  Villy Søvndal, President-in-Office of the Council, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. − Madam President, I am grateful for the opportunity to present the EU position and latest activities on Syria on behalf of the High Representative, Baroness Ashton.

The EU condemns the totally unacceptable escalation of violence in Syria. The time has come to speak with one voice and demand an end to the bloodshed and a democratic future for Syria. The EU has been leading international calls for strong UN action. We are very disappointed, as you all are, by the recent failure of the United Nations Security Council to adopt a resolution due to Russia and China’s renewed veto. Last Saturday, following the vote, the High Representative once again stressed that the EU will continue to support all efforts by the League of Arab States and called once more on all members of the UN Security Council to assume their responsibilities.

The Syrian crisis is, and will remain, very high on the EU agenda. EU foreign ministers will discuss it again on 27 February. The EU has throughout the conflict stood by the Syrian people and the High Representative continues to increase pressure on the Syrian authorities through multiple levels. The urgent priority for now is to stop the regime’s repression and the escalating violence.

In accordance with the Arab League’s plan, it is also essential that the regime frees political detainees, removes troops, tanks and weapons from the cities and allows independent observers and the media to freely travel and report in Syria. To this end, the EU is intensively engaged with the League of Arab States and other players to find a peaceful solution. The High Representative has stressed the key role of regional involvement and Arab League leadership.

On the diplomatic front, Catherine Ashton has been speaking to Secretary-General El-Arabi to discuss next steps and express our political support for the efforts that the Arab League is undertaking to solve the Syrian crisis. She has also spoken to the Secretary-General of the UN Ban Ki-moon, Turkey’s Foreign Minister Davutoğlu and several other leaders with the same objective.

The EU welcomes the League of Arab States’ efforts to increase international pressure on the Syrian regime. Leadership of the Arab League is key. Due to the escalation of violence against the Syrian population, the League decided on 12 February to end its observation mission. It asked the UN Security Council to issue a resolution to form a joint Arab-UN peacekeeping force to supervise the implementation of a ceasefire.

The Arab League has also decided to enforce the economic sanctions of previous resolutions of the Arab League and agreed on a meeting of Friends of Syria to take place in Tunisia on 24 February. We welcome this development. The Tunis meeting will provide a timely opportunity to build an international consensus on Syria and put forward urgent proposals to stop the killings and to seek a peaceful outcome to the current crisis.

There is no doubt that the EU and the High Representative will take an active part in this endeavour. The High Representative has also offered EU expertise in the area of sanctions and has stressed the need to coordinate closely in the dialogue with opposition groups.

The work on the UN front must go on. We continue to seek the support of partners so that the Security Council can come back to this issue in due course and agree on a strong resolution on Syria. The High Representative is making the case rapidly with members of the Security Council and regional partners to achieve this goal. The EU message to Russia and China is clear: they should not be on the wrong side of history.

The international community has a responsibility to stop the regime’s killing machine. Last Monday, during a debate at the United Nations General Assembly on the situation in Syria, a vast majority of UN Member States condemned the widespread violation of human rights by the regime. The UN High Commissioner for Human Rights in her assessment said that the Assad regime had ‘manifestly failed’ to fulfil its obligation to protect its population and had engaged in crimes against humanity.

The Human Rights Council at its upcoming session should also take appropriate action on Syria. The EU is ready to mobilise assistance to relieve the hardship of the Syrian population. The Commission is preparing a contingency plan in the area of humanitarian assistance. While bilateral cooperation with the Syrian regime is entirely suspended, the Commission and the External Action Service continue to support projects to the benefit of NGOs, Syrian civil society organisations and human rights defenders, as well as Palestinian refuges.

The situation in Syria requires that the EU must maintain a presence through its Member State missions and the EU delegation as the Syrian opposition is asking us to do. Not only to observe and report on the situation, but also to signal clearly that the regime cannot repress its population in total impunity and the Syrian people will not be left alone.

Close coordination among the EU missions in Damascus is taking place also with respect to contingency planning. Similarly, actions are being undertaken with respect to the neighbouring countries. Last but not least, the EU continues to engage with Syrian opposition groups. It is essential to encourage them to strengthen their coordination and develop a common vision on the way forward in order to convince the Syrian population of the value of their cause and to promote an orderly and peaceful transition in Syria.

The High Representative has offered the EU’s support to the Arab League in its efforts towards bringing together the Syrian opposition groups and their common vision for the transition. I would also like to thank you, honourable Members, for your support in the past months. The valued statements made in the European Parliament and the resolutions adopted by this House have helped the EU to shape its policy towards Syria.

It is important that we maintain pressure on the Syrian regime. The European Parliament has a key role in ensuring that the Syrian people are not left alone in their struggle. The High Representative is committed to continuing to work with you on joint efforts to support the Arab League and to stop the ongoing violence. Syria will be at the core of her meeting in Washington at the end of this week.

  José Ignacio Salafranca Sánchez-Neyra, en nombre del Grupo PPE. – Señora Presidenta, señor Ministro, señor Comisario, Señorías, en la crisis siria confluyen tres factores interdependientes y en evolución.

En primer lugar, una especie de guerra fría entre Arabia Saudí y, en estos momentos, Irán, que se está manifestando en diversos escenarios y ahora, muy concretamente, en Siria; una especie de claro efecto dominó en lo que se refiere a la «primavera árabe» y, por último, un mayor deseo de presencia de China y de Rusia y de otros actores en el conflicto de Oriente Medio para ocupar el vacío que dejan la Unión Europea y los Estados Unidos.

Hemos seguido con mucho interés las medidas tomadas por la Alta Representante: suspensión de la cooperación, ayuda humanitaria, plan de contingencia, reforzamiento de las sanciones en el próximo Consejo de Ministros del día 27 y apoyo a la iniciativa de la Liga Árabe. Sin embargo, hemos echado de menos una respuesta diplomática más coordinada y más efectiva de los Estados miembros de la Unión Europea.

Lamentablemente ninguna de estas decisiones ha servido para reducir a corto plazo la intolerable violencia de la que está siendo víctima el pueblo sirio, de ahí la frustración que todos compartimos. Hoy la ha expresado el Ministro de Asuntos Exteriores de Francia, en una comparecencia ante la Comisión de Asuntos Exteriores, por el fracaso de la iniciativa y por el veto ruso y chino en el Consejo de Seguridad de las Naciones Unidas.

Precisamente ahora se está debatiendo en la Asamblea General una iniciativa de Qatar y Arabia Saudí dirigida, precisamente, a ratificar ese acuerdo, aunque sabemos que no tiene efectos vinculantes.

¿Qué podemos hacer ante esta situación? Desde luego incrementar la presión ante Rusia y China. Y ha habido dos ocasiones muy apropiadas que se han presentado: una de ellas ha sido la visita del Viceprimer Ministro chino a los Estados Unidos, donde ha sido recibido con todos los honores y, desde luego, la Cumbre Unión Europea-China que se acaba de celebrar.

Es evidente también que tenemos que reforzar nuestras relaciones con la disidencia siria y tenemos que ver en qué medida se puede materializar y desarrollar ese corredor humanitario que se nos ha pedido desde la disidencia.

