  Csaba Őry, előadó. − Köszönöm a szót elnök asszony! Igyekszem akkor ezek szerint rövidnek lenni. Jó lenne valóban, ha be tudnánk fejezni gyorsan a vitát. Viszonylag nehezen indult ez a vita, lévén, hogy nem egyszerűen a szokásos konzultációs eljárásról beszélhetünk, hanem a közös gondolkodásnak, a 2020-as stratégiáról szóló közös gondolkodás részének tekinti a Bizottság és a Tanács is és mi magunk is itt a Parlamentben a foglalkoztatási irányelvek mostani megfogalmazását.

Végül is úgy tűnik, hogy az idő, amely rendelkezésünkre állt, gazdagította a vitát, bár meg kell mondanom, hogy eredetileg is számos hasznos és jó javaslatot találtunk a Bizottság általi javaslatban. Mégis néhány ponton változtattunk.

Mindenekelőtt egy szerkezeti változtatásra szeretném fölhívni a figyelmet. Úgy látjuk, hogy bár nagyon fontos mind az iskolarendszerű, mind az iskolán kívüli képzés, de nem láttuk indokát annak, hogy ezt két különböző irányelvben mondjuk el, különösen akkor, hogyha mindössze négyre csökkentettük a korábban 24 foglalkoztatási irányelvet. Éppen ezért mi ezt összevontuk, viszont beemeltünk egy új elemet.

A kohéziós politikának, mint a foglalkoztatás instrumentális eszközének és környezetének a fontosságát szeretnénk hangsúlyozni, hisz azzal, hogy ha egyes tagországok közötti különbségeket csökkentendő olyan fejlesztésekről döntünk, fejlesztéseket indítunk az Európai Unióban, amelyek közelebb hozzák egymáshoz az egymástól sok tekintetben távol lévő országokat. Ezeket a politikákat össze kell kötnünk a foglalkoztatás szempontjából. Olyan fejlesztéseket támogatunk, amelyek egyben munkahelyeket is hoznak létre, hisz abban nincs vita közöttünk, hogy az elsőszámú prioritás az az új munkahelyek létrehozása.

Ezt különösen indokolja a gazdasági válság, amely, bár vannak bíztató jelek, mégis egészében véve azt gondolom, hogy nem vagyunk túl rajta és az, hogy ez mit jelent a foglalkoztatás szempontjából, ezt még kevésbé érzékeljük. Talán 2008 és 2010 között 16 millióról 23 millióra nőtt a munkanélküliek száma, ami egy óriási szám, és sajnos azt kell mondanom, hogy még rosszabb a helyzet a fiatalok körében, ahol mintegy 20,5%-ra nőtt a munkanélküliség. Azt gondolom, hogy olyan betegségnek, olyan a problémáknak a jeleit mutatják ezek a számok, amelyek ki kell, hogy nyissák a szemünket, hogy teendőnk van. Én azt gondolom, hogy azok a javaslatok, amik szerepelnek a Tanács, illetve a Bizottság előterjesztésében, ezek jó részét mi tudjuk támogatni. Tudjuk támogatni a 75%-os célkitűzést, hogy a munkaképes korúak 75%-a munkába kerüljön, bár szeretnénk, hogyha a fiataloknál ez magasabb lenne. Azok, akik 15 és 24 éves kor között, akik vagy iskolába járnak, vagy dolgoznak, ezeknek az arány legalább 90% legyen. Ne legyenek csellengő fiatalok. Ugyanígy a szegénység kapcsán szeretnénk, hogyha kiemelten foglalkozhatnánk a gyerekszegénységgel, mint egyik kulcselemével és nem akarom most az egész iránymutatást, a 10-es iránymutatást elismételni, de örömmel tölt az el, hogy mind a belga, mind a magyar elnökség prioritásként kezeli ezt. Remélem tehát, hogy megfogadják a Tanács részéről is, hogy különös hangsúlyt adjanak ennek a témának.

  László Andor, Member of the Commission. − Madam President, honourable Members, I would like to thank first of all the rapporteur, Mr Őry, for his report and his constructive approach to the Commission proposal on the employment guidelines and I very much agree with him on the need to put these new employment guidelines into the context of the crisis.

It is just two years ago since the fall of Lehman Brothers and 2008 was an annus horribilis in the financial sector; 2009 was an annus horribilis for the economy with an unprecedented recession; and 2010 is an annus horribilis for employment in Europe, with an average unemployment rate of 10% and 20% among young people. We really have to take these matters seriously, and that is why I very much appreciate the way in which we have been working with Parliament in the recent months – in the spring period in particular – on both the guidelines and the EU 2020 strategy.

The Commission has followed the work on this report very closely. The debate has been extensive and fruitful. The debate has also shown that priorities have to be made and compromises have to be struck. I welcome the excellent cooperation between the Committee on Employment and Social Affairs and the Commission over the last four months. As I have stressed on several occasions it is of vital importance for the Commission to have all the main EU institutions on board, and in particular the European Parliament, in order to establish the necessary political ownership of the new Europe 2020 strategy and to ensure that Europe 2020 becomes a success.

I can assure you that the Commission will be keen to involve Parliament as closely as possible in the implementation of the strategy in the coming years. I am pleased to note that a large part of the proposals and amendments put forward in the draft report have been introduced by the Council and are included in the text which was given political endorsement by the European Council in June. There are a number of outstanding points which will have to be discussed with the Council.

The Commission would not be in favour of the amendments which aim to alter the structure of the guidelines by adding new guidelines. This would undermine the clarity and the coherence of the Commission’s proposal. The Commission is also against the idea of adding more headline targets to the five already agreed at political level. For the Commission, the fundamental principle in designing the new strategy has been to limit the number of targets and objectives in order to better focus the new strategy.

This being so, the Commission agrees that some issues may need further strengthening in the text, for example in relation to child care, decent work or SMEs. The Commission is ready to work with Parliament and with the Council in order to find a mutually suitable compromise text.

  Eva-Britt Svensson, föredragande av yttrande från utskottet för kvinnors rättigheter och jämställdhet mellan kvinnor och män. − Fru talman! Det är ingen överdrift att påstå att Lissabonstrategin misslyckades. Vi måste då lära av misstagen och inte upprepa dem i den nya strategin. Några av de stora misstagen i strategin var att inte prioritera ett jämställt arbetsliv, att inte ge kvinnor möjlighet och förutsättningar att delta fullt ut på arbetsmarknaden och att inte prioritera att bekämpa löneskillnaderna mellan män och kvinnor.

Vi måste öka kvinnors deltagande på arbetsmarknaden och därmed också öka mäns delaktighet i barnomsorg och så vidare. Stöd därför de förbättringar som jämställdhetsutskottet har föreslagit av denna strategi. Ta dessutom bort skrivningar om att lönerna inom offentlig sektor ska vara tillbakapressade. Det är inom offentlig sektor som många av våra lågavlönade kvinnor redan finns idag. Öka inte löneskillnaderna ytterligare.

  Pascale Gruny, au nom du groupe PPE. – Madame la Présidente, nous avons besoin d'une législation à long terme pour améliorer l'emploi en Europe et diminuer la pauvreté. Nous devons répondre au problème du chômage dans une perspective de croissance durable. Je soulignerai trois points.

Premièrement, le Conseil propose que les lignes directrices pour les politiques de l'emploi dans les États membres soient établies tous les dix ans. Je suis d'accord, car nous avons besoin d'une perspective à long terme, mais alors il faut établir de véritables points d'étape tous les trois ans afin de ne pas perdre de vue les évolutions du marché du travail.

Deuxièmement, j'ai déposé un amendement non retenu dans lequel je proposais la création d'un observatoire de l'emploi chargé de procéder à une analyse concrète des emplois futurs. Beaucoup trop de jeunes sortent de leur cursus scolaire ou universitaire sans une formation répondant aux besoins du marché du travail. Il faut anticiper les emplois du futur. Nos jeunes doivent pouvoir se projeter et se spécialiser concrètement dans des formations qui leur permettent de ne pas être en décalage avec l'emploi.

Enfin, la lutte contre le chômage consiste non seulement à tout mettre en œuvre pour améliorer la situation de l'emploi en Europe, mais aussi à lutter contre la pauvreté. L'insertion professionnelle des personnes les plus éloignées de l'emploi est essentielle pour lutter contre la pauvreté. Le Fonds social européen est l'instrument qui peut aider à ramener ces personnes vers le marché du travail. Commençons par rendre la dignité à ces personnes en leur donnant un emploi et évitons de les assister sans perspective d'insertion sociale. J'insiste sur ce point.

  Jutta Steinruck, im Namen der S&D-Fraktion. – Frau Präsidentin! Ich möchte meine Ausführungen mit einer Kritik am Verfahren eröffnen. Das Parlament wurde durch die späte Einbringung in seiner Arbeitsweise doch sehr beeinträchtigt. Und es konnte seine Positionen wirklich nur einbringen, weil Ausnahmeregelungen getroffen wurden und der Rat dieses Thema erst auf dem Herbstgipfel diskutieren wird.

