  President. The next item is the joint debate on

– the report by Zsolt László Becsey, on behalf of the Committee on Economic and Monetary Affairs, on the proposal for a decision of the European Parliament and of the Council on the Community Statistical Programme 2008 to 2012 (COM(2006)0687 - C6-0427/2006 - 2006/0229(COD)) (A6-0240/2007), and

– the oral question to the Commission on the timely transmission and verification of statistical data provided by Member States by Zsolt László Becsey and Alexander Radwan, on behalf of the Group of the European People’s Party (Christian Democrats) and European Democrats (O-0024/2007 - B6-0123/2007).

  Zsolt László Becsey (PPE-DE), előadó és szerző. – Nagy örömömre szolgál, hogy úgy tűnik az első olvasatban, még a nyári szünet előtt megszülethet az egyezség, ami a közös döntéshez szükséges. Mind e mögött a három intézménynek nagyon nagy munkája rejlik.

Először is elismerésemet fejezem ki a Bizottságnak a nagyszerű munkájáért, a javaslatuk kitűnően tükrözte a jelenlegi közösségi prioritásokat és a jelenlegi nizzai szerződési szerkezetet. Külön elismerésemet szeretném kifejezni azért, hogy a német elnökség, személy szerint Rademacher úr, statisztikai hivatalvezető hihetetlen nagy tempót diktálva lehetővé tette a Tanács álláspontjának kidolgozását és a megismerését. Így már munka közben is figyelembe vették az Európai Parlament prioritásait.

De ugyancsak külön elismerésemet kell kifejeznem a másik két nagy csoport, a szocialisták és a liberálisok árnyék-jelentéstevőinek az elvégzett munkáért. Ennek köszönhető az, hogy a Gazdasági Bizottságban szinte elsöprő egyhangú többség sorakozott fel a közös kompromisszumok mögé.

De mit is ért el a Parlament ebben a közös szövegben? Az egyik nagy eredmény, hogy a fő részben bővült a Bizottság által prioritásként javasolt, egyébként helyes témák köre. Ide belépett az innováció, az emberi erőforrás fejlesztése, a regionális kohézió és a demográfiai kihívások szempontja is. Ez így egy kiegyensúlyozott, nem túlburjánzó prioritáslista lett.

Fontos közös eredménynek tartom azt is, hogy megfelelő kompromisszum született a nemzeti és közösségi szintű rendszerek együttműködése és a statisztikai kormányzás területén. Remélem, ez meghozza a gyümölcsét a minőség terén is, amelyről majd a későbbiekben a szóbeli kérdés kapcsán különösen fontos, hogy szót emeljünk a makrogazdasági becslések és a rövid távú statisztikai adatok megbízhatósága miatt.

De mi volt a jelentéstevő prioritása? A statisztikai szolgáltatás minőségének javítása és gyorsítása mellett elsősorban a versenyszféra, főleg a kis- és középvállalkozók anyagi és adminisztratív terheinek könnyítését tekintettem feladatomnak. Fontos volt az is, hogy a szabályozás igényei miatt ne keveredhessen össze az egyedi üzleti adatszolgáltatás védelme és az általános statisztikai adatszolgáltatás kötelezettsége.

Sikerült továbbá a nemzetközi, elsősorban az ENSZ-kötelezettségből eredő adatszolgáltatási terheket is minimalizálni, elsősorban az árnyék-jelentéstevők rugalmassága révén. A saját és a nemzetközi kötelezettségek is nagy kihívást jelentenek, én itt azonban óvatosabb megközelítést várok, ezt is fogadtuk el. A statisztikai képességek, a know-how exportja területén nem szabad túlterhelni magunkat.

Eredménynek érzem azt is, hogy meg tudtunk egyezni a 2010-ben esedékes félidős felülvizsgálati jelentés főbb vonalaiban. Ennek alapján egy olyan rendeletre vonatkozó bizottsági javaslatot szeretnék majd látni, ami segít annak a politikai problémának az áthidalásában, hogy a statisztikai koncepció ne egy másik, új Parlament és Bizottság munkaprogramját determinálja, hanem már új kollégáink is beépíthessék munkaprogramjukat a statisztikai munka világos kereteibe.