Es evidente también que las preguntas que se hacían el otro día los Ministros de Asuntos Exteriores de la Liga Árabe nos interpelan también a todos nosotros. ¿Hasta cuándo vamos a poder permanecer impasibles ante la violencia que está sufriendo en estos momentos el pueblo sirio? y ¿cuál es nuestro límite de tolerancia cuando se van sucediendo plazo tras plazo, iniciativa tras iniciativa y, mientras tanto, el régimen sigue masacrando al pueblo sirio?

Creo señora Presidenta, señor Presidente en ejercicio del Consejo, señor Comisario, señor Secretario General del Servicio Europeo de Acción Exterior, que esta es la cuestión fundamental que tenemos que plantearnos en este debate.

  Véronique De Keyser, au nom du groupe S&D. – Madame la Présidente, c'est la quatrième résolution du Parlement à propos de la Syrie et je dirais que la valeur ajoutée de cette résolution-ci qui, certes, durcit le ton et appuie les efforts diplomatiques, une des valeurs ajoutées, c'est simplement de dire au peuple syrien: "Mais non, même si rien ne bouge, on ne vous oublie pas. Même si on répète tout le temps la même chose, on ne vous oublie pas!". C'est déjà quelque chose.

La deuxième chose que je voudrais vous dire, c'est que cette résolution, pas plus que les discours que j'ai entendus, ne répond pas aux questions essentielles, à savoir, finalement, qu'est-ce qu'on fait? Quelle stratégie est-ce qu'on suit? Pas de stratégie militaire, je suis d'accord. Je pense que ce serait la pire des choses.

Mais la question qu'un membre du Conseil national syrien me posait ce matin, avec des larmes dans les yeux et en me montrant les vidéos de son pays, où se déroulent des cas de tortures épouvantables, c'est: est-ce que vous allez nous donner des armes? Est-ce que vous allez nous donner de l'argent? On ne vous demande pas d'intervenir pour nous, mais est-ce que vous allez nous aider? Nous, on veut se battre nous-mêmes. Est-ce que vous êtes capables de cela?

Et je disais: ce n'est même pas dans la résolution, parce qu'on me dit que l'opposition syrienne n'est pas assez unie, nous n'avons pas les bons canaux, etc. Mais si nous ne répondons pas à cette question essentielle, quelle crédibilité est-ce que nous allons avoir? Je vous demande donc de construire ces réponses. Je ne vous demande pas de les avoir ici, je ne vous demande pas à vous, ni à vous, de les avoir, mais je vous dis: c'est cela qu'on attend. Le pays attend de nous aussi des choses concrètes.

La troisième chose que je voudrais dire concerne Bachar el-Assad. Nous sommes, pas nombreux peut-être, à avoir longtemps cru que l'on pourrait changer le régime syrien. Nous avons rencontré, certains d'entre nous longuement et parfois personnellement, pendant une heure, une heure et demie, le président syrien – je me souviens avoir été dans l'appartement de Bachar el-Assad, qui m'expliquait comment son pays devait changer: la loi d'urgence, le multipartisme, etc. Et nous avons été dupés. Aujourd'hui, quand j'entends des promesses de nouvelle constitution, je me dis "toutes ces promesses, nous y avons cru".

Je ne demande pas la tête de Bachar el-Assad sur un piquet. Je suis encore malade d'avoir vu l'étranglement de Saddam Hussein ou d'avoir vu la tête suppliciée de Kadhafi. Mais je dis qu'il sera comptable de ses actes. Nous ne laisserons pas passer cela. La Cour pénale internationale, ça existe pour les crimes contre l'humanité. Et avec cela, je dis au peuple syrien: "Attendez, nous allons faire quelque chose". Mais je demande vraiment ici, au Conseil et à la Commission, de travailler sur des mesures concrètes, et je demande au Parlement de soutenir cette position.

  Guy Verhofstadt, on behalf of the ALDE Group. – Madam President, yesterday Cathy Ashton sent me a letter to indicate that she will be acting on behalf of the European Union at the first contact group meeting on 24 February in Tunis. This is good – but let us be honest, colleagues: what is the strategy that we will defend there?

I have to tell you, Minister, I did not hear it. You have given here the strategy and the request of the Arab League, but what is the strategy of the European Union? What is the current strategy towards Syria? We are in the middle of this crisis; we have the problems around Homs, which is clearly a second Srebrenica. We are in the middle of a war at the moment in Syria. I am asking you here: what is the strategy? It is not enough to say: OK, we will be there on the 24th in Tunisia. But what will we say there? What is our position on the main issues? The main issues are whether we are in favour of humanitarian intervention in Syria, creating safe zones and no-fly zones on the border with Turkey and on the border with Jordan and having corridors there. Are we in favour of that? Yes or no? I think they are absolutely necessary.

There is currently genocide in Syria. That is what is happening, and if we do not stop it with the international community, it can only continue. What we are seeing today is the second Hama.

The second question is whether we should give material and technical help to the Syrian opposition and to the Free Syrian Army. I think we have to give such help, and if it proves necessary at a particular time, weapon sales will be necessary – maybe not directly; we might arrange it through our colleagues in the Arab League. But what is the European Union’s answer? Do we give material help: yes or no? They need it desperately.

My third question to you is, what is happening with the sanction regime? We have known from the beginning that our list was too small and that at least 200 families in the regime of Bashar al-Assad have to be targeted. We started with 20, and then 30 and then 35 and then 40: that is the way we are going, targeting only the individuals and not the families. So my question is: are we now going to have a sanction regime which really targets the 200 big families?

My fourth issue was mentioned by Mr Salafranca: what shall we do about Russia and China? We have the opportunity possibly to say something to them about this matter. We had a mission to China, and we are currently promising them the status of a free market economy – this at a time when they are refusing to take their responsibility in the Security Council. Is it the right time to do that? I do not think so. We have to wait until they have said yes to an intervention in Syria – which is absolutely necessary.

I want to hear from you the position of the European Union, and I want you to tell me what you told us a few minutes ago. There will be a meeting of the Ministers of Foreign Affairs on 27th; that you have said. The 27th is three days after the 24th. I think you should have your meeting before Mrs Ashton goes there. I think we are making exactly the same mistake we made in places like Libya, among others.

  Nirj Deva (ECR), Blue-card question. – Madam President, would my honourable friend agree with me that, in 2006 at the United Nations, we started this process on the responsibility to protect, which was done to great fanfare? I do not hear the words ‘responsibility to protect’ coming from the Council. What is our responsibility to protect using the United Nations instruments that we have created? Would my friend agree with me that we should take the route of using the concept of ‘responsibility to protect’ within the UN, as Tony Blair and others did to great effect in Sierra Leone and other places? Again, going to Syria to protect the innocent people through this UN mechanism, and to challenge....

  Guy Verhofstadt (ALDE), blue-card answer. – Madam President, for the moment there is no agreement in the Security Council. If, however, we have an agreement in the Contact Group, that may change China’s and Russia’s position. If China and Russia see that the Contact Group, which will be established on 24 February, wants to move in any way to protect the people in Syria, then I am sure that this will exert more pressure than any of the discussions in the Security Council that have taken place in recent months. But we have to stick to that. We have to show that we are really defending them and that we want to go in if it is necessary.

  Hélène Flautre, au nom du groupe Verts/ALE. – Madame la Présidente, je crois effectivement qu'il ne s'agit plus ici de parler de répression ou de peuple opprimé mais d'une intolérable terreur, exercée par le régime de Bachar el-Assad.

