  Hélène Flautre, auteur. − Monsieur le Président, face aux discriminations extrêmement graves que subissent les Roms, ni le Parlement européen, ni la Commission européenne ni même le Conseil, j'allais dire, ne sont restés les bras ballants. Le Parlement connu pour ses résolutions à ce sujet, la Commission européenne a mis en place une task force sur les Roms et a présenté une communication sur le sujet en avril 2011 et le Conseil a adopté le cadre européen pour une stratégie d'inclusion des Roms à l'échelle de chacun des États membres à la fin au mois de juin.

Néanmoins, j'ai le sentiment que, bien sûr, ce texte a en lui-même des faiblesses qui ont été à l'époque signalées, la faiblesse concernant les objectifs fixés en matière de lutte contre l'antigypsisme et les discriminations et puis nous avons maintenant, à un mois de la délivrance par les États membres de leur copie à la Commission européenne, des doutes sérieux sur l'énergie qui a été déployée par les gouvernements pour inclure dans l'élaboration de ces stratégies nationales les acteurs, les collectivités locales et territoriales, les ONG et les populations roms elles-mêmes.

Mais j'ai surtout le sentiment que jour après jour, dans la presse, par les témoignages, dans les faits relatés par les ONG, dans les rapports, il est fait état de choses extrêmement graves: violences et manifestations haineuses contre les Roms, atteintes à leur liberté de circulation, banalisation de la rhétorique anti-rom dans les milieux politiques, ségrégation à l'école, expulsions forcées, trafic d'êtres humains, stérilisations forcées des femmes.

Je crois que face à cela, notre agenda positif, inclusif, doit être absolument doublé d'une très grande vigilance et d'une très grande exigence. Je crois que la Commission européenne doit déployer tous les moyens qui sont à sa disposition pour être extrêmement ferme par rapport aux États membres dans son rôle de gardienne de l'acquis communautaire et de gardienne des traités.

Je vous donne un exemple: les expulsions massives qui ont eu lieu en France viennent d'être condamnées de la manière la plus claire comme "violations aggravées des droits de l'homme" par le Conseil de l'Europe, et le gouvernement français a pris pour acquis dans sa défense la décision de la Commission européenne qui, soi-disant, avait validé les expulsions comme tout à fait conformes au droit communautaire. Je crois que ce genre d'argument ne peut plus être utilisé par les États membres et que la Commission doit vraiment être extrêmement ferme.

Nous aussi, d'ailleurs, chers parlementaires, je crois que nous avons, au-delà de notre travail qui est très important, à mettre en place un groupe de monitoring avec les élus des assemblées nationales, en lien avec les ONG, pour que nous soyons en tout cas beaucoup plus efficaces dans la lutte contre les discriminations que subissent les populations roms.

  Cornelia Ernst, Verfasserin. − Herr Präsident! Vor ein paar Stunden wurde hier in diesem Raum ein wichtiger Preis verliehen. Und es wurde gesagt, dass Freiheit, Gerechtigkeit und Solidarität Säulen der Europäischen Union sind.

Aber ich frage Sie: Wie verträgt sich das mit der Tatsache, dass rassistische Gewalt gegen Roma gewissermaßen an der Tagesordnung in sehr vielen Mitgliedstaaten und ungebrochener Zustand in Bulgarien, Rumänien, Tschechien, Irland, Nordirland, der Slowakei oder auf dem Balkan ist? Dass Ausweisungen von Roma, die EU-Bürger sind, nicht nur aus Frankreich erfolgen, sondern auch aus Dänemark, Italien, Deutschland, Finnland – auch das trifft zu! Freiheit, Solidarität und Gerechtigkeit, von der wir so oft hier sprechen, existieren doch nur universell oder gar nicht. Es ist ein Skandal – ich kann es auch nicht schöner formulieren –, wenn die größte Minderheit in Europa trotz EU-Rahmenstrategie, trotz vielfacher Versprechungen der Mitgliedstaaten nach wie vor ungestört diskriminiert wird!

In Tschechien sprach ich mit Roma-Familien, die völlig schockiert und vor allem auch verängstigt waren, weil monatelang Anti-Roma-Demonstrationen faktisch vor ihrer Haustür stattgefunden haben – und zwar mit Plakaten: „Roma ins Gas“! Das ist schockierend nicht nur als Nachbarin dieser Roma, sondern es wird auch unserer Geschichte nicht gerecht, wenn wir so etwas einfach nur dulden oder mit ein bisschen mehr Polizei abzuändern versuchen.

Roma-Kinder gehen in der Tschechischen Republik wie in vielen anderen Ländern nach wie vor in Sonderschulen – und in Tschechien beispielsweise mit schwerbehinderten Kindern! Ich sage Ihnen als Linke nicht nur, dass Roma nicht in Sonderschulen gehören, auch behinderte Menschen gehören nicht in Sonderschulen. Das ist menschenrechtswidrig und ich finde, das muss man an der Stelle auch sagen. Der Europäische Gerichtshof für Menschenrechte hat die Sonderschule für Roma als illegal gebrandmarkt. Trotzdem geht es fröhlich weiter!

Das European Roma Rights Centre hat bekanntlich 44 Fälle in Tschechien, Ungarn und der Slowakei untersucht und festgestellt, dass gewalttätige Übergriffe auf Roma völlig unzureichend verfolgt und schon gar nicht verurteilt werden. Viele Strafverfolgungsbehörden sind auf beiden Augen blind, wenn es um Roma geht. Und der Tschechische Senat bekräftigte jüngst ungeniert, dass er sich nicht an einer Roma-Strategie beteiligen wird. Das ist gelebte Apartheid mitten in Europa! Und dagegen müssen wir etwas machen.

So rächt sich eben auch, dass die Roma-Rahmenstrategie keine verbindlichen Vorgaben macht und dass das Thema Antirassismus nicht Teil dieser Strategie ist. Ich sage Ihnen ganz offen: Das Maß ist voll! Ich frage die Kommission: Wie lange will sie weiter zusehen? Und wo bleibt ihre Konsequenz, wenn es darum geht, dass der beispielsweise Rahmenbeschluss zur Bekämpfung von Rassismus und die Antidiskriminierungsrichtlinie in den Mitgliedstaaten umgesetzt werden und zwar richtig umgesetzt werden?

Es gibt nach Artikel 7 des EU-Vertrags auch die Möglichkeit, gegen Mitgliedstaaten vorzugehen, bei denen eine schwerwiegende Verletzung der Werte der EU vorliegt. Ich fordere Sie eindringlichst auf: Machen Sie davon Gebrauch! Denn wir müssen die Rechte und Freiheiten der Roma als europäische Bürger verteidigen! Wer denn sonst?

  Monika Flašíková Beňová, autorka. − V prvom rade musím povedať, že mi je veľmi ľúto, že tu nie je prítomná pani komisárka Redingová, pretože ona je v Komisii kompetentná za túto problematiku. Chcela by som povedať, že napriek našim snahám – a tie snahy sú výraznejšie najmä potom, čo k Európskej únii pristúpili nové členské štáty – a ani napriek predstaveniu rámca Komisie z apríla roku 2011 sa v podstate v riešení rómskej problematiky v Európskej únii nič nezmenilo. Jednoducho tu stále dochádza k diskriminácii rómskej menšiny a, čo je paradoxné, dochádza ešte viac k prehlbovaniu akejsi nevraživosti nerómskej majority voči Rómom. Túto situáciu, samozrejme, spôsobuje aj prehlbujúca sa kríza a najmä jej sociálne dopady v členských štátoch Európskej únie. Majoritné obyvateľstvo má často krát pocit – nielen tými otvorenými formami, ako sú demonštrácie alebo protesty proti rómskej komunite, ale u majoritného obyvateľstva je to najmä skryté – že rómska komunita je niekto, kto zneužíva náš sociálny systém, kto jednoducho nemá ochotu a ambíciu byť integrálnou súčasťou majoritnej spoločnosti.

Niekoľkokrát som na to upozorňovala vo viacerých vystúpeniach, ktoré sme tu mali vo vzťahu k riešeniu rómskej problematiky, že za nevyhnutnú súčasť riešenia považujem nielen zapojenie sa národných vlád, ale najmä zapojenie sa regiónov a miestnych politikov – tej miestnej časti, čo znamená primátorov a starostov, ktorí najlepšie poznajú svoju situáciu vo svojich mestách a obciach a ktorí majú individuálne prístupy, ktoré sa niekde podarilo uplatňovať pozitívne, niekde nie až tak veľmi pozitívne.

Chcela by som tiež povedať, že ak by sme mali byť konzekventní, tak uplatňovanie Charty práv dieťaťa práve v rómskej komunite je veľmi problematické, a ak by sme mali naozaj trvať na tom, že Charta práv dieťaťa musí byť uplatňovaná, museli by sme deti odoberať z rodín, pretože často krát žijú nielen v zlých hygienických a sociálnych podmienkach, ale jednoducho vychovávať v takých podmienkach, ako sú tieto deti vychovávané, nie je možné.

Chcela by som preto apelovať na Komisiu, aj keď tu nie je pani komisárka Redingová, aby sme sa skutočne riešením rómskej problematiky začali zaoberať nielen formálne, ale aby sme prijímali také riešenia, ktoré jednak spružnia fondy, aby tieto fondy mohli byť využívané napríklad pre rómskych asistentov na školách, aby rómske deti nemuseli chodiť do špeciálnych škôl, ale aby mohli ostať na normálnych školách, kde to bez rómskeho asistenta nie je možné, a aby sme tieto prostriedky využívali aj na inštitút osobitného príjemcu sociálnej dávky.

  Renate Weber, author. − Mr President, first of all please allow me to welcome the presence of Commissioner Vassiliou in this plenary, although the topic we are talking about today is not within her mandate. You will see that there are good reasons for me to mention this.

For quite some time we have been waiting for the European Commission to prove that Roma integration is not just a trendy word but a policy we are genuinely committed to. Providing money is one aspect; important but not enough. We have been waiting in vain for the Commission to demonstrate full respect for fundamental rights, as enshrined in the EU Treaties and the Charter of Fundamental Rights, in relation to Roma evictions and expulsions from France.

The beauty of being in Europe is that the Council of Europe also exists and its European Committee for Social Rights, in the decision taken in June this year, considered the French measures ‘incompatible with human dignity’ and ‘an aggravated violation of human rights’. It also stated that such violations represent a threat to the ‘shared fundamental standards of all the Council of Europe’s member states, namely those of human rights, democracy and the rule of law’.

How was it possible for the European Commission not to see this, since respect for human dignity represents the foundation of the European Union?

