Daniel Hannan (NI). – Madam President, it did not take very long for us to get back to business as usual. In the run-up to the Irish referendum there were no end of reports saying ‘please don’t publish this until after the Irish have voted’. As soon as the ballots were safely counted, we have gone back to our agenda of harmonising policy, particularly in the field of militarisation and justice and home affairs.
The last time we met in this Chamber as an Assembly, speaker after speaker spoke about respecting the Irish vote, ‘but ...’. Now we understand what the ‘but’ meant. The ‘but’ meant that we should disregard the outcome and push ahead with this process of harmonising criminal justice, civil law, immigration, asylum and the rest of the home affairs field. No more are we even pretending to respect the verdict of the people. We are back in our own little world where we pretend that the voters do not exist and we continue with what we were doing anyway.
Bogusław Rogalski (UEN). – Pani Przewodnicząca! Ze względu na zaostrzone środki bezpieczeństwa panujące dzisiaj w Strasburgu, co jest bardzo wyjątkową sytuacją, która po raz pierwszy zdarzyła się podczas sesji plenarnej, nie mogłem uczestniczyć w pierwszej części głosowania. Proszę zatem o usprawiedliwienie mojej nieobecności podczas głosowań imiennych. Ponieważ samochód, który miał mnie dowieźć do Parlamentu Europejskiego, spóźnił się o ponad pół godziny, proszę o uwzględnienie tego usprawiedliwienia.

- Proposition de règlement: Flotte de pêche de l'UE affectée par la crise économique
Syed Kamall (PPE-DE). – Madam President, I am sure many people are interested in what I am going to say.
I really want to talk about the idea that we repeatedly go from one crisis to another crisis in the fisheries sector without really trying to tackle the fundamental problem. And the fundamental problem with the fisheries sector is actually the common fisheries policy, a policy based on Soviet-style central planning where quotas are allocated to various Member States.
Surely the time has come to rip apart this piece of Communist central planning and to move to a situation where we have property rights-based solutions.
Let us look at some of the most successful solutions to preserving fishing stocks: in New Zealand, for example, and in Iceland, where they are based on property rights and transferable property rights.
It is time to stop the EU thinking in terms of central planning and becoming an ‘EUSSR’. Let us move to a free market-based economy.
- Propositions de résolution: Création en Italie d'une base d'empreintes digitales dédiée aux Roms (B6-0348/2008)
Frank Vanhecke (NI). – De wijze waarop dit Parlement de voorbije dagen tekeer is gegaan tegen een volstrekt redelijke beslissing van de Italiaanse regering is symptomatisch voor de verstikkende sfeer van linkse politieke correctheid in deze instelling. Ik kan u echter verzekeren dat de grote meerderheid van de bevolking van de Europese landen absoluut het omgekeerde denkt van dat waarvoor de meerderheid in het Parlement blijkbaar stemt. Dat de Italiaanse regering een vingerafdrukkensysteem opzet om alvast een aanzet te geven tot het aanpakken van de enorme problemen die het gevolg zijn van de massale immigratie van de Roma in het land, wordt absoluut gesteund door een grote meerderheid van het volk.
De Europese bemoeizucht in dit dossier is trouwens onaanvaardbaar. Het verbaast mij dat de Europese Unie zelf voor de Roma niet haar luxueuze gebouwen en voor de Romakinderen niet haar privéscholen openstelt. De veel geprezen zogenaamde mensenrechten houden blijkbaar op aan de grenzen van de privilegedomeinen van de eurocratie.
Daniel Hannan (NI). – Madam President, I am realising that the Civil Liberties Committee of this Parliament is almost the last place where one expects to find any defence of civil liberties. We saw the beginning of a rather worrying streak of intolerance in that committee when Mr Buttiglione was opposed as a Commission nominee. We then saw the most draconian legislation pushed through under the pretext of anti-terror rules.
I cannot forget the Liberal Democrat leader Graham Watson’s comment that Osama bin Laden had done more for the process of European integration than anyone since Jacques Delors! And now in the vote we have just had, we see this quite bizarre refusal even to consider the facts of the case.
I do not know whether the Italian Government is right when it claims that there are inaccuracies in this report. My own instincts are liberal on this. I do not like the idea of databases, I do not like the idea of finger-printing. But surely basic courtesy and basic fairness ought to have prompted us to allow the Government to invite a group from this Parliament to assess the facts of the case, before voting. Pushing ahead with the vote before even listening to all the facts confirms that, just as the Employment Committee is the last place to defend employment, just as the Committee on Fisheries is the last place to defend fisheries…

Ich möchte im Namen der Delegation der Österreichischen Volkspartei sagen, dass wir selbstverständlich alle dafür sind, dass wir alle Maßnahmen treffen, um die schwierige Situation der Roma in Italien, aber auch anderswo zu verbessern und vernünftig zu gestalten. Wir glauben aber, dass wir in der derzeitigen Situation, in der nicht alle Fakten vorliegen, keine Entschließung annehmen sollten, weil wir damit die Sachverhalte vorwegnehmen.
- Propositions de résolution: Situation en Chine après le tremblement de terre et avant les Jeux Olympiques (RC-B6-0340/2008)
Zita Pleštinská (PPE-DE). – Hlasovania o návrhu uznesenia o situácii v Číne po zemetrasení a pred olympijskými hrami som sa zdržala, pretože v hlasovaní neprešli pozmeňujúce a doplňujúce návrhy, ktoré žiadali oslobodenie politických väzňov, hlavne kandidáta na Sacharovovu cenu. Zároveň chcem využiť aj túto príležitosť, aby som opäť pripomenula dôležitosť slobody slova, ktorá je prvým predpokladom nástupu demokratizačného procesu v Číne.
Sloboda médií je veľmi dôležitá, pretože práve nezávislé médiá poskytujú informácie o situácii ľudských práv v Číne bez cenzúry. Z tohto dôvodu je nevyhnutné, aby mohli vysielať aj nezávislé televízne stanice ako napríklad NTD TV. Táto satelitná televízna stanica vysiela 24 hodín denne prostredníctvom družíc nad Áziou, Európou, Austráliou a Severnou Amerikou v čínskom a anglickom jazyku. Francúzska firma Eutelsat, ktorá sprostredkúva satelitné vysielanie NTD TV, náhle, zrejme pod tlakom čínskej komunistickej strany, 16. júna 2008 prerušila vysielanie tejto televízie nad Áziou.
Aby sme boli úspešní, musíme naplniť slová uznesenia činmi. Apelujem na vedenie Európskeho parlamentu, aby sa zasadilo o obnovenie vysielania tejto televízie nad Áziou.
Bernd Posselt (PPE-DE). – Frau Präsidentin! Dieses Haus hat eine große Menschenrechtstradition, auf die wir stolz sein können. Das betrifft nicht zuletzt auch unsere China- und unsere Tibet-Politik. Umso mehr muss ich bedauern, dass unsere heutige Entschließung diesen Ansprüchen in keiner Weise gerecht wird. Sie hat in einem historischen Moment nicht die Kraft gehabt, das anzusprechen, was man im Vorfeld der Olympischen Spiele in China hätte ansprechen müssen.
Deshalb sage ich ganz klar: Unser Präsident Pöttering hat wirklich in einer eindeutigen Weise unsere menschenrechtlichen Grundsätze in den letzten Monaten vertreten. Auch Bundeskanzlerin Merkel hat dies sehr klar und eindrucksvoll getan. Deshalb möchte ich an dieses Haus appellieren, zu den klaren Aussagen seiner China- und Tibet-Politik der vergangenen Jahre und Jahrzehnte zurückzukehren und diese Entschließung als ein Schwächeln vor der Sommerpause zu betrachten.
Laima Liucija Andrikienė (PPE-DE). – Aš norėčiau pasakyti dėl dokumento, dėl Kinijos. Aš balsavau už jį, bet aš apgailestauju, kad daugybė svarbių pataisų buvo atmestos. Mes šiandien pasakėme, kad padėtis Tibete yra normali, kas yra netiesa. Mes atsisakėme pakviesti Tibeto dvasinį vadovą į Bendrųjų reikalų tarybą, kas yra labai blogas sprendimas, mes net sugebėjome balsuoti prieš „Folun Gong“ praktikuojančius žmones, todėl aš apgailestauju, ir aš manau, kad mes turėtume sugrįžti prie šitų klausimų kaip galima greičiau.
