  Σταύρος Δήμας, Μέλος της Επιτροπής. Κύριε Πρόεδρε, αξιότιμα μέλη, του Ευρωπαϊκού Κοινοβουλίου, με ιδιαίτερη ικανοποίηση ανοίγω σήμερα τη συζήτηση για την πρόταση ένταξης των αερομεταφορών στο κοινοτικό σύστημα εμπορίας δικαιωμάτων εκπομπής αερίων θερμοκηπίου, γνωστού ως ITS.

Ευχαριστώ τον εισηγητή, κ. Liese και την Επιτροπή Περιβάλλοντος, Δημόσιας Υγείας και Ασφάλειας Τροφίμων, για τις προσπάθειες που κατέβαλαν μέχρι σήμερα. Θα ήθελα επίσης να ευχαριστήσω τις υπόλοιπες τρεις επιτροπές για τη συμμετοχή και τη συνεισφορά τους στη συζήτηση.

Έχει γίνει πλέον ευρέως αποδεκτό ότι η κλιματική αλλαγή συμβαίνει τώρα, καθώς επίσης ότι προκαλείται από τη δραστηριότητα του ανθρώπου. Από τα μέτρα που θα λάβουμε στο διάστημα της επόμενης δεκαετίας, θα εξαρτηθεί το κατά πόσον θα καταφέρουμε να θέσουμε την κατάσταση υπό έλεγχο ή θα αφήσουμε την κλιματική αλλαγή να φθάσει σε επικίνδυνα επίπεδα και να απειλήσει την ευμάρεια και τη σταθερότητα των κοινωνιών μας. Η Ευρωπαϊκή Ένωση έχει και τις δυνατότητες και τα μέσα και τη θέληση να ηγηθεί της παγκόσμιας προσπάθειας κατά της κλιματικής αλλαγής. Αυτό είναι το σαφές μήνυμα που θα στείλουμε σε λίγες εβδομάδες στο Μπαλί, όπου θα συζητηθεί το μελλοντικό διεθνές πλαίσιο για την κλιματική αλλαγή. Με την ευκαιρία αυτή και τα τρία όργανα, το Ευρωπαϊκό Κοινοβούλιο, το Συμβούλιο και η Επιτροπή, υιοθέτησαν θέσεις υπέρ του καθορισμού φιλόδοξων και δεσμευτικών στόχων για μειώσεις εκπομπών. Για να επιτευχθούν οι στόχοι αυτοί, όλοι οι κλάδοι -συμπεριλαμβανομένων των διεθνών αερομεταφορών- οφείλουν να αναλάβουν το μερίδιο ευθύνης που τους αντιστοιχεί.

Μέχρι σήμερα οι διεθνείς αερομεταφορές απολάμβαναν μια σχετικά ευνοϊκή μεταχείριση σε σχέση με άλλους κλάδους του τομέα των μεταφορών. Από πλευράς φορολογικής μεταχείρισης και φόρου προστιθέμενης αξίας, οι διεθνείς αερομεταφορές εξακολουθούν να έχουν προνόμια, τα οποία παρεχωρήθησαν όταν ήταν ακόμη ένας μικρός αναδυόμενος οικονομικός κλάδος μετά το Β' Παγκόσμιο Πόλεμο. Κατά τη διαπραγμάτευση δε του Πρωτοκόλλου του Κιότο, τη δεκαετία του '90, οι αερομεταφορές -μαζί με τις θαλάσσιες μεταφορές- εξαιρέθηκαν από τους στόχους μείωσης των εκπομπών αερίων θερμοκηπίου. Μόνο οι εσωτερικές πτήσεις καλύπτονται από τους εν λόγω στόχους. Στο μεταξύ, ο κλάδος γνώρισε σημαντική ανάπτυξη και σήμερα οι αερομεταφορές έχουν καταστεί ακρογωνιαίος λίθος της παγκοσμιοποίησης διότι φέρνουν πιο κοντά τους λαούς και τις οικονομίες. Η Επιτροπή αναγνωρίζει πλήρως τη σημασία των αερομεταφορών για το διεθνές εμπόριο και την οικονομική ανάπτυξη. Από την άλλη πλευρά όμως άρχισαν να διαφαίνονται και να επιβεβαιώνονται οι αρνητικές επιπτώσεις των αερομεταφορών στο περιβάλλον με απτό παράδειγμα τη δραματική αύξηση των εκπομπών αερίων του θερμοκηπίου. Σήμερα το μερίδιο των αερομεταφορών στις παγκόσμιες εκπομπές αερίων θερμοκηπίου, αναλογεί στις συνολικές εκπομπές του Ηνωμένου Βασιλείου ή του Καναδά. Στην Ευρωπαϊκή Ένωση οι εκπομπές διοξειδίου του άνθρακα από τα αεροσκάφη, είναι σχεδόν διπλάσιες από τα επίπεδα του 1990, ενώ προβλέπεται ότι το 2012 θα είναι υψηλότερες κατά 150%.

Δεν μπορούμε, βέβαια, να αφήσουμε αυτήν την κατάσταση να συνεχισθεί χωρίς να λάβουμε μέτρα για την αντιμετώπισή της. Οι αερομεταφορές πρέπει να συμβάλουν και αυτές στον αγώνα κατά της κλιματικής αλλαγής, αλλιώς θα πρόκειται για ευνοϊκή μεταχείριση των αερομεταφορών έναντι άλλων κλάδων της οικονομίας, οι οποίοι ήδη καταβάλλουν σημαντικές προσπάθειες για τη μείωση των εκπομπών τους. Γι αυτόν ακριβώς το λόγο στην ανακοίνωσή της, το Σεπτέμβριο του 2005, η Επιτροπή πρότεινε μια συνολική προσέγγιση για την αντιμετώπιση των επιπτώσεων των αερομεταφορών στην κλιματική αλλαγή.

Η στρατηγική μας βασίζεται πάνω στις ήδη ισχύουσες πολιτικές της Κοινότητας, τις οποίες ωστόσο ενδυναμώνει και επεκτείνει. Οι σημερινές μας πολιτικές περιλαμβάνουν έρευνα για νέες και καθαρότερες τεχνολογίες και περαιτέρω βελτίωση του συστήματος διαχείρισης της εναέριας κυκλοφορίας στην Ευρώπη μέσω των προγραμμάτων "Ενιαίος ευρωπαϊκός ουρανός" και "Καθαρός ουρανός". Τα μέτρα αυτά όμως, από μόνα τους, δεν αρκούν. Χρειάζονται περαιτέρω δράσεις και για το λόγο αυτό, το Δεκέμβριο του 2006, η Επιτροπή πρότεινε να ενταχθούν οι αερομεταφορές στο κοινοτικό σύστημα εμπορίας δικαιωμάτων εκπομπής, την πρόταση δηλαδή που συζητάμε σήμερα εδώ.

Η προσέγγιση της Επιτροπής έχει δύο στάδια. Στο πρώτο στάδιο, από το έτος 2011 θα ενταχθούν στο μηχανισμό όλες οι πτήσεις μέσα στην Ευρωπαϊκή Ένωση. Στο δεύτερο στάδιο, από το έτος 2012 θα καλυφθούν όλες οι πτήσεις από και προς αερολιμένες της Ευρωπαϊκής Ένωσης. Ξεκινάμε πρώτα από τις εσωτερικές πτήσεις, γεγονός που δείχνει τη βούλησή μας να πρωτοστατήσουμε σε αυτήν την προσπάθεια διεθνώς. Ταυτόχρονα, δίνουμε το έναυσμα και στους διεθνείς μας εταίρους να ενταχθούν στην κοινή προσπάθεια.

Στην τελευταία Συνέλευση του Διεθνούς Οργανισμού Πολιτικής Αεροπορίας (ICAO), το Σεπτέμβριο, αντιμετωπίσαμε ισχυρή αντίδραση από πολλές τρίτες χώρες, όσον αφορά τα σχέδιά μας να συμπεριλάβουμε όλα τα αεροσκάφη ανεξαρτήτως εθνικότητας, στο σύστημα εμπορίας. Οι λόγοι ποικίλουν από χώρα σε χώρα, όμως κατέστη σαφές ότι ειδικότερα οι αναπτυσσόμενες χώρες πιστεύουν πως οφείλουμε να αρχίσουμε από τα καθ' ημάς, πριν εφαρμόσουμε το σύστημα στις πτήσεις προς και από τις χώρες τους, καθώς και στις αεροπορικές τους εταιρείες.

Αυτό σημαίνει ότι θα πρέπει να επιδείξουμε μεγαλύτερη αποφασιστικότητα. Ένα από τα κύρια στοιχεία της πρότασης, είναι ότι πρέπει να εφαρμοσθεί σε όλες τις αεροπορικές εταιρείες που δραστηριοποιούνται στις γραμμές που καλύπτει το σύστημα, ανεξάρτητα από την εθνικότητά τους, ώστε να αποφευχθούν οι διακρίσεις. Η πρόταση συνάδει με τη Σύμβαση του Σικάγου και τις διμερείς αεροπορικές συμφωνίες. Τη θέση αυτή υπερασπίστηκαν το σύνολο των 42 ευρωπαϊκών κρατών στη Συνέλευση του ICAO. Η Ευρώπη διατύπωσε επίσημη επιφύλαξη σχετικά με το θέμα αυτό, πράγμα που σημαίνει ότι διατηρούμε την ελευθερία κινήσεών μας.

Όσον αφορά το επίπεδο φιλοδοξίας, η πρόταση της Επιτροπής απαιτεί τη σταθεροποίηση των εκπομπών στο μέσο όρο της περιόδου 2004-2006. Με δεδομένες τις προβλέψεις για γρήγορη ανάπτυξη των αερομεταφορών, αυτό θα έχει σημαντικό περιβαλλοντικό αποτέλεσμα. Το έτος 2020 θα εξοικονομούμε συνολικά 183 εκατομμύρια τόνους διοξειδίου του άνθρακα κατ' έτος, κάτι που ισοδυναμεί με το διπλάσιο των σημερινών ετήσιων εκπομπών αερίων θερμοκηπίου της Αυστρίας από όλες τις πηγές. Μπορούμε να μιλάμε δηλαδή για μείωση των εκπομπών κατά 46% σε σχέση με την περίπτωση που οι αερομεταφορές δεν θα είχαν ενταχθεί στο κοινοτικό σύστημα εμπορίας.

Όσον αφορά την κατανομή των δικαιωμάτων εκπομπής στις αεροπορικές εταιρείες, προτείνουμε μια απλή προσέγγιση. Στο διάστημα πριν από το 2013 θα διατίθεται με δημοπρασία ένα ποσοστό των δικαιωμάτων εκπομπής από τις αερομεταφορές κατ' αναλογία του ποσοστού που δημοπρατείται σε άλλους κλάδους. Το υπόλοιπο θα κατανέμεται δωρεάν με βάση ένα σημείο αναφοράς -benchmark- το οποίο θα ανταμείβει τις αεροπορικές εταιρείες υψηλής απόδοσης. Από το έτος 2013, το μερίδιο των δικαιωμάτων που διατίθεται με δημοπρασία θα πρέπει να είναι ανάλογο με εκείνο που θα συμφωνηθεί στην γενική επανεξέταση του ITS. Τέλος, για την κατανομή του υπολοίπου θα εξακολουθεί να χρησιμοποιείται η ίδια μεθοδολογία του εναρμονισμένου benchmark.