The French Constitutional Council saw it in its decision of March. The French Conseil d’Etat noted it in its judgment of April this year and stated that the French authorities did not have the right, in contravention of the principle of equality before the law, to implement the policy of evacuating unlawful settlements by designating their occupants on the basis of ethnic origin.

Our European Commission did not see the discriminatory behaviour of the French authorities, thus allowing the French Government to defend its actions invoking not the French Constitutional Council, nor the Conseil d’Etat, but the European Commission’s conclusions that the evictions and expulsions were compatible with European law. What an embarrassment!

  Lívia Járóka, author. − Mr President, half a year ago, after the adoption of the European Framework for National Roma Inclusion Strategies, we all agreed that the strategy was not the end, but the beginning, of our work. Let me share with you the four most important tasks and areas that await us in the very near future and that are essential for this strategy to be a success in the end.

Firstly, the institutional and coordination starting line is to be finalised. For this purpose, the Commission’s confirmation to Parliament at the end of October that, despite any political upheaval or budgetary hardship in Member States, it was expecting the national Roma inclusion strategies to be submitted by the end of this year was of great importance.

The Commission also confirmed that, after a thorough evaluation covering the professional substantiation, complexity and financial feasibility of the national strategies, the Commission would also present specific recommendations for their revision, and would report annually on the progress of the integration to Parliament and to the Council.

On 8 April 2010 in Budapest, Vice-President Reding promised that the Commission would keep a close eye on the actions of all the Member States and would not tolerate any window-dressing regarding the national strategies.

Secondly, Parliament’s report called for the establishment of a so-called crisis map to identify and measure the under-developed areas which are struggling with serious structural disadvantages. This will enable complex and holistic development programmes for immediate intervention under the cross-sectoral integrated approach. I truly hope that the poverty mapping carried out by the Fundamental Rights Agency will fulfil these requirements.

Thirdly, last year Parliament proposed serious and important changes to the next Multiannual Financial Framework in order to ensure that EU and national funds can contribute to the substantial and enduring improvement of living conditions for the Roma.

Complex, flexible and sustainable programmes are necessary, with longer time coverage and greater territorial relevance, focusing on the most disadvantaged micro-regions. The scope of EU funding must be extended in the near future so that provision of quality public services can also become eligible.

The rules of co-financing should be revised and possibly differentiated so that projects targeting the Roma could possibly be required to be funded with a lower proportion of national co-financing and a higher share from the EU. The idea of performance, that Parliament stood so firmly behind last year, should remain on the agenda.

The fourth point that I would like to raise is also related to the European Parliament’s report last year, when we stated that the EU policy to improve the socio-economic status of the European Roma must not compromise, but complement, anti-discrimination legislation. Therefore, Directive 2000/43/EC on equal treatment must be finally implemented in the Member States and enforced by the Commission. The national equality bodies must be strengthened and all violations of these legal principles must be immediately reported and sanctioned.

  Mara Bizzotto, Autore. − Signor Presidente, onorevoli colleghi, si parla di aumento delle violenze nei confronti delle comunità Rom e si invoca la necessità di provvedimenti specifici per combattere le forme di discriminazione di cui i Rom sarebbero vittime in molti paesi europei. Da anni sembra, insomma, che per il Parlamento e la Commissione i Rom siano l'unica minoranza degna di attenzione e di protezione. Bisogna fare per loro strategie europee, con tanto di fondi ad hoc per la loro inclusione sociale, bisogna promuovere piani europei e nazionali per l'integrazione dei bambini Rom nelle scuole e via dicendo. A me tutto questo sa di ipocrisia.

Nessuno ha il coraggio di sollevare il problema del fenomeno di delinquenza dovuto alle comunità Rom, nessuno vuole parlare della difficoltà per altri cittadini europei di vivere accanto ai campi Rom, nessuno parla delle violenze che i bambini Rom subiscono all'interno delle loro stesse comunità, nessuno parla dello sfruttamento dei bambini Rom da parte dei loro stessi genitori che li costringono sotto minaccia ad andare a rubare nelle case o a elemosinare per le strade, nessuno parla degli abusi di cui i bambini Rom sono vittime all'interno della loro etnia.

Come tanti cittadini europei vorrei capire perché l'Europa ha eletto i Rom a minoranza da tutelare e sostenere a tutti i costi, quando ci sono moltissime categorie di persone svantaggiate da aiutare, soprattutto in periodo di crisi. Vorrei capire perché non si fa di più per i disabili nel mercato del lavoro, per le donne, per le madri, per i giovani che vogliono farsi una famiglia, per gli anziani, per i disoccupati. Vorrei capire perché l'Europa, dopo aver buttato via centinaia e centinaia di milioni di euro per i programmi di integrazione dei Rom non spende questi soldi per aiutare categorie veramente in difficoltà della nostra società.

Mi preme quindi sapere da Commissione e Consiglio quali somme prevedono di spendere per l'attuazione dell'ennesima nuova strategia europea per l'integrazione dei Rom, considerato che i Rom sono comunque un'etnia, un popolo che non vuole integrarsi. Per loro natura sono gente nomade che gira e non vuole stanziarsi in un paese e quindi non vuole integrarsi. Bisogna che partiamo di questo dato di fatto.

  Elżbieta Radziszewska, Urzędująca Przewodnicząca Rady. − Panie Przewodniczący! Proszę pozwolić mi wyrazić w imieniu prezydencji wdzięczność za możliwość zajęcia się tak poważną sprawą jaką jest integracja Romów, której i Rada i Parlament poświęcały ostatnio bardzo wiele uwagi. Myślę głównie o sprawozdaniu przyjętym przez Państwa – parlamentarzystów w marcu tego roku, a przygotowanym właśnie przez panią poseł Livię Járókę, i wiem, że spotkało się ono z dużym oddźwiękiem – bardzo dziękuję.

Ważne w tej całej sprawie są dwa główne fakty. Po pierwsze, ok. 10 milionów naszych współobywateli w Unii Europejskiej to Romowie i Sinti – to więcej niż ludność kilku mniejszych państw członkowskich razem wziętych (10 milionów mężczyzn, kobiet i dzieci). Wielu z nich żyje w warunkach ekstremalnego ubóstwa, a ich szanse życiowe są bardzo poważnie ograniczone. Niektórzy z nich nie mają żadnych możliwości i nie mają nadziei na takie życie, jakie my wszyscy dzisiaj obecni w tej izbie uważamy za coś normalnego i oczywistego. Wszyscy uważamy, że to niesprawiedliwe i że jest to dla nas obywateli Europy powód do wstydu. Rezolucje, które Parlament Europejski przyjmował w ciągu ostatnich kilku lat, jasno opisują całą powagę sytuacji.

Po drugie, art. 2 Traktatu o Unii Europejskiej mówi, że Unia opiera się na wartościach poszanowania godności osoby ludzkiej, wolności, demokracji, równości, państwa prawnego, jak również poszanowania praw człowieka, w tym osób należących do mniejszości, a więc Unia Europejska jest wspólnotą wartości zapisanych nie tylko w prawie, ale również respektowanych w życiu. Nacisk, jaki traktat kładzie na prawa mniejszości, jest odzwierciedleniem tego, że podzielamy świadomość naszej wspólnej kilkusetletniej historii. Ci, którzy nie tak dawno (kilkadziesiąt lat temu) przeżyli hitlerowskie działania, przeżyli holocaust romski, ich dzieci, ich wnuki z przerażeniem przyglądają się temu, co się dzieje w krajach współczesnej Europy i dziwią się temu poziomowi dyskryminacji, rasizmu i przemocy wobec Romów i Sinti, i zwracają się do obywateli Europy o ochronę i pomoc, również pomoc prawną. Tych problemów my – świat i obywatele współczesnej Europy – bagatelizować nie możemy. Nasze wspólne zobowiązania do poszanowania godności osoby ludzkiej, równości, państwa prawnego jak i poszanowania praw człowieka, w tym praw osób należących do mniejszości, nie może tylko pozostać martwym prawem. Dlatego Rada aktywnie zajmowała się przekształceniem tego zobowiązania w konkretną ochronę naszych obywateli pochodzenia romskiego. W maju tego roku Rada odbyła specjalne posiedzenie poświęcone wyłącznie kwestii integracji Romów. W odpowiedzi na apele Komisji i Parlamentu, Rada zwróciła się do państw członkowskich o realizację celów w czterech kluczowych dziedzinach: edukacji, zatrudnienia, opiece zdrowotnej i mieszkalnictwie.

Zniwelowanie różnic, które dotyczą zmarginalizowanej społeczności Romów, a ogółem ludności Europy, to nasz wspólny cel. Wszyscy mamy problemy społeczne w swoich krajach, wszyscy mamy problemy społeczne w Europie, ale najbardziej z nimi borykają się wszyscy ci, którzy są marginalizowani i są Romami. Główną przyczyną takiego stanu rzeczy jest ubóstwo, a jak wiemy jest to problem bardzo złożony i można przezwyciężyć go tylko wtedy, kiedy podejmie się działania na wszystkich możliwych frontach. Wszyscy obywatele przecież potrzebują dobrych szkół, godnej pracy, dobrej opieki zdrowotnej i po prostu godnego miejsca do życia. W Europie sprawy te uznajemy za oczywistość. Bylibyśmy oburzeni, gdyby każdemu z nas odmówiono chociażby tylko jednego z tych praw, a niektórzy z naszych współobywateli, w tym liczne osoby pochodzenia romskiego, wciąż nie mają dostępu do żadnego z tych czterech praw i możemy uznać to za niedopuszczalne w XXI wieku.

Dostrzegając pilną potrzebę działania w maju tego roku Rada zwróciła się do wszystkich państw członkowskich, by przygotowały krajowe strategie integracji Romów lub zintegrowane zestawy środków politycznych na rzecz poprawy sytuacji Romów. Termin ich przygotowania upływa z końcem tego roku. Rada zdecydowanie wspiera politycznie ten proces. Pozwolę sobie przypomnieć, że Rada Europejska zatwierdziła sprawozdanie przygotowane przez prezydencję węgierską, odnotowała jego duże znaczenie i zaapelowała o szybką realizację majowych konkluzji Rady. Komisja doradza w tej sprawie państwom członkowskim i Komisja też będzie oceniać ich postępy w nadchodzących miesiącach i latach.

