a cause for which I think he personally lacks a certain degree of enthusiasm, and to thank Mr Friedrich who, with his customary courtesy, is declining to upset current postholders by ousting them from the positions that they enjoy in Parliament. But the fact is that for 53 more Members of Parliament we are creating a further 23 posts. Some of these posts are described as jobs, as if there was employment attached. That is not the case for the majority of vice-chairmen of the committees.

For the Quaestors, there is perhaps a solid argument for an increase to six. Perhaps there really is work for six Quaestors, but for the vice-chairmen of the committees I fear it is inflation of posts for its own sake. That cannot present an especially attractive side of our parliamentary life and I am anxious about the reaction of public opinion. I also think it is not conducive to increased efficiency or effectiveness. There is no functional necessity for these posts, rather the reverse. There is a risk that the bureaux will become top-heavy superstructures.

I also disagree that we are facing extraordinary circumstances. When Parliament expanded to accept these MEPs from 10 new accession states in 2004, we did not increase the size of the bureaux of the committees. We all agree with and are grateful for the proposal to include a sunset clause. I fear that when we come to 2009, a sort of bureaucratic paralysis will fall upon Parliament and we will all decide it is safer and quieter to stick with this inflated size of committee vice-chairmanships.

May the sun set upon this manoeuvre as soon as possible, and my own group will oppose the change of rules tomorrow.

  Johannes Voggenhuber, im Namen der Verts/ALE-Fraktion. – Herr Präsident! Wenn man wie ich die Politik viele Jahre aus der Perspektive einer Minderheit und der Opposition kennen lernt, dann weiß man um die Arroganz und Unbekümmertheit der Macht, sich selbst mit den Institutionen zu verwechseln, in denen sie die Mehrheit hat. Dann gibt es beklemmende Augenblicke, in denen man sich wie ein Fisch in einem Aquarium fühlt. Man öffnet zwar groß den Mund, aber niemand hört einen. Die Sonne ist längst untergegangen, die Debatte findet vor der europäischen Öffentlichkeit statt; das Parlament, das nach Transparenz schreit und Rat und Kommission ermahnt, die Bürger und ihre Sorgen ernst zu nehmen, diskutiert – nach langen Querelen und von den kleinen Parteien gezwungen – spät nachts seine eigenen Angelegenheiten. Angelegenheiten, die nicht die Angelegenheiten des Parlaments sind, sondern psychologische, gruppendynamische Begehrlichkeiten der großen Fraktionen, nationalistische Balancewünsche – ein Jahrmarkt der Eitelkeiten –, die alle zu Lasten dieses Hauses gehen.

Es gibt keine rationale Begründung für diesen Schritt. Ja, es ist wahr, es gibt zwei neue Mitgliedstaaten. Vor kurzem gab es zehn neue Mitgliedstaaten, ohne Erweiterung der Ämter. Es gibt mehr Abgeordnete, aber nicht mehr Ausschüsse. Es gibt weder für die Quästoren noch für die Ausschüsse mehr Arbeit. Dieser Antrag dient nicht dazu, die Notwendigkeiten und Funktionen des Parlaments zu erfüllen, sondern um Begehrlichkeiten der Fraktionen und Verteilungskämpfe zu befrieden, alles zu Lasten des Ansehens der Würde, der Arbeitsfähigkeit dieses Hauses. Also sage ich als stummer Fisch in einem Aquarium, in dem gleich das Licht ausgeht: Das ist schamlos, unnötig, politisch nicht zu verantworten, und wir werden dagegen stimmen. Schade ist, dass zwei Abgeordnete dieses Ansinnen verteidigen, aber das ganze Haus morgen Mittag diesen Antrag mit großer Mehrheit beschließen wird. Das ist sehr traurig.

  Richard Corbett (PSE), deputising for the rapporteur. – Mr President, I just wish to say that, while I understand fully the arguments against this proposal, it is unfair to characterise it, as Mr Voggenhuber did, as a conspiracy between the two big groups. After all, the extra positions created would also benefit the small groups. Indeed, the D’Hondt system that we customarily apply is one which, when there is a small number of posts to be distributed, arguably favours the big groups, but, when there is a larger number of posts to be distributed, it favours the small groups. Therefore, I do not think the conspiracy theory is a correct analysis.

Certainly, on top of that, it was contested in my group: there was a lively debate on whether this was a good or bad thing for Parliament. Opinions were divided, which was why we were so happy with the compromise that has been adopted with this ‘sunset clause’.

  Presidente. Credo che, a questo punto, non vi siano regole da rispettare formalmente, quindi, anche se non è possibile riaprire il dibattito, il collega Voggenhuber può intervenire brevemente.

  Johannes Voggenhuber (Verts/ALE). – Herr Präsident! Richard Corbett hat Recht, und ihm gebührt die Ehre, einer jener beiden Abgeordneten zu sein, die dieses Ansinnen verteidigen. Mein Angriff gilt nicht speziell ihm. Würden sich die kleinen Fraktionen an der Schamlosigkeit beteiligen und den Mund halten, würde auch für sie das eine oder andere Krümelchen vom Kuchen abfallen. Das ist uns bewusst.