Il suffit de regarder comment les hôpitaux publics sont aujourd'hui transformés en centres de torture, d'exécution, de kidnapping et, face à cela, je n'alignerai pas ici le nombre considérable des blessés, le nombre des disparus, le nombre des emprisonnés, le nombre des morts.

Le Conseil des droits de l'homme des Nations unies l'a dit, il s'agit là de crimes contre l'humanité. Madame De Keyser a raison, Assad devra rendre compte de ses crimes devant la Cour pénale internationale.

Face à cette terreur, je souhaite vraiment saluer, bien sûr, le courage, la détermination mais aussi l'incroyable capacité de résistance par l'organisation de la société civile en Syrie. Parce que, malgré tout, des vivres arrivent, malgré tout, des informations sont échangées, malgré tout, des protections sont assurées pour les personnes qui manifestent. Malgré tout, des soins sont délivrés dans des pièces transformées en hôpital d'urgence. Je crois que ces canaux qui sont mis en place sont précaires et dangereux. Nous devrions réfléchir et travailler pour voir comment, déjà, nous pourrions intensifier la circulation des biens, des soins, des vivres, de la protection par ces canaux informels, comment nous pouvons la sécuriser, la conforter et l'élargir, comment nous pouvons protéger les personnes qui, au risque de leur vie, font circuler ces biens.

C'est, je crois, la première manière d'agir de façon concrète, c'est cela qu'ils nous demandent. Il faut évidemment renforcer les sanctions et il faut surtout s'assurer qu'elles soient convenablement mises en œuvre. Je pense vraiment qu'il faut que la Commission européenne et le Conseil s'interrogent sur la façon dont un bateau rempli d'armes a pu quitter un port chypriote pour se rendre en Syrie approvisionner Bachar el-Assad en armes de guerre qu'il déploie contre son peuple.

Il y a l'initiative de la Ligue arabe. Bien sûr, il faut la soutenir mais il faut aussi être vigilant. On sait bien que la Ligue arabe représente un ensemble d'intérêts extrêmement divergents. On sait bien que les initiatives se multiplient ici avant que la présidence de la Ligue arabe ne soit assurée par l'Irak. Tout cela est très connu mais, compte tenu de la situation, il faut que l'Union européenne définisse très clairement sa stratégie et soit capable de le dire le 24 à Tunis. C'est très bien que cette réunion ait lieu à Tunis, parce que c'est une chose importante, cela illustre que cette histoire est d'abord celle d'un peuple en butte à son oppresseur.

Nous considérons que la Syrie est une pièce sur un échiquier compliqué et si nous bougeons cette pièce, comment les coups vont-ils se jouer derrière? Or, nous devons revenir à la base du conflit, de cette lutte, pour soutenir la population. L'histoire qui se joue aujourd'hui en Syrie est vraiment celle d'une société en lutte pour la démocratie et pour les droits. Sans être naïfs, nous devons considérer que c'est l'enjeu principal et ce vers quoi doivent tendre tous nos efforts.

Par conséquent, la réunion du 24 février doit permettre d'isoler ou d'intégrer les pays qui, aujourd'hui, continuent à soutenir le régime syrien. Bien sûr, il y a la Chine et la Russie mais aussi l'Algérie. Il faut absolument mettre une pression maximale pour que Assad soit isolé. C'est une façon concrète d'aider. Il faut reconnaître aussi le conseil national. Il a ses défauts mais il faut entretenir un dialogue politique avec ce conseil national pour l'aider à devenir l'interlocuteur politique de la future Syrie.

  Charles Tannock, on behalf of the ECR Group. – Madam President, the shelling in the city of Homs by the Syrian regime is atrocious and must be condemned unequivocally by the international community. The decision of China and Russia to veto a UN resolution condemning this brutal crackdown and the killing of many unarmed women and children is also shameful.

The Syrian regime must be unanimously called upon by the international community to withdraw its forces from the cities of Syria, to allow human rights agencies access to the country and to pave the way for eventual democratic elections.

The Turkish and Saudi condemnation of the regime, and in particular Turkey’s role in accepting refugees, is commendable. The Arab League should also be congratulated for seeking to end the violence and for producing a new peace plan, which the Syrian regime must implement without delay.

Syria must be made to guarantee protection for peaceful protesters and uphold the fundamental human right to freedom of expression. This is not possible, in my view, with Assad still in power. He bears ultimate responsibility for any criminal actions of the army, in particular the most active Alawite units, as many Sunni units are now defecting when deployed militarily. He must recognise the popular rejection of his dictatorship and step aside in the national interest.

Yesterday Mr Verhofstadt called for arming the Free Syrian Army. This, in my view, is dangerous at this stage as we do not know who they all are and what role the Jihadis play in this and how this might cause a proxy war with Iran and Hezbollah on one side pouring in arms to the Ba’athist regime and Saudi Arabia and Qatar arming Islamist insurgents, with innocent unarmed Christians, Alawites not allied to the regime and other minorities – from Kurds to the Druze – being caught up in a bloody civil war with major reprisals against non-Sunni Muslims.

However, I – and my group – would support setting up a safe haven for refugees with a no-fly zone, if eventually militarily possible, near the Turkish border. But even that is not clearly achievable at this stage. However, every other economic sanction against Damascus must be put in place urgently.

  Willy Meyer, en nombre del Grupo GUE/NGL. – Señora Presidenta, señores del Consejo, señor Comisario, mi grupo va a estar en contra, radicalmente en contra, de cualquier intervención militar extranjera para resolver esta crisis. También lo estuvimos en el caso de Libia y sabemos cómo acabó el dictador Gadafi: un crimen amparado por una operación militar extranjera, que fue un crimen también.

A los tambores de guerra, en estos momentos y en esa zona, no se les puede responder con tambores de guerra. No.

Nosotros, por lo tanto, vamos a estar en radical desacuerdo con cualquier intervención militar, y el Ministro ha dado una información que es correcta en cuanto a la necesidad de parar la represión del Presidente El Asad. Hay que parar esa represión.

Pero nos parece sorprendente que no se hable del desembarco yihadista. Es decir, que no se hable de los libios, iraquíes, saudíes, libaneses, de la llamada de Ayman al Zawahiri —el jefe de Al-Qaeda— ayudando y pidiendo a los leones de Siria que respondan, del Ministro del Interior de Iraq reconociendo que por la frontera pasa armamento y del aliento de Arabia Saudí.

¿Es que no hay que parar también a estos actores del yihadismo?

  Bastiaan Belder, namens de EFD-Fractie. – Voorzitter, het schrikbeeld van een niets en niemand ontziende burgeroorlog is realiteit geworden in Syrië, vandaar de noodkreet van een lid van de christelijke minderheid: "wij hebben niemand die ons beschermt". Tekent de onheilsdag van etnische en religieuze afrekeningen, de zogenoemde bijltjesdag, zich nu reeds af? Wat is wijsheid voor de Europese Unie in deze Syrische slangenkuil?

