  El Presidente. − El punto siguiente es el informe de Christian Ehler, en nombre de la Comisión de Asuntos Económicos y Monetarios, sobre la propuesta de Directiva del Parlamento Europeo y del Consejo por la que se modifica la Directiva 94/19/CE relativa a los sistemas de garantía de depósitos, en lo que respecta al nivel de cobertura y al plazo de pago (COM(2008)0661 - C6-0361/2008 - 2008/0199(COD)) (A6-0494/2008).

  Christian Ehler, Berichterstatter. − Herr Präsident, sehr geehrter Herr Kommissar, meine Damen und Herren! Wir sprechen heute zum Abschluss eines sehr schnellen Prozesses zur Reform der Einlagensicherungsrichtlinie. Das ganze Verfahren zeigt das Können, aber auch die Grenzen der europäischen Institutionen. Erst Mitte Oktober hat die Kommission einen Vorschlag zur Änderung der Richtlinie vorgelegt, der ein ebenso politisches wie wirtschaftliches Ziel hatte, nämlich das Vertrauen der Anleger in den Finanzmarkt, das grenzüberschreitende Agieren von Banken und die Regulierung der Finanzmärkte im Allgemeinen wiederherzustellen.

Erreicht wurden die Erhöhung des Sicherungsniveaus, eine deutliche Reduzierung der Auszahlungsfristen im Krisenfall, der Wegfall der Mitversicherung. Es war nicht hinnehmbar, dass große Banken den Niedergang ihrer Institution nicht voraussehen können, aber kleine Anleger daran beteiligt werden sollen. Erreicht wurde, dass ab 2010 das Absicherungsniveau auf 100 000 Euro erhöht wird, und das sind 90 % der Einlagen in Europa.

Als Parlament haben wir uns konstruktiv und schnell in den Prozess eingebracht. Wir haben auf viele parlamentarische Rechte verzichtet, aber wir haben einiges gerade gerückt. Wir hielten von Anfang an die Dreitagesfrist für unrealistisch. Ich glaube, mit den 20 Tagen geht man ein Versprechen ein, das in der Realität darzustellen ist und die Anleger nicht enttäuscht.

Es war wichtig, die kleinen Unternehmen wieder einzubeziehen. Gerade vor dem Hintergrund der Systemstabilisierung der Finanzmärkte wäre es ein fatales Signal gewesen, nur private Einlagen zu sichern. Und wir sehen – und das ist besonders wichtig – auch eine Notwendigkeit von emergency payouts, denn es gibt einen ganz direkten Zusammenhang zwischen dem Einlagensicherungswesen und Stabilisierungsmaßnahmen bei Institutionen, gerade in den praktischen Fällen, die wir in der Vergangenheit gesehen haben.

Die Grenzen, die wir natürlich sehen, liegen darin, in ein solches Verfahren so kurzfristig ein so weitgehendes Thema wie die Harmonisierung einzubringen. Eine ganze Reihe von Mitgliedstaaten hat mit der Richtlinie den Wunsch verbunden, mögliche Wettbewerbsverzerrungen zu verhindern, eine Maximalgrenze für Europa in der Einlagensicherung festzuschreiben. Das Anliegen der Untersuchung, die wir daran gebunden haben, ist richtig, dennoch sollten wir das Ergebnis nicht vorwegnehmen.

Die Ansicht, dass die Erwartungen und das politische Versprechen, das damit verbunden ist, dass Mitgliedstaaten wie Deutschland oder Irland in der Finanzkrise alleine vorpreschen und eine uneingeschränkte Absicherung versprechen, problematisch sind und zu Wettbewerbsverzerrungen auf dem Markt führen würden, die ist nur bedingt richtig. Denn man muss ganz deutlich sagen, es handelt sich hier um politische Versprechungen, die weder einklagbar noch verklagbar sind.

Wir müssen aber aufpassen, dass eine Maximalharmonisierung nicht zur Absenkung der Sicherung in einzelnen Mitgliedstaaten führt und dass dadurch wiederum Wettbewerbsverzerrungen aufgrund unterschiedlicher Finanzierungen der Systeme verstärkt werden. Insofern war es ein kluges Ziel, dass wir die Harmonisierung am Horizont formuliert haben, dass wir eine ganze Reihe von Fragestellungen formuliert haben, die zunächst einmal beantwortet werden müssen, denn – und ich sagte, das sind die Grenzen des Verfahrens – es ist nicht ohne Gefahr, in einem neunwöchigen Marathonprozess Fragestellungen zu diskutieren, die wir in den letzten fünf Jahren nicht in der Lage waren, in Europa anzugehen.

