  El Presidente. El siguiente punto es el informe del señor Romeva i Rueda, en nombre de la Comisión de Asuntos Exteriores, sobre el Séptimo y Octavo informes anuales del Consejo con arreglo a la disposición operativa nº 8 del Código de Conducta de la Unión Europea en materia de exportación de armas.

  Raül Romeva i Rueda (Verts/ALE), Ponente. – Señor Presidente, ésta es ya la tercera ocasión en la que tengo el honor de dirigirme a la Comisión y al Consejo para presentarles la evaluación que el Parlamento Europeo lleva a cabo anualmente sobre la implementación del Código de Conducta sobre exportación de armas.

Y me complace hacerlo en un momento en el que, a petición del Secretario General de las Naciones Unidas, ha empezado formalmente el proceso para la adopción de un tratado internacional sobre transferencia de armas, lo que es, además, una demanda histórica de amplios sectores de la sociedad civil de todo el mundo.

Como habrán comprobado, en esta ocasión hemos analizado dos años seguidos, 2004 y 2005, con objeto de acabar con el desfase que se venía produciendo en los informes anteriores entre la presentación del informe anual por el Consejo y la valoración por el Parlamento Europeo. No obstante, y a pesar de que el Consejo ha acelerado notablemente el ritmo de presentación de su informe anual, sigue llegando todavía demasiado tarde –el informe de 2005 llegó el otoño pasado–, por lo que, una vez más, insistimos en que sería deseable que el Consejo continuara con ese esfuerzo de transparencia y puntualidad que viene haciendo últimamente y que el informe anual pudiera estar disponible al menos a lo largo del primer trimestre del año siguiente. Lógicamente, el Parlamento Europeo también tiene que estar a la altura de esta petición y tiene que responder puntualmente a la presentación anual del informe por el Consejo.

Con relación al contenido específico del informe que hoy nos ocupa, relativo, como se ha dicho, a los informes séptimo y octavo del Consejo, quisiera destacar algunos datos y hechos importantes.

En primer lugar, los datos. Según las estadísticas proporcionadas, se mantiene la tendencia en cuanto al peso que tienen las exportaciones de armas europeas con relación a las del resto del mundo, ya que más o menos un tercio del total de las exportaciones de armas proceden de la Unión Europea. En 2004 se exportaron armas europeas por valor de casi diez mil millones de euros y de nueve mil millones de euros en 2005. No obstante, lo que nos interesa aquí también es el valor total de las licencias concedidas, porque esto es lo que demuestra si realmente se aplica de forma correcta el Código de Conducta. En ese sentido, las cifras ascienden a veinticinco mil millones de euros para 2004 y a veintiséis mil millones de euros para 2005.

Por otra parte, también es importante y preocupante el hecho de que, entre los países compradores de armas europeas se encuentren China, Colombia, Etiopía, Eritrea, Indonesia, Israel o Nepal, nombres que habitualmente tratamos en los debates sobre cuestiones de urgencia de los jueves por la tarde en este Parlamento, lo cual, a simple vista, supone ya una flagrante contradicción del contenido mismo del Código de Conducta.

En segundo lugar, y éste es, seguramente, el aspecto más importante que señalamos en nuestro informe, debemos lamentar profundamente el hecho de que, a pesar de que el Coreper decidió ya en junio de 2005 transformar el actual Código de Conducta en posición común, dotándolo así de un rango jurídico a escala europea que hoy no tiene todavía, y a pesar de que el trabajo técnico para este cambio ya lo hicieron hace meses los técnicos del COAR, el Consejo aún no ha hecho efectivo este paso. Y lo más importante es que, a falta de una razón explícita que justifique dicho retraso, lo que subyace es la razón implícita según la cual algunos Gobiernos estarían supeditando dicha transformación y, por ende, el fortalecimiento del Código de Conducta al levantamiento simultáneo del embargo de armas a China.

Permítanme aquí que hable muy claro. En esta Cámara siempre hemos considerado que los dos temas son independientes el uno del otro. Con relación al embargo de armas a China, el Consejo y la Comisión saben que nuestra postura ha sido y es que el levantamiento debe estar supeditado a progresos claros y efectivos en relación con el respeto de los derechos humanos en China y, particularmente, con lo acaecido en Tiananmen en 1989.

Es obvio que es un tema importante, y vamos a debatir sobre ello, pero hoy lo que nos ocupa es el Código de Conducta de la Unión Europea en materia de exportación de armas, que tiene que ver con las exportaciones de armas a todo el mundo, y no solamente a China. En ese sentido, en otras palabras, y discúlpenme también la franqueza, no entendemos ni aceptamos este retraso, como tampoco lo entienden desde la sociedad civil las numerosísimas organizaciones que llevan años trabajando en favor de un mayor y mejor mecanismo de control de las exportaciones de armas, tanto a escala europea como mundial, con objeto de reducir el nefasto impacto que, a menudo, tiene este tipo de comercio.

Por todo lo dicho, espero que el informe que mañana aprobará esta Cámara contribuya, por su contenido y su oportunidad política, a mejorar un poco más el control de las exportaciones de armas, tanto europeas como mundiales, en el marco de un futuro, esperamos que cercano, tratado internacional sobre transferencia de armas.

  Günter Gloser, amtierender Ratspräsident. Herr Präsident, meine Damen und Herren! Ich danke dem Europäischen Parlament und insbesondere seinem Berichterstatter Raül Romeva i Rueda für die Vorlage des Berichts. Der Rat und die Mitgliedstaaten würdigen die Arbeit von Herrn Romeva, der seit vier Jahren Berichterstatter für diesen Jahresbericht über den Verhaltenskodex der Europäischen Union ist.

Ich betone auch, dass der Rat viele Anregungen des Berichts begrüßt und sich auch um deren Umsetzung bemühen wird, und ich darf einzelne erwähnen: Weiterentwicklung der bewährten Praktiken für die Anwendung der Kriterien des Kodex, Verbesserung der nationalen und der von der Europäischen Union konsolidierten Jahresberichte, vollständige Umsetzung des Gemeinsamen Standpunkts zur Überwachung von Waffenvermittlungstätigkeiten, weiterhin Einladung von Mitgliedern des Europäischen Parlaments zu bestimmten Seminaren und Workshops, Fortsetzung der Praxis des EU-Vorsitzes, die Arbeiten der Ratsarbeitsgruppe zu Waffenausfuhren im Unterausschuss für Sicherheit und Verteidigung vorzustellen und den Berichterstatter zu Treffen mit der Arbeitsgruppe einzuladen.

Ferner werden die Europäische Union und die Mitgliedstaaten die Verhandlungen über einen internationalen Vertrag zum Waffenhandel in vollem Umfang unterstützen, wie der Rat in seinen Schlussfolgerungen vom 11. Dezember 2006 erklärt hat, in denen u. a. Folgendes zum Ausdruck gebracht wurde: Der Rat begrüßt die förmliche Aufnahme des Prozesses zur Ausarbeitung eines rechtsverbindlichen internationalen Vertrags zum Waffenhandel durch die Annahme der Resolution über einen internationalen Vertrag zum Waffenhandel, zur Festlegung gemeinsamer internationaler Standards für die Einfuhr, die Ausfuhr und den Transfer konventioneller Waffen durch die Generalversammlung der Vereinten Nationen am 6. Dezember 2006.