Daarom enkele vragen aan de Hoge Vertegenwoordiger of haar vertegenwoordiger vanmiddag. Bestaat er momenteel eigenlijk wel een serieus alternatief voor het regime Assad? De Syrische oppositie oogt namelijk zowel politiek als militair versplinterd. Hoe kijkt de Hoge Vertegenwoordiger aan tegen het scenario van een uiteenvallen van de Syrische staat? Acht zij dat een reëel gevaar, zeker nu aldus insiders, de presentie van al-Qaeda op Syrisch grondgebied niet meer kan worden ontkend?

Een laatste vraag, eigenlijk meer een oproep. Laat de Unie zich in eerste instantie internationaal tot het uiterste inspannen om het bloedvergieten te stoppen in Syrië door de strijdende partijen tot de onderhandelingstafel te dwingen! Alternatieven, ook op dit moment, drijven het land nog meer naar de afgrond.

  Franz Obermayr (NI). - Frau Präsidentin! Ich nehme an, im Sinne der Gleichheit darf ich auch eine Minute länger reden, wie die Frau Kollegin, die vorher gesprochen hat.

Was mit einer legitimen Forderung nach politischer Selbstbestimmung und Reformen begann, wird zunehmend radikalisiert. Die Frauen, die wir anfangs bei den Demonstrationen noch in erster Reihe gesehen haben, die sucht man jetzt vergeblich. Extremisten gefährden leider zunehmend die syrische Revolution. Für mich ist es bedenklich, wenn Al-Qaida zum Kampf gegen das Assad-Regime aufruft, wie auch in der letzten Videobotschaft, wo zum Kampf gegen das antiislamische Regime in Damaskus aufgerufen wurde.

Es sei eine religiöse Pflicht, so die extremen Islamisten, gegen das Assad-Regime zu kämpfen. Wir wissen, wo das hinführen kann. Drusen, Aleviten raus, Sharia rein. Sollten sich also weiterhin islamische Fundamentalisten, islamische Kämpfer am syrischen Aufstand beteiligen und den sogar für sich vereinnahmen, wäre es eine Katastrophe für die demokratischen und liberalen Oppositionskräfte im Lande.

In dieser Situation wäre ein Militäreinsatz die schlechteste Lösung. Nur ein ernstgemeinter Dialog mit Assad, der ohnedies schon mit dem Rücken zur Wand steht, könnte Druck aus dem Pulverfass nehmen.

  Ioannis Kasoulides (PPE). - Madam President, the regrettable failure of the Security Council to condemn the Assad regime because of the Russian and Chinese veto was perceived on the ground as a licence to use heavy weapons indiscriminately, leaving many civilians, including women and children, dead or wounded.

The Russians wanted to put the oppressed and the oppressors on an equal footing, condemning both in order – as Mr Lavrov explained – to avoid civil war. The Russian veto is achieving just that. Desperate oppressed people take desperate measures to defend themselves and the country, due to deficiencies of the international community, is heading towards civil war.

Iran’s support of the Assad regime has an explanation. Through this regime they can manipulate Hezbollah and Hamas in order to destabilise the region. But the Russian position is perplexing. Let us hope that this is a temporary stance in order to boost the Putin candidacy, using it as domestic bravado for domestic consumption.

The EU’s position is a position of principle. We remain faithful to the policy of support for democracy, human rights and to the humanitarian concern about indiscriminate lethal force aimed at unarmed civilians. Our position is the same as with all other Arab Spring countries: we have no hidden agenda, but we cannot remain idle in the face of a massacre of such scale which is tantamount to a crime against humanity.

The EU is correctly following and supporting the Arab League’s initiatives and its plan for a political and peaceful transition and for UN-Arab League cooperation on the ground.

We commend the High Representative’s statement for further sanctions and restrictive measures to be introduced and her intentions to get together with all the other international actors concerned for concerted action to end this intolerable repression. No regime which turns its military might against its own people has survived, and nor will this one.

  Ana Gomes (S&D). - O Parlamento Europeu expressa com emoção a sua solidariedade ao corajoso povo sírio, que resiste determinadamente, como pode, ao regime incivilizado de Bashar al-Assad, que bombardeia o seu povo em aldeias e cidades e não hesita em torturar crianças. Não desistiremos de obter, por qualquer meio, na Assembleia Geral da ONU, em Tunis ou noutros fora, inequívocas condenações do regime sírio que pressionem Assad a acabar com as atrocidades contra o seu povo, a afastar-se do poder e a deixar que um processo de transição democrática possa ter lugar na Síria, como é aspiração clara do seu povo. Não desistiremos de ver Bashar e os seus mais próximos apoiantes levados à justiça diante do Tribunal Criminal Internacional pelos crimes contra a humanidade cometidos contra o povo sírio. Não desistiremos de encorajar a União Europeia a apoiar a Liga Árabe e outros atores regionais, procurando que o Conselho de Segurança da ONU decrete uma trégua humanitária e determine uma força de paz para a Síria, que abra a trégua humanitária, que ajude a impedir a guerra civil e abra caminho à transição democrática. Isto implica o reforço do apoio humanitário logístico mediático e outro que a União Europeia e outros parceiros regionais como a Turquia estão a prestar às forças que organizam a resistência legítima do povo sírio.

A União Europeia tem também de apontar o dedo à China e à Rússia pela vergonha moral de se colocarem contra 13 outros membros do Conselho de Segurança da ONU e, assim, impedirem o Conselho de Segurança de exercer a responsabilidade de proteger o povo sítio e de darem licença para continuarem a massacrar ao abrigo do regime de Bashar Al-Assad. Falam de paz e de evitar a guerra civil. Mas nada do que fazem ajuda ao fim da violência. A Rússia até continua a vender armas a Bashar al-Assad. Assim instigam as forças sírias e os seus apoios regionais, incluindo as forças Wahabi, mais reacionárias e extremistas, e os terroristas da Al-Qaeda a aproveitarem-se do conflito sírio para desestabilizar ainda mais toda a região.

Assad vai cair, inevitavelmente. É uma questão de tempo. A União Europeia tem que ter orientação estratégica desde já para o pós-Assad, para a sua atuação pós-Assad, tem que exigir também à oposição síria que se una e que se empenhe depois na reconciliação nacional e se comprometa num processo de transição democrática que tem que incluir o respeito pelos direitos das minorias sírias, incluindo as alauitas e cristãs.

  Marietje Schaake (ALDE). - Madam President, it is easy to condemn the brutal murder, torture and rape of unarmed citizens and children in Syria, but it is far more difficult to find effective solutions: the EU needs a strategy, and while no one is suggesting it is easy, and the future is indeed uncertain, we cannot and will not stand by and watch Syrian citizens being slaughtered.

Tanks and fighter jets have been deployed; water, energy, food and medicine supplies have been cut off; a humanitarian crisis is looming. This is a man-made disaster for which Bashar al-Assad is responsible and we must make him stop.

Mr Verhofstadt has mentioned our group priorities and I want to emphasise some additional important and concrete steps that the EU can take to step up its own efforts, irrespective of how China and Russia seek to obstruct any UN measures.

Let it not be EU Member States who fail to enforce the arms embargo and sanctions. How did a ship with Russian arms leave Cypriot waters to reach Syria? Let it not be European technology companies that export systems used for mass surveillance, censorship tracking and tracing of dissidents. Let it not be the same oil that fuels our cars to drive to the grocery store fuelling the tanks roaming the streets of Homs.