Ich möchte mich nochmals ganz herzlich dafür bedanken, dass wir im Parlament ein so starkes Zusammenspiel der Fraktionen hatten. Es musste mancher Kompromisse machen. Aber es ist uns gelungen, das Signal, das zur Stabilisierung der Finanzmärkte wichtig war, zu senden. Wir als Parlament haben auch einen substanziellen Beitrag geliefert, diesen sehr rudimentären Entwurf dahin zu bringen, dass er klar und wirklich nützlich ist.

Ich möchte mich nochmals ganz herzlich bei denjenigen bedanken, die auch bereit waren, auf parlamentarische Rechte in diesem Verfahren zu verzichten.

  Charlie McCreevy, Member of the Commission. − Mr President, I would like to thank the rapporteur for his work on this file, which has turned out to be more complicated than expected. We take our commitment to maintaining depositor confidence in times of financial turmoil very seriously and I am grateful for Parliament’s willingness to treat this issue rapidly.

However, I also have to admit that I am disappointed with certain proposed amendments to the Directive on Deposit Guarantee Schemes, especially on pay-out delays.

Let me recall that on 8 December this House voted in favour of a pay-out period of a maximum of two weeks. However, the compromise currently on the table provides for a pay-out delay of four weeks, which can be further extended to six weeks. When you add to this another week of decision-making by competent authorities, this means seven weeks. Seven weeks is a very long time for depositors who are unable to buy food, pay bills or use their payment cards.

Let us not forget that the regime currently in force, which allows for a pay-out delay ranging from three to nine months, will remain in place for a further two years.

I am concerned about the message this sends to European citizens and how it will affect our confidence. I am concerned about the possibility of having to witness once again pictures of citizens queuing at their bank the next time they hear that the bank is in trouble. My concern is that several weeks of no access to one’s funds is too long a time to keep depositors’ nerves calm in a crisis situation.

I also regret that the compromise on the table is not more ambitious in increasing the level of coverage. Let us not forget that nearly all Member States had already increased their coverage to EUR 50 000 by October 2008. This is why the Commission proposed to send a clear signal to depositors that their protection will be increased almost immediately. What was meant to be an immediate signal will now have to be postponed to mid-2009.

Nonetheless, the Commission will support the agreement between Parliament and the Council if it is endorsed by your vote. It remains important that the coverage level be increased to EUR 50 000 by the end of June 2009 and eventually to EUR 100 000, and that co-insurance is abandoned from mid-June.

The Commission will come back to other outstanding issues in the report next year. I look forward to working with Parliament on the important task of restoring confidence in the financial system among our citizens.

  Cornelis Visser, namens de PPE-DE-Fractie. – Voorzitter, één Europese stem, we kunnen het niet vaak genoeg herhalen, is het belangrijkste in deze tijd van financiële crisis. Ik pleit voor een volledige Europese harmonisatie op het gebied van depositogarantiestelsels. Dit is ook het geluid van het Europees Parlement en van rapporteur Ehler.

Volledige harmonisatie is in tijden van crisis vanwege twee redenen zeer urgent. Allereerst is het namelijk onze taak om de consument financiële bescherming te bieden. De kredietcrisis staat voor veel Europese burgers gelijk aan onzekerheid en angst voor het verlies van hun tegoed en bezittingen. Dit gevoel moeten we tegengaan.

Op nationaal niveau zijn er in meerdere lidstaten maatregelen genomen om de consument financiële bescherming te bieden. Zo is dat in Ierland het geval geweest, maar ook in Nederland, waar het garantiebedrag tijdelijk is verhoogd van 40.000 naar 100.000 euro. De Nederlandse staat, net als de Ierse staat, voelt zich verantwoordelijk voor de bescherming van particuliere en kleine ondernemingen.

Het is echter noodzakelijk dat we de genomen maatregelen vastleggen in één Europese richtlijn ten aanzien van depositogarantiestelsels. We kennen immers de gevolgen van het ontbreken van samenwerking en toezicht goed genoeg. We moeten dat wel doen op een uniforme manier, en daarom pleit ik voor één maximumbedrag. Dat komt er in 2010, als we het voorstel van de rapporteur volgen. Een maximum van 100.000 euro.

