L'ordine del giorno reca la relazione di Mario Mantovani, a nome della commissione per l'occupazione e gli affari sociali, sulla proposta di raccomandazione del Parlamento europeo e del Consiglio sulla costituzione del quadro europeo delle qualifiche e dei titoli per l'apprendimento permanente (COM(2006)0479 - C6-0294/2006 - 2006/0163(COD)) (A6-0245/2007)

  Peter Mandelson, Member of the Commission. Mr President, I would like to thank Mr Mantovani and I would like to express the Commission’s thanks to him and to the responsible committees for their proactive engagement and supportive stance throughout the negotiations on the European Qualifications Framework (EQF) for lifelong learning.

This recommendation goes to the heart of what the EU is about: mobility, cooperation between countries, promoting prosperity and helping individual citizens. We propose the EQF because you, the European Parliament, and the Member States asked us to find ways of promoting mobility and lifelong learning, without which we cannot achieve the Lisbon goals. The EQF has been developed within the Education and Training 2010 work programme, the education dimension of the Lisbon Agenda.

The EQF seeks to overcome the barriers that remain to European workers and learners when they wish to change jobs or move to another country for work or for study. Too often, Europeans have difficulty in using their qualifications in another European country. Even in their own country they find their educational pathways blocked by poor integration of the different parts of their national education system.

The EQF will relate the countries’ different national qualification systems to each other, acting as a translation device. It will thus make other countries’ qualifications more readable and so enable individuals to move to another country if they wish to work or study.

At the national level it will – indeed it is already doing this – stimulate the development of national qualifications frameworks. Qualifications frameworks promote lifelong learning by, for example, making it easier for people to move between different types of education and training institutions, for example from vocational training to higher education.

I should acknowledge that the EQF is a technical, even complex instrument. It will be used mainly by experts and educational authorities, but it is for the benefit of the citizen.

What we are debating today is the product of a collective endeavour between the Commission, countries, social partners, education and training associations and other stakeholders. The EQF has very much been built on a consensus and we have sought to carry stakeholders with us throughout the process.

The EQF recommends that countries relate their qualification systems to the EQF by 2010 and ensure that individual national qualifications carry a reference to the appropriate EQF level by 2012. These dates were proposed by the Council and Parliament.

We have also been happy to agree to the insertion of a new recommendation on quality assurance proposed by Parliament, which we feel reinforces the importance of these principles.

We also agree to Parliament’s proposal to include a reference to credit systems which recognises the rapid development and application of these components of qualifications frameworks.

We believe that Parliament and the Council have indeed improved the text. The approach adopted in the negotiations by the Parliament, Council and Commission reflects the consensus behind the EQF across Europe.

There is now a momentum behind the EQF; the great majority of countries recognise its potential for mobility and as a lifelong learning instrument.

A large majority are now developing a national qualifications framework related to the EQF, so this proposal is already having a major impact on Europe’s education and training systems.

I hope you can agree to support this proposal at first reading so that it can formally be adopted by the Council in the coming weeks.

  Mario Mantovani (PPE-DE), relatore. – Signor Presidente, signor Commissario, onorevoli colleghi, ritengo che questa notte si stia avviando la relazione di un grande progetto atteso da anni in Europa, in ogni Stato membro, in ogni regione, in ogni città dell'Unione, un obiettivo perseguito da anni e sollecitato da diversi attori del mondo della scuola, del lavoro, del mercato e dell'economia, insomma richiesto dall'intera società.

Domani, con l'approvazione del quadro europeo delle qualifiche, porremo le basi per un miglior futuro anche per le prossime generazioni, che potranno avere a disposizione un punto di riferimento comune per il loro impegno culturale, scolastico, formativo, professionale e naturalmente di lavoro.

Infatti il quadro europeo delle qualifiche rappresenta, nel rispetto della strategia di Lisbona, un filo diretto per migliorare il rapporto fra scuola, università e lavoro, migliorare il rapporto fra l'apprendimento formale, informale e non formale, lungo tutto l'arco della vita, garantire la trasparenza nel riconoscimento dei titoli, delle certificazioni, sia a livello nazionale che settoriale, sempre in rapporto al quadro europeo, e rafforzare infine la cooperazione fra gli Stati membri in un campo così delicato quale quello della comparazione tra sistemi differenti.

Questo è il leit motiv che nel rispetto appunto della strategia di Lisbona ci ha spinto ad assumere le debite responsabilità, con una scelta che, sono certo, favorirà la crescita, lo sviluppo, la competitività, in un'Europa che non può prescindere, nei suoi obiettivi, dalla coesione sociale.

