17. Il-ħolqien ta' netwerk ta' uffiċjali ta' kollegament inkarigati bl-immigrazzjoni (dibattitu)

  Die Präsidentin. − Als nächster Punkt folgt der Bericht von Agustín Díaz de Mera García Consuegra im Namen des Ausschusses für bürgerliche Freiheiten, Justiz und Inneres über den Vorschlag für eine Verordnung des Europäischen Parlaments und des Rates zur Änderung der Verordnung (EG) Nr. 377/2004 des Rates zur Schaffung eines Netzes von Verbindungsbeamten für Einwanderungsfragen (KOM(2009)0322 – C7-0055/2009 – 2009/0098(COD)) (A7-0342/2010).

  Agustín Díaz de Mera García Consuegra, Ponente. − Señora Presidenta, señora Comisaria, empezaré agradeciendo a los colegas Guillaume, Ilchev, Keller, Wikström y Tavares el apoyo que han prestado a este informe, mejorándolo.

Me gustaría llamar la atención del Consejo y de la Comisión en cuanto a la terminología. Desde mi punto de vista sería más adecuado referirnos a la «inmigración de carácter irregular», ya que todos los instrumentos legislativos comunitarios promulgados hasta la fecha se refieren a la inmigración clandestina como «inmigración ilegal».

Si bien es cierto que en algunos Estados miembros la entrada o estancia irregular constituye un delito y que en otros el término «irregular» no tiene transcendencia semántico-jurídica, en otros muchos Estados la entrada o estancia clandestina no constituye ilícito penal alguno, motivo por el que no deberíamos criminalizar dichas actividades a nivel general.

Por esta razón, en la exposición de motivos del informe se pide a las instituciones que revisen la terminología utilizada, insistiendo en la necesidad de encontrar una definición precisa y adecuada para el fenómeno de la inmigración clandestina.

En cuanto al fondo del asunto, la red de funcionarios de enlace de inmigración fue creada por el Reglamento (CE) nº 377/2004 del Consejo. Dicho instrumento dispone que los funcionarios de enlace serán representantes de un Estado miembro destinados en el extranjero por el servicio de inmigración u otra autoridad competente al objeto de establecer y mantener contactos con las autoridades del país anfitrión, a fin de contribuir a la prevención y al combate de la inmigración clandestina, a la repatriación de los inmigrantes irregulares y a la gestión de la inmigración regular.

Con posterioridad a la fecha de promulgación del Reglamento se creaba la Agencia Frontex, cuya misión es coordinar la cooperación operativa entre los Estados miembros en el ámbito de la gestión de las fronteras exteriores; ayudar a los Estados miembros en la formación de los guardias fronterizos nacionales; llevar a cabo análisis de riesgos; hacer un seguimiento de la evolución en materia de investigación relacionada con el control y la vigilancia de las fronteras exteriores; asistir a los Estados miembros en circunstancias que requieren un aumento de la asistencia técnica y operativa en las fronteras exteriores, y proporcionar a aquéllos el apoyo necesario para organizar operaciones conjuntas de retorno.

Es evidente que la importante misión encomendada a Frontex podría alcanzarse de forma más eficiente si pudieran aprovecharse los conocimientos y experiencias de las redes de funcionarios de enlace de inmigración, máxime si tenemos en cuenta que la Agencia Europea no cuenta con oficinas o representaciones fuera del territorio de la Unión.

La propuesta de modificación del Reglamento (CE) nº 337/2004 pretende precisamente aprovechar los referidos conocimientos y experiencias de estos funcionarios de inmigración en favor de Frontex y a la recíproca, cuestión ésta que no fue planteada en el Reglamento original.

Además, la propuesta de modificación propone acceder a la información obtenida por las redes de funcionarios de enlaces a través de INCONet, que es una red segura de información y coordinación para los servicios de gestión de la inmigración de los Estados miembros, acceder al fondo para las fronteras exteriores para potenciar la creación de redes de funcionarios de enlace y, por último, facilitar el mecanismo para la presentación de los informes relativos a la actividad de la red de funcionarios y la designación de las llamadas regiones de interés en materia de inmigración.

La propuesta encuentra su fundamento jurídico en el artículo 63, apartado 3, letra b) y el artículo 66 del Tratado Constitutivo de la Comunidad.

Me detengo aquí, señora Presidenta, y después haré otras reflexiones en el segundo turno.