Αξιότιμα μέλη, κυρίες και κύριοι, η αντιμετώπιση της κλιματικής αλλαγής είναι πλέον ύψιστη προτεραιότητα της Ευρωπαϊκής Ένωσης. Η πρόταση που εξετάζεται αφορά μια από τις ταχύτερα αυξανόμενες πηγές εκπομπών αερίων του θερμοκηπίου. Συμβολίζει ως εκ τούτου την αποφασιστικότητα της Ένωσης στο θέμα αυτό. Επιδιώκει μέσα από συγκεκριμένα μέτρα να ρυθμίσει ένα δύσκολο πρόβλημα σε έναν κλάδο της οικονομίας, όπου μέχρι στιγμής, δεν έχουν χαραχθεί με επιτυχία αποτελεσματικές πολιτικές. Η Ευρώπη έχει καθήκον να παίξει πρωταγωνιστικό ρόλο, αλλά πρέπει να το κάνει με τρόπο που δεν προκαλεί τους διεθνείς εταίρους της. Με δεδομένες τις σημαντικές αμφιβολίες που διατυπώνουν πολλοί από αυτούς, οφείλουμε να επιδείξουμε αποφασιστικότητα, αλλά επίσης να τηρήσουμε μια μετρημένη στάση. Η Επιτροπή πιστεύει ακράδαντα ότι η πρόταση που εξετάζεται απόψε ανταποκρίνεται ακριβώς σ' αυτήν την ανάγκη.

  Peter Liese (PPE-DE), Berichterstatter. – Herr Präsident, sehr geehrter Herr Kommissar, liebe Kolleginnen und Kollegen! In den letzten Monaten ist es fast jedem klar geworden: Wir müssen etwas tun, um einen dramatischen Klimawandel abzuwenden.

Die Berichte des internationalen Panels für Klimawandel (IPCC) und des ehemaligen Chefökonomen der Weltbank, Sir Nicholas Stern, haben klar gemacht, dass die Kosten des Nichthandelns sehr viel größer sind als die Kosten des Handelns. Stern hat sogar gesagt, dass wenn der Klimawandel ungebremst weiter geht, dies ökonomisch die gleichen negativen Auswirkungen haben kann wie die beiden Weltkriege. Dieses Beispiel macht deutlich, dass es hier nicht um Kleinigkeiten oder irgendwelche grüne Spinnereien geht, sondern um handfeste wirtschaftliche Interessen und etwas, das wirklich jeden angeht. Deswegen war es natürlich folgerichtig, dass der Gipfel der Staats- und Regierungschefs im März beschlossen hat, dass die Europäische Union bis 2020 ihre Emissionen um mindestens 20 %, und wenn wir ein internationales Abkommen erreichen — das wollen wir ja —, dann sogar um 30 % reduziert.

Da ist es natürlich ein Widerspruch, dass ein wichtiger Bereich der Wirtschaft die Emissionen überhaupt nicht reduziert, sondern dass sie ungebremst weiter wachsen. Seit 1990 — der Kommissar hat es gesagt — haben sich die Emissionen im Flugverkehr verdoppelt. Deswegen ist es gut, dass die Kommission hier einen Vorschlag vorgelegt hat, um die CO2-Emissionen im Luftverkehr zu begrenzen. Aber dieser Vorschlag hat auch Schwächen, und ich bin sicher, dass das Europäische Parlament die Schwächen morgen durch zahlreiche Änderungsanträge beseitigen wird.

Ich möchte mich bei allen bedanken, die daran mitgewirkt haben, dass wir morgen zu einem, meine ich, guten Ergebnis kommen werden, vor allen Dingen bei den Schattenberichterstattern, bei Georg Jarzembowski, dem Berichterstatter im Verkehrsausschuss, der ja im Hughes-Verfahren beteiligt war, und bei allen Beteiligten in den anderen mitberatenden Ausschüssen. Es gab zwar zum Teil unterschiedliche Positionen, aber ich denke, in einer Reihe von wichtigen Punkten waren wir uns einig und werden uns auch morgen in der Abstimmung einig sein.

Wir sind uns einig, dass wir ein einziges Startdatum wollen. Innereuropäische Flüge und Interkontinentalflüge, die in Europa starten und landen, sollen an einem Tag in das System einbezogen werden. Das ist notwendig aus Gründen der Wettbewerbsneutralität, aber auch weil zwei Drittel der CO2-Emissionen von Interkontinentalflügen und nicht von innereuropäischen Flügen stammen. Natürlich müssen wir mit Drittstaaten reden, und deswegen hat der Umweltausschuss ja auch in einem Antrag beschlossen, dass die Kommission weiterhin mit den Drittstaaten verhandelt. Wenn wir uns dann auf gemeinsame Ziele und ein gemeinsames Schema einigen können, das genauso viel bringt wie der Kommissionsvorschlag, dann sollten wir auch auf die Verhandlungen mit Drittstaaten eingehen.

Wir sind uns einig — das ist der zweite Punkt, den ich hervorheben möchte —, dass wir einen deutlich größeren Anteil der Zertifikate versteigern wollen. Dies ist wichtig für Newcomer, aber vor allen Dingen, um die so genannten Windfall Profits abzumildern, die es ja im Stromsektor sehr stark gibt. Die Strompreise sind gestiegen, obwohl die Zertifikate kostenlos zugeteilt wurden. Deswegen muss ein höherer Anteil versteigert werden, und das Geld — so hat es auch der Ausschuss beschlossen — wollen wir unter anderem durch Senkung von Steuern und Abgaben auf umweltfreundliche Verkehrsträger an die Bürgerinnen und Bürger zurückgeben.

Wir sind uns auch einig, dass die Emissionsobergrenze unter 100 % liegen sollte, denn es geht ja um CO2-Reduktion und nicht nur um Stabilisierung. Der Umweltausschuss hat ferner beschlossen, dass wir einen Multiplikator von 2 einführen, um die Stickoxyd-Emissionen zu berücksichtigen. Wenn die Kommission einen Vorschlag macht — und dieser auch angenommen wird —, wie wir die Stickoxyde anders angehen können, dann kann der Multiplikator entfallen, aber erstmal brauchen wir ihn. Außerdem ist es sehr wichtig, dass wir eine Effizienzklausel bekommen, auch das hat der Umweltausschuss beschlossen. Die selbst gesteckten Ziele der Fluggesellschaften zur Verbesserung der Effizienz müssen erreicht werden, und es sollte nicht nur zu einem „Freikaufen“ der Luftfahrtindustrie kommen.

In Teilbereichen, meine lieben Kolleginnen und Kollegen, werden wir morgen eine Kampfabstimmung erleben. Es gibt einige Punkte, bei denen wir uns nicht alle einig sind. Und für meine Fraktion — nicht als Berichterstatter — sage ich, dass der Umweltausschuss an einigen Stellen über das Ziel hinausgeschossen ist. So werden wir beispielsweise die Deckelung von 75 % nicht unterstützen, und wir möchten noch Erleichterungen für kleine und mittlere Unternehmen durchsetzen. Die EVP-ED-Fraktion wird in jedem Fall für den Bericht stimmen, und ich glaube, dass wir insgesamt als Parlament ein klares Signal an den Ministerrat geben.

Wir sollten es nicht bei der Formulierung allgemeiner Ziele zur Bekämpfung des Klimawandels belassen, sondern auch konkrete Gesetzgebung durchführen. Wir werden mit großer Aufmerksamkeit verfolgen, ob der Ministerrat seinen Worten Taten folgen lässt oder hinter die selbstgesteckten Ziele zurückfällt und vielleicht sogar den Kommissionsvorschlag abschwächt. Das werden wir als Europäisches Parlament nicht akzeptieren.

  Alain Lipietz (Verts/ALE), rapporteur pour avis de la commission des affaires économiques et monétaires. – Monsieur le Président, Monsieur le Commissaire, Monsieur le rapporteur, je voudrais d'abord féliciter très chaleureusement la Commission d'avoir osé enfreindre le tabou de l'aviation, sans attendre les décisions de l'IATA et je félicite le rapporteur de l'avoir soutenue.

En tant que rapporteur pour la commission économique et monétaire, je me concentrerai uniquement sur un point: la question de la concurrence.

Vous l'avez dit, Monsieur le Commissaire, cette directive lève une erreur de la réglementation qui favorise les autres modes de transport que l'aviation. C'est un excellent point.

Il ne faudrait pas que la façon dont on l'applique aboutisse à favoriser certaines compagnies par rapport à d'autres. Pratiquement chacun d'entre nous a pris au moins une fois cette année un avion d'une compagnie qui n'existait pas il y a trois ans. On ne peut donc pas assurer une rente aux compagnies existantes. Plus la part allouée à la distribution par auctioning sera importante, mieux ira la concurrence.

  Silvia Ciornei (ALDE), Raportoare pentru aviz Comisia pentru industrie, cercetare şi energie. – Domnule preşedinte, domnule comisar, stimaţi colegi, în calitate de raportor pentru opinia ITRE pot să vă spun că directiva a fost intens dezbătută şi în cadrul comisiei noastre.

Am încercat să găsim un echilibru cât mai corect între măsurile necesare pentru protejarea mediului, pe de o parte şi, pe de altă parte, măsurile necesare pentru asigurarea competitivităţii industriei aviatice europene şi stabilirea unui tratament egal pentru toţi operatorii aerieni din Uniunea Europeană.

Mă bucur să regăsesc în raportul domnului Liese propuneri făcute şi de Comisia pentru industrie, în special cele cu privire la includerea simultană în sistemul de comercializare a cotelor de emisie de gaze cu efect de seră a tuturor zborurilor de sosire şi plecare din Comunitate şi la asigurarea accesului pe piaţă pentru operatorii de aeronave nou-înfiinţaţi.

În acelaşi timp, trebuie să spun că regret soluţia găsită pentru determinarea cantităţii totale de cote care urmează a fi împărţită periodic operatorilor de aeronave.

Perioada de raportare 2004-2006, însoţită de diminuarea periodică continuă a cantităţii totale de cote, nu ia în considerare faptul că sectorul aviatic este în plină creştere în noile state membre, punând astfel în dezavantaj operatorii aerieni din aceste state şi, în acelaşi timp, poate împiedica o dezvoltare competitivă a sectorului aviatic european, conform necesităţilor de transport determinate de dezvoltarea economică şi socială a Uniunii Europene.

Apreciez că varianta votată de Comisia ITRE, care propune ca perioadă de referinţă perioada 2008-2010 cu posibilitatea modificării cantităţii totale de cote pentru a lua în considerare evoluţiile viitoare ale sectorului, fie ele de creştere sau descreştere, defineşte mai bine cadrul necesar pentru o concurenţă corectă între operatorii de aeronave din Uniunea Europeană şi pentru competitivitatea economiei europene în general.

Sper ca votul ce se va desfăşura săptămâna aceasta să fie cât mai apropiat de linia ce a fost adoptată de Comisia ITRE.

  Georg Jarzembowski (PPE-DE), Verfasser der Stellungnahme des mitberatenden Ausschusses für Verkehr und Fremdenverkehr. – Herr Präsident, Herr Kommissar, liebe Kollegen! Wir sind uns in den Ausschüssen einig, dass der Staat für europäische Fluglinien und für Fluglinien aus anderen Staaten, die unseren Bereich anfliegen, das Gleiche sein sollte, denn wir müssen die Wettbewerbsfähigkeit unserer Fluggesellschaften im Auge haben. Wir haben bei der ICAO-Konferenz gesehen, die anderen Länder wehren sich doch dagegen. Insofern hat es gar keinen Zweck, einen gespaltenen Termin zu haben.