De huidige situatie, waarbij lidstaten als Duitsland en Ierland een ongelimiteerde dekking geven, vormt een gevaar voor Europa. Geld vanuit Nederland en Engeland bijvoorbeeld, gaat door deze ongelimiteerdheid de grens over naar de buurlanden. Dit heeft een negatieve invloed op de stabiliteit.

Ik vind het positief dat de Raad hier ook mee heeft ingestemd. Rapporteur Ehler heeft goede voorstellen gedaan, ook wat betreft het midden- en kleinbedrijf. Ook deze bedrijven dienen onder het depositogarantiestelsel te blijven vallen. Ik denk dat we als Europees Parlement op deze manier voor de consumenten en het midden- en kleinbedrijf een goed resultaat hebben bereikt en ik hoop dat de Commissie dat ook mede ondersteunt.

  Pervenche Berès, au nom du groupe PSE. – Monsieur le Président, dans cette affaire, je crois, Monsieur le Commissaire, que vous pouvez vous féliciter de l'existence du Parlement européen. D'abord parce que, il y a quelques mois, nous avions adopté un rapport, aussi sous la responsabilité de M. Ehler. À cette occasion, je vous avais dit que la crise dans laquelle, manifestement, l'Union européenne était entrée obligeait à reconsidérer cette question avant même le résultat de toutes les études d'impact que vous aviez prévues. Il a fallu que le Conseil vous donne l'ordre d'agir. Je le regrette, mais c'est ainsi. Je regrette aussi qu'après que le pays dont vous êtes originaire a mis en place un système qui a failli détruire ce qui est votre mandat, à savoir le marché intérieur, vous ne vous soyez pas exprimé publiquement.

Ne regardons pas le passé, regardons l'avenir et regardons la proposition qui est aujourd'hui sur notre table. C'est une proposition raisonnable, c'est une proposition adaptée aux circonstances, et je remercie beaucoup le rapporteur pour sa mobilisation et sa détermination à nous permettre d'aboutir à un accord en première lecture qui conduit à une harmonisation maximum, qui correspond aux attentes de nos concitoyens, lesquels, face à la réalité de cette crise, se sont inquiétés de ce que cette affaire de garantie des dépôts pouvait malmener leurs épargnes, qu'ils soient petits ou grands, qu'ils soient collectivités locales ou petites et moyennes entreprises.

Je me félicite qu'avec le Conseil, nous ayons trouvé un accord pour élargir le champ d'application de la directive que la Commission avait voulu réduire aux seuls particuliers alors que, manifestement, les PME ou les collectivités locales sont aussi préoccupées par la garantie de leurs dépôts.

Je me réjouis aussi que nous ayons abouti à cette harmonisation maximum, à 50 000 aujourd'hui, à 100 000 demain, avec un engagement de la Commission, sans doute pour le successeur de M. Charlie McCreevy, de nous permettre d'analyser les conditions dans lesquelles nous pourrions aller vers davantage d'harmonisation, et éventuellement la mise en place d'un fonds européen de garantie. Il s'agit bien évidemment d'une préoccupation par rapport aux risques de distorsion en termes de concurrence, mais pas uniquement – et je pense que là-dessus le rapporteur sera d'accord avec moi –, c'est aussi une capacité pour l'Union européenne à gérer les crises, c'est aussi une capacité pour l'Union européenne à éviter la panique et à garantir le droit des déposants. Il me semble que pour le Parlement européen c'était bien évidemment la préoccupation essentielle.

J'ai dans cette négociation un regret. C'est qu'au fond, nous avons tiré les enseignements du mauvais exemple de l'Irlande, mais nous n'avons pas tiré les leçons du mauvais exemple de l'Islande. Car, en Islande, il y avait des rémunérations excessives de dépôts qui ont conduit l'Union européenne à engager des négociations avec ce pays pour couvrir les garanties au-delà des taux d'intérêt qui pouvaient être appliqués, dans des conditions normales de marchés. Toutefois, sur la base du rapport que la Commission nous remettra, j'espère que nous pourrons approfondir cette négociation en ayant aussi à l'esprit les conclusions que le groupe dont la Commission a confié la responsabilité à Jacques de Larosière pourra nous éclairer sur la façon d'organiser ce mécanisme de manière harmonisée dans le futur.