  Cecilia Malmström, Member of the Commission. − Madam President, I would very much like to thank the Committee on Civil Liberties, Justice and Home Affairs in general and specifically the rapporteur, Mr Díaz de Mera García Consuegra, and the shadow rapporteurs for the work done on this very important dossier and I welcome the agreement reached with the Council.

The suggested amendment will enable closer cooperation between Frontex and the immigration liaison officers’ network and that will improve the information exchange via a web-based secure IT platform and ensure that the Council and Parliament are properly informed about the activities of these networks.

Moreover, I am also pleased that, through the amendments put forward by Parliament, a human-rights based approach will be applied when reporting on the situation in matters related to irregular immigration in the selected third countries. Let me say that I fully agree with the rapporteur that we should use the word ‘irregular’ migration. Unfortunately the Treaty in Article 79 refers to ‘illegal’ so that is why it is in there, but I myself also always use the term ‘irregular’ migration so I fully agree with you.

Thanks to the amendments to the regulatory framework that you have introduced, and in accordance with the Stockholm Programme, the liaison officers’ networks will be adapted in a way that will improve their contribution to a better understanding of the root causes of migration movements with a view to addressing these phenomena properly. So I hope that when you vote tomorrow on the amended regulation it will be adopted without any delay and thus enable us to exploit more efficiently this very important cooperation tool for migration management.

  Carlos Coelho, em nome do Grupo PPE. – Senhora Presidente, Senhora Comissária, caras e caros Colegas, sempre apoiamos neste parlamento as propostas que pretendem responder à necessidade de uma gestão adequada dos fluxos migratórios no que diz respeito à imigração legal e no diz respeito à imigração irregular ou clandestina. Também esta proposta se insere nesta dinâmica e pretende introduzir alterações que o Deputado Díaz de Mera, com muita autoridade já referiu ao Regulamento de 2004 relativo à criação de uma rede de agentes de ligação da imigração, de forma a criar as sinergias necessárias entre este importante instrumento de cooperação e a agência Frontex que só mais tarde viria a ser estabelecida.

Cabe aos agentes de ligação enquanto representantes dos Estados-Membros destacados no estrangeiro, neste momento em mais de 130 países terceiros, manter os contactos necessários com as autoridades do país de acolhimento, de forma a contribuir para prevenir e combater a imigração ilegal para o regresso de imigrantes ilegais e para a gestão da imigração legal. Como a agência Frontex não dispõe de representação permanente fora do território da União, não restam dúvidas da importância de que se reveste esta cooperação. A Agência, com base nas informações recolhidas pelos agentes de ligação deverá proceder à elaboração de análises de risco e ao reforço da cooperação operacional entre os Estados-Membros e os países terceiros.

As informações obtidas por estas redes passarão a ser encaminhadas através da Econet, rede segura de informação e coordenação para os serviços dos Estados-Membros responsáveis pela gestão dos fluxos migratórios, ao mesmo tempo que permite que essas redes possam beneficiar dos fundos disponíveis no âmbito do Fundo para as Fronteiras Externas.

Como o colega Díaz de Mera já se deve estar a perguntar porque é que eu ainda não o referi, queria sublinhar que ele fez um excelente trabalho, não apenas pela qualidade e pelo empenho que colocou, como sempre coloca nestes dossiês, mas também pelos esforços tendentes à obtenção deste importante acordo em primeira leitura.

  Claude Moraes, on behalf of the S&D Group. – Madam President, in taking this opportunity to speak on behalf of the S&D shadow, Ms Guillaume, I would like to thank the rapporteur, Mr Díaz de Mera García Consuegra, for having actively consulted all the shadows in his usual way and successfully pushed forward the negotiations with the Council.

Whereas the Commission proposal consists of mostly technical modifications, this report has, in my view, allowed for a better understanding and consideration of the complexity and scope of the liaison officers’ activities. Immigration Liaison Officers (ILOs) are indeed engaged in quite complex and opaque activities. It is therefore absolutely necessary – for reasons of transparency – to further a better exchange of information with the European Parliament on the one hand and organisations such as the UNHCR and the Asylum Support Office on the other. It is also fundamental to include and promote the human rights orientated approach to the mission of ILOs, which the Commissioner has just mentioned. It is surely needless to recall that, in the context of addressing mixed migratory movements, the posting of ILOs in third countries may raise several concerns from a fundamental rights perspective, in particular regarding the right of individuals to leave a country, including their own, and the right of asylum seekers to flee and find protection from persecution.

