  Presidente. − L'ordine del giorno reca la relazione di Pervenche Berès, a nome della commissione speciale sulla crisi finanziaria, economica e sociale, sulla crisi finanziaria, economica e sociale: raccomandazioni sulle misure e le iniziative da adottare [2010/2242(INI)] (A7-0228/2011).

Siamo in grave ritardo su tutti i tempi, quindi vi raccomando di attenervi ai minuti che vi sono concessi. Do subito la parola alla relatrice, pregando i colleghi che stanno qui davanti a me di defluire verso l'uscita.

  Pervenche Berès, rapporteure. − Monsieur le Président, Monsieur le Commissaire, chers collègues, après vingt mois de travaux, la commission CRIS va mettre fin à son travail, et pourtant la crise n'est pas terminée. À cette occasion, je tiens vraiment à remercier les collègues et à saluer le travail collectif que nous avons pu mener et la confiance que vous m'avez accordée.

Nous concluons nos travaux à un moment où le paquet de gouvernance économique est bloqué, à un moment où les marchés financiers ont repris trop de leurs mauvaises habitudes, y compris en termes de distribution de bonus, et à un moment où les États membres voient leur sort suspendu à la notation que leur octroieront les agences de notation. C'est un contexte difficile, et c'est la raison pour laquelle nous vous demandons, Monsieur le Commissaire, de lancer un audit de la dette publique.

Dans ce rapport, je crois que nous avons rempli notre mandat. Nous disons qu'il nous faut plus d'Europe. Ce message peut paraître bizarre dans certaines capitales tant on a, aujourd'hui, l'impression que les capitales se méfient de l'Europe, justement parce que, parfois, elle a donné l'impression d'agir trop peu et trop tard.

Nous, nous disons que cette intégration, nous en avons besoin. Monsieur le Commissaire, il y a huit mois, en octobre 2010, nous vous proposions ici une taxation des transactions financières à l'échelle européenne. Huit mois plus tard, vous l'avez mise en œuvre. Il y a huit mois, nous vous proposions aussi la création d'un "Monsieur Euro" et, aujourd'hui, M. Jean–Claude Trichet propose un ministre des finances, même si le mandat qu'il définit pour celui–ci n'est pas ce que nous souhaiterions.

Alors, écoutez–nous et n'attendez plus; mettez en œuvre les autres propositions que nous formulons, comme celle d'une mutualisation de la dette. Dans le cas grec, on nous avait dit "pas d'aide à la Grèce", et puis on a aidé la Grèce. On nous avait dit "pas de mécanisme permanent", et le mécanisme va devenir permanent. Alors aujourd'hui, nous vous disons "Allez plus loin, mutualisez la dette. Mettez en place une agence publique de notation, mettez en place un Trésor européen".

À l'échelle internationale, nous avons besoin que l'Europe, bien sûr, parle d'une seule voix. Nous avons besoin de mettre en place une vraie gouvernance économique européenne. Cela suppose d'intégrer les institutions de Bretton Wood et le G20 dans le système des Nations unies; cela implique de se battre aussi pour qu'à l'échelle du commerce international, nous ayons un échange juste, basé sur la réciprocité. Cela suppose aussi que, pour l'Union européenne, nous menions des politiques en cohérence et pas, comme ici, en adoptant des objectifs ambitieux sans cadre pour la stratégie Europe 2020 et, par ailleurs, en élaborant des plans d'austérité qui interdisent la réalisation de ce que nous définissons comme notre stratégie de sortie de crise.

Pour cela, avec ce rapport, nous vous proposons, oui, la règle d'or pour les dépenses d'éducation; nous vous proposons de mettre en place, enfin, cette Communauté européenne de l'énergie qui fera vivre le concept de solidarité parmi nous. Nous vous proposons aussi de vous pencher, enfin, sur la question de la gouvernance des entreprises. Qu'attendez–vous pour imposer que nos entreprises, qui se disent socialement responsables, rendent des comptes sur ces responsabilités sociales et environnementales?

Dans le domaine de la gouvernance économique, nous le savons, il faudra aller plus loin en matière de supervision, et nous vous invitons à regarder ce qu'est une allocation optimum de capitaux. Aujourd'hui, vous voulez revenir à la stabilité des marchés financiers. Ce n'est pas assez, car la stabilité des marchés financiers, c'était la situation, soi–disant, que nous avions avant août 2007, et on a vu où cela nous a menés.

Derrière la stabilité, il faut aussi regarder où vont les capitaux, en quoi ils sont utiles, car ce n'est pas une industrie. C'est un service au service de l'industrie; c'est justement le paradoxe que vous devez résoudre.

Nous vous demandons aussi de regarder les modèles d'entreprise dans le secteur bancaire, car peut–être y a–t–il là un sujet à creuser.

Pour tout cela, nous aurons besoin de davantage de budget, et nous vous disons que, si nous ne parvenons pas, ensemble, à une révision des traités qu'il faudra engager, alors au sein de la zone euro, chacun devra prendre ses responsabilités et aller de l'avant par la voie de la coopération renforcée.

Nous espérons que nous pourrons progresser, ensemble, sur cette voie que nous vous proposons et qui ressemble à une nouvelle donne pour l'Union européenne.

  Jan Vincent-Rostowski, Urzędujący Przewodniczący Rady. − Panie Przewodniczący! Panie Komisarzu! Szanowni Państwo! Gratuluję Pani Pervenche Berès za znakomity raport, za bardzo ważny raport, za raport, który jest naprawdę w tym momencie na miejscu. Dziś walka z kryzysem finansowym, który przerodził się w kryzys finansów publicznych, to jest to, co jest dla Europy najważniejsze. I dlatego z wielkim zadowoleniem przyjmuję ten raport, i dlatego mówię, że ten raport jest taki ważny.

Dziś przed nami najważniejsze krótkoterminowe wezwanie, to uzgodnienie stanowisk jeśli chodzi o pakiet sześciu aktów prawnych dotyczących zarządzania gospodarczego. Myślę, że między stanowiskiem Rady i stanowiskiem Parlamentu pozostają dwie albo trzy sporne sprawy. Jestem przekonany, że będziemy mogli ten kompromis szybko osiągnąć. Mam nadzieję – nie jestem pewny – ale uważam, że jest szalenie ważne, ażebyśmy ten kompromis mogli szybko osiągnąć.

Ten pakiet jest naprawdę przełomowy. Większy nacisk, większe znaczenie, które będziemy przypisywali długowi publicznemu, a nie tylko deficytom, wprowadzenie narodowych reguł dotyczących długu publicznego albo deficytu, albo wzrostu wydatków publicznych. To jest coś, co mamy w Polsce już od jakiegoś czasu, i co będzie teraz na zasadzie tego pakietu wymagane we wszystkich krajach. Jest to bardzo znaczące wzmocnienie ramienia prewencyjnego, może najważniejsze wzmocnienie tego ramienia prewencyjnego naszego systemy zarządzania gospodarczego i także unijna reguła wydatkowa.

W tym pakiecie sześciu ustaw oczywiście te wszystkie rzeczy są bardzo ważne, ale musimy także zapewnić – czego tego pakiet oczywiście nie przewiduje – wzrost gospodarczy. Bo, tak jak mówił premier Tusk z tego miejsca parę minut temu, solidarność to nie jałmużna. Oczywiście ten wzrost gospodarczy musimy zapewnić głównie dzięki reformom strukturalnym i prywatyzacji, ale musimy mieć programy pomocy, które zapewniają nie tylko konsolidację finansów publicznych, ale także umożliwiają wzrost gospodarczy. A solidarność, która nie jest jałmużną, jest dobrze pojętym interesem własnym krajów, które grają w jednej drużynie. To właśnie jest to, co musimy odzyskać – to zrozumienie, że stabilność strefy euro jest także kluczowa dla krajów, które udzielają innym pomocy, a nie tylko dla tych, którzy tę pomoc dostają, oraz że programy reformy strukturalnej i konsolidacji finansów publicznych, ale także prywatyzacji, są w dobrze pojętym interesie tych krajów, które podejmują te programy.

Wobec tego na takiej zasadzie, na zasadzie słusznie zrozumianego pojęcia solidarności – jestem przekonany – będziemy mogli, także dzięki temu raportowi, który dzisiaj będziemy dyskutowali, przezwyciężyć rosnąca przepaść między północą i południem Europy, między bardziej stabilnymi krajami, które pomagają innym, a tymi, które otrzymują pomoc. Musimy jednak pamiętać, tak jak premier powiedział parę minut temu, że solidarność opłaca się, bo ci, którzy otrzymują wyrazy solidarności od innych, w danym momencie silniejszych, potem mogą tę solidarność odpłacić z nawiązką.

Chciałbym skończyć jeszcze tylko wyrażając wielkie zadowolenie z tego, że pani Christine Lagarde, była minister finansów Francji, została prezesem Międzynarodowego Funduszu Walutowego. Myślę, że będzie ona odgrywała kluczową rolę także na forum G20 jeśli chodzi o dalsze procedowanie z europejskimi propozycjami na tym forum, i będę jako przedstawiciel prezydencji z wielką uwagą wsłuchiwał się w uwagi Parlamentu Europejskiego. Jeszcze raz również gratuluję pani Pervenche Berès za raport tej komisji.

  Olli Rehn, Member of the Commission. − Mr President, I want to thank Ms Berès and the shadow rapporteurs for this very comprehensive report. I would also like to thank the Chair of the Special Committee on the Financial, Economic and Social Crisis, Wolf Klinz, who has so effectively guided the work of this special committee since its establishment in October 2009. The scope of your work has been enormous, but your method of tackling it has been similarly impressive, resulting in a thorough analysis and a broad set of conclusions.