Letztendlich ist ein gangbarer Kompromiss entstanden. Es war eine sehr gute Zusammenarbeit zwischen dem Berichterstatter und den Schattenberichterstattern. Das sieht man auch daran, dass wir im Ausschuss eine klare Mehrheit für unsere Position haben. Wir haben als Sozialdemokraten sehr viele unserer Schlüsselpositionen einbringen können, sind allerdings nicht an jeder Stelle zufrieden. Aber ich bin dankbar, dass die belgische Ratspräsidentschaft uns zugesichert hat, dass sie die Position des Parlaments unterstützen will.

Um dieses Verfahren zu erleichtern, haben wir vier Änderungsanträge eingebracht, um deren Unterstützung wir morgen in der Abstimmung bitten. Uns war es wichtig, dass in die beschäftigungspolitischen Leitlinien die soziale Komponente einfließt, also die Definition dessen, was gute Arbeit ist, die Forderung, dass gute Arbeit auch gut bezahlt werden muss, und dass auch überprüfbare Zwischenziele festgelegt werden. Die Leitlinien werden in den Mitgliedstaaten allerdings nur ernst genommen, wenn die Kommission und auch der Rat sie ernst nehmen. Deswegen bitten wir die Kommission, darauf zu achten, dass entsprechende Maßnahmen umgesetzt werden, und dass auch die Ergebnisse überprüft werden.

Ich freue mich, dass der Herr Kommissar uns versichert hat, dass unsere Positionen einfließen, weil das Parlament die Leitlinien doch um eine sehr soziale und arbeitnehmerfreundliche Komponente ergänzt hat, die den Menschen in Europa zugute kommt. Das ist auch das, was die Menschen von diesem Parlament erwarten, das ist eine soziale Nachbesserung.

  Siiri Oviir, fraktsiooni ALDE nimel. – Lugupeetud istungi juhataja, volinik, kolleegid! Arutame uusi tööhõivesuuniseid keset majanduskriisi. Kahtlematult mõjutab see tugevalt tööturgu veel mitmeid aastaid. On oluline leppida Euroopa Liidu tasandil kokku tugevas strateegias, mis aitaks reaalselt kaasa probleemide lahendamisele. Lissaboni strateegias seatud eesmärke ei suudetud saavutada ennekõike tema elluviimisega seotud probleemide, mitte tema valede eesmärkide tõttu.

Uue strateegia edu sõltub paljuski sellest, kas suudame eelnevatest vigadest õppida. Töökohtade loomine ja tööhõive suurendamine peab jääma uue strateegia keskmesse. Seejuures on esmatähtis luua kvaliteetseid töökohti, mis on vajalikud ka pikemas perspektiivis ning loovad kõrget lisandväärtust. Tööhõivepoliitika peab tagama töötajate võimalikult sujuva ülemineku nii majandussektorite kui ka erinevate tööturu seisundite vahel. Seetõttu on vajalik senisest enam lähtuda pikaajalistest eesmärkidest ja keskenduda rohkem koordineeritud tegevusele ettevõtlus-, haridus- ja tööhõivepoliitikas.

Vaesuse ja tõrjutuse vastu võitlemine on täna eriliselt aktuaalne. Seetõttu tuleb meil luua võimalusi tööturul osalemiseks või sinna naasmiseks kõigile ühiskonna gruppidele sõltumata nende east ja soost, pöörates erilist tähelepanu kõige haavatavamatele rühmadele.

ALDE variraportöörina olen rahul, et koostöös parlamendiliikmetega on strateegias leidnud nüüd kajastamist ka soolise võrdõiguslikkuse tagamine. Ja lõpetades – strateegia vastuvõtmisel ootame komisjonilt ja liikmesriikidelt asjakohase õigusraamistiku õigeaegset vastuvõtmist. Ja mitte ainult vastuvõtmist, vaid tihedat koostööd nii komisjoni ja parlamendi kui ka liikmesriikide endi vahel. Vastasel juhul on Euroopa Liidu ühisturust rääkimine pehmelt öeldes poolik tõde. Tahan tänada ka härra Őryt tema pingutuste ja hea koostöö eest.

  Emilie Turunen, for Verts/ALE-Gruppen. – Fru formand! Kære kolleger, kære ordfører! Meget er sagt om indhold og proces i forbindelse med disse beskæftigelsesretningslinjer. Der er ikke nogen tvivl om, at dette Parlament har forbedret retningslinjerne betydeligt i sit arbejde i forhold til det udkast, der forelå. Jeg vil i dag fremhæve to ting på vegne af Den Grønne Gruppe: For det første er det lykkedes at sikre opbakning til en ambitiøs beskæftigelsesindsats for særligt sårbare grupper, herunder unge. Parlamentet kræver en halvering af unges ledighed, således at maksimalt ti procent af unge mellem femten og femogtyve må være arbejdsløse mod de i dag mere end tyve procent. Et ambitiøst men nødvendigt mål for at sikre fremtidens arbejdskraft, velfærden og den sociale samlingskraft.


For det andet kræver et flertal i dette Parlament en større dedikation til et socialt Europa. Det betyder konkret, at vi ikke blot skal bekæmpe fattigdom gennem øget beskæftigelse, men at vi i retningslinje 10 kræver, at arbejdet skal være af ordentlig kvalitet og til en løn, man kan leve af. Lige adgang til velfærd og til sociale ydelser er et andet centralt krav. Vi siger i dag i dette Parlament tydeligt, at vi vil bekæmpe ”working poor”, og at vi nægter, at Europa skal have amerikanske tilstande på arbejdsmarkedet. De to forhold, unges beskæftigelse og en social retningslinje er to væsentlige forbedringer, som jeg ikke mener, Rådet eller Kommissionen kan ignorere.

  Milan Cabrnoch, za skupinu ECR. – Vážené dámy a pánové, situace v oblasti nezaměstnanosti je v členských státech Evropské unie kritická. Nezaměstnanost je nejvyšší od zavedení eura v roce 1999, a to 10,1 %. Bez práce je více než 23 milionů lidí, z toho 16 milionů v zemích eurozóny. Shodujeme se zde asi všichni na naléhavosti řešení tohoto problému, nicméně předložená zpráva cestu z krize neukazuje. Nevěříme, že je zavedení nároku na plnou zaměstnanost samo o sobě řešením. Stanovujeme si umělé cíle, i když nevíme, jak jich dosáhneme. K čemu je administrativní stanovení procentní účasti na trhu práce, zvýšení míry zaměstnanosti u žen nebo mladých lidí a snížení podílu studentů, kteří předčasně ukončí školní docházku, když nevíme, kdo a jak bude dosahování těchto cílů měřit a srovnávat. Domníváme se, že dosažení hlubokého a účinného jednotného trhu je klíčovým nástrojem pro zajištění celkové makroekonomické výkonnosti Evropské unie a flexibilní pracovní trh je tím nejlepším prostředím pro novou zaměstnanost.

  Thomas Händel, im Namen der GUE/NGL-Fraktion. – Frau Präsidentin, meine Damen und Herren! Die integrierten Leitlinien für mehr und bessere Beschäftigung wurden gegenüber dem Vorschlag der Kommission durch die Arbeit im Parlament deutlich verbessert.

Trotz einiger Verbesserungen sind wir von den Zielen aber noch weit entfernt. Wir verhehlen nicht, dass Verbesserungen erzielt wurden hinsichtlich der Gleichstellung von Frauen und Männern, allerdings wäre es besser gewesen, eine eigene Guideline in diese Leitlinien zu integrieren. Wir beantragen das ganz demonstrativ morgen im Plenum.

Zweitens ist es wichtig, dass die Evaluierung der Ergebnisse und die Berichtspflichten an das Parlament verankert sind und dass jetzt mehr qualifizierte Zielvorgaben und Teilziele hinsichtlich Beschäftigungsquote und aktiver Arbeitsmarktpolitik im Bericht stehen. Allerdings wäre es wichtig, dass das Parlament morgen bestätigt, dass auch die ILO-Grundsätze für gute und menschenwürdige Arbeit sowie die Frage eines Mindesteinkommens deutlich über der Armutsgrenze darin berücksichtigt werden.

Ich bin allerdings der Auffassung, dass dieser Bericht noch einige Mängel hat. Er atmet zu sehr den Geist der alten Lissabon-Strategie. Die gescheiterten Flexicurity-Grundsätze werden gebetsmühlenartig wiederholt, und aus verschiedenen Formulierungen spricht die alte Deregulierungspolitik.

