  Frédéric Daerden, rapporteur. − Madame la Présidente, je souhaite tout d'abord exprimer mes remerciements à tous ceux qui ont participé dans un esprit constructif à l'élaboration de ce rapport: mes collègues, associations représentatives et aussi collaborateurs.

En 2010, le nombre de personnes menacées de pauvreté était de 116 millions, soit plus de 20 % de nos concitoyens et 8 % des Européens vivaient dans un dénuement matériel extrême, sûrement plus aujourd'hui avec les crises que nous connaissons.

La stratégie 2020 adoptée ici s'est alors fixée comme objectif de réduire le nombre de pauvres de 20 millions et cette plateforme a pour ambition d'être l'outil de cette lutte contre ce phénomène, qui représente en soi une violation des droits humains élémentaires.

Le sens de ce rapport est donc, au-delà de préciser sa méthode de fonctionnement, surtout de donner à l'Union et aux États membres une feuille de route avec des recommandations de politiques à mettre en œuvre pour atteindre cet objectif. Son adoption par ce Parlement revêt donc une importance particulière dans le contexte politique et économique actuel. Les citoyens doivent percevoir que l'Union ne se préoccupe pas que de la dette des États membres, mais aussi de leur situation économique et sociale et qu'il existe encore des institutions et des élus européens qui promeuvent la solidarité entre États et entre citoyens.

Un mot en lien avec l'actualité et le programme d'aide alimentaire aux plus démunis que l'on souhaite maintenu à 500 millions à court et à long terme; c'est dans le rapport. Le Conseil des ministres de l'agriculture a trouvé hier un accord pour ce faire, au moins pour le court terme. C'est bien! Voilà enfin un signal positif sur ce thème. C'était bien la moindre des choses, mais ce qui m'inquiète, ce sont les réticences, voire les menaces de certains États membres contre les politiques sociales de l'Union avant d'y arriver. Et le problème du long terme n'est pas encore réglé.

Voici quelques autres points essentiels abordés dans ce rapport. D'abord, plusieurs catégories de personnes plus vulnérables au risque de pauvreté – comme les enfants, les femmes, les personnes âgées, les handicapés, les migrants ou les Roms – nécessitent une approche qui leur est spécifique et chacune est donc traitée séparément dans le rapport.

Ensuite, divers facteurs peuvent mener à la pauvreté. Et ils font également l'objet de recommandations particulières. C'est le cas, par exemple, du déficit de logements décents et accessibles, déficit d'emplois dignes, de services sociaux de qualité et accessibles, sans discrimination, de systèmes d'éducation évitant le décrochage scolaire ou de formations professionnelles adaptées au marché du travail ou encore, tout simplement, de ressources financières pour subvenir aux besoins essentiels, d'où la nécessité d'un revenu minimum en Europe encadré par une législation communautaire.

Pour mener ces actions sur le plan européen, nous demandons évidemment que la Commission mobilise les fonds européens pour financer les initiatives de lutte contre la pauvreté, notamment le Fonds social européen ou le Fonds européen d'ajustement à la mondialisation.

Une chose doit être claire: au niveau européen, comme au niveau national, on ne peut mener de politique publique sans un financement adéquat. Des investissements en matière sociale pour lutter contre la pauvreté et donc renforcer la croissance créatrice d'emplois et entamer ainsi un cercle vertueux sont donc indispensables.

J'insiste d'ailleurs sur un point. Les mesures d'austérité dans le cadre de la gouvernance économique européenne ne peuvent mettre en péril l'emploi ou la protection sociale. Il ne suffit pas de surveiller la courbe de l'inflation, du déficit ou de la dette. Les États doivent également rendre des comptes sur l'évolution de la pauvreté et le Parlement devra en être régulièrement informé. Un monitoring régulier au sein de la plateforme de l'avancée des États membres est donc une nécessité soulignée dans le rapport.

Toutes ces recommandations ont été largement abordées lors de la première convention de la plateforme à Cracovie et ont reçu un accueil assez favorable par les acteurs de terrain de la lutte contre la pauvreté, dont l'implication est fondamentale, comme le préconise le rapport.

J'appelle donc mes collègues à soutenir massivement ce rapport comme cela a été le cas en commission, afin que ce Parlement donne aux citoyens enfin un signal positif en ces temps où ils souffrent.

  László Andor, Member of the Commission. − Madam President, I wish to thank the rapporteur Mr Frédéric Daerden and the Committee for Employment and Social Affairs for the comprehensive report on the European Platform against Poverty and Social Exclusion. The report is very timely in the current context of a severe economic and financial downturn across the European Union and the consequent impact this has on vulnerable groups in societies.

First of all, let me recall that the first annual convention of the European Platform against Poverty and Social Exclusion, jointly organised by the Commission and the Polish Presidency, took place in Krakow. This Convention brought together over 400 participants from 38 European countries, including Ministers and State Secretaries, other policymakers, civil society representatives, journalists, people experiencing poverty and independent experts. I was very pleased that Members of the European Parliament, including Mr Daerden himself, today’s rapporteur, attended the Convention. I represented the Commission there, and I think the first meeting of this Convention was successful, useful and forward-looking.

The Convention took stock of the implementation of the poverty platform and it discussed how the different policy areas – employment, education, health, just to mention a few – could contribute to tackling poverty and social exclusion. This multidimensional approach, which was welcomed by all participants, should be further strengthened in the future in line with the European Platform; employment, education, and health, together with housing, are the key parameters in the European framework of Roma integration strategies, which is a major anti-poverty effort that requires European-level coordination but also support.

Mr Daerden, in your report you underlined the multidimensional aspects of poverty, ranging from extreme poverty and homelessness to in-work poverty, but also the gender and age dimensions, and the specific questions of people with disabilities and ethnic minorities. The European Platform against Poverty and Social Exclusion alone will not be able to solve all the issues raised in the report, but it provides, in my view, a good framework for actions, and each and everyone should accept their share of responsibility in tackling the rising problem of poverty.

Among the actions to be implemented and solutions, you mentioned that there is a need for a better monitoring system allowing rapid and accurate analysis. I agree with you. We have already started to develop such a system with the involvement of Eurostat and the indicators subgroup of the Social Protection Committee.

You also called for regular and critical monitoring of the Member States’ poverty-reduction targets. This is indeed very important. The current national targets will not allow the EU headline target to be met. Pressure is also needed from Parliament to ensure a higher level of ambition across the Member States which, at a later stage, can be translated into higher national targets. While the economic crisis is placing a huge pressure on national social protection systems, it cannot be an alibi for non-action. More fairness in fiscal consolidation can be applied and must be pursued.

I agree with you on tackling child poverty urgently and giving all children the possibility of fulfilling their potential, regardless of their social background. In 2012, therefore, I intend to propose common principles on child poverty covering support for families, access to essential services and participation.

Fundamentally, more and better employment is the most effective route out of poverty. However, the current economic situation is not conducive to employment growth and many groups, especially young people, have difficulties in entering, or staying in, the labour market. Against this background, the Commission will soon launch the Youth Opportunities Initiative.

Beyond conventional employment policy, the social economy offers opportunities. The Commission adopted Communications on a Social Business Initiative and on Corporate Social Responsibility on 25 October 2011, and I am sure we can do more in this area.

We need to promote the implementation of the three pillars of active inclusion: namely, active labour-market policies, minimum income and access to services. The Commission will present in 2012 an assessment of the implementation of active inclusion strategies.

Finally, regarding the budget issues which Mr Daerden raised in the report, the Commission’s proposal envisages allocating at least 20% of the future European Social Fund to promoting social inclusion and combating poverty. We have proposed increasing the budget for the ESF by at least 7.5% which represents a minimum of EUR 84 billion, or 25%, of cohesion policy over the seven years from 2014 to 2020. If adopted, this would imply a very significant increase, both in absolute and relative terms, in the support aimed at the most vulnerable groups in society.

  Andrea Cozzolino, relatore per parere della commissione per i bilanci. − Signora Presidente, onorevoli colleghi, le politiche di contrasto alle nuove e vecchie povertà, che sono purtroppo crescenti nell'Europa di oggi e nell'Europa della crisi degli ultimi atti, e anche le politiche di austerità a senso unico, soprattutto da parte degli Stati, richiedono nuovi impegni finanziari e nuove risorse, sia sul bilancio europeo, anche nel quadro delle prospettive finanziarie, sia sulle politiche europee – come è stato appena ricordato – dal Fondo sociale al FESR, sia nei bilanci dei singoli Stati. Soprattutto sui singoli Stati noi dovremmo utilizzare il semestre europeo per monitorare anno dopo anno concretamente le politiche che i singoli Stati dedicano a questa fondamentale sfida.

Per rendere credibile l'obiettivo di ridurre la povertà e l'esclusione sociale per circa 20 milioni di cittadini europei è necessario quindi avere una coerenza tra le ingenti risorse che l'Europa deve mettere a disposizione e gli Stati devono mettere a disposizione e le concrete politiche che possiamo mettere in campo. Si calcola che occorrono circa 2 miliardi di euro da qui al 2020 per raggiungere gli obiettivi che ci proponiamo. Questa è la sfida che noi segnaliamo e mettiamo al centro dell'attenzione come commissione per i bilanci: coerenza tra le risorse finanziarie che mettiamo a disposizione e le politiche che mettiamo in campo.

  Katarína Neveďalová, Spravodajkyňa Výboru pre kultúru a vzdelávanie požiadaného o stanovisko. − Rada by som poukázala na význam vzdelávania v boji proti chudobe a tiež na rozhodujúcu úlohu dobrovoľníctva a aktívneho občianstva ako nástrojov súdržnosti a boja proti hospodárskym, sociálnym a environmentálnym rozdielom, keďže nabádajú občanov, aby sa zapojili do verejného života prostredníctvom športu, kultúry, umenia, sociálnych a politických aktivít.

Dôležitým prostriedkom boja proti chudobe je napríklad aj iniciatíva Mládež v pohybe, ktorá napomáha presadzovať mobilitu pre všetkých učňov, stážistov a študentov a uznávanie odborných zručností získaných neformálnym a informálnym spôsobom. Každopádne ide o obrovskú výzvu a obrovský problém pre spoločnosť umocnený globálnou krízou.

Preto vyzývam členské štáty na vytvorenie čo najefektívnejších stratégií na boj proti chudobe a sociálnemu vylúčeniu, aby zabezpečili kvalitné vzdelávanie a odbornú prípravu dostupnú pre všetkých a aby uskutočňovali viac konkrétnych investícií do národných reformných plánov. Obzvlášť dôležité sú opatrenia zamerané na kultúrnu a jazykovú integráciu do hostiteľskej krajiny, aby sa prekonalo sociálne vylúčenie. Napriek všeobecnému šetreniu v Európe nezabúdajme na solidaritu a na cieľ zníženia počtu chudobných ľudí o 20 miliónov do roku 2020.

  Anna Záborská, rapporteure pour avis de la commission des droits de la femme et de l'égalité des genres. − Madame la Présidente, Monsieur le Commissaire, ce rapport est le résultat d'une collaboration importante avec les associations de la société civile à l'exemple du mouvement international ATD Quart Monde.

Lorsque la Journée mondiale du refus de la misère fut créée, Joseph Wresinski disait: "Là où les hommes sont condamnés à vivre dans la misère, les droits de l'homme sont violés. S'unir pour les faire respecter est un devoir sacré".