Can the Council and Commission guarantee that EU sanctions and embargos are enforced? Aside from a government-led war on Syrian citizens an information war is raging. Foreign journalists are expelled and brave citizen journalists risk their lives to share videos of their freedom cheers that are met with slaughter.

We do not have a way of establishing the precise scope of the man-made disaster in Syria, but 7 000 deaths and tens of thousands being detained in inhumane circumstances, as well as accounts of rape and hunger, tell us enough.

These are people like you and me. In an increasingly globalised and connected world, with half of the citizens in the Middle East being under 26 years of age, we must remain conscious of who the future generation will remember as defending their freedoms and rights as though they were their own.

  Malika Benarab-Attou (Verts/ALE). - Madame la Présidente, la situation dramatique que subit le peuple syrien face au régime sanguinaire de Bachar el-Assad ne peut nous laisser indifférents ni silencieux. N'abandonnons pas le peuple syrien! D'abord, affirmons fortement notre soutien et notre solidarité au peuple syrien qui souffre.

Quelle stratégie construire? Que pouvons-nous faire? D'abord dénoncer le veto à l'ONU des gouvernements russe et chinois, exiger que les ONG et les journalistes puissent circuler sur le territoire syrien. Ensuite soutenir le peuple par la fourniture de médicaments et de matériels médicaux qui font défaut, sachant que même les hôpitaux de campagne sont attaqués. La médecine ne peut pas être utilisée comme arme de guerre. Il est important aussi de contribuer à mettre en place un corridor humanitaire.

Enfin, nous devons reconnaître et soutenir l'opposition syrienne autour du Conseil national syrien, afin de leur permettre de rebâtir un État correspondant aux aspirations du peuple syrien. Et nous devons envoyer Assad et les responsables de crimes contre l'humanité devant la CPI.

  Michał Tomasz Kamiński (ECR). - Panie Przewodniczący! Dzisiaj usłyszeliśmy tutaj wezwanie do dialogu z prezydentem Assadem. Wydaje mi się, że prezydent Assad przekroczył czerwoną linię, za którą nie ma już z nim dialogu. Krew niewinnych, krew dzieci torturowanych w więzieniach syryjskich przekreśla możliwość rozmowy z prezydentem Assadem. Trzeba to jasno powiedzieć, żeby z tego miejsca – które dla wielu Syryjczyków jest miejscem ważnym, bo jest symbolem wolności i demokracji – czyli z Parlamentu Europejskiego, padły słowa: Assad musi odejść. Assad musi być pociągnięty do odpowiedzialności.

Trzeba sobie jasno i wyraźnie powiedzieć, że przed Unią Europejską stoi ogromne wyzwanie i ogromne pytanie, czy jesteśmy tylko klubem dyskusyjnym, czy możemy i jesteśmy w stanie działać aktywnie w obronie wartości, wokół których została stworzona Unia Europejska. Także z tego powodu trzeba jasno powiedzieć, że konieczna jest nasza reakcja na stanowisko naszych ważnych partnerów na rynku globalnym, w polityce globalnej – Rosji i Chin. Musi być bardzo wyraźny sygnał Unii Europejskiej, że jeżeli Chiny i Rosja chcą z nami współpracować – a my tej współpracy oczywiście chcemy – to i Chiny, i Rosja muszą szanować wartości, które my szanujemy.

  Τάκης Χατζηγεωργίου (GUE/NGL). - Κύριε Πρόεδρε, πάρα πολλοί συνάδελφοι ευρωβουλευτές διερωτήθηκαν δίκαια για το τι μπορεί να κάνει ουσιαστικά η Ευρωπαϊκή Ένωση. Η ερώτηση όμως είναι προς τον εαυτό μας. Εάν κάποιοι συνάδελφοί μας ήταν στη θέση των Επιτρόπων ή του Συμβουλίου, στην ίδια αδυναμία θα βρισκόμασταν. Η Ευρωπαϊκή Ένωση δεν κάνει αυτό που πρέπει διότι δεν κατάφερε να έχει κοινή βούληση, μία πραγματική κοινή εξωτερική πολιτική και ουσιαστική δύναμη να εφαρμόσει αυτή την κοινή της βούληση προς την κατεύθυνση του διεθνούς δικαίου και διότι, στη συγκεκριμένη σύγκρουση των μεγάλων δυνάμεων πάνω από τη Συρία, η Ευρωπαϊκή Ένωση φαίνεται απλώς να παίρνει τη θέση υποστήριξης ενός μέρους των μεγάλων δυνάμεων, παρά να έχει δική της θέση και δική της δυνατότητα, μία θέση και δυνατότητα εναρμόνισης με το δίκαιο των πολιτών, στη συγκεκριμένη περίπτωση, της Συρίας.

Άλλωστε, εάν δούμε ειλικρινά τι έγινε με την Αραβική Άνοιξη στις υπόλοιπες χώρες της περιοχής, δεν νομίζω να οδηγούμαστε στο συμπέρασμα ότι καταφέραμε να κάνουμε το σωστό. Καταλήγω, λέγοντας ότι εάν η Ευρωπαϊκή Ένωση δεν έχει δική της αξιοπιστία και ικανότητα υπεράσπισης του δικαίου, τότε θα συνεχίσει να παραπαίει εφ’ όρου ζωής μεταξύ της θέσης παρέμβασης και της θέσης του απαθούς παρατηρητή: και τα δύο βλάπτουν εξ ίσου τη Συρία.

  Elmar Brok (PPE). - Herr Präsident, Herr Ratspräsident, Herr Kommissar! Die Beschreibung ist ziemlich klar – ich muss sie nicht wiederholen –, in welcher Weise ein Regime hier gegen die eigene Bevölkerung vorgeht. Die eigentliche Legitimation ist, dass eine Familie, ein Clan, sich festsetzen will und den Staat weiter als privates Eigentum begreift.

Es ist notwendig, dass wir hier die die Solidarität der bisherigen Befürworter des Regimes mit Assad durchbrechen. Die Anhänger des Regimes im engeren Bereich müssen merken, dass sie mit Assad selbst keine Zukunft haben, und dafür Sorge tragen, dass das Regime implodiert. Das ist eine der richtigen Vorgehensweisen immer in solchen Fällen. Allerdings ist es auch hier notwendig, dass wir die gemeinsame Position der Völkergemeinschaft klarmachen, dass wir dafür sorgen, dass die Resolution der Vereinten Nationen kommt. Es ist nicht hinnehmbar, dass Russland dies bisher verweigert und aus Eigeninteresse an einem Hafen seine weltpolitische Stellung als Mitspieler im Nahostkonflikt im Vordergrund sieht gegenüber dem, was es eigentlich tun müsste, um hier der Menschlichkeit gerecht zu werden.

Die Europäische Union hat in besonderer Weise hier mit der Arabischen Liga zusammenzuarbeiten, die für kommenden Donnerstag eine Resolution für die Vollversammlung der Vereinten Nationen vorgelegt hat. Dies sollte mit einer breiten Mehrheit unterstützt werden, um dadurch weiteren Druck auszuüben, um im Sicherheitsrat voranzukommen, weil nur dort eine völkerrechtlich verbindliche Regelung getroffen werden kann. Ich halte das für außerordentlich wichtig und ich meine, dass hier auch die Zusammenarbeit mit der Türkei wie mit der Arabischen Liga ein wichtiger Punkt sein sollte. Dies darf keine westliche Veranstaltung sein. Dies ist eine Kooperation im engen Sinne unter Führung der Arabischen Liga und in enger Einbindung der Türkei.