Stanowisko polityczne Rady jest jednoznaczne, Rada jest także prawodawcą i współprawodawcą, a wiemy wszyscy, że już ponad 10 lat temu Rada przyjęła dyrektywę zakazującą dyskryminacji ze względu na pochodzenie etniczne i rasowe. Dyrektywa ta obejmuje warunki dostępu do zatrudnienia, do szkolenia zawodowego, do ochrony socjalnej, w tym zabezpieczenia społecznego i opieki zdrowotnej, edukacji oraz dostępu do towarów i usług, w tym mieszkalnictwa, a także ich podaży. Przepisy te chronią wszystkie grupy etniczne, w tym Romów. Dyrektywa ta jest od wielu lat filarem polityki antydyskryminacyjnej, na którym państwa członkowskie mogą bazować przy tworzeniu własnych krajowych strategii integracji Romów. Dyrektywa ta umożliwia także państwom członkowskim aktywne stosowanie środków zapobiegających niekorzystnym zjawiskom związanym z pochodzeniem etnicznym czy rasowym i umożliwia stosowanie środków rekompensujących takie sytuacje.

Jak Państwo wiedzą, mamy również dyrektywę ustalającą prawo obywateli do swobodnego przemieszczenia się i pobytu na terytorium państw członkowskich. Oczywiście to państwa członkowskie mają obowiązek wdrażać dyrektywy i stosować ich przepisy w życiu. Komisja jest odpowiedzialna za monitorowanie transpozycji i wdrażania w praktyce prawodawstwa europejskiego i jest uprawniona do wszczynania postępowań w sprawie uchybień, natomiast zadanie egzekwowania prawa należy do krajowych sądów i właściwych organów państwowych i europejskich. Rada opowiada się za podejściem zintegrowanym zgodnie z którym problemy związane z edukacją, zatrudnieniem, opieką zdrowotną i mieszkalnictwem rozwiązywane będą jednocześnie. Oznacza to również zintegrowane działania we wszystkich krajach europejskich równocześnie. Będą to główne aspekty przygotowywanych krajowych strategii i środków na rzecz integracji Romów. Radzie pozostaje zgodzić się z Państwem, że musimy poprawić dostęp do edukacji, szeroko rozumianej edukacji, i musimy zapewnić, aby Romowie stali się beneficjentami polityk na rzecz zatrudnienia. Rada opowiedziała się za podejściem włączającym w tych czterech kluczowych obszarach. W szczególności Rada zwróciła się do państw członkowskich, aby zapewniły równy rzeczywisty dostęp do usług wysokiej jakości. Jednym z kluczowych koniecznych warunków sukcesu, zwłaszcza na szczeblu lokalnym i w odniesieniu do planowania i realizacji strategii, jest oczywiście aktywny udział samych społeczności romskich. Rada podkreśliła, że podstawową rolę ma tu do odegrania społeczeństwo obywatelskie.

Nie ma zgody na segregację Romów. Musimy więc we wszystkich politykach wyraźnie promować desegregację. Nigdzie w Europie nie może być zgody na to, by jedna grupa etniczna była przyporządkowana do specjalnych szkół czy otrzymywała edukację na niższym poziomie. To samo dotyczy etnicznie segregowanego mieszkalnictwa, np. w slumsach. Podsumowywując, segregacja musi być pokonana.

Mając na uwadze zadanie monitorowania ataków rasistowskich w Europie, chciałabym przypomnieć, że Rada powołała specjalny organ, którego zadaniem jest dostarczanie odpowiednim instytucjom wsparcia i wiedzy związanej z prawami podstawowymi. Agencja Praw Podstawowych utworzona w 2007 roku gromadzi i analizuje dane. Zwróciła ona uwagę na problemy, przed którymi stoją mniejszości w Europie, w tym właśnie Romowie. Dzięki pracom tej agencji wiemy dobrze, że nie mamy niestety powodu do samozadowolenia.

Trzy lata temu Rada przyjęła także decyzję ramową w sprawie zwalczania pewnych form i przejawów rasizmu i ksenofobii za pomocą środków prawno-karnych. Artykuł 6 Traktatu stwierdza, że Unia uznaje prawa, wolności i zasady określone w Karcie Praw Podstawowych, która ma taką samą moc prawną jak traktaty. Prawa uznane w art. 20, czyli równość, w art. 21, czyli niedyskryminacja, w art. 22, czyli różnorodność kulturalna, religijna i językowa, są szczególnie istotne z punktu integracji Romów. Znaczenie tych praw podstawowych Rada potwierdziła w ostatnich konkluzjach. Pozwolę sobie zacytować: „Ochrona praw podstawowych szczególnie przez zwalczanie dyskryminacji i segregacji zgodnie z obowiązującym prawodawstwem europejskim i z międzynarodowymi zobowiązaniami państw członkowskich jest niezbędna dla poprawy sytuacji społeczności marginalizowanych, w tym Romów".

Państwa członkowskie odpowiadają za zapewnienie poszanowania zasady państwa prawnego u siebie, we własnym kraju, ale nie lekceważmy znaczenia naszych wspólnych ram prawnych, które dają prawdziwe gwarancje na szczeblu europejskim. Przez lata Rada i Parlament pracowały razem nad wzmocnieniem tych ram. Każda instytucja ma tu do odegrania swoją opisaną prawem rolę. Komisja monitoruje stosowanie u niej tego prawa, ale także Europejski Trybunał Sprawiedliwości wypełnia swoje zadania.

Jednak przede wszystkim to państwa członkowskie ponoszą odpowiedzialność za poszanowanie wartości i zasad, które same przyjęły.

Dwa ostatnie dni, wczoraj i przedwczoraj, odbywał się w Poznaniu w Polsce V Szczyt Równości. Na nim rozmawialiśmy jak tę politykę europejską i krajową skutecznie przełożyć na działania lokalne i regionalne – tam, gdzie można rzeczywiście skutecznie dotrzeć do tego pojedynczego obywatela, którego prawa są łamane.

Musimy wykazać w działaniach w każdym kraju wyjątkową wrażliwość, ponieważ mamy do czynienia ze zróżnicowaniem społeczności romskiej wewnątrz. W niektórych krajach, tak jak w Polsce, jest 0,1% społeczności romskiej, ale mamy kraje, gdzie jest ich prawie 10%. Musimy wziąć pod uwagę zróżnicowanie etniczne samych Romów i postępować tak, żeby rzeczywiście namówić ich do współpracy, a nie zrażać do siebie. Musimy o tym pamiętać, że oni żyją 600 lat razem z nami w Europie, a nadal mamy dużo do zrobienia, i dlatego każdy kraj musi przygotować mapę działań we własnym zakresie.

Nasi współobywatele pochodzenia romskiego mają te same prawa, żywią te same nadzieje i te same oczekiwania, co my. Liczą na nasze stałe zaangażowanie. Pragnę wyrazić uznanie dla Parlamentu za to, że ta kwestia zajmuje tak ważne miejsce w obradach Parlamentu i bardzo dziękuję za to dzisiejsze spotkanie i za tę dyskusję o sytuacji Romów w Europie.

  Androulla Vassiliou, Member of the Commission. − I would like to start by expressing, on behalf of the Commission, our deepest concern over the difficult situation that Roma people in Europe still face today. This issue is of great concern, not only to Mrs Reding, but to the whole Commission, and I personally am a member of the task force that was set up especially for this purpose. You will hear that I have also taken some very positive steps towards alleviating the position of the Roma population.

The Roma are Europe’s largest ethnic minority – and perhaps the least understood. They are certainly European citizens and they have exactly the same rights as we all have. Wherever they live, the Roma are often surrounded by an atmosphere of isolation, sometimes by outright hostility. This is a community that is regularly denied equal access to education, housing and employment.

We cannot accept this situation in Europe. We will not accept it. It goes against everything that Europe stands for – our values and our vision of a fair and inclusive society, free of discrimination, where every citizen can play a full part in social and economic life. We have to really help the Roma people take a full part in our life and in our communities.

At the same time, this year we have witnessed unprecedented progress in the development of a common EU approach in tackling the exclusion of the Roma from our societies. I am confident that this will lead to tangible improvements in the lives of the Roma people.

This progress is the result of the joint efforts of all the European institutions to improve the social and economic integration of Roma people in our society. The ‘EU Framework for National Roma Integration Strategies’ reflects a strong political commitment by all key players. For the first time, the Council in its conclusions calls on Member States to adopt an effective approach on Roma integration through national strategies or a set of policy measures.

The Commission has managed to keep Roma integration high on the political agenda, including in the current economic and financial context. Many of my colleagues have been involved and have ensured an inter-disciplinary approach to tackle this complex matter.

On 7 September 2010, the Commission set up a Roma Task Force in which several Commissioners (Reding, Andor, Malmström, Hahn and myself) worked hand in hand to assess how effectively Member States were using the available funds. The report of the Task Force, in December 2010, showed that there was no evidence of strong and proportionate measures in place in Member States to tackle the social and economic problems of a large part of the EU’s Roma population. The Commission concluded that this situation was neither acceptable nor sustainable.

This House – with support from the whole political spectrum – called for an EU Strategy and the Commission responded. We all agreed that there was a need for effective policy planning and implementation and there was a need for a strategic approach. For this reason, the Commission decided to set out an ‘EU Framework for National Roma Integration Strategies’.

This EU Framework was welcomed by all Member States, who recognised it as an important step towards a more socially cohesive Europe and expressed their commitment to its implementation at the highest political level of Heads of State and Governments. We have now reached the moment of truth about these commitments from Member States, who are expected to present their strategies by the end of this year.

I would like to stress that the EU Framework calls on all Member States to ensure first of all that Roma are treated like any other EU citizen, with equal access to all fundamental rights. It also calls for the social inclusion of the Roma on such crucial issues as education, employment, health and housing. The EU Framework expresses the idea that the social and economic aspects of integration are complementary to the existing EU legislation and policies in the areas of non-discrimination, fundamental rights and free movement of persons. The Commission will not forget this aspect when assessing the national Roma integration strategies and reporting to Parliament and Council.

In addition to these policy developments, the Commission has redoubled its efforts to make sure Member States correctly transpose and implement the existing legislation protecting the rights of the Roma people.

Firstly, the Commission is strictly monitoring the implementation and application of the Racial Equality Directive across all Member States.

Secondly, the Commission has taken all necessary measures within its power to ensure that all Member States respect the safeguards for citizens in the Free Movement Directive, but please let us not mix up evictions with expulsions. The various media reports concern both evictions and expulsions. As regards expulsions from the territory of a Member State, the Commission has no information about expulsions having taken place after the entry into force of the new French law, which is now considered to be in line with the Free Movement Directive. The evictions are subject to national law.

Thirdly, the Commission is closely monitoring the transposition and implementation of the Council Framework Decision on combating racism and xenophobia. This Decision obliges Member States to penalise the intentional public incitement to violence and hatred against groups or individuals by reference to their race, colour, religion, descent or national or ethnic origin.

More generally, the Commission is following closely recent developments in the EU Member States and strongly condemns all forms of racism and xenophobia, as these phenomena violate the most basic values of the European Union. Public authorities must unequivocally distance themselves from, and actively fight against, racist and xenophobic behaviour.

