7.1. Elezzjoni ta' Viċi President tal-Parlament Ewropew (votazzjoni)

  Przewodniczący. − Rozpoczynamy wybór wiceprzewodniczącego Parlamentu Europejskiego zgodnie z art. 13, 15 i 18 naszego Regulaminu.

Jak Państwo wiecie, jeden z naszych kolegów, który był 11. wiceprzewodniczącym, został wybrany do parlamentu narodowego i pełni funkcję przewodniczącego tego parlamentu. To jest nasz kolega pan Schmitt. Na jego miejsce wybierzemy dzisiaj nowego wiceprzewodniczącego. Otrzymałem następującą kandydaturę: kolega László Tőkés. Kandydat powiadomił mnie oficjalnie, że wyraża zgodę na kandydowanie. Mając na uwadze, że jest tylko jeden kandydat, proponuję, aby został on wybrany przez aklamację zgodnie z art. 13 ustęp 1 Regulaminu PE.

Chciałbym zapytać, czy nikt z Państwa nie wyraża sprzeciwu? To jest mój obowiązek zgodnie z tym artykułem.

  Corneliu Vadim Tudor (NI). - Mr President, today is the first time I am ashamed to be a Member of the European Parliament. It is the first time that a man who denies the peace treaty of Trianon signed after the First World War is promoted and voted for such a great position in Europe. The Romanian people...

  Przewodniczący. − Kolega się nie zgadza z tym wyborem, w związku z tym przeprowadzimy formalne głosowanie. Głosować będziemy za pośrednictwem systemu elektronicznego.

  Hannes Swoboda (S&D). - Herr Präsident! Wir sind informiert worden, dass der Kandidat zuerst eine Erklärung abgeben möchte. Vielleicht sind wir falsch informiert worden, aber wenn der Kandidat eine Erklärung abgeben möchte, dann sollten Sie ihm das Wort erteilen.

  László Tőkés (PPE). - Mr President, I have prepared a short statement for today, which I should like to read.

It is a great honour for me to be nominated Vice-President of the European Parliament with the support of the European People’s Party. It was a similar honour to receive the highest state decoration of Romania, the Order of the Star, in December 2009 at the commemoration of the 20th anniversary of the fall of Communist dictatorship in Romania. Twenty years ago in Timisoara, people of diverse ethnic backgrounds and different beliefs, united by understanding and courage and facing and running the same risks together, rose up against the Ceauşescu regime. In the same way as back then, I continue my efforts today to represent my country’s interests in the spirit of the fight for human, minority and religious rights and for freedom, while remaining committed to European and Christian values.

I am committed to furthering the European integration of former Communist countries and nations in the Eastern and Central European region, in particular that of the Hungarian minority community in Romania that I represent as a member of the European People’s Party. It fills me with joy to be a Member of the European Parliament in the period following the entry into force of the Lisbon Treaty, which marks a new beginning in the history of a United Europe. Thank you for your attention.

  Przewodniczący. − Będziemy głosowali elektronicznie. Po otwarciu głosowania, na ekranie wyświetlą się następujące informacje: przedmiot głosowania i nazwisko kandydata. Aby oddać głos na kandydata, należy nacisnąć przycisk „+”. Oczywiście można również wstrzymać się od głosu – to jest przycisk „0”, jak Państwo wiecie. A więc wszystko jest proste. Zgodnie z art. 15 Regulaminu zostaje wybrany kandydat, który uzyskał bezwzględną większość oddanych głosów, co oznacza, że brane są pod uwagę jedynie głosy za.

  Marc Tarabella (S&D). - Monsieur le Président, excusez-moi, je suis peut-être le seul ignare dans cette assemblée, mais je ne sais pas du tout comment il faut se prononcer. Un zéro apparaît, un numéro un, une croix ... honnêtement, je ne sais pas comment voter oui, non ou abstention. Il serait bon de l'expliquer correctement.