Wir haben allerdings auch Erfahrung in Ägypten, in Libyen usw. Dafür sollten wir auch den notwendigen Dialog mit der Opposition, die zu unterstützen ist, führen. Frau Gomes hat schon darauf hingewiesen, als sie von Minderheitenrechten sprach. Wir müssen sehen, dass die Minderheitenrechte und die Religionsfreiheit nicht missbraucht werden. Aber es darf nicht die Konsequenz sein, dass Christen anschließend verfolgt werden, weil es eine islamistische Richtung gibt. Auch hier sollte sehr frühzeitig ein entsprechender Dialog mit der Opposition mit all den Unterstützungen da sein, aber auch ein committment, dass hier am Ende ein Staat entsteht, der nicht auf anderer Seite dann Ungerechtigkeit bringt. Dies ist eine wichtige Frage, um Assad in seinem Land weiterhin zu isolieren, denn aus Sorge vor dem, was danach passiert, sind noch manche Minderheiten auf Seiten von Assad, weil sie sich davon mehr Stabilität erhoffen. Es muss ihnen auch hier die Perspektive gegeben werden, dass religiöse und ethnische Minderheiten eine klare Chance haben, in dem Land gleichberechtigt zu leben und ihren Weg zu gehen. Aus diesem Grund heraus sollte das von uns auch aus diesem Blickwinkel betrachtet werden.

  Saïd El Khadraoui (S&D). - Voorzitter, we zijn allemaal gefrustreerd. Sinds Rusland en China vorige week hun veto hebben gebruikt in de Veiligheidsraad, is het brute geweld nog meer opgedreven. De situatie lijkt uitzichtloos en dreigt nog lang te duren, met zonder twijfel nog een aantal zeer dramatische gebeurtenissen. Het geleidelijk verstrengen van de sancties lijkt voorlopig niet veel indruk te maken op het regime van al-Assad. Maar de druk neemt toe.

Ten eerste is er toch die opvallende slagvaardigheid van de Arabische liga en ook de uitgesproken inzet van Turkije in dit dossier. Ten tweede leidt het geen twijfel dat de economische sancties een aantal steunpilaren van het regime verzwakken en daarmee ook het isolement van het regime vergroten. We moeten dus die druk verder opvoeren, ook op landen zoals Rusland en China, die nog een duidelijke internationale veroordeling in de weg staan. Ik ben er bijvoorbeeld voorstander van om zeer duidelijk een zwarte lijst of zo op te stellen van bedrijven die nog wapenhandel drijven met Syrië of op een andere manier het regime ondersteunen.

Gezien de complexiteit van het land, zijn plaats in de regio en de vele minderheden, is het noodzakelijk dat we een duidelijk en geloofwaardig perspectief bieden, een blauwdruk ook voor een nieuw Syrië, waarbinnen de minderheden die nu nog twijfelen of ze het regime zouden afvallen, zich ook thuis voelen. Op korte termijn is het belangrijk dat we als Europese Unie die humanitaire taak waarnemen, voedselhulp, medicijnen, ook het idee van een corridor uitwerken en ten slotte de handen in elkaar slaan met de Arabische Liga en met Turkije om de druk verder op te voeren.

  Rui Tavares (Verts/ALE). - Senhor Presidente, a Síria, tal como o Iraque, é um mosaico étnico, tal como o Egito, tem um exército forte e, tal como a Líbia, Bashar al-Assad não para diante de nada, incluindo a massacrar o seu próprio povo.

A estratégia da Europa em relação a este, que é o mais difícil dos quebra-cabeças da Primavera Árabe, é fazer para que tudo o que pode dar errado não dê errado. Esta é a nossa primeira condição. De seguida, temos que ter uma estratégia de credibilidade, de responsabilidade e humanitária. Desde logo, de credibilidade: como é que nós podemos falar aqui em relação à China e à Rússia quando sabemos que a Senhora Merkel esteve na semana passada na China e lá, na China, o que é que ela disse em relação à Síria e como é que ela trouxe a China para o nosso lado nas Nações Unidas? De maneira nenhuma.

Como é que podemos falar de credibilidade quando empresas europeias ajudam o regime sírio com instrumentos de censura na Internet e continuam a receber subsídios europeus? E como é que podemos falar de estratégia humanitária quando - eu vi na Síria campos de refugiados iraquianos e palestinianos que são os vestígios dos nossos últimos erros naquela região do mundo - não conseguimos, desde logo, arranjar um consenso em torno de abrir corredores humanitários para conseguir tirar esses refugiados de lá e agora os novos refugiados sírios também.

É preciso credibilidade, responsabilidade e ação do lado da União Europeia para não quebrar mais ainda o quebra-cabeças sírio.

  Marisa Matias (GUE/NGL). - A resolução que aqui é apresentada no Parlamento tem alguns pontos muito importantes, mas há uma questão que não foi aceite pelos grupos políticos que a assinam.

Os grupos políticos que a assinam rejeitaram incluir um parágrafo onde afirmássemos que somos claramente contra qualquer intervenção militar externa e é, por isso, que não temos, assim, garantias de que não se volta a repetir aquilo que se passou na Líbia e de que a União Europeia não volta a desempenhar um papel semelhante àquele que desempenhou no caso da Líbia.

É certo que a Síria e a Líbia são muito diferentes, mas nós sabemos, precisamente por essa diferença, que uma guerra civil na Síria representará, ou poderá representar, uma guerra civil em toda a região, assim como sabemos que Israel anda a sondar um possível conflito com o Irão. Portanto, o que está aqui em jogo é a possibilidade de usar a justíssima aspiração de um povo à democracia e à liberdade para redesenhar um novo Médio Oriente, a mesma quimera, aliás, que foi usada aquando da invasão do Iraque.

E termino dizendo que é precisamente porque estou inequivocamente ao lado do povo sírio e contra a repressão, que não posso estar do lado da guerra.

  Jacek Włosowicz (EFD). - Panie Przewodniczący! Mam nadzieję, że mógłbym skorzystać z jeszcze jednej minuty nieobecnego pana posła Provery. Czy jest możliwe przyznanie mi dwóch minut? Dziękuje bardzo!

Najpierw przedstawię krótką analizę, zaczynając od sytuacji wewnętrznej w Syrii. Na dzień dzisiejszy zginęło około 8 tysięcy ludzi, z czego około tysiąca zabitych to dzieci do piętnastego roku życia. Około 20 tysięcy ludzi zostało uznanych za zaginionych, natomiast 70 tysięcy ludzi zostało aresztowanych. W Syrii brakuje wody i prądu. Nie dociera tam żadna pomoc dla ludności cywilnej, ponieważ samochody z pomocą humanitarną są ostrzeliwane przez rakiety. Domy ludności cywilnej są również atakowane przez artylerię. Trudno jest dotrzeć do rannych, a ci, którzy uciekają, są ostrzeliwani przez snajperów. Odnośnie do sytuacji międzynarodowej, z jednej strony mamy najemnych żołnierzy irańskich walczących w Syrii, z drugiej strony mamy Rosję, która cały czas sprzedaje reżimowi syryjskiemu sprzęt, a z trzeciej strony – patową sytuację w ONZ, gdzie została zawetowana rezolucja.