Vytautas Landsbergis (PPE-DE). – Madam President, I want to say only that I and many in my group have been confused by the voting list because, following its suggestions, we have voted for some absurd positions. To invite the Dalai Lama – no, against. The situation in Tibet is not normal – no, we have voted that it is normal. Many of us have been confused. Of course, I tried to correct the situation, but the information was falsified and our list was highly incorrect.
Georg Jarzembowski (PPE-DE). – Frau Präsidentin, liebe Kollegen! Ich glaube, Kollege Landsbergis hat die Entschließung, die wir mit einer Zwei-Drittel-Mehrheit angenommen haben, nicht gelesen. Wenn er die Entschließung gelesen hätte, dann wüsste er, dass wir an vier Stellen auf die unhaltbare Situation in Tibet hinweisen und von der chinesischen Regierung fordern, dass sie die Menschenrechte und die kulturellen Rechte in Tibet respektiert. Also, Herr Kollege Landsbergis: Erzählen Sie nicht etwas Falsches! Wir haben uns mit großer Mehrheit für die Menschenrechte und für die kulturelle Autonomie Tibets eingesetzt. Das ist die Mehrheit dieses Parlaments!
Ryszard Czarnecki (UEN). – Pani Przewodnicząca! Chciałem uzasadnić moje głosowanie przeciwko temu sprawozdaniu. Uważam, że sprawozdanie to jest tak naprawdę, w moim głębokim przekonaniu, jednym z najbardziej kontrowersyjnych dokumentów przyjętych w ostatnim czasie przez Parlament. Brak wyraźnej koncepcji otwarcia Unii na Wschód, zwłaszcza w kontekście ewentualnej akcesji Ukrainy w przyszłości, w moim przekonaniu jest absolutnie wystarczającym powodem, aby głosować przeciwko niemu. Już nie mówię, że pierwotny projekt tego sprawozdania był absolutnie mętny.
Na koniec uwaga do Pani Przewodniczącej: udzieliła Pani głosu dwóm osobom, które nie były zapisane. Proszę o przestrzeganie porządku.

Philip Claeys (NI). – Een van de redenen waarom ik tegen het door amendementen verwaterde verslag-Brok heb gestemd, is de aanbeveling van een zogenaamd communicatiebeleid dat in werkelijkheid zal neerkomen op nog meer EU-propaganda.
Het is symptomatisch voor hetgeen fundamenteel verkeerd loopt in de Europese Unie. In plaats van rekening te houden met de mening van de kiezers gaat men proberen de houding van de kiezers zelf te veranderen via propaganda. Welnu, het referendum in Ierland heeft nog eens aangetoond dat die vorm van social engineering een tegenovergesteld effect sorteert. Men kan daar dus beter mee ophouden en respect opbrengen voor de mening en de verzuchtingen van de Europeanen in plaats van exact het tegenovergestelde te doen.
Bernd Posselt (PPE-DE). – Frau Präsidentin! Ich habe für den Bericht Brok gestimmt, weil ich glaube, dass es ein wichtiger Schritt in die richtige Richtung ist. Ich bejahe auch die dort geforderte Kommunikationspolitik. Nur, zur Kommunikation gehören auch Wahrheit und Klarheit. Wir sollten endlich klar sagen: Kroatien kann und soll in diesem Jahrzehnt noch Mitglied der EU werden! Die Staaten Südosteuropas haben für das nächste Jahrzehnt eine klare Beitrittsperspektive. Aber zur Klarheit und Wahrheit gehört auch, dass es heißt, die EU zu unterminieren, wenn man weiterhin den Beitritt der Türkei betreibt. Deshalb sollten wir auch ehrlich zu unserem türkischen Partner sein und endlich sagen, dass wir andere Wege der Kooperation finden müssen. Das steht zwar nicht so im Bericht Brok, es ist aber die logische Konsequenz aus dem richtigen Inhalt dieses Berichts.

Ryszard Czarnecki (UEN). – Pani Przewodnicząca! Jestem jednym z autorów tego sprawozdania. Chciałem powiedzieć, że sytuacja w Zimbabwe jest jak "NeverEnding Story" („Niekończąca się opowieść”). Parlament Europejski po raz kolejny zabiera głos w tej sprawie i bardzo się z tego cieszę, że ponad podziałami politycznymi potrafiliśmy zabrać taki mocny i zdecydowany głos w sytuacji skandalu, który ma tam miejsce. Stąd mój głos za tym sprawozdaniem, który zresztą sam przygotowywałem.
Syed Kamall (PPE-DE). – Madam President, I am very happy to speak on this motion because I actually voted in favour of it, like many colleagues in this House.
However, my request to parliamentarians and politicians across Europe is: Let us ensure that this is not just warm words, just to appease our conscience. Let us look at actions, not words. I refer, of course, to the Lisbon Summit, where we invited Mugabe, despite the sanctions.
I look, of course, to the Rome Summit on the food crisis and food security: we invited Robert Mugabe and his henchmen to shop in some of the most luxurious shops of Europe while his people were starving.
The time for warm words is over. It is all very well us feeling great about what we said, but we have got to put those words into action: we have got to impose these sanctions against the Mugabe regime. Let us stop being hypocritical, especially my Portuguese and my Italian friends.
Christopher Heaton-Harris (PPE-DE). – Madam President, I voted in favour of this resolution and, like Mr Kamall, I have received an increasing number of letters over the last few years about the situation in Zimbabwe.
The people I represent across the East Midlands of the United Kingdom simply cannot understand how we can always state such strong opinions about Zimbabwe in this place, but allow Mr Mugabe into the continent to break bread with our leaders. There is something seriously wrong and seriously hypocritical about that; it devalues this institution and many others. So I hope that in the future we can sort this situation out, get rid of this awful man, and democracy can prosper in Zimbabwe.
Syed Kamall (PPE-DE). – Madam President, I wish to begin by apologising to all my colleagues in this House for holding up the next speaker. I forget his name, but I also hope he will stand up when he speaks and show some respect for this House.
We were promised that Galileo would not be a white elephant, but that we were looking for a role for it. If you look at all the other satellite systems – the Chinese and Russian satellite systems and the American GPS – people are asking why we need Galileo. It is quite clear, if you look at this system – the white elephant in the sky – that we are looking for more and more uses for it.
Now we are looking for a military dimension. Why do we need this military dimension? We clearly do not need it. It is based purely on envy of the Americans and ‘me too’ politics. Let us scrap this complete nonsense and let us save the taxpayers money, return it to the taxpayers and rely on much better technology.
Ewa Klamt (PPE-DE). – Frau Präsidentin! Ich bin der Meinung, dass es nicht dem guten Ruf dieses Hauses entspricht, wie wir eben hier vorgehen. Es kann nicht angehen, dass Redner hier aufstehen und sich der gesamte Saal unterhält. Ich möchte Sie doch sehr bitten, für Ruhe zu sorgen und dafür, dass diejenigen den Saal verlassen, die hier nicht zuhören.

Jean-Pierre Audy (PPE-DE), par écrit. – Sur la base du rapport de ma collègue Britannique Sarah Ludford, J'ai voté la résolution législative modifiant, en 1ère lecture de la procédure de codécision, la proposition de règlement du Parlement européen et du Conseil modifiant les instructions consulaires communes adressées aux représentations diplomatiques et consulaires de carrière, en liaison avec l’introduction d’éléments d’identification biométriques et de dispositions relatives à l’organisation de la réception et du traitement des demandes de visa. La présente proposition vise à créer la base juridique nécessaire aux États membres pour relever les éléments d’identification biométriques obligatoires – photographie de face et dix empreintes digitales à plat – des demandeurs de visa et à établir un cadre juridique pour l’organisation des consulats des États membres aux fins de la mise en oeuvre du système d'information sur les visas (VIS) avec le développement des centres communs de traitement des demandes de visa pour éviter que tous les États membres équipent chacun de leurs consulats du matériel nécessaire au relevé des éléments d’identification biométriques. Je soutiens l'essentiel des amendements, notamment ceux sur la représentation d'un Etat membre par un autre, les sécurités relatives aux prestataires en cas d'externalisation du service et les campagnes d'information.