Insbesondere die Tatsache, dass der Generalsekretär in den operativen Abschnitten der Resolution ersucht wird, die Auffassungen der Mitgliedstaaten über die Durchführbarkeit und den möglichen Anwendungsbereich sowie die vorläufigen Kriterien für ein umfassendes bindendes Rechtsinstrument einzuholen, wurde vom Rat begrüßt. Gleiches gilt hinsichtlich der Einsetzung einer Gruppe von Regierungsexperten, die 2008 ihre Arbeit aufnehmen soll, um diese Fragen zu prüfen.

Der Rat hat in seinen Schlussfolgerungen daher erneut bekräftigt, dass die Europäische Union und ihre einzelnen Mitgliedstaaten eine aktive Rolle in diesem Prozess übernehmen werden. Die Europäische Union sowie alle anderen Mitgliedstaaten der Vereinten Nationen werden aufgerufen, den Prozess zur Ausarbeitung eines Vertrags über den Waffenhandel aktiv zu unterstützen, dem Generalsekretär ihre Auffassungen zu übermitteln sowie sich an der Arbeit der Gruppe der Regierungsexperten zu beteiligen.

  Jacques Barrot, vice-président de la Commission. Monsieur le Président, Mesdames et Messieurs les parlementaires, Monsieur le rapporteur, la responsabilité du contrôle et du suivi des ventes d'armes relève bien entendu de la responsabilité première des États membres. La Commission y est toutefois associée au travers de son rôle dans la politique extérieure et de sécurité commune.

Votre rapporteur, Raül Romeva i Rueda, a rédigé une nouvelle fois un excellent rapport, qui appelle les États membres à faire davantage et mieux en matière de rigueur, d'harmonisation, de transparence des contrôles et de suivi des exportations d'armes de l'Union européenne. Les améliorations apportées aux contrôles européens peuvent et doivent encourager d'autres régions du monde à adopter, au minimum et dans un premier temps, de bonnes pratiques ainsi qu'à les appliquer. Nous devons nous assurer que des exportations parfaitement légitimes ne se retrouvent pas entre de mauvaises mains, qui contribueront à provoquer des conflits armés ou des violations des droits de l'homme.

Le rapport que vous avez rédigé, Monsieur Romeva i Rueda, tout en étant rédigé d'abord à l'intention des États membres, inclut des éléments qui sont suivis par la Commission. Je vais donc, au nom de Mme Benita Ferrero-Waldner, vous faire part des commentaires et de nos remarques sur ces éléments.

Tout d'abord, la Commission se félicite de l'attention nouvelle que votre rapport accorde à la question des compagnies privées de sécurité et elle est favorable au développement d'un mécanisme de régulation de leurs activités. Cette question est d'une certaine façon liée à la question de la réforme du secteur de la sécurité, au sein duquel les sociétés privées, au même titre que les institutions étatiques, doivent œuvrer conformément aux principes de contrôle démocratique, de responsabilité, de respect des droits de l'homme et de respect de l'État de droit. La Communauté européenne soutient activement toutes les activités de réforme du secteur de la sécurité dans de nombreuses régions du monde. Des contrôles efficaces dans le domaine des exportations d'armes participent à cet effort.

Par ailleurs, la Commission joue un rôle actif en matière de lutte contre la dissémination illicite d'armes légères et de petit calibre. Nous partageons l'analyse selon laquelle un contrôle et un suivi améliorés des exportations d'armes et des activités associées, telles que le courtage, peuvent contribuer à réduire les trafics illicites d'armes légères et de petit calibre, car leur dissémination contribue à la violence armée et à l'insécurité humaine et entretient les conflits régionaux et internes.

Nous travaillons également avec les États membres, dans le cadre de la politique extérieure de sécurité commune, à la mise en œuvre de la stratégie européenne de lutte contre la dissémination illicite d'armes légères et de petit calibre et de leurs munitions, adoptée par le Conseil en décembre 2005. Depuis un certain temps déjà, la Commission œuvre avec des organisations internationales et régionales, avec des centres de recherche, avec des ONG et avec la société civile contre les conséquences des ventes inappropriées ou illicites d'armes. Il nous faut être conscients de ces défis et être en mesure d'y répondre. Dans un certain nombre de régions du monde, ces trafics peuvent être liés au trafic de drogue ou de matières premières telles que les essences tropicales, les minerais ou le diamant.

En 2007, la Commission mettra à profit sa présidence du Processus de Kimberley pour contribuer à l'amélioration de la mise en œuvre des contrôles. Nous devons prévenir le trafic de diamants à des fins d'achat d'armes par des groupes rebelles. Nous devons aussi surveiller de près les trafics illicites d'armes par la voie aérienne. Je suis conscient de l'usage de ce mode de transport dans de nombreux trafics, en particulier en direction du continent africain, et nous devons mettre à contribution toutes les autorités douanières afin de les prévenir.

Il est vrai que le contexte international n'est pas favorable à la négociation et à l'adoption d'instruments multilatéraux de désarmement juridiquement contraignants, mais cela ne doit pas nous empêcher de renforcer les contrôles sur les exportations d'armes. Nous soutenons les efforts des États membres en faveur d'un traité sur le commerce des armes, même si la négociation de ce traité prendra du temps. Entre-temps, il est essentiel que l'Union européenne œuvre au niveau national et au niveau régional à l'amélioration et au renforcement des mesures existantes.

Enfin, la Commission est active dans le domaine de l'assistance à la mise en œuvre des instruments internationaux et à leur respect par les divers pays. La mise en œuvre du programme d'action de la Conférence des Nations unies sur la lutte contre le commerce illicite des armes légères et de petit calibre, ou encore du traité d'Ottawa interdisant les mines anti-personnel contribue activement à la sécurité humaine.

Je résumerai, Monsieur le Président, en disant que ce rapport doit vraiment être pris au sérieux par tous les responsables européens chargés de suivre les exportations d'armes. C'est ensemble que nous devons œuvrer à l'amélioration de nos performances dans ce domaine. Une approche cohérente réclame l'emploi d'un large éventail d'outils allant de la diplomatie internationale et de l'influence politique au contrôle des exportations et à l'assistance au développement. Dans un souci d'efficacité, ces outils doivent être employés de façon complémentaire. L'enjeu que souligne très bien votre rapport, Monsieur Romeva i Rueda, c'est qu'il ne peut y avoir de véritable développement humain ou socio-économique sans cette sécurité indispensable, et votre rapport souligne, s'il en était besoin, notre responsabilité à l'égard des exportations d'armes dans le monde.