Zweitens: Wenn Prinzipien wie die Vereinbarkeit von Beruf und Familie, sozialer Zusammenhalt, nachhaltiges Wirtschaften, Investitionen und Bildung angesprochen werden und keine konkreten Maßnahmen folgen, dann ist das eine Schwäche des Berichts. Für mehr und bessere Beschäftigung wäre es nötig, den Schwerpunkt auf die Zurückdrängung der Prekarität zu legen und das Prinzip „Gleicher Lohn für gleiche Arbeit am gleichen Ort” zu betonen, das Leitbild einer Vollzeitbeschäftigung wieder in den Mittelpunkt zu rücken, Höchstarbeitszeit zu begrenzen und über eine Arbeitszeitverkürzung nachzudenken, und vor allem bei der Frage der Kohäsion sozialen Fortschritt verpflichtend einzubauen und keinen Rückschritt zuzulassen.

  Mara Bizzotto, a nome del gruppo EFD. – Signora Presidente, onorevoli colleghi, immobilismo e miopia: è questa la diagnosi del malessere che colpisce oggi l'Europa a 27.

Immobilismo perché se in Italia un giovane su quattro è senza lavoro e nella zona euro si contano 16 milioni di disoccupati è anche perché al rumore dell'europropaganda degli ultimi mesi non ha fatto seguito nessuna azione concretamente efficace.

Miopia perché l'Europa, per indicare la via d'uscita dalla crisi, non solo ha ripresentato la solita ricetta, ma ha completamente perso di vista la dimensione più autenticamente territoriale della politica di coesione economica e sociale. Solo mettendo al centro dell'azione politica il territorio, solo rispettandone le peculiari vocazioni culturali, le politiche per lo sviluppo e l'occupazione europee potranno ripartire, nutrendosi di quelle naturali energie che ogni area geografica esprime: distretti, piccole e medie imprese, artigianato.

Per risolvere il problema occupazionale bisogna pensare prima in piccolo, investire negli enti locali e privilegiare la sussidiarietà, tutelando un patrimonio fatto di diversità linguista e culturale.

Se l'ago della bussola europea non guiderà la sua politica verso il territorio, il naufragio dell'europrogetto è una certezza.

  Franz Obermayr (NI). - Frau Präsidentin! „Den Lehrlingen/Auszubildenden, fehlt es an Bildung.“ Das schrieb eine österreichische Tageszeitung am 2. September. Das stimmt leider. Mittlerweile gibt es mehr offene Ausbildungsplätze als geeignete Bewerber und 30 % unserer Handelsbetriebe können ihre Lehrstellen nicht besetzen. Die Betriebe klagen verstärkt über mangelnde Bildung der Pflichtschulabsolventen. Jeder fünfte Betrieb kümmert sich selbst um die Allgemeinbildung der Auszubildenden.

Als Gegenrezept aber will Europa gut ausgebildete Fachkräfte aus Drittländern importieren. Das ist das Wundermittel: mehr Zuwanderung, weil unsere Jugendlichen in der Schule keine ausreichende Bildung mehr vermittelt bekommen. Das kann es wohl nicht sein, denn das wäre letztlich eine Bankrotterklärung unseres Bildungssystems, eine Bankrotterklärung Europas! Im Ausbildungsbereich ist daher dringend ein Kurswechsel nötig. Ohne gute Qualifikation kein Zugang zum Arbeitsmarkt, denn hier geht es um unsere Jugend und letztlich auch um die Zukunft Europas.

  Veronica Lope Fontagné (PPE). - Señora Presidenta, Europa necesita una estrategia que le permita salir reforzada de la crisis económica y financiera, y afrontar los retos a largo plazo a los que debe enfrentarse, como por ejemplo el envejecimiento de la población.

En la estrategia para la próxima década, la estrategia Europa 2020, la política de empleo ha de desempeñar un papel muy importante. Sus objetivos deben ser el crecimiento sostenible, la creación de empleo y la búsqueda de una mayor cohesión social, siendo la lucha contra la pobreza una nueva prioridad de la Unión con la que mi grupo está comprometida.

Dicha estrategia pone de manifiesto la necesidad de acometer reformar estructurales para mejorar el funcionamiento de los mercados de trabajo, la competitividad y la productividad. Y no seríamos consecuentes si solamente pensáramos en la creación de empleo en el futuro y permitiéramos que se destruyeran los empleos existentes, como por ejemplo ocurre en determinados sectores, como es el caso actualmente del carbón, donde se puede perder en toda Europa un gran número de empleos. La actividad minera tiene que mantenerse como reserva estratégica y como complemento a las energías renovables.

Me permitirán que hable de mi país, España, y de mi región, Aragón, para una de cuyas provincias, Teruel —una provincia donde la densidad de población es de unos 12 habitantes por metro cuadrado—, la pérdida de unos 5 000 empleos significaría la desertificación de todo un territorio. Por ello, tenemos que centrarnos, por un lado, en consolidar y mantener los empleos que tenemos en este momento y, por otro, en efectuar las reformas que este informe recoge.

  Alejandro Cercas (S&D). - Señora Presidenta, para el grupo socialista es muy importante este debate porque es muy importante dar esperanza a los millones de europeos que han perdido el empleo, a los millones que temen perder su empleo y a los millones de europeos y europeas que esperan trabajar y aún no encuentran un hueco en nuestro mercado de trabajo.

Es importante que situemos el empleo en el corazón de la estrategia Europa 2020 y estamos diciendo de alguna manera que no es suficiente con arreglar los desequilibrios económicos, sino que hay que incorporar a nuestra estrategia una vertiente social porque la sola economía sin alma no dará respuesta a los problemas económicos.

Y es importante que nos fijemos objetivos porque, aunque es verdad que teniendo objetivos puede que no alcancemos la meta, si no sabemos a dónde vamos es seguro que jamás llegaremos a la meta. De modo que, gracias al señor Őry por haber construido una mayoría en torno a estos criterios, gracias al Comisario Andor y a las Presidencias española y belga, que han permitido que el Parlamento sea escuchado, como señala el artículo 148 del Tratado, porque esto es muy bueno no sólo para el Parlamento corporativamente, esto es muy bueno porque asocia a los ciudadanos europeos, mañana a los Parlamentos nacionales, al común quehacer de todos.

Y ahora falta que nos escuchen, no solamente que nos escuchen, sino que lleven a la práctica nuestras recomendaciones, todas ellas de la manera que sea, pero que incorporen por primera vez en la historia este esfuerzo que hace el Parlamento Europeo, lo que será muy positivo para la Comisión, para el Consejo, para el Parlamento y, sobre todo, para los ciudadanos europeos.

  Marije Cornelissen (Verts/ALE). - Madam President, a large group of people in this Parliament have worked extremely hard on this report. We have compromised and broadly agreed on five priorities to improve the Commission text: better governance, good work and equal pay for equal work, sub-targets for vulnerable groups, gender equality and cohesion policy.

All our hard work will have been vain, though, if the Council decides to simply disregard it. They can if they choose to.

Mr Chastel, I would like to ask you whether you will do your very best for our priorities. Also I would like to know whether it is true that our priorities stand a better chance of being adopted in the recitals, as Mrs Milquet has indicated. This is vital to know for our vote tomorrow.

Of my colleagues I want to ask that we all stick to our compromises. We are no match for Council if we stand divided. The Greens will certainly stand by our commitment, and we count on all of you to do the same.

  Jacek Olgierd Kurski (ECR). - Jednolity rynek i swoboda podejmowania pracy to jedne z największych dobrodziejstw integracji europejskiej. Wytyczne polityki zatrudnienia państw członkowskich dotyczące strategii Europa 2020 są przez nas omawiane w trakcie trwania kryzysu, który dotknął europejskie gospodarki i rynki pracy. Dlatego walka z bezrobociem powinna stać się jednym z priorytetów polityki Unii, na które muszą znaleźć się środki we wspólnym budżecie. Z tego punktu widzenia konieczna jest bliska współpraca na poziomie Unii i wywarzenie bieżących celów wynikających z kryzysu, jak również celów o charakterze strategicznym. Przed Europą stoją bowiem długoterminowe wyzwania, takie jak zmiany demograficzne czy globalizacja. Zarówno na poziomie europejskim, jak i w ramach państw członkowskich musimy zapewnić potencjał dla tworzenia nowych miejsc pracy i pomoc w integracji na rynkach pracy. Priorytety te nie mogą być jednak realizowane kosztem zwiększonego ciężaru administracyjnego i regulacji prawnych. Musimy zadbać o spójność działań podjętych przez państwa członkowskie w takich obszarach jak gospodarka, zatrudnienie, sprawy społeczne. Jednak w żadnym wypadku wytyczne i wspólne cele na poziomie Unii nie mogą podważać kompetencji państw członkowskich.

  Ilda Figueiredo (GUE/NGL). - Não bastam palavras mais ou menos interessantes para alterar a dramática situação social que se vive em diversos países da União Europeia. É necessária uma ruptura com as actuais políticas económicas e financeiras, é preciso pôr fim ao Pacto de Estabilidade com os seus critérios irracionais que são um verdadeiro garrote para países com dificuldades económicas e financeiras, o que lamentavelmente não acontece aqui.