  Martin Schulz (S&D). - Herr Präsident! In aller Bescheidenheit möchte ich Ihnen eine Frage stellen: Sie haben ja da oben eine ganze Anzahl hoch bezahlter Kolleginnen und Kollegen, die bestimmt in der Lage sind, Ihnen Hilfestellung zu geben bei der Beantwortung folgender Frage: Auf dem Bildschirm bei mir erscheint der Name Tőkés.

Dann gibt es in meiner Maschine drei Knöpfe, die bei namentlichen Abstimmungen gedrückt werden. Der erste Knopf bedeutet „Ja“, der mittlere Knopf „Enthaltung“, der dritte Knopf „Nein“. Ist das richtig?

(Bejahende Zwischenrufe)

Bedeutet das, dass diejenigen, die Herrn Tőkés wählen wollen, die Ja-Taste drücken, die, die ihn nicht wählen wollen, die Nein-Taste drücken und die, die sich enthalten wollen wie meine Fraktion, drücken die Enthaltungstaste? Ist das gut?

(Beifall)

  Przewodniczący. − Dokładnie to powiedziałem przed chwilą. Ci, którzy chcą głosować na tak, naciskają przycisk na tak, ci którzy chcą głosować na nie, naciskają nie, ci, którzy wstrzymują się od głosu, przyciskają „0”.

  Marc Tarabella (S&D). - Monsieur le Président, excusez-moi, mais si je me permets d'intervenir à nouveau, c'est suite à la question posée par Martin Schulz et à votre réponse très claire, qui est contraire à ce que me disent les services du Parlement.

Les services du Parlement viennent de me dire que je peux voter oui ou abstention, mais pas non. Ce n'est donc pas clair du tout. Je m'excuse d'intervenir de la sorte, mais essayons d'être cohérents. Je vous remercie de me donner une réponse claire, Monsieur le Président.

  Przewodniczący. − Odpowiedź jasna jest taka, że my reagujemy w tym głosowaniu tylko na głosowania „za”, a głosowania przeciw lub wstrzymujące się liczone są razem, bo liczy się tylko ilość oddanych głosów „za”. Sprawa jest jasna. Jeśli naciskamy na przycisk „nie” lub na przycisk „wstrzymuję się”, to jest ten sam rezultat.

Teraz odpowiem na jeszcze trzy pytania.

  Γεώργιος Τούσσας (GUE/NGL). - Κύριε Πρόεδρε, θεωρώ ότι παραβιάζετε κατάφωρα τον κανονισμό λειτουργίας του Ευρωπαϊκού Κοινοβουλίου. Είναι απαράδεκτη αυτή η μεθόδευση που γίνεται· είναι απαράδεκτο να μην καταγραφεί καθαρά ποιοι ψηφίζουν "υπέρ", ποιοι "κατά" και ποιοι "λευκό". Διαπιστώνουμε από τον χειρισμό των κουμπιών ότι το "κατά" δεν καταγράφεται. Πρέπει να δώσετε εντολή να καταγραφεί ξεκάθαρα η ψηφοφορία, να καταγραφεί ποιοι ψηφίζουν "υπέρ", ποιοι "κατά" και ποιοι "λευκό".

  Robert Atkins (ECR). - Mr President, it is surely not beyond the wit of intelligent people to understand that we want to vote for, against or abstain, as we do normally. Can you not arrange it? If you cannot, then we cannot take this vote.

  Hans-Peter Martin (NI). - Herr Präsident, ich möchte Ihnen eine technische Beobachtung mitteilen. Hier bei uns funktioniert das System, indem man zuerst auf Ja tippt, und dann, wenn man auf Nein geht, zeigt es immer noch blau an. Wenn man Nein anzeigen will, zeigt es gar nichts an. Also nur über das Ja kommt man zum Nein, und das ist kein technisch würdiger Vorgang.