  Sharon Bowles, on behalf of the ALDE Group. – Mr President, all the institutions have been ambitious in this project, though not all in the same direction. The Commission was ambitious in proposing a minimum guarantee of EUR 100 000 and a payout term of three days. The Council has been ambitious in opting for maximum harmonisation, and Parliament has been ambitious to make sure that it works for the citizen. I wish to thank the rapporteur and other colleagues for their cooperation.

The proposal to go in one jump from procedures that might in some countries not even cope with the current nine months allowed for paying out to just three days was maybe over-ambitious. We agree to a final timeframe of up to a possible maximum of 35 days, but a little reluctantly because we would have preferred a rather shorter timeframe. Thirty-five days without access to funds still leaves citizens in a difficult position. This makes possibilities for emergency payouts important or, better still, arrangements for continuity of banking services.

Taking the bold step of maximum harmonisation means there are consequences to address, making this the first stage of a work in progress, which is evidenced by the number of items that the Commission is asked to report on by the end of next year. One of the consequences is the need to have some higher balance exemptions, and I welcome the grandfathering of some socially relevant higher balanced provisions that were in place by the start of 2008.

However, we have learnt lessons since then. Indeed, that is what this entire directive is about: recent lessons. It is regrettable that we could not obtain an unreserved commitment to allow a higher protection for temporarily increased balances that occur, such as when houses are sold or pension lump sums paid out.

Following the collapse of the Icelandic banks, there have been unhappy losses in such circumstances and it has put in train plans for special protection in several Member States. People in long-term possession of large funds to put on deposit can do this and make the deposit safe by splitting it between institutions, but it is unrealistic to ask that lump-sum payments be channelled that way.

The consequences of losses of lifetime funds is a lesson we do not need to learn again, so I hope the Commissioner will indicate enthusiasm to allow additional protection for special temporarily increased balances, which we have asked him to report back on also by the end of next year.

  Astrid Lulling (PPE-DE). - Monsieur le Président, on le sait, même si elle était nécessaire pour rétablir la confiance, la décision politique des ministres des finances d'augmenter le niveau de garantie des dépôts a entraîné un certain nombre de conséquences et de difficultés techniques.

En effet, cette augmentation de la garantie portée à 50 000 euros, puis à 100 000 euros, entraîne de facto un réexamen de l'opérabilité et de la faisabilité des systèmes mis en place dans les États membres. Voilà pourquoi je voudrais rendre hommage au rapporteur, M. Ehler, qui a su aborder son travail avec un esprit ouvert. Pour ma part, j'apporterai mon soutien au compromis trouvé par le rapporteur lors du trilogue avec le Conseil. Mais je voudrais aborder trois points.

D'abord, le délai de remboursement. Le délai de vingt jours pour le remboursement des dépôts peut sembler trop long à certains mais je leur demanderai de considérer tout ce qu'il est nécessaire d'accomplir avant de pouvoir procéder à un tel remboursement. À moins d'être de mauvaise foi, ils verront qu'un délai de quelques jours pour collecter, vérifier les informations, puis pour procéder au paiement, est simplement irréaliste. Vingt jours, nous le verrons, c'est déjà très court.

Monsieur le Président, je sais malheureusement de quoi je parle puisque le Luxembourg a le triste privilège de devoir mettre en application le système de garantie des dépôts dans le cas de la Kaupthing Bank. Un certain nombre d'enseignements se dégagent. Il faut les prendre en compte, surtout si nous voulons progresser dans l'intérêt des épargnants. Il est essentiel de distinguer entre faillite et cessation de paiements d'un établissement de crédit. Lors d'une cessation de paiements, une reprise de la banque peut être envisagée. Or, un remboursement des dépôts qui interviendrait à très courte échéance aurait pour effet de rendre impossible ce scénario. Par conséquent, il faut que la directive établisse cette distinction.

Deuxième enseignement. Dans la plupart des États membres, une refonte des systèmes de garantie des dépôts s'avère nécessaire du fait des nouvelles exigences. Il faut donc leur laisser le temps d'agir. Les délais proposés maintenant me semblent raisonnables et, Monsieur le Commissaire, entre les vingt jours, d'une part, et les sept semaines dont vous parlez, il y a quand même de la marge.

En conclusion, Monsieur le Président, il est indispensable de rétablir la confiance des épargnants, mais il serait mortel d'imposer des solutions non viables. Voilà pourquoi je plaidais pour la modération. Des exigences maximalistes ne feraient qu'aggraver les choses. J'ai terminé, Monsieur le Président, mais c'était important de mettre quand même les choses au point et de ne pas parler à un rythme que nos interprètes ne peuvent pas suivre.