Pedro Guerreiro (GUE/NGL), por escrito. − Os objectivos desta proposta de Regulamento são a organização da recepção e do tratamento dos pedidos de visto no que diz respeito à introdução de dados biométricos no Sistema de Informação sobre Vistos (VIS) ao nível da UE, prevendo, em primeiro lugar, a obrigação de fornecer dados biométricos para serem armazenados neste sistema e as normas para o fazer e, em segundo lugar, as disposições sobre a organização da recepção dos pedidos de visto.
A presente proposta, inserida na comunitarização da gestão de fronteiras (Espaço Shengen), operacionaliza a recolha dos "identificadores biométricos" (fotografias e impressões digitais) dos requerentes de vistos, medida, no mínimo, questionável, onde um conjunto de questões permanece por esclarecer, designadamente, quanto: à sua eficácia, à protecção destes dados pessoais, aos objectivos e critérios para a recolha, às normas relativas ao conteúdo dos ficheiros VIS, aos direitos de acesso (nomeadamente, no quadro dos acordos entre a UE e diferentes países quanto ao intercâmbio de informações), enfim, à salvaguarda dos direitos, liberdades e garantias dos cidadãos.
Discordamos da comunitarização da justiça e dos assuntos internos e da criação de estruturas e instrumentos de vigilância e controlo ao nível da UE, promovendo políticas de cariz securitário.

Marian Zlotea (PPE-DE), în scris. − Sper ca votul pe care l-am dat azi să uşureze negocierile cu Statele Unite în privinţa ridicării vizelor şi că în curând toţi cetăţenii din statele membre vor putea călători liber şi vor avea parte de acelaşi tratament.
Este imperios necesar ca unul din subiectele negociate de preşedinţia franceză să fie criteriile de acordare a vizelor pentru Statele Unite tuturor cetăţenilor Comunităţii Europene.
John Attard-Montalto (PSE), in writing. − The agreement on fishing between the EU and Mauritania is definitely important for both parties.
Through this agreement, fishermen from the Mediterranean are able to exercise their trade elsewhere, as the Mediterranean is being over-fished. The recent tuna issue is just the beginning. I am aware that two fishing companies from Malta have used this agreement to fish in the Atlantic. This came to my knowledge when I was on an official EP delegation to Mauritania and the delegation was informed by the President that all endeavours to find a solution to that agreement had thus far failed.
It was at this point that I asked to speak to the President in private. I asked if he had ever discussed the issue with the Commissioner Dr. Joe Borg, who is the Maltese Commissioner. The President informed me that he had not talked to him but that I was free to do so myself if I wished. I took it upon myself to immediately contact Dr. Borg who, after assessing the file, gave me a synopsis of the issues at stake. I brought this to the attention of the President, also informing him of the desire of the Commissioner to restart the discussions.
Sylwester Chruszcz (NI), na piśmie. − Unia Europejska po raz kolejny uzurpuje sobie prawo do bycia osobnym państwem. Uważam, że zawieranie umów międzynarodowych to domena państwa, a nie regionalnej organizacji międzynarodowej, jaką jest Unia Europejska, dlatego zagłosowałem przeciwko temu raportowi.
Dorette Corbey (PSE), schriftelijk. − De PvdA-delegatie heeft vóór de overeenkomst met Mauritanië gestemd, niet omdat deze overeenkomst goed is, maar omdat zij een kleine verbetering is in vergelijking met de bestaande situatie (minder vangsten).
In het algemeen zijn wij tegen deze overeenkomsten, omdat ontwikkelingslanden op deze manier hun bron van voedsel en inkomsten kwijtraken. In het geval van Mauritanië is het nog eens extra schrijnend dat ontwikkelingsgeld wordt ingezet om de visserijbelangen te steunen. Een schande!
Christofer Fjellner (PPE-DE), skriftlig. − Vi har i dag avstått från att rösta om partnerskapsavtalet om fiske mellan EU och Mauretanien. Vi ställdes inför två dåliga alternativ, antingen ett kortare avtal med högre fiskekvoter eller ett längre avtal med lägre fiskekvoter. Tyvärr fanns det ingen möjlighet att rösta för att säga upp avtalen.
Vi moderater är emot fiskeavtal med afrikanska stater. Betänkandet innehöll mycket små förbättringar jämfört med nuvarande avtal, men också försämringar, såsom förlängningen av giltigheten.
I valet mellan dessa dåliga alternativ avstod vi från att rösta.
Duarte Freitas (PPE-DE), por escrito. − Congratulo-me com a manutenção do protocolo de pesca com a Mauritânia, embora seja oportuno referir que o processo de negociação do mesmo nem sempre decorreu da forma mais aberta e transparente.
Os Estados-Membros não foram suficientemente consultados durante o período negocial, o que deu lugar a um protocolo que reduz consideravelmente as possibilidades de pesca, ao mesmo tempo que mantém a compensação financeira virtualmente inalterada. Os aspectos técnicos essenciais para as principais frotas não foram resolvidos, impondo-se, em contrapartida, novas limitações, nomeadamente um período de repouso biológico extraordinário, sem grande rigor científico.
Apesar do atrás referido, Portugal mantém uma posição razoável no que diz respeito às suas possibilidades de pesca nestes pesqueiros, a saber, 886 GT por ano para a classe 1 (navios para crustáceos, com excepção da lagosta e do caranguejo), ganha uma licença na categoria 5 (cefalópodes) e mantém os 300 GT para a lagosta.
Com base no atrás referido, considero este acordo positivo para o meu país e voto-o favoravelmente.
- Proposition de règlement: Flotte de pêche de l'UE affectée par la crise économique
Jean-Pierre Audy (PPE-DE), par écrit. – J'ai voté la résolution législative du Parlement européen du 10 juillet 2008 sur la proposition de règlement du Conseil instituant une action spécifique temporaire destinée à encourager la restructuration des flottes de pêche de l'Union européenne touchées par la crise économique. Un des principaux défis qui se posent au secteur de la pêche de l’Union européenne demeure, dans de nombreuses pêcheries, le déséquilibre structurel entre la capacité de la flotte et les ressources disponibles. La surcapacité de la flotte de l’Union européenne a été évaluée voici quelques années à environ 40 %. Cette surcapacité, combinée à l’érosion de la ressource par des décennies de surexploitation, a pour effet que le secteur résiste mal aux pressions économiques extérieures telles que l’augmentation brutale des prix du carburant. Je regrette que ne soit pas envisagé un instrument communautaire d'annualisation de la hausse du prix du pétrole afin de laisser le temps au marché intérieur de pouvoir impacter la hausse dans ses prix de revient. Je salue l'action du ministre français de l'agriculture et de la pêche, Michel Barnier, qui n'a pas ménagé ses efforts pour arriver à un tel résultat permettant d'obtenir des mesures immédiates de soutien.
Duarte Freitas (PPE-DE), por escrito. − O sector das pescas tem sido um dos sectores da economia que mais tem sofrido com a actual crise energética.
A subida vertiginosa do preço dos combustíveis juntamente com a redução do esforço de pesca instituído pela PCP e a estagnação dos preços de primeira venda do pescado colocaram armadores e pescadores em posições delicadas.
Justifica-se, portanto, esta proposta de Regulamento do Conselho, com carácter de urgência, que pretende garantir uma adaptação da frota da EU à actual conjuntura económica ditada pela crise energética.
Esta proposta surge, aliás, na sequência de uma Comunicação da Comissão, onde os problemas e constrangimentos da pesca aparecem bem diagnosticados, assim como as medidas necessárias para atenuar o actual momento de crise.
Apesar de considerar positiva a iniciativa traduzida na apresentação deste Regulamento, considero que o mesmo fica um pouco aquém daquilo que seria de esperar após leitura da Comunicação supracitada.
A cessação temporária das actividades de pesca enunciada no artigo 6.º, com obrigatoriedade de integração em planos de reestruturação das frotas, a não inclusão de motores no artigo 7.º, todo o artigo 9.º, e o ponto 3 do artigo 12.º, que apenas defende os interesses do arrasto, parecem-me pontos menos conseguidos nesta proposta.
Apesar do atrás referido, e dadas as grandes dificuldades por que passa o sector das pescas a nível europeu, este documento merece o meu voto favorável.
Pedro Guerreiro (GUE/NGL), por escrito. − Como explicitámos em intervenção no debate ontem realizado, são fundamentadas as razões que nos levam a votar contra esta proposta de regulamento. Se dúvidas existissem quanto à sua justeza, bastaria ter acompanhado as intervenções da Comissão Europeia para que estas se dissipassem.