Wir sind im Verkehrsausschuss allerdings der Auffassung, dass wir 2012 nehmen sollten. Sie, Herr Kommissar, haben zu Recht darauf hingewiesen, dass nach dem Kyoto-Protokoll der Luftverkehr ausgeschlossen war. Insofern ist 2012 das richtige Jahr, weil man dann die besten Chancen hat, Drittstaaten zu überreden, vielleicht doch mitzumachen. Wir haben genügend Zeit, dass sie sich unserem System anschließen können oder ein gleichwertiges System aufbauen können. Ihre Vorreiterrolle und auch die des Umweltausschusses, der mit dem Jahr 2010 sogar noch weiter geht, können wir nicht akzeptieren, denn dabei wird die globale Dimension des Luftverkehrs, was für ein Wettbewerb zwischen den Fluggesellschaften rundum besteht, völlig übersehen. Wir können unsere Flughäfen, unsere Fluglinien und die Arbeitskräfte in diesem Bereich nicht schädigen. Deshalb ist der beste Zeitpunkt, den man gerade noch akzeptieren kann, 2011, aber es muss für alle Gesellschaften zum gleichen Zeitpunkt sein.

Außerdem müssen wir ein Gleichgewicht schaffen. Wir wollen die Klimaauswirkung des Luftverkehrs vermindern, aber wir müssen auch die Wettbewerbsfähigkeit unserer Fluggesellschaften, die Flughäfen und auch die Flugpassagiere – gerade aus entfernten Gebieten – im Auge behalten und erschwingliche Preise für sie ermöglichen.

Deshalb plädieren wir dafür, dass wir eine zeitnahe Referenzperiode erreichen, dass wir einen vernünftigen Prozentsatz bei der Zuteilung der Zertifikate haben – der Verkehrsausschuss war für 110, aber gut, knapp unter 100 wäre auch noch machbar – und einen vernünftigen Prozentsatz für die Versteigerung. Denn eines dürfen wir nicht: Wir dürfen den Luftverkehr für unsere Passagiere in Europa draußen in ferneren Gebieten nicht zu teuer machen – also eine maßvolle Einführung des Emissionshandels, bitte!

  John Purvis, on behalf of the PPE-DE Group. – Mr President, Mr Liese has produced an excellent report. Nevertheless, as PPE-DE Group shadow on the Committee on Economic and Monetary Affairs, I support my group’s amendments, which seek what we think is a better balance between wish and reality.

In my view, the emissions trading scheme is the most cost-efficient, demand-sensitive and objective market-based instrument available for reaching Europe’s greenhouse gas emissions reduction target of at least 20% by 2020.

The aviation sector’s contribution to greenhouse gas emissions is growing fast, and I therefore fully support its inclusion in the emissions trading scheme.

We must have a single start date. I think 2011 is a reasonable compromise between the different dates we have before us. And with this, Europe will lead the way strongly for the rest of the world.

The amount of allowances allocated by auctioning should be set at a reasonably high and increasing level, in order to avoid the disadvantages for competition which are associated with grandfathering and benchmarking. Auctioning is much more economically efficient; it encourages new entrants, innovation, and the reduction of emissions through technological and operational improvements. The revenues generated from the auctioning of allowances should be reinvested in R&D in the aviation industry.

There is much potential for technological innovation, to reduce the sector’s CO2 emissions. Furthermore, the single European sky, which the Commission mentioned, when fully implemented will reduce CO2 emissions by up to 12%, and this should be put into operation with urgency.

In our amendments we have highlighted the importance of giving special consideration to remote and isolated regions. Now we can only hope that the Council will respond positively to Parliament’s insistent wake-up call.

  Matthias Groote, im Namen der PSE-Fraktion. – Herr Präsident, sehr geehrter Herr Kommissar, verehrte Kolleginnen und Kollegen! Ich möchte mich als erstes beim Berichterstatter Peter Liese für die faire und konstruktive Zusammenarbeit der letzten Monate bedanken.

Die Einbeziehung des Flugverkehrs in den Emissionshandel ist das erste Gesetzgebungsverfahren nach dem Frühjahrsgipfel, wo die Staats- und Regierungschefs ehrgeizige Ziele beschlossen haben. Auch wir im Europäischen Parlament haben durch das Einsetzen des Nichtständigen Ausschusses zum Klimawandel das Thema ganz oben auf die politische Agenda gesetzt. Experten und Klimaforscher haben uns bei Anhörungen im Klimaausschuss den mahnenden Hinweis gegeben, dass wir in den nächsten 8 bis 10 Jahren eine Trendwende bei den CO2-Emissionen einleiten müssen. Die Emissionen dürfen dann nicht mehr steigen, sondern der Ausstoß von Treibhausgasen muss gesenkt werden, damit wir die Erderwärmung auf unter 2° halten.

Das Einführungsdatum 1. Januar 2010, über das im Umweltausschuss abgestimmt wurde, ist von zentraler Bedeutung. Als Einführungsdatum brauchen wir das Jahr 2010, weil wir bei der Bekämpfung des Klimawandels keine Zeit haben und der Bremsweg in Sachen Klimawandel sehr lang ist und mit fortschreitender Zeit immer länger wird.

Was den Kommissionsentwurf angeht, nämlich die Unterscheidung zwischen den innereuropäischen und den interkontinentalen Flügen, muss ich sagen, dass ich sehr froh darüber bin – der Kollege Jarzembowski hat es angesprochen –, dass wir uns hier im Parlament einig sind, dass wir ein einheitliches Einführungsdatum haben wollen.

Neben der zeitlichen Komponente ist die Oberbegrenzung der auszugebenden Verschmutzungszertifikate von hoher Bedeutung. Hier sollten wir realistisch und ambitioniert vorgehen. Die Deckelung der Emissionen aus dem Flugverkehr auf 80 % bezogen auf die Jahre 2004 bis 2006 ist ein guter und fairer Ansatz. Diese Deckelung ist nötig, damit die von 1990 bis 2004 um 87 % angestiegenen Emissionen aus dem Flugverkehr nicht die Reduzierung von anderen Industriezweigen untergraben. Um sicherzustellen, dass die Zertifikate einen angemessenen Preis erhalten und dass das Emissionshandelssystem somit seine Wirkung erzielen kann, muss der Anteil der zu versteigernden Zertifikate gegenüber dem Kommissionsvorschlag deutlich erhöht werden.

Die SPE-Fraktion schlägt deshalb vor, den Anteil der zu versteigernden Zertifikate auf 25 % der gesamt auszugebenden Verschmutzungszertifikate heraufzusetzen. Was die Einnahmen aus der Versteigerung der Zertifikate angeht, so sollten die Mitgliedstaaten sie für die Anpassungsmaßnahmen an den Klimawandel und für den Kampf gegen den Klimawandel verwenden, sowohl innerhalb als auch außerhalb der Europäischen Union.

Was noch wichtig ist: Alle Flugzeuge ab einem Startgewicht von 5,7 t müssen in das Emissionshandelssystem einbezogen werden. Morgen steht ein Antrag zur Abstimmung, welcher vorsieht, dass nur Flugzeuge mit einem Starthöchstgewicht von mehr als 20 t einzubeziehen sind. Es kann nicht in unserem Sinne sein, dass die business jets von uns aus dem Emissionshandelssystem entlassen werden und der Urlaubsflieger voll im Emissionshandelssystem veranlagt wird.

Ich würde mir wünschen, dass wir morgen mehr Klimaschutz wagen, und hoffe, dass wir ihn morgen auf den Weg bringen.

  Holger Krahmer, im Namen der ALDE-Fraktion. – Herr Präsident! Mein Dank gilt an erster Stelle den beiden Berichterstattern zu dem Thema, Herrn Liese und Herrn Jarzembowski, die es bei diesem Thema offenbar nicht immer ganz einfach miteinander hatten. Der Emissionshandel kann neben der Investition in neue Technologien und dem Ausbau der Infrastruktur einen wichtigen Beitrag zur Reduktion der CO2-Emissionen des Luftverkehrs leisten. Der Emissionshandel muss dabei Wachstum zulassen und nicht verhindern. Er soll Anreize für die Flottenerneuerung und effizientere, modernere Flugzeuge schaffen.

Die Liberalen plädieren für die Einbeziehung aller Fluggesellschaften zu einem einheitlichen Datum ab 2011. Wir sind der Auffassung, dass die Emissionen der Jahre 2004 bis 2006 als Grundlage dienen sollen. Dies belohnt die Fluggesellschaften, die in der Vergangenheit ihre Flotte verjüngt und modernisiert haben. Meine Fraktion schlägt eine Deckelung von 90 % vor. Das ist ambitioniert, ambitionierter als der Kommissionsvorschlag, aber dennoch nicht überzogen. Ein Anteil der Zertifikate von maximal 30 % sollte unserer Auffassung nach versteigert werden, um den Markteintritt von neuen Betreibern zu erleichtern.

Der Gewinn aus der Versteigerung sollte vor allem vom Luftverkehrssektor zur Reduktion der Emissionen verwendet werden. Auch sind wir für die Anhebung des Startgewichts auf 20 Tonnen, weil wir die bürokratischen Hürden für die kleinen Betreiber möglichst gering halten wollen. Ich plädiere für die Einbeziehung des Luftverkehrs in ein möglichst offenes und effizientes Handelssystem. Die Beschränkung der Nutzung von Gutschriften macht ökologisch keinen Sinn. So wie jedes Gramm CO2, das emittiert wird, gleich betrachtet werden muss, hat auch die Reduktion von Emissionen überall dieselben Auswirkungen. Es gibt gute wirtschaftliche Gründe für den uneingeschränkten und flexiblen Zugang zu Gutschriften, wenn Emissionen woanders zu geringeren Kosten reduziert werden können.

Der Luftverkehr ist für das wirtschaftliche Wachstum in Europa von entscheidender Bedeutung. Die Globalisierung ist ohne wettbewerbsfähige Fluggesellschaften nicht denkbar. Die Menschen werden auch in Zukunft nicht weniger, sondern mehr fliegen wollen, nicht nur in Europa, sondern ganz besonders auch in anderen Teilen der Welt; das müssen wir anerkennen.

Die EU beschließt im Alleingang die Einbeziehung des Luftverkehrs in den Emissionshandel und macht sich damit international nicht nur Freunde. Wenn wir Europäer in der Klimapolitik eine Vorreiterrolle spielen wollen, dann müssen wir uns nicht nur fragen, wie weit wir gehen sollen, sondern auch, wie wir die anderen mitnehmen können. Diese Frage wird sich erneut auch in Bali stellen. Liebe Kollegen, es ist Zeit, von den Insellösungen der EU in der Klimapolitik Abstand zu nehmen.