  Karl von Wogau, im Namen der PPE-DE-Fraktion. – Herr Präsident, verehrte Kolleginnen und Kollegen! Zuerst möchte ich auch von meiner Seite Herrn Romeva i Rueda sehr herzlich für die sehr wertvolle und sehr engagierte Arbeit danken, die er als unser Berichterstatter zu diesem Thema in den vergangenen Jahren geleistet hat und auch heute wieder leistet. Ich möchte Ihnen, Herr Kommissar, auch dafür danken, dass Sie auf die Aktivitäten der Kommission gegen den Waffenschmuggel und auf eine Tatsache, die wir alle kennen, hingewiesen haben, nämlich dass bei jeder wirtschaftlichen Entwicklung in den Entwicklungsländern die erste Voraussetzung ist, dass zunächst einmal die Sicherheit hergestellt wird. Ohne Sicherheit gibt es keine wirtschaftliche Entwicklung.

Im Bericht Romeva geht es um die gemeinsamen Regeln im Bereich der Waffenexporte. Hier liegt ja das Problem darin, dass wir zwar mit dem Verhaltenskodex gemeinsame Regeln haben, dass dieser Verhaltenskodex aber nicht verbindlich ist. Wie können wir die gesetzliche Verbindlichkeit erreichen? Erstens dadurch, dass einzelne Mitgliedstaaten die Verbindlichkeit erklären oder gesetzlich festlegen, wie es beispielsweise in der Bundesrepublik Deutschland der Fall ist. Wir können es aber auch durch eine gemeinsame europäische Regelung, durch einen Gemeinsamen Standpunkt erreichen. Das ist der Weg, auf dem wir uns jetzt befinden, und auf diesem Weg müssen wir weitergehen.

Das eigentliche Problem besteht aber auch darin, dass wir zwar im Prinzip gemeinsame Regeln haben, die Umsetzung dieser Regeln aber durch 27 unterschiedliche Verwaltungsstellen in 27 Mitgliedstaaten erfolgt und dass dies auch auf sehr unterschiedliche Art und Weise gehandhabt wird. Es findet hier zwar eine gegenseitige Information der Mitgliedstaaten statt, aber es gibt keine Entscheidung auf einer gemeinsamen Grundlage. Wir haben beispielsweise ein Waffenembargo gegenüber China. Aber was nach China exportiert werden kann, was unter diesen Begriff des Waffenembargos fällt, unterliegt den Regeln, die in den 27 Mitgliedstaaten jeweils anders ausgelegt werden, und in den Vereinigten Staaten ist die Auslegung noch einmal unterschiedlich. Das darf so nicht weitergehen; hier brauchen wir mehr Gemeinsamkeit.

Wir sind auf dem Weg zu einer gemeinsamen Verteidigungspolitik. Dazu gehört die Entwicklung gemeinsamer Streitkräfte. Vielen ist es entgangen, dass wir beispielsweise in Bosnien und Herzegowina schon heute Streitkräfte unter europäischem Kommando haben und dass diese Streitkräfte dort Frieden und Sicherheit herstellen. Außerdem brauchen wir einen gemeinsamen Markt im Bereich der Verteidigung. Auch hier haben wir in den vergangenen Jahren wesentliche Schritte unternommen. Aber wenn wir diese beiden Dinge tun, dann brauchen wir auch mehr Gemeinsamkeit in Bezug auf die Kontrolle der Waffenexporte. Das ist eine der wichtigen Aufgaben für die kommenden Jahre und für die deutsche Ratspräsidentschaft.

  Ana Maria Gomes, em nome do Grupo PSE. – Senhor Presidente, as minhas felicitações pela sua reeleição. Saúdo o colega Raul Romeva pelo trabalho exemplar que mais uma vez desenvolveu e que explica o voto quase unânime em comissão.

Há várias razões para este consenso no Parlamento Europeu em relação ao futuro Código de Conduta, mas a principal é a seguinte: contra a tendência de alguns dos nossos Estados-Membros em manter a opacidade e as prioridades de curto prazo como princípio condutor da sua política de exportação de armamento, nós, neste Parlamento, defendemos a necessidade de equipar a União Europeia com uma política de exportação de armamento comum, eficaz, credível e respeitadora dos valores fundamentais, designadamente dos direitos humanos, que se articule com as políticas externas e de desenvolvimento da União contribuindo para a sua coerência e reforçando-a.

A capacidade do Parlamento de influenciar o Conselho e a opinião pública neste debate tem as suas raízes nas nossas posições coerentes e de princípio nesta área, imunes a particularismos nacionais e a interesses nefastos de curto prazo. O Parlamento tem sido a voz da Europa nesta matéria. A mensagem do Parlamento neste último relatório é clara, como sempre tem sido. Primeiro, queremos elevar este Código de Conduta a posição comum. Esta é uma medida necessária e a prova disso é que o grupo de trabalho do Conselho Europeu dispõe, desde Junho de 2005, de um texto pronto a aprovar, mas que tarda em aprovar. A resolução também reitera a importância desta medida não poder depender do destino do embargo de armas à China, que continua a justificar-se. Igualmente importante é fortalecer os mecanismos que já existem. Trata-se, por exemplo, de harmonizar os relatórios nacionais de aplicação do Código de Conduta a fim de podermos usá-los para avaliar o seu cumprimento pelos Estados-Membros. O Comissário Barrot falou no tráfico de armas por via aérea, designadamente para África.

O laxismo que se verifica em geral nos aeroportos europeus, conforme o revela a nossa investigação sobre os voos da CIA, leva a pensar que poderá estar a passar-se o pior, o inimaginável nessa matéria. Mas trata-se também de, ao fim de dois anos de paralisia, aplicar finalmente um regime de medidas excepcionais a países acabados de sair de uma situação de embargo. Por exemplo, o caso da Líbia, que acabámos de discutir. A corrida imoral à venda de armas à Líbia desde 2004 demonstra claramente a importância de se encontrarem regras transitórias enquanto houver regimes violadores dos direitos humanos.

Por fim, esta resolução não é só sobre o Código de Conduta. Nela o Parlamento exige aos Estados-Membros que funcionem como vanguarda para a criação de instrumentos legais internacionais mais avançados que regulem e, se possível, reduzam o comércio global de armamento. Da mesma maneira que a Europa teve um papel decisivo na Convenção de Ottawa contra as minas anti-pessoais, cabe agora à União Europeia continuar a liderar o processo de elaboração de um tratado de comércio de armas em sede das Nações Unidas.

Os direitos humanos, o desenvolvimento sustentável, a paz e a segurança duradouras devem inspirar a acção externa da União Europeia e dos seus Estados-Membros. Sem uma política de controlo de exportação de armamento coerente e eficaz isto não é possível para atingir os objectivos mais fundamentais da União e para que a União contribua para melhorar o mundo.

  Annemie Neyts-Uyttebroeck, on behalf of the ALDE Group. – Mr President, it is a pleasure to see you in the Chair again. My congratulations to you.

Eerst en vooral wil ik vooral collega Romeva i Rueda feliciteren met zijn zeer overzichtelijk verslag dat mijn fractie eenparig in de commissie heeft goedgekeurd en dat wij ook morgen hier in plenaire zullen goedkeuren. Het verslag stipt alle vorderingen aan die de jongste tijd dankzij de niet-aflatende inzet van dit Parlement konden worden geboekt. Zo hebben de jongste drie voorzitterschappen hun werkzaamheden in verband met de gedragscode voorgelegd en besproken met onze Subcommissie veiligheid en defensie, en ik nodig het Duitse voorzitterschap graag uit om hetzelfde te komen doen.