È un progetto che parte da lontano e che trae le sue origini dal processo di Bologna con il sistema di accumulazione e di trasferimento dei crediti, passa poi per il Vertice di Barcellona, per un sistema equivalente in materia di formazione professionale, trova il suo potenziamento a Bergen nel 2004 e poi ancora nel Consiglio del 2005, nel quale viene ribadita la necessità di adottare detto quadro. Un excursus storico in cui risulta chiara la volontà dei decisori europei di creare questo nuovo strumento considerato da molti rivoluzionario ma soprattutto necessario per quel processo di integrazione europea che da molti anni si sta inseguendo.

Sono convinto, signor Presidente, cari colleghi, che questo quadro favorirà non solo i transfrontalieri, ma sarà un volano per la mobilità interna dell'Unione – pensiamo agli studenti, ai lavoratori, ai ricercatori e ai volontari in generale, a tutti coloro che avranno necessità di muoversi liberamente in Europa senza creare allarmismi o vane preoccupazioni. Ricordate sicuramente la storia dell'idraulico polacco che spaventò la Francia: fu forse uno degli elementi determinanti per cui il popolo francese nel referendum votò contro la Costituzione europea.

Bene, il testo al quale siamo giunti è il risultato di molti mesi di lavoro, di una fitta collaborazione con i rappresentanti del Consiglio, sotto Presidenza portoghese, che ha percepito sin da subito l'importanza di questo ambizioso progetto.

È la Commissione, nella figura del Commissario Figeľ, che ha accompagnato questo percorso con estrema attenzione e disponibilità, ed è in questo quadro di condivisione che abbiamo potuto arricchire il testo, inserendo i concetti chiave cari alla commissione per l'occupazione e gli affari sociali. Per questo sono molto grato ai colleghi, ai relatori-ombra, vedo l'onorevole Castex, l'onorevole Kusstatscher, l'onorevole dei liberali, ma anche l'onorevole Mann, l'onorevole Kasoulides, tutti coloro che hanno dato un contributo in questa direzione, perché con impegno e soprattutto con un generoso apporto, hanno appunto inserito questi concetti, che sono: l'integrazione sociale, i bisogni del mercato del lavoro, la formazione dell'individuo attraverso differenti percorsi formativi, la non discriminazione con l'inclusione delle persone svantaggiate, le pari opportunità, il rispetto del principio di sussidiarietà con la creazione dei punti di coordinamento all'interno degli Stati membri.

Abbiamo anche ribadito il carattere non vincolante della raccomandazione, che resta comunque di natura legislativa, non certo per debolezza, ma piuttosto per senso di responsabilità e di realismo, al fine di favorire e promuovere l'applicazione di detto strumento in quei paesi che necessitano di un tempo più lungo. Insomma è certamente un lavoro perfettibile, ma, ahinoi, in questa vita terrena tutto è perfettibile, ma sono convinto che siamo di fronte a un testo con un'anima e una coscienza.

Credo che il lavoro del Parlamento europeo, che è quello di legiferare per i reali interessi dei cittadini, questo l'abbiamo fatto e l'approvazione del testo in prima lettura ne è la dimostrazione, grazie anche alla commissione per la cultura e l'istruzione con l'onorevole Gaľa, alla commissione per i diritti della donna e l'uguaglianza di genere, alla commissione ITRE, che hanno dato giustamente il loro contributo.

  Pilar del Castillo Vera (PPE-DE), Ponente de opinión de la Comisión de Industria, Investigación y Energía. – Señor Presidente, señor Comisario, yo quiero empezar dando la enhorabuena al ponente porque, realmente, ha afrontado un tema que va mucho más allá de lo que podemos pensar.

Realmente, en un mundo globalizado, Europa y los distintos países de la Unión Europea, serán lo que sea la cualificación de sus recursos humanos. Si tuviéramos que sintetizar en un pilar qué es lo que va a permitir a Europa que sea competitiva en este mundo global, y a cada uno de los países que la componen, es la cualificación que tengan los recursos humanos, los ciudadanos europeos.

En ese sentido, es absolutamente fundamental que la educación a lo largo de la vida, la formación a lo largo de la vida sea una formación adaptada a las demandas del mercado laboral y que éstas estén permanentemente atendidas. Si no es así, será imposible competir.

Además, nos encontraremos con la siguiente paradoja: cada vez las personas son más mayores, pero son mayores cada vez más jóvenes y potencialmente más activas y, en cambio, tienen unos recursos que son muy insuficientes para poder seguir rindiendo y dando a la sociedad, y realizándose ellas mismas en el mundo laboral.

En ese sentido, el primer aspecto es que la formación a lo largo de la vida, basada fundamentalmente en una dimensión tecnológica, que es lo que aporta un valor añadido, sea una preocupación fundamental. Pero hay una segunda, que concierne al futuro europeo y es la integración de esos recursos humanos en un mercado interior competitivo, para lo que hacen falta esas certificaciones reconocidas por todos los Estados, lo que permitirá que unos ciudadanos de unos países puedan competir con otros, en función de la formación reconocida por todos.