Last but not least, I would like to stress that the involvement of civil society and the active participation of the Roma in the preparation, implementation and monitoring of policies are crucial to the success of Roma inclusion.

Earlier this year, I signed an agreement with the Council of Europe to train 1 000 Roma mediators. Up to now we have already trained 600 of them. These people will work with local communities across Europe, building trust and helping Roma families to enjoy their full economic and social rights.

When we assess the Member States’ national strategies, the Commission will pay special attention to how Roma civil society is involved in policy-making and implementation.

Finally, let me welcome the European Parliament’s support for the preparation of the National Roma Integration Strategies. I know that you hosted a conference on this theme last week, and I congratulate you for your work.

I hope you will agree that the challenges facing our Roma citizens demand a joint effort from all EU institutions. While Member States carry the heaviest responsibility to guarantee the Roma people’s fundamental rights, the EU will both support their work and continue to ensure that European laws are fully respected.

Quiero destacar que, en este debate, las seis autoras de las preguntas orales y tanto la representante del Consejo como la de la Comisión son mujeres, lo cual no deja de ser estadísticamente importante, sobre todo cuando la cuestión que discutimos es de la naturaleza que se destaca.

  Roberta Angelilli, a nome del gruppo PPE. – Signor Presidente, onorevoli colleghi, mi vorrei concentrare su un punto e cioè sui minori Rom. Le ultime statistiche dicono che solo il 40% dei bambini Rom completa la scuola primaria e nella scuola secondaria si arriva a malapena al 10%. A mio avviso questo è un punto fondamentale, perché i bambini che non vanno a scuola sono bambini che non avranno mai un futuro. Da adulti saranno condannati alla sicura povertà, all'emarginazione, alla disoccupazione e, nel peggiore dei casi, rischiano di finire nella rete dello sfruttamento e della criminalità. Quindi la scuola e la formazione sono le priorità.

Gli Stati membri, a mio avviso, devono garantire il diritto alla scuola e allo stesso tempo devono obbligare i genitori Rom affinché rispettino il loro dovere di mandare a scuola i loro bambini, questo anche per evitare fenomeni di sfruttamento dell'accattonaggio a cui sono di fatto costretti molti di questi minori. Se non agiamo su questo fronte in modo energico e prioritario, ogni piano e investimento sarà vano. Quindi, a mio avviso, insieme al diritto alla salute e alle vaccinazioni di questi bambini, la lotta alla dispersione scolastica dovrà essere una priorità assoluta della nuova strategia.

  Hannes Swoboda, im Namen der S&D-Fraktion. – Herr Präsident! Ich bin zwar keine Frau, aber ich engagiere mich doch auch für die Sache der Roma. Wir haben sehr gute Reden gehört. Aber, Frau Ratspräsidentin, Frau Kommissarin, wir wollten eigentlich Fakten wissen, wie Sie die jetzige Lage einschätzen. Denn wie viele nationale Strategien gibt es? Wie sind diese nationalen Strategien, die Ihnen bereits vorliegen? Welche Mängel haben sie, welche Mängel haben sie nicht?

Frau Kommissarin, Sie haben dankenswerterweise die Veranstaltung erwähnt, die wir im Europäischen Parlament hatten. Da haben die Zivilorganisationen ganz anders über die nationalen Strategien gesprochen. Sie waren absolut kritisch gegenüber vielen nationalen Strategien. Sie sagen, Sie werden sie zum Monitoring einladen. Aber wie? Werden Sie in jedem Land eine Veranstaltung organisieren, wo Sie auch die Zivilgesellschaft einladen und fragen, wie sie eigentlich ihre nationalen Strategien sehen?

Dies ist ja nicht die erste Debatte. Es ist so, als ob wir das erste Mal hier sitzen und belehrt werden müssten, was das Roma-Problem ist. Wir kennen diese Probleme. Wir wollen Handlungen und Aktivitäten sehen. Ich will Sie nicht persönlich kritisieren, aber sagen Sie auch Ihren Mitarbeiterinnen und Mitarbeitern, die Ihnen die Reden schreiben, sie sollen jetzt konkrete Maßnahmen angeben und sagen, wo die Fehler sind, sagen, welche nationalen Strategien misslingen, welche gut sind. Wir wollen auch gute Beispiele sehen. Es geht nicht um eine Skandalisierung mit immer nur negativen Beispielen. Wir haben uns die Dinge selbst angesehen, wir haben auch gute Beispiele gesehen. Es ist möglich, auch mit Unterstützung der Europäischen Union etwas zu tun. Aber die Relation zwischen dem aufgewandten Geld und dem, was sich in den letzten Jahren geändert hat, ist nicht akzeptabel. Auch die Bürger würden es nicht verstehen, wie viel Geld aufgewendet worden ist und was dann hinten herausgekommen ist. Vielleicht auch, weil manche NGOs Geld bekommen haben, das aber nicht bis zu den Roma durchgekommen ist.

Meine abschließende Bitte ist: Bitte das nächste Mal konkret, Fakten und nicht Allgemeinplätze, die wir kennen. Wie gesagt, bei aller Wertschätzung Ihrer Persönlichkeiten.

  Cecilia Wikström, för ALDE-gruppen. – Herr talman! EU vilar på ett fundament av respekt för de mänskliga rättigheterna. Ofta kritiserar vi länder utanför vår union för brott mot dessa rättigheter men glömmer att vi måste städa vår egen bakgård. Det är smärtsamt att konstatera att det fortfarande förekommer systematisk diskriminering på etnisk grund i EU.

Romerna är en grupp som genom historien ständigt har utsatts. Jag tror inte att en enda av våra medlemsstater går fri från skuld. EU:s institutioner har föresatt sig att få slut på dessa övergrepp. Ändå förekommer det ständigt rasistiska uttalanden och beslut som diskriminerar. Kommissionen har fördömt denna typen av händelser. Nu är det hög tid att se till att kommissionen också följer upp sina löften med konkret handling och åtgärder mot de medlemsstater som fortsätter att diskriminera romer och därigenom trotsar EU:s fundamentala och grundläggande värderingar.

  Raül Romeva i Rueda, on behalf of the Verts/ALE Group. – Mr President, the Roma are Europeans. The EU Framework for National Roma Strategies is no doubt the most advanced document produced by the Commission on improving the socio-economic inclusion.

But there is something very important lacking: the anti-discrimination targets and measures. Stop violence against the Roma. There are a lot of cases where we see anti-Roma and anti-gypsy violence: physical and psychological violence against the Roma.

It has happened in many Member States and worst of all is the impunity that is behind all these cases. On some occasions, it is even political and public servants who are doing this with no response from the European institutions.

Roma rights must be respected. Combating discrimination is a pre-condition for economic inclusion. Adopting a combination of a minority-rights approach with an anti-discrimination approach is necessary for achieving substantive equality.

This is why I agree with all those who explain and defend the approach that we have to take here. We must treat anti-gypsyism in the same way we treat anti-Semitism.

  Marie-Christine Vergiat, au nom du groupe GUE/NGL. – Monsieur le Président, nous ne pouvons qu'être atterrés par "l'antitziganisme" qui sévit avec un certain regain, notamment en République tchèque, en Hongrie, en Bulgarie, mais aussi, malheureusement, sur certains bancs de cet hémicycle, alimenté par les propos xénophobes d'un certain nombre de responsables politiques.

Je voudrais, une fois de plus, revenir sur le cas français.

Je regrette l'absence de Mme Reding. Vous n'y êtes pour rien, Madame la Commissaire, mais j'aurais voulu qu'elle nous réponde directement. Elle s'est effectivement félicitée, il y a quelques semaines, d'avoir vu la France – je cite – "avoir entièrement répondu aux préoccupations de la Commission et apporté les modifications législatives exigées", y compris, je la cite encore, "en ce qui concerne les garanties qui protègent les citoyens de l'Union européenne contre les expulsions arbitraires et les traitements discriminatoires".

Je dirais que le Conseil de l'Europe vient de démentir, de façon claire, les propos de Mme Reding. Je vous invite – si ce n'est déjà fait –, ainsi que Mme Reding et Mme la ministre, à lire le rapport du Comité européen des droits sociaux. Certains de mes collègues l'ont déjà cité. Ce rapport fait un état exhaustif des violations aggravées des droits de l'homme auxquelles se sont livrées les autorités françaises durant l'été 2010 et qui se poursuivent aujourd'hui dans les mêmes conditions. La Commission a été alertée, les ONG ont systématiquement saisi la Commission de ces faits. On les retrouve intégralement dans le rapport et elle s'est refusé à enclencher une procédure d'infraction en matière de discrimination, comme on l'avait envisagé à l'automne dernier.

La Commission va-t-elle attendre la condamnation de la Cour de justice des Communautés européennes? La Charte des droits fondamentaux a désormais force juridique. La Commission est garante des traités, paraît-il. Que vaut la directive antidiscrimination dans un tel contexte? Comment la Commission espère-t-elle que des stratégies nationales pourront se mettre en place dans de telles conditions, en France, Madame la Commissaire? Vos services n'arrivent même pas à identifier un interlocuteur et ils doivent rendre leur rapport pour la fin de l'année. C'est un leurre, une façon de reporter le problème...

  Jaroslav Paška, za skupinu EFD. – Začiatkom tohto roku predstavila Komisia prvú stratégiu Únie zameranú na integráciu Rómov do majoritnej spoločnosti. Problém, ktorý sa viacerým členským štátom nedarí riešiť už niekoľko generácií, chce mať Komisia vyriešený za necelých deväť rokov. Nechcem komentovať profesionálnu úroveň rámca Európskej únie pre vnútroštátne stratégie integrácie Rómov, naopak, chcem pomôcť našim úradníkom v Komisii pochopiť problém, na riešenie ktorého sa podujali.

Na Univerzite Konštantína Filozofa v meste Nitra v Slovenskej republike už viac ako dvadsať rokov pracujú univerzitní pedagógovia a zamestnanci Katedry rómskej kultúry na rozličných metódach pomoci rómskemu etniku. Pripravujú a vzdelávajú rómskych učiteľov pre základné školy, ako aj špecializovaných sociálnych pracovníkov pre prácu v rómskych osadách. Som presvedčený, že skúsenosti odborníkov z tohto ojedinelého pracoviska v Európe, ktorí s rómskou komunitou pracujú už viac ako päťdesiat rokov, by mohli byť pre našich úradníkov pri koncipovaní rómskych stratégií veľmi užitočné.