Zo noteren wij de verfijningen en verhelderingen van de criteria in verband met de mensenrechtensituatie in het land van bestemming en in verband met de risico's van afwending of heruitvoer van geëxporteerde wapens. Ook mijn fractie is van oordeel dat verdere verfijning nodig is in verband met de interne toestand in het land van bestemming, in verband met de weerslag op de regionale toestand, en in verband met de verenigbaarheid van wapenuitvoer met de technische en economische capaciteit van het land van bestemming.

Onze grootste ontgoocheling geldt het falen van de lidstaten om de gedragscode om te vormen tot een gemeenschappelijk standpunt van de Raad, een gemeenschappelijk standpunt dat diezelfde code natuurlijk veel dwingender zou maken dan nu het geval is. Dat zou ook een veel duidelijker signaal zijn van het feit dat het de lidstaten ernst is met het bijdragen tot wereldwijde wapenbeheersing en ontwapening. Ik heb met grote aandacht kennis genomen van de verklaringen van de Commissie terzake en ik heb ook met genoegen genoteerd dat de Commissie in de nabije toekomst het voorzitterschap zal nemen van het Kimberley-proces. Dat verheugt mij bijzonder, meneer de commissaris, want ik heb zelf in een vorig leven daaraan nog helpen bijdragen.

Tot slot wens ik in alle duidelijkheid te stellen dat mijn fractie gekant is tegen het lichten van het wapenembargo jegens China en dat wij de lidstaten oproepen om met veel meer kracht te werken aan de totstandkoming van een internationaal verdrag inzake wapenhandel onder de koepel van de Verenigde Naties. Het mag dan wel zijn dat de internationale context niet erg bevorderlijk is voor multilaterale akkoorden, zoals de commissaris zeer terecht heeft aangestipt. Dat is echter geen reden voor de lidstaten en de instellingen van de Unie om hun inspanningen terzake te laten verslappen.

  Carl Schlyter, för Verts/ALE-gruppen. – Herr talman! Jag vill tacka föredraganden för ett mycket bra och heltäckande betänkande. Jag tycker särskilt om att du tar upp säkerhetsföretagen och den framväxande industrin med legoknektar. Om ni som sitter på läktaren skulle läsa EU:s vapenexportregler så skulle ni upptäcka att de är fantastiska. Enligt dessa regler skall mänskliga rättigheter och internationella avtal respekteras. Vapen får inte exporteras till länder där den sociala utvecklingen hotas. Vapenexport får endast ske till länder där stabilitet råder. Men hur ser verkligheten ut? Årsrapporten för vapenexport är hyckleri. Fjorton EU-länder exporterar vapen till Israel, tolv till Indonesien. Är det exempel på länder där fred, stabilitet och trygghet råder? Fem länder exporterar vapen till Saudiarabien. Är det ett land med mänskliga rättigheter? Saudiarabien, ett land där kvinnor inte har den minsta möjlighet till politiskt inflytande! Enligt kriterium 8 i uppförandekoden får vapenexporten inte förstöra den sociala och ekonomiska utvecklingen i mottagarlandet. Men halva Afrika finns med på denna lista över länder som vi exporterar vapen till! Det är dags att vi börjar tillämpa den här uppförandekoden för vapenexport. Jag stödjer ändringsförslag 3 och 4. Lissabon och utveckling kan inte betyda mer vapenproduktion. Vi skall inte ha någon vapenexportbyrå när det leder till dessa resultat!

  Tobias Pflüger, im Namen der GUE/NGL-Fraktion. – Herr Präsident! Generell sage ich hiermit für meine Fraktion die Unterstützung für den Bericht von Raül Romeva i Rueda zu. Wir arbeiten in diesem Punkt sehr eng zusammen.

Die EU-Staaten sind inzwischen weltweit Waffenexporteur Nummer eins vor den USA und vor Russland. Innerhalb der EU führen Frankreich, Deutschland und Großbritannien, aber auch die Niederlande, Schweden und Italien spielen eine zentrale Rolle. Waffenexporte töten, auch Waffenexporte aus der EU. Das ist eine massive Menschenrechtsverletzung, die beendet werden muss.

Welche Rolle spielt der Verhaltenskodex? Dazu will ich aus einem Papier der Gemeinsamen Konferenz Kirche und Gesellschaft in Deutschland zitieren. Dort heißt es: „Allerdings hat der Verhaltenskodex nicht dazu geführt, die europäischen Rüstungsexporte einzudämmen. Erhebungen von SIPRI zufolge haben die EU-Staaten im Jahr 2005 die klassischen Rüstungsexporteure Russland und USA überflügelt.“ Es ist ein Skandal, dass der EU-Kodex immer noch eine Selbstverpflichtung der Mitgliedstaaten ist. Notwendig ist ein Gemeinsamer Standpunkt des Rates, der rechtsverbindlich für alle ist.

Jetzt hat die Europäische Union eine Rüstungsagentur gegründet. Diese Rüstungsagentur hat die Aufgabe, die Rüstungsindustrie innerhalb der Europäischen Union zu fördern. Ich zitiere aus dem gleichen Bericht wie eben: „Mit der Europäischen Verteidigungsagentur ist zudem ein Instrument zur Förderung der europäischen Rüstungskooperation entstanden, dem keine entsprechenden Anstrengungen zur Rüstungskontrolle zur Seite stehen.“ Genau das ist das Problem. Deshalb haben wir einen Änderungsantrag eingereicht, der darauf abzielt, dass es eine Agentur für Abrüstung geben muss und nicht eine Rüstungsagentur. Statt mit der Rüstungsagentur Rüstungsexporte zu fördern, ist ein Stopp dieser Rüstungsexporte notwendig.

Ich will einige konkrete Beispiele nennen, anhand deren deutlich wird, in welche Länder exportiert wird. Es gibt von deutscher Seite Exporte in den Irak, die sich allein im Jahr 2004 auf 28,9 Millionen Euro belaufen haben und im Jahr 2005 auf 25 Millionen Euro. Es werden folgende Länder genannt, in die exportiert wird: Afghanistan, Algerien, Ägypten, Bangladesch, Indien, Indonesien, Irak, Israel, Jordanien, Kasachstan, Katar, Kolumbien, Malaysia, Nigeria, Oman, Pakistan, Russische Föderation, Saudi-Arabien, Singapur, Thailand, Tunesien und Vereinigte Arabische Emirate. Das ist eindeutig zu viel. Deshalb sagen wir: Die Rüstungsexporte müssen beendet werden, Rüstungsexporte töten, und damit muss Schluss sein!

Von der Europäischen Union und der deutschen Ratspräsidentschaft erwarte ich, dass Schritte in diese Richtung unternommen werden und dass nicht weiter die Rüstungsagentur gefördert wird. Denn inzwischen gibt es auch häufig so etwas wie eine Wechselwirkung zwischen Militäreinsätzen der Europäischen Union einerseits und Kriegswaffenexporten der Europäischen Union andererseits. Deshalb stoppt diese Rüstungsexporte der Europäischen Union!