Por tanto, porque es necesario para desarrollarse en un mundo tan competitivo y porque es necesario para desarrollar el mercado interior, estamos ante un tema que va mucho más allá de la importancia que tiene quizá el debatirlo a esta hora tan tardía.

  Milan Gaľa (PPE-DE), Spravodajca Výboru pre kultúru a vzdelávanie požiadaného o stanovisko. – V úvode chcem poďakovať spravodajcovi kolegovi Mantovanimu za jeho prácu na správe o Európskom kvalifikačnom rámci. Touto témou sa zaoberáme v Európskom parlamente už od jari 2006. Ako vieme, mandát pre Európsky kvalifikačný rámec je silno zakotvený v Lisabonskej stratégii. Keďže bude slúžiť ako prevodník medzi rozličnými kvalifikačnými systémami a ich úrovňami, bude jeho implementácia viesť k väčšej transparentnosti, porovnateľnosti a prenosu kvalifikácií občanov v jednotlivých členských štátoch. Okrem toho EKR pomôže organizáciám reprezentujúcim záujmy odvetví lepšie prepojiť svoje sektorové kvalifikačné systémy s národnými kvalifikačnými systémami, čo prispeje k zvýšeniu mobility zamestnancov aj študujúcich.

V súlade s princípom subsidiarity vyjadrujem podporu zásade dobrovoľnosti uplatňovania Európskeho kvalifikačného rámca v členských štátoch a vytvárania národných sústav kvalifikácii v súlade s národnou legislatívou a praxou. Avšak len v prípade, že bude Európsky kvalifikačný rámec dôsledne implementovaný v členských krajinách Európskej únie v rámci systémov celoživotného vzdelávania, stane sa efektívnym prostriedkom na uznávanie a prenos kvalifikácií v európskom meradle. Vďaka jeho priamej nadväznosti na uplatňovanie sa občanov na trhu práce a vplyvu na kvalitu odborného vzdelávania a prípravy je odôvodnené považovať ho za relevantný nástroj aj z hľadiska prínosu pre konkurencieschopnosť.

  Thomas Mann, im Namen der PPE-DE-Fraktion. – Herr Präsident! Der europäische Qualifikationsrahmen ist der Startschuss zur Emanzipation der beruflichen Bildung auf der EU-Ebene. Denn wie in der akademischen Ausbildung sollen die Abschlüsse auch im beruflichen Bereich europaweit anerkannt werden. Das braucht Zeit und die Bereitschaft zur Kooperation und Koordination und zum Umdenken. Wer nur das verteidigt, was er kennt, und sich vor neuen Erfahrungen drückt, darf sich nicht wundern, wenn es ihm an Mobilität fehlt.

Wir brauchen mehr Durchschaubarkeit. Die nationalen Bildungsabschlüsse müssen vergleichbar sein, ohne dass sie vereinheitlicht werden. Dazu habe ich bereits im letzten Jahr im EQR-Initiativbericht aufgerufen, den ich für unser Haus verfasst habe. Seitdem ist viel passiert. So konnten etwa Befürchtungen ausgeräumt werden, den Mitgliedstaaten würden Kompetenzen entzogen. Ich denke da an mein Heimatland. Während der anerkannt erfolgreichen deutschen Ratspräsidentschaft waren Lifelong Learning und EQR wichtige Stationen. Jetzt wird mit Hochdruck daran gearbeitet, einen nationalen Qualifikationsrahmen zu schaffen, was nicht gerade einfach ist angesichts der föderalen Struktur und der Eigenständigkeit unserer Bundesländer.

Ich danke Mario Mantovani im Namen der EVP-ED-Fraktion für sein zähes Verhandeln mit der Kommission und dem Rat und für seine Informationen an alle, die sich in den Fraktionen mit dem EQR befasst haben. Möge es morgen gelingen, den Bericht bereits in der ersten Lesung zu verabschieden!

Von jetzt an gibt es viel Diskussionsbedarf zwischen den Ausbildern, den Pädagogen und den Institutionen, wenn es um die Details geht. Ich habe das gerade gestern bei einer Konferenz mit Berufsschullehrern in Hessen erlebt. Bei der Zuordnung von Qualifikationen gehört etwa der deutsche Meisterbrief mindestens in die dritte oder gar vierte der acht Leistungsstufen. Andere kennen das noch gar nicht. Die Stärke des dualen Systems wird sich erst dem erschließen, der es einmal vor Ort selbst erlebt hat.