Je remercie le rapporteur d'avoir inclus dans son rapport la problématique du respect des droits de l'homme. Je souhaite proposer un amendement oral au vote en séance plénière afin de préciser cette préoccupation dans le prochain programme pluriannuel de l'Agence des droits fondamentaux. Cette proposition est conforme à l'avis voté par la commission des droits de la femme dont je suis la rapporteure pour avis.

  Veronica Lope Fontagné, en nombre del Grupo PPE. – Señora Presidenta, señor Comisario, la pobreza genera las grandes desigualdades de nuestro planeta.

No es posible entender el siglo XXI con un sistema que continúe agravando las diferencias entre las personas en función del lugar de nacimiento, género o expectativas de desarrollo de su país.

Es indispensable crear un nuevo marco social, laboral y económico que sea garante de las necesidades básicas de nuestra población.

Alrededor de 80 millones de personas viven por debajo del umbral de la pobreza: las mujeres representan más de la mitad y los niños 20 millones.

La Plataforma objeto de este informe puede contribuir a conseguir mayor justicia social en Europa.

Urge priorizar las políticas de educación y juventud como un elemento fundamental sobre el que vertebrar una sociedad más justa y equitativa; la revisión de los contratos de trabajo precarios que han proliferado en muchos Estados miembros y que agravan la segmentación del trabajo y vulneran la protección de los grupos más débiles; el reconocimiento de los derechos de las mujeres en zonas rurales, donde no se valora su contribución al trabajo y quedan excluidas de los derechos básicos de todo empleado; y la mejora de los programas nacionales de atención a domicilio a las personas mayores.

Las medidas de austeridad, tan necesarias en este momento de crisis, no deben ser incompatibles con el mantenimiento de los servicios sociales básicos.

116 millones de personas están amenazadas de pobreza en la Unión Europea y 42 millones viven en condiciones de privación material grave. Debemos garantizar su protección social y fomentar un escenario más próspero que ayude a reducir estas cifras.

Por último, quisiera expresar mi satisfacción por la decisión del Consejo, después de varios meses de negociaciones estancadas, de liberar la ayuda alimentaria a los más pobres. Es imprescindible que se mantenga el apoyo económico para el nuevo ciclo de financiación 2014-2020 con un máximo anual de 500 millones de euros.

  Alejandro Cercas, en nombre del Grupo S&D. – Señora Presidenta, en nombre de los diputados socialistas, quiero felicitar al Comisario Andor por su comunicación y su proyecto acerca de la Plataforma Europea contra la Pobreza y la Exclusión Social. Y quiero, sobre todo, felicitar a mi colega, el señor Daerden, porque ha hecho un informe expléndido que, espero, que sea leído y, sobre todo, que sea aplicado por las instituciones comunitarias y por los Estados miembros.

Coincidimos con el señor Daerden en el diagnóstico, en el pronóstico y en la terapia frente a este grave problema. En el diagnóstico, porque es evidente que tenemos un grave problema. No solamente los millones de afectados por la pobreza o por el riesgo de pobreza en Europa. También nosotros como europeos, también nuestro proyecto europeo está amenazado por esta realidad.

Porque si la dignidad de una política o de un país o de una región se mide por la dignidad con la que tratamos a los más débiles, es evidente que tenemos un grave problema en Europa, y es evidente que nuestro proyecto de Unión Europea tiene por delante algunas asignaturas pendientes.

Estamos en presencia de un problema que no es una catástrofe natural ni es algo que no se pueda evitar; estamos en presencia de algo que no es una maldición bíblica; estamos en presencia de un problema que se origina por las malas políticas, y no por la responsabilidad, como a veces se dice, de los que son víctimas del problema.

Malas políticas sociales, que impiden la resolución de los efectos, y, sobre todo, malas políticas de los que impiden que se aborden las causas de la pobreza. Malas políticas económicas, estúpidas políticas económicas que destruyen el empleo, la actividad económica, la creación de riqueza, el empleo de calidad.

El pronóstico también es bastante malo: no estamos abordando bien la crisis, que está generando más pobreza porque llevamos tres años con políticas equivocadas.

En la terapia: sigan las recomendaciones del señor Daerden. Hay importantes programas en educación, en cultura, en los servicios sociales, en el empleo. Pero, sobre todo, señor Comisario, ¡cúmplase el artículo 9 del Tratado de la Unión Europea! ¡Hágase un estudio de impacto social de todas las políticas de la Unión Europea, para ver y medir su impacto en la lucha contra la pobreza! Y ¡créese una normativa social básica comunitaria en servicios sociales y en renta mínima!

  Elizabeth Lynne, on behalf of the ALDE Group. – Madam President, this is of course a very important subject, particularly so during this current economic crisis. We must be aware that those who are at risk of social exclusion and poverty have to be protected. I know that it is difficult at the moment for Member States to set priorities, but I hope that when they do they bear in mind those who are homeless and at risk of poverty and social exclusion in many different ways, whether they are older people, disabled people, young people, children or families.

I would like to congratulate the European Platform against Poverty and Social Exclusion on the work they have been doing to highlight the problem. While combating poverty is of course mainly the role of Member States, the Platform helps to coordinate policy for exchange of best practice. We must also build on the lessons of last year’s European Year for Combating Poverty and Social Exclusion and boost the involvement of civil society, in particular NGOs and people living in poverty themselves, whether at European, national, regional or local level.

The Commission can also play a coordinating role. I am not calling for new legislation at EU level. I do not think that is the right way forward. My Group in particular do not want to see EU legislation on minimum income or on social services of general interest. I am sorry that these have been included in the report, and I have asked for separate votes on these. Having said that, I am a passionate supporter of minimum income schemes brought in by Member States at Member State level.

We also need national statistics on poverty to be improved. Another key area is to make sure that current anti-discrimination legislation is properly implemented and that the horizontal directive on access to goods and services is unblocked in Council.

  Karima Delli, au nom du groupe Verts/ALE. – Madame la Présidente, Monsieur le rapporteur, mes chers collègues, tout d'abord je tiens à remercier M. Daerden pour cette excellente collaboration tout au long des travaux de la commission.

Tout d'abord, un petit préalable. Je rappelle dans cet hémicycle que si on veut lutter contre la pauvreté, l'angle de l'employabilité ne marchera pas. C'est-à-dire qu'aujourd'hui, le travail ne protège plus réellement de la pauvreté. Il y a des millions de travailleurs pauvres.

Je voudrais souligner trois points particuliers qui me semblent cruciaux afin d'avancer sur les objectifs réalistes de la lutte contre la pauvreté dans la stratégie de l'Union 2020. Tout d'abord, la demande d'une initiative législative sur les systèmes de revenu minimum adéquat équivalant à 60 % du revenu médian dans chaque État membre, conformément à la résolution que notre Parlement a adoptée il y a un an. Je crois qu'avec l'aggravation de la crise, nous avons pris conscience que cet outil est indispensable pour nos concitoyens les plus pauvres.

Deuxièmement, la demande d'une directive-cadre qui vise à assurer la qualité et surtout l'accessibilité à toutes et à tous des services sociaux d'intérêt général, notamment dans le domaine de la santé, de l'éducation, des transports publics, de l'énergie et de l'eau.

Troisièmement, nous reformulons une demande aux États membres d'adopter au plus vite la proposition de directive transversale antidiscrimination et je salue les deux derniers points qui me semblent fondamentaux. Nous demandons la mise en œuvre d'une véritable stratégie européenne en faveur des personnes sans abri, la Commission et les États membres ne peuvent plus rester sourds à la problématique du mal-logement en Europe. Il faut donc aujourd'hui que ces problèmes-là soient réellement résolus.

Je suis également très satisfaite qu'on ait trouvé un accord final sur les négociations concernant les aides alimentaires, mais rappelons-nous que nous devons aujourd'hui nous pencher sur l'après 2013, c'est-à-dire d'une manière générale sur un fléchage conséquent du budget de la politique de cohésion pour la lutte contre la pauvreté et l'inclusion sociale.

Enfin, j'encourage la participation, grâce à ce rapport, de l'ensemble de la société civile à la mise en place de la plateforme parce qu'on ne peut pas parler pour les pauvres mais avec eux.

  Julie Girling, on behalf of the ECR Group. – Madam President, I shall not be voting for this motion and neither will my Group. Why? Because the time for naive and hopeless words has passed, and this is the time to take some action. The root cause of poverty is unemployment. If you want to work, it is our job to provide you with the economic conditions for growth: pure and simple. Tinkering around the edges will not help. It will not help to make sweeping statements about Member States’ welfare systems; it will not help to encroach on Member States’ subsidiarity with regard to minimum wage; it will not help to call for an extension of social protection rights to non-EU citizens; and it will not help for the European Commission to take on the role of dishing out country-specific action plans. Since when did micro-management by Brussels ever help anyone or anything?

Nobody denies that poverty is a real and pressing problem, but poverty is not to do with human rights – it is to do with lack of opportunity and lack of incentive to work productively. It is time that the Committee on Employment and Social Affairs and this plenary got down to their real work: that is, helping Member States grow their economies and reduce their appalling increasing rates of unemployment, particularly for our young people. This motion not only interferes with matters that should be tackled at national level – and they are being tackled in many Member States – but it puts forward proposals which would actually make nations poorer and less able to deal with the problem. I urge people to think again and vote against.

  Ilda Figueiredo, em nome do Grupo GUE/NGL. – Senhora Presidente, as políticas neoliberais e os programas ditos de austeridade estão a agravar a pobreza e a exclusão social, encontrando-se actualmente mais de 116 milhões de pessoas ameaçadas de pobreza e mais de 42 milhões a sobreviver em condições de grande privação material e de pobreza extrema, o que constitui um autêntico escândalo nesta União Europeia onde se mantêm elevados lucros dos grupos económicos e financeiros.

Por isso, condenamos as políticas e os programas ditos de austeridade, e insistimos na necessidade de alterar profundamente as políticas comunitárias nas áreas económica, financeira e social, que estão na origem da pobreza actual, designadamente o Pacto de Estabilidade, o Pacto para o Euro Mais, a desregulamentação financeira, as liberalizações e privatizações de serviços públicos essenciais.

Como defendemos nas propostas de alteração que apresentámos, reclamamos a rejeição de tais pactos e insistimos na sua substituição por um pacto para o progresso e o desenvolvimento social que dê prioridade ao emprego com direitos, à inclusão social, à erradicação da pobreza, à promoção dos direitos humanos fundamentais.

É importante que a Comissão e o Conselho acabem com as pressões sobre os Estados-Membros para privatizarem e liberalizarem a propriedade pública, os bens e serviços públicos e os sistemas de protecção social. Não pode haver uma estratégia europeia de luta contra a pobreza que seja eficaz sem uma aposta decisiva no apoio à produção, à criação de emprego com direitos, à promoção de serviços públicos de acesso universal e uma partilha justa do rendimento e da riqueza, designadamente através de rendimentos mínimos, de pensões e de salários que garantam a todos rendimentos equivalentes a pelo menos 60 % do rendimento mediano de cada Estado-Membro.

Assim, apelamos à aprovação das propostas que apresentámos nesta sessão plenária.