Finally, on the heated debate concerning terminology, we have in the explanatory memorandum a satisfactory compromise for what seems to be an endless debate. I will finish by thanking Mr Díaz de Mera García Consuegra and saying that our group will fully support his report.

  Станимир Илчев - от името на групата ALDE – Аз също искам да се присъединя към тези, които оценяват високо усилията на докладчика г-н Díaz de Mera, тъй като той създаде атмосфера, в която успяхме да обсъдим своите предложения за промени, да редактираме най-сложните от тях и да постигнем компромиси, които сега ни карат да сме доволни от положените усилия.

Като представител на групата на либералите и демократите аз на първо място искам да изтъкна, че голяма заслуга за постигнатия резултат е това, че темата за човешките права, този път е интегрирана към голямата тема за имиграцията и управлението на имиграционните процеси. Така, с едно съобразяване с човешките права ние можем да гарантираме по-нататък един много хуманистичен, коректен подход и на служителите по имиграцията и на служителите на Фронтекс.

На второ място, заслуга на нашата работа е това, че ще се подобри сътрудничеството, както между служителите за връзка, така и между тях и Фронтекс. И в крайна сметка Фронтекс ще създаде с общи усилия едно ново, по-голямо по обем и по-разнообразно по съдържание ноу-хау. Това ноу-хау ще бъде в ръцете на отговорните институции и лица, за да могат да управляват имиграционните процеси по-ефективно. А кое налага по-ефективното управление на имиграционните процеси? Налага го това, че имиграционните процеси остават активни и вероятно ще се засилват в близкото бъдеще.

  Franziska Keller, on behalf of the Verts/ALE Group. – Madam President, I also would like to thank the rapporteur, Mr Díaz de Mera García Consuegra, for his great work. The immigration liaison officers should not only be seen as ‘facilitators of deportations’ – which I would actually not like them to be seen as – they should closely monitor the human rights situation in the host countries and especially the protection offered to asylum seekers and returnees.

I am very happy that our rapporteur managed to include a reference to human rights and reporting on human rights several times in the report – an aspect that was missing completely from the original proposal.

I also welcome the greater role that is given to the European Parliament, being the only directly elected body at EU level and which has an even greater role now after the Lisbon Treaty – although not everybody seems to have realised that yet.

  Rui Tavares, em nome do Grupo GUE/NGL. – Em primeiro lugar, quero agradecer ao caro colega Agustín Díaz de Mera o excelente trabalho, como já foi dito aqui várias vezes, de cooperação e de diálogo, que teve connosco ao longo de todo este processo, em particular na questão espinhosa de saber se as referências que temos neste texto, como noutros, são a imigrantes irregulares ou a imigrantes ilegais. O relator Díaz de Mera teve, nesse aspecto, uma atitude muito construtiva, muito dinâmica. É verdade, também, que os Tratados e a própria posição do Conselho não o deixaram ir mais longe nesse aspecto e arranjar uma designação que fosse mais abrangente e também tecnicamente mais correcta para os casos de imigrantes indocumentados e irregulares.

Eu creio que o que temos aqui em causa, como temos em causa em muitas discussões que temos tido sobre imigração no Parlamento Europeu, é que temos uma política repressiva à imigração, que tem o seu edifício mais ou menos acabado, não falta nada: Frontex, Schengen e mesmo o papel dos oficiais de ligação, dos funcionários de ligação de imigração, que agora está a ser emendado, tal como ele era antes, servem principalmente uma função de controlo de fronteiras, uma função repressiva.

E sabemos todos, aqui neste Parlamento, à esquerda e também, crescentemente, à direita, que só uma metade repressiva de uma política de imigração não é política de imigração nenhuma porque uma política de imigração digna desse nome precisa também de uma metade legal dos canais legais de imigração.

Eu creio que se estivéssemos a votar o relatório apenas do Senhor Deputado Díaz de Mera, como tal, com as ideias que ele foi avançando, eu teria uma posição francamente a favor. Estamos a votar, por outro lado, o compromisso com o Conselho, em primeira leitura, e aí creio que não fomos tão longe como poderíamos ter ido.

  Paul Nuttall, on behalf of the EFD Group. – Madam President, one of the totems of a sovereign state is that it controls who can and who cannot come into its own country. Unfortunately, several governments in the UK have given away this power to unelected, faceless bureaucrats in Brussels. What a disaster it has proven to be. We have a situation now where we have uncontrolled EU immigration into our country, which has resulted in wages being driven down and people – indigenous people – being put out of work. I do not believe that this EU immigration liaison officers network has any power to stop this happening at all.