In unserer europäischen Lehr- und Lernwerkstatt, die auf dem Prinzip Subsidiarität aufbaut, werden die berufliche und die beschäftigungspolitische Dimension in Bildung und Ausbildung deutlich gestärkt. Gemeinsam muss und wird es gelingen, ein ambitioniertes Ziel zu erreichen: Bis zum Jahr 2010 in Zertifikaten und Diplomen einen Qualitätsbegriff fest zu verankern – EQR!

  Françoise Castex, au nom du groupe PSE. – Monsieur le Président, je voudrais tout d'abord remercier et féliciter le rapporteur pour le très bon travail de concertation qu'il a fait sur cette recommandation relative au cadre européen des certifications. Je voudrais aussi remercier la Commission et le Conseil pour leur écoute et leur disponibilité vis-à-vis de tous.

Avec le CEC, nous disposons donc d'un outil au service de la mobilité des citoyens européens, que ce soit dans le cadre de parcours de formation ou dans le cadre de la mobilité professionnelle. La libre circulation des personnes, inscrite dans nos traités, est encore entravée par la difficulté des citoyens à faire reconnaître dans toute l'Union leurs qualifications acquises dans leur pays d'origine. Délivrées par chaque État membre selon des systèmes et des procédures propres à chacun, les certifications relèvent de la souveraineté de chaque État et le CEC respecte ce fait.

Pourtant, les certifications sont appelées à être de plus en plus utilisées en dehors du pays de délivrance, mouvement que nous souhaitons d'ailleurs encourager dans le respect de la valeur que le diplôme ou la qualification confère à son titulaire. Nous avions donc besoin d'un outil de comparaison et surtout de conversion des qualifications d'un État membre dans l'autre. Ceci était d'autant plus nécessaire et sensible en ce qui concerne les qualifications professionnelles. C'est pourquoi la commission de l'emploi tenait à intégrer les qualifications professionnelles dans le CEC. C'est chose faite et nous nous en réjouissons.

En effet, salariés et entreprises sont de plus en plus mobiles dans le marché de l'emploi européen. Mais salariés et employeurs ont donc besoin que soit garanti, dans tous les États membres, ce qui mesure la compétence et la valeur d'un travailleur, c'est-à-dire sa qualification professionnelle, quelle que soit la façon dont elle a été acquise.

Monsieur le Commissaire, je voudrais toutefois souligner encore un point. Le CEC est pour le moment une belle coquille vide. De fait, pour qu'il existe effectivement, il faut que les diplômes, qualifications, certifications créés dans chaque État membre soient étalonnés et inscrits dans le cadre de références, dans le cadre européen de qualification. Ceci va constituer un travail important pour tous les États membres, mobilisera beaucoup d'énergie et une expertise pointue. Le soutien de la Commission européenne sera indispensable, ainsi que celui des agences européennes - je pense notamment au Cedefop. La participation des partenaires sociaux sera, elle aussi, indispensable, à tous les niveaux. Ils devront être associés, comme le prévoit la recommandation, par les États membres et par les comités du dialogue sectoriel au niveau communautaire.

Enfin, pour que le CEC soit complet et effectif, il faudra aussi que les partenaires économiques, les branches professionnelles s'en saisissent et se l'approprient. Non seulement parce qu'elles délivrent des certifications qui devront intégrer le CEC, mais parce que les entreprises ont besoin de références pour hiérarchiser leur emploi, procéder à des embauches. Et il faut que le CEC devienne rapidement leur cadre de référence commun et je rêve à une échéance propre où le CEC sera ce cadre de référence partout, et jusque dans les conventions collectives.

  Ona Juknevičienė, ALDE frakcijos vardu. – Pirmiausia noriu pasveikinti pranešėją poną Mantovanį parengus šį labai svarbų dokumentą.

Šio dokumento pagrindinis tikslas – tai galimybė nustatyti ir palyginti kvalifikacijų vertę darbo rinkoje bei švietimo sistemoje.

Neabejoju, kad tinkamai naudojama Europos kvalifikacijų sąranga (EKS) paskatins Bendrijos darbo rinkos efektyvumą ir lankstumą. Tačiau daug svarbiau yra tai, kad EKS padėtų sumažinti imigrantų ir Bendrijos piliečių diskriminavimą darbe.

Šiandien, deja, Lietuvos, taip pat ir kiti Europos Sąjungos piliečiai, dar negali bet kurioje Bendrijos šalyje panaudoti įgytos kvalifikacijos. Jos dažnai nepripažįsta darbdaviai ar institucijos.

Žmonės jaučiasi diskriminuojami, nes negali lygiomis teisėmis konkuruoti darbo rinkoje. Neretai jie būna priversti dirbti žemesnės kvalifikacijos ir mažiau apmokamą darbą. Susitikime su Londone gyvenančiais ir dirbančiais lietuviais girdėjau daug nuoskaudų dėl diskriminavimo ir sunkumų įsidarbinti pagal kvalifikaciją.