  Derek Roland Clark, on behalf of the EFD Group. – Madam President, to quote from your own documents, ‘national and local events will take place in every EU Member State’ – awareness-raising campaigns, workshops, school indoctrination and so on. The documents also say that this is mainly the responsibility of the Member State. No EU money is forthcoming, so it is Member States’ money.

How do those countries most in need manage that? Only last month this House voted to raise the take from Member States by 5%. Of a hundred budget lines some 20 were for a reduction. With like-minded MEPs, I supported those – which would have saved European taxpayers EUR 100 million – but was outvoted by most of you on all except two lines, so only EUR 1 million was saved.

If people keep more of their earnings, they spend more, helping other businesses to keep going and helping employment. So Member States who really need help for this programme will not get it. Where will they find the money? You have already raided their bank balances for bailout funds.

  Philip Claeys (NI). - Voorzitter, er is één aspect in de problematiek van armoede en sociale uitsluiting dat hier nog niet aan bod is gekomen tijdens dit debat, en dat is het feit dat de lidstaten van de Europese Unie op grote schaal armoede en sociale uitsluiting importeren.

Elk jaar komen honderdduizenden, zo niet nog meer immigranten van buiten de Europese Unie binnen. Zeer veel van deze mensen komen vanaf meet af aan terecht in het systeem van sociale zekerheid van de lidstaat waar ze zich gevestigd hebben. Mensen zonder perspectief op werk, mensen zonder kans op integratie, mensen met een zeer grote taalachterstand vanaf het begin.

Ik denk dat het zeer belangrijk is dat de lidstaten het roer omgooien en een politiek van ontrading voeren ten opzichte van potentiële immigranten die naar Europa komen en die geen enkel perspectief op werk of integratie hebben. Deze grootschalige import van armoede moet zo snel mogelijk gestopt worden, omdat de absorptiecapaciteit van de lidstaten al ruim is overschreden.

Het verslag dat nu ter discussie ligt, wijst terecht op het probleem dat vele immigranten van buiten de EU terechtkomen in de armoede. Maar om dit probleem aan te pakken is het belangrijk dat er een restrictief immigratiebeleid wordt gevoerd, dat er ook op een andere manier wordt geïnvesteerd in de landen van herkomst van deze immigranten, zodanig dat het geld niet meer verspild wordt, maar dat het geld gebruikt wordt om daar werkgelegenheid te creëren.

  Elisabeth Morin-Chartier (PPE). - Madame la Présidente, je voudrais tout d'abord remercier notre rapporteur, Frédéric Daerden, et le commissaire Andor pour cette initiative de mise en place d'une plateforme européenne de lutte contre la pauvreté et l'exclusion sociale.

Dans ce contexte de crise, nous avons forcément besoin de plus de lisibilité de nos actions politiques, de plus de mobilisation; nous ne pouvons pas laisser seulement les associations et les ONG s'occuper de ce problème. Nous devons nous mobiliser et nous avons certainement aussi besoin de plus d'efficacité – c'est ce que nous attendons.

Le premier point que je voudrais évoquer ce matin – et j'en suis très heureuse – est que le programme d'aide alimentaire aux plus démunis nous permet d'affronter les campagnes de 2012 et 2013. Pensez bien, Monsieur le Commissaire, que nous serons entièrement mobilisés sur la stabilité de ce programme.

Le deuxième point sur lequel je voudrais insister est que nous devons tous nous mobiliser pour la lutte contre les sorties sans qualification. Laisser des jeunes sortir sans qualification des systèmes de formation, c'est assurément les laisser plonger dans la non-insertion sociale et dans la pauvreté. Pour moi, l'insertion sociale passe par l'insertion professionnelle et par la formation.

Enfin, je voudrais dire que l'outil fondamental est le Fonds social européen. En tant que rapporteure de ce Fonds social européen, je serai extrêmement mobilisée pour qu'il puisse converger dans la lutte contre la pauvreté. Cette stratégie européenne de lutte contre la pauvreté doit mobiliser des plans d'action nationaux et la solidarité, qui est une valeur fondatrice de l'Europe.

  Pervenche Berès (S&D). - Madame la Présidente, d'abord je voudrais remercier notre rapporteur, Frédéric Daerden, qui a fait un travail remarquable.

Monsieur le Commissaire, vous vous êtes battu et vous avez obtenu que l'objectif de lutte contre la pauvreté soit inscrit dans la stratégie Europe 2020. Nous craignons aujourd'hui que, au fil des programmes de rigueur et d'austérité, cet objectif indispensable soit laissé de côté.

Or, la conclusion de l'accord sur le programme européen d'aide aux plus démunis me laisse un goût amer car je crains que la France et l'Allemagne aient signé pour son abandon définitif au-delà de 2014. Ce n'est pas dans le sens de la stratégie Europe 2020. Nous avons une crise des dettes souveraines et pourtant rien ne doit nous dévier de cette stratégie, car c'est notre feuille de route, celle dont nous nous sommes dotés.

Dans la lutte contre la pauvreté, nous devons, dans cette plateforme que vous avez initiée, travailler sur des indicateurs plus précis car nous manquons encore d'une capacité d'intervention précise avec des objectifs chiffrés, qui nous permette d'avoir des interventions du Fonds social européen notamment tout à fait déclinées à la réalité de l'évolution de la pauvreté.

Et puis nous voulons que cette question du revenu minimum soit enfin posée clairement. Nous demandons une consultation de la Commission européenne sur une initiative juridique en ce sens. Monsieur le Commissaire, c'est votre responsabilité. Nous demandons aussi que la question de l'accessibilité aux services sociaux d'intérêt généra soit préservée.

Enfin, nous demandons à ce que la directive anti-discrimination horizontale puisse voir le jour. C'est indispensable aussi pour faire vivre la plénitude de cette plateforme de lutte contre la pauvreté et l'exclusion sociale.

  Marian Harkin (ALDE). - Madam President, first of all I want to thank the rapporteur for his report, and indeed the Commissioner for his initiative. This report deals with the reality of life for many citizens, and indeed this is the response from Parliament and it provides a coordinated roadmap for Member States.

One of the core aspects of this report is that we have equal rights and equal social protection for all workers. I fully support the initiatives on strengthening the social economy and the idea of a sensible minimum income, and also the implementation of the Anti-discrimination Directive. But I also agree with the sentiments of the rapporteur this morning when he says that dealing with debt and implementing austerity measures should not hit those who are already at risk of poverty.

Over the last few weeks, EU citizens will have listened to Angela Merkel, and others, when she says that Europe is perhaps facing the toughest crisis since the Second World War. She may be right, and her solution to this particular problem is to call for closer political ties and tighter budget rules. In purely economic terms, this may indeed be a possible solution and it might help to balance the books, but the reality for the 80 million people in the EU who are at risk of poverty is that balancing the books on its own is a totally inadequate response. It is no longer sufficient to say we will repair the workings of the current system, plug the holes and carry on as before. If our leaders want the support of their citizens for a new Europe – and they will need that support – they need to implement much of what is in this report.

  Jean Lambert (Verts/ALE). - Madam President, I too would like to thank the rapporteur for this extremely comprehensive report, which I think should be compulsory reading for every Finance Minister. As my colleague, Ms Harkin, has just been saying, what we are seeing at the moment is a disconnect between macroeconomic policy and the effect that it actually has on people’s lives on the ground.

I want to respond to one or two points made by other colleagues this morning – it is a pity they are not still here. The bailouts are not charity. They are about solidarity, and they come with interest rates attached. The ESF itself is about solidarity, and that is why many of us in this House would like to see an increase in the monies going to other countries to help them combat poverty.

In terms of the root causes of poverty, I for one do not believe that it is about a lack of opportunity. In some Member States where, for example, every job vacancy is being pursued by at least five unemployed people – before you even begin to look at skills mismatches and geographical mismatches – I think it is a little bit difficult to say that we are going to cut the benefits of people who have not found a job when those jobs are not there.

Investment in social protection, as this report makes very clear, makes sound economic sense. It is an economic stabiliser; it helps recovery; it reduces future costs where we have to pick up the pieces of people whose health has deteriorated and whose educational opportunities have been lost; and it keeps the local economy moving.

But I also want to see a reduction in the gap between rich and poor. That is what the ‘Occupy’ movement is about – the power of the 1% as against the other 99% – and that is why issues about a living wage and adequate income are essential in this debate.

  Ivo Strejček (ECR). - Paní předsedající, chudobu a sociální vyloučení v současné době není možné podceňovat. Nejsem si jist, zda platforma tak, jak je navržena, tomu pomůže. Nicméně myslím, že ekonomickým pohledem bychom se měli podívat, jak je vůbec možné, že narůstá míra chudoby a narůstá míra sociálního vyloučení. Zcela jistě je to důsledek snižování konkurenceschopnosti rigidního pracovního práva, vysokého zdanění práce a příliš bohatého sociálního systému, který demotivuje zaměstnavatele nabízet práci a demotivuje část zaměstnanců práci si hledat. Politika musí vytvářet prostor pro to, aby lidé mohli na základě svých schopností a svých rozhodnutí bohatnout. K tomu musí dojít prostřednictvím liberalizace pracovního práva, například proto, aby ženy mohly u svých zaměstnavatelů využívat systém pružné pracovní doby, zkrácených pracovních úvazků nebo aby mladí lidé mohli vstupovat do pracovních vztahů jednodušeji, neboť jejich zaměstnavatelé nebudou příliš mnoho riskovat, pokud se mladému člověku či zaměstnavateli do budoucna nebude jejich vzájemný pracovní vztah líbit či vyhovovat. Stát musí předložit robustní systém rekvalifikací pro lidi, kteří se dobrého vzdělání nedobrali, a současně musí zajistit to, aby se rodiče postarali o to, že jejich děti chodí do školy. A to se týká zejména těch nejchudších a těch, kteří vzdělání získat skutečně potřebují. V tomto kontextu je třeba vést velmi vážnou debatu o takzvané minimální mzdě. Jste tady většinově možná zastánci zvyšování prahu pro minimální mzdu, nicméně buďte si jisti, že jakákoliv kodifikace vysoké míry minimální mzdy znamená, že se ubírá možnost pracovat pro lidi sociálně nejslabší s nejnižším vzděláním.

  Gabriele Zimmer (GUE/NGL). - Frau Präsidentin, meine Damen und Herren! Gerade jetzt in der Krise zeigt sich, welche Europäische Union wir eigentlich wirklich wollen. Wollen wir eine Union, in der als Bindeglied tatsächlich auch der Kitt besteht, dass wir sagen, es ist uns nicht egal, ob in irgendeinem Mitgliedstaat der Europäischen Union Menschen in Armut leben müssen? Sehen wir uns in der gemeinsamen Verantwortung dafür, gegen Armut und soziale Ausgrenzung zu kämpfen? Oder entscheiden wir uns für eine Union, wie sie eben von den Kollegen der rechtsextremen Fraktion dieses Parlaments skizziert worden ist?

Manchmal glaube ich, dass wir mit der Haltung der Mitgliedstaaten und insbesondere einiger Regierungen dieser Mitgliedstaaten gefährlich nahe an dieser Vision einer Europäischen Union sind, wie sie eben von den Rechtsextremen formuliert wurde. Bloß nichts Gemeinsames tun, keine gemeinsamen Instrumentarien oder Indikatoren setzen! Schwammige Formulierungen, wo es nur geht. Deren Bericht macht dies an vielen Punkten sehr, sehr deutlich, und ich glaube, hier müssen wir wesentlich stärker werden.