  Guntars Krasts, UEN grupas vārdā. – Paldies priekšsēdētājam! Siltumnīcas efekta gāzu emisijas tirdzniecība ir pareiza atbilde gāzu emisijas samazināšanai aviācijā. Taču rūpīgi jāizvērtē kvotu ieviešanas nosacījumi, lai neradītu nevienādus konkurences apstākļus Eiropas Savienības dalībvalstu aviokompānijām un Eiropas Savienības iedzīvotājiem iespējas pārvietoties. Lielākā daļa jauno Eiropas Savienības dalībvalstu aviopārvadātāju tālu atpaliek no veco dalībvalstu aviokompānijām gan pārvadāto pasažieru skaita ziņā, gan siltumnīcas efekta gāzu emisijas apjoma ziņā pret iedzīvotāju skaitu. Aviopārvadātāju nākotnes attīstības apjomus jaunajās Eiropas Savienības dalībvalstīs ir grūti novērtēt, bet nav šaubu, ka, lai tuvinātu Eiropas Savienības valstu iedzīvotāju mobilitātes rādītājus, pārvadājumu apjomam jaunajās dalībvalstīs ir ievērojami jāpieaug. Eiropas Savienības iedzīvotāju mobilitātes izlīdzināšanās tiks kavēta, ja siltumnīcas efekta gāzu emisiju tirdzniecībā netiks paredzēti nosacījumi, kā strauji augošas aviokompānijas varēs turpināt izaugsmi, lai emisijas kvotu iegādei iztērētie līdzekļi nekļūtu par to attīstības bremzi. Parlamenta Vides komiteja ir atbalstījusi priekšlikumu izveidot jauno gaisa kuģu operatoru rezervi, kas ir pareizi. Taču, lai nodrošinātu vienādu attieksmi pret gaisa kuģu ekspluatantiem ar dažādu sākuma stāvokli un attīstības tendencēm, daļu kvotu būtu jārezervē gaisa kuģu ekspluatantiem ar strauju jaudu pieaugumu. Par strauju jaudu pieaugumu varētu pieņemt rādītāju, kas vismaz divreiz pārsniedz Eiropas Savienības gada vidējos pasažieru skaita pieauguma tempus. Abi šie priekšlikumi ir būtiski konkurences veicināšanai Eiropas Savienības aviopārvadātāju tirgū. Paldies!

  Caroline Lucas, on behalf of the Verts/ALE Group. – Mr President, I should like to thank Mr Liese for his excellent cooperation and congratulate him on his work.

However, I have to say that I appreciated his work a lot more before he had to seek compromises within his political group, which, if adopted, would substantially weaken the position taken by an overwhelming majority in the Committee on the Environment, Public Health and Food Safety just last month. That matters, because we have to substantially strengthen the Commission’s original proposal if we are to have any real chance of seriously reducing the impact of aviation on our climate. According to the Commission’s own figures, all its proposals are currently going to achieve is that, by 2020, instead of aviation emissions growing by 83% under a do-nothing scenario, they would grow instead by 78%. That reduction is the equivalent of less than one year’s growth in air travel. That is not serious, it is not ambitious, it is not global leadership.

To achieve emission reductions via trading relies crucially on scarcity of permits. Since aviation emissions have already doubled since 1990, to call for an initial allocation equivalent to average emissions over the period 2004-2006, or even 80-90% of that, is simply too generous. I therefore urge you to support my Group’s amendments for an initial allocation that is 50% of that amount. We also need 100% auctioning so that there are no windfall profits at the expense of the passenger.

Finally, I urge you to vote against the ALDE Group’s frankly scandalous amendment, which seeks to remove the restrictions on access to clean development mechanism and joint implementation project credits, not just for aviation but for all sectors in the ETS. Removing such limits provides an open invitation to business as usual. Aviation and the other industries will be able to continue to increase their emissions without constraint by merely buying up the supposed reductions made elsewhere, and, considering recent reports that up to half of reductions from CDM and JI projects are questionable, this will fundamentally undermine the integrity of the entire scheme.

Tomorrow the European Parliament faces a serious test of whether it really wants to take real action on climate change, and, if it is going to show genuine leadership, then it needs to support the Green amendments.

  Hélène Goudin, för IND/DEM-gruppen. – Herr talman! Klimatförändringen är ett gränsöverskridande miljöproblem och EU är en viktig aktör i det världsomfattande klimatarbetet. Utsläppen ökar globalt och tiden är knapp. Svenska Junilistan stöder därför huvuddragen i förslaget som debatteras ikväll.

Att integrera luftfarten i EU:s system för utsläppshandel är ett självklart och kostnadseffektivt steg i klimatarbetet. Men det är inte handeln i sig som leder till minskade utsläpp, utan det totala utsläppstak som vi väljer att sätta upp. Systemet måste breddas med ytterligare klimatpåverkande sektorer för att nå de klimatmål som vi har åtagit oss.

Vi är för utskottets förslag om ett enhetligt startdatum för direktivet. Det är oacceptabelt att kommissionen har låtit sig påverkas av internationella politiska påtryckningar, vilka syftar till att sinka klimatarbetet och ge snedvridningar av konkurrensen. Direktivet ska dessutom gälla för alla. Vi kan inte tillåta undantag för särskilda personer eller händelser. Våra statschefer måste betala sina kostnader, liksom vi andra. Något annat vore orimligt.

Till sist vill jag påpeka att gemensamma miljömål inte ska användas som medel för att införa en gemensam skattepolitik. Aktionsintäkterna ska inte överföras till EU såsom ändringsförslag 14 föreslår. Varje medlemsstat måste själv få bestämma hur den vill använda intäkterna från sina sålda utsläppsrätter.

  Roger Helmer (NI). – Mr President, we propose to bring a new industry, aviation, into the European emissions trading system (ETS), yet that system is spectacularly failing. It has not reduced carbon emissions at all, yet it has created a whole new stratum of bureaucracy, administration and expense for industry. It has transferred large sums of money from countries which have been responsible with initial allocations to those which have been profligate, notably from Britain to France and Germany. Within Britain it has had the perverse effect of transferring funds from hospitals to big oil companies.

The ETS has created a complex web of politically influential vested interests and rent seekers who have lobbied to manipulate the system for their own ends. The Commission’s plans to get tough over allocations will simply move the problem on. With lax limits on allocations bought in from outside Europe, EU funds will flow to countries like China, where regulation is minimal and records may not be accurate. So big foreign polluters will make vast profits for little effort, great damage will be done to European economies and CO2 emissions will continue unchecked. Mr President, it is quite simply scandalous that we propose to bring a new industry into this failing system. I say to you that you must put your own house in order before you think of extending it.

  Richard Seeber (PPE-DE). – Herr Präsident! Es ist immer wieder interessant zu hören, wie manche Kollegen Realitätsverweigerung betreiben. Ich glaube, der Kommissionsvorschlag ist gut. Ich bin auch der Meinung, dass Peter Liese den Vorschlag noch weiter verbessert hat. Wir haben es hier mit einem klassischen Fall zu tun, bei dem es um die Internalisierung von externen Kosten geht.

Märkte können nur funktionieren, wenn wir die richtigen Rahmenbedingungen schaffen. Wir haben uns alle verpflichtet, das Verursacherprinzip anzuwenden, d. h. aber auch gleichzeitig, dass diejenigen, die die Kosten verursachen, auch dafür zahlen müssen. Das heißt, alle Kosten sind einzubeziehen, und dazu gehören auch die Umweltkosten, die eben dieser CO2-Ausstoß der Flugzeuge verursacht. Ich glaube auch, dass wir mit mehr Mut und ambitioniert an die Sache herangehen müssen. Wir wissen alle, dass uns allen, auch manchen Menschen in Großbritannien, ein Nichthandeln in diesem Falle noch wesentlich teurer kommt als diese Maßnahme.

Mir müssen aber auch fair vorgehen. Alle Sektoren müssen zu diesem System beitragen. Wir wissen, dass CO2-Emissionen, gerade in großer Höhe einen wesentlich schlimmeren Effekt haben als CO2-Emissionen am Boden. Auch das muss bedacht werden, wenn wir von der Einbeziehung dieser Flugemissionen sprechen. Außerdem handelt es sich hier um einen Sektor, der durch sehr hohe Steigerungsraten gekennzeichnet ist. Zum zweiten muss man natürlich auch sagen: Wir haben das Potenzial, noch verschiedene Managementmaßnahmen zu setzen, um eben diese CO2-Emissionen auch zusätzlich noch zu verhindern. Auch das muss berücksichtigt werden.

International hat die Gemeinschaft eine Vorbildfunktion zu erfüllen. Wir können nicht erwarten, dass andere Staaten zu uns ins Boot kommen, wenn wir selber nicht mit gutem Beispiel vorangehen. Ich glaube auch, dass wir hier große Chancen haben, den Wettbewerbsvorteil, den wir teilweise schon haben, gerade in diesem Sektor auszubauen, und daher sollten wir gerade innovativen Unternehmen die nötige Stütze geben.

  Dorette Corbey (PSE). – Voorzitter, allereerst mijn complimenten aan Peter Liese. Hij heeft een prachtig verslag afgeleverd. Ook mijn complimenten aan onze schaduwrapporteur, Matthias Groote.

Net als de andere sectoren moet ook de luchtvaart een bijdrage aan de strijd tegen klimaatverandering leveren. We kunnen de klimaatdoelstelling van min 20 of min 30% in 2020 niet halen zonder dat iedereen een duit in het zakje doet. De luchtvaartindustrie wil vooral niet te streng worden aangepakt, maar dat horen we van alle sectoren en als we iedereen paaien, wordt het helemaal niets met het klimaatbeleid.

Het is dus goed dat de Commissie de luchtvaart wil onderbrengen in het ETS, maar de Commissie is wel wat te royaal geweest wat het aantal uitstootrechten betreft dat zij de sector wil toekennen. Ik denk dat 80% van de emissies echt de bovengrens moet zijn. De milieucommissie wil terecht dat dit plafond geleidelijk omlaag gaat, in lijn met de Europese klimaatdoelstelling van min 20 of min 30%.

Vliegtuigexploitanten hebben beloofd de efficiëntie van vliegtuigmotoren met 50% te verhogen. De milieucommissie wil hen hieraan houden en dat is goed, want hoe zuiniger, hoe schoner.

Een derde belangrijk punt is het veilen van rechten. Wat mij betreft, veilen we zo veel mogelijk. Vijfentwintig procent is echt het minimum. De opbrengst van de veiling moet gaan naar het bestrijden van de klimaatverandering, maar vooral ook naar de aanpassing aan de klimaatverandering in ontwikkelingslanden. De minst ontwikkelde landen dragen nauwelijks aan de klimaatverandering bij, maar dragen er wel de zwaarste gevolgen van. Daaraan kunnen we met deze wetgeving iets doen.

  Chris Davies (ALDE). – Mr President, I have here a letter from General Motors complaining about Parliament’s position on reducing carbon dioxide emissions from cars. I have another letter from British Airways – another bit of special pleading – complaining about this measure and how the extra costs will mean it will be more difficult for them to invest in the lower carbon technology in planes that they wish to have.

I do not believe a word of these letters! Just special pleading from one industry after another. Have none of these executives read the United Nations report? This report says that, within 20 years, up to two billion people will face severe water scarcity, partly because of climate change. We have to do something about this. Michael O’Leary of Ryanair may be the unacceptable face of public relations for the airline industry, but he speaks a lot of truth when he says, very clearly, that he does not give a toss for the environment so long as he can stuff his pockets and those of his company full of gold.

Well, we have to provide some balance. We have to ensure and facilitate the position of our constituents who enjoy travel, but we also have to make sure that the concerns for the environment are properly addressed.