We also have a two-tier immigration system in our country whereby if you are from Australia or New Zealand or anywhere else you have a cap. However, if you are from Latvia or Poland or any of the EU countries you can come to our country willy-nilly. This is fundamentally wrong. It is argued that this network will help control illegal immigration, but what happens if a country like Romania, for example, basically gives citizenship to hundreds of thousands of illegal immigrants? What it does is it makes a mockery of the whole system.

I support elected politicians in the UK having control over our own borders. What I do not support are unaccountable, unelected appointees. I believe that the strengthening of this network would not be necessary if each individual Member State had the power to control who does and who does not come onto its lands. I therefore implore everybody to reject this report.

  Krisztina Morvai (NI). - Angol képviselőtársam azokról a nehézségekről beszélt, amelyet az angol munkavállalók számára jelent az oda irányuló bevándorlás. Én egy olyan országból jöttem, Magyarországról, ahonnan sajnos nagyon sokan kényszerülnek arra, hogy Angliába menjenek, például ápolónőként vagy orvosként, vagy más egészségügyi szakképzett munkavállalóként dolgozni, ugyanis Magyarországon rendkívül alacsonyak a fizetések. Magyarországon képződtek ki ezek az emberek, igen magas színvonalon, Magyarországon összeomlóban van ... (Az elnök megvonta a szót a képviselőtől)

  Paul Nuttall (EFD). - Madam President, if doctors and dentists and people like that want to come to the UK to work – and we need their skills – then by all means they should come, but what we have at the moment is a situation where our market is saturated: we cannot control who comes from the EU and who does not. This is fundamentally wrong. It is bad and it is putting people out of work.

I shall give you an example. The taxi driver who drove me to the airport this morning was a bricklayer who has been laid off as a result of Polish people coming onto the site, undercutting British workers, and now he is driving a taxi. That cannot be right.

  Philip Claeys (NI). - Voorzitter, het spreekt voor zich dat elk element in de strijd tegen illegale immigratie op mijn steun kan rekenen. Als de immigratieverbindingsfunctionarissen het functioneren van Frontex, bijvoorbeeld, efficiënter kunnen maken, dan is dat een positieve zaak.

Ik zou wel willen benadrukken dat wij ons niet blind mogen staren op institutionele en bureaucratische processen en dat wij het bredere geheel niet uit het oog mogen verliezen. Het probleem van de illegale immigratie is een politiek probleem dat een politieke wil vereist om tot oplossingen te komen.

Welnu, vandaag stellen wij vast dat er nog altijd lidstaten zijn, zoals bijvoorbeeld België, die illegale immigratie om politieke en ideologische redenen belonen, door massaal illegalen te belonen met een regularisatie of een verblijfsvergunning. Op die manier wordt illegale immigratie niet bestreden, maar actief aangemoedigd. Dan kunnen wij nog zo veel verbindingsfunctionarissen en Frontex-medewerkers hebben als wij willen, het probleem wordt intussen alleen maar erger.

Wat ik in het voorliggende verslag ergerlijk vind, is dat er wordt aanbevolen om niet meer te spreken van "illegale immigratie", maar van zogenaamde "onregelmatige immigratie". Welnu, ik begrijp dat niet goed, men wil blijkbaar het probleem oplossen door er een andere naam aan te geven, of door te doen alsof het probleem niet meer bestaat. Dit is Orwelliaans, laat ons gewoon een kat een kat noemen en duidelijk zijn en spreken over illegale immigratie en illegale immigranten.

  Γεώργιος Παπανικολάου (PPE). - Κυρία Πρόεδρε, και μόνο το γεγονός ότι σχεδόν όλοι οι συνάδελφοι δώσαμε τα συγχαρητήριά μας σήμερα στον κ. Díaz de Mera García Consuegra, τον εισηγητή μας, και όλους τους σκιώδεις εισηγητές που εργάστηκαν για αυτή την προσπάθεια αναδεικνύει την πολύ σοβαρή προσπάθεια που έγινε και τα πολύ καλά αποτελέσματα, και βεβαίως συγχαρητήρια και από εμένα σε όλους. Η σημερινή συζήτηση είναι πάρα πολύ σημαντική, γιατί δείχνει ότι, σε ευρωπαϊκό πλέον επίπεδο, στην προσπάθεια που κάνουμε για να διαχειριστούμε τις μεταναστευτικές ροές, νόμιμες και μη νόμιμες και παράνομες, στην προσπάθεια που κάνουμε να συντονιστούμε και να δείξουμε εμπράκτως την αλληλεγγύη μας μεταξύ των κρατών μελών, χρησιμοποιούμε ακόμη καλύτερα όλα τα εργαλεία που διαθέτουμε.