  Csaba Sógor (PPE). - A roma közösségek ma Európában olyan specifikus problémákkal küzdenek, amelyek megoldása óriási erőfeszítéseket követel az Uniótól, a tagállamoktól és a roma közösségektől is. A munkanélküliség, az oktatás és a munkaerőpiacon szükséges készségek sokszor teljes hiánya, illetve az ehhez kapcsolódó hátrányos megkülönböztetés és társadalmi kirekesztés rányomja a romák európai jövőjére is a bélyegét. A hátrányos megkülönböztetésük ellen akkor tudunk küzdeni, ha megszüntetünk az Unió területén minden olyan áldatlan állapotot, mint például, hogy egyes tagállamok tagadják az országuk területén létező kisebbségek létét, sőt, vannak olyan tagállamok, ahol a kisebbségeket sújtó kollektív bűnösség törvénye van életben. Azonban ez nem elég.

Olyan programokat is kell finanszírozni, amelyek hozzájárulnak a roma közösségek társadalmi befogadásához. Ennek útja az oktatás és a munkaerőpiacra való belépés elősegítése lehet. Bár az elsődleges felelősség azoké a tagállamoké, amelyek területén nagyszámú roma népesség él, a probléma közös. Egész Európa jövőjét befolyásolja, hogy milyen úton indulunk el most a romák integrációja felé. Őszintén remélem, hogy egy évtized múlva már jelentős sikerekről beszélhetünk ezen a téren, a változások pedig nem csak a statisztikai mutatókban, hanem a helyi közösségek mindennapi életén lesznek lemérhetőek.

  Kinga Göncz (S&D). - Elnök úr! Én is örülök Vassiliou biztos asszony jelenlétének és nagyon erősen hiányolom Reding biztos asszonyt, aki ebben az ügyben múlt nyár óta gyakorlatilag láthatatlan. Ha megszólal, akkor sokkal inkább elégedettségének ad hangot, mint a problémákat veti fel. Miközben azt látjuk, hogy Franciaországban folytatódik a romák erőszakos kiutasítása. 2011 áprilisa és októbere között ez közel 600 embert érintett. Szlovákiában ingyen fogamzásgátlást, sterilizálást ajánl egy törvénytervezet a roma asszonyoknak. Észak-Csehországban tüntetők egy romák lakta telepet támadtak meg. Bulgáriában sorozatos romaellenes tüntetések vannak fenyegetésekkel, radikális követelésekkel. Olaszországban roma asszonyok 26%-a említette, hogy rendőri erőszakot, megalázó bánásmódot kellett elszenvedniük.

Szinte egész Európában gyakorlat az oktatási, lakhatási szegregáció, a romák elleni erőszak, a gyűlöletbeszéd. A Bizottság hallgat és várja a romastratégiánkat, ahogy erről hallottunk itt, amelyről tudjuk, hogy több tagállam jelezte, hogy nem tartja szükségesnek, hogy elkészítse. Szankciók nincsenek. Az egész stratégiának igen gyenge, szinte nem létező az antidiszkriminációs vonatkozása, tehát majd nem lehet számon kérni sem. A tagországoknak szegénységellenes szociális intézkedésekkel kell majd előállni, amelyeket az Alapjogi Ügynökséggel szeretne a Bizottság monitoroztatni, amelynek sem kapacitása, sem tapasztalata nincsen erre nézve. Időben szólunk, a Bizottságtól azt várjuk, hogy lépjen fel a diszkrimináció minden megnyilvánulásával szemben, és gondoskodjon a stratégia hatékony végrehajtásáról.

  Catherine Grèze (Verts/ALE). - Monsieur le Président, Madame la Commissaire, Hongrie, Bulgarie, Tchéquie, Slovaquie, la liste est longue: violentes attaques, trafics humains, expulsions, stérilisations. Alors si toutes ces discriminations touchent des Roms dans de nombreux pays de l'Union européenne, j'aimerais rappeler que le terme "Rom" inclut aussi les gens du voyage. Or, les gens du voyage n'ont pas le droit de choisir leur habitat, et les expulsions sont monnaie courante.

En France, les carnets de circulation en font des citoyens de seconde zone: aires du voyage insalubres, sans transports publics, sans ramassage d'ordures, sans ramassage scolaire, alors que les fonds existent. Le mois dernier, à Dale Farm, près de Londres, les gens du voyage ont dû lutter pour ne pas être expulsés à Basildon. À Toulouse, où moi-même j'habite, comme beaucoup d'autres familles, la famille de Frédéric Levy, français, sédentarisé, propriétaire de son terrain, avec tous ses enfants scolarisés, vient de faire l'objet d'un arrêté lui enjoignant de détruire son habitation.

Alors, Madame la Commissaire, à l'instar de mes collègues, je vous demande très concrètement: quelles pressions allez-vous exercer auprès des États membres, quelles actions concrètes allez-vous mener pour que cessent enfin ces discriminations intenables?

  Bastiaan Belder (EFD). - Voorzitter, wat kunnen de Europese instellingen doen voor de Roma in EU-lidstaten? Vanuit Bulgarije kreeg ik gisteren van direct betrokken experts heldere concrete verzoeken die ik van harte deel en u ook meegeef. Een: steun vooral de Roma-projecten van NGO's en kerken, want zij koesteren minder vooroordelen en ijveren voor Roma-successen. Twee: help mee aan goed onderwijs in veilige, veilige scholen binnen de Roma-gemeenschappen. Let wel, in sommige Bulgaarse dorpen kunnen slechts 80 van de 2000 kinderen per bus naar school in de stad. Drie: gun Roma-kinderen de kans vanaf hun vierde of vijfde jaar te wennen aan een regulier basisonderwijs. Betrek daarbij vooral hun ouders en onderwijs zowel in Roma- als Bulgaarse culturele praktijken. Vier: dring er bij de Bulgaarse autoriteiten op aan de rol van Roma-kerken te erkennen en actief te ondersteunen als de bruggenbouwers tussen Roma en Bulgaren, als verfrissende, moedgevende openingen in Roma-getto's.

  Elena Băsescu (PPE). - Prin această dezbatere, transmitem un mesaj puternic statelor membre, cu doar o lună înainte să îşi prezinte propria strategie Comisiei Europene. Ţin să precizez că Guvernul României a făcut progrese semnificative în elaborarea strategiei naţionale pentru incluziunea romilor. În cele şase domenii sectoriale, ministerele responsabile – al Muncii, al Educaţiei, al Dezvoltării Regionale, al Economiei, al Agriculturii, al Sănătăţii, al Culturii şi al Internelor – împreună cu autorităţile locale vor lua aproximativ 63 de măsuri bine definite. Subliniez că finanţarea va fi asigurată din bugetul fiecărui minister, nu va exista un buget propriu strategiei. Coordonarea implementării şi monitorizarea ei vor fi asigurate de viceprim-ministru, Secretariatul General al Guvernului şi Agenţia Naţională pentru Romi.

Toţi suntem conştienţi de problemele cu care se confruntă romii. Însă, responsabilitatea României este cu atât mai mare, având cea mai numeroasă minoritate romă din Europa. Dar modul în care ei sunt reprezentaţi contează. De aceea, poate aş recomanda ca, la viitoarele alegeri europarlamentare, partidele politice să ofere un loc eligibil unui cetăţean de etnie romă. Doamnă comisar, mi-ar plăcea să cred în succesul acestei strategii în întreaga Uniune, însă, văzând reacţia populistă şi profund neeuropeană a unor guverne când s-a pus problema aderării României şi Bulgariei la spaţiul Schengen, permiteţi-mi să am rezerve.

  Ioan Enciu (S&D). - Incidentele violente din ultima perioadă la adresa minorităţii rome dovedesc ceea ce am susţinut încă dinainte de adoptarea strategiei UE pentru romi, şi anume că aceasta va rămâne doar o declaraţie de bune intenţii, atâta timp cât nu este implementată în mod corect şi eficient. Simpla adoptare a unei strategii neobligatorii la nivel european nu este eficientă. Acest lucru este dovedit de faptul că majoritatea statelor membre încă nu au stabilit o strategie naţională de incluziune a romilor. Unele dintre statele membre nici nu iau în considerare adoptarea unei strategii. Comisia Europeană trebuie, de urgenţă, să le oblige să facă acest lucru şi să nu aştepte până la sfârșitul anului.

Este momentul ca problema integrării romilor să fie readusă pe agenda europeană, la cel mai înalt nivel. De aceea, consider că trebuie ca toate aceste „task force-uri” europene de care a pomenit doamna comisar, aici de faţă, să se ocupe şi de problema romilor, în mod particular, şi nu adiţional. Ar trebui, în acelaşi timp, să fie implicaţi în aceste „task force-uri” şi Preşedinţii Comisiei, Parlamentului şi Consiliului European. Aceste „task force-uri” pentru romi ar trebui să asigure coordonarea reală între actorii de la nivel european şi naţional şi participarea autorităţilor locale şi a comunităţilor de romi, ca principali factori, la implementarea efectivă a strategiei.

Nu ne mai putem permite să tratăm cu jumătăţi de măsură această problemă profundă şi ruşinoasă a situaţiei etniei rome cu care se confruntă Uniunea Europeană. Este timpul să se treacă de la vorbe la fapte, pentru că, altfel, riscăm ca Uniunea Europeană să îşi piardă definitiv credibilitatea.

  Anna Záborská (PPE). - Návrhy politík smerujúce k zlepšeniu začlenenia Rómov do majoritnej spoločnosti majú fundamentálny nedostatok. Vychádzajú z predpokladu, že existujú nejaké špecifické problémy Rómov, ktoré treba riešiť. Tu však nejde o problémy Rómov, ale všetkých rodín žijúcich na hranici extrémnej chudoby. Tieto rodiny majú problém s bývaním, zamestnaním a pravidelnou stravou. Majú sťažený prístup ku vzdelaniu, zdravotnej starostlivosti aj spravodlivosti. Majú problém so spoločenskou akceptáciou. A nakoniec rezignujú na snahu dostať sa vlastnými silami z ťažkej situácie.

Žiaden z týchto problémov nevyriešime, ak tých, ktorých sa týka, rozdelíme do skupín a každej z nich sa budeme venovať osobitne. Tým, že hovoríme len o Rómoch, ignorujeme fakty. Faktom je, že mnohí Rómovia sa dokázali úspešne uplatniť v profesionálnom živote, sú rešpektovaní vo svojej obci a sú zodpovednými rodičmi. Faktom je aj to, že mnohí nerómovia sú bez domova a vytláčaní na okraj spoločnosti či dlhodobo zneužívajúci sociálne systémy. Ak chceme, aby každý občan Európskej únie mal rovnaký prístup k základným právam, musíme vychádzať z jeho sociálneho statusu, nie etnickej príslušnosti. Takzvané začlenenie Rómov sa dosiahne len vtedy, keď odstránime extrémnu chudobu a jej prejavy.