Žmonės jaučiasi antrarūšiai, nors jų kvalifikacija ir gebėjimai dažnai būna aukštesni už tą patį darbą atliekančių tos šalies piliečių. Jie negauna norimo darbo ir adekvataus atlyginimo tik dėl to, kad jų profesinis pasirengimas nėra pripažįstamas.

Taigi šis dokumentas yra labai svarbus daugeliui žmonių. Deja, tiek Komisija, tiek Taryba ir mes, parlamentarai, nesugebėjome šio klausimo išspręsti net 22 metus. Dar 1985m. Taryba priėmė sprendimą įvesti profesinio rengimo kvalifikacijų palyginamumo sistemą. Ji nedavė rezultatų. Gaila, bet vėl neskubėdami siūlome įdiegti tik 2012 metais šią sistemą. Dar daugiau – paliekame ją Bendrijos narėms, apeliuojant į jų geranoriškumą.

  Zdzisław Zbigniew Podkański, w imieniu grupy UEN. – Panie Przewodniczący! Ustanowienie ram kwalifikacji dla uczenia się przez całe życie ma istotne znaczenie dla współczesnej i przyszłej Europy. Od przygotowania do życia i pracy zależy bowiem spełnienie się człowieka w życiu osobistym i w społeczeństwie. Uwarunkowania historyczne i współczesne powodują potrzebę zwrócenia szczególnej uwagi na ludzi w wieku 50 lat i więcej oraz młodzież z rodzin przeżywających trudności ekonomiczne, zwłaszcza w nowych państwach członkowskich. Nie wszyscy bowiem mogą i powinni wyjechać w poszukiwaniu pracy. Ludziom trzeba tworzyć warunki do rozwoju w ich środowisku, w ich miejscu zamieszkania. Krajowe ramy kwalifikacji powinny oznaczać instrument służący klasyfikacji kwalifikacji zgodnie z kryteriami ustalonymi dla określonych, osiągalnych poziomów nauczania. Unia Europejska powinna wspierać wysiłki państw członkowskich zarówno prawnie, jak i ekonomicznie. Unia powinna zapewnić obywatelom nie tylko możliwość swobodnego przemieszczania się, ale również uznawania ich kwalifikacji zawodowych.

  Sepp Kusstatscher, im Namen der Verts/ALE-Fraktion. – Herr Präsident! Zunächst einen herzlichen Dank an Mario Mantovani, der den Spuren seines Banknachbarn Thomas Mann in dieser Frage gefolgt ist.

Wir haben ein Ergebnis vorliegen, das die Bildungsbehörden in den Mitgliedstaaten zwingen wird, diesen gemeinsamen Rahmen der Übersetzungshilfe und diesen Bezugspunkt zu verwenden. Es soll ruhig etwas mehr Druck ausgeübt werden für mehr Transparenz, bessere Vergleichbarkeit und somit für Gleichstellung und Anerkennung von verschiedenen Qualifikationen innerhalb der EU.

Besonders begrüße ich, dass neben der allgemeinen auch die berufliche Bildung ausdrücklich und gleichwertig erwähnt wird, und dass nicht nur formal erworbene Diplome auf die Waagschale gelegt werden sollen, sondern auch informelle Kompetenzen, die sich jemand am Arbeitsplatz oder privat erworben hat.

Der Zugang zum Arbeitsmarkt wird oft mit Tricks erschwert. Bildungsbehörden sowie Berufskammern und Berufsverbände versuchen nicht selten, sich gegen die Konkurrenz von außen dadurch zu wehren, dass sie anderswo erworbene Studien und Berufstitel aus formalen Gründen nicht anerkennen wollen. Das soll 2010 anders werden.

  Derek Roland Clark, on behalf of the IND/DEM Group. – Mr President, ‘encouraging lifelong learning’ sounds fine, does it not, with the EU working openly for the good of people and for employment?

Only this morning, Mr Barroso said that he did not like opt-outs, but was in favour of compromises to respect diversity. Those are fine words, but here we are with yet another attempt to bulldoze wonderful diversity into a common, harmonised, featureless landscape.

Now it is the turn of education, broadly speaking. However, education is not within EU competence! It is only covered by proposals under Articles 149 and 150 of the Treaty. So this is also an attempt to smuggle in a competence by the back door. If the EU wishes to assume competence over education, let it do so honestly, go through the usual channels and employ the transparency we hear so much about.

Following the model of the Bergen Framework, setting up the EUROPASS diploma and certificate supplements with the European credit transfer system will require a harmonised EQF level. By issuing qualifications at sectoral and regional level, as well as at national level, this EU proposal will ensure an almost complete grip on qualifications. By issuing grades and awarding qualifications it will ensure that the EU bypasses universities and national governments.

