  Tunne Kelam (PPE-DE). – Madam President, 7 October last year will be remembered as a dramatic wake-up call to what is going on in Russia. On that day, Anna Politkovskaya, considered to be a living symbol of honest journalism, was brutally murdered. President Putin dismissed Anna Politkovskaya’s role as marginal and her case still remains unsolved.

Last October in this House parliamentarians called on the Commission and the Member States to honour the legacy of Anna Politkovskaya by making the restoration of free media in Russia a primary condition for the further development of our relations, because, only if we send a clear signal that we value Anna Politkovskaya’s quest for truth and freedom more highly than oil and gas, will conditions in Russia start to change.

There is no question that we in Europe share the values for which Anna Politkovskaya gave her life. Sadly Mr Putin does not seem to share these values. Respect for Anna Politkovskaya commits us to make this clear to President Putin in forthcoming summits.

  Eduard Raul Hellvig (ALDE). – Voi vorbi despre problematica grădinilor zoologice din România.

Din evaluările făcute de către unele organizaţii internaţionale nonguvernamentale din domeniu, transpunerea Directivei privind grădinile zoologice în legislaţia românească este considerată a fi una dintre cele mai bune Europa.

Cu toate acestea, aducerea celor 41 de grădini zoologice româneşti la standardele europene în termenul stabilit, şi anume până la finalul acestui an, pare a fi aproape imposibil de realizat.

Sub presiunea acestui termen şi în condiţiile existenţei unui parteneriat public-privat, susţin importanţa implementării imediate a planului comun de acţiune, care cuprinde prioritar următorii paşi: realizarea unui studiu naţional pentru clasificarea grădinilor zoologice existente, organizarea unei echipe de salvare de urgenţă şi împiedicarea temporară a înmulţirii animalelor.

De asemenea consider a fi necesară acordarea unui răgaz de timp pentru punerea în aplicare a acestui plan, înainte de luarea deciziei de închidere a grădinilor zoologice care nu îndeplinesc cerinţele legale.

  Andrzej Tomasz Zapałowski (UEN). – Pani Przewodnicząca! Pomimo licznych uwag padających na tej sali w stosunku do Pana Schulza nie zaprzestał on niegodnego tej Izby atakowania i obrażania członków Unii Europejskiej.

Jako osoba zajmująca znaczne stanowisko w organach wspólnoty ingeruje w sprawy wewnętrzne państwa członkowskiego i ciągle obraża jego przedstawicieli. Większości osób w tej Izbie nie przyszłoby do głowy ingerowanie w demokratyczne wybory społeczeństw Unii. Jestem ciekaw, jak poczułby się ten pan, gdyby któryś z posłów wzywał społeczeństwo Niemiec do zmiany pani kanclerz, gdyż w Niemczech legalnie działają organizacje faszyzujące i podważające granice pomiędzy państwami europejskimi. Myślę, że ten pan żałuje, iż urodził się tak późno, nie w tym okresie historycznym.

  Gerard Batten (IND/DEM). – Mr President, earlier today Mr Pöttering made a statement on the World/European Day against the death penalty and said he rejected the death penalty ‘in any form’.

He seems to assume that we all agree with him. I do not. Last Sunday, just a mile from my home in London, an innocent boy of 17, Rizwan Darbar, was stabbed to death in West Ham Park because, it is reported, he attempted to stop a friend’s mobile phone from being stolen.

This is not an unusual occurrence in Britain. Innocent people are being shot, stabbed and beaten to death with increasing frequency. Why is this? It is because the thugs and criminals do not fear the law. Even if they are caught and convicted, they often receive very lenient sentences. Personally, I would like to see the reintroduction of the death penalty in Britain for perpetrators of these kinds of murders.

Of course this could not be done unless we were outside of the European Union, which is yet another good reason for leaving.

  Jim Allister (NI). – Mr President, we have already had mention today of Libya, and I want to give it another billing. Libya, quite properly, was made to pay for the Lockerbie terrorist atrocity, but Libya as a global sponsor of terrorism has yet to make full reparation. The IRA’s vile campaign of terror reached its most deadly when equipped with Libyan Semtex and weaponry, permitting Martin McGuinness and its other army council leaders to unleash the most vicious phase of their campaign. Without Libya, hundreds of innocents would not have died. Thus, tonight in this House, I want to back the present campaign by the victims’ group in Northern Ireland – by the name of FAIR – to bring Libya to international account by forcing it to pay compensation, as occurred with Lockerbie. Just as the EU pressurised Libya over the Bulgarian nurses, so it should support justice for IRA victims by pressing Libya to settle the litigation now issued against it by FAIR in the United States of America.