  Emine Bozkurt (S&D). - Voorzitter, in het EP heb ik vaak gevraagd om een effectief en gezamenlijk Europees beleid aan te nemen om Roma beter te integreren in de EU, dit omdat de praktijk in sommige lidstaten teveel te wensen over laat.

In april heeft de Europese Commissie gekozen voor Europese richtsnoeren, voor nationale strategieën. In december komen de lidstaten met een plan, als het goed is. Ik vraag aan de Commissie: hoever staat het met deze plannen en heeft u er vertrouwen in dat het gaat lukken, en hoe gaat u hiervoor zorgen? Want ondertussen horen wij veel te vaak alarmerende berichten, bijvoorbeeld aanvallen op Roma in Bulgarije bij een bushalte met boksbeugels en leuzen zoals 'vieze zigeuners'. In sommige lidstaten hebben extreem rechtse politieke partijen en politici een anti-Roma-retoriek en -acties verscherpt. Discriminatie en gewelddadige aanvallen tegen Roma komen nog al te vaak voor. Ook gedwongen uitzettingen zijn nog steeds een groot probleem.

Het is triest dat nergens in de EU de situatie van de grootste minderheid van Europa rooskleurig is. Dat er strategieën moesten komen was broodnodig. Echter doelstellingen en voornemens zijn niet voldoende. Sommige lidstaten willen bijvoorbeeld geen doelgroepenbeleid, zoals Nederland.

Hoe garandeert de Commissie, met 27 verschillende strategieën, dat er nu wel goede en efficiënte oplossingen komen voor de Roma-problematiek? Hoe is de commissaris van plan dit te coördineren? Roma zijn EU-burgers met rechten zoals alle andere.

  Marie-Thérèse Sanchez-Schmid (PPE). - Monsieur le Président, Madame le ministre, Madame le Commissaire, chers collègues, encore une fois, nous nous retrouvons aujourd'hui à évoquer la question des Roms et de leur intégration. Encore une fois, nous sommes obligés de rappeler que ni l'Europe, ni les États membres ne font assez pour améliorer la situation de ces populations marginalisées.

La persistance de situations de très grande pauvreté, d'exclusion et de discrimination est un constat largement partagé. Mais l'action entreprise jusqu'à présent reste encore en-deçà des enjeux. Nous connaissons en grande partie les réponses aux problèmes. Au-delà de la lutte pour l'égalité du traitement et contre toutes les discriminations, en faisant appliquer pleinement les acquis communautaires, c'est la promotion de la qualité de la vie, l'inclusion et l'accès aux droits – en particulier des enfants –, c'est la lutte contre la criminalité organisée et les trafics d'êtres humains, c'est l'effectivité des droits de la femme, c'est l'accès de tous les enfants à une éducation de qualité, c'est la promotion de l'activité économique par la formation et l'intégration par l'emploi, c'est la mobilisation efficace du budget communautaire au bénéfice de projets concrets.

Nous avons donc besoin de projets réalistes, d'engagements clairs et d'objectifs chiffrés de la part des États membres pour réellement évaluer les progrès réalisés.

Je souhaite cependant rappeler qu'il est inutile de blâmer telle ou telle autorité ou de rechercher des boucs-émissaires. Chacun doit retrousser ses manches, travailler de concert, témoigner, par des actions concrètes, de sa volonté politique de progresser car l'intégration n'est pas qu'un droit, elle comporte aussi des devoirs. Cela signifie que chacun doit jouer pleinement son rôle de partenaire.

À nous de trouver des réponses pragmatiques aux questions essentielles. Comment faire émerger de vraies stratégies? Comment accompagner efficacement les porteurs de projets? Quelles mesures concrètes l'Europe peut-elle proposer?

  Sylvie Guillaume (S&D). - Monsieur le Président, comme l'ont dénoncé avec force certains de mes collègues, la situation des Roms en Europe est toujours aussi préoccupante.

Cela oblige à se demander si la stratégie européenne d'intégration, lancée par la Commission, qui laisse une grande marge de manœuvre aux États membres, permettra d'avancer réellement sur le terrain des discriminations et sur celui des conditions économiques et sociales des Roms.

Bien que le Conseil de l'Europe ait récemment qualifié les expulsions collectives des Roms en France depuis l'été 2010 de discriminatoires et contraires à la dignité humaine, parce que basées sur l'origine ethnique, les expulsions se poursuivent. Or nous savons qu'elles sont rigoureusement vaines, dans la mesure où les camps se reconstruisent à quelques encablures et dans des conditions encore pires.

Force est donc de constater que les démonstrations de réprobation de la Commission européenne n'ont débouché sur rien de tangible. Dans ce contexte, comment pouvez-vous nous assurer que la Commission prendra les mesures idoines pour sanctionner l'État qui s'écarterait de la stratégie européenne et des objectifs définis par les États membres eux-mêmes?

Enfin, parce qu'il est, selon moi, un peu facile de faire porter sur les pays d'origine des Roms la seule responsabilité de leur intégration, je compte sur la fermeté de la Commission aussi vis-à-vis des pays d'accueil. Tous les États européens ont une responsabilité à jouer. Certes, cette position n'est pas vraiment au goût du jour dans une période où la solidarité européenne est mise à mal.

J'insiste donc, Madame la Commissaire, pour que la détermination de la commissaire Reding soit au rendez-vous à l'occasion de cette échéance. Il faudra non seulement que pour le 10 décembre, les États rendent leur copie, mais surtout il faudra assurer un véritable suivi de la mise en place effective de ces stratégies. Nous ne pouvons, en effet, plus nous contenter de nous payer de mots.

  Γεώργιος Παπανικολάου (PPE). - Κύριε Πρόεδρε, ένα από τα πιο σπουδαία ποιήματα του Κωστή Παλαμά, του παγκοσμίως γνωστού Έλληνα ποιητή του ολυμπιακού ύμνου, έχει τίτλο: «Ο δωδεκάλογος του γύφτου». Το ποίημα αυτό είναι ένας ύμνος στην ιδιαιτερότητα της ψυχής των μελών της εθνοτικής ομάδας των Ρομά. Συμβολίζει τον άνθρωπο που δεν υποτάσσεται σε τίποτα, τον άνθρωπο που μετακινείται συνέχεια, που αναζητά διαρκώς ευκαιρίες για να δημιουργήσει κάτι νέο, συμβολίζει τον κοσμοπολίτη.

Στην Ευρώπη του 21ου αιώνα, οι Ρομά αποτελούν, δυστυχώς, μια μειοψηφία - το διαπίστωσαν όλοι οι συνάδελφοι – συχνά καταπιεσμένοι και αποκλεισμένοι από τις κοινωνίες και τις κρατικές δομές εντός των οποίων ζουν και κινούνται. Η ίδια η κοινωνία μας πολλές φορές αγνοεί ή και παραβλέπει τα δικαιώματά τους. Πολύ συχνά τους αντιμετωπίζει με μία άρνηση συνύπαρξης, μία άρνηση η οποία προφανώς προβληματίζει και η οποία διαπιστώνεται και στην στρατηγική που πριν από μερικούς μήνες εγκρίναμε εδώ στο Κοινοβούλιό μας - ευχαριστώ και πάλι την κ. Járóka γι 'αυτό. Με αυτή την στρατηγική, θέτουμε πλέον την ενσωμάτωση των Ρομά ως ενωσιακό στόχο για το 2020.

Ενόψει των εθνικών προγραμμάτων για τους Ρομά, τα οποία αναμένουμε φέτος ως απόρροια αυτού του πλαισίου, η Ευρώπη πρέπει να δει την κοινωνική τους ενσωμάτωση ως ένα μεγάλο στοίχημα, και στο σημείο αυτό, κυρία Επίτροπε, περιμένουμε πολλά από την Επιτροπή. Οφείλουμε έμπρακτα να επιδιώξουμε την εξάλειψη των εις βάρος τους διακρίσεων και να διδαχθούμε από τα στοιχεία εκείνα της ιδιοσυγκρασίας τους που κατατείνουν στην υπέρβαση των εθνικών συνόρων εντός της Ευρωπαϊκής Ένωσης.

Έλεγε ο πρωταγωνιστής του ποιήματος του Παλαμά το 1907: ‘και αν έχουμε πατρίδα, φτάνει αυτή ως εκεί που φτάνει και του ήλιου του βασίλειο’.

  Илияна Малинова Йотова (S&D). - Г-н Президент, днешният дебат е доколко и как се реализира политиката за ромите в държавите-членки. Със своята стратегия Европейската комисия поиска национални концепции и планове за решаване на тези проблеми до края на тази календарна година.

За съжаление, политиката в тази област засега остава само на хартия и днешното отсъствие на комисар Рединг е още едно доказателство за дистанцирането на Комисията от тази политика. Приетите национални стратегии не отразяват спецификите на ромските проблеми в страните-членки и са само формален превод на рамката с четирите ключови области – образование, здравеопазване, заетост и жилищна политика.

В действителност, вместо реална интеграция някои правителства в Европа провеждат политика на все по-голяма изолация на ромското население, защото те са евтини гласове по време на избори. Няма категорична позиция срещу политически формации, които открито проповядват ксенофобия и дискриминация.

Бездействието на институциите провокира етническа омраза и напрежение, което има непредвидими последици, както неотдавна се случи в България. Тогава европейските медии наистина пламнаха, но Комисията остана безмълвна.

И моят въпрос днес е: ще има ли достатъчно точни критерии и контрол от страна на Европейската комисия и Съвета, по които ще се оценяват държавите-членки през пролетта на 2012 година в рамките на ромската стратегия.

  Bernd Posselt (PPE). - Herr Präsident! Ich bin der Meinung des Kollegen Swoboda, dass wir heute von Rat und Kommission hauptsächlich Worthülsen gehört haben. Aber auch unsere Debatte stellt mich nicht zufrieden, denn ich muss sagen: Wir wollen hier nicht französischen Wahlkampf machen, es genügt auch nicht Antidiskrimierungsrhetorik zu pflegen, ja nicht einmal klassische Minderheitenpolitik wird dem Problem gerecht.

Es handelt sich um keine Randfrage. Es handelt sich um ein Problem, das Millionen von Menschen vom Schluckenauer Zipfel in Nordböhmen bis nach Bulgarien betrifft – Millionen von Bürgern der Europäischen Union! Und deshalb ist es ein europäisches Problem, und zwar ein schwerwiegendes europäisches Problem!