Although this final report represents the completion of the committee’s mandate, it will be important to ensure that its work receives the appropriate follow-up. From the Commission’s side, I can assure you that we will pay very close attention to this.

Obviously, I cannot comment here in detail on every one of the 108 paragraphs, but let me make some general remarks. First of all, we continue to be primarily preoccupied with the urgent measures to tackle the sovereign debt crisis because we are, of course, not out of the woods yet. We are working to put public finances back on a sound footing and to address the extraordinary challenges presented by the situation in Greece.

At the same time, we need to put in place an institutional and legislative framework which will prevent a repetition of the events of the last three years. In this context, let me thank all those who have worked intelligently and hard on the economic governance package over the past year. I can only regret that the Council and Parliament have not yet been able to reach a final agreement on it. The conclusion of the governance reform is badly needed to show that Europe has the capacity to act, and thus to restore confidence in our economic prospects.

The adoption of the package is fundamental to our response to the crisis: to strengthening and giving teeth to our economic policy coordination, in terms of both prevention and correction; to achieving sound public finances; and to avoiding harmful macroeconomic imbalances.

I firmly believe that 99% of this package has been agreed. The Council and Parliament have both made important improvements to our original proposals. Parliament has, for instance, codified the European Semester and set up a structured economic dialogue, providing for a prominent role for Parliament throughout the European Semester. It has created the opportunity for detailed discussion of country-specific situations at every stage of decision-making, and it has obtained a commitment from the Commission to carry out a study on eurosecurities within six months of the entry into force of the legislation. The Commission will also commit itself, in the declaration accompanying the study, to reviewing the intergovernmental nature of the European Stabilisation Mechanism by mid-2014.

Honourable Members, you have won an equal role for Parliament in determining the scoreboard for detecting possible macroeconomic imbalances. You have inserted firm guarantees on social dialogue, respect for national traditions in relation to collective agreements, wage formation and the role of social partners.

Yet it seems that this is not sufficient, and therefore it is not possible to conclude the legislative process before the summer break. That is very disappointing. I hope that the Council and Parliament will pull out all the stops to reach an acceptable compromise on the issues that still divide them, so that this package can enter into force as soon as possible.

Looking beyond the vote, I welcome the ambition and scope of the vision outlined in the report. I share the view that we must look further ahead and focus on the long-term implications of the crisis for the European project. I assume that a clear majority of all of us here agree that deeper economic integration will have to be part of the answer, despite current trends that appear to go in the opposite direction.

Regarding your call for the Commission to present a report on Eurobonds, in the context of the economic governance package, the Commission has agreed to table such a report on the feasibility of eurosecurities towards the end of the year. These eurosecurities would aim to strengthen fiscal discipline and increase stability, as well as ensuring, by taking advantage of the increase in liquidity, that Member States enjoying the highest credit standards would not suffer from higher interest rates. This issue really has to be seen as part of the overall governance reform that will materialise through the adoption of the package.

I appreciate your support for improving the European Union’s role as a global player in the context of the G20, the IMF and other elements of global governance. I am also glad that you have paid particular attention in your report to the issues of competitiveness and convergence, and sustainable growth and jobs. The paramount importance of growth policies cannot be overstated in relation to tackling the crisis.

To conclude, I trust the Commission and Parliament share the view that a convincing response to this crisis and the effective prevention of future crises will require stronger, broader and earlier coordination at European level. This is at the heart of the economic governance package. In my view, the first concrete reaction to the final report of the Special Committee on the Financial, Economic and Social Crisis, as prepared by Ms Berès, must be the speediest possible adoption of the package. It does not yet mean completion of the economic and monetary union but it is certainly a very big step in that direction – and it is essential to restore confidence in the European project of deeper integration and an ever-closer union.

  Othmar Karas, im Namen der PPE-Fraktion. – Herr Präsident, meine sehr geehrten Damen und Herren! Der Bericht wird diskutiert und beschlossen, die Staatsschuldenkrise wird uns noch Jahre beschäftigen und die Aufarbeitung der Ursachen der Krise ebenfalls. Wir haben mit diesem Bericht unseren Auftrag erfüllt, über den Tellerrand zu blicken, langfristige Perspektiven zu entwickeln, die parteipolitischen, tagespolitischen, populistischen Grenzen zu überwinden, aber auch die day by day-Politik. Diesem Auftrag haben wir entsprochen, diesen Auftrag haben wir erfüllt.

Wenn Sie beide – Rat und Kommission – jetzt sagen, wofür Sie alle sind, dann kann ich nur sagen: Das Parlament wird diesen Bericht beschließen. Wir können morgen mit der Arbeit bei der Umsetzung beginnen. Je schneller wir diese Ziele zur Realität werden lassen, desto schneller können wir die Lehren aus der Krise ziehen. Ich bin auch froh, dass dieser Bericht nach der Präsentation von Premierminister Tusk diskutiert wird. Denn ist der Bericht ist die Umsetzung seines Plädoyers für mehr Europa.

Ja, wir benötigen mehr Europa, weil wir zuwenig Europa in der Wirtschafts-, in der Steuer-, in der Budget-, in der Sozial-, in der Bildungs-, in der Forschungs-, in der Außen-, in der Energie- und in der Verteidigungspolitik haben. Ja, wir haben ein Ungleichgewicht zwischen Wettbewerbs- und Sozialpolitik, zwischen Binnenmarkt und Steuerpolitik, zwischen Euroraum und Wirtschaftspolitik. Die Tatsache, dass wir in vielen Fragen, die den Binnenmarkt, die Rolle Europas in der Welt und den Euroraum betreffen, nur auf einem Bein stehen und vergessen haben, das zweite Bein dazuzustellen, ist eine der Ursachen der Krisen und die größte Problematik für die Krisenbewältigung. Ja, wir benötigen mehr UE und mehr Europa und mehr Europa in der Welt. Wir sagen es deutlich: Wir benötigen den nächsten Integrationsschritt. Wir benötigen einen Wirtschafts- und Sozialkonvent. Wir benötigen eine Wirtschafts- und Sozialunion als Zwischenschritt zur Verteidigungs- und außenpolitischen Union und als Zwischenschritt zur politischen Union.

Ja, wir benötigen eine Stimme für Europa in der Welt. Wir befinden uns am Scheideweg, weil es darum geht, welche Rolle wir in Zukunft spielen wollen. Wollen wir ein key player in der Globalisierung werden und unsere Stimme erheben oder wollen wir zum Zulieferer für die dynamischen Kontinente außerhalb Europas werden? Wollen wir Krisenmanager sein oder wollen wir zum Museum werden? Um diesen Scheideweg geht es. Dieser Bericht ist richtungsweisend, er ist eine Handlungsanleitung, und wir sollten rasch mit der Umsetzung beginnen und die Lehren aus der Krise ziehen.

  Sergio Gaetano Cofferati, a nome del gruppo S&D. – Signor Presidente, onorevoli colleghi, la decisione che ha preso questo Parlamento due anni orsono, di istituire una commissione sulla crisi finanziaria economica e sociale, si è dimostrata coraggiosa e lungimirante, alla luce dei risultati che sono stati indicati nella relazione di metà mandato e in quella che verrà approvata oggi, la relazione conclusiva.

Non era semplice fare quella scelta e soprattutto tenere insieme i temi che riguardavono la crisi finanziaria con quella economica e con gli effetti sociali che si sono rivelati pericolosissimi in gran parte del mondo e soprattutto, per quanto ci riguarda, in Europa. Dunque abbiamo fatto un lavoro importante, che arriva ad una conclusione ancor più importante.

Ogni ipotesi che viene affacciata nella relazione prefigura, per uscire dalla crisi stabilmente, un rafforzamento degli assetti istituzionali, di quelli politici e di quelli economici dell'Europa. Anche questo era tutt'altro che scontato e credo che debba essere apprezzato, proprio in una fase di grande difficoltà, come quella che l'Europa sta attraversando.

Le indicazioni contenute riguardano: la creazione della figura di un Ministro del tesoro; le risorse proprie per il bilancio dell'Unione; gli Eurobond e la tassa sulle transazioni finanziarie; le ipotesi di coordinamento fiscale, che sono lì indicate; la considerazione che il sapere è fondamentale per la creazione di occupazione di qualità nel futuro per i giovani europei; le politiche di coesione che vengono riproposte, confermando il modello sociale europeo.

Ci sono tratti di novità che prefigurano però un rafforzamento dell'Unione europea, di quell'Unione che si è un po' appannata e che addirittura subisce i colpi pesantissimi della stessa crisi. Ci sono difficoltà odierne dunque che non possiamo sottovalutare né ignorare, ma da queste si può uscire, applicando correttamente e coerentemente le indicazioni che sono contenute nella relazione.

  Olle Schmidt, för ALDE-gruppen. – Herr talman! Herr minister! Herr kommissonär! Krisen är inte över, det vet vi. Men CRIS-utskottets arbete är i och med dagens debatt och omröstning slutfört. Jag vill rikta ett särskilt tack till Pervenche Berès. Ni är en sann visionär i ordets rätta mening, och alltid lika stimulerande att arbeta med; en kompromissernas mästare. Jag vill också tacka min kollega här bakom, ordförande Wolf Klinz, för hans utmärkta arbete och hans sätt att leda utskottet.

Vi behöver mer Europa, som vi har hört, inte mindre. Nationalismen får inte tillåtas att åter få fotfäste i Europa. Det var därför gott att höra premiärminister Tusk. Vi måste bejaka frihandel, globalisering och rörlighet över gränserna. Vi måste få ett tydligare och starkare Europa. Betänkandet är visionärt och framåtblickande, och vi vet att världen idag förändras med en enorm hastighet. Det som var tabu bara för några år sedan är idag i var mans mun. Se på förslagen i Economic governance, som kommissionären nämner.