Enquanto se insistir na aplicação de planos de reforma que estejam em consonância com o Pacto de Estabilidade e a flexigurança, continuaremos com os planos de austeridade que alguns países estão a praticar, como na Grécia, Portugal e Espanha, com consequências dramáticas para o crescimento do desemprego, da pobreza, das desigualdades sociais e a conhecida contestação dos trabalhadores e de trabalhadoras.

Por isso, insistimos em propostas que alterem as políticas macroeconómicas existentes, suspendendo o Pacto de Estabilidade, pondo cobro aos processos de privatização e liberalização, dando prioridade ao emprego de qualidade e com direitos, com salários dignos e sem discriminação das mulheres, promovendo a dignidade de quem trabalha através de um verdadeiro pacto de emprego e progresso social.

  Derek Roland Clark (EFD). - Madam President, the only guideline is for the EU to stop interfering. The Working Time Directive is a disincentive to work. Why cannot you let people work overtime when they want to? Please do not tell me that this is to protect workers from exploitation, when the EU’s puppet court, the ECJ, has ruled in favour of companies exploiting groups of workers by paying them less than a minimum wage in no less than four countries.

Are you aware that more than a fifth of newly qualified junior doctors in the UK are turned down because the WTD means they lack experience and that more are dropping out of training for the same reason?

This House passed a report on independent truck drivers recently, which will result in many of them packing it in. In voting today, MEPs have approved a paragraph in the Bové report – which will add a massive reporting burden to SMEs – hours after President Barroso had complained that SMEs were being strangled by red tape.

The EU is the problem, not the answer, as the people of Europe are beginning to realise.

Szeretném megköszönni a jelentéstevőnek azt az igyekezetet, amivel igyekezett a 2020-as stratégiát és a foglalkoztatáspolitikai iránymutatás összefüggéseit erősíteni. Én azt hiszem, hogy ez rendkívül fontos. Két kérdésre szeretnék röviden kitérni. Az egyik a nők foglalkoztatásának növelése 75%-ra. Ez ugyan úgy tűnik, hogy 60%-ról 75%-ra nem túl nagy távolság, de gyakorlatilag ez negyedével emelné a nők foglalkoztatottságát. Azt szeretném ezzel kapcsolatosan elmondani, hogy amennyiben nem teremtjük meg ennek a hátterét a közérdekű szolgáltatásokban, ezt a célt valószínűleg nem lehet elérni.

A másik téma, amit szeretnék kiemelni, és amit a jelentéstevő is kiemelten kezelt, ez a gyermekszegénység. Én azt hiszem, hogy annak ellenére, hogy a Tanács ezt évekkel ezelőtt prioritásként jelölte meg, nem igazából sok minden történt, és hogyha ezt a kérdést nem fogjuk szigorúan monitorozni, ha nem tudjuk rászedni a tagállamokat, hogy ezzel komolyan foglalkozzanak és komoly célokat is tűzzenek és érjenek el ezen a téren, elvesztegetjük saját jövőnket. A saját erőforrásainkkal ilyen mostohán bánni nem szabad.

  Pervenche Berès (S&D). - Madame la Présidente, Monsieur le Commissaire, vous le savez ce débat est un débat essentiel pour le Parlement européen.

C'est l'outil concret qui est à notre disposition pour dire comment il faut mettre en œuvre la stratégie 2020. Compte tenu des débats flous que nous avons eus sur cette stratégie, la définition de ces lignes directrices "emploi" est vraiment, pour nous, tout à fait essentielle; c'est pour cela que nous avons tellement insisté pour qu'il n'y ait pas d'adoption par le Conseil avant ce débat et avant le vote de demain. C'est déjà pour nous un point très important.

Mais, évidemment, au-delà de cet arrangement de calendrier, nous voudrions aussi être entendus sur le fond. Et des contacts que nous avons eus avec la Présidence belge, nous avons quelque espoir que, face à ce qui apparaît comme des propositions utiles, comme une valeur ajoutée que pourrait apporter la position du Parlement européen, le Conseil ne se prive pas de cette valeur ajoutée et accepte de réexaminer le texte tel qu'il l'a adopté pour intégrer ces propositions, qui sont des propositions valables.

Après en avoir discuté avec la Présidence belge, nous sommes convenus – l'ensemble des groupes qui ont participé aux échanges – qu'il faudrait reprendre, sous forme de considérants, des éléments qui ont été inscrits dans le corps de notre texte et, de ce point de vue, il y a un grand accord entre nous pour le faire. C'est la raison pour laquelle j'espère que les quatre amendements qui ont été déposés en ce sens pourront être adoptés demain.

Le premier – et c'est sans doute celui sur lequel, j'imagine, il pourrait y avoir entre nous le plus grand consensus – c'est que ces lignes directrices "emploi", pour être utiles, doivent faire l'objet de ce terme qui est tellement à la mode: une bonne gouvernance. Et en l'occurrence, une bonne gouvernance cela signifie qu'il faut que les parlementaires nationaux et européens, que les partenaires sociaux, à tous les stades de l'élaboration de ces lignes et de leur mise en œuvre, soient consultés.

Et puis, sur le fond, il y a politiquement deux amendements qui sont pour moi tout à fait essentiels. Ils portent sur le rappel du travail décent. Comment l'Union européenne pourrait-elle voter toutes les conventions et ne pas s'appliquer à elle-même ces notions de travail décent et mettre en œuvre ces lignes directrices pour s'attaquer enfin à la situation des plus vulnérables, qu'il s'agisse notamment des plus jeunes, du niveau de leur éducation, des populations défavorisées, pour vaincre la pauvreté?

Ce sont les propositions que nous vous faisons et nous vous faisons confiance pour plaider en faveur de ces amendements si, comme je l'espère, ils sont votés par une majorité de cette assemblée demain.

  Timo Soini (EFD). - Arvoisa puhemies, kustannustasoja ei pidä jäsenvaltioissa valtiovallan tai Euroopan unionin toimenpitein lisätä. Ei ole olemassa vihreitä veroja, ei ole olemassa sinisiä veroja, ei ole olemassa punaisia veroja, on vain veroja, jotka kansa maksaa.

Kustannusten nousu on myrkkyä työllisyydelle. Jokainen kustannusten nousu syö työpaikkoja. Euroopan unionilla ja Euroopan keskuspankilla ei ole tällä hetkellä itsenäistä korkopolitiikkaa. Tämä vaikeuttaa jäsenvaltioiden taloudenpitoa, kun ne eivät pysty harjoittamaan finanssipolitiikkaa.

Näistä ikävistä asioista huolimatta me tarvitsemme kasvun ja työllisyyden politiikkaa. Yksilöllisellä tuotteella ja tuotteen laadulla niin suomalainen kuin eurooppalainenkin työ menestyy.

Kilpailutussääntöjen pitää olla oikeudenmukaisia, rehellisiä ja avoimia. Suomalaisen työn teettäminen Suomessa on avainasia meillä ja niin se on jokaisessa muussakin jäsenvaltiossa. Kansallinen työ vientiin ja omaa kansaa varten, siinä on menestyksen resepti.

  Ria Oomen-Ruijten (PPE). - Voorzitter, geachte rapporteur, beste collega's, ik wil in de allereerste plaats de rapporteur bedanken en ook complimenteren met het verslag dat er nu ligt. We hebben nu eindelijk concrete doelen en daar moeten we de komende jaren ook voor gaan. De problemen waarvoor we staan zijn niet makkelijk. Alles moet in het werk gesteld worden voor duurzaam herstel. Daarbij moeten we rekening houden met demografische veranderingen. Om sterker uit de crisis te komen en de Europese arbeidsmarkten weerbaar te maken, zullen er nieuwe uitdagingen aangepakt moeten worden. Ik vind dan ook dat de aandacht die we besteden aan het onderwijs van uitermate groot belang is omdat we alleen daardoor de kansen voor iedereen kunnen verbreden.

Voorzitter, ook de nadruk die gelegd wordt op de bestrijding van armoede en met name kinderarmoede, is van groot belang. We hebben met dit verslag in de Commissie sociale zaken in een goede consensus concrete aanbevelingen geformuleerd en ik vind dat zeer belangrijk. Ook omdat we elkaar op die aanbevelingen zullen moeten gaan afrekenen. Dat betekent niet alleen dat we op Europees niveau aan de slag gaan, maar ook dat de overheden in de lidstaten samen met de sociale partners aan die doelen moeten gaan werken.

Voorzitter, een oud idee van mezelf ooit, heel lang geleden, was dat we zouden moeten voorkomen dat jongeren, als ze de arbeidsmarkt op gaan, geen plek vinden. Dat kan gewoonweg niet. Wat nu goed is in dit verslag, is dat het bepleit dat elke jongere die niet naar school gaat, binnen vier maanden een studie moet hebben, een trainingsplaats of iets anders.