Para a Comissão Europeia o problema é a sobrecapacidade e o objectivo e solução a "reestruturação da frota". Qual crise socioeconómica? Qual aumento dos combustíveis (gasóleo e, sublinhe-se, a gasolina)? Qual preço do pescado na primeira venda? Para a Comissão tudo é bem simples: "se houver uma maior redução da capacidade por parte de alguns Estados-Membros, isto beneficiará outros Estados-Membros, porque se houver uma redução da capacidade com a consequente redução do esforço, haverá mais recursos e mais oportunidades de mercado"...
Daí propor cerca de 1,6 mil milhões de euros (!!!) só para o abate de embarcações.
"Simples", se o sector das pescas não morre pela doença, morrerá pela "cura".
Não existem verbas para apoiar o sector a fazer face ao aumento dos custos de produção e para salvaguardar os salários. No entanto, propõem-se 1.600.000.000 de euros para a cessação definitiva, parcial ou "temporária" da actividade.
Seguindo o mote, veja-se o Governo português que orçamenta para 2008 cerca de 8,2 milhões de euros para o abate de 27 embarcações.
Catherine Stihler (PSE), in writing. − The negative impact of the current oil and fuel prices affects all EU citizens. This ‘supposed rescue’ package will do little to ensure a sustainable fishing industry. Although I support capacity reduction – currently some Community fisheries are at least 40% over capacity – I do not think this proposal will achieve the changes required to achieve a sustainable EU fishing sector. With 80% of EU stocks at worrying levels we need real capacity reduction, not renewed boat building at the taxpayers’ expense.
- Propositions de résolution: Création en Italie d'une base d'empreintes digitales dédiée aux Roms (B6-0348/2008)
Roberta Alma Anastase (PPE-DE), în scris. − Readucerea în discuţie a situaţiei populaţiei rome intervine într-un moment extrem de important, când evenimente concrete demonstrează că mai exista deficienţe considerabile la nivelul politicilor naţionale şi europene în acest domeniu şi că necesitatea de a le monitoriza şi consolida este evidentă.
Consider că bilanţul dezbaterii şi rezoluţiei cu privire la amprentarea romilor în Italia trebuie să se bazeze pe doua concluzii-cheie. În primul rând, este esenţial ca măsurile naţionale cu privire la populaţia romă să fie orientate spre integrare socială şi crearea unui cadru de drepturi şi responsabilităţi pentru aceşti cetăţeni. Acestea însa trebuie să se conformeze principiilor fundamentale ale UE de non-discriminare, precum şi de respectare a libertăţilor şi demnităţii umane. Drepturile minorilor, indiferent de apartenenţa lor etnică, trebuie să fie asigurate în mod prioritar. Această abordare a fost aplicată în România şi trebuie extinsă şi la situaţia din celelalte state membre.
În al doilea rând, ţinând cont de particularităţile culturale ale populaţiei rome, soluţia cu privire la integrarea acesteia trebuie găsită la nivel european prin elaborarea unei strategii coerente şi cuprinzătoare. În afară de garantarea drepturilor fundamentale, această strategie trebuie să promoveze accesul la educaţie, mai ales la educaţia pentru toleranţă în contextul anului 2008 al Dialogului Intercultural.
Jean-Pierre Audy (PPE-DE), par écrit. – J'ai voté contre la résolution du parlement européen demandant à L'Italie d'arrêter le recensement ethnique des Roms car celle-ci ma paraît prématurée et je regrette que le Parlement n'ait pas voté la motion de report en septembre 2008 que mon groupe politique, le PPE-DE, a proposé. Que les choses soient claires : je suis naturellement en faveur de l'interdiction de collecter les empreintes digitales de la population Rom, mineurs inclus, et de faire usage des empreintes digitales collectées car cela constituerait clairement un acte de discrimination directe fondé sur la race et l'origine ethnique, interdit par l'article 14 de la convention européenne de sauvegarde des droits de l'homme et des libertés fondamentales, et représenterait, en outre, un acte de discrimination. Néanmoins, j'ai été convaincu par les arguments du vice-président de la commission européenne, mon ami Jacques Barrot car il a clairement indiqué que la commission suivait attentivement et en toute transparence la situation pour veiller à l'application du droit communautaire. J'ai considéré, en conscience, que nous devrions attendre les réponses avérées et contradictoires de l'Etat Italien avant de prendre des initiatives politiques telle que la résolution adoptée qui peuvent être mal interprétées par les citoyens européens.
Alessandro Battilocchio (PSE), per iscritto. − Voto a favore di questa risoluzione anche se spero che non venga strumentalizzata a fini di parte. La questione dei Rom non è né di destra né di sinistra ma è semplicemente una problematica grave ed irrisolta, che necessita interventi urgenti e per troppo tempo rimandati. Siamo per la cultura dell'integrazione e pertanto su questo fronte vanno profusi sforzi ed impegni concreti.
La misura in discussione presso il nostro Governo, malgrado le ambigue rassicurazioni del Ministro Maroni, va respinta nella sua impostazione di fondo: il problema di quel provvedimento non è l'identificazione in sé, ma il fatto che si pretenda di utilizzare un criterio etnico ed una pratica (le impronte digitali) fortemente discriminatoria, specialmente nei confronti dei minori. Nel palesare questi abusi, non siamo soli: forte è stata la protesta di larghi ambienti della Chiesa cattolica, di associazioni ed organizzazioni di volontariato, laiche e cattoliche. Anche il Presidente nazionale dell'Unicef ha decisamente respinto la sostanza di questo decreto. L'auspicio è che da questo voto, che di fatto condanna l'Italia, il Governo tragga lezione: bisogna lasciare la strada sbagliata imboccata.

Pedro Guerreiro (GUE/NGL), por escrito. − É com preocupação que nos confrontamos com o crescente e inaceitável clima de racismo e de xenofobia na Europa, nomeadamente quando este é promovido por políticas neoliberais, que não dão resposta às necessidades e problemas - antes os agudizam -, que aumentam a insegurança e degradam as condições de vida dos trabalhadores e das populações.
As recentes medidas adoptadas em Itália onde, a 21 de Maio, foi declarado "o estado de emergência em relação aos acampamentos de ciganos das regiões da Campânia, Lazio e Lombardia", pelo período de um ano, são exemplo destas perigosas e inaceitáveis medidas, que promovem a discriminação, a segregação e a "criminalização" de cidadãos e populações, violando os seus direitos, liberdades e garantias, os seus mais elementares direitos humanos.
Acentuam-se, assim, situações de pobreza, de exclusão e desintegração social, originando consequentemente fenómenos de marginalização e de guetização, de analfabetismo, de inserção na economia informal, incentivando-se a não participação na sociedade de muitos cidadãos de origem romanichel.
Pelo contrário e como é salientado, a melhor maneira de proteger os direitos dos romanichéis é garantir o seu acesso à educação, à habitação e à saúde, ao emprego e à segurança social, no âmbito de políticas de inclusão e integração.
Gunnar Hökmark (PPE-DE), skriftlig. − Diskrimineringen av romer är ett allvarligt problem som måste bemötas i varje medlemsstat i Europa. Varje medborgare i Europa har samma rättigheter, oavsett nationalitet, etnisk bakgrund, religiös tro eller kön. Det är grunden för Europeiska unionens framgångar och utveckling och ett gemensamt ansvar att upprätthålla.
Detta ställer krav på tillgång till utbildning och sjukvård samt rätt till respekt för integritet och personlig värdighet. Den situation som i dag präglar behandlingen av romer i Italien utgår från detta perspektiv. EU har ett ansvar för att människors grundläggande rättigheter värnas i varje land.
Det ställer emellertid också krav på att människor, oavsett ursprung, kan inlemmas i det samhälle de lever i, med de krav på den likabehandling det innebär, utformade utan diskriminering, på lika villkor för samtliga medborgare. För kampen mot trafficking, prostitution och utanförskap är detta viktigt. Varken vuxna eller barn får hamna vid sidan om detta ansvar.
Det är mot denna bakgrund som vi inte har ansett oss kunna ge stöd till någon av de resolutioner som parlamentet har behandlat i dag.
