2. Verklaring van de Voorzitter

  Przewodniczący. − Koleżanki i Koledzy! Panie i Panowie! Witam Wszystkich Państwa po wakacyjnej przerwie. Mam nadzieję, że odpoczęliśmy, chociaż te wakacje były inne niż te poprzednie. Śledziliśmy podczas wakacyjnej przerwy rozwój wypadków w Unii i na świecie. Były one dla nas ważne, także w czasie wakacji.

W sprawie działań związanych z kryzysem gospodarczym byłem w stałym kontakcie z polską prezydencją. Omawialiśmy na bieżąco sytuację i ewentualność reagowania. Dnia 29 sierpnia – jak Państwo wiecie – odbyło się specjalne posiedzenie komisji ECON z udziałem komisarza Rehna, prezesa Tricheta, premiera Junckera i ministra Rostowskiego. Za dwa dni, w środę, omawiać będziemy sprawozdanie z działań antykryzysowych Komisji, które przedstawi przewodniczący Barroso, a pod koniec września, na następnej sesji, będzie gościł w Parlamencie przewodniczący Eurogrupy – premier Juncker.

Ostanie tygodnie przybliżyły nas także do pomyślnego zakończenia walk w Libii. Możemy z pewnością powiedzieć, że od samego początku wydarzeń Parlament Europejski stał po właściwej stronie. Nasze jednoznaczne wezwanie do obrony ludności cywilnej, wyrażone w przyjętej w marcu rezolucji, zostało zrealizowane. Teraz musimy zrobić wszystko, by Unia Europejska skutecznie pomogła Libijczykom odbudować swój kraj, wprowadzając go na drogę demokracji. Chciałbym również przypomnieć, że przewidziana jest dyskusja na ten temat podczas sesji Parlamentu, w czasie której będziemy mogli rozwinąć ten temat.

  Guy Verhofstadt, on behalf of the ALDE Group. – Mr President, on a point of order, because you have mentioned everything that has happened concerning the euro crisis.

I want to put a question to you and also to ask what initiative we should take. Is it true that tomorrow we will see the Italian Prime Minister, Mr Berlusconi, here in Parliament? On what issue, I do not know and I shall not discuss the reasons for that, but my question is: is it true? And if it is true that you will see him, do you not think that it is necessary to ask that he also meet the competent committee about his austerity plan – that is the ECON Committee – as Mr Papandreou did? Mr Papandreou also came to Parliament about his austerity plan and then he came directly to the Crisis Committee to explain his plan. It was a very positive meeting.

I do not know why Mr Berlusconi is coming tomorrow, but if he is coming to see you concerning his austerity plan, my request to you is that he appear before the competent ECON Committee to explain his measures and the way Italy will apply the Stability Plan.

  Rebecca Harms, im Namen der Verts/ALE-Fraktion. – Herr Präsident! Ich möchte die Intervention des Kollegen Verhofstadt im Namen meiner Fraktion unterstützen. Ich möchte aber die Frage stellen, ob sich die europäischen Institutionen einen Gefallen damit tun, Herrn Berlusconi an einem Tag zu treffen, an dem er eigentlich wegen des Vorwurfs im Zusammenhang mit der Prostitution von Minderjährigen in Italien vor Gericht erscheinen sollte.

(Beifall)

Wenn wir Wert darauf legen, dass die europäischen Institutionen in Italien ernst genommen werden – und das ist jetzt wirklich dringend notwendig –, dann sollten wir mit Herrn Berlusconi nicht ein Vorgehen wählen, das es ihm ermöglicht, wieder einmal einen Gerichtstermin in Italien ausfallen zu lassen. Ich würde Sie bitten, Herr Buzek und Herr Barroso, wirklich zu überlegen, ob Herr Berlusconi sich ausgerechnet an diesem Tag, an dem in Italien ein Gerichtstermin für ihn angesetzt ist, mit Ihnen hier treffen muss. Diese Gespräche, auch mit den genannten Ausschüssen, könnten durchaus auch an anderen Tagen in dieser Woche stattfinden.