The UK Government is in favour of harmonising qualifications. It is preparing for this by placing control of the universities under the Privy Council, ready to hand universities over to the EU. What universities think of this seems to be immaterial.

HMG’s true position is revealed by its only objection to this scheme. It does not want the EU logo on the qualification documents. That is because they do not want people to know that education has been handed over to the EU.

Please tell me, why is it that my Government has taken that stance? Why is it in favour of an EU project but wants to keep it from the people? Are other national governments taking the same line? I would not be surprised if they were, because they, too, may wish to keep it from their people that their universities are being used in this way.

You may gather that I do not like this project, but it is not for reasons of national pride in Britain’s universities and colleges. No. It is because, as a teacher, I value education and recognise that European countries have universities of which they are justly proud – great centres of learning whose alumni have contributed down the centuries to the arts, literature and science, enriching the lives of people everywhere.

I recognise also that this impetus to civilisation came about because those seats of learning evolved separately and independently, with each developing its own particular flavour and identity.

It is strange, is it not, in an age in which personal identity is being jealously guarded and identity theft is regarded as the crime it is, that some people thoughtlessly seek to destroy the unique identity of the institutions which made them what they are, denying others the education they acquired there?

  Μαρία Παναγιωτοπούλου-Κασσιώτου (PPE-DE). – Κύριε Πρόεδρε, σήμερα δεν θα μπορούσαμε να συζητήσουμε για την πρόταση σύστασης ευρωπαϊκού πλαισίου επαγγελματικών προσόντων, εάν ο συνάδελφος Mantovani, αξιοποιώντας και την εμπειρία παλαιότερων συναδέλφων που είχαν ασχοληθεί με το θέμα, δεν είχε τόσο καλά συνεργαστεί με την Επιτροπή και το Συμβούλιο. Έτσι λοιπόν σήμερα μπορούμε να μιλούμε για τη διαμόρφωση των 8 βαθμίδων των μαθησιακών αποτελεσμάτων που καλύπτουν τη γενική εκπαίδευση, την εκπαίδευση ενηλίκων, την επαγγελματική εκπαίδευση και κατάρτιση και τις 3 βαθμίδες προσόντων τριτοβάθμιας εκπαίδευσης.

Απαντώντας και στον προλαλήσαντα συνάδελφο, τονίζουμε ότι τα άρθρα 149 και 150 της Συνθήκης είναι η νομική βάση για την προτεινόμενη σύσταση, διότι υπάρχει η προοπτική της δια βίου εκπαίδευσης -γι’ αυτό και μόνο- και ότι σε καμιά περίπτωση δεν δεχόμαστε ότι η εκπαίδευση μπορεί να είναι αρμοδιότητα της Ένωσης. Παραμένει εθνική αρμοδιότητα. Η σύγκριση όμως των προσόντων εντός του ευρωπαϊκού πλαισίου επαγγελματικών προσόντων, αγνοεί τις διδακτικές μεθόδους και τους τύπους των φορέων μάθησης, με αποτέλεσμα να αναφέρεται μόνο στις γνώσεις, τη δυνατότητα κατανόησης και την ικανότητα πρακτικής εφαρμογής των γνώσεων και των δεξιοτήτων.

Η Ελλάδα και πολλά κράτη επιμένουν ιδιαίτερα στον προαιρετικό χαρακτήρα του ευρωπαϊκού πλαισίου επαγγελματικών προσόντων. Έχει επισήμως εκφραστεί η άποψη ότι η προώθηση πρακτικών σύγκρισης επαγγελματικών προσόντων, δεν σχετίζεται με τη διαμόρφωση του εθνικού εκπαιδευτικού συστήματος και την αναγνώριση των τίτλων σπουδών. Η μη τυπική και άτυπη μάθηση εξάλλου, λόγω της πολυμορφίας και των ιδιαίτερων συνθηκών απόκτησής της, δεν παρέχει τη δυνατότητα αυτόματης επικύρωσης, αλλά μόνο απλής αναφοράς.

Επίσης, πρέπει να προσέξουμε το ότι ένα και το αυτό πρόσωπο μπορεί να έχει προσόντα σε πολλά επίπεδα.

  Joel Hasse Ferreira (PSE). – Senhor Presidente, Senhor Comissário, caros Colegas, o quadro europeu de qualificações para a aprendizagem ao longo da vida é um documento decisivo para permitir a comparabilidade entre quadros de referência nacionais e sectoriais de qualificações no plano Europeu.