Monica Maria Iacob-Ridzi (PPE-DE), în scris. − Am votat în favoarea acestei rezoluţii şi salut faptul că Parlamentul European ia atitudine împotriva acestei acţiuni discriminatorii şi ilegale din punctul de vedere al legislaţiei europene a drepturilor omului.
Atrag atenţia însă asupra faptului că o simplă rezoluţie nu rezolvă problema de fond, întrucât acest act legislativ are caracter neobligatoriu. De aceea, consider că trebuie să solicităm Comisiei Europene să ia măsuri împotriva Italiei pentru a o determina să renunţe la politica discriminatorie pe care o conduce împotriva populaţiei de etnie romă.
Măsura amprentării nu este în conformitate cu legislaţia europeană şi cu niciun alt act care garantează drepturile omului în Europa. Există la nivel comunitar directiva 380 din 28 aprilie 2008, care prevede obligaţia de a preleva amprentele pentru cetăţenii din state terţe, începând de la vârsta de şase ani. Subliniez însă faptul că vorbim despre state terţe, care nu aparţin spaţiului Uniunii Europene. În plus, directiva 2004/38/CE garantează libera circulaţie a cetăţenilor care au cetăţenia unui stat membru, deci nicidecum etnia nu poate constitui baza unei măsuri legislative.
David Martin (PSE), in writing. − Italy’s actions fly in the face of every call from the European Parliament for a coherent EU policy on Roma integration. Roma are one of the main targets of racism and discrimination. The Italian Government is trying to condone and institutionalise such racism and discrimination. Italian authorities must refrain from fingerprinting Roma and I voted in favour of the resolution.
Mairead McGuinness (PPE-DE), in writing. − I voted in favour of postponement of the vote on this sensitive report, believing that it would be more appropriate to wait until all of the information requested by the Commission from the Italian Government was available to us.
While the House voted to reject such a postponement, I abstained in the final vote, not wishing to support the resolution without all the facts being available to use and having some concerns about part of the text, while also wishing to acknowledge that any heavy-handed actions by the authorities targeting one specific group in society cannot be condoned.
Catherine Stihler (PSE), in writing. − The treatment of Roma people in Italy should be a wake up call to the fact that minorities in Europe are being treated in an inhuman, discriminatory and degrading manner by a populist right-wing government. Finger printing of children is plainly wrong. This echoes a time past and should have no place in modern-day Europe. I call on all governments to condemn the Italian Government and to act quickly to protect Roma children in Italy.
Silvia-Adriana Ţicău (PSE), în scris. − Consider că decizia guvernului italian de a amprenta cetăţenii de etnie romă şi, mai ales copiii, încalcă grav drepturile fundamentale ale cetăţenilor europeni.
Amprentarea unui copil, la vârste fragede, îl poate marca pe viaţă. Amprentarea copiilor cu vârste sub 14 ani se face pe baza unui formular folosit în investigaţiile criminalistice, ceea ce încalcă drepturile fundamentale ale cetăţenilor.
Nu am fost de acord cu amânarea votării rezoluţiei, pentru că situaţia este urgentă, iar amprentarea copiilor trebuie să înceteze. Nu poţi pleca de la prezumţia de vinovăţie a unor copii, iar tratamentul aplicat astăzi în Italia copiilor de etnie romă este inacceptabil.
Solicităm guvernului italian stoparea acţiunilor de amprentare ale minorilor de etnie romă din Italia.
Uniunea trebuie să dea un exemplu în privinţa respectării drepturilor fundamentale şi, de aceea, Comisia trebuie să investigheze situaţia din Italia şi să solicite guvernului italian stoparea urgentă a amprentării copiilor de etnie romă.
De aceea am votat pentru rezoluţia Parlamentului European privind stoparea amprentării cetăţenilor de etnie romă şi mai ales a copiilor romi în cadrul mai larg al „Creării unei baze de date cu amprentele persoanelor de etnie rromă din Italia”.
Manfred Weber (PPE-DE), schriftlich. − Als Koordinator der EVP-ED-Fraktion im LIBE-Ausschuss möchte ich auch im Namen meiner Fraktionskollegen eine Stimmerklärung abgeben. Alle Fraktionen sind geeint im Kampf gegen Rassismus, gegen jede Art von ethnischer Diskriminierung sowie im Einsatz für die Menschenrechte. Es steht außer Frage, dass auch die EVP-ED Fraktion die Geschehnisse in Italien aufklären will.
In der Resolution beziehen wir uns hauptsächlich auf Presseberichte, sowie Unterlagen und Erfahrungsberichte diverser Organisationen und Einzelpersonen. Die meisten Kollegen konnten sich nicht selbst ein Bild von der Lage machen.
Es besteht das Angebot der italienischen Behörden an Vertreter des Parlaments, sich selber vor Ort zu informieren sowie weiterführende Informationen zur Verfügung zu stellen. Der zuständige Kommissar Jacques Barrot hat bis Ende Juli einen aufklärenden Bericht versprochen, den unsere Fraktion gerne abwarten wollte. Es war und ist unser Anliegen, zunächst die Faktenlage ausreichend zu klären. Daher unser Wunsch die Abstimmung der Resolution auf die September-Tagung zu verschieben. Unser Antrag wurde leider abgelehnt, sowie eine Reihe von eingebrachten Änderungsanträgen. Es folgte unser bekanntes Abstimmungsverhalten.
Die EVP-ED vertritt weiterhin die Ansicht, dass eine gründliche Untersuchung nützlicher gewesen wäre als diese im Schnellverfahren verabschiedete Resolution. Die Gegenseite hat allein auf Schlagzeilen gezielt, aber den betroffenen Menschen keinen Dienst erwiesen.
- Propositions de résolution: Situation en Chine après le tremblement de terre et avant les jeux Olympiques (RC-B6-0340/2008)
Glyn Ford (PSE), in writing. − The decision on whether to attend the Olympic opening ceremony is one that I believe should be approached collectively. It is not one that is necessarily shared by all my Socialist colleagues. Nevertheless, on that basis I see no good reason to boycott the ceremony or the Games. Even the Dalai Lama supports that position.
Equally the proposal to invite the Dalai Lama to the General Affairs Council is absurd to anyone who is not deliberately trying to undermine the EU-China relationship. As for discrimination against groups in China, such as trade unionists, there is rightly cause for concern, but criticism coming from those who want to stigmatise Italy’s Roma community is a little rich. ‘Remove the plank from your own eye before the mote from your neighbour’s.’
Patrick Gaubert (PPE-DE), par écrit. – Je me félicite de l'adoption de cette résolution commune sur la situation en Chine. En effet, il est important de continuer à faire pression sur la Chine avant la tenue des Jeux olympiques dans moins d'un mois.
Nous ne pouvons pas fermer les yeux sur les carences graves qui subsistent en matière des droits de l'homme, et ce en contradiction avec les engagements pris par la Chine elle-même. Il est de la responsabilité du Parlement européen de rappeler ces promesses publiques. Il était ainsi important de mentionner les droits des minorités, l'état de droit et l'usage toujours fréquent de la peine de mort.
Enfin, je regrette que certains amendements plus sévères à l'encontre de la Chine n'aient pas été adoptés; je pense notamment aux demandes de mise en liberté de dissidents et défendeurs des droits de l'homme tels que Hu Jia et sa femme Zeng Jinyan, à la mention de la situation au Tibet qui est loin d'être normalisée ou encore aux sentences disproportionnées prononcées sans transparence à l'encontre des manifestants en lien avec les manifestations de ce printemps.
Filip Kaczmarek (PPE-DE), na piśmie. − Wstrzymałem się od głosu ws. rezolucji o sytuacji w Chinach po trzęsieniu ziemi i przed igrzyskami olimpijskimi. Uczyniłem tak, dlatego że Parlament odrzucił poprawki, które podnosiły kwestie przestrzegania praw człowieka w Chinach. W rezultacie rezolucja ma wydźwięk inny niż w intencji inicjatorów tej debaty. Dlaczego Parlament nie przyjął rezolucji przed niedawnymi Mistrzostwami Europy w Piłce Nożnej - EURO 2008? Otóż, dlatego że w Austrii i Szwajcarii nie ma problemów z przestrzeganiem praw człowieka. Wytykanie tych problemów w tym zakresie Chinom nie jest działaniem antychińskim, tylko oczekiwaniem spełniania minimalnych standardów, które zrodziła nasza cywilizacja.