  Antolín Sánchez Presedo (PSE). - Señor Presidente, señor Comisario, queridos colegas, la crisis financiera ha puesto a prueba el funcionamiento de los sistemas de garantías de depósitos en la Unión Europea. Las tensiones producidas han permitido constatar que las insuficiencias en su cobertura y funcionamiento debilitan la confianza de los depositantes y que las medidas unilaterales adoptadas por algunos Estados miembros para afrontar la situación tienen un importante impacto transfronterizo y efectos desestabilizadores. Esto ha incrementado la demanda de una acción común para corregir las carencias detectadas y revisar en profundidad el marco normativo.

El texto negociado refleja el excelente trabajo realizado por el señor Ehler, que consiguió un gran consenso en la Comisión de Asuntos Económicos y Monetarios. Su adopción permitirá dar luz verde en primera lectura a una reforma que aborda dos aspectos inaplazables: la elevación del nivel de cobertura y la reducción de los plazos de pago, y sienta las bases para una revisión que armonice las garantías de los depósitos bancarios en el mercado único europeo.

Valoro favorablemente que la cobertura de depósitos garantizada se incremente primero hasta un mínimo de 50 000 euros y que se contemple su establecimiento en los 100 000 de forma armonizada y para finales de 2010, de acuerdo con el estudio de impacto que ha de analizar por la Comisión, teniendo en cuenta la protección del consumidor, la estabilidad financiera y la competencia.

El poder conferido a la Comisión para ajustarlo a la inflación mediante el procedimiento legislativo con control es también apropiado.

La reducción del plazo de pago de los actuales tres meses a 20 días laborables desde la decisión administrativa o la resolución judicial, así como la evaluación de una posible reducción a 10 días laborables, es una mejora sensible, e igualmente lo es la introducción del concepto de pagos de emergencia y de la obligación de asegurar a los depositantes la información necesaria sobre el sistema de garantías aplicable.

Apoyo plenamente la exigencia a la Comisión de un completo informe para finales de 2009 que aborde aspectos tan relevantes como la armonización de los mecanismos de financiación de los sistemas de garantías, la justificación de la plena cobertura en determinados casos, los costes y beneficios de un esquema de garantías comunitario o el enlace entre los esquemas de depósitos y otros medios alternativos.

  Мариела Величкова Баева (ALDE). - Основното послание на ключовите изменения в директивата относно схемите за гарантиране на депозитите, като гарантиран размер и срок за изплащане, цели по-високи степени на гаранция за защита на спестяванията на дребните вложители, както и съхраняване на доверието във финансовата система.

Към настоящия момент е трудно да бъдат оценени фискалните разходи, свързани с текущите финансови сътресения и техните корекции. Потенциално ниският ръст на реалния БВП в продължение на няколко години, в един бъдещ период, би се оказал допълнителен дестабилизиращ фактор за фискалната устойчивост.

В този контекст, е препоръчителен своевременен анализ на финансовите механизми на страните членки с цел да се оцени ефекта от извършената интервенция. Разбира се, схемите за гарантиране на депозитите представляват ефективна, превантивна мярка, но тяхното действие се лимитира от локалната среда, в която оперират. За да се преодолеят подобни слабости на избор от страна на вложителите между различните степени на защита, е необходима координация на общностно ниво.

  Paolo Bartolozzi (PPE-DE). - Signor Presidente, onorevoli colleghi, la recente crisi finanziaria che ha coinvolto pesantemente il sistema bancario internazionale ha seminato tra i risparmiatori molte preoccupazioni per il futuro e l'insicurezza dei loro depositi.

Per cercare di porre rimedio a questa volatilità dei mercati, alla loro fluttuazione e ai rischi di mancato rimborso da parte di banche in palese od occulta sofferenza di liquidità, il Parlamento europeo ha predisposto una proposta di direttiva insieme al Consiglio volta a modificare i sistemi di garanzia dei depositi, sia per quanto riguarda il livello di copertura sia per quanto riguarda il termine dei rimborsi. Allo scopo di ripristinare la fiducia generale, assicurare il corretto funzionamento del settore finanziario e proteggere più adeguatamente i depositi dei singoli risparmiatori e delle loro famiglie, il Consiglio europeo del 7 ottobre invitava la Commissione europea a presentare una proposta urgente volta a promuovere la convergenza dei sistemi di garanzia dei depositi nell'Unione europea.