Now, this measure here goes a small way towards slowing the spectacular growth of the airline industry. It will encourage the industry to invest in abatement measures. It will ensure that at least the basic principle that the polluter pays should be incorporated into our approach.

But above all we have to ensure that we have a cap which encourages measures to be taken, a cap which, I think, must be at least a little bit more ambitious than that currently proposed by the Commission.

  Mieczysław Edmund Janowski (UEN). – Panie Przewodniczący! Panie Komisarzu! Dziękuję wszystkim sprawozdawcom. Stajemy przed złożonym problemem. Z jednej strony mamy aspekty ekologiczne odnoszące się do naszej atmosfery, z drugiej zaś należy widzieć rozwój komunikacji lotniczej, będącej ważnym rodzajem działalności gospodarczej, obejmującej transport, turystykę, prowadzonej na rynku silnie konkurencyjnym.

Decyzje w tej materii powinny być roztropne i jednoznaczne, ale w żadnym wypadku nie powinny one dyskryminować przewoźników europejskich, w tym także z nowych państw członkowskich. Można bowiem poważnie zaszkodzić lotnictwu europejskiemu, nie uzyskując efektu zmniejszenia emisji szkodliwych gazów. Jest bowiem oczywiste, że atmosfera ziemska nie zna granic. Należy więc uznać za zasadne włączenie emisji dwutlenku węgla przez lotnictwo cywilne do systemu unijnego.

Uważam ponadto, iż powinniśmy uwzględnić także emisję innych gazów, np. toksycznych tlenków azotu. Za najważniejsze uznaję działania, które będą skutecznie ograniczały emisję szkodliwych gazów poprzez między innymi stosowanie innowacyjnych rozwiązań w zakresie silników lotniczych, konstruowanie samolotów o lepszych parametrach aerodynamicznych, radykalną poprawę zarządzania ruchem powietrznym, ograniczającą niepotrzebne przebywanie w powietrzu. Handel emisjami uznaję w tej chwili za coś zastępczego. Na dziś za racjonalne widziałbym przyjęcie okresu bazowego 2007-2009, ustalenie pułapu emisji na poziomie od 5 do 10% wyższym niż 100% za względu na rosnące zainteresowanie lotnictwem i włączenie również przewoźników pozaunijnych operujących na terenie Unii.

  Umberto Guidoni (GUE/NGL). – Signor Presidente, onorevoli colleghi, il cambiamento climatico è uno dei più gravi problemi che ci troviamo ad affrontare. Se vogliamo garantire il nostro futuro non possiamo più ignorare la questione ambientale e dobbiamo essere pronti a modificare i nostri stili di vita e in particolare per quel che riguarda la mobilità.

Il trasporto è uno dei settori che più contribuisce ai consumi energetici ed è quello che più risente dell'uso dei combustibili fossili. Proprio all'interno di questo settore rientra in maniera crescente il trasporto aereo. Nel 2004 le emissioni di gas a effetto serra prodotti dagli aerei e imputabili alla Comunità sono cresciute dell'87% rispetto al '90. L'Europa è responsabile di circa la metà delle emissioni CO2 prodotte dal trasporto aereo. Tale andamento non è più sostenibile e dunque è indispensabile prendere seri provvedimenti in merito, per esempio cancellando i vantaggi fiscali su questo settore.

Ritengo che la proposta di direttiva della Commissione sulle quote di emissione del trasporto aereo sia uno strumento indispensabile per contrastare in maniera consistente i problemi relativi ai cambiamenti climatici e salutiamo molto positivamente la relazione ENVI che rafforza la direttiva originale.

C'è però, ed è importante sottolinearlo, la necessità di mantenere alcuni punti qualificanti nel dibattito, nella votazione che ci sarà domani, tra questi ritengo importante il sistema comunitario di scambio delle emissioni di tutti voli, sia di quelli in arrivo che quelli in partenza dall'Unione, e ciò non può essere procrastinato oltre il 2010.

Inoltre, è importante che una quota significativa dell'assegnazione delle quote debba avvenire mediante asta e i ricavi di tali vendite devono essere utilizzati per sovvenzionare i trasporti più puliti, per esempio detassando i trasporti rispettosi dell'ambiente, in modo da creare un turismo low-cost che utilizzi sistemi meno inquinanti come il treno. Bisogna poi puntare su una ricerca verso motori aeronautici più efficienti, una gestione del traffico aereo più efficace.

Mi auguro che l'Aula domani non svilisca il compromesso avanzato che permetterà all'Europa di diventare leader nella lotta ai cambiamenti climatici.

  Bastiaan Belder (IND/DEM). – Mijnheer de Voorzitter, namens mijn collega Blokland de volgende bijdrage.

Het voorstel om luchtvaart te integreren in het emissiehandelssysteem zou een duidelijk signaal moeten zijn van de Europese Unie om bij te dragen aan de ambitieuze reductiedoelstellingen die begin dit jaar zijn afgesproken. In dat licht heeft de ten principale bevoegde commissie in het Parlement zich uitgesproken vóór het voorstel van de Commissie en zelfs nog aangedrongen op een aanscherping.

In de afgelopen week leek aangekoerst te worden op een akkoord in eerste lezing. Deze verwachting werd door het voorzitterschap van de Raad versterkt. Het bleek een verwachting die niet juist was, omdat geen mandaat van de Raad kon worden verkregen.

Deze week is het naar mijn mening van belang dat we geen genoegen nemen met een afzwakking van het voorstel van de Commissie, maar streven naar een voorstel met duidelijke ambities, om consistent te zijn met de in dit voorjaar ingezette lijn met betrekking tot emissiereductie. Ik steun daarom van harte de lijn die is ingezet door de milieucommissie.

  Reinhard Rack (PPE-DE). – Herr Präsident! Ich teile die inhaltlichen Positionen fast aller Kollegen. Ich sage, fast aller Kollegen, und konzentriere mich daher auf drei formale Aspekte.

Punkt 1: Wir tun es in diesem Parlament immer wieder und tun es auch heute wieder einmal: Wir verstecken wichtige Gesetzgebungsvorhaben in der Nachtsitzung. Wir stellen damit sicher, dass möglichst wenige uns zuhören und dass, von ganz wenigen Ausnahmen abgesehen, niemand auf der Tribüne sitzt, und wir stellen sicher, dass die Journalisten, die über all das berichten sollten, sich wahrscheinlich heute Abend schon anderen Beschäftigungen widmen.

Zweitens: Wir hören immer wieder, und wir haben es auch in dieser Debatte gehört: In der ersten Lesung müssen wir uns als Europäisches Parlament hinauslehnen und ganz besonders fordernde Positionen einnehmen, weil der Rat sich ja in der Folge ohnehin als Bremser beweisen wird und wir dann unter dem Strich nicht dorthin kommen, wo wir hinkommen möchten. Ich würde vor dieser Position warnen: Sie hat lange gestimmt, sie stimmt aber zunehmend nicht mehr. Wir haben es etwa im Fall der Luftreinheitsvorschriften gesehen: Hier gibt und gab es Aktionen, wo sich Staats- und Regierungschefs, aber auch die Umweltminister schon in der ersten Lesung sehr weit mit hinausgelehnt haben. Das führt dazu, dass wir mit den Ergebnissen, die wir beschlossen haben, in 10 bis 15 Jahren in Mitteleuropa zwischen Nürnberg und Bologna sämtliche Städte sperren müssen, weil wir die Werte nicht werden einhalten können.

Drittens: Wir müssen uns im Europäischen Parlament selbst zu vernünftigen gemeinsamen Lösungen zusammenraufen. Ich sehe eigentlich in dem, was in den vergangenen Wochen und Monaten bei dieser Richtlinie passiert ist, einen gelungenen Weg und einen gelungenen Versuch, das zu tun. Anliegen der Umwelt, des Verkehrs, der Wirtschaft, der Industrie sind hier noch nicht in einen vernünftigen Kompromiss eingebunden, werden es aber, glaube ich, nach dem Ergebnis der morgigen Abstimmung sein. Jetzt müssen wir nur noch den Rest der Welt dazu bringen, hier mitzumachen und etwas für die Umwelt zu tun.

  Eluned Morgan (PSE). – Mr President, first of all, I would like to say that it is lovely it is to see Mr Dimas back.

It is pretty much accepted that the carbon emissions in relation to aviation are currently a very small proportion of the overall carbon emissions of the EU. But you would have to be a fool not to see the incredible growth in the sector in recent years and to recognise that the industry’s own plans for expansion are enormous. Currently, the technology for alternative, less polluting fuels are limited in relation to aviation. This is why it makes absolute sense to accept that aviation is likely to continue to grow, but we need to ensure that this growth is offset in other sectors of the economy which do have alternatives in terms of reducing carbon emissions. That is why it is essential that aviation is brought into the emissions trading scheme (ETS).

I would also like to underline the point that the EU has a principle that it is the polluter who should pay. Under the current ETS, far from the polluter paying, we have seen many polluters making windfall profits thanks to the ETS. This has to stop. It is right, therefore, that many of these carbon creators should be auctioned, especially when the wholesale reform happens.

Perhaps one of the most interesting aspects of this debate is the question of where ETS auction money should be spent. In the forthcoming ETS review, there is potentially EUR 200 billion which could be raised if we went for full auctioning. I am sure many of us could think of countless ways to spend that kind of money, but I believe it would be sensible if we could steer this money via the EU budget, if possible, to spend on climate change initiatives which could include transfers of finance to the developing world including, for example, to pay for reforestation in developing or emerging countries.

But, also, there needs to be recognition that even in our own Member States we are likely to see a huge increase in terms of energy poverty. Perhaps we should think about steering the money in this direction as well. So the decisions we make tomorrow will give an indication of where we should go, in terms of the ETS reform as a whole.

  Jeanine Hennis-Plasschaert (ALDE). – Voorzitter, in plaats van allerhande niet-effectieve belastingen en heffingen, stelt de Commissie het voorliggende marktgebaseerde instrument voor. Een keuze die ik van harte onderschrijf. Het is milieueffectief, economisch efficiënt en het leent zich goed tot een bredere toepassing. Althans, zo zou het allemaal kunnen zijn.

Al vrij snel werd duidelijk dat de meningen in dit Huis nogal verdeeld zijn. De milieucommissie kwam recht tegenover de transportcommissie te staan. Mijn collega Holger Krahmer, heeft hierover al het nodige gezegd. Inmiddels zijn er compromisamendementen opgesteld en de stemming van morgen zal uitwijzen of de emotie leidend is.

Het klimaat is hot en groen stemmen is buitengewoon sexy. Op zich is daar ook niet zo veel mis mee, maar een wurggreep voor de Europese luchtvaartsector en de bijbehorende werkgelegenheid kan wat mij betreft, niet de bedoeling zijn.

De poging om één specifieke modaliteit, in dit geval de luchtvaart, kunstmatig in te krimpen ten voordele van een andere, acht ik contraproductief. Alles wijst erop dat de vraag naar vervoer in snel tempo meer toeneemt dan de aangeboden capaciteit. We hebben alle modaliteiten nodig, met treinen en bussen alleen redden we het echt niet.

Het doel was om een zo werkbaar mogelijk model te ontwikkelen dat wereldwijd zou kunnen worden uitgebreid en/of gekopieerd. En ja, als we daadwerkelijk milieueffectief willen zijn, dan is dit laatste van cruciaal belang.