A certificação das qualificações obtidas é decisiva para permitir integrar os progressos obtidos fora da educação formal, nomeadamente na vida profissional, com os avanços conseguidos nos sistemas formais. Contribui assim para uma maior democratização da gestão das próprias carreiras profissionais em toda a Europa da União.

Esta directiva, como sublinha aliás uma das alterações propostas e aprovadas no Parlamento Europeu, promove a validação destas qualificações de acordo com a sessão do Conselho sobre os princípios europeus comuns em matéria de identificação e validação da educação e da formação não formal e formal.

Senhor Presidente, poderemos assim avançar para um quadro jurídico único europeu que se pretende coerente e não redutor de garantias nalguns casos já existentes. Caros Colegas, a directiva, cuja proposta estamos a discutir, será um instrumento determinante para uma mais adequada flexibilidade dos mercados de trabalho, assegurando uma melhor defesa dos interesses dos trabalhadores e uma melhor possibilidade de prestação de serviços de qualidade. E neste momento não posso deixar de saudar a Presidência portuguesa na área da educação, pelo esforço que desenvolveu no sentido de se poder caminhar de forma segura e relativamente rápida para uma aprovação parlamentar em primeira leitura. E claro que nestas circunstâncias é de sublinhar também o trabalho desenvolvido pelo colega relator Mário Mantovani e pelos relatores-sombra, nomeadamente Françoise Castex.

Para assegurar mais eficiência, para extrair mais benefícios da mobilidade profissional e académica no espaço europeu é necessário trabalhar ainda mais eficazmente na implementação do quadro europeu de qualificações e na sua articulação com o sistema europeu de créditos e este relatório promove um avanço significativo nesse sentido. Assim, esta proposta de directiva promove a igualdade de oportunidades no âmbito da sociedade do conhecimento em que vivemos, visando uma maior integração dos mercados de trabalho dos diferentes Estados-Membros, tendo em conta a riqueza resultante da diversidade dos diferentes sistemas nacionais. Merece, pois o nosso melhor acolhimento.

  Ewa Tomaszewska (UEN). – Panie Przewodniczący! Przejrzystość i porównywalność kwalifikacji nabytych w różnych okolicznościach, systemach i krajach ułatwia ocenę poziomu wiedzy zarówno pracownikom, jak i pracodawcom, zwiększając mobilność na rynku pracy. Dotyczy to zarówno zawodów regulowanych – lekarzy, pielęgniarek, innych zawodów medycznych, gdzie kwalifikacje te są wzajemnie uznawane przez kraje Unii Europejskiej, jak i innych zawodów. Wprowadzenie ram kwalifikacyjnych przyczyni się do większej spójności społecznej.

Odmiennie jednak winny być traktowane uczelnie i zawody artystyczne, gdzie talent i uzdolnienia nie powinny być krępowane rygorami, ani uśredniane, gdzie wykładowca nie jest zobiektywizowany, ale nadal pełni rolę mistrza.

  Peter Mandelson, Member of the Commission. Mr President, I think this has been an extremely good debate which marks the launch of a very important project, which I think is timely, necessary and, as others have pointed out, is a platform for this and future generations.

It is essential for the working of the single market, it is essential for Europe’s social development, it is essential for the ability of Europe’s citizens to cope with fast changing economic and labour market change. It is a passport to personal advancement as well as society’s integration. It has been a very constructive and harmonious debate – apart, I suppose, from the intervention of one compatriot who allowed his mixture of gross exaggeration and overstatement, tinged with a fair amount of ideological prejudice, totally to misrepresent what is being envisaged and proposed.

This is a recommendation, and is exactly that – it is voluntary. The EQF will not award qualifications: that remains up to countries, universities and other institutions, which remain autonomous. There will be an EQF reference level on qualifications, for example on level 4, but national level will also be on qualification.

So I am glad to be able to welcome this consensus – notwithstanding one individual – in this Parliament and Council behind the EQF legislative proposal, that this is reflected at the national level, where we see a serious momentum in building national qualifications frameworks.

  Monica Maria Iacob-Ridzi (PPE-DE), în scris. Cadrul European al Referinţelor va reduce complexitatea unui sistem cu 27 de relaţii bilaterale în recunoaşterea calificărilor obţinute din educaţia academică şi cea profesională. Procesul Bologna de creare, până în 2010, a unui Spaţiu European al Educaţiei este astfel suplimentat de un instrument de echivalare a tuturor calificărilor ce se pot obţine în statele membre ale Uniunii.

Deşi 9 din 10 cetăţeni ai Uniunii Europene consideră educaţia continuă ca fiind un instrument important pentru dezvoltarea carierei, lipsa mijloacelor materiale duce însă la mari sincope în pregătirea necesară economiei zilelor noastre. Un eurobarometru recent arată că doar 58% dintre respondenţi pot folosi calculatorul, iar doar jumătate dintre aceştia afirmă că sunt utilizatori de Internet. În plus, peste 60% din cetăţeni nu pot utiliza o limbă străină în munca lor. Bugetele naţionale dedicate învăţării continue variază de la 40% din totalul utilizat pentru educaţie în statele nordice la sub 10% în noile state membre.