Was wir brauchen, ist ein sofortiger Stopp des Ausverkaufs von öffentlichen Gütern, des Ausverkaufs sozialer Sicherungssysteme. Wir brauchen soziale und ökologische Mindeststandards. Angesichts des bevorstehenden Winters darf es nicht wieder passieren, dass wegen steigender Energiepreise Menschen auf der Straße landen, ausgewiesen werden und letztendlich erfrieren. Hier tragen wir eine gemeinsame Verantwortung, die Verantwortung als Europäische Union. Dafür müssen wir eintreten und nicht für dieses nationalistische Gewäsch, das wir von der rechten Seite gehört haben.

  Mara Bizzotto (EFD). - Signora Presidente, onorevoli colleghi, ci sono tantissime categorie in difficoltà nei nostri paesi – gli anziani, le donne, i giovani e i disabili – e milioni di persone e di famiglie sono messe in ginocchio dalla crisi e dalla speculazione.

Di fronte a questo quadro, noi siamo qui a discutere di piani per il sostegno delle comunità Rom e di alloggi da dare agli immigrati. Dobbiamo pensare ad aiutare le categorie che veramente si trovano in difficoltà e dare sostegno, anche finanziario e politico, alla famiglia, che è l'istituzione su cui si fonda la nostra società. Dobbiamo aiutare le piccole e medie imprese strozzate dalla crisi, perché queste PMI sono il vero antidoto contro la povertà e la vera fonte di ricchezza nei nostri paesi. Dobbiamo dare precedenza alle nostre forze migliori, e non tassarle per garantire ai migranti un reddito minimo che l'Europa vuole calare dall'alto.

Basta chiacchiere sui Rom e sugli immigrati, ora dobbiamo dare la precedenza ai veri esclusi. Se ci guardiamo bene attorno ne vedremo molti e non occorre certo entrare in un campo Rom per vederli. A questi esclusi l'Europa deve indirizzare i suoi sforzi e i suoi fondi, ora più che mai.

  Joanna Katarzyna Skrzydlewska (PPE). - Z wielkim zadowoleniem przyjmuję dzisiejsze głosowanie nad sprawozdaniem w sprawie europejskiej platformy do walki z ubóstwem i wykluczeniem społecznym. Mam nadzieję, że wspólna podstawa prawna przyczyni się do lepszej koordynacji i zwiększy efektywność działań skierowanych na walkę z biedą i pomoc najbardziej potrzebującym. Szczególnie w trudnych czasach kryzysu, które najbardziej dotkną ludzi najbiedniejszych, często bez oszczędności i większych perspektyw, musimy skoncentrować naszą uwagę na tych, którzy są w najtrudniejszym położeniu. Rządy państw w poszukiwaniu oszczędności budżetowych mają tendencję do zmniejszania wydatków właśnie na pomoc społeczną, co jeszcze bardziej pogarsza sytuację tych osób.

W sprawozdaniu Frédérica Daerdena szczególnie istotna jest propozycja utworzenia koszyka podstawowych dóbr i usług, które miałyby być dostępne dla każdego. To rozwiązanie zagwarantowałoby niezbędne minimum dla każdej osoby i pozwoliłoby na godną egzystencję. Równocześnie takiemu przedsięwzięciu muszą towarzyszyć działania skierowane na tworzenie miejsc pracy, również dla osób nisko wykwalifikowanych, oraz odpowiednia polityka odnośnie mieszkalnictwa socjalnego.

Cele, jakie sobie postawiliśmy w strategii „Europa 2020” są ambitne, lecz wykonalne. Jeśli za teorią, zapisami na papierze pójdą faktyczne działania rządów naszych państw, podjęte we współpracy z organizacjami społecznymi, mamy szanse zmniejszyć ilość osób pozostających na marginesie społeczeństwa.

  Συλβάνα Ράπτη (S&D). - Κυρία Πρόεδρε, έχουμε μπροστά μας ένα εξαιρετικό κείμενο. Είναι η σωστή πρωτοβουλία στη σωστή στιγμή. Ο Frédéric Daerden έκανε μια εξαιρετική δουλειά. Ότι υπάρχει για την φτώχεια και τον κοινωνικό αποκλεισμό είναι μέσα σ' αυτή την έκθεση. Περιγράφονται τα πάντα ως προβλήματα, αλλά περιγράφονται και οι λύσεις.

Τρία θέματα: Πρώτον, οριζόντια κοινωνική ρήτρα. Δεύτερον, οικονομική διακυβέρνηση. Τρίτον, ελάχιστο ημερομίσθιο. Τρία σημεία τα οποία θεωρώ ότι είναι κομβικής σημασίας και παρέχουν την εγγύηση ότι εάν προχωρήσουν νομοθετικά θα δώσουν ελπίδα στην Ευρώπη. Θέλουμε νομοθεσία κ. Επίτροπε, θέλουμε δεσμεύσεις, θέλουμε να θεσπιστούν κοινωνικοί δείκτες δίπλα ακριβώς στους οικονομικούς δείκτες. Εάν όλα αυτά δεν γίνουν, τότε η εξαιρετική έκθεση του Frédéric Daerden θα παραμείνει νεκρό γράμμα, μία «νεκρή φύση», θα είναι αυτό που λέμε στο θέατρο «tableau vivant». Έχετε στα χέρια σας ένα εξαιρετικό κείμενο βάσης και έχετε την ευθύνη και αλλά και την αρμοδιότητα να του δώσετε ζωή για να έχει ζωή και η Ευρώπη.

  Jaroslav Paška (EFD). - Následkom hospodárskej a finančnej krízy z roku 2008 dochádza v Európe k utlmeniu hospodárskeho rastu, čo má vážne dôsledky na životnú úroveň európskeho obyvateľstva. Jedným z najvážnejších prejavov poklesu životnej úrovne je prudký nárast chudoby. Aj keď si vážim úsilie európskych inštitúcií – úsilie komplexného boja proti chudobe a sociálnemu vylúčeniu – dovolím si upozorniť, že všetky navrhnuté opatrenia je potrebné z niečoho financovať. Hospodársky rast Únie sa prakticky zastavil a získavanie peňazí na krytie štátneho dlhu na finančných trhoch je pre členské štáty stále zložitejšie.

Preto jedinou cestou, ako získať finančné prostriedky na vyplácanie sociálnych dávok, podpory v nezamestnanosti, potravinovej pomoci či sociálneho bývania, je pokúsiť sa o iné prerozdelenie v rámci súčasného potenciálu obecných, regionálnych a štátnych rozpočtov. Z tohto pohľadu považujem za nedostatočný aj návrh rozpočtu Európskej únie na rok 2012, ktorý v porovnaní s minulým rokom navyšuje objem prostriedkov na boj proti chudobe len o 3,3% a popritom mrhá európske peniaze na nezmyselné aktivity, ako je dom európskej histórie či pravidelné mesačné sťahovanie Parlamentu medzi Štrasburgom a Bruselom.

  Thomas Mann (PPE). - Frau Präsidentin! Hundert Millionen Menschen in der EU sind von Armut und sozialer Ausgrenzung bedroht, und ein Fünftel ist nicht imstande, grundlegende Bedürfnisse zu erfüllen. Es fehlt an finanziellen Mitteln für Nahrung, Unterkunft und Kleidung. Das vergangene Jahr gegen Armut und soziale Ausgrenzung hat neues Bewusstsein für die Lage der Betroffenen geschaffen und für eine Vielzahl von Impulsen gesorgt: menschenwürdige Arbeit, Einführung von Lohnuntergrenzen, Zugang zu erschwinglichen Gesundheitsdiensten, Aktionen in sozial gefährdeten Regionen, Integrationsprojekte für Migranten. Den Mitgliedstaaten fällt die Hauptaufgabe zu, Solidarität mit den Schwächsten herzustellen. Aber auf der europäischen Ebene geht es um Finanzierung, um Koordinierung. So ist die europäische Plattform Bestandteil der Strategie Europa 2020 und eine von sieben Flaggschiffinitiativen.

Die im Zuge der Wirtschaftskrise ergriffenen Sparmaßnahmen, die wegen der Zukunftssicherung notwendig sind, dürfen aber nicht zulasten von Beschäftigung und Sozialschutz gehen. Die Anstrengungen zugunsten von grundlegender Bildung, von Ausbildung, von Eingliederung in den Arbeitsmarkt müssen bleiben. Wir alle tragen Verantwortung dafür, dass die Schwachen nicht als Loser dastehen. Deshalb dürfen wir auch in schwierigen Zeiten mit der konkreten Umsetzung unserer Grundwerte Solidarität und Gerechtigkeit nicht aufhören.

  Sergio Gaetano Cofferati (S&D). - Signora Presidente, onorevoli colleghi, condivido la richiesta che è contenuta nell'ottima relazione del collega Daerden di sollecitare alla Commissione l'adozione di un provvedimento legislativo sul reddito minimo.

È molto importante che l'Europa tutta si doti di uno strumento per difendere le persone più deboli e consentire loro una vita dignitosa e, nel momento dell'impatto con la perdita del lavoro oppure della ricerca senza risultati di un'attività lavorativa, è importante che queste persone abbiano uno strumento che garantisce loro di poter vivere dignitosamente.

Così come credo sia molto importante riflettere su un fenomeno che tocca per la prima volta l'Europa, quello del lavoro povero. Storicamente i poveri erano persone senza lavoro, mentre oggi siamo di fronte a una novità: ci sono persone che lavorano – fra queste moltissime donne – che con il reddito che traggono dal loro lavoro non riescono a superare la soglia della povertà.

È importantissimo, perché questo fenomeno venga contrastato, mettere a disposizione robuste doti di formazione. Soltanto attraverso la conoscenza e l'apprendimento di altre attività è possibile superare il fenomeno.

  Niccolò Rinaldi (ALDE). - Signora Presidente, onorevoli colleghi, nel suo richiamo a un rigore di bilancio l'Europa è un momento di verità per i paesi che hanno scialacquato e male amministrato le proprie risorse.

Ma l'Europa deve diventare un momento di verità anche nella denuncia e nella soluzione della crescente esclusione sociale. Basta leggere i rapporti della Caritas e parlare con i volontari impegnati contro la povertà urbana per capire l'ampiezza di un fenomeno che tocca ormai anche chi pensava di non ritrovarsi mai in una mensa popolare o in un ostello notturno.

Basta guardarsi intorno. Poche settimane fa a Parigi, in Place de la Bastille, una coppia di senzatetto dormiva per strada e tra loro un neonato. Poco oltre, in Rue St-Antoine – parliamo dunque della Parigi ricca – ancora una coppia per terra e sui cartoni e sotto le coperte altri due bambini. Mi sono fermato a osservare la reazione dei passanti e in 15 minuti nessuno si è nemmeno soffermato a guardare. L'indifferenza di una buona parte della nostra cittadinanza è l'altra faccia di questa emergenza. Lo scorso anno ho trascorso a Roma una notte con i volontari di Emmaus. Ho imparato molto, ma li ho anche trovati scandalosamente soli.

Con questa relazione, che l'Italia dei Valori sosterrà, chiediamo quindi di non dimenticare un problema che invece spesso preferiamo ignorare.