Δημιουργήσαμε το δίκτυο αξιωματικών συνδέσμων για τη μετανάστευση. Ειπώθηκε και προηγουμένως, περίπου 130 χώρες αφορά το δίκτυο αυτό και μας δίνει τη δυνατότητα να έχουμε καλή πληροφόρηση. Δημιουργήσαμε τη FRONTEX, δημιουργήσαμε πρόσφατα την ευρωπαϊκή υπηρεσία για το άσυλο, προχωράμε στη συμφωνία για την επανεισδοχή, αξιοποιούμε όλα τα ευρωπαϊκά ταμεία που διαθέτουμε και τα ενισχύουμε όσο μπορούμε χρόνο με το χρόνο. Το γεγονός ότι πλέον φτάνουμε στο σημείο να αξιοποιούμε αυτά τα εργαλεία και να τα συνδυάζουμε, να βλέπουμε δηλαδή ποιες είναι οι ανάγκες FRONTEX, να συνδυάζουμε με το δίκτυο των αξιωματικών συνδέσμων, να συνδυάζουμε κάθε μέσο και κάθε εργαλείο που διαθέτουμε ακόμη πιο στενά, αυτά και μόνο δείχνουν ότι προχωράμε ακόμη πιο αποτελεσματικά.

Βεβαίως δεν λέει κανείς ότι έχουμε φτάσει στο επιθυμητό επίπεδο. Όταν κανείς βλέπει ότι στην Ελλάδα έχουμε 90% παράνομη είσοδο των λαθρομεταναστών σε ευρωπαϊκό επίπεδο, αυτό και μόνο δείχνει ότι έχουμε πολλά να κάνουμε. Αυτή η συνεργασία όμως και οι δυνατότητες που έχουμε αποδεικνύουν ότι μπορούμε να προχωρήσουμε ακόμη περισσότερο. Μας δίνουν τη δυνατότητα να είμαστε αισιόδοξοι, στο βαθμό που μπορούμε, ότι η Ευρώπη έχει τις δυνατότητες και ότι με την αλληλεγγύη και τη στενή συνεργασία όλων μας θα μπορέσουμε να έχουμε ακόμη καλύτερα αποτελέσματα στη συνέχεια. Κυρία Επίτροπε, μην έχετε καμία αμφιβολία ότι θα στηρίζουμε κάθε τέτοια προσπάθεια της Επιτροπής! Μην έχετε καμία τέτοια αμφιβολία ότι σε κάθε τέτοια πρωτοβουλία σας θα είμαστε αρωγοί!

  Andreas Mölzer (NI). - Frau Präsidentin! Die Beamten der Grenzschutzagentur FRONTEX leisten bekanntlich wichtige Arbeit in der operativen Zusammenarbeit zwischen den Mitgliedstaaten und Drittstaaten zur Bekämpfung der illegalen Einwanderung. Diese muss meines Erachtens vor allem in den Transitländern wirksam bekämpft werden. Ein dichtes Netz von Verbindungsbeamten für Einwanderungsfragen und deren enge Zusammenarbeit ist daher eine sinnvolle Maßnahme, um die Masseneinwanderung nach Europa mit allen ihren negativen Folgen für die Völker Europas wirksam bekämpfen zu können. Es muss jedoch sichergestellt werden, dass die Informationen und Lagebeurteilungen der Verbindungsbeamten möglichst rasch und unbürokratisch für FRONTEX und die nationalen Behörden zur Verfügung gestellt werden können.

Generell muss es in der Einwanderungsfrage auf jeden Fall zu einer stärkeren Zusammenarbeit zwischen allen Akteuren kommen. Die Kompetenzen von FRONTEX sind meines Erachtens im Einvernehmen mit den Mitgliedstaaten möglichst rasch zu stärken, um eine einheitliche und effektive Arbeit insbesondere an den Außengrenzen sicherstellen zu können.