Emellett utaltunk az előttünk álló nagy kihívásokra, amit majd 2010-ben is várunk, így a KAP és a pénzügyi irányelv reformjára, a szolgáltatási direktíva életbelépésére vagy új közösségi politikák megjelenésére, a bevándorlás, a bűnözés, a klímaváltozás nyomon követésére statisztikai területen is.

A Parlament legnagyobb sikere, hogy a félidős szakmai jelentések 2010 januárjától már nemcsak az európai statisztikai hálózat tagjaihoz és a szakértői bizottságokhoz jutnak el, hanem formálisan a Tanácshoz és az Európai Parlamenthez is a javaslat alapján. Így ezek a társalapintézmények a következő parlamenti ciklustól már véleményt nyilváníthatnak az akkor aktuális stratégiai és taktikai kérdésekről.

Az ágazati prioritások terén a parlamenti kérdéseket is sikerült beépíteni a jelentésbe, elég, ha csak az emberi erőforrások fejlettségi indexére, az urbanizációra, a női esélyegyenlőségre vagy az agglomerációs folyamatok mérésére vonatkozó kihívásokra utalok.

Köszönöm elnök asszony, és akkor folytatnám a másik kérdéskörrel. A belépéskor nagy a remény, hogy a makrogazdasági felügyeleti rendszer és az, hogy közös gond a tagállami gazdaságpolitika, valamint létezik egy stabilitási és növekedési paktum, segít bennünket abban, hogy nagyobb biztonságban legyen az ország az euróövezet tagjaként, mint azon kívül. Közös politikai felelősséget deklarál az Alapszerződés a tagállamok gazdasági politikájáért, így gondolom, hogy azok csődjéért is. Az Európai Parlament pedig megválasztja és felügyeli a Bizottságot, amely többek között az Eurostatot is felügyeli.

2004 óta a görög és a magyar probléma súlyos hiányosságot mutatott ezen a rendszeren. Mindkét helyen a választásokat is befolyásoló gazdaságpolitikai és adatmágia történt, mely később nemcsak súlyos korrekciókat kért, de a közös intézmények hitelét is aláásta. Az Eurobarometer Magyarországon is nagyon súlyos zuhanást mutatott.

Magyarországon 2004 óta folyamatosan több százalékpontos eltérés volt az ígért eredmények és a később bevallott valóság között. Nagy az eltérés például 2005 és 2006 vége között, az adósság több mint 10 százalékpontos különbséget mutatott a GDP-hez képest, tehát az ígért és a későbbi létező valóság között.

Sajnos Almunia úr nincs itt, de ha hallaná, akkor azt hallaná, hogy nem a piaci előrejelzéseket vették 2005-ben és 2006-ban figyelembe, mint a Goldman Sachs vagy a Standard & Poor’s, hanem a kormány megtévesztő megjegyzéseit figyelték Magyarországon. A piac látta a katasztrófát, észlelte a Statisztikai Hivatal egyébként jogellenes leváltását is. Mégis az előrejelzési rendszer csődöt mutatott.

A legszégyenteljesebb a 2006. májusi helyzet volt. Ekkor Almunia úr azt jelezte előre, hogy Magyarországon minden mutató javulni fog, alacsony lesz az infláció, magas lesz a növekedés, miközben a miniszterelnök már egy rendkívül súlyos megszorítási problémát és programot jelzett előre. Bevallotta, hogy Almunia úrnak telefonokat küldtek, trükkök százait alkalmazták. Ezután Almunia úr – ha itt lenne, hallaná – feltette a kezét: nem számoltuk bele a hiányba a nyugdíjat, nem számoltuk bele az állami vállalatok rejtett hiányát, nem tudtuk, hogyan számoljuk el az autópályát. Mindezek, azt hiszem, mellébeszélések.

A konklúzió, hogy súlyos politikai összejátszást vallott be a magyar miniszterelnök, sajnos a Bizottság egyik tagjával is, és ez látszik is. Soha többet ez a „mágia” nem fordulhat elő, hiszen választások közelegnek, választások máskor is lesznek, és csak a valóság bevallása segíthet. Ezért én azt gondolom, hogy a Bizottságnak is politikai konklúziókat kell bevallania, hiszen ezekért a hiteltelenségekért az árat nem mi, hanem Magyarország lakossága fogja megfizetni.

