Voting in favour of the report means giving consent to the extension of the protocol, while voting against means not giving consent. This is because no amendments could be tabled. In other words, following the Committee on Budgets or the Committee on Development would mean voting against, while the Committee on Fisheries overturned a recommendation and wanted to be in favour.