  Simon Busuttil (PPE). - Bħala r-Rapporteur għar-Regolament dwar Frontex, nixtieq nilqa’ b’sodisfazzjon dan l-iżvilupp ta’ din il-liġi illi għandna llum quddiemna, għaliex hija liġi li se tgħinna fil-proċess tagħna illi nsaħħu proprju l-Aġenzija Frontex. Ir-rapport tiegħi dwar l-Aġenzija Frontex u t-tibdil li għandu jsir fil-mandat tagħha fil-fatt ippreżentajtu x-xahar li għadda u din il-ġimgħa stess se tiskadi d-deadline għall-emendi għalih. Jiġifieri jien nistma illi fix-xahar illi ġej – Jannar u Frar – il-Kumitat LIBE jkun qiegħed jadotta l-emendi għar-rapport Frontex, u nkunu nistgħu nikkonkluduh min-naħa tal-Kumitat. Jiena nittama li mbagħad inkunu nistgħu nibdew il-proċess sabiex nagħlqu dan id-dossier kemm jista' jkun malajr. Però, żgur illi l-fatt li se jkollok dawn l-uffiċjali – liaison officers – tal-immigrazzjoni li se jgħinu billi jgħaddu l-informazzjoni lil Frontex, hija xi ħaġa pożittiva ferm.

  Oreste Rossi (EFD). - Signor Presidente, onorevoli colleghi, questa relazione poteva ricevere un voto favorevole, ma è stata purtroppo modificata da emendamenti, secondo noi evitabili e inutili, che hanno sostituito le parole "illegale" e "clandestino" con la parola "irregolare", quasi ci fosse paura a dire le cose come effettivamente stanno.

Per contro, la parte positiva è quella che prevede la creazione di una rete di funzionari dell'immigrazione distaccati sia presso le autorità consolari che presso le organizzazioni internazionali, con il compito di prevenire l'immigrazione clandestina e favorire il rimpatrio degli illegali.

Inoltre, lo scambio di informazioni connesse ai flussi migratori illegali in maniera diretta fra Stati, ambasciate e organizzazioni internazionali può risultare utile per contrastare l'azione delle reti criminali. Troppe vite umane sono state spezzate. Evitare il traffico di esseri umani è una delle sfide che l'Unione europea non può perdere.

  Franz Obermayr (NI). - Frau Präsidentin! Die Mitgliedstaaten entsenden Verbindungsbeamte für Einwanderungsfragen in Drittländer, um im Kontakt mit den dortigen Behörden die illegale Einwanderung zu bekämpfen. Eine Kooperation zwischen diesen Beamten und FRONTEX halte ich daher für dringend notwendig. Wir brauchen einen sinnvollen Austausch von Informationen und best practice sowie eine Vermeidung von Doppelstrukturen. Ich erhoffe mir durch solche Synergieeffekte eine effizientere Grenzkontrolle, umso mehr als FRONTEX über keinerlei Außenbeamte in Drittstaaten verfügt.

Ein Schwerpunkt der Zusammenarbeit muss die konsequente Aushandlung von Rückübernahmeabkommen sein, sei es in Osteuropa oder auf dem afrikanischen Kontinent, denn gerade bei der Rückführung Illegaler herrscht Chaos in der EU. Manche Mitgliedstaaten gehen sehr energisch vor, und andere wiederum sind sehr träge. Das hat dann natürlich auch negative Auswirkungen für alle Mitgliedstaaten.

Es herrscht also akuter Handlungsbedarf. FRONTEX muss gestärkt werden, und die Behörden der Mitgliedstaaten müssen auch von der EU in die Pflicht genommen werden.

  Csanád Szegedi (NI). - Tisztelt Elnök asszony! Tisztelt Képviselőtársaim! A jelentés és a mögötte álló tervezet egyértelműen számunkra elfogadhatatlan módon a bevándorlás elősegítését és megkönnyítését szolgálja és készíti elő. A bevándorlási összekötő tisztviselők hálózatának létrehozása egy újabb lépés a központosított, Európai Unió által irányított, a bevándorlók és a menekültek szétterítését irányzó intézkedésének. Továbbá elfogadhatatlan az, hogy az illegális bevándorlás kifejezést szabálytalan bevándorlás kifejezéssel kívánják helyettesíteni, ezzel is próbálván legitimmé tenni az egyébként törvénytelen cselekményt. Európa népeinek már elege van a bevándorlók áradatából, és jó lenne, hogy ha ezt az itt ülő megválasztott képviselők is tudomásul vennék. Sajnos nem tudok mást mondani erre a jelentésre, minthogy ez önmagának a karikatúrája. Az Európai Parlament karikatúrája, ami ebben a jelentésben megvalósul.