Jakie jest na to lekarstwo? Mówiła o tym wysoka przedstawiciel Catherine Ashton, pan Søvndal, mówili o tym również moi koledzy. Co należy uczynić? Pomagać opozycji, zwiększyć sankcje wobec reżimu syryjskiego, negocjować z Rosją i Chinami oraz ewentualnie myśleć o trybunale w Hadze dla prezydenta. To oczywiście słuszne działania, ale potrzebują one czasu. Natomiast my musimy zrobić coś natychmiast, aby powstrzymać zabijanie cywilnej ludności. Sądzę, że powinniśmy wymóc na prezydencie el-Assadzie, aby umożliwił korytarze humanitarne i pozwolił wyjść z obleganych miast, stadionów ludności cywilnej, co zapewne nie ochroni wszystkich przed utratą życia, ale na pewno zmniejszy straty spowodowane walkami, a z drugiej strony pozwoli nam dostarczyć ewentualną pomoc humanitarną.

  Mário David (PPE). - Gostaria de pensar que esta casa da democracia europeia repudiará unanimemente o comportamento do Presidente al-Assad e das autoridades sírias na chacina do seu próprio povo a que, impotentes, assistimos quotidianamente.

Porque é importante que a Europa se possa pronunciar a uma só voz sobre o significado dos valores de respeito pela vida humana face a um massacre indiscriminado e ignobilmente orquestrado. Toda a comunidade internacional tem que manter a pressão sobre o regime sírio através da aplicação de novas medidas restritivas. Os assassinatos têm que parar e isto não é negociável. Insistir no diálogo, sem dúvida. Uma Síria democrática necessita de um período de transição e de garantias para todas as suas minorias, contudo, a aplicação de medidas mais restritivas ao regime sírio não estará concluída se todos os países não remarem na mesma direção, e isto não tem, clara e infelizmente, acontecido.

Além de milhares de mortos, o que mudou entre as duas resoluções vergonhosamente rejeitadas no Conselho de Segurança das Nações Unidas? Continuamos a reprovar a posição da China e da Rússia, cada vez mais isoladas relativamente ao seu inacreditável apoio ao regime sírio. Tudo o resto se mantém: um regime podre, desesperado e encurralado continua a governar um país e nós, comunidade internacional, continuamos impotentes para travar o genocídio de um povo.

Já vamos atrasados no endurecer da ação da União Europeia e da comunidade internacional. Temos que dar um apoio mais concreto à Liga Árabe nas suas intervenções e nas suas intenções de enviar uma força de manutenção de paz para a Síria. Temos de apoiar sem reservas o trabalho do Crescente Vermelho nos seus esforços de minimização do sofrimento das populações.

O Tribunal Penal Internacional tem que encetar de imediato diligências com vista à punição dos responsáveis pelos crimes que estão a ser perpetrados contra a humanidade. E, como forma de pressão sobre os países que têm mantido o apoio à al-Assad, proibir também, já, as trocas comerciais da União Europeia com todas as empresas russas ou chinesas que tenham relações comerciais com a Síria. E começar ontem.

  Marita Ulvskog (S&D). - Herr talman! Våldet regerar nu i Syrien och det visste vi redan i ett tidigt skede. Då mötte vi nämligen många oroliga ögonvittnen och anhöriga som kom hit till Strasbourg. De stod här utanför parlamentsbyggnaden och en del av dem kom in och pratade med oss. Vi vet alltså sedan länge vad som pågår och vi vet att det som Syriens ledare ägnar sig åt är brott mot mänskligheten.

Vad kan då EU göra? En sak är klar: Det räcker inte med enbart humanitärt bistånd även om det är väldigt viktigt. Vi vet också, enligt min mening, att militära aktioner inte är något alternativ. Vetot i FN gör det särskilt viktigt att EU tillsammans med andra bildar en bred politisk front som använder sig av alla de medel som står till buds i en värld där det internationella beroendet är så starkt, också för ett land som Syrien. Bilderna och informationen finns där som en allmän tillgång över hela världen, inte bara för dem som befinner sig i Syrien.

Vi ska visa solidaritet, vi ska sätta mycket hård press på Ryssland och Kina, vi ska samarbeta med Arabförbundet och andra, vi ska söka alla vägar och vi ska hålla ordning på vapenhandeln. Däremot ska vi utesluta den väg som handlar om att inleda militära aktioner.

Oczywiście zdajemy sobie sprawę chyba wszyscy, że nie jesteśmy w stanie tą debatą zmienić jakoś diametralnie sytuacji, ale myślę, że te słowa powinny paść. Powinny paść z tych trybun tutaj również apele, chyba już nie do prezydenta Assada. Zgadzam się z posłem Kamińskim, który powiedział, że dialog z prezydentem Assadem chyba już nie ma sensu. Ale dzisiaj powinien stąd paść apel do jego ministrów, generałów, oficerów, do żołnierzy i policjantów, do tych, którzy na podstawie zbrodniczych rozkazów prezydenta Assada mordują własnych obywateli. Do tych ludzi trzeba zaapelować i powiedzieć głośno: Jeżeli nie zaprzestaniecie tych działań, jeżeli nie zaprzestaniecie morderstw własnych obywateli, to kiedyś znajdziecie się przed trybunałem haskim, bo my o tym nie zapomnimy i te rzeczy będą udokumentowane.

Myślę, że na pewno warto zaapelować do Rosji i do Chin i powiedzieć – w swoim czasie było takie popularne powiedzenie w Polsce: „Nie idźcie tą drogą”, bo to jest droga kompromitacji i hańby. To jest droga haniebna, to jest droga, która nie może być akceptowana w XXI w., zwłaszcza w Europie, więc ten apel powinien być skierowany zwłaszcza do rządzących Rosją. Ale myślę, że warto zaapelować też do Wysokiej Przedstawiciel, do Komisji Europejskiej, aby zintensyfikować pomoc dla tej może słabej, może rozproszonej, ale istniejącej opozycji syryjskiej. Może warto im pomóc, może warto zorganizować spotkanie tych rozproszonych grup opozycyjnych, tak aby oni czuli nasze wsparcie. My jako posłowie nie możemy może zrobić wiele, ale może warto się zastanowić – tu apel do koleżanek i kolegów w tej izbie – czy warto powołać taką grupę na rzecz Syrii w Parlamencie Europejskim, aby wyrazić nasze poparcie dla tych, którzy protestują przeciwko zbrodniczemu reżimowi Assada.

  María Muñiz De Urquiza (S&D). - Señor Presidente, señor Presidente en ejercicio del Consejo, señor Comisario, ayer mismo se celebraba una cumbre entre la Unión Europea y China. El 15 de diciembre se celebraba una cumbre entre la Unión Europea y Rusia.

El 15 de diciembre el régimen de El Asad ya estaba plenamente embarcado en la orgía de represión sangrienta de su pueblo y, sin embargo, no hay noticias de que en ninguna de esas dos cumbres —precisamente con los dos países que han impedido que el Consejo de Seguridad de las Naciones Unidas adopte una resolución de condena al régimen sirio— la Unión Europea planteara el tema de la posición de estos dos países en el Consejo de Seguridad en relación con Siria.