Il provvedimento che oggi il Parlamento approva si prefigge di aumentare il livello minimo di copertura per i risparmiatori privati ad almeno 50.000 euro riconoscendo che molti Stati membri sono ormai orientati a innalzare la copertura minima ad almeno 100.000 euro. Inoltre la stessa direttiva prevede una riduzione del termine di rimborso, attualmente fissata a tre mesi e prorogabile a nove, ad un massimo di qualche settimana.

In un'economia globalizzata e in particolare in Europa dove assistiamo al moltiplicarsi di banche e succursali, è essenziale per gli Stati membri dell'Unione europea un'incisiva cooperazione transfrontaliera tra la banca del paese di origine e quella del paese ospitante, onde assicurare garanzie e rimborsi rapidi in caso di insolvenza o di fallimento degli istituti di credito.

Infine, poiché la revisione della direttiva della Commissione europea limita la copertura ai depositanti intesi come persone fisiche, ritengo che sarebbe stato opportuno che si prevedesse l'estensione tout court della copertura anche alle piccole e medie imprese, attivamente coinvolte nei processi produttivi dell'economia dei paesi membri e che rappresentano un patrimonio umano e sociale insostituibile. Alle piccole e medie imprese andrebbe invece oggi riconosciuta una protezione giuridica che le metta non solo al riparo dei rischi di inaffidabilità bancaria dai fallimenti, ma assicuri il prosieguo della relativa attività in un contesto di migliore competitività e di maggiore stabilità economica, finanziaria ed occupazionale.

  Ján Hudacký (PPE-DE). - Súčasná finančná kríza nás núti prichádzať relatívne rýchlo s opatreniami, ktoré by mali eliminovať jej dopady na obyvateľov, ako aj na ekonomiku Európskej únie.

Správa môjho kolegu pána Ehlera veľmi vyvážene rieši problém ochrany vkladov z pohľadu úrovní krytia výplatných lehôt. Napriek súčasným snahám Komisie, nedá mi v tejto súvislosti nespomenúť nízky stupeň flexibility Komisie v čase nástupu krízy predísť nekoordinovaným rozhodnutiam jednotlivých členských štátov v súvislosti s ochranou vkladov klientov bánk.

Tento deficit koordinácie nakoniec viedol, našťastie iba v obmedzenej miere, k chaotickému správaniu sa klientov výbermi vkladov a ich presunmi do bánk v členských krajinách, kde sú vklady kryté vo väčšom objeme. V súvislosti s potrebou zvyšovania dôvery občanov k finančným inštitúciám je nevyhnutné, aby opatrenia, s ktorými prichádzame, boli čo najviac flexibilné, ale zároveň, aby vychádzali z reálnych predpokladov.

Rovnako ako spravodajca si myslím, že v prípade nedostupnosti vkladov, je navrhovaná výplatná lehota 3 dni nereálna, pretože systém ochrany vkladov by z kapacitných dôvodov pravdepodobne zlyhal. Opatrenia na mimoriadne vyplatenie limitovanej výšky finančných zdrojov do 3 dní je preto dobrý návrh v prípade, že sa nedá zabezpečiť kontinuita bankových služieb.

Som veľmi rád, že sa výška krytia vkladov zvyšuje na minimálne 100 tisíc EUR do konca roku 2009, čím sa určite zvýši dôvera vkladateľov k finančným inštitúciám. Vzhľadom na prvé skúsenosti s finančnou krízou si myslím, že malé a stredné podniky, ktoré sú mimochodom v čase krízy často mimo možnosti získania potrebných úverov, by mali naďalej spadať do rámca tejto smernice o ochrane vkladov, aby aspoň takýmto spôsobom čelili tejto kríze.

  Colm Burke (PPE-DE). - Mr President, the global economy has been turned upside down in the past few months. We are now left with an appalling vista of insolvency, bankruptcies, nationalisations, the massive destruction of wealth, and stock market write-down. The core institutions of our financial infrastructure have been shaken to their core. Our banks are on their knees, engaged in begging-bowl pleading to national governments.

National governments cannot turn a blind eye due to the strategic importance of banks in oiling the wheels of the real economy. It is shocking and frightening to see that one Irish bank, for example, has lost 97% of its value in the past few months alone.