  Olle Ludvigsson (S&D). - Fru talman! Jag ska lyfta fram några aspekter som är särskilt viktiga att betona när riktlinjerna fastställs.

För det första måste fler människor komma i arbete för att ekonomin ska utvecklas positivt. Det finns tendenser att blunda för hur stora problemen är med den skyhöga arbetslöshet som vi faktiskt har. Bara om vi arbetar aktivt för att minska arbetslösheten kan vi få igång tillväxt och rätta till de statsfinansiella obalanserna.

För det andra har investeringar i sysselsättning en positiv effekt på de nationella budgetarna. Lägre arbetslöshet ger både skatteintäkter och minskade sociala utgifter. Det är alltså lönsamt att investera i sysselsättningspolitik.

För det tredje kan sysselsättningspolitiken bara fungera om den förankras väl bland arbetsmarknadens parter och det ges utrymme för ett effektivt arbete tillsammans. Dessutom måste vi gå från ord till handling.

  Raffaele Baldassarre (PPE). - Signora Presidente, onorevoli colleghi, i nuovi orientamenti a favore dell'occupazione costituiscono un passaggio fondamentale per il rilancio e la crescita economica in Europa.

La crisi ha determinato un aumento significativo del tasso di disoccupazione, che nel 2010 ha raggiunto il 9,6 percento; il 20,3 percento per la disoccupazione giovanile, insomma, milioni e milioni di disoccupati. Ma la disoccupazione è solo una parte del problema. Infatti, non si tratta di creare nuovi posti di lavoro, ma anche di riqualificare e preservare quelli esistenti.

E per raggiungere gli obiettivi che sono indicati nella relazione è necessario un cambiamento strutturale dell'economia. A tale riguardo, nonostante i notevoli sforzi profusi dal relatore, il collega Ory, la risposta del Parlamento ai dati indicati poc'anzi resta generica, dispersiva, e ciò va a discarico della strategia europea. Indicatori e obiettivi chiave non bastano. Non basta usare termini quali "coordinare", "dialogare", "collaborare", non basta un patto fra generazioni. Occorre una politica europea che risponda ai bisogni dei cittadini.

I limiti imposti dalle politiche di bilancio vanno superati con una programmazione pubblica più concreta, orientata allo sviluppo. Dobbiamo proiettare gli interventi di oggi a favore dei giovani e delle nuove generazioni, abbiamo bisogno di politiche formative e di istruzione capaci di investire nel capitale umano per migliorarne la qualità e collegarla al mercato del lavoro. Abbiamo bisogno di scelte a favore del sistema produttivo. Insomma: meno documenti, più investimenti e più scelte economiche chiare.

  Evelyn Regner (S&D). - Frau Präsidentin, sehr geehrter Herr Kommissar! Ein besonders wichtiges Anliegen ist mir nicht allein die Schaffung von irgendwelchen Jobs, sondern die Schaffung von qualitativ hochwertigen, von nachhaltigen, von guten Arbeitsplätzen.

In den beschäftigungspolitischen Leitlinien, wie sie gegenwärtig vorliegen, scheint mir der Aspekt der Qualität der Arbeit noch völlig unterbelichtet. Wenn sich die EU zum Ziel setzt, bis 2020 die Beschäftigungsquoten der 20- bis 64-Jährigen im europäischen Durchschnitt auf 75 % anzuheben, dann besteht meines Erachtens die große Gefahr eines Mengenfetischismus, einer Tonnenideologie, wie wir sie aus längst vergangenen Sowjetzeiten kennengelernt haben. Es darf daher nicht nur um das Erreichen von quantitativen Zielen gehen, die Qualität der Jobs ist ebenso wichtig. Nicht jeder prekäre, schlecht bezahlte, lausige, befristete Job darf bei dieser Rechnung mitgezählt werden. Sichere Arbeitsverträge und gute Anstellungsverhältnisse sollen oberstes Ziel sein.

  Thomas Mann (PPE). - Frau Präsidentin! Wir haben uns hohe Ziele gesetzt. In dem exzellenten Bericht von Csaba Öry wollen wir die Mitgliedstaaten verpflichten, bis 2020 die Beschäftigungsquote auf 75 % der aktiven Bevölkerung zu erhöhen. Frau Bauer hat gerade näher ausgeführt, wie wichtig das ist. Besonderes Augenmerk gilt dem Nachwuchs. Die Europäische Jugendgarantie soll es jedem Jugendlichen ermöglichen, innerhalb von vier Monaten nach Abschluss seiner Ausbildung einen Arbeitsplatz oder eine Fortbildung zu erhalten, und schließlich soll die Schulabbrecherquote auf unter 10 % gesenkt werden.

2010 als Jahr des Kampfes gegen Armut und soziale Ausgrenzung schlägt sich auch in diesen Leitlinien nieder. Die Zahl derer, die unter der Armutsgrenze leben, ist um 25 % zu verringern. Ein großer Anspruch, denn zwanzig Millionen Menschen werden davon profitieren. Gleichzeitig verstärken wir den Kampf gegen die Ausgrenzung von Langzeitarbeitslosen. Mindestens 25 % von ihnen benötigen aktive Arbeitsmarktmaßnahmen in Form von Weiterbildung, Bildung und Umschulung.

Ein weiterer Schwerpunkt sind neue Beschäftigungsformen, wie Befristung und Zeitarbeit. Atypische Arbeitsverträge dürfen jedoch nicht typisch für alle werden. Sie sind dann sinnvoll, wenn sie Übergänge schaffen zu dauerhaften, geschützten und hochwertigen Jobs, aber auch nur dann.

Eine andere Forderung der EVP-Fraktion ist mehrheitsfähig, nämlich Mittel aus dem Europäischen Sozialfonds in vollem Umfang zu nutzen, um dadurch die Beschäftigungsfähigkeit und die Arbeitsplatzqualität zu erhöhen. Das ist ein wichtiges Signal an unsere Mitgliedstaaten der Europäischen Union.

  Danuta Maria Hübner (PPE). - Mr President, there is a high risk of ‘jobless recovery’ or ‘jobless growth’ and Europe cannot afford that to happen.

Firstly, we must focus our employment strategy on the Union’s comparative advantages – which are education, research and green technology. Secondly, we must avoid a trade-off between innovation and job creation; such a trade-off can be avoided if innovation is inclusive.

Thirdly, we must strike a sustainable balance between support for existing jobs and the creation of new ones. Investing in a highly-skilled labour force will go hand in hand with innovation. Of course there will be jobs that are not sufficiently rewarded by the markets, and we must have policy instruments to cope with this.

Fourthly, there is a need to activate both labour demand and supply policy measures. There are plenty of employment policy instruments available, but they must be put together in a good and comprehensive policy framework.

Fifthly, we must successfully orchestrate efforts and responsibilities and policy instruments between all levels of governance – European, national, regional and local. Last but not least, the internal market must provide for full mobility of the labour force, particularly in terms of career and lifelong learning; and it must do so horizontally geography-wise.

  Elisabeth Morin-Chartier (PPE). - Monsieur le Président, je voudrais d'abord présenter toutes mes félicitations à Csaba Őry pour ce travail très compliqué dans une période de crise où tracer des lignes directrices de l'emploi d'ici 2020 ne semble absolument pas une évidence. Le travail mené au sein de la commission de l'emploi et des affaires sociales en complément de la proposition de la Commission est tout à fait fondamental.

Je voudrais insister sur trois points. Le premier, c'est la nécessité d'avoir une politique ferme envers l'intégration des jeunes dans le travail. Pour cela, au delà de ce qu'a dit mon ami Thomas Mann tout à l'heure, il faut aussi que nous luttions tous contre les sorties sans qualification. En effet, les sorties sans qualification des systèmes de formation conduisent tout de suite les jeunes vers l'exclusion professionnelle et vers l'exclusion sociale. Nous avons là tous ensemble à faire un travail considérable pour lutter contre le chômage des jeunes.

Le deuxième groupe vers lequel il faut tendre nos efforts, ce sont les femmes. Nous avons ici à faire deux efforts considérables: d'une part, lutter pour leur travail et pour l'égalité des salaires et l'égalité des carrières entre les hommes et les femmes mais, d'autre part, faire en sorte de concilier la vie familiale et la vie professionnelle, parce que ce n'est qu'à ce prix que l'on aura une véritable égalité entre les hommes et les femmes.

Enfin, il nous faut faire très attention à sortir du cercle infernal des départs anticipés en retraite, à faire en sorte que l'allongement de la vie ne se traduise pas par un raccourcissement de la vie professionnelle, en nous privant de compétences qui nous sont absolument indispensables.