Tunne Kelam (PPE-DE), in writing. − I voted in favour of amendment 19 because I strongly believe that inviting the Dalai Lama to a General Affairs Council meeting to present his assessment of the situation in Tibet, and explain to the 27 Foreign Affairs Ministers the middle-way approach and his concept of genuine autonomy that should be implemented for all Tibetans within China, is to be highly recommended.
Eija-Riitta Korhola (PPE-DE), kirjallinen. − Äänestin Kiinan tilannetta koskevassa päätöslauselmassa vihreiden muutosesitysten puolesta, sillä nyt Olympialaisten alla Kiinan tilanne on yhä jyrkässä ristiriidasta niiden lupauksia ja julkisia sitoumuksia, jotka se aikoinaan antoi ihmisoikeustilan ja Tiibetin aseman parantamiseksi, kuten tarkistuksessa 15 todetaan.
Erityisesti pidän tärkeänä tarkistuksen 16 vaatimusta siitä, että neuvotteluissa Dalai-laman ja Kiinan edustajien välillä on saavutettava konkreettisia tuloksia ennen Olympialaisia. Myös tarkistuksessa 11 ja 12 esitetty huoli Lhasan tapahtumista ovat huomion arvoisia.
Tarkistuksessa 20 esitetty kehotus unionille ja sen jäsenvaltioille ryhtyä toimiin Kiinan suhteen on mitä aiheellisin. En sulkisi pois täyttä Olympia-boikottia. Puhemies Pötteringin ratkaisu oli viisas ja humaani. Emme kerta kaikkiaan voi, arvojemme ja Olympia-aatteen nimissä, sallia sitä, että Kiina jatkaa silmänkääntötempuin Olympia-kulissin rakentamista.
David Martin (PSE), in writing. − The way the Chinese dealt with the aftermath of the earthquake in Southwest China was an example of the progress the country has made in recent years. Nevertheless, there is still a need for further progress on human rights in the country. It is only through engaging both sides in constructive dialogue that tangible progress on this issue can be made. The Olympics was hailed as a prime opportunity to add weight to this dialogue and encourage improvements in human rights and freedoms. I would therefore stress that China must intensify its efforts to deliver on promises publicly made to the International Olympic Commission to improve human and democratic rights. I voted in favour of the resolution.
Marian Zlotea (PPE-DE), în scris. − În calitate de membru în delegaţia pentru relaţia cu China sper ca prin votul acordat astăzi să convingem autorităţile chineze să îşi respecte propriile angajamente publice legate de drepturile omului, drepturile minorităţilor, democraţie şi statul de drept.
Încurajez autorităţile chineze să ia măsuri urgente pentru a îmbunătăţi situaţia drepturilor omului prin graţierea tuturor prizonierilor politici şi a militanţilor pentru drepturile omului aflaţi în închisoare, inclusiv a celor închişi în Tibet în urma protestelor din martie 2008.
Jan Andersson, Göran Färm, Anna Hedh, Inger Segelström och Åsa Westlund (PSE), skriftlig. − Vi svenska socialdemokrater har lagt ned vår röst i omröstningen om betänkandet av Brok. Vi vill i denna röstförklaring tydliggöra vår inställning till framtida utvidgning av EU.
Vi anser att Köpenhamnskriterierna är de enda krav som kan ställas på kandidatländer som förhandlar om medlemskap i EU. Vi är för fortsatt utvidgning av EU och anser att detta är en av de stora framtidsfrågorna för unionen. Vidare anser vi att förhandlingarna med Turkiet måste fortskrida och att landet ska bedömas på samma objektiva grunder som övriga kandidatländer.
Adam Bielan (UEN), na piśmie. − Panie Przewodniczący, sprawozdanie Pana Broka podkreśla chęć polepszenia naszych relacji ze wschodem i dlatego je poparłem. Uważam jednak, iż raport ten jest mało wyrazisty i brakuje w nim oczekiwanej przez nas jasnej koncepcji otwarcia Unii Europejskiej na Wschód. Spodziewaliśmy się po byłym szefie Komisji Spraw Zagranicznych PE lepiej dopracowanego dokumentu.
Petru Filip (PPE-DE), în scris. − Domnule Preşedinte, apreciind complexitatea şi utilitatea punctuală a documentului de strategie al Comisiei privind extinderea din 2007, considerăm că în noul context determinat de votul popular din Irlanda, cel puţin dimensiunea internă a strategiei de extindere trebuie să redevină subiectul unor dezbateri mai aplicate. Capacitatea Uniunii de a-şi atinge obiectivele politicilor sale şi de a realiza o cooperare regională funcţională, în special cu ţările din sud-estul Europei, este dependentă de maniera în care se vor aşeza raporturile intracomunitare.
Vreau să subliniez faptul că orice formulă de negociere care va introduce tratamente diferenţiate pentru un alt stat membru, indiferent de motivaţia invocată, va da naştere unui „lanţ al slăbiciunilor” şi nu cred că o asemenea abordare poate aduce beneficii pe termen lung. Succesul acţiunilor noastre viitoare este condiţionat de modul în care vom şti să explicăm opiniei publice impactul direct şi avantajele pe termen lung ale extinderii. Aş putea spune chiar că votul irlandez poate fi preluat în perspectivă constructivă: acest vot este dovada faptului că nu am ştiut întotdeauna să fim parteneri deschişi ai cetăţeanului simplu, care este mai degrabă subiectul unor practici politice eficiente decât apărătorul unor idei şi concepte vizionare.
Robert Goebbels (PSE), par écrit. – J'ai voté en faveur du rapport Brok relatif à la stratégie pour d'éventuels élargissements futurs de l'Union européenne pour réaffirmer ma conviction qu'aucun nouvel élargissement ne sera possible en l'absence d'un nouveau traité permettant à l'Union de fonctionner à 27 États-membres et davantage, le tout accompagné d'un cadre financier adéquat.
Bruno Gollnisch (NI), par écrit. – Monsieur le Président, mes chers collègues, Je retiens du rapport de M. Brok sur l'élargissement que toute nouvelle adhésion ne peut être un succès que si, je cite "il existe un soutien de la population, clair et inscrit dans la durée".
Cette phrase semble bien hypocrite, quelques jours à peine après la réaction méprisante de l'Eurocratie au "non" clair des Irlandais au traité de Lisbonne, qui n'est lui-même que la répétition des "non" français et néerlandais de 2005. Ou encore après le remplacement, dans la Constitution française, du référendum obligatoire sur les adhésions à l'UE, au profit d'un pseudo référendum "d'initiative populaire" qui dépend en fait du bon vouloir de l'Assemblée et du Sénat.
Mais il est vrai que M. Brok, sachant que l'immense majorité des Européens est contre l'adhésion de la Turquie, n'envisage même pas une consultation des peuples par référendum. Il ne retient, pour obtenir le soutien suscité, que la bonne vieille propagande en direction des opinions publiques jugées ignorantes voire primaires.
Si M. Brok et ses semblables européens ou nationaux craignent - ou méprisent - tant le peuple, ils devraient avoir au moins la décence de ne plus se présenter à ses suffrages. La démocratie en Europe en serait certainement renforcée.
David Martin (PSE), in writing. − I welcome Mr Brok’s report on the Commission’s 2007 enlargement strategy paper. The EU must continue to be seen to uphold promises it has previously made on enlargement. Indeed, strict and fair conditionality must be applied to all candidates and potential candidates to whom we make these promises. I believe the report adequately deals with these issues and I voted in favour of Mr Brok’s report.