  Γεώργιος Καρατζαφέρης, εξ ονόματος της ομάδας IND/DEM. – Κύριε Πρόεδρε, υπάρχουν τρεις κανόνες που αφορούν τα όπλα. Πρώτος κανόνας: το όπλο κατασκευάζεται για να σκοτώσει ανθρώπους· δεν κατασκευάζονται όπλα για να σκοτώσουν κοτόπουλα.

Δεύτερος κανόνας: όποιος έχει λεφτά αγοράζει το οποιοδήποτε όπλο.

Τρίτος κανόνας: δεν υπάρχουν κανόνες στο εμπόριο των όπλων.

Αλήθεια, ποιος πούλησε όπλα στο Ισραήλ για να εισβάλει το καλοκαίρι στο Λίβανο; Ποιος πούλησε όπλα στην Τουρκία για να εισβάλει και να έχει υπό την κατοχή της την Κύπρο εδώ και 40 χρόνια; Αυτή είναι η πραγματικότητα. Ποιος όπλισε τον Σαντάμ Χουσεΐν; Οι Αμερικανοί για να τον έχουν όργανό τους εναντίον του Ιράν. Ποιος όπλισε τον μεγάλο τρομοκράτη που καταζητεί σήμερα όλη η ανθρωπότητα, τον Μπιν Λάντεν; Τον όπλισε και τον χρηματοδότησε η Αμερική τότε που έπαιζε το παιχνίδι με το Αφγανιστάν και τη Ρωσία. Άρα δεν υπάρχουν κανόνες. Μην προσπαθούμε να θεσπίσουμε κανόνες οι οποίοι δεν θα εφαρμοστούν.

Την Παρασκευή έσκασε μια ρουκέτα στην αμερικανική πρεσβεία στην Αθήνα. Αυτό το όπλο δεν το έχει αγοράσει ποτέ ο ελληνικός στρατός· κι όμως, η ρουκέτα μας έκανε μεγάλη ζημιά και δεν ξέρουμε από πού μας ήρθε. Μας ήρθε από την Αλβανία, μας ήρθε από το Λίβανο; Γιατί είναι αυτή η ίδια ρουκέτα που χρησιμοποιείται από το στρατό της Αλβανίας και από τη Χεζμπολάχ. Ήρθε όμως. Στη χώρα μου υπάρχουν 150.000 καλάσνικοφ. Ωστόσο, ουδέποτε έχουμε αγοράσει έστω ένα από εκείνα τα όπλα. Μπαίνουν όμως στη χώρα. Ξέρετε ποιο είναι το κακό με τη Σύμβαση του Σένγκεν; Το κακό είναι ότι μεταφέρονται όπλα από τη μια άκρη της Ευρώπης στην άλλη και δεν τα ελέγχει κανένας τελωνειακός.

Να σας θυμίσω, κύριε Επίτροπε, ότι πριν από 7 χρόνια πέρασε μέσα από όλη την Ευρώπη το μεγαλύτερο κανόνι που έχει κατασκευαστεί ποτέ. Κανόνι 50 μέτρων για τον Σαντάμ Χουσεΐν και το έπιασε ένας τελωνειακός στην Πάτρα. Επομένως, ματαιοπονούμε. Ας σταματήσουν οι κατασκευές, ας περάσουμε σε αφοπλισμό αν θέλουμε πράγματι να σώσουμε ανθρώπινες ζωές. Με αυτό που κάνουμε, απλώς παριστάνουμε τους τροχονόμους στο ποιος θα σκοτωθεί και σε ποια χώρα.

  Günter Gloser, amtierender Ratspräsident. Herr Präsident, liebe Kolleginnen und Kollegen! Herzlichen Dank für Ihr Verständnis, dass ich Ihre Sitzung jetzt wegen eines anderen Termins in Stuttgart verlassen muss. Ich möchte mich aber ausdrücklich bei Ihnen allen bedanken. Den Dank an den Berichterstatter habe ich bereits zum Ausdruck gebracht, aber ich danke auch Ihnen als Mitglieder des Europäischen Parlaments für Ihr Engagement und ihr anhaltendes Interesse, weil ich glaube, dass es ein wichtiger Punkt ist, dieses Thema weiterhin sensibel zu behandeln. Ich kann Ihnen versichern, dass die Präsidentschaft natürlich auch weiterhin den Dialog mit den Kolleginnen und Kollegen des Europäischen Parlaments suchen wird.

Verschiedene Beiträge haben natürlich den Gemeinsamen Standpunkt angemahnt, und Sie wissen auch, dass es dazu der Einstimmigkeit der Mitgliedstaaten bedarf. Diese ist nicht erreicht worden. Aber vielleicht gelingt es uns, einen neuen Impuls zu setzen. Die Präsidentschaft wird jedenfalls versuchen, zu eruieren, ob sich an bestimmten Positionen etwas verändert hat. Ich kann Ihnen natürlich an heutiger Stelle kein Ergebnis sagen, aber das Bemühen ist vorhanden. Ich bedanke mich noch einmal für Ihr Interesse und auch Ihr Verständnis, dass ich Ihre Sitzung jetzt verlassen muss.

  Geoffrey Van Orden (PPE-DE). – Mr President, most of the content of the report by Mr Romeva i Rueda, perhaps surprisingly, is uncontroversial. It is clear, however, that Western democracies are very good at self-flagellation. We have heard much of this in some of the speeches this afternoon and in some of the rather selective examples given. So often we erect legal and other structures to extend the regulatory powers of the EU and to constrain ourselves, when if we look at terrorist and insurgent movements around the world, at the people who are really causing misery and suffering, we find that their arms and equipment do not come from the democracies but from other countries. It is those countries that should be the centre of our attentions. We therefore need international action and a treaty applicable to the real culprits. Otherwise we are in danger of sending the wrong message both to our own people and to those who supply the arms that fuel conflicts.

Faced with these circumstances, our efforts should be concentrated on a well-targeted United Nations international arms trade treaty. Indeed, substantial work at the UN has already begun. On 6 December 2006, the UN General Assembly adopted a resolution charging the Secretary-General to take this initiative forward. Ban Ki-moon will canvass the views of member states in 2007 and a group of governmental experts will meet in 2008, after which the Secretary-General will present a report to the 63rd session of the UN.

The European Union should focus on promoting this course of action within the United Nations. Little good will come of an EU arms export regime that constrains European nations while leaving countries such as China free to sell weapons to whomever they deem fit. China is the most profligate supplier of weapons to odious regimes and other groups throughout Asia and Africa, including Sudan, Burma, Zimbabwe and other countries, and would certainly welcome tougher restrictions on arms exports that affect only EU Member States.

While a code of conduct is valuable, let us not misunderstand or diminish the importance of defence industries for national security and our economies, particularly in countries such as the UK, France, Germany, Sweden and some others. The UK’s defence industries play a vital economic and strategic role and should not be subject to inappropriate legal restrictions that will not apply in many other countries. The problem is not with our defence industries but with less scrupulous foreign governments and companies. The UK, with one of the world’s largest defence industries, has a duty to support the UN in this endeavour and has met this obligation. The British Defence Manufacturers’ Association has stated that it welcomes the principle behind the International Arms Trade Treaty. The UK was one of the co-authors of the UN General Assembly resolution of 6 December 2006.