Astfel, iniţiative precum Grundtvig sau Erasmus pentru Tinerii Întreprinzători ar trebui extinse şi dublate de fonduri care să suplinească finanţările naţionale insuficiente. Mai mult, Cadrul European al Referinţelor trebuie suplimentat de programe care să instituie calificări veritabile europene, recunoscute pe tot teritoriul Uniunii Europene.

  Румяна Желева (PPE-DE), в писмена форма. Необходимо е да се подчертае, че неформалният образователен сектор е недостатъчно развит и популярен, често откъснат от формалния. Европейската квалификационна рамка е ключов инструмент в преодоляването на това несъответствие, както и средство за преосмисляне и реорганизиране на системата за професионално ориентиране и информация.

Създаването на ЕКР ще облекчи придвижването на работна сила за 32-те участващи страни и ще стимулира участието на секторни и браншови организации от новите страни-членки в усвояването на средствата от Европейския социален фонд, които се отделят за придобиване на нова или усъвършенстване на вече придобита квалификация. За по-новите страни-членки като България са важни възможността за обмен на добри практики, както и осъществяването на пилотни програми в рамките на общността.

Развитието и прилагането на Европейската кредитна система за професионално образоване и обучение (ECVET), целяща улеснението на натрупването, прехвърлянето и признаването на резултатите от обучението, независимо къде и как са придобити, е от голямо значение с оглед на преходните периоди, наложени на България и Румъния. Кредитната система ще стимулира свободното движение и разширяването на достъпа до пазара на труда за по-голяма част от работната сила в Oбщността, като при това осигури надеждна основа за сравнимост.

Вярвам, че ЕКР ще даде допълнителен тласък на развитието на този процес.

A polgárok tudásának, készségeinek és képességeinek elismerése elengedhetetlen az EU versenyképességéhez és társadalmi kohéziójához, valamint az egyes polgárok mobilitásához. Mind nemzeti, mind közösségi szinten elő kell mozdítani és javítani az életen át tartó tanulásban való részvételt és az ahhoz való hozzáférést mindenki számára, beleértve a hátrányos helyzetűeket is. A hivatalosan soha el nem ismert szakképzettségüket Európában nem hivatalos úton megszerző fiatalokat, felnőtteket, bevándorlókat és fizikai dolgozókat ösztönözni kell a tanulási programokban való részvételre, elkerülve ezzel e csoportok szociális és munkaerő-piaci kirekesztését.

Mindebben egy olyan közös viszonyítási keretrendszer létrehozása játszik fontos szerepet, amely megfeleltetési eszközként szolgál majd a különböző képesítési rendszerek és szintjeik között a közoktatásban, a felsőoktatásban, illetve a szakképzésben is. Ez a különböző tagállamokban növelni fogja a polgárok képesítéseinek átláthatóságát, összehasonlíthatóságát és hordozhatóságát.

A keretrendszer feladata hogy integrálja és összehangolja a nemzeti képesítési rendszereket, biztosítsa a megkülönböztetés-mentességet, növelje a munkaerőpiac és a civil társadalom felé a képesítések hozzáférhetőségét, egymásráépülését.

Az oktatásban meglévő szegregáció megszüntetéséért támogatom tájékoztatási intézkedések, valamint szociális párbeszédek megkezdését.

Fontosnak tartom továbbá a munkavállalói csoportok által megszerzett informális tanulás elismerését annak érdekében, hogy megkönnyítsük számukra a munkahely-változtatást.

Az Európai Unió a globalizáció kihívásaira felkészült tudásalapú társadalommá kell, hogy váljon. Egy ilyen társadalomban a polgároknak minden tagállamban alkalmazkodniuk kell a versenyképesség által vezérelt munkaerőpiac igényeihez, ezért a tanulás alapkövetelmény lesz valamennyi korcsoport számára.

The European Qualifications Framework (EQF) for lifelong learning is a good example of the European Union doing what it should be doing in terms of promoting mobility across national borders. Over the years most of us will have made representations on behalf of nationals of our own Member States who find that when they take advantage of the freedom of movement available to them within the EU and actually move to another country they are discriminated against because their qualifications are not properly recognised in their new country of residence. The EQF, by acting as a translation tool for national authorities, will undoubtedly help our constituents to overcome this senseless discrimination. It should also work to the advantage of any Member State to which a person moves, as it will ensure that an accurate assessment may be made of that individual’s qualifications.