Zo niet, dan blijven we bij die hele kleine druppel op die welbekende gloeiende plaat en dat zou ik nu juist graag willen vermijden. Zoals collega Rack net treffend zei, willen we effectief zijn, dan moeten we nog wel even de rest van de wereld overhalen, want alleen dan zet ons optreden zoden aan de dijk.

  Sérgio Marques (PPE-DE). – Senhor Comissário, caros Colegas, como deputado eleito por uma das sete regiões ultraperiféricas tenho que dar conta a esta Câmara da imensa preocupação que a aplicação da Directiva que agora apreciamos está a provocar nestas regiões. Por uma razão simples, as regiões ultraperiféricas estão quase exclusivamente dependentes do transporte aéreo e qualquer encarecimento deste serviço, a consequência inevitável da aplicação da directiva, irá dificultar a acessibilidade a estas regiões, agravando o seu isolamento, factor determinante para que se tivesse encontrado, ao nível europeu, um estatuto específico para as regiões ultraperiféricas, consagrado no artigo 299.º, n.º 2 dos Tratados.

Por outro lado, o aumento do custo do transporte aéreo irá acentuar a desvantagem competitiva destas regiões penalizando o turismo, a principal actividade económica para a maioria destas regiões. Uma redução dos fluxos turísticos e/ou uma diminuição da despesa efectuada por cada turista são previsíveis, o que pode levar a uma diminuição, no mínimo, de 2% do PIB das regiões ultraperiféricas, segundo estudos realizados pelo Governo das Canárias. Ora, favorecer a acessibilidade às regiões ultraperiféricas diminuindo o seu isolamento e promover a sua competitividade são duas das três grandes prioridades da política europeia para as regiões ultraperiféricas estabelecida na comunicação da Comissão Europeia intitulada "Uma parceria reforçada para as RUPs ", à qual o Parlamento Europeu deu o seu total apoio. Daí não poder deixar de relevar a contradição e a incoerência com estas prioridades que irá resultar da aplicação da presente directiva.

Creio que, pela primeira vez, estamos perante um acto legislativo da União Europeia que terá como consequência agravar o isolamento destas regiões. É certo que as alterações nºs 5 e 6 do Partido Popular Europeu, apresentadas na sequência de um compromisso entre o relator Peter Liese - a quem aproveito para felicitar pelo excelente trabalho realizado - e os colegas Jarzembowski e Christine De Veyrac, vão no sentido certo para atenuar o impacto desta directiva, mas são insuficientes. Apelo, por isso, às três Instituições para que, nas próximas fases do processo legislativo, possam ser encontradas melhores soluções para atenuar o impacto desta directiva nas regiões ultraperiféricas.

  Ulrich Stockmann (PSE). – Herr Präsident, Herr Kommissar, liebe Kolleginnen und Kollegen! Der stark wachsende Luftverkehr muss schnellstmöglich in das ITS-System integriert werden. Damit soll auch dieser Verkehrsträger seinen Beitrag zur Reduktion des anthropogenen Treibhauseffektes leisten.

Aus verkehrspolitischer Sicht geht es bei unserer gesetzgeberischen Arbeit jetzt darum, die Rahmenbedingungen richtig zu justieren. Diese Rahmenbedingungen müssen so sein, dass über einen angemessenen Preis für die Tonne CO2 die möglichen Einsparimpulse ausgelöst werden, ohne dass der Flugbetrieb drastisch eingeschränkt wird. Dazu muss z. B. die Erstausstattung der Fluggesellschaften mit Zertifikaten so gestaltet werden, dass ihr Mangel realistisch am Markt ausgeglichen werden kann, sonst müssen Flüge gestrichen werden, und ich weiß nicht, wie viel wir und unsere Gesellschaft davon verkraften. Selbst bei einer hundertprozentigen Ausstattung mit Zertifikaten bei einem Systemeintritt — und das fordert keiner von uns — würde bei einem jährlichen Wachstum des Luftverkehrs von 5 % ein ebenso hohes Einsparvolumen an CO2-Emissionen erforderlich sein. Das ist keine geringe Anstrengung.

Das größte Reduktionspotenzial liegt in der Verwirklichung des Single European Sky, ist also vom politischen Willen der Mitgliedstaaten abhängig. Den Fluggesellschaften bleibt deshalb vorerst nur die Erneuerung ihrer Flugzeugflotte, falls dafür nach den angedachten Auktionsbeträgen noch ausreichend Kapital bleibt. Bei regionalen Fluggesellschaften wird das wohl kaum der Fall sein.

  Avril Doyle (PPE-DE). – Mr President, bearing in mind that politics is the art of the possible and that sometimes the best can be the enemy of the good, I would like to thank my colleague Mr Liese for the tremendous effort he has put in to reach a position – an agreement – not least amongst all of us in the PPE-DE Group but also with colleagues across this House.

International aviation is outside Kyoto obligations, and the complete lack of progress in ICAO over the 10 years that they have been mandated to address emissions makes it important that the EU takes the lead. The proposed emissions trading scheme should apply to all flights, including from third countries, from a common start date for competitiveness reasons.

I would now like to concentrate the remainder of my two minutes on one point that I do not think any other colleague has raised. It is a point that is a very serious national problem for Ireland.

Under the proposal, fungibility or convertibility of aviation allowances to Kyoto allowances free of charge is proposed. An airline may demand conversion of its aviation allowances to these Kyoto-backed allowances, and the issuing Member State must comply. This is a huge problem for us in Ireland, because, if airlines were to convert free of charge, we would have to replace these Kyoto allowances by those that the Irish state would have to buy on the market at full market price.

The Irish registry will carry a disproportionate share of flights on our books due to the size and geographic spread of some airlines, as the airlines, particularly Ryanair, are registered with the Irish Aviation Authority for all of their EU operations. The success of Ryanair means that they have 20 operational bases across the EU serving almost 130 destinations and, yes, increasing. But they operate only a small proportion of those flights in Ireland.

I would like the Commission specifically to say whether it will accept Amendment 47, which deletes those particularly difficult sentences.

The polluter-pays principle cannot be interpreted to mean that the Irish taxpayer pays for pollution in our fellow EU Member States.

  Riitta Myller (PSE). – Arvoisa puhemies, ilmastonmuutosta torjuvilla toimilla on kiire, ja aivan kuten täällä on sanottu, kaikkien kasvihuonekaasuja ilmakehään päästävien alojen on osallistuttava siihen. Ilmailu ei saa jäädä vapaamatkustajaksi. Lentoliikenteen kasvihuonekaasupäästöt lisääntyvät nopeasti. Tämä on tärkeää muistaa, kun niin monta kertaa sanotaan, että lentoliikenne vastaa vain kahdesta tai kolmesta prosentista kasvihuonekaasupäästöistä. Kuten on todettu, ilmailualan kasvihuonekaasupäästöt ovat kasvaneet jopa puolella vuoteen 1990 verrattuna.

Se, että lentoliikenne otetaan nyt mukaan päästökauppaan, on nimenomaan Euroopan unionin ehdotus. Tarkoitus on saada aikaan pidemmällä tähtäimellä lisäksi globaali järjestelmä, jossa myös lentoliikenne osallistuu taakan jakamiseen. Yleisen päästökauppadirektiivin heikkouksista voitaisiinkin nyt ottaa oppia ja lisätä huutokaupan osuutta oikeuksien alkujaossa. Alkujaon, samoin kuin järjestelmän kokonaisuudessaan, tulee olla päästöjen vähentämiseen kannustava, niin että lyhyitä lentomatkoja korvataan junamatkoilla, ja erityisen hyvin se sopii alueille, joilla on tiheä kaupunkiverkosto ja paljon asukkaita. Sen sijaan meillä on ongelmia alueilla, joilla on vähemmän asukkaita ja joilta on pitkä matka keskuksiin, ja on tärkeää, että eurooppalaisessa järjestelmässä otetaan huomioon syrjäisten alueiden tilanne tasa-arvoisella tavalla.

  Corien Wortmann-Kool (PPE-DE). – Voorzitter, met de invoering van emissiehandel in de luchtvaart toont Europa ambitie, de ambitie om de uitstoot van CO2 aan te pakken en de klimaatverandering tegen te gaan, want nergens ter wereld, zelfs niet in Californië, is tot op heden een vergelijkbare ambitieuze aanpak voorgesteld. Ook in vergelijking met het emissiehandelssysteem in de industrie is dit een zeer ambitieus plan.

Maar, Voorzitter, wat deed onze milieucommissie? Die heeft dit voorstel op kernpunten fors aangescherpt en daarmee vliegen we ons doel voorbij. Europa moet leiderschap tonen, maar leiderschap betekent niet alleen voorop lopen, maar ook anderen overtuigen en mee krijgen, en dat in de uiterst competitieve omgeving van de internationale luchtvaart. De nieuwe regeling mag dus in geen geval leiden tot hoge kosten en bureaucratie, vooral voor de Europese luchtvaartmaatschappijen, maar er moet winst zijn voor het klimaat. Er moet per saldo klimaatwinst gerealiseerd worden en bij voorkeur wereldwijd.

Ik ben daarom blij dat er nu amendementen voorliggen van de EVP en ook van de liberalen, waardoor ik verwacht dat we morgen op een realistische koers zullen uitkomen. Dat is nodig om het schoner vliegen ook daadwerkelijk te stimuleren, want als je zelfs met schone vliegtuigen de bureaucratische molen van een veiling in moet, is dat weinig stimulerend. Ook qua hoeveelheid beschikbare rechten verwacht ik gelukkig dat we morgen realistischer uitkomen.

Maar, Voorzitter, met dit voorstel alleen zijn we er zeker niet. De Commissie en het Europees Parlement moeten schouder aan schouder staan om het gemeenschappelijk Europees luchtruim gerealiseerd te krijgen, want daar is nog vijf keer meer milieuwinst mee te halen.

Ik hoop, Voorzitter, dat we ook op dat punt de druk op de lidstaten kunnen opvoeren, want dan kunnen we pas echt wat betekenen voor het klimaat.

  Robert Evans (PSE). – Mr President, tonight, for once, Parliament really can lead the way in protecting the environment. I think, as Mr Belder said, the Commission was really a bit timid in its original proposal. The European public, I think, will be looking to this Parliament to set the highest standards and ambitious targets.

As a member of the Committee on Transport, and along with my colleagues in the PSE Group, I did not support Mr Jarzembowski’s line that was pushed through with, I regret to say, the support of the Liberal Group, the ALDE Group. We wanted to strengthen the original proposal, not to water it down.

So I say congratulations to Mr Liese for his report, and I quote, ‘we do not just inherit this planet from our ancestors, our parents, we borrow it from our children’. And, like Ms Lucas, I appeal to all the groups in this Parliament to think about how they vote tomorrow; be prepared to compromise, be sensible, be realistic, but above all, be positive, because Parliament has a chance to be at the forefront of protecting the environment for 500 million citizens and their descendants.

  Thomas Ulmer (PPE-DE). – Herr Präsident, Herr Kommissar, meine sehr verehrten Damen und Herren! Zunächst vielen Dank an den Berichterstatter, Peter Liese, für seinen guten Bericht und an den Kollegen Jarzembowski. Ich glaube, dass die Kompromisse insgesamt sehr tragfähig sind. Politik lebt ja oft von Symbolen, und so setzen wir hier ein klares Signal: Es ist das erste gesetzgeberische Vorhaben nach dem Frühjahrsgipfel, und so beginnen wir, Klimaschutz auch aktiv umzusetzen.