  Andrew Henry William Brons (NI). - Madam President, the amendment to the regulation facilitates the exchange of information ‘to manage legal and illegal immigration’. I do not want to manage it: I want to stop it. Migration is based on the false assumption that we are the products of our culture and that exposure to European culture will transform non-Europeans into Europeans in the second generation, if not the first. Distinct peoples are not the product of distinct cultures: distinct cultures are the product of distinct peoples.

Bring the populations of the Third World into Europe and you will be bringing the Third World into Europe – not temporarily, but for all time. That is what we have been doing for the last six decades.

  Krisztina Morvai (NI). - Itt lenne az ideje annak, hogy a bevándorlás kérdésében végre a gyökérokokat próbáljuk megtalálni és orvosolni. Emberi okként javasolnám bevezetni azt, hogy mindenkinek joga legyen a saját szülőföldjén, a saját hazájában tartózkodni és olyan gazdasági és egyéb körülményeket kellene a világban - ideértve a másodosztályúnak tekintett európai uniós tagállamokat is - teremteni, hogy az emberek ott élhessenek, amely ország a hazájuk. Magyarországon, hogy folytassam az előző gondolatomat, az egészségügy összeomlott, illetőleg az összeomlás szélén van, mert a magyar orvosok, ápolónők, egészségügyi szakképzettséggel rendelkező munkavállalók tömegesen kénytelenek, gyakorlatilag gazdasági menekültként vándorolni az Unión belül, például Angliában és más országokban. Itt lenne az ideje, hogy ezt a jelenséget kivizsgálják, és föllépjenek ellene, például adott esetben azzal, hogy a tagállamokat kötelezzék arra, hogy megfelelő megélhetést biztosítsanak a szakképzett orvosoknak, nővéreknek.

  Cecilia Malmström, Member of the Commission. − Madam President, even if the debate did not show it, I understand, Mr Díaz de Mera, that you have very strong support for your proposal. I would like to congratulate you on that because it shows that you have done very important work.

I also want to reiterate my joy that you have reinforced the human rights aspects in this through the amendments made by the committee. It will ensure that all relevant aspects, especially human rights, are taken into consideration when we look at a country or a region and when we report matters in relation to irregular migration in the given country or region. We know that there is a very clear correlation between the human rights situation and the number of migrants or asylum seekers. This is a major push factor.

This is also a task for the Asylum Support Office. It will collect such information on countries of origin and transit of asylum seekers. The core function of ILOs – the liaison officers – is to establish and maintain contact with the host countries’ authorities with a view to preventing and combating irregular migration. Providing a full assessment of the human rights situation in the host country, however, is not within their competence, although it is high on the agenda.

I think that we have improved the text with your proposal and I very much look forward to your vote tomorrow. I would like to thank you and the shadow rapporteurs again for your important work.

  Agustín Díaz de Mera García Consuegra, Ponente. − Señora Presidenta, muchas gracias, señora Comisaria, por sus palabras y también por su compromiso. Reitero una vez más mi admiración por su forma de gestionar la cartera que tiene encomendada.

Ha habido esta tarde 18 intervenciones y los Grupos mayoritarios han apoyado este informe, así es que reitero, de una manera emocionada y sentida, mi gratitud, porque han participado de una manera activa, enriqueciendo y modificando aspectos sustantivos que deberían ser recogidos y que son recogidos ahora.

Fundamentalmente quiero referirme al capítulo de los derechos humanos, a la Oficina Europea de Apoyo al Asilo y al rol del Alto Comisionado de las Naciones Unidas para los Refugiados.

Obviamente, en una Cámara tan amplia y tan diversa no es obligatorio coincidir, por eso cobran especial significado los esfuerzos que entre todos hemos hecho para conseguir un consenso muy mayoritario. Y sí, queridos colegas, desde una posición de centroderecha y desde una posición demócrata y cristiana, me manifiesto inequívocamente en favor de la expresión «irregular» y destierro, por inconveniente desde el punto de vista jurídico, desde el punto de vista semántico y desde el punto de vista ético, la expresión «ilegal».

Así es que, muchas gracias a todos los colegas por su apoyo y también por sus intervenciones, aunque sean discrepantes.
