  Lydie Polfer, rapporteur. − Monsieur le Président, je voulais simplement demander à M. Tannock si l'ajout qu'il propose est à considérer comme ajout ou s'il veut, par là, enlever les violations et mauvais traitements commis en garde à vue et dans les établissements pénitentiaires. S'il considère son amendement comme ajout, je ne peux que le soutenir. Si, par contre, il veut enlever une partie du texte existant, je ne peux que recommander de voter contre.

  Lydie Polfer, rapporteur. − Monsieur le Président, au paragraphe 32, nous répétons les deux conditions, à savoir l'intégralité territoriale et l'autodétermination, bien que nous l'ayons déjà fait au paragraphe 30. Mais l'auteur de l'amendement a ajouté "l'autodétermination des populations qui y vivent". Or, je recommande fortement d'enlever "les populations qui y vivent" car cela laisserait de côté les réfugiés et les personnes déplacées à l'intérieur de leur pays. Donc, si l'auteur de l'amendement est d'accord pour enlever ces quelques mots, je pourrai soutenir l'amendement, sinon je recommande de le rejeter.

  Charles Tannock (PPE-DE). – Mr President, as we agreed at the beginning of the session, it will be an addition now. In the actual text it says to replace the words ‘in the Baku-Tbilisi-Erzurum gas pipeline’ with the words ‘in the trans-Caspian energy corridor projects’. But by negotiation at the beginning of the voting session, I have already agreed this should be an addition rather than a replacement, so can we include the words ‘in the trans-Caspian energy corridor projects’.