If we are to achieve an international treaty that genuinely addresses the grave problems presented by certain arms exporters, then a UN treaty, encompassing China amongst others, is indispensable.

  Παναγιώτης Μπεγλίτης (PSE). – Κύριε Πρόεδρε, κατ’ αρχήν θα ήθελα να πω ότι η έκθεση του κ. Raül Romeva i Rueda πραγματικά αποτυπώνει το πρόβλημα· έχει κάνει μια πολύ σημαντική δουλειά και, ως σοσιαλιστική ομάδα, θα την υποστηρίξουμε όπως και στην Επιτροπή Εξωτερικών Υποθέσεων.

Δυστυχώς, κύριε Πρόεδρε, ο Προεδρεύων του Συμβουλίου Υπουργών, ο κ. Gloser, έφυγε από την αίθουσα· δυστυχώς, διότι έπρεπε σήμερα, αγαπητοί συνάδελφοι, να συζητήσουμε το βασικό πολιτικό πρόβλημα που έχουμε μπροστά μας: γιατί το Συμβούλιο Υπουργών συνεχίζει να αρνείται το μετασχηματισμό του κώδικα συμπεριφοράς σε ένα νομικά δεσμευτικό κείμενο για όλους, σε μια αποτελεσματική κοινή θέση; Εδώ βρίσκεται το σημαντικό ζήτημα για όλους και εδώ θα κριθούμε όλοι, θα κριθεί η πολιτική μας ευθύνη.

Οι Ευρωπαίοι πολίτες, κύριε Πρόεδρε, θέλουν να γνωρίζουν ποια είναι εκείνα τα εθνικά, οικονομικά ή στρατηγικά συμφέροντα ορισμένων κυβερνήσεων και ορισμένων κρατών μελών που συνεχίζουν να βάζουν εμπόδια στη θέλησή μας για μετασχηματισμό του κώδικα συμπεριφοράς σε ένα κείμενο, σε μια πολιτική θέση πολύ πιο δεσμευτική. Το ζήτημα αυτό, κύριε Πρόεδρε, δεν είναι δευτερεύουσας σημασίας. Συνδέεται με την ίδια την αξιοπιστία της Ευρωπαϊκής Ένωσης. Συνδέεται με τις αρχές και τις αξίες πάνω στις οποίες θέλουμε να οικοδομήσουμε ένα κοινό όραμα για μια Ευρωπαϊκή Ένωση της ειρήνης, της ασφάλειας, της σταθερότητας, της ανάπτυξης για τους αναπτυσσόμενους λαούς του τρίτου κόσμου.

Έχουμε υποστηρίξει, ως Ευρωπαϊκό Κοινοβούλιο και ως Σοσιαλιστική Ομάδα, την επιβολή του εμπάργκο όπλων κατά της Κίνας λόγω της συνεχιζόμενης παραβίασης των ανθρωπίνων δικαιωμάτων. Σε αυτό πρέπει να παραμείνουμε σταθεροί. Αλλά, κύριε Πρόεδρε και κύριοι συνάδελφοι, πρέπει κάποια στιγμή να είμαστε ειλικρινείς και να πούμε ότι το εμπάργκο και οι κυρώσεις κατά της Κίνας δεν έχουν συμβάλει στο ελάχιστο στη βελτίωση της κατάστασης των ανθρωπίνων δικαιωμάτων στην Κίνα και αυτό ιδιαίτερα πρέπει να σκεφτούμε.

Η ευθύνη των κρατών μελών που εξάγουν όπλα, ιδιαίτερα σε ασταθείς περιοχές του κόσμου, αλλά και προς τρίτες χώρες που παραβιάζουν τις θεμελιώδεις αρχές του ΟΗΕ διατηρώντας κατοχικές δυνάμεις σε κράτη μέλη της Ευρωπαϊκής Ένωσης, όπως είναι η περίπτωση της Τουρκίας στην Κύπρο, είναι τεράστια. Σήμερα, μια απόφαση του Συμβουλίου για μετατροπή του κώδικα σε νομικά δεσμευτικό κείμενο, θα αποτελέσει όχι μόνο συμβολική, αλλά και ουσιαστική συμβολή της Ευρωπαϊκής Ένωσης στην εδραίωση της παγκόσμιας σταθερότητας.

  Marios Matsakis (ALDE). – Mr President, I congratulate the rapporteur on his excellent report. I must register my fear that our efforts towards an EU code of conduct on arms exports will, to a large extent, be made in vain.

We should have no illusions. The giant arms producers and dealers of our world, niched mainly in the USA, Russia and China, are not just outside our jurisdiction but are a law unto themselves anyway. Paranoid national security phobias, widespread corruption and utter madness are fully exploited and manipulated by those whose business is selling the methodology of causing death and destruction. Exporting means of killing is, for them, a global business worth more than USD 1 trillion per annum, and they are not going to be curtailed by the dreamland romanticism of EU parliamentarians.

So let us stop wasting our time in dealing with non-effective legislative utopias, and let us start thinking about how best to tackle the problem effectively at its root cause, which is the uncontrollable research, production and trade of weapons by the continuously expanding evil arms industry of death.

  Bart Staes (Verts/ALE). – Voorzitter, collega's, een goed debat wordt niet in het luchtledige gevoerd en, aanvullend op de voorbeelden die Carl Schlyter en ook Tobias Pflüger ons gaven, drie punten om ons de realiteit in te trekken. Een: jaarlijks sterven meer dan 500.000 mensen door conventionele wapens. Dat is één mensenleven per minuut, 90 mensenlevens gedurende dit debat. Twee: een op de drie landen geeft meer uit aan defensie dan aan gezondheidszorg. Drie: landen in Azië, Afrika, het Midden-Oosten en Latijns-Amerika besteden gemiddeld 22 miljard dollar aan wapens. Met dit geld kunnen de millenniumdoelstellingen, zoals basisonderwijs voor alle kinderen en het uitbannen van kindersterfte, gerealiseerd worden.

Raul Romeva i Rueda slaat met zijn verslag spijkers met koppen en stelt terecht dat de EU-gedragscode juridisch bindend gemaakt moet worden en verankerd moet worden in een gemeenschappelijk standpunt. Dit streven koppelen aan de opheffing van het wapenembargo tegen China is, denk ik, een immoreel standpunt.

Om te eindigen Voorzitter, het verslag stelt ook terecht de noodzaak om binnen de VN te komen tot een internationaal wapenhandelsverdrag. Ik hoop dat mijn land, Voorzitter, nu het lid is van de Veiligheidsraad, ook hieraan speciale aandacht zal besteden.

  Jaromír Kohlíček (GUE/NGL). – Vážení kolegové a milé kolegyně, já se domnívám, že Evropská komise velmi pečlivě volila, kdo nám zde přednese úvod k této zprávě. Ona totiž ví, že v rámci Evropské unie je nejčastější zbraní automobil.