Jag har dock en viktig invändning. Utskottet vill öka EU:s budget till mellan 2,5 och 10 procent av medlemsländernas samlade BNI. Detta är med förlov sagt helt orealistiskt. Visionärt måhända, men orealistiskt. Att hänvisa till en rapport från 1977 gör inte saken bättre. Det Europa vi har i dag är helt annorlunda. Medborgarna vill ha en fungerande union som löser gemensamma gränsöverskridande problem. Visst kan EU behöva mer medel i framtiden för gemensamma åtaganden, men en sådan förändring måste ske i dialog och samklang med medborgarna. Låt oss därför i dag inte riskera helhetsintrycket av betänkandet. Visioner är bra och nödvändiga, men de måste vara väl förankrade. Det europeiska projektet behöver i dag mer än någonsin demokratisk legitimitet.

  Kay Swinburne, on behalf of the ECR Group. – Mr President, the first report of the Special Committee on the Financial, Economic and Social Crisis clearly identified the many causes of the financial crisis and their subsequent consequences for the EU and the global economy. I was confident that the second report would concentrate on what measures we would propose to ensure long-term growth and competitiveness in order to ensure the EU’s future prosperity.

I am disappointed, therefore, that we cannot support the final result. The very idea that ‘more Europe’ – the central thesis of the final report – is the EU solution to a global economic crisis is one that my constituents in Wales are unable to relate to. It is not obvious how the EU speaking with one voice at the IMF or having one single European commissioner to deal with financial services legislation could somehow have prevented the worst financial crisis since the Great Depression or indeed how these measures will fuel the economic growth necessary for Europe to recover from the ongoing crisis.

Yet, the most sinister part of the report – there seems to be a use of the crisis as an excuse to renegotiate membership of the EU – is the idea that the EU budget should be increased to 5% – 10% of the EU’s GDP. To put this in perspective, at the moment certain Member States, including my own, are quite rightly refusing to allow a 5% increase in the EU budget. Yet this report proposes up to a 900% increase. I think more than five Member States will be happy to sign a letter protesting against this suggestion of a 900% increase.

My group fundamentally disagrees with many of the other issues raised in this report, like tax-raising powers for the EU and a common immigration policy. Therefore, I urge others to vote against this report today.

  Pascal Canfin, au nom du groupe Verts/ALE. – Monsieur le Président, Monsieur le Premier ministre, Monsieur le Commissaire, vous êtes intervenus dans ce débat en focalisant votre intervention sur la gouvernance économique, c'est-à-dire sur le paquet de six directives qui sont en cours de négociation. Précisément, l'objet de ce rapport est d'intégrer ce travail mais c'est, aussi, d'aller au-delà. C'est, aussi, de montrer un chemin, une vision qui aille au-delà des discussions à très court terme dans lesquelles vous êtes légitimement impliqués. Mais prenez le temps de lire ce rapport parce qu'il ébauche une vision majoritaire. Ce n'est pas uniquement la vision des socialistes, des Verts, des libéraux ou du groupe du PPE. C'est une vision qui a fait l'objet d'un compromis, d'un compromis majoritaire.

Regardez ce qu'il contient et vous prendrez un bol d'air par rapport à la situation actuelle. Quel est l'enjeu aujourd'hui? L'enjeu est de savoir qui va payer la facture de la crise, qui va payer ces vingt points de dette publique, accumulés en trois ans, pour sauver les marchés, les banques et l'Europe d'une récession très importante. En continuant à vous focaliser sur la question des finances publiques, vous ciblez le pompier plutôt que le pyromane. Si les États ont dépensé vingt points de PIB en dette publique supplémentaire, ce n'est pas pour le plaisir de les dépenser, c'est parce qu'ils n'avaient pas d'autre choix.

En considérant uniquement les conséquences et en vous limitant à une politique européenne centrée sur la gestion des conséquences de cette crise, et non sur les causes, je pense que vous passez à côté de l'essentiel et que vous affaiblissez, très nettement, le sentiment pro-européen dans les opinions publiques européennes. Et nous savons qu'aujourd'hui, nous sommes menacés par cette tendance et ce repli sur soi.

La deuxième grande question à laquelle s'efforce de répondre ce rapport concerne le rapport de force entre les États et les marchés. On a construit l'euro, en partie, pour empêcher les marchés de spéculer sur nos monnaies. C'est ce que l'on voyait dans les années 90. Actuellement, nous sommes au point de devoir empêcher les marchés de spéculer sur nos dettes publiques et, pour ce faire, nous disposons de deux outils. Le premier réside dans les eurobonds; cela consiste à mutualiser nos dettes pour garantir un marché liquide, profond, tel qu'on ne puisse plus spéculer contre ce marché unique de la dette publique. La fonction du deuxième outil est de limiter les capacités des marchés financiers à spéculer sur les dettes publiques au travers d'un certain nombre d'instruments. Voilà le chemin qu'une majorité du Parlement est prête à vous proposer. Prenez la balle au bond, Monsieur le Président, au nom du Conseil, et, Monsieur le Commissaire, au nom de la Commission.

  Νικόλαος Χουντής, εξ ονόματος της ομάδας GUE/NGL. – Κύριε Πρόεδρε, πριν ένα χρόνο στην ενδιάμεση έκθεση της Επιτροπής, δυστυχώς, παρά τις αρχικές προθέσεις της εισηγήτριας, με ευθύνη της πλειοψηφίας της Επιτροπής, δεν εξηγήθηκαν και δεν αναλύθηκαν οι πραγματικές αιτίες της οικονομικής κρίσης και της κρίσης χρέους. Η σημερινή τελική έκθεση, βασισμένη δυστυχώς σ’ αυτές τις λανθασμένες παραδοχές, στην ουσία προτείνει τη συνέχιση του ίδιου οικονομικού μοντέλου, των ίδιων οικονομικών και κοινωνικών πολιτικών που μας οδήγησαν στην κρίση.

Πιο συγκεκριμένα, η έκθεση κινείται μέσα στο πλαίσιο που διαμορφώνει το πακέτο της οικονομικής διακυβέρνησης με την αυστηροποίηση του Συμφώνου Σταθερότητας, κινείται μέσα στο πλαίσιο του συμφώνου για το ευρώ που ξηλώνει το ευρωπαϊκό κοινωνικό μοντέλο και κινείται μέσα στο μοντέλο των ιδιωτικοποιήσεων της δημόσιας περιουσίας. Μα αυτή η πολιτική ήδη εφαρμόζεται στην Ελλάδα, στην Πορτογαλία και στην Ιρλανδία, με αποτέλεσμα να βαθαίνει η ύφεση, να μεγαλώνει η ανεργία, να αυξάνει το χρέος και οι κερδοσκόποι να κερδίζουν και να εκβιάζουν όλο και περισσότερο.

Η έκθεση, στην ουσία, αποτελεί συμβιβασμό των δύο μεγάλων ομάδων και ουσιαστικά θεωρεί την πολιτική του κ. Rehn, του παρόντος, του κ. Barroso, του κ. Rompuy, της κ. Merkel, του κ. Sarkozy ως μονόδρομο. Για μας δεν υπάρχει μονόδρομος. Για μας εναλλακτική πρόταση είναι η πρόταση της Ευρώπης της αλληλεγγύης, της οικονομικής και κοινωνικής συνοχής και της δημοκρατίας. Είναι η εναλλακτική πρόταση που χτίζεται στους δρόμους και στις πλατείες, όπως στην Πλατεία Συντάγματος, την οποία η ελληνική κυβέρνηση δυστυχώς την προηγούμενη εβδομάδα έπνιξε στα γερμανικά δακρυγόνα και στο αίμα, στις πλατείες της Ισπανίας, στις πλατείες της Βαστίλης και στους δρόμους του Λονδίνου, όπου αγωνίζονται οι δημόσιοι υπάλληλοι.

Γι’ αυτό το λόγο θα την καταψηφίσουμε.

  Mario Borghezio, a nome del gruppo EFD. – Signor Presidente, onorevoli colleghi, il rapporto Angelides della commissione d'inchiesta del Congresso americano ha ben dimostrato che la crisi era evitabile ed ha indicato le responsabilità dei gestori pubblici e del sistema finanziario, chiamando i responsabili per nome e cognome: FED, agenzie di rating, banche d'investimenti, le cinque grandi banche responsabili americane, quali responsabili di una crisi che dura tutt'ora.

E questo avviene anche oggi. Ciò è stato preceduto dall'allarme inascoltato anche dalla commissione crisi del premio Nobel per l'economia Maurice Allais, il che è stato molto grave. Purtroppo la relazione non dice molto di tutto ciò e, obbedendo alla vulgata di quegli economisti, quasi tutti, che non hanno saputo prevedere la crisi, chiude oggi gli occhi di fronte a una proposta chiave, per chi voglia andare al cuore del problema: ripristino dei principi della legge Glass-Steagall, finalizzata a separare l'attività delle banche tradizionali da quelle d'investimento e di affari, quindi di speculazione, e divieto dello scambio e della creazione di derivati finanziari

È stato inoltre disatteso uno dei punti cardine di quella cura da cavallo che è necessaria per il risanamento finanziario e la lotta effettiva alla corruzione con provvedimenti drastici e infine come ignorare l'impatto negativo della crisi su un problema grave come quello dell'immigrazione?