Die sieben Kernpunkte des Berichts — der Beginn des Emissionshandels, die Referenzperiode, die Anzahl der Genehmigungen, die Verwendung der Erträge, die Ausnahmen für kleine Flugzeuge und die Methode für die Berechnungen — sind in meinen Augen in den Kompromissen ausreichend und zuverlässig gewürdigt. Ich wünsche mir keine Ausnahmen, wobei ich eine besondere Regelung für die ultraperipheren Gebiete in einem Zusatz sicher für notwendig halte, damit diese Gebiete nicht benachteiligt werden.

Ich glaube, dass die Vorlage sehr gut ist und dass der Wettbewerb hier ausreichend gewürdigt wird. Wir sollten nicht vergessen: Selbst bei 100 % Versteigerung — rein theoretisch gesehen, haben wir gerade gehört — handelt es sich um 2 Milliarden Euro, also einen für die Luftverkehrsgesellschaften durchaus überschaubaren Betrag, der sich wohl auch in der Preisgestaltung niederschlagen wird. Aber hier sehe ich auch bei der Vielzahl der Flüge keine Probleme.

Ich wünsche mir, dass die EU in Sachen Klimaschutz hier weiter vorausgeht, und dass wir alle anderen großen Wettbewerber mit ihren Fluggesellschaften dazu bringen können, diesem Abkommen beizutreten.

  Gyula Hegyi (PSE). – Mr President, civil aviation seemed to be a luxury in the past, when mostly the rich and the so-called jet society used the advantages of quick flights. Nowadays, at least in the European Union, civil aviation is a necessary part of our life, without which the Parliament and the Council simply could not work. If the distance from Brussels is more than 1 000 km, there is no realistic alternative to flights in the absence of rapid trains.

With the accession of the new Member States and the boom in low-fare airlines, we have two or three times more flights than before the enlargement of the EU. International aviation is not yet covered by the Kyoto Protocol. However, direct emissions from aviation account for about 3% of the EU’s total greenhouse gas emissions, and this is increasing fast. I think that the quantity of the three allowances should have been based on the emission rate per capita of greenhouse gases in the different Member States, as there are large differences between them. I feel that it is unfair that western European countries have the right to emit around three times more greenhouse gas from aviation as Hungary and other new Member States. I think this principle should be applied in other environmental policies requiring a total amount of decrease instead of a percentage decrease. Otherwise, those who polluted less in the past will be punished.

  Christofer Fjellner (PPE-DE). – Flyget ska betala sina miljökostnader och därför är detta förslag bra. Flyget kan inte undantas från miljökostnader som andra transporter betalar. Men jag har svårt för den hetsjakt på flyget som präglar debatten, som om det vore den största av miljöbovar och det bästa vore om vi slutade flyga helt. För det är helt enkelt inte sant. Flyget står för fem procent av koldioxidutsläppen. Ett fullsatt flygplan drar mindre bränsle per passagerarkilometer än en bil. Det kan och måste bli ännu bättre, men detta genom att vi ställer hårda krav på flygindustrin, vilka driver utvecklingen framåt. Inte genom att vi slutar flyga.

Att resa och möta människor från andra delar av världen är viktigt. Jag är övertygad om att Ryanair har gjort mer för förståelsen mellan Europas folk än EU:s kulturprojekt tillsammans. Minskat resande får därför inte bli ett egenvärde. Att isolera människor för oss tillbaka i historien, till en mörk tid.

Kommissionens förslag är i rätt riktning, men det cyniska är dess perspektiv. Att det är någon annan som ska flyga mindre. Att man har försökt undanta regerings- och statschefers flygresor, samtidigt som man kräver att medborgarna tar ansvar. Förslag som dessa skapar ett välförtjänt politikerförakt, och jag är glad att vi i miljöutskottet har tagit bort just de skrivningarna.

Lika cyniskt är hur en del vänsterkollegor kräver att vi minskar flyget med mer än hälften på bara några år. De som lägger sådana förslag tar ju knappast själva tåget från till exempel Stockholm till Bryssel. Som om de egna resorna är ovärderliga men att andra okynnesreser.

Med den typen av oseriösa förslag blir det vanligt folk som tvingas betala, inte politiker och företagsledare, där någon annan tar notan. Det blir studenter som inte längre har råd att plugga utomlands för att ge sig ut och se världen. Det blir farmor i Norrland som inte får träffa barnbarnen i storstaden lika ofta. Det tar oss tillbaka till en tid då en SAS-kabin, på 80-talet, endast bestod av företagsledare, politiker och fackpampar.

Imorgon ska vi istället rösta för hårda men realistiska krav på flygindustrin, som tvingar dem att betala sina miljökostnader. Som tvingar fram bättre och miljövänligare flygteknik men framför allt gör det möjligt att prioritera. Att ställa flyget mot de riktiga koldioxidbovarna, som kolkraftverk. För det viktiga är att utsläppen minskar – inte flygandet.

  Emanuel Jardim Fernandes (PSE). – Senhor Presidente, concordando com a proposta da Comissão e do relator gostava de chamar a vossa atenção para o facto de a mesma não responder aos objectivos do Parlamento descritos, designadamente, no relatório sobre a redução do impacto da aviação nas alterações climáticas, solicito uma atenção especial para a situação dos territórios mais isolados, que estão particularmente dependentes dos transportes aéreos, e, em particular, das regiões ultraperiféricas.

Nem à pergunta lançada pela própria Comissão na sua comunicação "Estratégia para as regiões ultraperiféricas" do passado mês de Outubro, onde se questionava, e passo a citar: "Que medidas seria necessário adoptar para que o objectivo da redução de emissões não tenha um impacto negativo na acessibilidade, na economia e nos cidadãos das RUPs?". O Parlamento, ao votar positivamente as alterações 99 e 100 apoiadas pelo PSE responderá às questões mencionadas através do eventual estabelecimento de uma avaliação de impacto e medidas mediadoras adequadas, garantindo uma futura, necessária e adequada inclusão das regiões ultraperiféricas no comércio de emissões, capaz de garantir a sustentabilidade ambiental e económica e a mobilidade nestas regiões totalmente dependentes do transporte aéreo devido à sua situação geográfica.

  Małgorzata Handzlik (PPE-DE). – Panie Przewodniczący! Dyskutujemy dzisiaj nad projektem dotyczącym włączenia europejskiego lotnictwa cywilnego do systemu handlu emisjami w Unii. Moim zdaniem, ten bardzo ważny projekt został przygotowany w pośpiechu, bez należytej konsultacji z branżą lotniczą, szczególnie z nowych państw członkowskich, oraz bez analizy skutków ekonomicznych i społecznych jego wdrożenia, a również z punktu widzenia ochrony środowiska, jak i skutków dla lotnictwa cywilnego oraz zagrożenia dla rozwoju gospodarczego Europy, na przykład w obszarze turystyki, która stanowi główne źródło dochodu dla bardzo wielu regionów.

Projekt stanowi także zagrożenie dla konkurencyjności linii lotniczych i może przyczynić się do radykalnego pogorszenia już trudnej sytuacji finansowej wielu europejskich towarzystw lotniczych. Dlatego uważam, że najwcześniejszym momentem rozpoczęcia funkcjonowania systemu z uwzględnieniem sektora lotniczego dla wszystkich połączeń jest rok 2012.

Zdecydowanie popieram tak zwany szeroki zasięg geograficzny systemu, czyli objęcie wszystkich lotów z i do Unii bez względu na przynależność państwową przewoźnika. Tylko takie rozwiązanie gwarantuje uzyskanie pożądanego skutku ekologicznego i nie naraża europejskich przewoźników na drastyczne obniżenie ich konkurencyjności.

Uważam, iż łączna liczba przydziałów przyznawanych sektorowi lotnictwa powinna być określana na poziomie wspólnotowym poprzez odniesienie do średnich poziomów emisji pochodzących z lotnictwa, co najmniej z lat 2005 - 2007, natomiast limit emisji powinien być ustanowiony na poziomie 100%.

Biorąc pod uwagę prezentowane podczas naszej dyskusji rozbieżne stanowiska oraz to, że projekt ten dotyczy zarówno środowiska, jak i gospodarek wszystkich państw Unii, a także naszych obywateli, powinniśmy podjąć takie decyzje, które będą wyważone i dobre.

  Alexander Stubb (PPE-DE). – Mr President, I guess I come from one of those ultra-peripheral regions, in this case called Finland. If I was not able to fly here, it would probably take me two days to get here. This is not by bike: it is by boat, car and train. That is just by way of introduction.

I think there are really six points here, and I would like to focus on one – but I will go through all six. Point number one: entry into force – I would go for the EPP-ED compromise, in other words, 2011. Caps on emission rights: for me, 95%. Reference, yes, for me: 2005-2007; auction, for me: 25%; profits: partly back to the airlines, and then partly to other good climate change causes. But for me the big issue is number 6: the allocation basis; in other words, ATK versus RTK. Now, I realise that this is a difficult issue for many, but for me it is not an environmental issue in that sense. Really, the cap has already been set. What we are talking about with ATK and RTK is the allocation between the different airlines.

Neither system is perfect, but we cannot be in a situation where airlines coming from the more peripheral areas will be punished and unequally treated in comparison to those airlines which might be based in Frankfurt, Berlin, London, Brussels or Paris. Train is not an option for us: it is that simple. The way in which climate change is going, I am afraid the only place where we are going to have snow in the winter in the future is going to be Lapland. I know that those flights might be full going up there, but they may not always be full coming down, so we have to be very careful that we do not make this into a race to the bottom. So I would urge all of my friends and colleagues tomorrow to vote on ATK rather than RTK. It is a life and death issue for the peripheral areas, but I know it is not a life and death issue for those coming from the middle.

  Bogusław Sonik (PPE-DE). – Panie Przewodniczący! Ja przylatuję z Krakowa, gdzie wczoraj było biało i śnieg zasypał całe miasto, więc nie jest jeszcze tak źle.

Ochrona środowiska naturalnego oraz przeciwdziałanie negatywnym zmianom klimatycznym stało się wyzwaniem dla całej ludzkości. Jako obywatel Unii wysoko oceniam zaangażowanie w ochronę środowiska Unii Europejskiej. Nigdy nie należy jednak zapominać o wpływie legislacji w tym obszarze na gospodarkę europejską.

Dyskutując dzisiaj nad dyrektywą dotyczącą emisji CO2 w lotnictwie, spotykamy się z tym problemem. Transport lotniczy przeżywa obecnie wyraźny wzrost. Dotyczy to szczególnie nowych państw członkowskich, gdzie rynek ten rozwija się niezwykle dynamicznie, dając coraz więcej miejsc pracy. W skali makro przyczynia się do wzrostu produktu krajowego brutto.

Dlatego uważam, że nowe państwa członkowskie powinny mieć szansę na dostosowanie poziomu rozwoju lotnictwa do państw starej Unii Europejskiej, co można uzyskać poprzez jak najdłuższy okres wprowadzania dyrektywy w życie. Nowa dyrektywa w proponowanym kształcie może zahamować rozwój tego sektora, co stałoby w sprzeczności z polityką wyrównywania szans we Wspólnocie.

Innym niebezpieczeństwem jest utrata konkurencyjności przez firmy europejskie w stosunku do państw trzecich, dlatego ważną kwestią jest, aby nowe przepisy zostały zaakceptowane globalnie, nie tylko przez Unię Europejską.