  Mario Mauro, a nome del gruppo PPE. – Signor Presidente, onorevoli colleghi, prendo atto innanzitutto della proposta del presidente Verhofstadt, che mi sembra profondamente ragionevole, e sono sicuro che se il Parlamento vorrà invitare il presidente del Consiglio italiano in una qualsiasi circostanza che possa essere concordata, credo che il governo italiano faccia bene, come infatti testimonia la visita di domani del presidente Berlusconi alle istituzioni europee, a rendere conto di quanto sta facendo.

Sono invece sorpreso, lo devo ammettere, del tono intimidatorio della collega Harms: vorrei che ci ricordassimo che Silvio Berlusconi, ancorché essere simpatico o antipatico a qualcuno, è il presidente del Consiglio di un paese che è in Europa ed è in Europa in ragione della sua storia e dell'amore per la democrazia! e vorrei che ricordassimo che non è il gruppo dei Verdi che stabilisce chi deve incontrare il Presidente del Parlamento europeo! e non è il gruppo dei Verdi che dà le patenti di democrazia in quest'Aula!

Per cui inviterei la collega Harms a essere più misurata e a ricordare che, nell'ambito della visita che domani il presidente Berlusconi rende alle istituzioni europee, è più che legittimo che chieda di incontrare anche il Presidente del Parlamento europeo.

  Werner Langen (PPE). - Herr Präsident! Könnte es vielleicht sein, dass Herr Berlusconi morgen auch kommt? Ich habe eben erst von Herrn Mauro erfahren, dass er morgen kommt – weil er der Erste sein will, der Herrn Schulz zu seiner morgigen Nominierung gratuliert. Könnte das der Fall sein?

(Heiterkeit)

Ich habe ein anderes Anliegen, Herr Präsident. Am Mittwoch findet von 14.00 bis 15.30 Uhr hier im Plenarsaal eine so genannte für alle offene Sitzung der Konferenz der Präsidenten statt. Wir werden unsere Plenarsitzung verkürzen, um einen internationalen Beamten anzuhören. Bisher war es der Fall, dass der Plenarsaal Staats- und Regierungschefs, Ratsvorsitzenden etc. vorbehalten war. Ich finde es eine Ungeheuerlichkeit, dass wir unsere Plenarsitzung verkürzen, weil irgendjemand in diesem Haus vorgeschlagen hat, anstelle der Plenarsitzung einen Beamten anzuhören. Ich bitte Sie sehr nachdrücklich, dass Sie die Plenarsitzung um 15.00 Uhr beginnen lassen und die Debatte über die Verschuldungskrise den ganzen Vormittag geführt werden kann.

  Przewodniczący. − To będzie decyzja Konferencji Przewodniczących. Dziękuję za zwrócenie uwagi na tę sprawę. Odnośnie pierwszej sprawy, którą poruszali Państwo: z informacji, które posiadam wynika, że premier Berlusconi nie przyjeżdża z oficjalną wizytą do Parlamentu Europejskiego. Ja nie mam żadnej informacji o oficjalnej wizycie premiera Berlusconiego w Parlamencie Europejskim. Mogę Państwa o tym z całą powagą zapewnić.

Proszę Państwa! Chciałem przejść do kolejnej informacji. Jutro w Parlamencie Europejskim powitamy prezydenta sprawującej prezydencję w Radzie Unii Europejskiej Rzeczpospolitej Polskiej pana Bronisława Komorowskiego, który wygłosi przemówienie podczas uroczystego posiedzenia o godz. 12.00.

Dnia 15 września przypada ustanowiony przez Zgromadzenie Ogólne ONZ Międzynarodowy Dzień Demokracji. Aby demokracja nie była zagrożona, należy jej stale strzec, pielęgnować i promować ją w świecie. To jeden z głównych celów działalności Parlamentu Europejskiego, najbardziej demokratycznej z Instytucji unijnych.