  Hans-Peter Martin (NI). - Herr Präsident! Zunächst ist dem Vorsitzenden des Ausschusses zu danken, der die Arbeit mit großem Engagement durchgetragen hat. Es ist schade, dass dieser Ausschuss nicht mehr öffentliche Beachtung gefunden hat. In ganz vielen Punkten ist auch dem, was Othmar Karas und Olle Schmidt gesagt haben, zuzustimmen: Ja, wir brauchen mehr Europa in ganz zentralen Bereichen. Äußerst unglücklich ist es aber, auf der Suche nach etwas Besonderem zu sagen, wir brauchen zunächst einmal 5 % mehr Budget. Das kann und wird nicht verstanden werden, weil damit das Pferd vom Schwanz aufgezäumt wird.

Zuerst brauchen wir diese Reformen, die, die eigentlich schon in Maastricht, spätestens in Nizza vorangebracht hätten werden sollen, und die es bis heute nicht gibt. Erst dann kann man über andere Formen von Einnahmen und vor allen Dingen von erhöhten Einnahmen sprechen. Ich denke, der wirkliche Mut hätte darin bestanden, wenn wir gesagt hätten: Zerschlagen wir die Großbanken. Setzen wir dort an, wo die Krisenursachen wirklich liegen, und suchen wir nicht einfach nur nach Mitteln für die Europäische Union.

  Sirpa Pietikäinen (PPE). - Mr President, short-term decisions can be made correctly only if the long-term calls are right in the first place and if there is a compass to guide us. This is the approach the committee has tried to take, pursuing the maximum common understanding, rather than minimalist, short-termist interest serving. I would like to thank our rapporteur, Ms Berès, and our Chair, Wolf Klinz, for doing excellent work, as well as all our colleagues who were involved.

The main message from the committee is that we need steps towards economic and monetary union, including a European treasury, to tackle the global and European imbalances of sovereign debt and to create the prerequisites for growth. We need a common tax base. We need better own resources. We need to make more effective use of our own money by increasing the EU budget in the long term and by making strategically crucial investments. And we need stronger social cohesion in order to implement the EU 2020 goals.

We need unified representation of the euro area and the EU as a whole in international forums. We need Europe to prioritise stronger, more efficient tackling of global economic governance, including better structures for financial regulation, with a stronger role for the IMF.

The committee’s work is at an end but the work of the EU towards achieving these goals is just beginning, and this is what we hope for our citizens. I invite the Commission and the Council to join Parliament in defending our citizens’ future and their well-being in these politically difficult times.

  Hannes Swoboda (S&D). - Herr Präsident! Premierminister Tusk hat heute gesagt, wir brauchen mehr Europa. Aber wie und wo? Darauf gibt der Bericht der Kollegin Berès eine Antwort. Dafür möchte ich Ihnen und auch dem Kollegen Klinz und allen Mitarbeiterinnen und Mitarbeitern herzlich danken.

Ja, die Ziele sind visionär. Sie können nicht alle umgesetzt werden, aber wir müssen die Richtung kennen, in die wir gehen wollen. Darum – verzeihen Sie, Herr Minister und Herr Kommissar – waren Ihre Antworten etwas deplatziert, weil Sie auf ein economic governance package hinweisen, das zwar sicherlich viele richtige und wichtige Dinge beinhaltet, aber von dem der Bericht ja gerade sagt, dass es ungenügend ist, was da gemacht wird. Wir müssen darüber hinausgehen. Und Sie sagen: Beschließt das economic governance package! Da ist missverstanden worden, was in diesem Bericht gesagt wird. Und nicht nur in diesem Bericht. Sie können Artikel lesen von Helmut Schmidt bis zum Nobelpreisträger Amartya Sen und vielen anderen, die Ihnen heute klar sagen: Das reicht nicht aus! Mit Hilfe dessen, was Sie machen und was wir vorschlagen, können wir nicht aus der Krise herauskommen. Es wird nichts über Wachstum gesagt. Zu glauben, das Wachstum kommt automatisch, hat sich ja schon in den vergangenen Jahren als Irrtum erwiesen. Darüber ist nichts wirklich in dem Bericht enthalten.

Und zur Beschäftigung: Die polnische Präsidentschaft hat versprochen, sie wird etwas zur Beschäftigung sagen und dafür ein Konzept vorlegen. Wir haben heute nichts davon gehört. Wir warten. Hoffentlich kommt etwas. Zur ungerechten Einkommensverteilung: Es ist nachgewiesen, dass auch die ungerechte Einkommensverteilung dazu geführt hat, dass viele Menschen Kredite aufgenommen, sich verschuldet und damit zu dieser Blase beigetragen haben, die dann die Krise herbeigeführt hat. Ich will Ihnen nicht vorwerfen, dass Sie den Bericht noch nicht gelesen haben. Ich darf Sie aufgrund all dessen aber bitten: Lesen Sie den Bericht. Nehmen Sie ehrlich dazu Stellung. Er enthält viele gute Dinge. Wir brauchen mehr zu Wachstum und Beschäftigung und zu einer gerechten Einkommensverteilung, sonst kommen wir aus der Krise nicht heraus.

  Wolf Klinz (ALDE). - Herr Präsident, liebe Kolleginnen und Kollegen! Als der Krisenausschuss im Herbst 2009 gegründet wurde, hat mancher Beobachter gesagt, er kommt zu spät. Er hätte ein Jahr vorher einsetzen müssen, die Krise sei so gut wie vorbei. Wir sind aber heute nicht im Jahr 1 oder 2 nach der Krise, wir sind im Jahr 4 der Krise. Nach wie vor. Fukushima hat gezeigt, dass alles, was schiefgehen kann, eines Tages tatsächlich schiefgeht. Ähnlich war es bei der globalen Finanzkrise. Sehr viele Negativfaktoren kamen zusammen, und wenn es nicht das entschlossene Handeln der Europäischen Union und auch der USA gegeben hätte, wäre es möglicherweise zum Allerschlimmsten gekommen, zum Supergau und damit zu einer Wiederholung der großen Rezession des letzten Jahrhunderts. Das ist zum Glück nicht passiert. Aber wir haben in Europa jetzt die so genannte Schuldenkrise oder die Euro-Krise. Und seit eineinhalb Jahren hält sie uns fest im Griff.

Ich habe den Eindruck, dass die europäischen Entscheidungsträger seit eineinhalb Jahren nicht aktiv führen. Sie reagieren auf Verwerfungen der Märkte, auf Turbulenzen in den Märkten, aber sie agieren nicht vorausschauend auf der Basis einer klaren Vorstellung, wohin sie dieses Europa führen wollen. Das ist, was fehlt. Diese Vision fehlt, und unsere Bürger haben den Eindruck, dass die Verantwortlichen im Prinzip schon wieder Business as usual betreiben: Die Profite werden privatisiert, die Verluste werden sozialisiert und die eigentlichen Probleme werden nicht angepackt. Hier greift unser Bericht ein. Er macht Vorschläge, wie die große Orientierung der zukünftigen Entwicklung der Europäischen Union und der Euro-Zone aussehen soll. Pervenche Berès hat es im Einzelnen dargestellt, und auch Othmar Karas ist darauf eingegangen. Ich kann mir hier die Vertiefung sparen.

Wichtig ist allerdings eines: Europa ist an einer ausgesprochen kritischen Wegmarke. Wenn wir jetzt nicht den richtigen Weg einschlagen, dann werden wir noch nicht einmal den Status quo der erreichten Integration verteidigen können, sondern uns in der Regression wiederfinden. Es ist wichtig, dass wir alle, die wir an Europa glauben und die Zukunft Europas gestalten wollen, uns tatsächlich auch nach außen hin als Vertreter dieser Ideen zeigen, dass wir mit den Bürgern sprechen, mit den Abgeordneten der nationalen Parlamente, und dass wir versuchen, sie für unsere Sache zu gewinnen.

  Roberts Zīle (ECR). - Vispirms gribu pateikties Wolf Klinz un pārējiem kolēģiem par darbu komitejā. Ziņojuma kompromisa kopsavilkums ir īss: vairāk Eiropas mūs visus izārstēs. Bet vai izārstēs? Ja mēs domājam, ka lielāks Eiropas Savienības budžets, bet mazāki nacionālie budžeti, vienota imigrācijas politika vai Eiropas nodokļi būs šīs „zāles”, tad mēs maldāmies. Lūk, trīs glābjamo eiro zonas valstu piemērs, kurā viss šo trīs valstu slogs tiek uzlikts šo valstu tautām un valdībām, pilnīgi neaiztiekot Eiropas Savienības aizdevēju valstu komercbanku, pensiju fondu, apdrošināšanas sabiedrību intereses, lai gan arī tām būtu jācieš daļa no šo investīciju zaudējumiem. Ar ko tas viss beigsies šajās trijās valstīs? Ar to pašu, ar ko beidzās Latvijā, jo laikā, kad Latvijā bija vislielākais IKP kritums, valstī, kas visvairāk aizdeva Latvijas investīcijās, bija vislielākais IKP pieaugums Eiropas Savienībā. Mācīsimies no pieredzes.

  Patrick Le Hyaric (GUE/NGL). - Monsieur le Président, Monsieur le Commissaire, Monsieur le Président du Conseil, les peuples européens ne sortiront pas de leurs souffrances et de leurs difficultés tant que nous n'aurons pas l'audace d'inventer du neuf, d'inverser les logiques actuelles.

Je soutiens, de ce point de vue, la proposition qu'a faite Pervenche Berès d'un audit sur les finances et les dettes publiques. Cela nécessite d'avoir le courage de s'attaquer frontalement à la question d'une nouvelle répartition des richesses, et, partant, d'augmenter le pouvoir d'achat, de maintenir les systèmes publics de protection sociale, de défendre et d'inventer de nouveaux services publics; c'est exactement le contraire de ce que vous faites.