Ich gebe der Kollegin Băsescu recht: Wir brauchen mehr Roma-Vertreter in den politischen Institutionen. Wenn ich sehe, was unsere Kollegin Járóka leistet: Wir bräuchten mehr Járókas. Wenn ich sehe, was die ungarische Regierung unter Staatssekretär Zoltán Balogh leistet: Wir bräuchten mehr Regierungen, die die Lage so ernst nehmen und nicht nur verbal von Strategie reden. Wir müssen dringend dafür sorgen, dass Roma-Kindern der Zugang in die Bildungssysteme ermöglicht wird, auch in die berufliche Bildung, die schulische Bildung. Die Familie muss unterstützt werden. Arbeitsplätze müssen geschaffen werden.

Das alles geht nur mit systematischen Überlegungen, grenzüberschreitend, auch mit Mitteln, die dafür notwendig sind, aber nicht mit irgendeiner Rhetorik, wie sie zum Teil hier gepflegt wird. Wir brauchen praktische Schritte und nicht noch mehr Worte!

  Bogusław Sonik (PPE). - Panie Przewodniczący! Latem tego roku Rada zatwierdziła ramy Unii Europejskiej dotyczące krajowych strategii integracji Romów z poleceniem dla państw członkowskich opracowania ich strategii do końca 2011 r. Przyjęcie tego dokumentu to niewątpliwy istotny krok w kierunku położenia kresu wieloletniej już dyskryminacji Romów w Europie. Niemniej jest brak w tym dokumencie konkretnych celów oraz środków, które miałyby służyć przeciwdziałaniu niechęci wobec Romów. Niechęć ta w niektórych państwach członkowskich przybiera niepokojący wymiar prześladowania przedstawicieli tej grupy etnicznej.

Apeluję o wystąpienie do Agencji Praw Podstawowych o przygotowanie nowego, aktualnego raportu na temat sytuacji Romów w Unii Europejskiej wraz z wnioskami i propozycjami. W naszym parlamencie istnieje dość kuriozalna sytuacja: w każdy czwartek debatujemy na temat łamania praw człowieka na świecie. Nie ma zaś stałego forum, na którym debatowane byłyby przypadki naruszania takich praw w państwach członkowskich Unii Europejskiej. Powinna zostać dokonana analiza funkcjonowania pod tym kątem Agencji Praw Podstawowych w Wiedniu. Agencja ta powinna przedstawić jak najszybciej analizę naruszania praw mniejszości w państwach członkowskich. Dotyczy to nie tylko sytuacji Romów, ale również np. Polaków na Litwie, czy Węgrów.

  Monika Smolková (S&D). - Situáciu Rómov na Slovensku veľmi dobre poznám, pretože na východnom Slovensku, kde žijem, je ich najviac. Súhlasím s tými, ktorí hovoria, že diskriminácia Rómov existuje. Ale musíme tiež povedať, že často krát si za to, že sú diskriminovaní, môžu aj sami. Sami za to, že sú neprispôsobiví, že deti sa nevzdelávajú, že zanedbávajú zdravotnú starostlivosť atď. Súčasne však musíme povedať, že nie všetci Rómovia sú spokojní so svojím životom – chcú lepšie žiť, chcú pracovať a chcú pre svoje deti lepšiu budúcnosť.

Minulý týždeň som navštívila osadu v mestečku Moldava nad Bodvou, kde štyrom rodinám v auguste vyhoreli chatrče. Vďaka ústretovým krokom mesta, ktoré im prenajalo pozemok, a neziskovej organizácii si sami Rómovia stavajú svoje budúce murované obydlia z recyklovaného stavebného materiálu. Úsilie týchto konkrétnych rómskych rodín som zaznamenala v krátkom dokumente, ktorý svedčí o tom, že Rómovia chcú lepší život, len sami si nevedia pomôcť. Preto ak chceme riešiť rómsky problém, musíme ho riešiť spolu s Rómami.

  Catherine Bearder (ALDE). - Mr President, I want to draw attention to the topic of human trafficking within the Roma community. The poverty of the Roma and the fact that they are marginalised feeds directly into the trafficking of large numbers of their population around Europe. This cycle of crime continues, with trafficked victims being used for crimes ranging from pick-pocketing to prostitution and large-scale benefit fraud.

The scale of this problem was highlighted by the EU joint police investigation, Operation Golf. A raid in just one village in Romania last year saw the arrest of 26 people responsible for the trafficking of 272 Roma children from one village.

The sooner the Roma community are accepted and welcomed fully into communities and given opportunities to become full financial participants in society, the sooner they will be able to resist the predatory behaviour of the gangs that traffic them. The EU has much work to do and a duty to ensure that their rights are upheld.

  Claudio Morganti (EFD). - Signor Presidente, onorevoli colleghi, vorrei sapere se gli stessi Rom siano interessati alla strategia di integrazione dell'Unione europea. I Rom sono per loro stessa natura e ammissione un'etnia a parte, con regole, organizzazioni e tradizioni ben lontane dalle nostre. Scelgono di vivere ai margini per poter agire liberamente secondo i loro dettami e il rispetto delle nostre normative è l'ultimo di loro interessi.

In Toscana, la regione da cui provengo, erano stati effettuati dei rimpatri concordati, pagati con i soldi di tutti i cittadini. Dopo aver accettato, dietro lauto compenso, questi rimpatri, gli stessi Rom si sono ripresentati nei medesimi posti da cui erano andati via, beffando tutti, la Regioni in primis.

Del resto non ci si può aspettare molto da una cultura in cui il furto è tollerato, se non addirittura esaltato. Credo sia quindi inutile continuare con questo falso buonismo europeo. Anche la storia ci ha insegnato nei secoli la vera natura dei Rom.

Ho solo riportato dei fatti. Visto che io sono molto sul territorio e conosco come si comportano i Rom nella mia regione, riporto solo in questo Parlamento il loro comportamento. Non mi sembra sia stato un discorso razzista. Anzi, credo che riportare quello che veramente succede nel territorio sia la cosa più importante per questo Parlamento.

  Petru Constantin Luhan (PPE). - Încă există mari disparităţi economice şi sociale între diferitele regiuni ale Uniunii Europene şi o proporţie semnificativă a comunităţii rome trăieşte în regiuni care sunt printre cele mai puţin avansate din punct de vedere economic şi social în Uniunea Europeană. Fondurile structurale reprezintă principala sursă de diminuare a diferenţelor economice şi sociale şi apreciez ca extrem de semnificativă utilizarea lor pentru integrarea romilor. Aceste fonduri pot contribui la îmbunătăţirea infrastructurii în comunitățile sărace, cel mai adesea locuite de romi. De aceea, consider că este necesar ca, ulterior, Comisia să solicite statelor membre ca, prin programele operaţionale care le vor fi puse la dispoziţie pentru viitoarea perioadă de programare, să asigure sinergia cu strategiile naţionale de integrare a romilor, asigurând astfel îmbunătăţirea traiului acestora.

  Androulla Vassiliou, Member of the Commission. − Mr President, one thing I want to assure this House of is that we shall not content ourselves with empty words.

Let me remind you that the strategy that we have adopted asks Member States to submit their national strategies by the end of the year. We have to wait until the end of the year to evaluate these national strategies, and we shall report to this House at the beginning of 2012.

And this is just the beginning. I assure you that these strategies will not remain empty promises. To take the case of the Free Movement Directive, the majority of Member States, including France, have already modified their laws or announced amendments – or at least this is what we have been told.

The Commission is closely monitoring how these Member States are delivering on their commitments. For those Member States not yet there, the Commission has made full use of its powers under the Treaty, and between April and October of this year launched infringement proceedings against 12 Member States.

The Framework Decision on racism and xenophobia obliging Member States to penalise public incitement to violence or hatred against groups obliges Member States to provide that racist or xenophobic motivation of any offence constitutes an aggravating circumstance, or obliges judges to take this element into account in determining penalties.

This is particularly pertinent for attacks against Roma people, such as those which have taken place recently in Member States, but let me remind you that it is the national courts which will determine whether these statements were inciting hatred – not the Commission.

Member States were obliged to transpose the framework decision into their national legislation by 28 November. 22 Member States have notified their implementing measures, which the Commission is analysing. The missing five are Belgium, Estonia, Greece, Spain and Poland.

The fact that the other 22 have notified does not, of course, mean that they have transposed the framework decision. What we have done is appoint a group of experts to follow closely its transposition and implementation. The implementation report will be presented to us in 2013.

Let me remind you that under the Lisbon Treaty there is a transition period, and we cannot currently enforce the framework decision. We can only do this after 2013. So we shall have the report of the expert group by 2013. In 2014, we can take infringement measures against those countries which have not duly transposed this directive.

So I want to assure you that we shall not be sitting idle, waiting for things to happen on their own. We shall follow and monitor the issues very closely. Once we have received the national strategies at the end of the year, we shall monitor the situation and we shall decide what other measures to take next year.

  Elżbieta Radziszewska, Urzędująca Przewodnicząca Rady. − Panie Przewodniczący, Panie Posłanki, Panowie Posłowie! Głęboko w to wierzę i jestem pełna nadziei, że unijne ramy dla krajowych standardów integracji Romów, które przy silnym poparciu Parlamentu Europejskiego przyjęto w maju, z pewnością wpłyną na zmianę sytuacji. I tak, jak powiedziała pani poseł Livia Járóka jest to dopiero początek tej drogi, ale ważne jest to, że ją rozpoczęliśmy, wspólnie wszystkie 27 krajów i na wszystkich płaszczyznach pracy w ramach Unii Europejskiej. Bo tak naprawdę ważne jest to, żeby te zmiany, które wprowadzimy, te działania, których dokonamy, zaskutkowały tym, że w codziennym życiu poprawi się każdemu romskiemu dziecku, damy wsparcie każdej dorosłej osobie – kobiecie i mężczyźnie – poprawimy sytuację romskich rodzin. Ważne jest, by to wszystko czynić jednak z dużą delikatnością i wrażliwością oraz starać się jednak nie uogulniać i nie stygmatyzować, bo nie ma odpowiedzialności zbiorowej. Jak w każdej społeczności są dobrzy i źli, szlachetni i mniej szlachetni i są tacy, którym się nie chce, ale i są wyjątkowe talenty. Nie pracując z tą społecznością, gubimy tych wszystkich, którzy zasługują na wsparcie i gubimy te wyjątkowe diamenty, z których mogłyby powstać brylanty. W Polsce nie ma dużej społeczności romskiej i rzeczywiście my sobie od 10 lat prowadząc program na rzecz społeczności romskiej nieźle radzimy, co nie znaczy, że nie mamy jeszcze bardzo wiele do zrobienia. Ale właśnie w związku z działaniami w ramach prezydencji w październiku br., kiedy mieliśmy Konwencję Europejskiej Platformy Przeciwdziałania Ubóstwu i Wykluczeniu Społecznemu i właśnie dwa dni temu w Poznaniu, kiedy odbył się Europejski Szczyt Równości, rozmawialiśmy o skuteczności działań na rzecz grup wykluczonych, w tym m.in. społeczności romskiej, żeby uwzględnić ten element działania lokalnego, regionalnego ze sprawdzaniem efektywności tych działań na samym dole, właśnie z dotarciem do pojedynczego człowieka, żeby skuteczniej wykorzystywać lokalnie i regionalnie pieniądze europejskie tak, żeby skutek był trwały. Ważne jest to, że jutro i pojutrze mamy również w Brukseli spotkanie Europejskiej Platformy na rzecz Integracji Romów i to będzie już szóste spotkanie. Mam nadzieję, że te coroczne spotkania i takie dwudniowe dyskusje również przyczynią się do skuteczniejszego działania na rzecz integracji szeroko rozumianej społeczności romskiej.