  Monica Maria Iacob-Ridzi (PPE-DE). – Parlamentul a luat prin Comisia pentru bugete o decizie extrem de importantă.

Prin rezervele de 30% instituite la cheltuielile administrative ce vizează Fondul Social European, Fondul European pentru Dezvoltarea Regională cât şi Fondul de Coeziune, trimitem Comisiei Europene un semnal puternic.

Aprobarea programelor operaţionale trebuie să se facă în timpul prevăzut de directivele europene, în acest caz fiind vorba de patru luni de zile.

Deşi România a fost printre primele ţări care au depus aceste documente încă din luna ianuarie, în prezent, două dintre cele mai importante programe operaţionale nu au fost încă aprobate. Este vorba de programul operaţional privind dezvoltarea capacităţii administrative şi programul operaţional de resurse umane.

Având în vedere faptul că nu suntem singurul stat membru în această situaţie, doresc să ştiu care sunt motivele, dacă nu unele de natură birocratică, care determină Comisia să prelungească până în luna noiembrie aprobarea lor.

Conform declaraţiei comune pe care am adoptat-o împreună cu Consiliul în urma concilierii din 13 iulie, Comisia trebuie să asigure aprobarea rapidă a programelor şi proiectelor statelor membre şi să prezinte o foaie de parcurs a adoptării acestora.

  Marian Harkin (ALDE). – Mr President, I welcome the opportunity to raise the report on industrial relations in the postal sector, which has just been published by the European Foundation for the Improvement of Living and Working Conditions. Indeed, I wish this report had been available before we voted on the postal services. But even now, it is a timely wake-up call for all governments that will be privatising their postal services over the next number of years.

In the EU we are committed to the Lisbon Agenda, more and better jobs. Unfortunately, this report tells us that privatisation of the postal sector so far has delivered fewer but, more critically, worse jobs with poorer working conditions.

The report states that since the beginning of the liberalisation process, sectoral pay developments in all but three countries have been below the average. But crucially, in all countries, a pay gap exists between employees of the main providers and those of the new entrants or the alternative providers.

If left unchecked, the situation will, and I quote from the report, ‘erode employment conditions and lead to more conflictual industrial relations’. So far, postal privatisation has failed the Lisbon test.

  Urszula Krupa (IND/DEM). – Panie Przewodniczący! Kilkakrotnie apelowałam już w tej kadencji Parlamentu Europejskiego o zaprzestanie dyskryminacji Polaków, szczególnie katolików. Również tym razem domaganie się przez niektóre środowiska wstrzymania dotacji dla Wyższej Szkoły Kultury Społecznej i Medialnej traktujemy jako ewidentny wyraz dyskryminacji i kierowania się innymi kryteriami niż merytoryczne.

Powielane przez niektóre media zarzuty skierowane przeciwko tej szkole są jedynie pomówieniami, formułowanymi przez tych, którzy niegdyś zniewalali Polskę i Polaków. Obecnie nie mogą się w dobie demokracji pogodzić z utratą całkowitej władzy. Szkoła, która stara się o dofinansowanie, zapewnia wychowanie i kształcenie w uniwersalnym systemie wartości, zwłaszcza studentów z ubogich rodzin.

Zaostrzenie kryteriów oraz odmowa przyznania funduszy na skutek medialnej nagonki, zwłaszcza w roku równych szans dla wszystkich, byłaby w naszym przekonaniu nie tylko przejawem dyskryminacji ze względu na religię i poglądy, ale nawet symptomem stosowania metod totalitarnych, co stoi w sprzeczności z głoszonymi wartościami, normami i wymogami prawa europejskiego.

  Sylwester Chruszcz (NI). – Panie Przewodniczący! Chciałbym zwrócić uwagę na ciągle niezauważony tutaj na forum Parlamentu Europejskiego bardzo ważny problem w Komisji Europejskiej, który dotyczy komunikacji transportu.