  Benita Ferrero-Waldner, Member of the Commission. Madam President, Members of Parliament. I would first of all like to thank Mr Becsey and Parliament’s Committee on Economic and Monetary Affairs for the excellent report on the Community Statistical Programme for 2008-2012.

This will indeed allow a timely adoption of the legal basis and a smooth start to the programme in 2008. The Community Statistical Programme constitutes the framework for the production of all statistics as well as the financial framework for the production of Community statistics during the programme period. Statistics are a key element for policy-making and, as such, the new programme has indeed focused on the current priorities of the Union, from growth and competitiveness to sustainable development and security. Parliament’s amendments, aimed at strengthening the gender and regional dimensions in statistics and substantiating the reporting obligations, are particularly welcomed by the Commission.

I would therefore like to thank the rapporteur, Mr Becsey, once again, as well as the Committee on Regional Development for their valuable efforts to provide the Community with a solid basis for the production of statistics over the next five years. Regarding fiscal statistics and the oral question by Mr Becsey and Mr Radwan, the Commission certainly agrees that the quality of fiscal data is vital for the correct functioning of Economic and Monetary Union and its budgetary surveillance system as well as for the assessment of the convergence criteria when evaluating the application of a Member State for entry into the euro area.

Fiscal statistics, like any other statistics, are subject to revision. Data are routinely revised when new information on government transactions becomes available or when errors or inconsistencies are identified and corrected. Revision also takes place in a paramount effort to comply better with the accounting rules. For statisticians, data usually become final only after four years at the earliest. Most revisions, in fiscal statistics, are small and have no significant impact on economic analysis and fiscal surveillance.

Unfortunately, there have also been some episodes of large revisions in fiscal statistics that put fiscal surveillance under stress. However, it is important to note that, in most cases, those revisions have not been a surprise. They were indeed preceded by public statements by Eurostat, drawing attention to the fact that the data initially reported by the Member States were not in compliance with the accounting rules and requiring Member States to amend them. Whenever necessary Eurostat has even itself amended data reported by the Member States. In compliance with Regulation 2103/2005, Eurostat has reported – and will report regularly to the European Parliament and to the Council – on the quality of the fiscal data transmitted by Member States.

With regard to forecasts, the Commission regularly assesses the forecasts and projections announced by Member States in their stability and convergence programmes by comparing them with the Commission’s own forecasts. For several Member States, the Commission has publicly noted on some occasions that the fiscal forecasts contained in the stability and convergence programmes were based on optimistic macroeconomic projections.

The Commission has also pointed out cases where the national projections were not compliant with the accounting rules for specific transactions or where the planned policy measures underlying the forecasts had not yet been confirmed. In preparing its own forecasts, the Commission systematically compares its numbers with projections released by the IMF, the OECD and other organisations. Experience shows that the forecasts published by the Commission – both the macroeconomic and the fiscal figures – are not biased and are at least as reliable as those of other forecasters.

  Mieczysław Edmund Janowski (UEN), autor projektu opinii Komisji Rozwoju Regionalnego. – Pani Przewodnicząca! Dziękuję posłowi Becsey za przedstawione sprawozdanie. Dziękuję podwójnie, po pierwsze jako sprawozdawca opiniodawczy Komisji Rozwoju Regionalnego, a po wtóre jako przedstawiciel mojej grupy politycznej.

Nie będę się rozwodził na temat definicji statystyki. Nadmienię tylko, że jest to nauka zajmująca się ilościowymi metodami badania zjawisk i procesów mających charakter masowy. Jej celem jest poznanie prawidłowości rządzących tymi zjawiskami oraz ich ilościowe wyrażenie. Umożliwia ona uogólnienie wyników analiz i ocenę stopnia dokładności oraz wiarygodności wyników. Nie bez przyczyny to przypomniałem, bowiem na podstawie danych statystycznych podejmowane są często bardzo ważne decyzje, tak o wymiarze lokalnym i regionalnym, jak i krajowym, unijnym, a nawet ogólnoświatowym.

