  Przewodniczący. − Rozdany został końcowy projekt porządku dziennego sporządzony zgodnie z art. 140 Regulaminu przez Konferencję Przewodniczących na posiedzeniu w czwartek 31 marca 2011 r. Zaproponowano następujące zmiany:

W odniesieniu do sprawozdania pana Fernandesa dotyczącego preliminarza wpływów i wydatków Parlamentu na rok 2012 grupa Europa na Rzecz Wolności i Demokracji zwróciła się o przeniesienie głosowania na majową sesję miesięczną, a więc wniosek o przeniesienie głosowania. Pani Andreasen przedstawi ten wniosek, bardzo proszę.

  Marta Andreasen, au nom du groupe (EFD). - Mr President, I rise to ask for the postponement of the vote on the Fernandez report. The reasons are straightforward and relate primarily to the paragraph of the report which covers the House of European History. The Committee on Budgets has been given conflicting, and I believe, misleading figures for this project. An example of this is the mounting annual running costs: they currently stand at EUR 13.5 million. This figure is in excess of what was originally quoted. When I had suggested that the cost would be EUR 10 million, a faceless parliamentary official accused me of lying in the press by saying my estimates were, I quote, ‘excessive’. This is not the way a Member of this House should be treated.

What is worst of all, Mr President, is the clear conflict of interests in having the chairman of the Budgets Committee sitting on the board of trustees of the House of European History, even if he is not remunerated. In no other parliament would such a clear conflict of interests be tolerated. It makes an absolute mockery of the committee process.

Until these matters are cleared up, the vote on this report must be postponed.

  Francesco Enrico Speroni (EFD). - Signor Presidente, onorevoli colleghi, ritengo che sia opportuno questo rinvio. Si tratta di quattro o cinque settimane, semplicemente per approfondire un argomento che, come abbiamo appena sentito, comporta l'esborso di milioni di euro da parte dei contribuenti europei. Quindi chiedo un voto a sostegno della richiesta.

  Alain Lamassoure (PPE). - Monsieur le Président, je voudrais dire deux choses. D'abord, la commission des budgets a fait son travail et a mis le projet d'état prévisionnel du budget du Parlement pour 2012 en état d'être examiné, débattu et voté par votre Parlement, par la plénière, conformément à nos procédures et conformément à ce que nous avons fait l'année dernière. Il y a des avis différents selon les groupes. Ils pourront s'exprimer.

Deuxièmement, je ne veux pas laisser dire à Mme Andreasen, qui connaît parfaitement le dossier, qu'en tant que président de la commission des budgets siégeant au conseil d'orientation de la Maison de l'histoire, je serais en situation personnelle de conflit d'intérêts.

Je ne suis pas là à titre personnel, je suis là à titre de président de la commission des budgets, désigné par la commission des budgets pour la représenter dans cet organe, de la même manière que la présidente des affaires culturelles représente la commission des affaires culturelles dans cet organe.

Naturellement, si quelqu'un contestait cela, je serais prêt à remettre ce mandat à disposition, mais lorsque l'on emploie des mots comme "conflit d'intérêts", Monsieur le Président, il faut tout de même faire attention à ne pas mélanger les genres.

  Przewodniczący. − W sprawie debaty dotyczącej jednolitego rynku grupa Europejskiej Partii Ludowej zwróciła się o umożliwienie składania wniosków dotyczących rezolucji na zakończenie debaty poświęconej oświadczeniu Komisji na temat zamówień publicznych. A więc chodzi o wniosek o rezolucję. Jest to propozycja rezolucji. Chciałbym, aby ktoś z grupy PPE przedstawił ten wniosek. Kto przedstawi wniosek?

  Andreas Schwab, im Namen der PPE-Fraktion. – Herr Präsident! Die EVP-Fraktion schlägt vor, dass wir die Stellungnahme von Kommissar Barnier zum öffentlichen Vergaberecht und zu seiner Weiterentwicklung in der Europäischen Union um eine Stellungnahme des Parlaments ergänzen. Das würde der Sache inhaltlich sehr viel mehr Sinn geben, und deshalb bitten wir hierfür um Unterstützung.