  Philippe Boulland (PPE). - Madame la Présidente, je voudrais remercier M. Daerden pour son rapport. Certes, la crise est économique et financière, mais elle est surtout pour nos concitoyens une crise sociale.

Diminuer de 20 millions le nombre de personnes en situation de précarité d'ici à 2020 exige des mesures fortes impliquant les différents niveaux de pouvoir public.

Nous devons, plus que jamais, tenir les engagements pris par l'Union européenne en 2010 lors de l'Année européenne de lutte contre la pauvreté et l'exclusion sociale et lors de la création de la plateforme européenne contre la pauvreté et l'exclusion sociale pour avoir un cadre européen pour la cohésion sociale et territoriale.

Nous devons pérenniser et optimiser les fonds européens, et notamment le programme d'aide aux plus démunis pour le moment maintenu, améliorer la protection sociale, soutenir les initiatives locales ou nationales qui développent des services destinés à l'accueil des enfants, des personnes âgées et des personnes dépendantes.

La pauvreté est un fléau à combattre au niveau horizontal et il est temps désormais d'agir pour permettre aux plus démunis de sortir de leur précarité. Nous devons, en tant que responsables politiques, au niveau européen et aux niveaux national et local, prendre les mesures nécessaires pour leur assurer, sans discrimination, l'accès au logement, aux soins de santé, à la justice, à l'éducation, ainsi que l'accès à un premier emploi avec un revenu minimal, peut-être indexé en fonction du seuil de pauvreté de chaque État membre.

Investir dans la promotion de l'innovation et de l'expérimentation sociale et dans la réduction de la pauvreté nous permettra de mettre en place une stratégie de croissance durable, intelligente et inclusive.

L'Europe que nous souhaitons et dont nous avons besoin actuellement est une Europe solidaire.

  Kinga Göncz (S&D). - Elnök asszony! A szegénység nem csak szociális, hanem emberijogi probléma, az emberi méltóság sérelme is. A következménye sokszor a megbélyegzés, a diszkrimináció. Több országban azt látjuk, hogy kriminalizálják a szegénységet. A szélsőjobb cigánybűnözésről, hajléktalanbűnözésről beszél, sőt a legszegényebbekért kiálló szociális szakemberek is a vádlottak padjára kerülhetnek, mint Magyarországon, ha szakmájuk etikai kódexe szerint járnak el. A szegénység csökkentésére irányuló nemzeti stratégiák vizsgálatakor a Bizottságnak figyelemmel kell kísérnie azt is, hogy a közpolitikák ezt a célt szolgálják-e, az adórendszer, családtámogatási rendszer csökkenti-e a társadalmi különbségeket, hozzájárul-e a gyerekszegénység csökkentéséhez, az iskolarendszer kiegyenlíti-e a hazulról hozott hátrányokat, megakadályozza-e a szegénység generációs átörökítését, a szociális transzferek biztosítják-e a jogot a gazdasági, politikai, kulturális, társadalmi részvételhez és hozzáférhetőek-e az általános érvényű szolgáltatások.

  Regina Bastos (PPE). - Senhora Presidente, Senhor Comissário, Colegas, uma primeira palavra para felicitar o relator Daerden pela qualidade e oportunidade deste relatório e também o Sr. Comissário Andor pelas iniciativas anunciadas.

A pobreza é realmente um problema muito grave que exige uma acção eficaz e rápida para estancar o aumento do fenómeno que no momento atinge mais de 80 milhões de europeus. A grave crise que estamos a atravessar veio agravar esta situação e tornar os tempos que vivemos dramáticos, como disse o Sr. Comissário Andor. O número de pessoas no desemprego não pára de aumentar, e todos sabemos que a falta de emprego é um passaporte para a pobreza e para a exclusão social.

Este panorama exige recursos, vontades e muito empenho da Comissão Europeia e dos Estados-Membros. Se isso não acontecer, o objectivo de retirar da pobreza 20 milhões de cidadãos europeus durante esta década não será atingido.

Por isso saúdo vivamente a iniciativa da Plataforma contra a Pobreza, que é um instrumento muito importante para assegurar a justiça social. Mas ninguém tem dúvidas de que os melhores antídotos contra a pobreza e a exclusão social são a criação de empregos e a promoção do crescimento económico.

  Vilija Blinkevičiūtė (S&D). - Dėkoju pranešėjui ir Komisijai už pateiktus dokumentus, tačiau kartu noriu dar kartą atkreipti dėmesį, jog yra nenormalu, kai dirbdami žmonės gauna tokį mažą atlyginimą, kad iš jo negali išgyventi ir patenka į skurdą. Taigi kyla klausimas, ar valstybės narės nenori, ar negali nustatyti tinkamo bent jau minimalaus atlyginimo dydžio. Todėl kreipiuosi į Komisijos narį ir raginu kaip galima greičiau priimti sprendimą dėl minimalių pajamų, bendrų visoje Europos Sąjungoje. Be to, labai pritariu pranešime iškeltai idėjai, jog valstybės narės turėtų nustatyti tinkamo dydžio minimalias pensijas, kad visą gyvenimą išdirbę žmonės senatvėje nepatektų į skurdo spąstus. Taip pat atkreipiu dėmesį į tai, kad iš tiesų moterys dažniau gyvena skurde, ir čia mums reikėtų kaip galima greičiau priimti sprendimą dėl šeimos narių priežiūros ir slaugos, nes tokiu atveju moterys labai dažnai patenka į skurdą, nes negali dirbti.

  Κωνσταντίνος Πουπάκης (PPE). - Κυρία Πρόεδρε, θα ήθελα να εκφράσω την προσωπική μου αγωνία και τον προβληματισμό μου για την κοινωνική κατάσταση που διαμορφώνεται και κλιμακώνεται τόσο στην χώρα μου την Ελλάδα όσο και στα περισσότερα κράτη μέλη, όπως άλλωστε αναφέρεται με μελανά χρώματα από τη Διεθνή Οργάνωση Εργασίας και εμφανίζεται απ' όλους τους κοινωνικούς και οικονομικούς δείκτες: ραγδαία αύξηση της ανεργίας και ιδιαίτερα στους νέους, 80 εκατομμύρια συμπολιτών μας που απειλούνται από τη φτώχεια, ένα φαινόμενο που διογκώνεται καθημερινά, δραματική επιδείνωση των συνθηκών διαβίωσης καθώς και άνιση κατανομή των φορολογικών βαρών. Ας καταλάβουμε όλοι ότι διαλύεται έτσι ο κοινωνικός ιστός και εντείνεται ο κίνδυνος για κοινωνικές αναταραχές μέσα στην Ένωση. Μπορεί οι στόχοι της μακροοικονομικής σταθερότητας να είναι αναγκαίοι και μπορεί να επιβάλλεται μια επώδυνη προσπάθεια για επίτευξη μιας δημοσιονομικής προσαρμογής, δεν μπορεί όμως και δεν πρέπει να υπονομεύονται οι δεσμεύσεις που όλοι μαζί αναλάβαμε στο πλαίσιο της στρατηγικής «Ευρώπη 20-20» για καταπολέμηση της φτώχειας και αύξηση της ποιοτικής απασχόλησης.

Άλλωστε, η διασφάλιση της κοινωνικής συνοχής είναι μια αναγκαία προϋπόθεση για επίτευξη της οικονομικής βιωσιμότητας και για την επάνοδο της Ευρώπης στον δρόμο της ανάπτυξης και της κοινωνικής ευημερίας αφού, όπως γνωρίζουμε όλοι, η οικονομία και η κοινωνία είναι έννοιες αλληλένδετες και συγκοινωνούντα δοχεία.

  Richard Howitt (S&D). - Madam President, at last a debate on poverty. As politicians chase middle-class votes, we should remind ourselves that middle-income voters do not want to live in a society where other people suffer from hunger, homelessness and destitution.

I congratulate the Commissioner on his approach, but I tell him that I do not want a Europe which introduces tough sanctions for breaching Eurozone rules but none for breaching anti-poverty targets. I do not want a Britain where the Institute of Fiscal Studies says that child poverty – which Labour was committed to eliminating – will rise again to 3 million children; a Britain where 280 000 disabled people are losing support to be able to work and 80 000 disabled people losing welfare benefits which even allow them to leave their homes; or a Britain which yesterday saw confirmation of the closure of 124 Sure Start centres which had been specifically targeted to help poorer families and which we were promised would stay open.

I do feel proud to represent East Anglia where one local newspaper, the Eastern Daily Press, is backing the Surviving Winter campaign with the NGO Age UK to highlight that more than 60 000 households in Norfolk alone do not have enough means to adequately heat their homes. No one welcomes the 20% rise in fuel bills, but today we should speak for those who are praying that we avoid a cold winter because the alternative is one of misery, penury and, tragically for some, death.

  Edit Bauer (PPE). - Elnök asszony! Szeretném kiemelni Daerden úrnak azt a jó tulajdonságát, hogy multidimenzionális következményekkel számol a szegénységet illetően. Egy megjegyzést szeretnék ehhez hozzáfűzni. A szociális kirekesztés messzemenő következményekkel jár a demokrácia jövője szempontjából, és úgy gondolom, hogy erre is figyelnünk kell. Két megjegyzést szeretnék a jelentéshez fűzni. 2008-ban 80 millió szegényről tudunk, ma már 100 milliót emlegetünk, és ebből 20 millió a gyerek. Nyilvánvaló, hogy prioritást kell, hogy élvezzen a gyerekszegénység leküzdése, hisz a jövő emberi erőforrásairól van szó. De akkor mi lesz a többivel? Nyilvánvaló az is, hogy az extrém szegénység elviselhetetlen Európában, és valóban az emberi méltóságot súrolja. Én úgy gondolom, hogy ez is ott kell, hogy legyen a prioritások között. A másik megjegyzés, amire röviden szeretnék kitérni, az a szegénység monitorizálása. Mert hisz most is három éves adatokkal dolgozunk, és nem igazából tudjuk, hogy a válság mit hozott a szegénység alakulásában. Valószínűleg elmélyült az extrém szegénység is. Azt szeretném elmondani ezzel kapcsolatban, hogy nem elég a relatív szegénységet mérni, hisz nagyságrendbeli különbségek vannak az egyes országok közt, és ha ebből származtatnánk le a minimális jövedelem fogalmát, akkor ez nagy csapdahelyzeteket teremthetne.

  Jutta Steinruck (S&D). - Frau Präsidentin! Der Bericht ist ein guter Bericht und er ist ein wichtiger Schritt in die richtige Richtung. Die Bekämpfung von Armut und sozialer Ausgrenzung liegt in der Zuständigkeit der Mitgliedstaaten, aber in der Vergangenheit haben die nationalen Regierungen nicht ehrgeizig genug gehandelt, und es gab auch zu wenig konkrete Maßnahmen. Warme Worte reichen nicht. Auch die aktuellen Sparpolitiken in Europa zulasten der Sozialhaushalte erzeugen neue und mehr Armut.