Proto nám také přednesl úvodní slovo komisař pro dopravu.

A teď naprosto vážně: Kodex chování Evropské unie pro vývoz zbraní je opravdu málo na to, aby se v tomto oboru něco nového událo. Já myslím, že ta zpráva to velmi dobře zdůrazňuje a chtěl bych poblahopřát zpravodajovi.

Jak krásně zní ten název zprávy „Kodex chování Evropské unie pro vývoz zbraní“. Co se ale za ním skrývá? Velké země Evropské unie patří mezi velké vývozce zbraní, po rozšíření Společenství je tedy třeba se tiše vypořádat s konkurencí. Dnes již i vnitřní. To, že na hraní si na regulaci nepřistoupily Spojené státy, tj. jeden z největších vývozců zbraní na světě, a že velké státy Evropské unie stále obcházejí všechna omezení vývozu se v návrhu zprávy bohužel moc neobjevilo.

Zkoušky zbraní raketové techniky v minulém roce provedly minimálně čtyři státy, ale podle autora je nebezpečná Severní Korea a Írán. Ostatní státy jsou z obliga. Trvá embargo vůči Číně, pod záminkou, že nedošlo k jasnému a trvalému zlepšení situace v oblasti lidských práv a sociálních a politických svobod. Promiňte mi tu smělost, ale takto lze zakázat vývoz zbraní do většiny států světa. A začít můžeme u velkých států Evropské unie a Spojených států. Na konci bude ještě Somálsko, Saudská Arábie a pokud se mýlím, oponujte prosím.

A ještě jednu poznámku před závěrem: licence na vývoz zbraní v Evropské unii požadují pouze Belgie a Finsko ze starých zemí a mezi novými státy Česká republika, Polsko, Maďarsko, Slovensko a Estonsko. Největší vývozci zbraní ve výčtu chybí. Zde je největší problém dosavadních dohod. Racionální kontrolu vývozu zbraní jistě podporuje nejen skupina GUE/NGL, ale i řada dalších kolegů. Ale jde o reálný dosah všech v návrhu uvedených opatření. Zatím je výsledek žalostný.

  Gerard Batten (IND/DEM). – Mr President, the Committee on Foreign Affairs states that it ‘finds it unacceptable that no steps have been taken to adopt the Code as a common position’. A common position would not be binding as such, but would define the general guidelines that Member States must conform to. The rapporteur describes the common position as ‘legally more binding on EU Member States than a code of conduct’.

The report calls on the Presidency and Member State governments to explain why the Code has not been adopted as a common position. Regret is expressed at the absence of a common position, with the justification that this has weakened both the further development of EU export controls and prevented moves towards further general harmonisation of EU export controls.

The report states that it is ‘convinced that the development and implementation of a harmonised European arms export control policy would contribute decisively to a deepening of the Union’s Common Foreign and Security Policy’. There we have it put plainly enough. The arguments contained in the report are devices to further the Common Foreign and Security Policy and the ubiquitous and relentless need for all things to be harmonised.

The United Kingdom has a different story and background to the other countries of Europe. We have long and historic ties with our allies in the Commonwealth and throughout the world. Britain has a so far unbroken record, and a far more successful record, of defending her vital national interests than any other country represented here. Therefore, the UK Independence Party rejects this report because it must be up to Britain to decide its own arms export policy in the light of her own national and international and foreign policy and defence interests and in accordance with any legitimate international agreements she has entered into.

  Luis Yañez-Barnuevo García (PSE). – Señor Presidente, mi intervención va en una dirección absolutamente opuesta o contraria a la de mi predecesor, y empiezo por decir que ni el Reino Unido ni ningún país aislado, por grande y potente que sea, es capaz de enfrentarse a ninguno de los problemas globales del mundo de hoy -y éste es uno de ellos- en solitario, por mucho que mi colega diga que el Reino Unido se basta y se sobra por sí mismo.

Ni siquiera la Unión Europea se basta y se sobra por sí misma, pero algo podemos hacer, y en el informe, el Sr. Romeva avanza mucho, como lo ha hecho en las dos ocasiones anteriores -ésta es la tercera- en la que él es y ha sido ponente en esta ocasión de los informes Séptimo y Octavo del Consejo sobre el control de exportación de armas.

Otra reflexión también sobre algo que he oído en varias intervenciones: éste no es un informe, ni es intención del ponente, ni tampoco de los que lo votamos en la Comisión de Asuntos Exteriores, ir en contra de la industria armamentística per se o de la exportación de armas, sino del mal uso -el abuso- de la exportación de armas y, por tanto, en favor de un control que hoy es el Código de Conducta no vinculante, por lo que él adelanta el apoyo -y muchos con él, estoy seguro de que mañana también- de una Posición Común de la Unión en el control de armas.

Es algo absolutamente necesario, que va hacia el fortalecimiento de la política exterior y de seguridad común, desde luego, y que nos permitirá hacer más efectiva la denuncia, el control y la capacidad de poner coto a los abusos, los excesos y el incumplimiento de las normas de exportación de armas a países, no sólo que estén en conflicto, sino a países fallidos, o países que tengan unas relaciones con el mundo que no son adecuadas.

No tengo más tiempo para extenderme. Solamente quiero sumar mi felicitación al Sr. Romeva por su informe.

  Sarah Ludford (ALDE). – Mr President, I wish to support the warning in this report that irresponsible arms sales can lead to corruption. According to the OECD Anti-Bribery Convention, to which the UK is a party, inquiries into suspicions should not be influenced by considerations of national economic interest, the potential effect upon relations with another state or the identity of the persons involved. Criterion 1 of the EU Arms Code obliges Member States to respect their international obligations and criterion 2 to respect human rights.

I would therefore love to have been a fly on the wall when British officials yesterday attempted to explain to the OECD’s Working Party on Bribery why the Government instructed the dropping of an investigation by our Serious Fraud Office into alleged corrupt payments to secure arms sales by British Aerospace to Saudi Arabia. Were they able to dispel the widespread assumption that this was because the Saudis threatened to cancel the contract and give future contracts to France, in other words, to protect jobs? The Government’s line was that it was necessary in the interests of national security, for fear that Saudi Arabia would break intelligence links. Unfortunately for the Government’s alibi, the head of MI6 has refused to sign up to that thesis.

The Blair Government promised to be whiter than white. Instead it has set a shameful example for new and aspiring Member States on how corruption and arms sales are inseparable twins. The sooner the UK switches some of its manufacturing capacity out of arms, the better.

  Richard Howitt (PSE). – Mr President, I would like to begin by welcoming the fact that work has started this year on the International Arms Trade Treaty, with the approval by 153 Member States of the United Nations. I would like to acknowledge the leading work undertaken by the British Labour Government in getting that agreed within the United Nations and, indeed, today’s late conversion by the British Conservative spokesperson in favour.

The European Union and the Member States need to maintain a strong and proactive approach in our support for the proposed Treaty, particularly during the upcoming bilateral consultations with the new UN Secretary-General, and we need to maintain pressure on the United States Government to review its obligations to the Treaty. We need a strong, effective and legally binding Treaty covering the trade in all conventional arms and setting clear standards for when an arms transfer should not take place, including respect for human rights, and we should have an effective monitoring and enforcement mechanism.