Il faut avoir le courage de confier un rôle tout à fait nouveau à la Banque centrale européenne, consistant à restructurer les dettes des États, et à assurer le rachat de tout ou partie de celles–ci par création monétaire, et de remplacer le fonds de stabilité financière par un fonds de développement social, humain et écologique.

Il faut avoir le courage de désarmer les marchés financiers au profit d'un crédit bancaire sélectif pour l'emploi, avec des banques publiques coopérant entre elles en Europe, et de taxer la spéculation boursière et financière.

  Rolandas Paksas (EFD). - Pripažindami, kad finansų krizė sukėlė ekonominę ir socialinę krizę, kuri gali sukelti ir labai rimtą politinę krizę, turėtume imtis gerokai ryžtingesnių priemonių šalinti nedarbui ir mažinti socialinę atskirtį šalyse narėse.

Pritariu rezoliucijoje siūlomai nuostatai paraginti Komisiją atlikti griežtą visų valstybių narių finansinį auditą siekiant nustatyti jų faktinę finansinę būklę ir tai turėtų būti atlikta per kuo trumpesnį laiką, o ne po metų ar dviejų, nes situacija keičiasi gerokai greičiau, negu ją spėja apibendrinti Eurostatas.

Jeigu iš tiesų norime, kad visuomenė pasitikėtų ir patikėtų programos „Europa 2020“ galimybėmis, turėtume sukurti ne tik itin palankias skatinimo priemones ir mechanizmus, bet ir gerokai sumažinti biurokratinį administravimą supaprastinant daugelį procedūrų.

Ir dar vienas dalykas – manau, kad Komisija per kuo trumpesnį laiką turėtų parengti teisės aktų paketą, apribojantį monopolijų galimybes nepagrįstai didinti žaliavų, maisto produktų ir paslaugų kainas.

  Marine Le Pen (NI). - Monsieur le Président, le point de vue de Madame Berès, est le suivant: "si l'Europe a échoué, c'est qu'il n'y avait pas assez d'Europe". Comme à l'époque du communisme, on expliquait que, si le communisme échouait, c'était qu'il n'y avait pas assez de communisme.

Votre solution est donc "plus d'Europe", que l'Europe devienne un véritable État et qu'on en finisse avec les souverainetés nationales. Et cela doit passer par le contrôle étroit des budgets des États membres, avec le semestre européen, la répression de tout écart avec le paquet "gouvernance économique", et la création d'un ministre des finances européen levant l'impôt et émettant des euro–obligations.

Bref, le but de ce rapport n'est pas de nous sortir de la crise; c'est un alibi pour une mise sous tutelle des nations, d'abord au niveau européen, puis, in fine au niveau mondial. Le sauvetage de l'euro sert avant tout ce but et les intérêts des spéculateurs, auxquels vous offrez une aire de jeux sans précédent.

Aujourd'hui, les Grecs sont sous la férule européenne. Demain, les autres peuples la subiront, avec les résultats que l'on connaît. Votre Europe s'inspire de plus en plus de l'ex-Union soviétique, avec sa petite oligarchie de fonctionnaires non élus. Vous ne pourrez imposer vos politiques aux peuples européens que par une mise entre parenthèses de la démocratie. C'est pis encore de le constater, lorsque l'on sait que la démocratie est née à Athènes avec l'abolition par Solon de l'esclavage pour dettes que, 2600 ans après, vous rétablissez!

  Frank Engel (PPE). - Monsieur le Président, c'est après des tirades comme celle que vient de nous servir Mme Le Pen que nous nous rendons compte à quel point nous avons besoin de rapports comme celui que nous nous apprêtons à voter.

Ce rapport, contrairement à ce que soutiennent un certain nombre de collègues, n'est pas irréaliste. Ce n'est pas parce que nous disons que nous avons besoin de plus de moyens en Europe que nous devenons irréalistes. Nous le serions si nous disions que, dès à présent, nous avons les moyens de toutes nos ambitions et qu'il n'y a pas d'érosion de souveraineté nationale. L'érosion des souverainetés nationales existe et elle sert à combler les défaillances de souveraineté nationale; c'est l'Europe qui a besoin de moyens. Et si ce rapport se fait fort de procurer à l'Europe les moyens dont elle a besoin, il n'en est que plus réaliste. D'ailleurs, il faut avoir le courage de dire la vérité: le problème, ce n'est pas les citoyens de l'Europe, qui ne voudraient pas plus d'Europe; le problème, c'est l'ensemble de ces acteurs politiques, qui continuent de faire croire aux Européens qu'on pourrait faire tout cela sans l'Europe, et que c'est l'État-nation qui sera capable de résoudre tous les problèmes.

Je vous demande: Où est l'État-nation face à la pression qu'exercent aujourd'hui les agences de notation? Où est l'État-nation capable de faire reculer le rouleau compresseur de cette crise multiforme, qui est en train de mettre à mal les efforts de redressement de millions d'Européens? C'est l'Europe qui saura résoudre ces problèmes, ce n'est pas l'État-nation qui saura le faire. Il n'est plus en mesure de le faire en 2011, il ne le sera pas davantage en 2014. Nous aurons besoin de plus d'Europe, et ce rapport montre le chemin dans ce sens et nous dit comment y arriver.

  Patrizia Toia (S&D). - Signor Presidente, onorevoli colleghi, è tempo di scelte coraggiose in quest'Europa se non si vuole solo sopravvivere. La crisi ha segnato profondamente la vita reale dei cittadini europei e delle imprese e rischia, se non reagiamo, di abbassare in modo irreversibile la qualità sociale e culturale, il benessere, il futuro dei giovani e degli europei.

Altro che valori di coesione e di prosperità, uscire dalla crisi significa creare rimedi alle cause identificate: rimedi contro la speculazione, cui se necessario bisogna tagliare anche le unghie, dando regole severe ai mercati finanziari; rimedi contro la recessione; rimedi contro il modello di sviluppo squilibrato che ha posto la persona un gradino sotto il profitto; rimedi contro il rinascente nazionalismo che impedisce che l'Europa possa fare le scelte che oggi le competono.

Soprattutto è tempo di definire strumenti e risorse anche nuove per andare avanti, per accendere i motori alla crescita, con la ricerca, l'innovazione, la formazione, il sostegno agli investimenti produttivi, alle infrastrutture e al lavoro, perché senza lavoro le persone sono senza dignità e senza diritti.

Questa relazione, grazie all'on. Berès ed ai colleghi, indica una strategia possibile per un'Europa orgogliosa e consapevole del suo ruolo. Alle leadership europee, se ci sono, ora tocca la responsabilità di attuarla.

  Sylvie Goulard (ALDE). - Monsieur le Président, je voulais remercier Pervenche Berès pour le très gros travail qu'elle a accompli avec Wolf Klinz et tous les collègues de cette commission.

Je crois que nous avons besoin d'une vision à long terme, et comme cela vient d'être très bien rappelé par M. Engel, les partisans de l'État-nation – dont certains, d'ailleurs, ne sont pas gênés d'être payés par le Parlement européen pour cracher sur l'Europe – n'ont rien à offrir. Je leur rappellerai que même l'empire romain a disparu. Mais plus concrètement, nous avons besoin de cette vision, et nous avons besoin de lois immédiatement.

Je voudrais juste rebondir sur deux points, puisque la gouvernance économique a été rappelée ici par plusieurs orateurs. Chère Pervenche, la négociation n'est pas bloquée, elle suit son cours. Nous avons un Parlement démocratiquement élu, qui essaie de jouer son rôle dans la codécision, pour la première fois face au Conseil, et avec l'aide de la Commission. Nous comptons donc beaucoup sur la présidence polonaise, comme nous savons pouvoir compter sur la Commission – et je veux rendre hommage à tout le travail qui a été fait par Olli Rehn et ses équipes pour trouver des solutions. Nous sommes dans le débat, pas dans le blocage. Il n'est pas question de décider à la hâte sur de tels sujets.

Deuxièmement, je crois que, de temps en temps, il faut être conscient du travail que nous accomplissons. Je prends deux exemples: aussi bien sur les eurobonds que sur la taxe sur les transactions financières, qui ont été évoqués par Mme Berès, les choses progressent, et je tiens à souligner que la Commission a beaucoup de courage sur ces deux sujets, M. Rehn étant prêt à s'engager, si nous arrivons à trouver un accord sur la gouvernance pour les eurobonds, et le commissaire Lewandowski et le collège ayant fait le lien entre les ressources propres et la taxe sur les transactions financières. Nous travaillons; ne nous soucions pas trop des eurosceptiques, qui n'ont rien à offrir!

  Ilda Figueiredo (GUE/NGL). - Senhor Presidente, num momento em que discutimos este relatório sobre a crise financeira, económica e social, queremos aqui deixar o nosso mais vivo protesto contra os chamados pacotes de resgate liderados pela Comissão Europeia, pelo Banco Central Europeu e pelo Fundo Monetário Internacional que estão a ser aplicados na Grécia, na Irlanda e em Portugal.

De facto, trata-se de uma grave ingerência e submissão destes países, cujos pobres estão sujeitos a políticas de austeridade e de rapina dos trabalhadores, reformados e de outras camadas populares, apenas para favorecer o sector financeiro internacional e grupos económicos, que pretendem apoderar-se de empresas estratégicas a baixo custo através da sua privatização. Tais pacotes, alicerçados nas políticas neoliberais, no reforçado Pacto de Estabilidade e Pacto para o Euro+, na chamada governação económica e na Estratégia 2020, acompanhadas das liberalizações e ataques a direitos sociais e laborais, estão a provocar a recessão nestes países, mais desemprego, mais desigualdades sociais e mais pobreza, pelo que se impõe uma urgente ruptura e mudança de políticas. Por isso, aqui manifestamos a nossa solidariedade aos povos e trabalhadores destes países que estão em luta contra estas políticas.