In den Beschäftigungspolitischen Leitlinien und der Strategie Europa 2020 haben wir uns vorgenommen, die Anzahl der armutsgefährdeten Personen um 20 Millionen zu senken. Ein wesentlicher Schlüssel aus meiner Sicht dazu ist Beschäftigung, und zwar gute Beschäftigung. 8 % der europäischen Arbeitnehmerinnen und Arbeitnehmer sind arm trotz Arbeit, und 22 % der armutsgefährdeten Menschen in Europa haben einen Arbeitsplatz. Das ist ein Viertel aller Menschen. Deswegen müssen wir bei gerechteren Arbeits- und Sozialstandards und Mindestlöhnen ansetzen.

  Franz Obermayr (NI). - Frau Präsidentin! 2010 war nicht nur das Jahr der Armutsbekämpfung, sondern auch das Jahr der Euro-Krise und die Entwicklung der Euro-Krise ist eine Armutsfalle für die gesamte EU. Der beschrittene Weg, nämlich die Eurozone zu einer Transfer-Union umzubauen, wird auch bald die Nettozahlerländer mit einbeziehen und nachziehen.

Neben den Auflagen der Maastricht-Kriterien haften einige Mitgliedstaaten für die Schulden der anderen. Das heißt, der Gürtel wird auch im Sozialbereich – wie es zu befürchten ist – enger geschnallt werden müssen. Und das nicht nur in Griechenland und den südlichen Krisenländern.

Aber an diese Entwicklung hat die EU offensichtlich nicht gedacht, als sie ein Hilfspaket nach dem anderen schnürte. Auch konkrete Maßnahmen finden sich kaum in den Absichtserklärungen. Gerade Familien mit mehreren Kindern oder Alleinerziehende werden von der Politik oft völlig allein gelassen, und die Armut der Eltern wirkt sich dann auch auf die Zukunftschancen der Kinder aus. Wir müssen endlich anerkennen, dass Erziehungsarbeit oder die Pflege von Angehörigen wertvolle Leistungen für unsere Gesellschaft sind und als solche auch finanziell abgegolten werden müssen.

Wir brauchen steuerliche Erleichterungen durch Familiensteuersplitting, je höher die Anzahl der Personen im Haushalt, desto geringer der Steuersatz. Zum anderen muss man den Eltern den Wiedereinstieg ins Arbeitsleben erleichtern, und auch die Abstufung der Lohnnebenkosten sollte für die Arbeitgeber günstiger sein, eben um Menschen einzustellen, die Kinder haben.

Nicht große Worte oder Jahre der Armutsbekämpfung werden die konkreten Probleme lösen. Stattdessen muss man Armut tatsächlich bekämpfen und darauf achten, dass leistungsstarke Länder, Mittelstandsfamilien und ältere Menschen nicht auch in diesen Strudel hineingezogen werden.

  Ádám Kósa (PPE). - A jelentés helyesen tartalmazza, hogy a fogyatékossággal élő emberek körében 70%-kal nagyobb a szegénység aránya. Ezt a kör is nagyon veszélyeztetett a társadalmon belül. Nincs idő arra, hogy az okokat és a megoldásokat elemezzük. Három szempontot szeretnék kiemelni. Az első nagyon fontos, és helyesen tartalmazza az Alapjogi Charta betartását. A második szempont - mielőtt említeném, hangsúlyozni szeretném azt, hogy fontos az Európai Unió stratégiájának a végrehajtása és ezt szigorúan be kell tartani - az Európa 2020 stratégia. És mind a kettőt fontosnak tartom ebből a szempontból. A harmadik, mivel a fogyatékosság szempontjából még egy kérdés van, ami súlyosan érinti őket, ez pedig az akadályok lebontásának a kérdése. Fizikai és kommunikációs akadálymentesítés nélkül számukra nincs megoldás. Ez a kérdés nagyon fontos az Európai Unióban, és hogy minél előbb megoldjuk.

  Josefa Andrés Barea (S&D). - Señora Presidenta, las situaciones de crisis producen más pobreza sin cohesión social.

Nos hemos empobrecido todos. Los españoles hemos reducido nuestros ingresos medios en un 4,4 %, pero hoy quisiera denunciar que dentro de los países, dentro de las comunidades, por malas gestiones políticas nos empobrecemos más.

Los valencianos, en España, nos podemos encontrar con 3 puntos menos en la capacidad de afrontar nuestra situación de crisis. El paro es superior y, además, existen ayudas públicas que están bajo sospecha ante los tribunales, ante el Tribunal de Cuentas. Hay fundaciones con sentido partidista que reciben más aportaciones que fundaciones públicas muy importantes, como la Fundación Vicente Ferrer.

Por lo tanto, el ponente ha pedido transparencia. Esto es un elemento importante: la resolución de la crisis ¡ya!, pero la resolución de la crisis con cohesión para evitar la pobreza.

  Miroslav Mikolášik (PPE). - Európska únia patrí k najrozvinutejším a najbohatším regiónom na svete. Napriek tomu smutnou skutočnosťou zostáva fakt, že v EÚ žije 116 miliónov osôb trpiacich chudobou a 80 miliónov ohrozených chudobou, z ktorých 20 miliónov sú deti.

Nárast chudoby v posledných rokoch nie je len dôsledkom hospodárskej alebo finančnej krízy, ale predovšetkým vyplýva z nedostatočne aplikovaných a slabých politík na jej potlačovanie a následné odstránenie. Stratégia Európa 2020 v tomto ohľade tiež len vytyčuje ciele odstrániť počet osôb ohrozených chudobou o 20 miliónov, avšak nedosiahnutie takéhoto výsledku nie je ani len spojené s nejakými sankciami.

Opätovne pripomínam, že medzi poslania Európskej únie patria podľa základných zmlúv aj podpora sociálnej spravodlivosti a boj proti sociálnemu vylúčeniu. A nakoniec chcem povedať, že treba venovať pozornosť všetkým občanom – predovšetkým však najzraniteľnejším, ako sú staršie a zdravotne postihnuté osoby.

  Wojciech Michał Olejniczak (S&D). - Potrzebnych jest wiele rozwiązań, które przyczynią się do ograniczenia ubóstwa. Powinniśmy dążyć do tego, aby usługi publiczne takie jak edukacja, komunikacja, służba zdrowia były dostępne w równym stopniu dla wszystkich obywateli Unii Europejskiej.

Chciałbym zwrócić uwagę na dwa problemy, które bardzo mnie nurtują. Pierwszy problem to decyzja o ograniczeniu, a w konsekwencji o likwidacji programu pomocy żywnościowej dla osób najbardziej potrzebujących. W Polsce z tego programu korzysta około 4 mln. osób. 20 tyś. woluntariuszy i 7 tyś. organizacji – oni wszyscy pracują na rzecz tego programu i osób potrzebujących. Dziś padło bardzo wiele pięknych haseł, deklaracji, a w tym samym czasie Komisja Europejska i Rada decydują o likwidacji tego programu.

Chciałbym również zwrócić uwagę na problem związany z wyrzucaniem żywności. W Unii Europejskiej wyrzucamy miliony ton żywności, miliardy euro idą do kosza na utylizację. Chciałbym przyłączyć się do tych programów, które mają na celu edukowanie obywateli Unii Europejskiej tak, aby ograniczać wyrzucanie i utylizację żywności.

  Barbara Matera (PPE). - Signora Presidente, onorevoli colleghi, le fasce sociali più deboli, in particolare i giovani, le donne e le persone diversamente abili, sono quelle più duramente colpite dalla crisi finanziaria, economica e sociale. È necessario che l'Unione europea riconosca tra le sue priorità le categorie vulnerabili attuando la Piattaforma europea contro la povertà e l'esclusione sociale.

Sottolineo la necessità che il programma europeo di aiuto alimentare agli indigenti sia mantenuto, in particolare per le donne che sono spesso le prime vittime della povertà alimentare. È fondamentale l'invito agli Stati membri a garantire sostegno adeguato alle famiglie monoparentali, che sono ad elevato rischio povertà, un aiuto non solo economico ma anche sociale attraverso la facilitazione all'accesso a diverse strutture, quali ad esempio gli istituti per la custodia dei minori. Mi auguro che le Istituzioni europee, insieme agli Stati membri, possano unire gli sforzi.

  László Andor, Member of the Commission. − Madam President, I agree with everyone who spoke in the discussion in the spirit of reinforcing our efforts to combat poverty and social exclusion in Europe, at EU level and also in the Member States. I agree with what was emphasised in the discussion: that the centrality of employment policies – the availability and the quality of jobs – is highly important, and therefore employment policies have to play a stronger role.

Wherever possible, job creation has to be front-loaded and cannot just wait until economic growth and recovery creates jobs again at some point. In programme countries, but also in countries where there is greater room for manoeuvre for the government through targeted interventions and initiatives, I believe it is possible to create jobs and reverse the negative trends.

There is a great role – and this is what we also stressed at the European Platform meeting in Krakow – for social innovation. Perhaps more could have been said about this in today’s discussion. However, we believe that this is going to be an effective tool for finding and disseminating new and effective solutions to poverty. In particular, for example, the situation of minorities and other marginalised and disadvantaged groups, or new areas like digital inclusion should be explored in this way. That is why it is also very important that, in addition to the ESF and other well-known financial instruments, there will be a new EU-level facility for supporting social innovation.

More solidarity is needed in the EU but also within the Member States. I believe that, although we are in quite a late and very dangerous phase of the financial crisis, this is now being increasingly recognised. In certain Member States there are new directions concerning, for example, the role of taxation in fiscal consolidation or the new negotiations on a minimum wage in Germany, which I very strongly welcome.

This connects with the call which I heard from many participants in the debate about further legislative proposals in this area. I believe legislative proposals should not be ruled out, but they only make sense if they have a chance of being passed and implemented. So we have to continue to look at what is really causing the problem here, and how this should be addressed.

I believe that if we look into the question of how we have arrived at this point, with a huge number and an increasing proportion of badly-paid jobs, we should pay attention to a trend which is a polarisation of the wage structure in Europe, particularly as a consequence of the large-scale loss of industrial jobs in the recent past, which was aggravated by the financial and economic crisis. That resulted in the disappearance of many medium-paid jobs, the so-called ‘hollowing out’ effect in the labour market. That, I believe, requires primarily a stronger employment dimension to industrial policies, which is why we have to reinforce industrial policies at EU level and make a stronger connection between job creation and the sustainability of jobs and industrial policy.

I agree with those who stressed or hinted that, if macroeconomic policies are half-baked, social policies have a very difficult starting point. This is why it is very important that there is better coherence between all these policies, which is what we would like to achieve in the next European semester.

Finally, I will mention one issue which many Members of the House spoke about: food aid for the deprived. The Commission was, from the very outset, determined to address the legal problem and begin discussions in Council in order to secure the provision of similar quantities of foodstuffs for the next two years. On 3 October, I presented an amended proposal for the pending regulation extending the legal basis to the relevant chapter of the Treaty, i.e. social cohesion. I am extremely happy that the Member States reached a compromise yesterday in the Council. The Commission services will now make the necessary changes in order to ensure the continuation of this scheme.

  Frédéric Daerden, rapporteur. − Madame la Présidente, au terme de ce débat, je me réjouis du large soutien de la plupart des collègues ce matin – et je les remercie d'ailleurs – à ce rapport, à cette feuille de route qui est multiple, avec des recommandations complémentaires, et je crois que c'est important.