Oto najkrótsza droga transportowa ze Skandynawii, północy Europy, na południe – do Turcji, Grecji, Bułgarii – wiedzie przez środkowoeuropejski korytarz transportowy. Korytarz, który zaczynałby się w szwedzkim Ystad, ciągnąłby się przez polski Szczecin, Wrocław, czeską Pragę, słowacką Bratysławę, Wiedeń, przez Konstancę, Saloniki, Triest. Trasa ta ciągle nie jest zauważona, a uważam, że wpisanie jej do europejskich tras drogowych i kolejowych przybliżyłoby i skróciło trasy transportu wzdłuż tej linii, a także dałoby rozwój całemu środkowoeuropejskiemu korytarzowi i wszystkim miastom i regionom, które leżą wokół tej linii.

  Mairead McGuinness (PPE-DE). – Mr President, earlier today we had the publication of the European Transport Safety Council report on EU progress on reducing road deaths by half by 2010. It contains some good and some bad news.

Yes – countries have made improvements, and that is to be welcomed, but overall road deaths are still too high and the EU will not, on current trends, achieve its road death reduction targets. In fact only three Member States – Luxembourg, France and Portugal – will achieve the target set. They have succeeded in reducing road deaths by over 8% a year.

It is worth remembering that over 39 000 people were killed on the roads in the EU in the last 12 months. Had we achieved our targets, 5 000 people would still be alive today. I regret that Ireland, my own country, is still in the lower half of the league when it comes to making those necessary improvements.

We could take messages from the best performing countries. They have put in a great deal of commitment and political will to improve enforcement in a number of key areas. The EU has just three years left to put in place measures that could see us achieving our targets of reducing road deaths by half. The experience shows it can be done but we need a fresh impetus at EU level to achieve that.

  Pierre Pribetich (PSE). – Monsieur le Président, je voudrais attirer l'attention du Parlement sur le problème du Kosovo et, notamment, sur la nécessité que le Parlement européen puisse de nouveau se porter garant de cette affaire intérieure européenne et faire en sorte que, justement, on puisse respecter le droit des peuples à disposer d'eux-mêmes. Beaucoup d'éléments politiques surviennent et font en sorte que des pressions s'exercent pour réaliser la partition du Kosovo, ce qui ne constitue pas une réponse. Nous le voyons bien, notamment, vis-à-vis des problèmes liés au territoire palestinien et au partage, en 1946, de ce territoire. Il convient donc de peser fortement, avec le Parlement européen, pour éviter en fait qu'il y ait une partition, éviter en fait qu'un conflit soit ainsi généré et permettre aux peuples de disposer de leur propre destin avec le souci que le Parlement européen puisse à la fois être présent, présent sur la scène européenne et présent aussi sur l'ensemble de notre territoire.

  Marios Matsakis (ALDE). – Mr President, unfortunately, by the time I have finished this speech, two people will have killed themselves. This is because worldwide one person commits suicide every 30 seconds. A staggering one million persons, many of them young men and women, end their lives every year. Suicide is very relevant to the EU because five out of the top ten countries in terms of suicide rates are EU Member States: Lithuania, Estonia, Hungary, Slovenia and Latvia. In fact, Lithuania has the highest suicide rate record in the world.

These are very sad statistics for the EU as, in most cases, the cause of suicide is preventable. The EU has a duty to its citizens to urgently reduce suicide rates in its Member States. I request you, Mr President, to address personally all EU Member State governments and national parliaments, especially those of the five aforementioned countries, and urge them strongly to redouble their efforts to prevent suicide amongst their citizens. By so doing, many thousands of lives may be saved each year.

  Maria Petre (PPE-DE). – Un studiu recent arată că în România circa 170.000 de copii din clasele V-VIII au unul sau ambii părinţi plecaţi la muncă în străinătate.

Numărul mare de copii lăsaţi în grija bunicilor sau a rudelor creşte pe zi ce trece în noile state membre ale Uniunii Europene, dar şi în ţările candidate.

De aceea aş dori să subliniez necesitatea creării unor structuri adecvate, care să-i ajute pe copii şi pe părinţi să fie împreună, precum şi nevoia unei politici sociale care să pună accent pe solidaritate.

Consider că facilitarea reunificării familiei, ca factor de integrare economică şi socială, trebuie să constituie un aspect esenţial în cadrul politicilor de imigrare legală.

În acelaşi timp, solicit Comisiei Europene atât elaborarea unei strategii privind situaţia copiilor rămaşi în ţările de origine după plecarea părinţilor, cât şi sprijin pentru crearea de structuri adecvate în statele membre, pentru a ajuta copiii şi părinţii să se adapteze unor situaţii familiale noi.