  Илиaна Ивaнова (PPE). - Уважаеми колеги, почти две години след създаването си Специалната комисия по финансовата, икономическа и социална криза представя своя окончателен доклад, който според мен е един от най-важните документи с дългосрочна визия, които Европейският парламент постигна благодарение на усилената работа, много търпение и сътрудничеството между политическите групи. За мен са важни няколко акцента в този дебат.

Първо, решаване на въпроса с високите нива на публична задлъжнялост, които имаме днес в някои страни членки. Всеки от нас добре знае, че няма безплатен обяд и рано или късно някой трябва да плати сметката. Затова не само някои, но всички държави-членки трябва да поемат отговорност и да намалят държавните си разходи, за да достигнат приемливи равнища на дефицити. Разбира се, това не е решение само по себе си, водещо до икономически растеж, но то е важна предпоставка към осигуряване на финансова стабилност за бизнеса и европейските граждани.

Второ, въпросът за конкурентоспособността. Усилията ни към увеличаване конкурентоспособността на европейската икономика трябва да са насочени към завършване на единния пазар, отключване на потенциала за растеж и създаване на работни места. За да стане това, според мен един от начините е да запазим данъчната конкуренция в Съюза, защото така можем да гарантираме оптимална среда за бизнеса, което ще доведе и до повече инвестиции.

Не на последно място, новите страни членки, които не са част от еврозоната, трябва да участват наравно с останалите страни във вземането на решения за бъдещето на Съюза. Аз също като повечето мои колеги вярвам, че отговорът за изход от кризата е повече Европа и интеграция. Благодаря на всички колеги за тяхната работа през тези две години. Радвам се, че бях част от тази комисия.

  Άννυ Ποδηματά (S&D). - Κύριε Πρόεδρε, με την τελική έκθεση για την κρίση το Ευρωπαϊκό Κοινοβούλιο αποδεικνύει ότι σε μία εξαιρετικά δυσμενή συγκυρία για την Ευρωπαϊκή Ένωση μπορεί και στέκεται στο ύψος των περιστάσεων. Και θέλω με την ευκαιρία να συγχαρώ την εισηγήτρια για την εξαιρετική δουλειά της.

Η έκθεσή της αναλύει σε βάθος τα αίτια της κρίσης και προτείνει συγκεκριμένες, φιλόδοξες και περιεκτικές προτάσεις για την έξοδο από την κρίση. Εάν αυτή η προσέγγιση, αυτές οι προτάσεις, υιοθετούνταν από το Συμβούλιο, είναι βέβαιο ότι όχι μόνο να διαχειριζόμασταν την κρίση αποτελεσματικά αλλά θα θωρακίζαμε την Ένωση και την Ευρωζώνη από μελλοντικές κρίσεις, θα την ενισχύαμε θεσμικά και πολιτικά και, το κυριότερο, θα ήμασταν σε θέση να αποκαταστήσουμε την αξιοπιστία της στα μάτια των Eυρωπαίων πολιτών και να ξανακερδίσουμε την εμπιστοσύνη τους στο κοινό ευρωπαϊκό μας μέλλον.

Μέσα από συγκεκριμένες προτάσεις, όπως είναι η ενίσχυση, με συγκεκριμένα μέτρα, της απασχόλησης, η έκδοση ενός συστήματος ευρωομολόγων, ο φόρος επί των χρηματοπιστωτικών συναλλαγών, η έκθεση αυτή στέλνει ένα ισχυρό μήνυμα ότι χρειαζόμαστε περισσότερη και ισχυρότερη Ευρώπη.

  Burkhard Balz (PPE). - Herr Präsident! Nach zwei Jahren haben wir nun endlich den Bericht des CRIS-Ausschusses vorliegen, und ich möchte mich sehr herzlich bei der Berichterstatterin Berès und dem Ausschussvorsitzenden Klinz für die Arbeit bedanken. Aber ich muss auch sagen: Nicht zuletzt durch den Einsatz unseres Koordinators der EVP-Fraktion, Othmar Karas, von Frank Engel und auch unserer Schattenberichterstatterin Sirpa Pietikäinen haben wir einen guten Text erreichen können.

Der Krisenausschuss war ursprünglich für die Ursachenanalyse gedacht und dafür, langfristige Empfehlungen abzugeben. Wir haben nun fünf konkrete Empfehlungen zu fünf Hauptthemen formuliert. Darüber hinaus analysiert der Bericht notwendige Schritte in den Bereichen Wettbewerbsfähigkeit, Energiepolitik, EU-Binnenmarkt, Migration und Forschung, bei der Unterstützung für die kleinen und mittleren Unternehmen und bei den Themen Besteuerung, Beschäftigung und Ausbildung. Aus meiner Sicht ist es deswegen jetzt entscheidend, was wir aus diesen guten Empfehlungen machen. Es reicht nicht aus, notwendige Schritte zu formulieren – nein, wir müssen jetzt auch etwas tun.

Die EU-Institutionen müssen eine stärkere Rolle bei der Gestaltung und Realisierung gemeinsamer Maßnahmen haben. Die EU ist aus meiner Sicht an einem Scheideweg. Entweder wir entscheiden uns, den nächsten Schritt der Integration zu machen, oder die EU driftet aufgrund der bestehenden wirtschaftspolitischen Divergenzen auseinander. Denn auch wenn der CRIS-Ausschuss seine Tätigkeit nun beenden muss, ist die Krise noch nicht vorbei. Die Schuldenkrise stellt aktuell eine massive Herausforderung für uns dar. Dieser Herausforderung müssen wir uns jetzt stellen. Das werden wir sicherlich auch in den nächsten Monaten im Wirtschafts- und Währungsausschuss des Parlaments tun.

  Liisa Jaakonsaari (S&D). - Arvoisa puhemies, eräs huomattava taloustieteen professori sanoi kerran, että mitä kauemmin nuoret opiskelevat taloustieteitä, sitä röyhkeämmäksi he tulevat. Eli kysymys on se, mistä tulevat nämä röyhkeät pankkiirit, ahneet sijoittajat, epäoikeudenmukaiset luottoluokittajat jne. He tulevat yliopistoista, oppilaitoksista, täältä meidän keskuudestamme, ja sen takia juuri tarvitaan pelisääntöjä ja sääntöjä, joilla tätä ahneutta hillitään. Ja niitä tarvitaan nyt Kreikassa, niitä tarvitaan Euroopassa, ja jopa Yhdysvalloissa tarvitaan uusia pelisääntöjä. Minusta tämä mietintö on erittäin hyvä asia, samoin komission sitoutuminen siihen, että luodaan sekä pitkän että lyhyen tähtäimen uusia pelisääntöjä.

Mutta korostan sitä, että Eurooppaa haittaa yksimielisyyden puute, koska nyt pitää tehdä päätöksiä, jotta kansalaiset ja markkinat vakuutetaan siitä, että homma on hanskassa. Korostan myös paitsi tämän yksimielisyyden puutetta myös tietyllä tavalla hyveen vajetta. Aivan kuten Berès sanoi, niin onhan se kummallista, että mitään ei ole opittu. Esimerkiksi pankinjohtajien bonukset, jotka johtivat vääriin päätöksiin, vain kasvavat tällä hetkellä, eli mitään ei ole opittu.

Minusta tämä on erittäin tärkeä mietintö, ja siitä löytyvät nämä globaalit ratkaisut, eurobondit, uusi talouspolitiikan turvaneuvosto ja tämän hetken ratkaisut. Onnittelut Berèsille ja puheenjohtaja Klinzille!

  Regina Bastos (PPE). - Senhor Presidente, começo por felicitar a relatora e todos que contribuíram para alcançar este trabalho. Não há dúvidas de que este relatório constitui e constituirá uma referência no que diz respeito às recomendações e às respostas sólidas e coordenadas aos desafios da crise. Se há conclusão que se pode tirar, é de que a crise que vivemos só será ultrapassada com o aprofundamento da integração europeia.

Num tempo de graves dificuldades financeiras, económicas e sociais e de dolorosas medidas de austeridade em alguns Estados-Membros, como no meu país, Portugal, é uma tentação o refúgio numa atitude proteccionista e nacionalista. Mas isso é um erro. A resposta europeia à crise passa por um verdadeiro governo económico europeu que persiga o crescimento sustentável, promova a criação do emprego e desenvolva a economia social de mercado, dando respostas a longo prazo com objectivos definidos com os quais os Estados-Membros se identifiquem.

A estratégia de saída da crise precisa de ser financiada com um orçamento comunitário suficientemente ambicioso. Para se evitar uma nova crise da dívida soberana e do euro, é necessária uma coordenação mais estreita em matéria de políticas orçamentais, bem como a criação de um sistema de emissão de títulos da dívida pública e de euro-obrigações.

Termino sublinhando que, neste período difícil, é também necessário manter os níveis de protecção social, sobretudo para os cidadãos mais vulneráveis.