Peut-être un mot concernant le revenu minimum qui suscite encore des réactions parfois basées sur des malentendus. En effet, sur cette thématique importante, nous avons, dans notre rapport, rédigé un compromis qui intègre les spécificités et le niveau de vie de chaque État et qui va, Madame Lynne, dans le sens nuancé que vous avez exprimé. Je crois que c'est vraiment un outil à soutenir, mais avec les nuances qu'il doit comporter.

Je me réjouis également des déclarations et des intentions de notre commissaire Andor, qui sont en convergence avec les souhaits du Parlement, notamment en matière d'emploi, de pauvreté des enfants, d'équité des genre, d'accès aux services sociaux et surtout de refinancement des fonds sociaux de cohésion. Il faut, Monsieur Andor, que ces intentions, que vos initiatives, que vos propositions concrètes pour 2012 puissent être mises en œuvre.

Comme vous l'avez dit, le Parlement européen doit, avec la Commission, mettre la pression sur les États pour que la solidarité entre les citoyens soit une réalité, une priorité dans l'Union, surtout dans le contexte de crise que nous connaissons. Plus le Parlement sera uni dans cette lutte, plus notre signal sera fort.

  Ivo Belet (PPE), schriftelijk. – Het Europees Platform tegen armoede en sociale uitsluiting is één van de vlaggenschepen van de EU-2020-strategie. Heel terecht wordt de bestrijding van armoede naar voren geschoven als een belangrijke prioriteit en uitdaging voor de EU: het is onze ambitie om tegen 2020 20 miljoen mensen weg te halen uit armoede. In de voorbije 10 jaren is het armoedepeil in de EU gestegen of, in het 'beste geval', constant gebleven. In de meeste landen daalden de laagste uitkeringen en het laatste vangnet, het leefloon of minimuminkomen. We kunnen en mogen dit niet aanvaarden: gezinnen kunnen de eindjes niet aan elkaar knopen en leven in armoede. Ik hoop dat het Europees Platform tegen armoede en sociale uitsluiting een goede basis zal vormen in onze gezamenlijke strijd tegen armoede in de EU. Tot slot wil ik graag ingaan op het Europees Voedselprogramma voor de minstbedeelden. Gisteren werd er een politiek akkoord bereikt voor de jaren 2012 en 2013. Ik meen dat dit een belangrijk signaal is: het programma is immers onontbeerlijk voor ongeveer 18 miljoen Europeanen die er jaarlijks door gesteund worden. Maar we mogen het hier zeker niet bij laten: ook voor de periode na 2013 moeten we streven naar een goede financiering zodat het programma kan worden voortgezet.

  Zuzana Brzobohatá (S&D), písemně. – Dne 15. listopadu projednal Evropský parlament zprávu o Evropské platformě pro boj proti chudobě a sociálnímu vyloučení. Je smutné, že Evropská unie jako jedna z nejbohatších oblastí světa má více než 80 milionů občanů ohrožených chudobou, z nichž 20 milionů tvoří děti a přes 6 milionů tvoří aktivní obyvatelstvo. Tato situace je neslučitelná s evropskými hodnotami spravedlnosti a solidarity, které jsou obsaženy ve Smlouvách. Finanční krize od roku 2008 tento fenomén ještě prohlubuje, a zvyšuje tak tlak na nejzranitelnější vrstvy obyvatelstva. Ačkoli je boj proti chudobě a sociálnímu vyloučení výlučně v kompetenci členských vlád, může Evropská unie hrát významnou roli, pokud jde o zvyšování povědomí o tomto problému, posilovat koordinaci a financovat aktivity v členských státech směřující k řešení chudob a sociálního vyloučení. Tento vícestranný problém vyžaduje integrovanou reakci zahrnující společné úsilí všech úrovní veřejné správy, a to od úrovně evropské až po úroveň místní samosprávy. Osobně si myslím, že nejefektivnější nástroje mohou provádět místní samosprávy, neboť ty jsou těmto skupinám nejblíže, přičemž tyto nástroje musí být doplňovány systémovými opatřeními v sociálním systému na úrovni každého členského státu s cílem snižovat chudobu a sociální vyloučení.

Dreapta conservatoare are alte priorităţi decât cele 116 milioane de persoane care se confruntă cu riscul sărăciei şi cele 42 de milioane de persoane care trăiesc în condiții de sărăcie severă şi nu îşi pot permite necesitați esențiale pentru o viaţă decentă. Este revoltător faptul că sectorul bancar este mult mai important pentru decidenții europeni decât faptul că mai mult de un sfert din populația UE se confruntă cu flagelul sărăciei.

Paupertatea şi implicațiile ei – între care șomajul de lungă durată, care afectează unu din trei șomeri, lipsa de adăpost şi de acces la servicii medicale, abandonul școlar, excluderea socială a vârstnicilor şi a persoanelor cu dizabilități – sunt factori ce distrug coeziunea socială dintre generații şi dintre categorii profesionale. Mă îngrijorează faptul că platforma propusă de Comisie nu are în vedere necesitatea combaterii vulnerabilității sporite a femeilor, mai ales a mamelor singure şi a celor în vârstă.

Solicit Comisiei o mai mare implicare în sprijinirea cetățenilor europeni împotriva sărăciei şi a excluziunii sociale şi consider necesară o analiză realistă privind posibilitatea reducerii, conform Strategiei Europa 2020, cu 20 de milioane a cifrei persoanelor expuse riscului sărăciei.

  Monika Flašíková Beňová (S&D) písomne. – Ekonomická kríza sa bytostne týka všetkých v EÚ a ešte zvyšuje počet ľudí ohrozených rizikom chudoby, ktorých bolo ešte pred krízou v celej Únii 80 miliónov. S krízou súvisí aj to, čo by som chcela na správe okomentovať. Akútne „protikrízové“ opatrenia totiž úplne zatláčajú do úzadia opatrenia stratégie Európa 2020. Konkrétne ide o inkluzívny rast, ciele týkajúce sa zníženia chudoby a sociálneho vylúčenia a politiky zvyšovania investícií do sociálnej oblasti.

Ďalej by som chcela vyzvať Komisiu, aby sa zaoberala analýzou sociálnych dopadov schválených protikrízových opatrení. Veľmi by ma totiž zaujímalo, aké sociálne dopady Komisia odhaduje v dôsledku politiky škrtov, v dôsledku balíčka opatrení hospodárskeho riadenia či v dôsledku Paktu Euro Plus. Ja som totiž presvedčená, že tieto opatrenia sú v tomto čase nesprávne práve preto, že ignorujú otázky chudoby a sociálneho vylúčenia. Preto by Komisia mala zriadiť nezávislý monitorovací mechanizmus, ktorý by tieto obavy preveril v praxi.

A na záver už len jedna malá konkrétna poznámka k textácii ohľadom platformy. V nej sa hovorí o „sociálnom experimentovaní“. Hoci z kontextu je jasné, že sa pod tým myslia inovatívne politiky boja proti chudobe, odporúčala by som toto slovné spojenie nahradiť, pretože má výrazne negatívne konotácie.

  Lívia Járóka (PPE), in writing. – Even though the European Union was designed to be an area of prosperity and progress, the Europe of today is a continent of 80 million poor people for whom existential instability and inequality of opportunities are a daily experience. The reintegration of the unemployed and marginalised population can, however, release this dormant potential to revitalise the EU’s ailing economies. Crisis management must not therefore overshadow but strengthen anti-poverty measures, since they are indispensable for ensuring the sustainable and inclusive growth enshrined in the Europe 2020 Strategy. In this light, I would like to welcome this report on this important flagship initiative of the Europe 2020 Strategy and the fact that it dedicates a whole section to the inclusion of Roma, who are way over-represented among the poorest. Equally important and mutually reinforcing with the Europe 2020 national reform programmes are the national Roma Inclusion Strategies, which are to be submitted to the Commission by the end of this year, and I truly hope that despite any political upheaval or budgetary hardship in some of the Member States, the Commission will thoroughly evaluate the professional substantiation, complexity and financial feasibility of the national strategies, and that it will also present specific recommendations for their revision.

  Jan Kozłowski (PPE), na piśmie. – Na wstępie chciałbym serdecznie pogratulować panu Daerdenowi kompleksowego raportu. Dziś jesteśmy bogatsi o dorobek pierwszej konwencji europejskiej platformy współpracy zorganizowanej przez Komisję i polską prezydencję w październiku br. w Krakowie. Konwencja pokazała, że cele narodowe związane ze zwalczaniem ubóstwa są wciąż niewystarczające, aby wydobyć 20 mln Europejczyków z obszaru ubóstwa i wykluczenia społecznego. Oznacza to konieczność rewizji celów i Krajowych Programów Reform, które w przyszłości będą podstawą programów operacyjnych.

Konwencja podkreśliła konieczność skupienia interwencji na takich obszarach, jak ubóstwo dzieci, bezrobocie wśród młodzieży czy sytuacja osób starszych, a także konieczność szerszego włączenia ludzi młodych w procesy decyzyjne. Podkreśliła też, że zatrudnienie jest najbardziej efektywnym sposobem wyjścia z ubóstwa. Dlatego uważam, że kluczowe znaczenie ma wsparcie małych i średnich przedsiębiorstw. Dorobek Konwencji wskazuje, że raport kolegi Daerdena dobrze odzwierciedla kierunki dalszych działań platformy.

  Jacek Olgierd Kurski (ECR), in writing. – Speaking as a member of the new faction ‘Solidary Poland’ and as a former Solidarność activist in the 1980s, I wholeheartedly approve of efforts to foster greater EU solidarity in the international sphere. Nevertheless, as a trade economist I am also keenly aware of the increasing possibility of EU economies re-entering recession in the months ahead. I would like to ask therefore whether the Commission and colleagues would consider a reappraisal of the 0.7% of GNI development aid target in advance of the 2015 deadline? Surely an honest reappraisal would be better for our partners’ planning, and for our own credibility, than the maintenance of a target which is highly likely to be missed. If not, and if the Commission and colleagues agree that additional tax revenues are unlikely to be forthcoming in the years ahead, could the Commission and colleagues clarify which programmes they would recommend cutting to ensure the target for 2015 is met?

W obecnych czasach bezdomność i ubóstwo stają się poważnym problem, a światowy kryzys gospodarczy i finansowy jeszcze bardziej go pogłębia. Unia Europejska stoi przed poważnym wyzwaniem, dlatego że odpowiedzialność za walkę z wieloma formami wykluczenia społecznego leży przede wszystkim po stronie państw członkowskich, które, borykając się z problemami gospodarczo-ekonomicznymi, wprowadzają oszczędności, które często w pierwszej kolejności dotykają osób najsłabszych. Dlatego ważne są wszystkie te działania Komisji Europejskiej i Parlamentu, które wspierają kraje członkowskie w walce z ubóstwem i wykluczeniem społecznym. Nie możemy też pozwolić, by środki z Europejskiego Funduszu Społecznego były wykorzystywane nieefektywnie. Nie może być tak, że miliony euro są przeznaczane na szkolenie, które nie pomagają bezrobotnym powrócić na rynek pracy, czy w zdobywaniu nowych potrzebnych kwalifikacji. Bardzo ważne jest stworzenie europejskiej platformy współpracy, która będzie wspierać najsłabsze grupy społeczne a także odpowiedni nadzór KE nad efektywnością wydawanych środków finansowych.   Siiri Oviir (ALDE), kirjalikult. – Pean Euroopa-tasandilise tegevusprogrammi-suuniste olemasolu vaesuse ja sotsiaalse tõrjutuse vastu võitlemisel äärmiselt oluliseks hoolimata sellest, et sotsiaalküsimused on ennekõike liikmesriikide pädevuses. Euroopa Liit on küll üks maailma rikkamaid piirkondi, kuid johtuvalt majanduskriisist on suurenenud märkimisväärselt vaesuses ja vaesumisohus elavate inimeste arv. Kõige raskemas majanduslikus olukorras on Euroopa noored, kelle seas on tööpuudus kõige suurem. Vaesumisohu vältimiseks on nad sunnitud valima "igavese tudengi" staatuse või elama pikalt oma vanemate juures. Keerulises olukorras on ka naised, kelle tööhõivemäär on 13% madalam kui meestel ning kes teenivad meestest märgatavalt vähem. Sellest tulenevalt on näiteks naispensionäride sissetulek väiksem ja oht sattuda vaesusesse suurem. Pidev vaesuses elavate inimeste hulga suurenemine on ohuks Euroopa julgeolekule. Euroopa vajab tasakaalustatud ühiskonda ja seetõttu toetan igati antud raportit, mille eesmärgiks ongi just selle tagamine.