Dobrze się więc stało, że dysponujemy wspólnotowym programem statystycznym na lata 2008 - 2012. Rzetelnie i odpowiedzialnie przygotowane dane statystyczne mają niebagatelną wartość. Ich uzyskanie musi zatem pociągać odpowiednie nakłady. W tym momencie zadam pytanie Pani Komisarz: Czy nasz ambitny program na najbliższe pięć lat ma wystarczające zabezpieczenie finansowe?

Podejmujemy się działań, które mają objąć 27 państw członkowskich, mających różny poziom doświadczeń w tej wrażliwej materii. Zadam więc drugie pytanie: Jakie kroki zostały bądź zostaną podjęte w celu jak najlepszej koordynacji w zakresie analiz statystycznych? Pani Komisarz była uprzejma podkreślić znaczenie opinii Komisji Rozwoju Regionalnego, dziękuję za tę pochlebną opinię.

Pragnąłbym teraz odnieść się do kwestii regionalnych. Pamiętajmy o tym, że Unia Europejska w ramach perspektywy 2007 - 2013 przeznacza ponad 1/3 swojego budżetu na szeroko rozumianą politykę regionalną, realizując zasadę spójności i solidarności między regionami, które mają bardzo zróżnicowany poziom zamożności. Pieniądze te to przecież pieniądze podatnika europejskiego i nie mogą być w żaden sposób zmarnowane. Musimy zatem dysponować w pełni obiektywnymi, dostatecznie kompleksowymi i wiarygodnymi metodami monitorowania działań wdrażających politykę strukturalną. Czy mamy takie metody? Wymaga to zebrania i opracowania danych statystycznych, tak na poziomie Wspólnoty, państw członkowskich, jak i na poziomie regionalnym, a także niższym, lokalnym.

Dane te muszą być porównywalne, co do charakteru i dat, z których się wywodzą zarówno wewnątrz Unii, jak i na zewnątrz Unii, gdyż często porównujemy się z innymi państwami. Nie można zaakceptować tego, aby realizacja doraźnych lub chwilowych celów czy problemy techniczne doprowadziły do tego, że mamy okresowe zaniedbania w gromadzeniu danych statystycznych. Powoduje to fatalne skutki.

Analizy statystyczne w odniesieniu do regionów bazują na jednostkach NUTS. Pojawia się pytanie - czy ten podział zawsze daje w rezultacie jednoznacznie wiarygodne dane? Moje zastrzeżenia dotyczą zwłaszcza takich sytuacji, gdy poziom rozwoju i zamożności stolicy regionu jest wyraźnie wyższy niż poziom pozostałej części tego obszaru.

Kolejną kwestią, którą chciałbym poruszyć, jest sprawa mierników poziomu rozwoju krajów czy regionów: czy wystarczające jest PKB per capita, jaką wagę nadać stopie bezrobocia, jak ocenić jakość życia na danym obszarze itd. Są to istotne sprawy i wiem, że niełatwe do jednoznacznego rozstrzygnięcia.

W Parlamencie często mówimy o innowacyjności. Powinniśmy zatem dysponować wiarygodnymi danymi w dziedzinie edukacji, nauki, badań oraz innowacji. Tu pojawia się pytanie: Jakich metod użyć, aby porównywać dane, które często pochodzą z nieoficjalnych źródeł? Jak określić dynamikę zmian?

Poruszę jeszcze jedną kwestię natury społecznej. Na naszych oczach zachodzą przemiany, które związane są z przepływem dużej ilości osób, zwłaszcza pracowników. Jak to wpływa na sytuację społeczną i stan rodzin? Nie można zapominać też, że duża wiarygodność danych statystycznych wiąże się zawsze z zaufaniem do źródeł informacji, co pociąga za sobą poufność i często anonimowość danych pierwotnych.

Kończąc, pragnę wyrazić nadzieję, iż wspólnotowy program statystyczny będzie dobrze służył podstawowym celom Unii Europejskiej. Przekonuje mnie o tym zarówno postawa Eurostatu, jak i polskiego Głównego Urzędu Statystycznego. Oby tak się stało.