  Kinga Göncz (S&D). - Az utóbbi időszak egyik legfontosabb jelentését tárgyaljuk, és az Európai Parlament az első olyan intézmény, amely részletes véleményt fogalmaz meg a válság okairól, a kivezető utakról és arról, hogy hogyan tudjuk elkerülni egy következő válság bekövetkeztét, és arról is, hogy mit jelent a több Európa, amit többször említünk az utóbbi időben. Lassan, nehézkesen születnek meg a döntések az eurózóna megerősítésére vonatkozóan és jó, hogy a Parlament letette az elképzeléseit is ezzel kapcsolatban. Nem engedhetjük meg, hogy a belső egyensúlytalanságok aláássák az európai projektet. Ragaszkodnunk kell az együttműködést, szolidaritást hangsúlyozó alapelveinkhez az eurózónán belül és az eurózónán kívül is. A Berès-jelentés fontosnak ítéli a jóléti vívmányok és a szociális támogatások rendszerének megőrzését, amelyek gazdasági stabilizátorok is. A 2020-as stratégiában lefektetett célokat csak megfelelő pénzügyi források megtámogatásával tudjuk elérni, ezért fontos, hogy a jelentés felszólít az uniós költségvetési források hosszú távú jelentős emelésére.

  Iuliu Winkler (PPE). - Mr President, I would like to join the line of those welcoming this report, especially its practical recommendations. With this report, our Parliament shows vision and provides concrete policy tools to address challenges to come. It provides a focus for the EU 2020 Strategy by addressing the new job creation objectives. This is just one of the many important contributions of the EPP Group to this report. It calls for a new generation of EU funding programmes to support innovative and job-creating SMEs.

Education and youth are core elements of the EU 2020 Strategy. They will remain a foundation of our efforts to promote innovation, growth and sustainability. Without the implementation of the educational policy tools, the EU 2020 Strategy will fail. This report paves the way for a new EU internship programme involving both the private sector and SMEs, and proposes the introduction of a European innovation scholarship, which should contribute to the fostering of the knowledge and skills of those employed in innovative sectors.

I am confident that this House will support the crisis report with a large majority. Therefore, I urge the European Commission and the Member States to consider the rapid implementation of the specific programmes in the field of SMEs and education strategy.

  Antolín Sánchez Presedo (S&D). - Señor Presidente, la crisis actual es la más grave desde que existe la Unión Europea y la primera desde la creación del euro.

Su complejidad y profundidad obligan a replantear las bases de una economía y de una globalización sin control ni responsabilidad. Además, tensiona el modelo social europeo y se suma a los desafíos de competitividad, envejecimiento y cambio climático.

No se resolverá espontáneamente, ni a escala nacional. Exige una respuesta política y proseguir una acción decidida y sostenida a escala europea e internacional.

La creación de la Comisión Especial sobre la Crisis Financiera, Económica y Social demuestra el compromiso del Parlamento, con una respuesta democrática, para superar una crisis que todavía no ha terminado.

El informe Berès aborda los problemas de la deuda soberana, los desequilibrios globales y la construcción de una gobernanza global, los pasos hacia un nuevo sistema monetario internacional, las acciones necesarias para cumplir los objetivos de la Estrategia Europa 2020 y criterios para repensar el futuro de la Unión Europea.

El hilo conductor es que «la unión hace la fuerza». La Unión Europea no puede desaparecer cuando más se la necesita, ni resignarse a la irrelevancia. Los ciudadanos deben saber que la Unión Europea aportará valor para su futuro y los Estados miembros han de saber que apoyará sus procesos de reforma.

La Unión Europea debe contar para ello no con retórica, sino con un tesoro: un presupuesto potente basado en recursos propios, la lucha contra la evasión fiscal y la emisión de eurobonos. Por eso apoyo el informe, para que la Unión Europea cuente en el mundo.

  Vito Bonsignore (PPE). - Signor Presidente, onorevoli colleghi, l'obiettivo che ci eravamo posti non è stato del tutto raggiunto, a mio giudizio.

Questa relazione non ha completamente assolto allo scopo della Commissione: analizzare le cause della crisi e proporre strumenti utili al rilancio dell'economia. La connotazione e l'evolversi di questa crisi, che è stata dapprima finanziaria, poi economica e ora anche drammaticamente sociale, ci ha imposto e ci impone una cautela chirurgica nelle proposte. Il nostro compito è sostenere misure che evitino il ripetersi di nuove crisi economiche e siano uno stimolo effettivo di crescita.

Nel testo in esame sono contemplate talune misure che potrebbero soddisfare questi compiti, ma solo se attuate nell'immeditato e con le necessarie risorse. Mi riferisco alla cosiddetta Tobin tax, alle obbligazioni per le infrastrutture, ad azioni a sostegno delle piccole e medie imprese o ancora alla necessità di ampliare le reti europee di trasporto e di realizzare il mercato unico.

La macchina europea continua ad essere troppo lenta nella sua attività, molto spesso si adotta una politica in forte ritardo. C'è bisogno di più Europa, c'è bisogno di un'Europa più aderente alle reali necessità. Un'Europa timida, divisa e pervasa da iniqui nazionalismi ci rende troppo deboli nell'era della globalizzazione e continua a favorire gli speculatori, che in questi anni hanno trovato nel nostro continente terreno fertile per i loro interessi.   Elisa Ferreira (S&D). - Senhor Presidente, Senhor Comissário, Presidência em exercício, é habitual dizer-se que as crises ajudam a reforçar a Europa. Historicamente assim foi, mas hoje não estou tão certa de que isto continue a ser verdade. O modo lento, improvisado e reactivo como a União está a reagir à crise grega agrava a situação todos os dias e alastra o contágio e a falta de confiança na União e na sua moeda de modo assustador. Isto apesar de os problemas na zona euro resultarem de falhas óbvias na construção da moeda única, que hoje se concentram nos seus elos mais frágeis.

Para que a actual crise resulte no fortalecimento da União, é necessária uma visão estratégica, como houve no passado, e que, infelizmente, nem a Comissão nem o Conselho, têm sabido imprimir ao programa e ao projecto europeu.

Este relatório do Parlamento dá-nos, no entanto, esta visão: mais Europa e não menos é a solução. O Parlamento relembra que o mercado e a moeda única geram divergências insuportáveis entre as economias, que têm de ser contrariadas por políticas específicas. Reconhece que o funcionamento do euro requer um orçamento europeu reforçado por recursos próprios, requer uma agência europeia de emissão solidária de dívida, capaz de proteger os Estados da especulação dos mercados e de lhes fornecer crédito a preços e prazos razoáveis, reconhece ainda que os diplomas e a transferibilidade dos trabalhadores entre países requer um reconhecimento mútuo dos direitos sociais e das pensões. O Parlamento uniu-se para mandar mensagens claras, esperemos que a Comissão e o Conselho as ouçam.

  Krišjānis Kariņš (PPE). - Bērnībā es reiz sacentos ar diviem draugiem skriešanā un uzvarēju. Pirmais draugs atrada visādus iemeslus, kāpēc viņš zaudēja — saulē acīs, kājas slīdēja utt. Otrais draugs atzina, ka viņš zaudēja vienkārši tādēļ, ka viņš lēni skrien. Šis ziņojums no CRIS komitejas ir nedaudz kā mans pirmais draugs, kas mūsu nelaimēs atrod visādus vainīgos — reitinga aģentūras, federālā budžeta trūkums utt. Bet īstenībā mūsu problēmas ir diezgan vienkāršas un tikai divas — konkurences trūkums Eiropas līmenī un pārmērīgi lieli budžeta deficīti. Ja mēs pārvarēsim konkurences trūkumu, stiprinot vienotu kopējo tirgu, un atrisināsim dalībvalstu pārmērīgi lielo budžeta trūkumu, tad mēs varēsim atrisināt Eiropas problēmas.

  Monika Hohlmeier (PPE). - Herr Präsident, liebe Kolleginnen und Kollegen! Erst einmal möchte ich mich ganz herzlich bei der Berichterstatterin und auch bei Herrn Klinz und im besonderen bei unserem Koordinator Othmar Karas bedanken, der dafür Sorge getragen hat, dass dies nicht nur ein ausgewogener Bericht ist, sondern auch viele Bereiche darin stehen, die wirklich lesenswert und für die Zukunft der Europäischen Union der 27 Mitgliedstaaten notwendig und richtig sind. Es ist nämlich in einem globalen Wettbewerb nicht mehr möglich, dass jeder Mitgliedstaat für sich nur noch auf Wettbewerb setzt. Ich halte Wettbewerb für wichtig und für ein notwendiges Instrument. Ich halte es aber auch für wichtig, dass wir 27 gemeinsame Strategien auf den globalisierten Finanzmärkten und gegenüber unseren großen Konkurrenten von den anderen Kontinenten haben.

Ich bin nicht pauschal für mehr Europa, aber ich bin für ein Mehr an Europa dort, wo letztendlich nur die 27 miteinander erfolgreich sein können. In diesem Zusammenhang haben wir wesentliche Punkte im Bereich der Finanzmärkte angesprochen und darauf hingewiesen, dass wir im Besonderen nicht mit bloßem Geldhandel mehr Wirtschaftswachstum erreichen, sondern nur durch koordiniertes und nachhaltiges Wirtschaften. In diesem Sinne halte ich diesen Bericht für sehr gut.

  Bendt Bendtsen (PPE). - Hr. formand! Betænkningen giver en realistisk nutidsanalyse af faldende produktion, højere arbejdsløshed, stor offentlig gæld og behov for gennemgribende reformer, der skal genskabe Europas konkurrenceevne. Den lægger mere vægt på et integreret indre marked, bedre finanspolitiske koordineringer og på at udrydde virkningsløse tilskud og bekæmpe ineffektiv pengestøtte.

Jeg er yderst tilfreds med et kapitel om de små og mellemstore virksomheder, der betyder meget for væksten i Europa. Det er jo ikke noget, vi kan blive uenige om. Desværre er der meget få borgere i medlemslandene, der ønsker det superføderalistiske tiltag, som betænkningen desværre også lægger op til. Her tænker jeg selvfølgelig på paragraf 99 og ændringsforslag med henvisninger til behovet for et EU-budget svarende til 5-10 % af Unionens budget. Det er et utrolig dårligt og useriøst forslag, som skygger voldsomt over det gode – det er ude af trit med hovedparten af borgerne i medlemslandenes ønsker.