Chciałabym jeszcze powiedzieć o jednej rzeczy: jestem parlamentarzystką w polskim Sejmie i w tym roku przyjęliśmy w nim uchwałę, która uczyniła dzień 2 sierpnia Dniem Pamięci o Zagładzie Romów i Sinti. 2 sierpnia 1944 r. w niemieckim obozie koncentracyjnym Auschwitz-Birkenau dokonano ostatecznej likwidacji obozu cygańskiego. I to jest taki dzień, który upamiętniałby Zagładę Romów jako społeczności stygmatyzowanej w czasie II wojny światowej i likwidowanej tylko z powodu pochodzenia etnicznego. Wystąpiliśmy jako polska prezydencja z prośbą do przewodniczącego Parlamentu Jerzego Buzka, by Parlament Europejski również przyjął ten dzień, jako Dzień Pamięci o Zagładzie Romów i Sinti. Korzystając z tej okazji, chciałabym wszystkie panie posłanki i panów posłów prosić o wsparcie tej inicjatywy, żeby docenić tę obecność Romów i tę tragedię, której doświadczyli zaledwie kilkadziesiąt lat temu właśnie tu w Europie.

Konkludując, bardzo serdecznie dziękuję za umieszczenie tego punktu – właśnie dotyczącego integracji Romów – jako punktu porządku obrad Parlamentu Europejskiego. Wiem, że są to długoterminowe wyzwania. Nie możemy zapomnieć o tak trudnych problemach nawet w najtrudniejszych czasach, zwłaszcza że ten kryzys mamy już w każdym kraju europejskim na codzień. Ale tym bardziej trzeba zwiększyć wysiłek, by skutecznie wykorzystywać pieniądze tak, żeby rzeczywiście być skutecznym w działaniu, by nasi europejscy Romowie czuli się naprawdę w Europie, w naszych krajach jak we własnym domu. Wyrażam ogromne uznanie dla roli, jaką w tej sprawie odgrywa Parlament Europejski. Bardzo dziękuję.

  Carlos Coelho (PPE), por escrito. – Apoiei, em Abril deste ano, a iniciativa da Comissão para a criação de uma estratégia europeia de inclusão dos ciganos, a maior minoria étnica da UE, acreditando que só assim conseguiremos concertar esforços de forma a combater esta tendência, já histórica, de exclusão deste povo. Esta estratégia estabelece um conjunto de princípios e objectivos comuns que deverão ser prosseguidos quer ao nível da UE, quer ao nível dos Estados-Membros, identificando quatro áreas fundamentais: educação, emprego, saúde e habitação. Tendo em conta que a responsabilidade primordial recai sobre os Estados-Membros, é necessário que estes envidem os esforços necessários para alinhar as suas estratégias nacionais com os objectivos previstos na estratégia europeia. É lamentável que, nos meses que entretanto se passaram, se tenha verificado um número muito reduzido de alterações positivas e que apenas uma pequena fracção dos fundos da UE disponibilizados para este efeito tenham sido utilizados pelos Estados-Membros em projectos de inclusão de ciganos. Por outro lado, têm sido vários, nos últimos meses, os casos de incidentes de violência e discriminação contra os ciganos, além de que foram adoptadas por alguns Estados-Membros medidas alegadamente discriminatórias, como em França e na Hungria.

  Richard Falbr (S&D), písemně. – Velice oceňuji téměř všechny diskusní příspěvky, které zazněly v debatě týkající se problematiky soužití Romů s většinovým obyvatelstvem členských států. Na rozdíl od minulých debat na toto téma jsem přivítal otevřenost, se kterou někteří kolegové hovořili o věcech, které byly dosud tabu. Hledání řešení pro romskou menšinu představující v EU 10 milionů lidí nebude snadné. Vzhledem k tomu, že postoj obyvatel jednotlivých zemí k Romům je i na základě historických zkušeností odlišný, bude velmi obtížné hledat jednotnou strategii uplatnitelnou ve všech členských státech.

  Jarosław Kalinowski (PPE), na piśmie. – Z pełnym uznaniem chciałbym się odnieść do wytycznych Komisji w sprawie opracowania krajowych strategii integracji Romów. Uważam, że warto położyć większy nacisk na państwa członkowskie i wprowadzać zmiany w tym obszarze. Dyskryminacja Romów jest nadal widoczna, a zaniechania we wdrażaniu istniejących przepisów są m.in. powodem niskiego standardu życia we wspólnotach Romów. Wszyscy obywatele Unii Europejskiej powinni mieć jednakowy dostęp do edukacji, służby zdrowia, zatrudnienia. Dzięki odpowiedniej socjalizacji, edukacji najmłodszych i wspieraniu tożsamości kulturowej będzie można w przyszłości zapobiec ubóstwu oraz innym problemom, które obecnie są powszechne wśród Romów.

Dlatego też popieram kontynuowanie działań a także wszystkie nowe przedsięwzięcia dążące do zaniechania dyskryminacji tej społeczności w krajach Unii Europejskiej.

  Marian-Jean Marinescu (PPE), în scris. – Uniunea Europeană trebuie să facă față realității comunitatii roma, o realitate dictată de situația economică a romilor în general, dar mai ales de aspecte legate de stilul de viață nomad și nivelul scăzut de educație. Principala problemă cu care populația romă se confruntă este nivelul scăzut de educație și, prin extensie, lipsa de calificare profesională. Educația reprezintă o oportunitate de a obține o calificare, o profesie și un loc de muncă, condiții obligatorii pentru integrarea socială a romilor. Cred că acesta este aspectul principal pe care strategiile naționale trebuie să îl rezolve. Abordarea la nivel național nu este suficientă. Programele de învățământ trebuie să aibă, de asemenea, o abordare transfrontalieră, pentru a influența partea populației roma care a rămas fidelă tradițiilor sale nomade. Statele membre de origine trebuie să contribuie cel mai mult la procesul de integrare a romilor, dar UE joacă de asemenea, un rol extrem de important. Programele-cadru trebuie dezvoltate și aplicate în mod similar în toate statele membre. Coordonarea dintre punctele de contact naționale pentru romi este esențială. Schimbul de informații este de asemenea extrem de important. Proiecte și măsuri care au obținut rezultate pozitive într-un stat membru trebuie să fie adoptate şi multiplicate în celelalte state membre.

  Rovana Plumb (S&D), in writing. – The EU Framework missed an opportunity to call for the elimination, not just of school segregation but of inappropriate placement of Roma children in special schools, to help reduce the gap in educational achievement between Roma and other EU citizens at secondary and tertiary levels.

Promotion graduation of Roma at university level is crucial to empower Roma. Roma youth will be in a much more effective position to achieve social inclusion if they have good education. The significant participation of Roma professionals in formulating an implementing Roma policy is essential to their success. The EPSCO Conclusions included this essential element, but inclusion is not possible without participation.

While robust monitoring is outlined in the Framework, the mechanisms to ensure it need to be further developed. Effective monitoring would be easier if the role of the National Contact Points on Roma were clearer. In the EU Framework, these Contact Points are given a coordination and development role but the EPSCO Conclusions only refer to a monitoring role. The solution would be for another independent commission to undertake the evaluation. Experience in some Eastern European countries has shown that if the same body implements, monitors and develops policy; poor policy implementation is likely to result.

  Daciana Octavia Sârbu (S&D), în scris. – De ani întregi vorbim despre o strategie pentru romi. Anul acesta, în sfârșit, aceasta a fost adoptată, însă, în unele state membre situația lor continuă să fie critică. Şi azi situația celei mai mari minorităţi etnice din Uniunea Europeană este caracterizată de discriminare şi excludere socială, sărăcie, șomaj şi prejudecăți. Mai grav decât atât, unor cetățeni europeni de etnie romă li se neagă libertățile şi drepturile garantate cetățenilor Uniunii prin tratate. Ei continuă sa fie expluzaţi fără drept de apel şi tratați ca cetățeni de mâna a doua. Din păcate, uneori chiar şi presa contribuie la stigmatizarea acestora şi la sporirea prejudecăților deja adâncite în conștiințele multora. E nevoie de mai multă implicare atât din partea Comisiei Europene , cât şi a autorităţilor din statele membre şi a liderilor comunităţilor de romi pentru a îmbunătăţi într-adevăr situația acestora. În încheiere, aş dori să cer Comisiei să se asigure că drepturile fundamentale ale cetățenilor europeni sunt respectate, indiferent de etnie.

  László Tőkés (PPE), írásban. – Köztudott, hogy az Unió tagállamainak ez év végéig kellene benyújtaniuk nemzeti stratégiáikat a romák társadalmi befogadását célzó európai romastratégia keretrendszerének részeképpen. Rendkívül lehangoló – és elgondolkodtató –, hogy a kitűzött határidő lejártának vészes közeledése ellenére ezideig csupán Magyarország és Románia készítette el tízéves stratégiai programját, valamint Svédország készített elő egy törvénytervezetet ebben az ügyben. A sajnálatos eset joggal idézi fel bennünk a Roma Integráció Évtizede (2005-2015) elnevezésű európai programnak a csúfos kudarcát – aminek éppenséggel a jóvátétele és behelyettesítése céljából jött létre a romák befogadásának uniós keretprogramja. Ideje volna, hogy az Európai Unió és tagállamai végre komolyan vegyék nem csupán a társadalom perifériájára szorult és mélynyomorban élő, több mint tízmilliós lélekszámú cigányságot, hanem: legalább ennyire önmagukat, saját vállalásaikat! Szégyen, hogy nem tudunk – vagy nem igazán akarunk – érvényt szerezni saját határozatainknak és megállapodásainknak. Mind erkölcsi, mind gazdasági és politikai szempontból tekintve közös európai érdekünk, és valamennyi tagországnak saját nemzeti érdeke, hogy ennek a helyzetnek véget vessünk, és a tettek mezejére lépve, az általunk egységesen elfogadott uniós romastratégiát gyakorlatba ültessük.