  Othmar Karas, im Namen der PPE-DE-Fraktion. – Frau Präsidentin, Frau Kommissarin, meine Damen und Herren! Zuerst einmal herzliche Glückwünsche und meinen Dank an den Berichterstatter, der ja in seinem Bericht die Forderungen erhebt, dass der legislative und der statistische Zyklus aufeinander abgestimmt werden sollen, dass der bürokratische Aufwand für die kleinen und mittelständischen Unternehmen zu reduzieren ist, dass die Qualität der Daten sichergestellt, d. h. verbessert werden muss, und dass es noch ergänzend die Einbeziehung einer Reihe von Indikatoren im sozialen und makroökonomischen Bereich geben sollte.

Er hat aber auch gleichzeitig darüber unterrichtet, dass wir eine Anfrage an die Kommission gerichtet haben, und diese Anfrage hat zwei Hintergründe: Der eine Hintergrund ist die immer wieder auftretende Kritik an den unvollständig gelieferten statistischen Daten der Mitgliedstaaten — Stichwort: Griechenland, Portugal, Italien, Ungarn. In einem Land hat sogar der Ministerpräsident zugegeben, dass er ganz bewusst die Daten frisiert und der Öffentlichkeit und der Kommission nicht die Wahrheit gesagt hat, nämlich jener von Ungarn.

Der zweite Hintergrund ist, dass viele Forderungen bis heute nicht umgesetzt sind. Ich möchte auf einige hinweisen: Der Kommission muss das Recht eingeräumt werden, die überlieferten Daten vor Ort zu überprüfen. Es muss Gespräche geben können mit den Nationalbanken, mit den Finanz-, Wirtschafts- und Arbeitsministerien, mit den Wirtschaftsforschungsinstituten, vor Ort durch die Kommission. Wir dürfen nicht abhängig sein von dem, was man uns liefert.

Die Daten, die die Kommission hat, müssen mit den Daten der Europäischen Zentralbank abgeglichen werden. Es gibt hier unterschiedliche Daten, die eine unterschiedliche Aussagekraft haben, sie gehören abgeglichen.

Drittens: Vor allem in der Frage des Haushaltes, des Stabilitäts- und Wachstumspakts und der Maastricht-Kriterien, d. h. aller Euro-relevanten Daten, muss es zu einem gemeinsamen Abschlussbericht zwischen der Europäischen Zentralbank, der Kommission und den Mitgliedstaaten kommen.

Wir brauchen einheitliche, transparente Datenerhebungsgrundlagen. Wir alle kennen bei den Arbeitslosenstatistiken die Statistiken aus dem Mitgliedstaat und die der Europäischen Union. Je nach politischem Bedarf wird die eine gegen die andere ausgespielt. Das verunsichert, schafft keine Transparenz und erzeugt nur Misstrauen.

  Ieke van den Burg, on behalf of the PSE Group . – Madam President, I would also like to start by congratulating the rapporteur on his excellent work on this report on the statistics programme 2008-2012. I think we fully agree that statistics are essential, and how to get the correct data is an important issue.

I agree that it is not only a technical issue, as we can see from this debate and particularly from the oral question that has been asked, it is an issue of high political relevance and not only because politicians try to interfere in statistics but also because they try to use such events in making opposition to the governing coalition or the previous coalition, blaming them for not providing correct data. These are both things which we should absolutely avoid.

The only solution, in my view, is to have independent statistical offices and guarantees for independent, proper and high-quality statistical data, plus some of the elements that Mr Karas mentioned: the same basic definitions etc.

I have the impression, Commissioner, that a lot of work has already been done on this issue by your colleague Mr Almunia, and some of the things have already been put in motion. I refer, for instance, to the regulation that has been established on this issue and, in particular, to dossiers with proposals for legislation on the governance of statistics and the governance of the statistical institutions, which we are dealing with at the moment.

I must say to Mr Becsey and Mr Karas that I have been surprised that their political group has not been interested at all in these legislative dossiers that we are dealing with at the moment because, here, we can create guarantees for good governance on the data, and there is no mandate for the Commission or for Eurostat really to interfere or to centralise data provision. We have to work within the remit and the mandate that exists at the moment and, there, I think the Commissioner is doing a good job in trying to use this to the widest extent possible.