  Thomas Mann (PPE). - Herr Präsident! Mit dem heutigen Dokument endet das zweite Mandat unseres Sonderausschusses. Während wir im ersten Bericht aktuelle Lösungen entwickelt haben – Bankenabgabe, Zertifizierung von Hedgefonds, Finanztransaktionssteuer –, geht es jetzt um Visionen über 2013 hinaus: Regeln für effektives Krisenmanagement, vertiefte Integration zwischen den Staaten, Nachhaltigkeit in der Beschäftigungs- und Wachstumspolitik. Haushaltsdisziplin muss zum neuen Volkssport werden, von der regionalen bis zur europäischen Ebene. Die jahrelange Aushöhlung des Stabilitäts- und Wachstumspakts muss abgelöst werden von einem robusten Überwachungssystem, dem sich kein Euroland mehr entziehen kann.

Entscheidungen sind gefragt. Ist ein europäisches Finanzministerium, wie es EZB-Präsident Trichet empfiehlt, nötig? Kommen die Eurobonds, bei strikter Einhaltung von Vorgaben? Wird sich der ESM zur europäischen Schuldenagentur entwickeln? Wie kann die Dominanz der oft völlig falsch liegenden Ratingagenturen gebrochen werden? Wie sieht eine stabilere Beteiligung der Banken an der Krise aus? Wir brauchen keine durch Ängste entstandene Renationalisierung, wir brauchen mehr Europa!

  Miroslav Mikolášik (PPE). - Počas hospodárskej a sociálnej krízy pociťujeme vo všetkých oblastiach silnejúcu potrebu lepšieho využitia finančných prostriedkov, prepojenia a synergie medzi jednotlivými oblasťami politiky Únie a v neposlednom rade aj lepšie zosúladenie lokálnych, regionálnych a národných rozpočtov s rozpočtom Európskej únie.

V tomto kontexte zohráva významnú rolu aj politika súdržnosti, ktorá musí byť podľa môjho názoru bližšia občanom Európskej únie, keďže v súčasnosti až dve tretiny verejných investícií v Európe zostáva na nižšej ako celoštátnej úrovni.

Silnejúce právomoci a s nimi ruka v ruke idúce zodpovednosti, teda regionálnych a miestnych orgánov, otvárajú možnosti vykonávaní verejných investícií na tej úrovni správy, ktorá je najúčinnejšia. Z tohto dôvodu je nevyhnutné, aby bola posilnená vertikálna spolupráca medzi jednotlivými zložkami verejnej správy za účelom dosiahnutia inteligentného, udržateľného a inkluzívneho rastu.

  Robert Atkins (ECR). - Mr President, the way that we are running this Parliament is becoming increasingly shambolic. That is no reflection on you, Mr President, because I know you try very hard to move us along.

We were told that votes would be at 12.30; we now cannot predict when the votes will be. Can we not come to a conclusion at the Conference of Presidents that there will be a fixed voting time every day there is a sitting, so that we all know where we stand, the President in the chair can cut people off at the right time, and if necessary the debate can be adjourned so Members can come back after the votes? Otherwise, we are looking increasingly pathetic.

  Ana Gomes (S&D). - Se a Comissão e o Conselho continuam a medicar as metástases, como o défice e a dívida pública, ignorando o cancro que é o desemprego e a divergência macroeconómica na zona euro, vão deixar que a doença mate o paciente se ele não morrer antes da cura, porque a vossa receita de austeridade e juros punitivos só alimenta os especuladores e nunca permitirá por si só à Grécia e a outros Estados-Membros voltarem a crescer e a criar riqueza sequer para pagar as dívidas.

Os países mais fortes e maiores, beneficiários da zona euro e do mercado interno, como a Alemanha, podiam e deviam ser solidários, mas só têm desajudado, a começar por declarações pateticamente provocatórias dos especuladores. O relatório Béres aponta o caminho para o New Deal que salve a Europa: eurobonds, mais governação económica e mais recursos próprios para a União Europeia e, sobretudo, boa governação política para regular o sector financeiro e disciplinar e controlar os paraísos fiscais. O que espera o Conselho e a Comissão para obrigar os bancos europeus a reportar os valores que os bancos ajudaram a desviar, nos últimos três anos, para paraísos fiscais da Grécia, de Portugal e da Irlanda?

  Alfreds Rubiks (GUE/NGL). - Ziņojumā pareizi minēts, ka vieni no finanšu un ekonomikas krīzes vaininiekiem ir bankas un finanšu spekulanti. Nepieciešams stingrāk veikt finanšu darījumu kontroli un banku uzraudzību. Valdošās elites arī manā Latvijā redz izeju no krīzes, uz iedzīvotāju rēķina palielinot nodokļus un pasliktinot sociālo stāvokli dalībvalstīs, savukārt krīzes vaininieki — bankas un spekulanti — turpina saņemt ienākumus no spekulatīviem darījumiem, kurus vajadzētu aplikt ar lielāko progresīvo nodokli. Eiropas sociālais modelis ir jābalsta uz sociālo garantiju principiem, nepieļaujot algu, pensiju un pabalstu samazināšanu vai pat atņemšanu, kā arī darbinieku atlaišanu.

  Olli Rehn, Member of the Commission. − Mr President, thank you for the very substantive and responsible debate facilitated by the excellent report by Ms Berès.

I fully agree with those such as Ms Jaakonsaari who say that we need to express unity in our policy-making at this critical juncture. We need unity to overcome the current crisis and we need creativity and courage in pursuing a substantive debate on Europe in the day after tomorrow.

One of the issues is Eurobonds, and that is very much linked to the overall reform of economic governance.

  Olli Rehn, Member of the Commission. − Mr President, I want to say a few words about Eurobonds and the governance reform in relation to the growth policies referred to in Ms Berès’ report. I want to underline one important point about Eurobonds, namely that this House will get a very meaty and substantial response from the Commission about the way forward on Eurobonds, at the latest six months after the Council and Parliament reach agreement on the economic package.

We have already promised – and I can assure you again – that, as soon as we have agreement on the package, the brightest and best minds of the Commission’s Directorate-General for Economic and Monetary Affairs will be put to work on a very substantive report for this House, which you will have on your desks within six months. This sequence is simply a matter of common sense. If we do not have stronger economic governance and greater discipline in the euro area in particular, what real hope is there that Eurobonds will take off and will deliver the benefits your report anticipates?

Without prior serious reform of economic governance, and real discipline and economic coordination, Eurobonds would quickly turn to junk bonds.

Next, on the reform package, I am sorry some of you do not share the Commission’s view that the package should be one of our key priorities at this critical juncture. However, I am encouraged by those of you who do share that view. I make no apology for returning to this issue from a different angle.

Any programme of reform needs to be prioritised and sequenced. If you are addressing a problem, you need, as the first priority, to tackle its root cause. Therefore, we have to ask whether we are in the mess we are in because we did not have a different arrangement for external representation of the euro area. The answer is ‘no’. Are we in this mess because Germany and Italy issued their own debt instruments? No. Are we in this mess because of inadequate investment in tertiary education? No. These are all important issues, but let us recall that we are in this mess mainly because of fiscal indiscipline, even in good times, and because we failed to identify and act on important macroeconomic imbalances. We are where we are because we did not have sufficient commitment from the Member States to meeting their European obligations, and because the economic leg of economic and monetary union has always been too weak.

If we cannot see this, and if we cannot act decisively to remedy it, then all of the rest is just rearranging the deckchairs on the Titanic. The legislative package is all about putting the ‘economic’ back in economic and monetary union. Assuming that we get through this current crisis, which is not a foregone conclusion, it is all about preventing the next crisis. It is really fundamental. It is about the Community method; it is about economic stability, the foundations of sustainable growth and improving employment; and it is about European coordination and solidarity.

In short, it is about keeping the European project alive and kicking.

  Ludwik Kotecki, Urzędujący Przewodniczący Rady. − Panie Przewodniczący, Panie Posłanki, Panowie Posłowie! To jest początek polskiej prezydencji, sześciomiesięcznej prezydencji – i z tego punktu widzenia sześć miesięcy może wydawać się okresem dosyć krótkim – ale wszyscy widzimy, jakie jest tempo zmian, jakie jest tempo wydarzeń w chwili obecnej, szczególnie w sferze ekonomicznej i finansowej.

Stąd mamy przed sobą te poważne wyzwania i chciałbym podkreślić, że odnośnie do głównych punktów agendy Parlamentu Europejskiego, Rady i Komisji Europejskiej są one takie same. Priorytety są takie same, wspólne. Oczywiście każda ze stron powinna – i na pewno będzie to robić – pokazywać swój punkt widzenia na poszczególne kwestie, ale jestem przekonany, że dzięki wspólnym działaniom Unia Europejska poradzi sobie z trudną sytuacją, której doświadczamy obecnie. Jesteśmy – działając jako polska prezydencja, jako bezstronny uczestnik – zdeterminowani do pomocy i ułatwienia wzajemnego zrozumienia racji i osiągnięcia porozumienia. I w tym kontekście w szczególności na pierwszy plan wysuwa się kwestia tzw. sześciopaku, który jest w szczególności tym elementem, który ma zapobiec w przyszłości powtórzeniu się sytuacji takiej, którą mamy obecnie.

Jeszcze raz chciałbym podziękować za sprawozdanie, za debatę oraz za wszelkie uwagi i komentarze.