  Horst Schnellhardt (PPE). - Herr Präsident, meine Damen und Herren! Ein Lob an den Berichterstatter! Er hat einen ordentlichen Bericht vorgelegt. Insbesondere möchte ich loben, dass die Leitlinien klar gegliedert sind und Rat und Kommission als gute Orientierung für eine künftige Gesetzgebung dienen. Insbesondere möchte ich begrüßen, dass diese Leitlinien und die Beschäftigung auch mit der Kohäsionspolitik zusammengebracht werden, dass also ab 2014 insbesondere die Kohäsionspolitik auf die Senkung der Arbeitslosigkeit wirken sollte.

Aber ich muss auch Kritik loswerden: In Erwägung 6 wird eine Formulierung gestrichen, was ich einfach nicht verstehen kann. Wenn dort steht: „Der Euro war ein stabilisierender Faktor bei der Begrenzung der Auswirkung der Wirtschafts- und Finanzkrise“, dann ist das eine Realität, die stimmt. Das kann ich nicht einfach im Namen eines Kompromisses streichen. Da, denke ich, haben wir einen Fehler gemacht. Die Ergänzung, die dann folgt, ist richtig, aber in dieser Form kann ich das nicht mittragen.

  Συλβάνα Ράπτη (S&D). - Κύριε Πρόεδρε, θέλω να συγχαρώ τον κύριο Őry για την πολύ καλή έκθεση. Είναι μία έκθεση που βασίζεται στη συναίνεση. Το γεγονός αυτό κάνει την έκθεση να έχει περισσότερο δυνατή φωνή και να πρέπει να ληφθεί πολύ σοβαρά υπόψη από την Επιτροπή και από το Συμβούλιο.

Εμείς, ως σοσιαλιστές, δηλώνουμε ευχαριστημένοι, γιατί μπορούμε να βλέπουμε μέσα σε αυτή την έκθεση την πάγια βασική θέση μας που πιστεύουμε ότι δίνει λύση στα προβλήματα της ανεργίας και στην αξιοπρέπεια των ανθρώπων. Μιλάμε για την ίση αμοιβή για την ίδια εργασία στον ίδιο τόπο εργασίας. Ωστόσο, σε αυτό θα πρέπει να προσθέσω το ζήτημα της αξιοπρέπειας. Οι θέσεις εργασίας πρέπει να είναι διατηρήσιμες και η εργασία αξιοπρεπής.

Το Συμβούλιο δείχνει διατεθειμένο να λάβει υπόψη όλα αυτά, αλλά ωστόσο θα έλεγα ότι δεν αρκεί να περιληφθούν μόνο στις αιτιολογικές σκέψεις αλλά θα πρέπει να συμπεριληφθούν και στον κυρίως κορμό.

  Danuta Jazłowiecka (PPE). - Panie Przewodniczący! W europejskich debatach na temat polityki zatrudnienia częściej mówimy o walce z bezrobociem i o odpowiednim zabezpieczeniu społecznym, a niestety znacznie mniej miejsca poświęcamy tematom związanym z podnoszeniem aktywności zawodowej czy wspieraniem ludzi przedsiębiorczych, którzy tworzą nowe miejsca pracy. Priorytet dotyczący wspierania aktywności zawodowej znalazł się w wytycznych. Pamiętajmy jednak, że obok zapisanych priorytetów szalenie ważne jest ich wdrażanie. Niepokojący jest komunikat Komisji Europejskiej, z którego wynika, że fundusz społeczny przeznaczony na podnoszenie aktywności zawodowej w 70% został skonsumowany przez beneficjentów wykształconych i zatrudnionych, a tylko w 30% przez tych, którzy poszukują pracy. Mam nadzieję, że wdrażanie strategii 2020 odwróci te proporcje, faktycznie zwiększymy skuteczność funduszu społecznego i jednocześnie wpłyniemy na wzrost wskaźnika aktywności zawodowej, a tym samym nareszcie staniemy się konkurencyjni na globalnym rynku pracy.

  Derek Vaughan (S&D). - Mr President, I welcome this report. I think there is much to commend it. As a strong believer in cohesion policy and Structural Funds, I particularly welcome the comments about how crucial these funds are in helping people back to work.

In South Wales, for example, I have seen the European Social Fund going to provide schemes for skills training and many other schemes to help people back into work. Mr Andor might not like my saying this, but that is one of the reasons why I believe that the European Social Fund should remain with regional development and not go to employment. That is a discussion we will no doubt have sometime in the future.

I also welcome the recognition in the report of the importance of social partners. Of course, when I say social partners, I mean trade unions, but I also mean local authorities and regional government as well. These are big deliverers of services, but they are also big employers and therefore should be included in any social dialogue on employment policies.

  Jan Kozłowski (PPE). - Na wstępie chciałbym pogratulować koledze Csabie Öryemu przygotowania świetnej opinii. Wytyczne powinny być jasne i proste, a zmniejszenie ich liczby jest krokiem w dobrym kierunku. Wzrost poziomu aktywności zawodowej jest wyzwaniem kluczowym. Nie wystarczy tylko ograniczyć bezrobocie strukturalne. Ważne jest przewidywanie i zapobieganie, kształcenie i rozwijanie przedsiębiorczości i elastyczności. Nie wystarczy samo zwiększenie liczby osób podejmujących kształcenie wyższe. Wyższe uczelnie muszą kształcić na odpowiednim poziomie i w dziedzinach, w których jest zapotrzebowanie na pracowników. Najlepszym sposobem na wyjście z ubóstwa jest zatrudnienie. Często jednak potrzebne są indywidualne programy wsparcia. Niezbędne jest również mierzenie skuteczności działań w tym obszarze. Warunkiem powodzenia strategii Europa 2020 jest jej ścisłe powiązanie z polityką spójności. Uproszczone i odbiurokratyzowane fundusze strukturalne powinny służyć celom strategii.

  Olivier Chastel, président en exercice du Conseil. − Monsieur le Président, Monsieur le Commissaire, Monsieur le rapporteur, Mesdames et Messieurs les parlementaires, comme vous le savez, une fois que tous les avis requis en vertu du traité auront été reçus, l'orientation générale du Conseil fera l'objet d'un réexamen. Et donc, après le vote de votre plénière, le Conseil et ses groupes préparatoires examineront les amendements du Parlement. La première réunion du groupe des questions sociales est prévue pour le 14 septembre, l'objectif étant d'adopter les lignes directrices au Conseil "emploi EPSCO" du 21 octobre.

Sur le fond, à nos yeux, pas de grandes divergences entre l'orientation générale du Conseil et la position du Parlement. D'ailleurs, la proposition initiale de la Commission a déjà été modifiée par le Conseil en incluant certains points importants pour le Parlement, notamment l'égalité des genres, la protection des personnes handicapées, le défi climatique, le développement de l'entreprenariat, la stimulation de la demande d'emploi, la protection des travailleurs pauvres. Par ailleurs, l'ensemble des États membres souhaitent un texte concis, pour en améliorer l'efficacité.

La Présidence belge pourrait donc suggérer au Conseil de tenir compte de certains amendements du Parlement dans des considérants, notamment en matière de gouvernance de la stratégie européenne pour l'emploi, partiellement en relation avec la définition des objectifs que se fixent les États membres, en matière de qualité du travail et de travail décent, en matière de relation avec la productivité et la stimulation des PME et, enfin, en matière de genre.

Par ailleurs, des discussions – notamment à la demande de la délégation belge – ont eu lieu en groupe de travail sur la définition de sous-objectifs en matière d'emploi, notamment pour certains groupes cibles. Finalement, vous le savez, les États membres n'ont pas retenu cette option. Et comme il sera très difficile d'inclure des sous-objectifs chiffrés dans les lignes directrices, la Présidence belge pourrait suggérer de lier cette question au nouveau contexte de gouvernance socio-économique, la stratégie Europe 2020, et la gouvernance économique.

La Présidence pourrait donc suggérer au Conseil d'assurer un suivi efficace des lignes directrices. Ce suivi impliquerait l'adoption annuelle de recommandations emploi par pays par le Conseil EPSCO, qui pourrait alors recommander des sous-objectifs par pays en fonction de leurs circonstances nationales.

Par ailleurs, comme le comité de l'emploi EMCO l'a déjà souligné dans sa contribution à la stratégie Europe 2020, les États membres sont encouragés à fixer des sous-objectifs nationaux pour les groupes cibles adaptés à leurs circonstances nationales.

Je voudrais, en guise de conclusion, remercier le Parlement pour le travail effectué sur ces lignes directrices et l'assurer de la prise en considération de ce travail.

  László Andor, Member of the Commission. − Mr President, honourable Members, I feel there is time pressure, so will try to be relatively concise. I would like to make a few points concerning the procedure, and also the substantial parts of these discussions, because this is a key discussion for the present and the future of the European Union.

Indeed, we had a rush in the spring period, and it is well known that the Commission came to office itself with a delay because of the delayed ratification of the Lisbon Treaty in many countries. Some documents had to be produced to short deadlines, including, eminently, Europe 2020. This also affected the timetable for the employment guidelines, and rapid work had to be done on economic governance.