Posiłkując się opinią naukowców chciałbym zauważyć, że nie przewiduje się w najbliższym czasie opracowania nowych technologii, mogących skutecznie obniżać poziom emisji CO2 w lotnictwie. Dlatego niezwykle ważne jest, by szukać ograniczeń emisji gazów tam, gdzie jest to możliwe. Jednym ze skutecznych narzędzi jest modernizacja zarządzania ruchem lotniczym, gdzie, jak podają analitycy, można uzyskać od 6 do 12% procent oszczędności w zużyciu paliwa.

Kończąc swoją wypowiedź chciałbym podkreślić, iż prowadząc politykę proekologiczną powinniśmy pamiętać o jej wpływie na każde z państw członkowskich. Dlatego okres bazowy powinien według mnie objąć jak najdalej idący okres, czyli lata 2007 - 2009.

  Stavros Dimas, Member of the Commission. Mr President, first of all I would like to thank all the speakers in tonight’s debate for their positive contributions and I would like to turn to the details of some of the amendments.

There are many amendments that are acceptable, at least in part or in principle. For example, the Commission accepts that it would be useful to require aircraft operators to develop monitoring and reporting plans. Operators in the current scheme must also do this to obtain a greenhouse gas permit. This will facilitate credible verification and thus safeguard the environmental integrity of the scheme by preventing fraud.

Other examples include the exemption of certain activities such as humanitarian or firefighting flights. However, while I fully agree that we need to get started as soon as possible, a 2010 start date would be very challenging. There would be insufficient time to complete the preparatory work and, in particular, to complete the allocation process which requires more lead time than the process used in the current system.

Regarding the scope, I have already explained why the Commission still believes a two-step approach would be helpful to convince third countries that the European Union is ready to take the lead, consistent with our special obligations as a region of developed countries.

Regarding the call for more auctioning, I am well aware that this is in line with the growing consensus about the advantages of auctioning and I expect we will soon discuss this a lot more in the context of the general ETS review. However, in the period before 2013, aviation should be treated as much as possible like other sectors.

The share of allowances auctioned should therefore be the average percentage of auctioning applicable to other sectors, as laid down in the national allocation plans for 2008-2012. What happens after 2012 should depend on the general review of the ETS.

Finally, I will share with you some concerns we have regarding amendments that relate to limits on the use of non-aviation credits, to the use of a multiplier for non-carbon dioxide effects and to an additional energy efficiency factor. These amendments all have the effect of limiting the possibility of aviation operators to use allowances, other than aviation allowances, to cover their emissions. This is not consistent with the fundamental idea of open emissions trading, which is what ensures cost-effective solutions. Moreover, these changes would complicate the scheme significantly.

The Commission’s proposal already provides aircraft operators with extra incentives to improve fuel efficiency. There is, in our view, no need for additional features that will just make it more complicated.

In summary, the Commission can support 27 of the 100 proposed amendments fully, in part or in principle. I will give Parliament’s secretariat a list detailing the Commission’s position on the amendments(1), including Amendment 47 for which I would like to say that the Commission will maintain the provisions which foresee a change of the registry regulation, but is open to consider ways to ensure that conversion of aviation allowances does not burden Member States’ compliance with a Kyoto target.

  Christine De Veyrac (PPE-DE), par écrit. – La nécessité d'agir rapidement et efficacement pour diminuer les rejets de gaz à effet de serre est une évidence qu'on ne peut plus nier. Dans ce cadre, il est déterminant de diminuer l'impact des transports sur le réchauffement climatique. Le texte que nous discutons est une des mesures qui sont prises dans ce sens, et je soutiens cette initiative.

Cependant, cette législation sera une réussite à condition que nous parvenions à concilier l'objectif environnemental et celui de la mobilité des citoyens dans le respect des États tiers.

Il est dès lors essentiel de réaliser une réduction des émissions de CO2 au moindre coût pour les voyageurs. L'effort demandé à l'aérien doit être suffisant pour ne pas compromettre les réductions réalisées par les autres secteurs tout en étant équilibré afin de ne pas pénaliser la croissance du secteur aérien.

C'est pourquoi j'estime que des objectifs de réduction des émissions de CO2 trop rapides et trop sévères, bien qu'ils soient louables sur le plan purement environnemental, sont peu au fait des réalités et risqueraient d'avoir un effet contre-productif.

J'espère que notre vote de demain saura tenir compte de ces différents paramètres.

  Eija-Riitta Korhola (PPE-DE), kirjallinen. – Olemme ottamassa käyttöön ainutlaatuisen järjestelmän, kun lentoliikenteelle luodaan oma ilmastollinen instrumenttinsa. Lentoliikenteen päästökauppaan sisältyy riskitekijöitä, ja vetoankin, arvoisat kollegat, että huomioisitte muutaman merkittävän seikan.

Vaikka olemme syystäkin huolissamme lentoliikenteen kasvavista päästöistä, itse lentoliikenne on silti tulevaisuutta – jopa välttämätöntä ympäristön kannalta. Esimerkiksi arvostetun ja ympäristön kokonaiskuormituksen huomioon ottavan MIPS-tarkastelun mukaan lentoliikenteessä on ansionsa, ja se näyttäytyy nimenomaan tulevaisuuden ratkaisuna. Siksi täysin päästötön lentoliikenne ratkaisisi kuljetuksen päästöongelmat, ja sen tulisikin olla ensisijaisena tavoitteenamme.

Siksi kompromisseja rakennettaessa halusin päästökaupasta kertyvien tulojen ohjautuvan nimenomaan lentoliikenteen tutkimus- ja kehitystyöhön. Jos päästöjen kasvu huolestuttaa todella, liikenevät voimavarat olisi uhrattava nimenomaan päästöttömän liikenteen kehittämiseen. Toivottavasti myös neuvosto ymmärtää ajatuksen tärkeyden.

Toisaalta direktiivin tulisi myös turvata unionin reuna-alueiden edellytykset tasapuoliseen kilpailuun päästökauppajärjestelmässä. Tämä nousee esille erityisesti ei-huutokaupattavien oikeuksien jakomallissa. ATK- malli, joka perustuu koneen maksimikapasiteettiin, takaisi parhaiten päästökaupan tasapuolisuuden ja olisi lopulta ilmaston kannalta parempi. Näin siksi, että malli, jossa ei-huutokaupattavat päästöoikeudet jaettaisiin kuljettujen tavara- ja ihmismäärien mukaan, kannustaisi jatkolentojen käyttämiseen ja matkustajavolyymiltään suurien kaupunkien kautta lentämiseen.

Ilmaston suojelemiseen tarkoitetun järjestelmänhän tulisi kannustaa nimenomaan siihen, että lippujen hinnat määräytyisivät nykyistä enemmän todellisten lentokilometrien mukaan. Nyt monesti pidempi – ja siten enemmän ilmastoa kuormittava – lento, joka tekee lisäksi välilaskun, on hinnaltaan edullisempi. Ympäristön kannalta siinä ei ole järkeä.

  Marian-Jean Marinescu (PPE-DE), în scris. – Includerea aviaţiei în schema europeană de comerţ cu emisii este un demers pozitiv, subliniind pionieratul Europei în combaterea schimbărilor climatice.

Comerţul cu emisii din aviaţie nu trebuie să determine scăderea numărului de zboruri şi creşterea preţurilor, consecinţe negative pentru pasageri, pentru industria aviatică şi pentru dezvoltarea durabilă a transporturilor. În aceste condiţii, este importantă rezolvarea cauzelor tehnice.

Reducerea emisiilor se poate realiza prin fabricarea de motoare cu un design nou, care să asigure o mai mare eficientizare a consumului de carburant, prin îmbunătăţirea aerodinamicii aeronavelor, prin folosirea de noi aliaje metalice şi materiale compozite pentru construcţia fuzelajelor.

Trebuie să avem în vedere şi cercetarea în domeniul combustibililor alternativi. NASA a anunţat lansarea unui program pentru a găsi soluţii de îmbunătăţire a cherosenului.

Este deci necesară suplimentarea resurselor financiare pentru cercetare - dezvoltare şi încurajarea investiţiilor private în domeniu, iar fondurile obţinute din licitaţiile din cadrul schemei trebuie îndreptate tocmai către acele domenii ale cercetării şi inovării aeronautice capabile să ofere soluţii concrete.

De asemenea, fac apel la Consiliu şi la Comisie să continue eforturile de negociere cu forurile internaţionale şi cu statele terţe partenere, spre a obţine toate acordurile necesare evitării litigiilor internaţionale în eventualitatea aplicării acestor prevederi legislative.

  James Nicholson (PPE-DE), in writing. – Aviation should be brought within the scope of the Emissions Trading Scheme. The ETS has shown its worth since being set-up two years ago. It should be a useful means of ensuring that the aviation industry plays its part in the fight against climate change. However we also need to reform the scheme so that it can fulfil its role effectively.

Of course, none of us believes that this development alone is the answer to the emissions problem but it does represent a significant step in the right direction. Furthermore, it shows that the political will is there to take difficult decisions for the benefit the planet and its inhabitants. What we must also see is essential reforms of the way the emissions trading scheme works.

In all of this we must ensure that the consumer is not unfairly burdened with huge rises in the cost of flying and consider looking at other ways in which CO2 emissions from the aviation industry can be reduced. I am aware that EU Transport Ministers are currently doing this by examining ways of modernising air traffic control and introducing new systems of landing fees related to greenhouse gas emissions.

  Péter Olajos (PPE-DE), írásban. – A fejlett világban élő lakosság egyre nagyobb hányada van tisztában az éghajlatváltozás jelentette fenyegetéssel. Ahhoz azonban, hogy 13 év alatt akár 20%-kal csökkentsük kibocsátásunkat, drasztikus lépéseket kell tennünk.

Sajnos alig látjuk a fenti irányba vezető lépéseket. Mindegy, hogy a kibocsátást okozó területek melyikét vesszük górcső alá, mindig akadnak „hangok”, akik éppen az aktuálisan tárgyalt ipart szeretnék megvédeni.

Ugyanakkor tudjuk, hogy a kitűzött célt csak minden érintett terület bevonásával végrehajtott kibocsátáscsökkentés árán tudjuk teljesíteni. Ha az egyikkel kivételezünk, akkor valahol máshol kell behoznunk az elmaradásunkat. Melyik lesz hát a mostohagyerek?

A légi közlekedés ma piciny, de dinamikusabban fejlődő terület. Növekedése szorosan összefügg a nyersanyagok világpiaci árával, amire maga is nagy hatást gyakorol. Mi politikusok stratégiai szempontból akkor támogatjuk igazán az európai cégeket, ha olyan környezetet teremtünk számukra, amely innovációra ösztönöz.

Az utasokat mindez nem érinti, hiszen a CO2-csökkentés irányában tett intézkedések legfeljebb 1 euró körüli összeggel fogják növelni az Európán belüli járatok jegyárát. Ez töredéke annak, amit a terrorizmus elleni biztonsági intézkedések miatt fizetnünk kell! Ezzel együtt pedig a jó minőségű vasút 1000 km-en belüli távon igenis versenytársa kell legyen a repülésnek, amihez az is kell, hogy a repülőgépek ugyanolyan mértékben vállalják az általuk okozott valós költségek fizetését, mint ahogy azt a vasúttól és a közúti közlekedéstől elvárjuk.