Deposit-guarantee schemes have therefore been of crucial importance in protecting investors from the worst of the financial crisis currently assailing the world economy. The figure of EUR 100 000 is psychologically as well as economically important, as it reassures investors that their life savings are not under threat.

I congratulate the rapporteur, Mr Ehler, on his work, and I welcome in particular the increase in scope to include guarantees for SMEs. SMEs are our main hope and should be our priority as we look towards the light at the end of the tunnel, as we look to recover quickly from the current recession.

I also echo the call for a more coordinated response in future. The Irish Government acted unilaterally to guarantee Irish banks. In future, there should be an official instrument in place to ensure better coordination between Member States.

To conclude, on a broader note, we must not forget the immense importance of our close economic integration here in the EU and in particular in the euro zone, which has sheltered us from the gale-force winds of the financial crisis. This point is especially relevant for smaller Member States such as Ireland. We need only look north to our island neighbours, Iceland, to see the havoc that can be caused by standing alone in splendid isolation: its currency has collapsed and its economy is in ruins. There is no guarantee that this would not have happened if Ireland and other smaller Member States had not been in the euro zone.

  Othmar Karas (PPE-DE). - Herr Präsident, Herr Berichterstatter, Herr Kommissar! Ich möchte zum Berichterstatter sagen, dass ich mich für seine Sachkunde, für sein Drängen auf Präzisierung, damit nicht ungewollte Probleme entstehen, und für seine Parlamentarisierung der Debatte recht herzlich bedanke.

Das Thema betrifft jeden. Jeder Sparer sorgt sich um sein Geld, wenn seine Bank in Schwierigkeiten gerät. Jeder Sparer möchte wissen, wie sicher sein Geld ist. Jeder Sparer möchte wissen, wann und wie viel er garantiert zurückbekommt. Aus diesem Grund begrüße ich die Erhöhung der Deckungssumme und warte auf die Folgenabschätzung, damit wir darüber entscheiden können, ob die 100 000-Euro-Grenze eine harmonisierte oder eine Mindestgröße ist. Ich begrüße die Verkürzung der Auszahlungsfristen und bedanke mich bei allen Kolleginnen und Kollegen, die diese Regelungen auch auf die KMU übertragen möchten. Vom Herrn Kommissar erbitte ich eine Prüfung, ob und wie ein solcher Weg möglich ist.

  Margarita Starkevičiūtė (ALDE). - Mr President, some people like to say that the European Union sometimes operates inefficiently, but this document is a good example of how, when needed, we can act very rapidly given the short time framework during which we reached an agreement.

I just want to say that this agreement sends a very important signal to the citizens of the European Union that we are able to react to their needs. Another very important point is that, though we are very different, we are still able to reach an agreement on major issues such as the amount of deposit guarantees, the pay out period and other subjects important to ordinary citizens. This compromise may not be perfect, but it is nevertheless a good proof that we can act together.

  Charlie McCreevy, Member of the Commission. − Mr President, I would just like to repeat that, although the results are not fully satisfactory from the Commission’s perspective, we would not like to delay or put at risk the compromise that provides some improvements for savers. We will have to work further on the improvement of deposit guarantee schemes.

Of course I commit to meeting the reporting obligations imposed in the directive by the end of 2009. These reports will look at those issues that were outlined by Members here this evening. When we discuss the results of that further work and the proposals that might flow from it, it is my sincere hope that the outcome will be more ambitious. The main issue we have in mind is addressing the confidence of EU depositors for the long term.

  Christian Ehler, Berichterstatter. − Herr Präsident! Herr Kommissar, ich möchte Sie ganz direkt auffordern, den Kompromiss, den wir in sehr kurzer Zeit zusammengezimmert haben und der von Seiten der Kommission nicht mehr als eine Ankündigung war, aus der dann das Parlament durch Kompromissfindung zusammen mit dem Rat eine Realität gemacht hat, jetzt nicht nach außen in Auslegungsspitzfindigkeiten kaputt zu machen, sondern als das nach außen zu kommunizieren, was er ist: eine sehr schnelle Reaktion der drei Institutionen, eine sehr weitgehende Überlegung in Richtung einer Harmonisierung der notwendigen Schritte, auch der Untersuchungen, die dazu erforderlich sind, die unmittelbar positivste Auswirkungen auf die Bürger haben, nämlich eine absehbare quasi Vollabdeckung von 90 % der Einlagensicherung, eine Verkürzung der Fristen. Auch wir haben natürlich an emergency payouts gedacht.