However, the challenges justified this rush, and I appreciate that in these challenges we had good cooperation with the rapporteur and with Parliament in general. Now I too have to answer in a rush, but I have a few very substantial points.

First of all, a few comments drew a comparison with the Lisbon Agenda. We have much more structured objectives and a much better proposal for governance of the strategy, and that gives us hope that success will be guaranteed, as opposed to the Lisbon Strategy which was only partially successful. Some criticism is justified, but it is not true that up to 2008 and the financial crisis the Lisbon Strategy was totally unsuccessful.

Some further issues: with the employment guidelines we intend to boost both the quantity and the quality of jobs. The quantity has a numerical target in Europe 2020 as well, and in my view this is an ambitious target given the fact that we are now at a low point and unemployment is very high and we are in a jobless recovery. It is not coming. It is here.

Unfortunately there are only very few Member States where the number of employed people is increasing at this moment, but the good news is that Germany is one of them. With job growth in Germany, we now have hope that this could be sustained and will spread through other countries. The fact that now we have a better trend at the centre of the European economy highlights the importance of cohesion.

I would be the last one to deny the importance of cohesion policy, but would like to say that, if I needed to connect cohesion with the integrated guidelines, then I would have preferred to put it into the economic guidelines as opposed to the employment guidelines, because there are disparities within Europe, but there are much bigger disparities in terms of economic performance between the core and the periphery than in terms of unemployment rates.

However, I am happy, as ever, to work with you on issues of cohesion and its connection with employment policies. We have the ambitious target of 75% but I would like to make a correction which is that the 75% does not apply to every sub-group individually. For example, the implication is not that women also would have a 75% average. That is a figure we gave for men and women combined. That is important when Member States come to develop their own programmes for employment and to connect to the flagship initiative in the coming months.

We have ambitious work on subgroups like youth, and I would just like to draw your attention to the fact that next week we launch the Youth on the Move flagship initiative. This is again something which is an inherent and strong part of our overall work on employment. If you look at the content of the Youth on the Move document, you will see that it is 50% education and 50% employment, because the Commission understands the importance of the employment challenges for young people in Europe.

A few more bullet points, owing to time pressure. We cannot promise maintenance of employment in every single sector, such as the coal industry which was mentioned. The Commission appreciates the importance of maintaining jobs in declining industries. We have extended the possibility of government subsidies to the coal industry for the next few years, but not endlessly.

We have to prepare for change and we have to prioritise the shift towards green jobs in the future. That is why we are working on green jobs in order to facilitate this transition, and in order better to anticipate what jobs will accompany this inevitable structural change in the economy and to help people prepare better for a different structure in terms of energy production, energy use, the construction industry, automotive industry, agriculture and so on and so forth.

I fully agree with what was said in terms of child poverty. We have just coordinated with the Belgian and Hungarian presidencies that one would initiate a recommendation and the other would complete the work on a new recommendation on child poverty, which will be in full coordination with our work for the European platform.

I also agree that we have to look beyond the narrow set of instruments – the toolkit of employment policies – when aiming high to increase employment rates and going for full employment eventually. It is not only about working on skills, although skill development is central. We have to participate in the broader macro-economic discussions – in the discussion on exit strategies for example – and we have to make sure that a premature exit from supportive measures would not endanger the recovery and a return to job creation in Europe.

However, I would refrain from any kind of overtures in this context that would call into question the structure of the economic and monetary union and the newly-established structures of economic governance, because the lesson has to be learned. We have to pull together and that also means closer macro-economic coordination. The point is to take into account unemployment, which is one of the great imbalances of the economy, when we try to tackle the overall imbalances under the new structures of economic governance.

The European Social Fund will continue to be a major instrument to boost employment, especially to improve the quality of supply to help unemployed people to return to jobs, new jobs, better and more competitive jobs, and potentially to self-employment. I am in direct contact with the authorities in Wales who have explained to me with great satisfaction on how the ESF is working in Wales. I would like to maintain the ESF within the cohesion framework, but it is also true that, given the challenges of unemployment and poverty, we have to give the ESF better visibility. I would like to see a greater role, and greater involvement of Parliament in designing the future of the Social Fund and as concerns, for example, a new regulation for the future.

I am sure we can work on this together very well. I could comment on many other issues, but time is very short and I have had bilateral committee-level meetings and discussions with many of those now present.

Finally, I would like to thank the Belgian Presidency for the cooperation we have had with the deputy prime minister and with all the others responsible for employment issues and social affairs in the Belgian Government.

  Csaba Őry, előadó. − Elnök úr! Andor úrnak szeretném mondani, hogy nem új célokat, hanem alcélokat fogalmaztunk meg, tehát nem hozzáadni akartunk, hanem pontosítani szerettük volna, és remélem, hogy ez ilyen formában elfogadható. A vita kapcsán azt látom, hogy abban valamennyien egyetértünk, hogy ahhoz, hogy a válságot túléljük, illetve álljuk a versenyt föltörekvő térségeivel a világnak, többet, többen és jobban kell dolgoznunk, és ebben a célkitűzésünkben az idősek, a nők, a fogyatékkal élők, az alacsony képzettségűek nem terhet, nem nyűgöt jelentenek, hanem lehetőséget, tartalékot, és ehhez nyilvánvalóan megfelelő politikákat kell igazítani. Ugyanígy nagy egyetértés mutatkozott abban, és örülök, hogy ezt a belga elnökség képviselői is aláhúzták, hogy a közép- és kisvállalkozásokra és a rájuk vonatkozó fiskális adózási környezetre különös figyelmet kell fordítani, hisz ez az a közeg, ahol új munkahelyek létrejöhetnek, vagy nagy számmal létrejöhetnek, nyilvánvalóan koncentrálnunk kell.

Fontos, hogy szóltunk az új foglalkoztatási formákról. Itt vannak, jelen vannak és sok a félreértés közöttük. Nyilvánvalóan jobb szabályozásra van szükség, figyelembe véve a méltányos munka, a Nemzetközi Munkaügyi Szervezet által meghatározott leírását, elvárásait és követelményeit. És ugyanígy, különös bizakodással tölt el, amit Chastel úrtól hallottunk, hogy amikor a jó kormányzásra gondolunk, akkor ebbe beleértjük azt is, hogy monitorozni, ellenőrizni, ha úgy tetszik, valamennyiünktől, magunktól is számon kell kérni, hogy amit elvállaltunk, megígértünk, közösen elhatároztunk, azt megtudjuk-e valósítani.

Én tehát köszönöm szépen mindenkinek az együttműködést. Valóban jól együttműködtünk, mind a Bizottság, mind a Tanács, mind a kollegák az árnyékjelentéstevőkkel, és remélem, hogy végülis ez a közös erőfeszítés visszaköszön majd a Tanács határozatában, döntésében, illetve az ezt követő esetleges konzultációban. Szeretném fölhívni a figyelmet, hogy azt kérjük, hogy amennyiben úgy érzik, hogy sok mindent kell változtatni rajta, akkor még térjünk vissza egy közös konzultáció keretében. Mi a magunk részéről, a Parlament részéről erre természetesen készen állunk. Köszönöm szépen az együttműködést Önöknek és remélem, hogy jó munkát sikerült végeznünk.

Ich möchte dem widersprechen! Ich bin mir sicher, dass Herr Clark kein Marionettenabgeordneter ist, er ist gewählt, und ich glaube, er sollte hier auch den Anstand im Haus wahren. Wir leben in einer Demokratie, und da bezeichnet man einen Gerichtshof nicht als Marionettengerichtshof!

  Sergio Berlato (PPE), per iscritto. – Signor Presidente, onorevoli colleghi, come ha recentemente sottolineato il Fondo monetario internazionale nel suo rapporto semestrale, la disoccupazione rappresenta, e continuerà a rappresentare nei prossimi anni, il problema maggiore che dovranno affrontare le economie avanzate.

Particolarmente difficile è la situazione dei giovani che approcciano per la prima volta il mercato del lavoro: secondo i recenti dati Eurostat la disoccupazione giovanile, anche a causa della recente crisi economico-finanziaria, è cresciuta in tutta Europa. Lo scorso aprile la Commissione ha presentato una proposta relativa agli "Orientamenti integrati di Europa 2020" nella quale espone il quadro della nuova strategia e suggerisce le riforme che gli Stati membri devono attuare.

Con riferimento alla relazione oggi in discussione, che esamina la componente relativa all'occupazione degli orientamenti integrati, in particolare, concordo nel ritenere che il numero degli orientamenti debba essere limitato, al fine di dare maggiore concretezza all'azione europea volta a combattere il problema della crescente disoccupazione.

In questa sede desidero ribadire l'importanza dell'investimento in capitale umano: occorre sia promuovere gli investimenti nelle risorse umane e dare priorità alla formazione professionale continua, sia incentivare l'innovazione all'interno delle piccole e medie imprese, che rappresentano il motore dell'economia europea.