Αθανάσιος Παφίλης (GUE/NGL), γραπτώς. – Tο ψήφισμα, διαστρεβλώνει προκλητικά την πραγματικότητα που βιώνουν οι λαοί τόσο των παλαιών όσο και των νέων χωρών της Ένωσης, εμφανίζοντας την εμβάθυνση και διεύρυνσή της ως δήθεν προς όφελός τους, ενώ η αλήθεια είναι το εντελώς αντίθετο. Tα σχέδια που προτείνονται για τη νέα διεύρυνσή της αποσκοπούν στη μεγαλύτερη εκμετάλλευση και χειραγώγηση των λαών των υπό ένταξη χωρών, που ήδη βρίσκονται σε δεινή θέση, στην εντονότερη καταλήστευση αυτών των χωρών από το ευρωπαϊκό κεφάλαιο. Ειδικά η διαδικασία διεύρυνσης προς τα Δυτικά Bαλκάνια συνοδεύεται από μια τεράστια επιχείρηση υποδούλωσης αλλά και ταπείνωσης των λαών αυτών των χωρών. Xαρακτηριστικό παράδειγμα η επιμονή για πλήρη συνεργασία με το Διεθνές Ποινικό Δικαστήριο για την Πρώην Γιουγκοσλαβία, το ψευτο-Δικαστήριο που κατασκεύασαν οι θύτες αμερικανο-ευρωπαίοι ιμπεριαλιστές, για να δικάσουν τα θύματα των πολέμων και των εγκλημάτων τους στην περιοχή, αυτό που χρησιμοποιήθηκε για την εξόντωση του πρώην Προέδρου Σλόμπονταν Mιλόσεβιτς. Είναι επίσης ιδιαίτερα επικίνδυνο για τους λαούς ότι η διαδικασία διεύρυνσης εξακολουθεί να στηρίζεται στην αλλαγή συνόρων και τη δημιουργία προτεκτοράτων των ιμπεριαλιστών, όπως αυτό του Kοσσυφοπέδιου, που θα οδηγήσει σε νέο γύρο ιμπεριαλιστικών ανταγωνισμών και συγκρούσεων με θύματα τους λαούς της περιοχής.
Γι´ αυτό οι ευρωβουλευτές του KKΕ καταψηφίζουμε το ψήφισμα επαναλαμβάνοντας τη θέση μας κατά της ιμπεριαλιστικής ΕΕ και της διεύρυνσης της.
Charles Tannock (PPE-DE), in writing. − British Conservatives have always been and remain strong supporters of EU enlargement, as it provides a larger single market and a looser and more flexible Europe of nation states.
However, this report includes elements we are unable to support. We do not believe in Europe as a ‘political integration project’. In addition, we disagree with the main aspects of Paragraph 19, which calls for ‘an area based on common policies’ in fields such as justice, security, migration and visa-free movement and education, which British Conservatives cannot support. Also, we are unhappy with Paragraph 6, which states: ‘developing an area of freedom, security and justice, of fully maintaining and building on its acquis communautaire and of upholding fundamental rights and freedoms, as laid down in the Charter of Fundamental Rights of the European Union’.
Our concerns about these and other parts of the report in no sense diminish our support for further enlargement of the EU, should applicant states meet the Copenhagen criteria.
For the reasons set out above, we have decided to abstain on this report.

Alessandro Battilocchio (PSE), per iscritto. − Signor Presidente, bene che l'Europa faccia sentire la propria voce in questa parte d'Africa che rischia di essere nuovamente teatro di scontri virulenti, dopo la campagna presidenziale-farsa di pochi giorni fa.
Anche il G8 ha preso posizione in maniera esplicita, non attraverso l'introduzione di sanzioni, che avrebbero danneggiato in particolare la popolazione civile, ma con "misure finanziarie" che riguarderanno specialmente aziende, banche e personaggi del regime al potere dal 1980. E' inaccettabile la situazione che si è venuta a creare, con elezioni avvenute in assenza di condizioni appropriate e la sistematica violenza. Spero inoltre che la nostra diplomazia comunitaria si attivi per sostenere la proposta dell'Unione africana che chiede un Governo di unità nazionale per superare questa difficile crisi.
Adam Bielan (UEN), na piśmie. − Panie Przewodniczący, poparłem dzisiejszą rezolucję, ponieważ uważam, że należy surowo potępić przemoc w Zimbabwe, zwiększyć sankcje i wezwać do nieuznawania reżimu Mugabe. Kampania przemocy wymierzona w opozycję polityczną i finansowana przez państwo uniemożliwiła przeprowadzenia wolnej drugiej tury wyborów prezydenckich.
Marie-Arlette Carlotti (PSE), par écrit. – Comme tous les peuples du monde, les Zimbabwéens veulent la paix, la démocratie, la prospérité.
Avec Robert Mugabe, ils n'ont rien de tout cela. Jadis libérateur de son pays, il en est aujourd'hui le bourreau. Aujourd'hui, ce Parlement adresse un message clair: il ne veut plus de Mugabe et de son régime. Car le peuple du Zimbabwe en a décidé ainsi. L'UE doit peser de tout son poids pour appuyer une sortie de crise qui doit être zimbabwéenne et africaine.
La priorité est de mettre un terme aux violences. Seul un dialogue ouvert à l'ensemble des composantes de la société zimbabwéenne permettra la mise en place d'un régime de transition, avec un mandat clair pour l'organisation d'élections libres, transparentes et contrôlées par la communauté internationale.
Mais Robert Mugabe ne viendra à la table des négociations que contraint et forcé. C'est pourquoi nous devons renforcer l'arsenal des sanctions ciblées contre le régime.
Enfin, il faut dès aujourd'hui préparer la reconstruction du Zimbabwe de demain: je salue la proposition de la Commission de débloquer 250 millions d'euros en urgence, dès que le Zimbabwe sera doté d'un pouvoir légitime et crédible.
Edite Estrela (PSE), por escrito. − Votei favoravelmente a proposta de resolução do Parlamento Europeu sobre a situação no Zimbabué, condenando o actual regime político de Mugabe.
A campanha de violência por parte do governo contra a oposição, as consecutivas violações dos direitos humanos e o desrespeito pelos princípios democráticos são inaceitáveis. O mundo civilizado tem de condenar, sem hesitações, o que se passa no Zimbabué. As perseguições políticas, a violência gratuita, a fome, o sofrimento e a morte de muitos cidadãos são a "obra" recente de Mugabe que a história deverá registar. O povo do Zimbabué merece melhor sorte. Considero que acção da comunidade internacional é crucial para a resolução da presente crise humanitária. A União Europeia deve dar o exemplo.
Filip Kaczmarek (PPE-DE), na piśmie. − Głosowałem za rezolucją w sprawie Zimbabwe. To, co wyprawia Robert Mugabe, jest nie do przyjęcia. Nie nazywam go prezydentem, bo to, co ostatnio miało miejsce w Zimbabwe, nie można nazwać wyborami. Zgadzam się z jednym z polityków z Namibii, który mówi, że oprócz tradycyjnych chorób, z którymi musi się borykać Afryka – takimi jak malaria, gruźlica czy AIDS – dziś najbardziej niebezpieczną chorobą, tą, z którą trzeba walczyć szczególnie intensywnie jest mugabenizm. Mugabe stał się wrogiem własnego narodu. To bardzo frustrujące, gdy człowiek walczący o wolność i niepodległość zmienia się z biegiem czasu w szkodliwego satrapę. Mam nadzieję, że Afrykanie otworzą oczy i zrozumieją, że osoby takie jak Mugabe szkodzą całej Afryce.
Eija-Riitta Korhola (PPE-DE), kirjallinen. − Arvoisa puhemies, äänestin Zimbabwen tilannetta koskevan päätöslauselman puolesta siitä syystä, että 27. heinäkuuta Mugaben hirmuhallinto pilkkasi jälleen kerran avoimesti kansainvälisen yhteisön arvoja, oikeudenmukaisuutta ja demokratiaa. On kiistatonta, että Zimbabwen presidentinvaalit olivat laittomat, ja maan oppositioon kohdistuneet väkivaltaisuudet, murhat, pidätykset ja ahdistelu ovat erityisen julma osa tätä oikeudettomuutta.
Kuten päätöslauselmassa todetaan, Zimbabwe tarvitsee kipeästi kansainvälisen yhteisön ja Afrikan eri osapuolten yhteistä välitysprosessia. Vuoropuhelun osapuolet on koottava Zimbabwessa laajasti – pysyviä tuloksia saataneen aikaan vain, jos koko kansalaisyhteiskunta ja sen laajat demokraattiset voimat ovat mukana. Zimbabwen kansalla on syvä kaipuu demokratiaan.
Zimbabwen tilanne on koko kansainvälisen yhteisön ja Afrikan valtioyhteisön asia, ja on ehdottomasti pidättäydyttävä tunnustamasta Mugaben hirmuhallintoa. Kyseisessä asiassa Kiina ja Libya eivät valitettavasti ole jakaneet kansainvälisen yhteisön käsitystä.