  Evelyne Gebhardt (S&D). - Herr Präsident! Ich unterstütze den Vorschlag der EVP-Fraktion, denn es macht durchaus Sinn, darüber zu diskutieren. Ich habe nur die Bitte – in Absprache mit dem Koordinator des IMCO-Ausschusses, Herrn Schwab –, dass wir noch nicht diese Woche über die Entschließung abstimmen, sondern erst im Mai, weil wir noch keine Zeit hatten, uns zwischen den Fraktionen darüber zu unterhalten. Deswegen Ja zur Aufnahme in die Tagesordnung, Ja für eine Entschließung, aber Abstimmung über die Entschließung erst im Mai.

  Przewodniczący. - Grupa Porozumienia Liberałów i Demokratów na rzecz Europy zwróciła się o przeprowadzenie debaty na temat sytuacji związanej z Ai Weiwei w Chinach i włączenie jej do debat przeprowadzanych na podstawie art. 122 Regulaminu w czwartek po południu, zamiast przewidzianej uprzednio w tym czasie debaty na temat Zimbabwe. Bardzo proszę o zabranie głosu pana przewodniczącego Verhofstadta.

  Guy Verhofstadt, on behalf of the ALDE Group. – Mr President, Mr Ai Weiwei, who is the best-known Chinese artist and dissident and has always had the opportunity to speak freely, was detained at Beijing Airport on Sunday and is, apparently, in prison. Not only should I use this opportunity to protest against the Chinese authorities, I also have to say to you and to our colleagues that we should perhaps reconsider our participation in the second China-EU summit next month in Beijing if this is the direction in which things are going.

It is necessary for us to have an urgent resolution on this as fast as possible so that we can increase pressure on the Chinese authorities to release Mr Ai Weiwei. The first idea was to replace the urgent resolution on Zimbabwe on Thursday by an urgent resolution on the detention of Mr Ai Weiwei, but after brief consultation it seems there may be a better option: putting Cote d’Ivoire (Ivory Coast) on Wednesday, so that the space that is liberated on Thursday could then be used for this urgent resolution on Mr Ai Weiwei. I have consulted the different political groups here and they agree with this way of changing the agenda.

  Hannes Swoboda (S&D). - Herr Präsident! Ich möchte mich nur ganz kurz dafür aussprechen. Weil aber die Tagesordnung vom Mittwoch Nachmittag so dicht gedrängt ist, möchte ich darum bitten, dass sich Rat und Kommission bei ihren Stellungnahmen sehr, sehr kurz fassen und dass die den Vorsitz führenden Vizepräsidenten wirklich genau auf die Einhaltung der Redezeit achten, sonst werden wir chaotische Verhältnisse haben. Ich bitte darum, die Vizepräsidenten dabei zu unterstützen.

  President. − We will have the discussion on Mr Ai Weiwei and China on Thursday afternoon, and the discussion on Ivory Coast will take place at about 8 p.m. on Wednesday evening.

Ich hatte darum gebeten, dass die Abstimmung über die Entschließung zum public procurement auf Mai verschoben wird, was natürlich bedeutet, dass die Frist für die Einreichung von Entschließungen und Änderungsanträgen dann auch entsprechend verschoben wird. Darüber haben Sie noch nicht abstimmen lassen.

  Francesco Enrico Speroni (EFD). - Signor Presidente, onorevoli colleghi, visto l'argomento il tempo per presentare gli emendamenti mi sembra sufficiente, per cui ritengo che non si debba accogliere la proposta.

  Sophia in 't Veld (ALDE). - Mr President, I was not quite sure under which point I should raise this, but two weeks ago the administration – following a number of cyber attacks – decided to close down the webmail for a week. It is quite some decision to prevent people from accessing their webmail for a week. Explanations are in order. I would like to know if this was justified, if it was just a precaution and how vulnerable our system really is.