  Dagmar Roth-Behrendt (S&D). - Herr Präsident! Lassen Sie uns das ganze Verfahren etwas ruhiger angehen! Normalerweise werden die Vizepräsidentinnen und Vizepräsidenten dieses Hauses zu Beginn der Legislaturperiode bzw. in der Mitte der Legislaturperiode in einer Liste gewählt. Wenn wir das tun, Kolleginnen und Kollegen, erfahren Sie immer nur, wie viele Ja-Stimmen eine Kollegin/ein Kollege bekommen hat, danach ergibt sich auch die Reihenfolge der Mitglieder des Präsidiums. Nun wählen wir heute, weil ein Kollege ausgeschieden ist, einen Vizepräsidenten nach, so dass auch hier nur entscheidend ist, ob er die nötige Anzahl der Ja-Stimmen bekommen hat, um gewählt zu sein. Etwas anderes ist nicht entscheidend. Es unterscheidet sich von anderen Wahlen.

Die geheime Abstimmung hat der Präsident des Parlaments perfekt beschrieben, bei mir hat es auch wundervoll funktioniert, ohne dass ich verschiedene Tasten drücken musste. Ich habe die Taste gedrückt, die ich drücken wollte, und das blaue Licht erschien. Ich glaube, das können wir jetzt einfach noch einmal alle zusammen versuchen, Herr Präsident!

  Przewodniczący. − Otwieram głosowanie.

Nasz wiceprzewodniczący uzyskał kwalifikowaną większość. Chciałem pogratulować naszemu koledze László Tőkésowi uzyskania w głosowaniu wyniku kwalifikującego na wiceprzewodniczącego Parlamentu i życzę mu powodzenia w wykonaniu mandatu. Pan wiceprzewodniczący Tőkés będzie zajmował miejsce 11 wśród wiceprzewodniczących.

  Norica Nicolai (ALDE). - Cartela mea nu a funcţionat şi votul meu este împotrivă.

  Stavros Lambrinidis (S&D). - Mr President, I hate to have to prolong this further. What you said in your instructions was that people could either vote in favour or abstain. The final results show, however, ‘in favour’, ‘abstentions’ and ‘against’. I understand that there may be many people who would have voted differently if they had known they had the choice of the three. What I would like to ask is, if indeed this is the correct way to do it, to do it one last time.

  Przewodniczący. − Proszę Państwa, wszystkie zastrzeżenia odnośnie do głosowania będę przyjmował w specjalnym trybie po głosowaniu. Teraz nie będziemy na gorąco tej sprawy rozstrzygać. Zgodnie z wynikiem głosowania, który uzyskaliśmy większością kwalifikowaną wiceprzewodniczący Tőkés został przez nas wybrany. Wszystkie Państwa zastrzeżenia zostaną uwzględnione. Bardzo proszę o ich zgłoszanie do mnie jeszcze dzisiaj. Jutro podejmiemy w tej sprawie decyzję. Dam Państwu bezpośrednią odpowiedź na te zastrzeżenia. Bardzo Państwu dziękuję.

  Hannes Swoboda (S&D). - Herr Präsident! Ich wollte nur mitteilen, dass wir nach der bisherigen Abstimmung 789 Mitglieder in diesem Haus haben. Das ist etwas überhöht. Ich hoffe, dass die zukünftigen Abstimmungen nicht mehr 789 Mitglieder anzeigen.

  President. − If there is anything to add at the end of the vote I will bring it to you.

  Robert Atkins (ECR). - Mr President, Mr Swoboda’s point is an entirely valid one. My good friend Mr Malcolm Harbour has done the sums and, if it is the case that more people have voted than are actually present – indeed 785, or maybe even 789 – then surely this vote cannot stand.

What we must do is consider – and I urge you to take this to the Bureau immediately after you have left the Chair – that we must have another vote tomorrow, preferably either with a paper ballot or at least with the system working properly.

  President. − As I said, I will try and get back to you before the end of this voting period. There does appear to be a discrepancy. Mr Swoboda has raised it, Sir Robert Atkins has recorded it as well. We will try and get some information to you as soon as possible. I really do not want to prolong this. There is an issue; it needs to be looked at, it is being looked at, and I will get back to you as soon as possible.