Ich möchte noch einmal sagen: Der Kompromiss besteht nicht einfach darin, dass jetzt drei Institutionen oder eine von dreien – die Kommission – sagt, das sei nun der Kompromiss, und jetzt wollen wir mit der Haarspalterei beginnen, sondern es ist ein gemeinsames Signal. Deshalb haben wir uns auf das schnelle Verfahren eingelassen. Es wäre politisch fahrlässig, in der Öffentlichkeit intellektuelle Haarspalterei zu betreiben. Wir müssen dieses positive Signal, das wir zusammen – auch mit der Kommission – erreicht haben, nach außen entsprechend kommunizieren. Sonst würde man in der momentanen Finanzkrise genau das Gegenteil erreichen von dem, wo Sie in der Ankündigung stark waren, was wir aber in der Umsetzung überhaupt erst möglich gemacht haben.

  Sebastian Valentin Bodu (PPE-DE). - Actuala criză economică impune măsuri extraordinare în condiţiile în care tot mai mulţi europeni se confruntă cu spectrul şomajului şi recesiunii finananciare. Ridicarea plafonului de garantare a depozitelor bancare pentru populaţie este o măsură binevenită pentru conservarea încrederii în sistemul bancar. Un plafon iniţial de 50.000 de euro şi ulterior de 100.000 este cu atât mai nimerit pentru statele cu un sistem bancar fără tradiţie, cum este cazul României şi al altor state fost comuniste. În acest moment este important ca fiecare stat să-şi asume masura pentru că altfel există riscul instalării panicii în rândul populaţiei. România nu se află în rîndul statelor cu multe depozite de peste 50.000 de euro. Însă psihologic vorbind, ridicarea sumei garantate nu poate produce decât efecte pozitive având în vedere că depozitele populaţiei au scăzut faţă de luna septembrie cu 6 la sută numai în Bucureşti. Asta înseamnă că au fost retrase circa 600 de milioane de euro în decurs de numai câteva săptămâni, situaţie fără precedent în ultimii ani.

Pe de altă parte, ca parlamentar european atrag atenţia că această măsură trebuie completata cu revizuirea policilor de acordare a creditelor precum şi nivelul de risc pe care şi-l asumă.

  Siiri Oviir (ALDE), kirjalikult. Alates 1994. aastast on ühenduse eeskirjadega tagatud, et kõikides liikmesriikides on hoiuste tagamise süsteem juhuks, kui mõni pank peaks pankrotistuma ning fikseeritud ka hoiuste tagamise minimaalne ulatus, mis on 20 000 eurot. Kahjuks on juba täna ühe EL elaniku kohta keskmine hoiuse maht 30 000 eurot, mis näitab üldist vajadust hoiuste tagamise miinimumi suurendamiseks.

Igati tervitatav on Euroopa Nõukogu 7. oktoobri 2008 otsus, kus liikmesriigid tulenevalt ülemaailmsest finantskriisist otsustasid erakorraliselt tagada eraisikute hoiuseid ühe aasta jooksul vähemalt 50 000 euro ulatuses. Nüüdne Euroopa Komisjoni poolne algatus aitab selle viia ka EL seadusandlusesse, mis aitab säilitada EL hoiustajate usaldust Euroopa finantsturgude vastu.

Tulenevalt Komisjoni ettepanekutest on 2009. aasta lõpuks plaanis viia hoiuste tagamise minimaalne ulatus EL-s koguni 100 000 euroni, mis hoiustajate kohapealt on igati tervitatav!

Kuid samas peaks Komisjon kindlasti arvestama hoiuste piiri tõstmisel ka liikmesriikide reaalsete võimalustega, et vältida olukordi, kus hoiuste tagamise piiri tõstmisest kujuneb nn. võidujooks, millega võidakse tekitada vaesemate liikmesriikide puhul olukord, kus neil puuduvad vahendid sätestatu tagamiseks ja kannatajateks võivad hiljem osutuda need samad lihtsad hoiustajad.

Kuna EL finantsturud on omavahel vägagi põimunud, siis toetan raportööri ja kutsun samuti Komisjoni ja Nõukogu parandama piiriülese koostöö kohustust ning planeerima enam konkreetsemaid meetmeid, mis aitavad vajadusel tagada parema koostöö liikmesriikide vahel kriisiolukorras.