  Vladko Todorov Panayotov (ALDE), in writing. – I welcome the initiative against poverty and social exclusion, and the EU’s commitment to fighting poverty within Europe. At this time of financial difficulty especially, it is important that the EU does not forget about those most in need in our society. Poverty is an issue that must be combated through cooperation between Member States and the EU. At Member State level, nations should consider a wide range of areas, including particular emphasis on education and health, in order to reduce both current and future poverty. Job creation and training should be considered to help those currently struggling below the poverty line. Further investment in education at all levels should be incorporated to prepare future generations to stay out of poverty. Likewise, health, sanitation and other concerns related to individuals’ well-being must be addressed. The EU as a whole needs to address poverty through ambitious leadership such as setting the 2020 target of liberating 20 million people from poverty. We, as Europeans, need to seek justice for all by reducing poverty in the EU and working towards equal opportunities for all, in order to successfully provide citizens with the basic human dignity and rights provided within our treaties.

  Evelyn Regner (S&D), schriftlich. – Zunächst möchte ich mich beim Berichterstatter herzlich bedanken, weil er trotz massivem Widerstand und vielen Änderungsanträgen, gute Kompromisse ausgehandelt hat, um diesen wichtigen Bericht mit effektiven Maßnahmen zur Bekämpfung der Armut und sozialen Ausgrenzung zu schaffen. Viele EU-BürgerInnen sind akut arm oder armutsgefährdet, und die Krise verstärkt diese bedauernswerte Entwicklung. Allein in Österreich sind 12% der Bevölkerung armutsgefährdet - die Hälfte davon ist manifest arm. In den meisten Mitgliedstaaten, in denen der Sozialstaat nicht so ausgebaut ist, ist die Situation noch viel dramatischer. Es liegt in unserer Verantwortung, diesen Menschen Auswege zu bieten. Deshalb müssen konkrete Maßnahmen zur Armutsbekämpfung geschaffen werden; am wichtigsten ist es, den Sozialstaat zu stärken und sicherzustellen, dass öffentliche Dienstleistungen qualitativ hochwertig und für alle zugänglich sind. Es reicht jedoch nicht aus, die Folgen von Armut zu bekämpfen. Vor allem müssen konkrete Strategien zur Armutsprävention gefunden werden. Der Bericht erkennt die besonderen Bedürfnisse der am stärksten gefährdeten Gruppen: Indem dieser Bericht anerkennt, dass der Schwerpunkt der Kinderarmutsbekämpfung auf die Prävention gelegt wird, leistet er einen wichtigen Beitrag zu einer langfristigen nachhaltigen Entwicklung, um eines der zentralen Ziele der Strategie Europa 2020 - die Senkung der Armutsgefährdeten Personen um 20 Millionen bis 2020 - zu erreichen.

  Νικόλαος Σαλαβράκος (EFD), γραπτώς. – Κύριε Πρόεδρε, οι αριθμοί κα τα στατιστικά στοιχεία που αναγράφονται στην έκθεση για την κατάσταση της φτώχειας στην ΕΕ καταδεικνύουν έντονα το πρόβλημα. Η ανεργία των νέων έχει εκτιναχθεί στην ΕΕ μετά την οικονομική κρίση υπερβαίνοντας το 20% και φθάνοντας σε κρίσιμα επίπεδα σε όλα τα κράτη μέλη. Επιτρέψτε μου να προσθέσω σε αυτά και μερικούς αριθμούς από την χώρα μου την Ελλάδα. Σύμφωνα με πρόσφατη έρευνα: Το 60% των Ελλήνων δηλώνουν ότι ζουν με το φόβο ότι μία ημέρα μπορούν να ξυπνήσουν φτωχοί. Το 50% πιστεύει ότι φτωχός μπορεί κανείς να «καταντήσει» από κάποιο τυχαίο γεγονός, πχ αρρώστια ή απόλυση σε προχωρημένη ηλικία. Η λεγόμενη "γενιά των 700 ευρώ" αποτελεί αντικείμενο μελέτης για τους σύγχρονους κοινωνιολόγους και οικονομολόγους. Όλοι αναρωτιούνται πώς τα καταφέρνουν! Όπως αναφέρεται στην έκθεση, ο αριθμός των απόρων εργαζομένων σε ευρωπαϊκό επίπεδο έχει σημαντικά αυξηθεί, το 8% των εργαζομένων αντιμετωπίζουν φτώχεια και το 22% των εργαζομένων απειλούνται με φτώχεια. Αυτοί οι αριθμοί θα πρέπει να μας ανησυχούν ιδιαίτερα δεδομένου ότι η αραβική άνοιξη πυροδοτήθηκε από την δυσαρέσκεια των νέων και την απογοήτευσή τους από τις ηγεσίες τους που δεν τους πρόσφεραν ένα μέλλον. Αν η κατάσταση δεν αλλάξει, οι κοινωνικές συγκρούσεις θα είναι αναπόφευκτες.

  Csaba Sógor (PPE), írásban. – Az Európában létező szegénység, amely az aktív lakosság mintegy 8 százalékát fenyegeti, arra a tényre világít rá, hogy az európai integráció egyik legfontosabb célkitűzésének elérése - az európaiak életszínvonalának növelése és magas szinten tartása - még további erőfeszítéseket igényel. Ugyanakkor azt vizsgálva, hogy a szegénység jelensége földrajzilag Európa melyik térségére jellemző leginkább, nagyon könnyen az új tagállamok, a közép-kelet-európai térség felé fordul a figyelmünk. Éppen ezért azt gondolom, hogy a területi kohézió, az Európa régiói között meglévő fejlettségbeli különbségek csökkentése az Unió előtt álló egyik legnagyobb kihívás. A szerződésekbe foglalt európai értékek között a szolidaritás is szerepel, ebből pedig egyértelműen levezethető a kohéziós politika fenntartása és további erősítése. A gazdaságilag elmaradott régiók támogatása pedig nem csupán a tagállamok gazdaságára gyakorol jótékony hatást, hanem az Európa különböző régióiban élő polgárok életszínvonalát is közelíti egymáshoz, és ezáltal hozzájárul a közös Európa építéséhez, az európai identitás erősítéséhez. Az Európa 2020 stratégia céljainak - köztük a szegénység csökkentésének - teljesüléséhez a nemzetgazdaságok megerősödése és gazdasági bővülésük felgyorsulása is szükséges. Ehhez az Európai Unió szintén hozzáteheti a maga részét – például a kohéziós politika révén.

  Claudiu Ciprian Tănăsescu (S&D), în scris. – Oamenii săraci suferă de înfometare şi îmbolnăvire şi au o speranță de viață scăzută. Foamea și malnutriția sunt cele mai mari amenințări pentru sănătatea publică în lume. Din 7 miliarde de oameni, aproximativ 925 de milioane suferă din cauza foametei, cei mai afectați fiind copiii. Sărăcia are un rol determinant în decesul a cel puțin 5 milioane de copii, în fiecare an, în întreaga lume. În plus, tot sărăcia reprezintă unul dintre cei mai importanți factori de risc pentru boli precum HIV/SIDA, malaria sau tuberculoza.

Doresc să încurajez proiectele/inițiativele care au ca scop creșterea speranței de viață în țările în curs de dezvoltare, acoperirea deficitului de asistență medicală în țările slab dezvoltate, măsurile menite să conștientizeze întreaga lume în legătură cu afecțiunile parazitare, dar și proiectele care au în vedere acordarea de ajutor imediat familiilor defavorizate din UE, şi nu numai – ajutor ce poate consta în alimente, acces la apă potabilă, îmbrăcăminte, adăpost, facilități sanitare, educație și informare.

Este rolul nostru să facem tot posibilul pentru a eradica sărăcia, pentru a reduce mortalitatea infantilă și pentru a crește speranța de viaţă; platforma europeană împotriva sărăciei și a excluziunii sociale reprezintă un instrument foarte bun pentru a ne atinge aceste obiective.

  Angelika Werthmann (NI), schriftlich. – Die Europäische Union ist zwar global eine der reichsten Regionen, dennoch muss mit großer Besorgnis festgestellt werden, dass mehr als 80 Millionen Menschen innerhalb der Union von Armut zumindest bedroht sind. Dass 20 Millionen davon Kinder sind, macht besonders betroffen. 2010 war das „Europäische Jahr zur Bekämpfung von Armut und sozialer Ausgrenzung“. Gewählt wurde dieses Thema, um das EU-Ziel der Armutsbekämpfung nochmals zu bekräftigen und verstärkt voranzubringen. Tatsächliche Fortschritte in diesem Bereich können nur erreicht werden, wenn der Wille zu einem gemeinsamen Vorgehen – mit sich gegenseitig stützenden und ergänzenden Maßnahmen auf allen Ebenen – gegeben ist.

  Artur Zasada (PPE), na piśmie. – Dziękuję sprawozdawcy za rzetelne przygotowanie raportu i przypomnienie nam o wyzwaniach związanych z sytuacją najuboższych. Pan Frédéric Daerden zasadnie podkreśla wagę walki z ubóstwem - zła sytuacja materialna Europejczyków jest jednym z głównych zagrożeń ładu społecznego w XXI wieku. Statystyki nie napawają optymizmem. W krajach powszechnie uważanych za wysokorozwinięte miliony ludzi cierpi z powodu ubóstwa. Skala problemu jest ogromna, warto więc promować wszystkie inicjatywy aktywizujące, na poziomie państwowym i wspólnotowym. Osoby skrajnie ubogie często nie znają swoich praw, zatem również nie potrafią korzystać z pomocy. Ich sytuacja jest często wynikiem zbiegu zdarzeń od nich niezależnych, zatem działania mające na celu poprawę ich sytuacji powinny być prowadzone w dużej mierze przez państwo. Wiem, że inicjatywa Komisji ustanawiająca rok 2010 Europejskim Rokiem Walki z Ubóstwem i Wykluczeniem Społecznym z pewnością pomogła intensyfikować działania polepszające integrację wewnątrz europejskiego społeczeństwa. Pozostaje nam tylko dalej pracować na rzecz włączenia do życia społecznego wszystkich wykluczonych.