  Vilija Blinkevičiūtė (S&D), raštu. – Dėl ekonomikos ir finansų krizės padėtis Europos darbo rinkoje ateinančiais metais bus vis dar labai įtempta. Atsižvelgiant į šias aplinkybes, kova su nedarbu turi būti vienas svarbiausių ES ir valstybių narių politikos uždavinių, todėl Komisijos siūlomose gairėse tai turėtų geriau atsispindėti.

Norėčiau pabrėžti, kad šiose užimtumo gairėse apskritai per mažai dėmesio skiriama lyčių lygybės politikai ir moterų verslumo skatinimui. Norint Europoje iš tikrųjų sumažinti skurdo pavojų, būtina nustatyti privalomus tikslus, kad būtų galima pašalinti lyčių stereotipus, esamą diskriminaciją darbo rinkoje ir struktūrines priežastis, dėl kurių vyrų ir moterų pajamos yra nevienodos, taip pat panaikinti kliūtis, trukdančias moterims vykdyti tam tikrą profesinę veiklą ir ribojančias moterų galimybes imtis verslo.

Taip pat gairėse nėra keliamas tikslas dėl nelegalaus ar šešėlinio darbo mažinimo, nes šiuo sunkiu laikotarpiu daugelyje valstybių žmonės dirba nelegaliai, tiesiog nerasdami kitos išeities iš esamos situacijos. Gairėje dėl kovos skurdu iš viso nėra iškeliama jokių ambicingų tikslų, o kovojant su skurdu, visų pirma, reikia imtis ir užimtumo bei švietimo politikos priemonių, skirtų labiausiai pažeidžiamoms grupėms, kurioms gresia didelis skurdas, pavyzdžiui, vienišoms motinoms, mažas pensijas gaunantiems vyresnio amžiaus žmonėms, neįgaliesiems.

Taigi, raginu valstybes nares ir Komisiją siekti kuo didesnio gairių tikslų įgyvendinimo, nes kitaip Europa nepasieks gairėse užsibrėžtų rezultatų.

  Martin Kastler (PPE), schriftlich. – Ich begrüße den Bericht "Leitlinien für beschäftigungspolitische Maßnahmen der Mitgliedstaaten" meines Kollegen Csaba Öry. Warum? Mit diesem Bericht hat das Europäische Parlament sehr deutlich gemacht, was im Bereich Arbeit und Beschäftigung in den nächsten Jahren auf uns Europäer zukommen wird. Neben den Fragen der Migration und des demographischen Wandels ist ein sehr wichtiger Punkt das Beschäftigungspotential in Europa im Bereich der sog. "green economy". Dies kann nur erfolgreich genutzt werden, wenn genügend qualifizierte Arbeitsplätze vorhanden sind. Hier bietet sich eine einmalige Chance gerade für Frauen in Führungsebenen. In diesem dynamischen und noch im Aufbau befindlichen Bereich haben Frauen und Männer die gleichen Chancen, was sich in anderen Wirtschaftsbereichen manchmal als schwierig darstellt. Dabei ist sicherzustellen, daß die Vereinbarkeit von Familie und Beruf möglich ist, beispielsweise die Einrichtung von familienfreundlichen Arbeitsplätzen und Kinderbetreuung. Besonders in Führungspositionen müssen individuelle Arbeitszeit-Modelle sowie Teilzeitregelungen möglich sein. Dies ist leider noch nicht in allen Arbeitsmarktsfeldern Europas möglich.

  Tunne Kelam (PPE), in writing. – As Mr Daul said this morning, we need more Europe. More Europe does not mean interfering more in the activities of our citizens or Member States. It means becoming more efficient and proficient as a Union. The integrated guidelines will largely serve this understanding.

Unemployment rates are at their highest levels for ten years, with youth unemployment at an alarming level. This risks undermining attempts to restore economic growth in the foreseeable future.

At the same time, any solutions should incorporate a quality dimension. President Barroso pointed today to four million job vacancies. Mostly these vacant jobs require a skilled labour force. I urge the Commission to introduce without delay the proposed European vacancy monitoring system that will include also a European skills passport.

However, the most immediate challenge is to provide a quality education for young people that matches much more closely the practical needs of the labour markets. Educational programmes should be reformed with this goal in mind, and Member States need to commit to reducing school drop-outs.

The all-European target should be to provide our continent with a skilled workforce.

Finally, we need determination and courage to drastically reduce the administrative and non-tariff barriers for SMEs.

  Ádám Kósa (PPE), írásban. – Őry Csaba kollégám kiváló munkát végzett, és csak elismerés illetheti tevékenységét. Mint fogyatékossággal élő európai parlamenti képviselő bizton állíthatom, hogy tevékenysége és nyitottsága nélkül a legnagyobb európai politikai erő, az Európai Néppárt nem támogatta volna olyan mértékben a fogyatékos emberek megjelenítését az EP munkájában, mint ahogy ez napjainkban történik. Őry képviselő úr újszerű, valamint az egyszerűsítésre törekvő látásmódja nemcsak a megfelelő témák, hanem azok megfelelő implementálásában is elévülhetetlen eredményeket eredményezhet. Képviselőtársam nemcsak a közvetlen témaválasztásba nyúlt biztos kézzel, hanem szakmai koordinálása révén a látszólagos határterületek finomhangolásán keresztül sokkal szélesebb körben érvényesülhetnek az EP és különösen az Európai Néppárt által vallott célok. Ezek közül az emberbe mint tőkébe történő befektetés a legfontosabb célkitűzés - fenntartható és növekvő számú munkahelyekre van szükség. A minőségi munkahelyek teremtése mellett azonban fontosnak tartom azt is, hogy a fogyatékos emberek foglalkoztatása is alapvető cél, hiszen az ő munkanélküliségi mutatójuk eléri a 60-70, és egyes tagállamokban pedig akár a 90%-ot is. Európának az innováció és a zöld munkahelyek mellett a nehezen képezhető rétegek számára is munkát kell kínálni. Ez pedig a globalizmus újragondolását is eredményezheti az EU-n kívülről jövő, áron alul termelt, szociálisan deprivált munkavállalók kizsákmányolása, illetve az európai fogyatékkal élő munkavállalók növekvő munkanélküliségének a szembeállításával.

  Joanna Katarzyna Skrzydlewska (PPE), na piśmie. – Gospodarka Unii powoli odbudowuje się po kryzysie, który rozpoczął się w 2008 roku. Poziom zatrudnienia w większości krajów Unii jest jednak nadal niepokojąco niski – poniżej stanu sprzed kryzysu. Osoby młode to jedna z grup społecznych, które zostały najbardziej dotknięte problemem wzrostu bezrobocia w czasie kryzysu ekonomicznego. Od 2008 roku liczba młodych osób pozostających bez pracy dramatycznie wzrosła i obecnie w wielu krajach członkowskich poziom bezrobocia osób pomiędzy 15 a 25 rokiem życia jest wyższy od poziomu bezrobocia ogółem. Te dane są niepokojące, szczególnie wobec zjawiska starzenia się społeczeństw Unii Europejskiej, które oznacza, że maleje liczba osób w wieku produkcyjnym w stosunku do osób na emeryturze. Szczególnie istotne jest zatem wspieranie młodzieży w podjęciu pierwszej pracy oraz znalezieniu stabilnego zatrudnienia. Sprawozdanie dotyczące wytycznych dla polityki zatrudnienia w ramach strategii „Europa 2020” stanowi pozytywny krok w kierunku poprawy sytuacji młodzieży na rynku pracy. Dla zapewnienia zdecydowanej poprawy należy jednak zastosować dodatkowe środki na poziomie krajów członkowskich. Należy położyć szczególny nacisk na wspieranie młodzieży w znalezieniu pierwszej pracy i na walkę z bezrobociem pośród absolwentów. Zapewnienie wykwalifikowanej kadry pracowniczej posiadającej umiejętności odpowiadające zapotrzebowaniu rynku, a także przygotowanie absolwentów do wejścia na rynek pracy to tylko niektóre z zadań, które powinny być podjęte na poziomie szkół.

  Theodor Dumitru Stolojan (PPE), în scris. – Crearea de noi locuri de muncă în Uniunea Europeană este dependentă și de liberalizarea deplină a pieței muncii. Și aici avem noi, parlamentarii, datoria să acționăm. Să cerem acelor state membre care încă mai mențin restricții în circulația liberă a forței de muncă provenită din unele state membre. Să cerem tuturor statelor membre, Comisiei Europene şi Consiliului să ia măsurile necesare pentru flexibilizarea pieței muncii, care este astăzi încă segmentată de prea multe restricții naționale fără această flexibilizare, adaptarea pieței muncii la ciclul economic se produce cu întârziere, dificultate și cu pierderi mult mai mari pentru oameni.