On other matters in this report, once again I want to pay tribute to my good friend and colleague, Mr Romeva i Rueda, for his excellent work, which has my strong support. Since we had this annual debate last year, 45 million more people in our world have been affected by the devastating consequences of war and, as we are only too well aware, it is not just a matter of the horrific death toll. According to the UN Food and Agricultural Organisation, violent conflict is the single greatest cause of hunger in the world today.

This year, Mr President, you and I have been in the Democratic Republic of the Congo on behalf of this Parliament, where research this year has shown, despite the UN arms embargo, ammunition and weapons in rebel hands in eastern DRC from Greece, a Member State of the European Union, and from Serbia, a state with which we are negotiating an association agreement. I say to the British Conservative spokesperson who has said in this debate that this is self-flagellation against European nations, that, when someone is killed by an illegally exported arm, quite simply I call it murder. There is no excusing them saying that because China does it too, that is acceptable. Europe has a duty to take a moral lead. We should get this common position agreed and, by next year, name and shame those states that have refused to agree to it in the Council. I thank the Germans for what they have said.

  Marianne Mikko (PSE). – Kallid kolleegid! Relvatööstus on autotööstuse kõrval kõige edasijõudnum majandusharu. Lääneriikide ettevõtted on maailma relvaturu valitsejad tänu oma tehnilisele edumaale. Seeläbi lasub meil tohutu vastutus, millega me silmnähtavalt hakkama ei saa. Relvastatud konfliktid ei ole vähenenud, vaid ainult kallimaks muutunud.

Rahakulu relvaostuks teeb võimatuks investeeringud haridusse ja tervisesse. See nõiaring toidab aastakümneid konflikti koldeid. Surmale kulunud raha eest võiks elu lõpuni harida ja toita neid, kes on tapetud.

Juba toodetud relvad jõuavad lõpuks ikkagi oma loogilisse sihtpunkti – konfliktikolletesse – ka siis, kui nad on vahepeal kokku kogutud ESDP missiooni poolt, nagu juhtus Bosnias. Teel toodavad relvad kasumit kurjategijatele ja ebaseaduslikele režiimidele.

Moldova delegatsiooni juhina tean ma, et Transnistria separatistid rahastavad end ebaseaduslike relvatehingutega. Sealse KGB taustaga ladviku valduses oleval territooriumil Cobasnas asuvad Euroopa suurimad laskemoonalaod.

Ohvrite arvult on väikerelvad täna tõelised massihävitusrelvad. Näiteks Kalašnikovi automaat on äärmuslaste seas ikooni staatuses. Kuid äärmuslastel on juba korduvalt õnnestunud hankida ka arenenumaid relvasüsteeme. Meie vastutustundetus pöördub varem või hiljem meie eneste vastu.

Seega pooldan Euroopa Liidu relvaekspordi toimimisjuhendi muutmist õiguslikult siduvaks dokumendiks. Tean, et nõukogu suudab muuta juhendi ühiseks seisukohaks. On kahju, et härra Gloser neid sõnu ei kuule.

Soovin ka, et Ühendkuningriik ja Prantsusmaa loobuksid ekspordikrediidi kasutamisest relvaekspordi toetamiseks. Ning et selle äriga kaasas käiv pistise andmine saaks karistuse mitte ainult paberil.

Maailm vajab rahvusvahelist relvakaubanduslepingut ning Euroopa vajab relvakaubanduses suuremat läbipaistvust, millele viitas ka raportöör, keda ma ühtlasi õnnitlen ja tänan tehtud töö eest.

  Józef Pinior (PSE). – Panie Przewodniczący! Jednym z fundamentów pamięci europejskiej jest wrogi udział przemysłów zbrojeniowych w przyczynieniu się do wywołania dwudziestowiecznych wojen totalnych - niechlubne głosowanie w parlamentach europejskich za udzieleniem kredytów zbrojeniowych w przededniu pierwszej wojny światowej.

Tworzenie zharmonizowanej polityki europejskiej dotyczącej kontroli wywozu broni jest potrzebą chwili we współczesnym świecie. Taka polityka będzie prowadziła do pogłębiania wspólnej polityki zagranicznej i bezpieczeństwa Unii Europejskiej. Unia Europejska nie może tolerować sytuacji, w której eksport broni produkowanej w Europie może przyczyniać się w różnych regionach świata do łamania praw człowieka, nasilania konfliktów lub sprzeniewierzenia środków przeznaczonych na trwały rozwój.

Chciałbym także podkreślić konieczność rozszerzenia zakresu ustawodawstwa dotyczącego kontroli wywozu uzbrojenia w Unii Europejskiej na prywatne firmy ochroniarskie. Takie ustawodawstwo zostało już wprowadzone w Stanach Zjednoczonych.

  Joel Hasse Ferreira (PSE). – Senhor Presidente, caros Colegas, a exportação de armas levada a cabo pelos Estados da União Europeia não pode estar em contradição com o combate dos direitos humanos nem encorajar ditaduras ou regimes belicistas. A questão da segurança europeia e mundial, bem como da prevenção do terrorismo obriga a enorme esforço no sentido de garantir o controlo das exportações europeias seja de armas convencionais, seja de produtos, equipamentos e tecnologias com uma clara aplicação no domínio militar.

Gostaria de sublinhar a importância que deve ser dada às práticas e aos antecedentes dos Estados e governos compradores de armas e equipamentos militares, assim como é necessário extrair as necessárias consequências no que se refere aos mecanismos de crédito à exportação. Necessitamos efectivamente de uma política europeia clara, eficaz e harmonizada neste domínio e é também imperioso apoiar o reforço das normas internacionais aplicáveis ao fornecimento de armamentos. Termino com a frase que proferi neste hemiciclo em 16 de Novembro de 2006: "Ninguém entenderá que as indústrias de defesa dos Estados da União alguma vez apoiem, na prática, a eclosão e a manutenção de guerras ilegítimas ou de regimes ditatoriais. Não é essa a vocação da Europa. Não pode ser essa a prática da União Europeia".

  Jacques Barrot, vice-président de la Commission. Monsieur le Président, au cours de ce débat, le Parlement a une fois de plus fait la démonstration de son expertise considérable dans le domaine de la gestion du commerce des armes. Je voudrais à nouveau remercier M. Romeva i Rueda qui a personnellement acquis une très bonne connaissance de ce dossier certes difficile, mais très important. Nous mesurons en effet combien la dissémination des armes à travers le monde nourrit, ici et là, des violences de tous ordres.

J'ai bien noté par ailleurs le souci exprimé par nombre d'entre vous de voir l'Union européenne jouer un rôle moteur au sein des Nations unies dans la perspective d'une règlementation internationale du commerce des armes.

Je crois que le Parlement contribue de cette façon au processus de renforcement du contrôle européen de ce commerce dont les implications sont si nombreuses: il y a là une dimension éthique tout à fait essentielle.

Je remercie donc tous les parlementaires qui sont intervenus dans cet excellent débat.