EU:n on tuettava ja kannustettava niitä Afrikan valtioita, jotka pyrkivät boikotoimaan Zimbabwea afrikkalaisissa yhteyksissä. Vastaavasti Etelä-Afrikan poliittinen ja taloudellinen tuki Mugaben hallitukselle sekä zimbabwelaispakolaisten karkottaminen Etelä-Afrikasta sotivat yhteisiä arvojamme vastaan. Tahdoin antaa tukeni päätöslauselmassa myös käsitykselle, että kyseisellä ristiriidalla saattaa ja pitäisi olla kielteisiä vaikutuksia EU:n ja Etelä-Afrikan suhteisiin.
Jean Lambert (Verts/ALE), in writing. − I voted for the resolution today and hope that Council will follow it up with strong concerted action. I also hope that the changing attitudes that we are seeing amongst African leaders will also mean that we do not have to suffer the humiliating sight of Mr. Mugabe attending international meetings on EU territory. Mugabe's current power has been gained through the blood and suffering of his people. Our Government's should not be compounding that by forcibly returning people to Zimbabwe. Not only can they find themselves in physical danger there but they can also add to the instability of the situation and pressure on diminishing resources. Giving these people a legal migration status and allowing them to work would be the one guaranteed positive measure our Governments can offer: it would also mean that, when return is possible, people are going back with active skills and potential financial resources which will help grass-roots development. Indeed, Governments should be adopting such a policy towards those who cannot return to other countries which are in conflict. The people of Zimbabwe need our support in every way possible.
David Martin (PSE), in writing. − The situation in Zimbabwe is cause for concern. I join my colleagues in condemning the Zanu-PF party’s behaviour throughout the elections and would also stress that the elections of 27 June cannot be regarded as legitimate. Fresh elections should be organised that respect democratic norms. The suggestion of reaching an agreement on a transitional administration in the country is worth investigating as a way of getting out of the current democratic impasse Zimbabwe currently finds itself in. I voted in favour of the resolution.
Catherine Stihler (PSE), in writing. − I deplore the situation in Zimbabwe and call on all MEPs, the Commission, Council and all national governments to condemn Mugabe and seek a way through this crisis. I welcome the statement by the G8 where they refuse to accept the legitimacy of any government that does not reflect the will of the Zimbabwean people.
Jean-Pierre Audy (PPE-DE), par écrit. – J'ai voté le rapport d'initiative de mon excellent collègue Allemand Karl von Wogau sur l’espace et la sécurité. Le moment est venu d'avoir une approche commune pour défendre les intérêts européens dans l'espace. Il devient chaque jour plus évident que nous avons besoin d'actifs spatiaux pour que les activités politiques et diplomatiques de l'UE puissent se fonder sur des informations indépendantes, fiables et complètes pour soutenir ses politiques de prévention des conflits, ses opérations de gestion de crises et la sécurité mondiale (en particulier la surveillance de la prolifération d'armes de destruction massive et de leurs modes de transport), la vérification du respect des traités internationaux, la surveillance de la contrebande transnationale d'armes légères et de petit calibre, la protection d'infrastructures sensibles et des frontières de l'Union européenne ainsi que la protection civile en cas de crises et de catastrophes naturelles. GALLILEO est, à cet égard, une pierre importante à la construction de ce rôle spatial de l'UE. Cette approche doit aller de pair avec une Europe de la défense et le soutien à une industrie européenne de la défense, notamment dans le secteur de l'espace.
Glyn Ford (PSE), in writing. − The European Union must develop its own space capabilities. We are against the weaponisation of space but do recognise that, while the US refuses to cooperate closely with the Union for the joint use of satellite facilities during times of peace and war, we have no alternative but to try to deploy our own system in Europe.
The development of Europe’s common foreign and security policy and Europe’s security and defence capabilities requires a space dimension. Mr von Wogau – the Chairman of our Subcommittee on Security and Defence – has done Parliament and Europe a service with this report, which we should follow up subsequently.

A maioria do PE rejeitou, no seu relatório de iniciativa sobre "o espaço e a segurança", as nossas propostas que:
- Salientavam que a utilização do espaço deve servir exclusivamente fins não militares; rejeitando toda e qualquer utilização militar directa ou indirecta;
- E que sublinhavam que o programa Galileo é um projecto exclusivamente não militar;
Ao mesmo tempo, entre outras perigosas medidas aprovou,:
- A necessidade de recorrer ao programa Galileo para operações autónomas no âmbito da PESD, para a Política Externa e de Segurança Comum (PESC;
- O desenvolvimento de uma abordagem comum de inteligência geo-espacial, criando as condições para a participação do CSUE na planificação de cada operação PESD que requeira observância e inteligência espaciais;
- Que a UE explore a possibilidade de conceder uma contribuição financeira ao CSUE a cargo do orçamento da UE, a fim de disponibilizar fundos suficientes para atender à crescente necessidade de operações no quadro da PESD;
- E a possibilidade de financiar, a cargo do orçamento da UE, futuros sistemas europeus de telecomunicações por satélite para apoiar operações no quadro da PESD;
Ou seja, a militarização do projecto Galileu e o crescente uso do orçamento comunitário para fins militares. Daí o nosso voto contra.

David Martin (PSE), in writing. − I generally welcome Mr Von Wogau’s report on space security. I support the rapporteur’s stipulation that space should not become weaponised. The development of voluntary instruments which could enhance space security is a positive step in ensuring a responsible space policy. The Community budgets from which the ESDP is funded are currently intergovernmental; consequently I feel it would be inappropriate to prejudge such spending in the report. These views are reflected in my vote.
Αθανάσιος Παφίλης (GUE/NGL), γραπτώς. – H χρήση του διαστήματος είναι αναγκαία για την αποτελεσματικότητα των ιμπεριαλιστικών επεμβάσεων της ΕΕ. Aυτό είναι το συμπέρασμα της έκθεσης, που υιοθέτησε το Ευρωπαϊκό Κοινοβούλιο, σχετικά με το διάστημα και την ασφάλεια της ΕΕ. H έκθεση υπογραμμίζει την ανάγκη χρήσης του διαστήματος για "τις στρατιωτικές επιχειρήσεις των κρατών μελών στα πλαίσια του OHΕ, NATO και άλλων παρόμοιων οργανισμών"!! Kαλεί στην ταχεία ανάπτυξη των προγραμμάτων EGNOS και Galileo, στην πλήρη ανάπτυξη του Δορυφορικού Kέντρου της ΕΕ, στο συντονισμό, μέσω του Ευρωπαϊκού Οργανισμού Διαστήματος, των δορυφορικών συστημάτων τηλεπικοινωνιών των χωρών μελών της ΕΕ, για σκοπούς κατασκοπείας και παρακολούθησης, ώστε να παρέχονται "ανεξάρτητες, αξιόπιστες και πλήρεις πληροφορίες για την υποστήριξη των πολιτικών πρόληψης συγκρούσεων, ενεργειών διαχείρισης κρίσεων..."
Ήδη στην κατεύθυνση αυτή, ο προϋπολογισμός της ΕΕ διαθέτει το αστρονομικό ποσό των 5,25 δισ. ευρώ, μόνο για την περίοδο 2007-2013. Tο γεγονός αυτό, καθώς και η απόφαση για την ταχύτερη προώθηση του προγράμματος Galileo, δείχνει ότι η ΕΕ προτίθεται να εντάξει τη χρήση του διαστήματος στα στρατιωτικά μέσα και δυνατότητες για την προώθηση της "KΕΠΠA" και της "ΕΠAA", του μηχανισμού δηλαδή των ιμπεριαλιστικών επεμβάσεών της στον πλανήτη.
Ύστερα απ' αυτά συνιστά απύθμενη υποκρισία η δήθεν έκκληση της έκθεσης για τη μη στρατιωτικοποίηση του διαστήματος, χαρακτηριστική απόδειξη της προκλητικής διγλωσσίας των πολιτικών εκφραστών του ιμπεριαλισμού.
Glenis Willmott (PSE), in writing. − The European Parliamentary Labour Party welcomes this Parliamentary report, and in particular we support the development of an EU Code of Conduct for activities in space, along with the development of voluntary instruments which could enhance space security.
We are, however, concerned not to prejudge decisions about the future EU budget; ESDP activities are funded from the community budgets, which are currently inter-governmental. For this reason we voted against two amendments which suggested this in relation to space-related ESDP activities.