I will read the following information in English. I strongly condemn the violence organised on 2 July against our colleague, Sajjad Karim MEP, in the United Kingdom. His private house was attacked by around 30 protestors from an extremist organisation. They entered his property carrying anti-Islamic placards, while shouting at him and filming his house. Mr Karim was at home with his wife and children when this happened.

We must at all times be very clear and always strongly condemn such incidents, especially when they are hate crimes. Such threats to the freedom of speech of individual Members of Parliament are unacceptable. Mr Karim has been given a mandate in a democratic election by British citizens. Any attack on him and on his family is an attack on democracy and against his electorate. All necessary steps should be taken in order to protect Mr Karim in exercising his duties and enable him to enjoy freedom of speech and freedom of expression without being threatened, and to do his political work as a democratically elected representative.

Having expressed my support for our colleague in a letter I wrote to Prime Minister Cameron, today I publicly reaffirm my full support for you, Mr Karim, and for all victims of discrimination. This Parliament stands beside you in defence of our common values.

I met our colleague Mr Karim personally a few weeks ago, before the holidays.

  Niccolò Rinaldi (ALDE). - Signor Presidente, onorevoli colleghi, vorrei tornare sul punto precedente, la visita del presidente Berlusconi a questa Istituzione, perché, come abbiamo capito, è già oggetto di qualche battuta e qualche caricatura.

Vorrei soltanto capire, signor Presidente – alla luce delle sue delucidazioni che non esiste una richiesta ufficiale di incontro e che non esiste una visita ufficiale del presidente del Consiglio della Repubblica italiana al Parlamento europeo – se lei lo incontrerà e quale sarebbe lo status di un tale incontro, domani, nell'ambito di una visita che, le posso assicurare, da gran parte dell'opinione pubblica del nostro paese è considerata una sorta di burla, tenendo conto che il presidente del Consiglio doveva presentarsi domani ai magistrati di Napoli.

  Mario Mauro (PPE). - Signor Presidente, onorevoli colleghi, credo che sia del tutto legittimo che lei informi l'Aula dei termini di questa visita, così la potremo fare finita con questa farsa, perché il tentativo di attaccare in questo momento il governo italiano in sede europea nulla ha a che fare con quello che è l'oggetto della visita di Berlusconi domani alle istituzioni europee. Peraltro, vorrei ricordare che è un problema che non capisco perché venga sollevato, visto che i giudici hanno già detto che confermeranno al presidente Berlusconi un'altra data per quell'incontro.

  Przewodniczący. − Wyjaśniam Państwu precyzyjnie tę sprawę. W odpowiedzi na zadane przed chwilą przez posła Rinaldiego pytanie, nie otrzymałem żadnego wniosku, ani żadnej prośby dotyczącej oficjalnej wizyty premiera Berlusconiego w Parlamencie Europejskim. Nie jest wykluczone, że skoro premier będzie jutro w Parlamencie, jeśli będzie, to być może dojdzie do parominutowego kurtuazyjnego spotkania. Tego nie mogę wykluczyć, ale żadnego wniosku o spotkanie, o spotkanie oficjalne, nie ma. Powtarzam to Państwu bardzo wyraźnie.

Równocześnie chciałem powiedzieć, że jutro przyjmujemy prezydenta Rzeczypospolitej Polskiej. Ja jestem zajęty po południu przyjmowaniem naszego gościa i w ogóle nie mam możliwości w tej chwili ujęcia w programie jakiejkolwiek dłuższej wizyty premiera Włoch. Taka jest sytuacja bieżąca. Chciałam Państwa bardzo prosić o zakończenie tej dyskusji. Powiedziałem Państwu wszystko, co wiem na ten temat. Bardzo proszę o zakończenie dyskusji. Rozumiem, że możemy na tym zakończyć dyskusję.