I hope we can have a constructive debate about this improvement of governance and about these better conditions to be created instead of blaming each other and blaming the other political opposition parties for not properly providing this data. I hope there will be a constructive approach in the future.

  Andrea Losco, a nome del gruppo ALDE. – Signor Presidente, signora Commissario, onorevoli colleghi, anch'io mi associo ai complimenti del relatore Becsey per l'ottimo lavoro svolto. Aver contribuito all'approvazione in prima lettura è un fatto significativo, che dimostra l'operatività di questa Assemblea. Come già detto dal Commissario ma anche dagli altri intervenuti, lo scopo delle statistiche comunitarie quindi è quello di corroborare con regolarità l'elaborazione, la messa in opera e le valutazioni delle politiche comunitarie. L'Unione propone e realizza le sue politiche in campo economico, ambientale e sociale proprio fondandosi su queste informazioni e quindi la necessità che queste siano il più attinenti alla realtà, fotografando le situazioni ideali, nonché le concrete necessità dei cittadini.

Per quello che riguarda il gruppo ALDE, ribadisco in quest'Aula la convinta approvazione, in linea generale, della proposta avanzata dalla Commissione, sapendo che ha toccato problemi e temi significativi, quali la prosperità, la competitività, la crescita, la solidarietà, la coesione economica e sociale, lo sviluppo sostenibile, la sicurezza, l'ulteriore allargamento dell'Unione europea. Credo che, come Parlamento europeo, abbiamo fatto bene a integrare, e quindi a completare, questa proposta inserendo l'innovazione e lo sviluppo umano, la coesione regionale e le sfide demografiche che la società europea deve affrontare.

Questo è dunque il senso del nostro contributo: completare e non stravolgere la proposta della Commissione. In effetti, siamo convinti che vi sia un problema attualmente, che noi abbiamo sollevato all'atto di ultimare l'approvazione di questo percorso: trattasi della qualità dei dati, la quale è altresì garanzia della qualità della decisione. Avere quindi introdotto nel testo finale, oggetto del compromesso, il concetto della preparazione dei programmi dei lavori statistici annuali e della necessità di tener conto dell'uso ottimale delle risorse. Ciò per quello che riguarda il principio della better regulation, che già abbiamo approvato, e proprio alla luce della Comunicazione della Commissione relativa alla riduzione dell'onere di risposte alla semplificazione degli obiettivi nel campo delle statistiche comunitarie.

Credo infine che sia stato importante l'avere introdotto la necessità che la Commissione effettui analisi ex ante sugli impatti finanziari delle nuove attività statistiche programmate che comportano oneri aggiuntivi per gli Stati membri, così come l'avere incluso studi di fattibilità per arrivare a un marchio di qualità delle statistiche europee e per rafforzare la credibilità del sistema statistico europeo, comprendendo l'EUROSTAT, le autorità statistiche nazionali, gli altri responsabili in ciascuno Stato membro, responsabili dell'elaborazione e diffusione delle statistiche europee. L'obiettivo è sicuramente quello di disporre di centrali statistiche indipendenti ma su questo dobbiamo ancora lavorare.

  Benita Ferrero-Waldner, Member of the Commission. Madam President, I would first like to say that we have an ambitious programme, but do we have the financial means? Well, I think so. The financial envelope for the 2008-2012 programme in fact represents an increase of 15% compared to the previous period. I think that is a higher increase than the average increase for the financial perspective 2007-2013. So I think that is settled.

With regard to coordination, let me say that this Parliament is currently analysing a proposal by the Commission to set up a high-level advisory board which will then improve the governance of the European statistics system and the coordination of the production of statistics. I think this will be important.

I also would like to say to Mr Karas that what you mentioned is absolutely right. We have a possibility as the Commission to examine the methodology that is used by the Member States. But, unfortunately, we do not have the possibility to go further and examine the data as such. And, unfortunately, I think the Commission has already tried, but the Member States until now at least have not wanted to go any further. So maybe this is also something that should be brought to their attention again.