Y la Unión Europea tiene que demostrar su relevancia internacional a través de su capacidad de influencia en sus interlocutores. De lo contrario, estaremos condenados a la irrelevancia. Rusia y China se tienen que comprometer con un orden internacional que ponga en los derechos humanos el límite a la soberanía; no se puede entender el Derecho internacional como un garante de la impunidad de los Estados.

Nosotros excluimos la intervención militar, pero exigimos la creación de un corredor humanitario, la elevación del caso de la represión en Siria a la Corte Penal Internacional, el fin de la venta de armas y la creación de una lista negra y el reconocimiento y el apoyo político a la oposición.

  Arnaud Danjean (PPE). - Monsieur le Président, la situation en Syrie constitue actuellement le défi le plus grave et le plus douloureux auquel est confrontée la communauté internationale. Faire bombarder son peuple à l'arme lourde, emprisonner et torturer des civils, y compris des enfants, voilà des phénomènes que nous ne pouvons tolérer et qui témoignent de l'aveuglement d'un régime criminel.

Il est facile de s'indigner et de dénoncer, il est plus difficile d'agir, et d'agir efficacement. Dès lors que nous excluons, à juste titre me semble-t-il, la possibilité d'une intervention militaire comme en Libye, nos moyens d'action sont, il faut bien le reconnaître, très limités. Mais il existe tout de même des pistes pour contribuer à l'isolement plus fort de ce régime, isolement dont le président Brok a bien souligné qu'il constituait sans doute la voie la plus réaliste.

Les sanctions, d'abord, pour lesquelles l'UE a été en pointe. Elles doivent être renforcées au maximum et elles constituent un moyen d'action intéressant. Sur le plan diplomatique, qui est une dimension essentielle, nous devons d'abord condamner le veto russe et chinois, sans appel, et nous devons surtout conduire ces deux pays à réaliser que ce veto est non seulement inacceptable, mais il est incompréhensible et surtout sans issue pour ces pays mêmes.

La Ligue arabe prend des initiatives, elle joue un rôle majeur, qui est bienvenu et qu'il convient de conforter et de renforcer, même si toutes les options qu'elle présente ne sont pas réalisables à court terme. Ces initiatives ont l'immense mérite d'exister et d'être très largement portées par des pays responsables.

Au-delà de cet impératif politique de renforcer la pression maximale sur le régime syrien et ceux qui le soutiennent, comme l'Iran, comme la Russie, il y a aussi une urgence humanitaire. L'exigence d'accès immédiat et sans condition aux victimes n'a pas besoin de résolution de l'ONU, c'est un devoir moral absolu. L'UE et ses États membres doivent peser de tout leur poids pour faire avancer les initiatives de la Ligue arabe et faire cesser le scandale de cette répression d'un autre âge.

  Wolfgang Kreissl-Dörfler (S&D). - Herr Präsident! Verehrte Kolleginnen und Kollegen! Seit elf Monaten führt das Assad-Regime nun die Welt am Nasenring vor, es hält die Welt zum Narren. Das Veto von Russland und China wirkt wie ein Brandbeschleuniger und eine Aufforderung zum Massenmord. Das Assad-Regime schlachtet seine Bevölkerung und die Opposition ab, es scheint eine Großoffensive gestartet zu haben, um Fakten zu schaffen. Wir können wenig machen, aber eines muss klar sein: Die Sanktionen müssen verschärft werden, und sie dürfen – auch wenn dieses Regime glaubt, am Leben zu bleiben – nicht mehr aufgehoben werden. Sie dürfen erst dann aufgehoben werden, wenn sich das Regime hat ablösen lassen, wenn es zurücktritt. Die Verantwortlichen müssen in Den Haag vor den Internationalen Strafgerichtshof gebracht werden. Das muss immer wieder deutlich gesagt werden!

Und auf China und Russland muss mehr Druck ausgeübt werden. Bei der Diskussion über ein Handelsabkommen mit Marokko haben wir Debatten ohne Ende. Und mit China treiben wir Handel, da fragt keiner mehr nach, was dort überhaupt geschieht. Das sollten wir mal in einer Relation sehen, auch darüber wäre einmal nachzudenken. Wir können diesen Morden so nicht mehr zusehen!

  Michael Gahler (PPE). - Herr Präsident! Was müssen wir jetzt gemeinsam tun? Alle, die in der EU und ihren Mitgliedstaaten außenpolitische Verantwortung tragen, müssen jede Gelegenheit nutzen, von Russland und China die Aufhebung des Vetos gegen eine substanzielle Resolution im Weltsicherheitsrat zu fordern. Von Russland können wir noch mehr erwarten, es ist schließlich Mitglied im Europarat und in der OSZE, und die Werte und Prinzipien dieser Institutionen gelten auch im Bereich der Außenpolitik, die kann man nicht außer Kraft setzen, wenn man außerhalb Europas agiert. Es ist obszön, dass Russland diesem Regime immer noch Waffen liefert. Herr Putin, Herr Medwedjew, stoppen Sie diese Praxis, oder Sie reihen sich ein in die lange Liste schrecklicher Figuren in der russischen Geschichte!

Ich hätte mir gewünscht, dass die EU gemeinsam in der Lage gewesen wäre, die Botschafter aus Damaskus abzuziehen. Warum funktioniert selbst so etwas nicht? Welche kleinlichen, nationalen Eitelkeiten müssen denn da wieder ausgelebt werden, wenn man nicht mal dazu in der Lage ist?

Stimmen wir uns eng ab mit der Türkei. Agieren wir, wenn möglich, öffentlich gemeinsam, z. B. bei der vorbeugenden Errichtung von Flüchtlingslagern auf der türkischen Seite der Grenze. Werten wir die syrische Opposition dadurch politisch auf, dass wir hochrangig mit ihr den Dialog führen und auch bereits gemeinsame Absichtserklärungen für die Zeit nach Assad verabschieden.

In solchen Erklärungen sollte klar werden, dass es für alle Syrer, inklusive ethnischer und religiöser Minderheiten eine Zukunft geben muss, und dass die Europäische Union ein solches Syrien auf dem Weg in die Zukunft umfassend unterstützt. Wir müssen uns auch darauf einrichten, dass im Fall eines Endes dieses Regimes auch in der Nachbarschaft Änderungen geschehen. Wir sollten uns darauf einstellen, dass z. B. im Libanon Einiges ins Rutschen kommen kann, und deswegen sollten wir auch jetzt bereits an alle Parteien dort appellieren, sich nicht ermuntert zu fühlen, etwa mit Gewalt ein Vakuum in Syrien kurzfristig auszunutzen.

  Boris Zala (S&D). - Na obidvoch veciach treba spolupracovať: odstránenie Assáda, ale aj demokratizácia v rámci Sýrie. K tomu je potrebné niekoľko bodov. Po prvé, jasná podpora plánu Ligy arabských krajín. Po druhé, úzka spolupráca s Tureckom. Je to kľúčový mocenský hráč v regióne. Po tretie, kooperácia s Ruskom, nielen na pôde OSN, ale aj na bilaterálnej úrovni medzi Európskou úniou a Ruskom. Po štvrté, spolupráca s opozičnými silami, a to aj na detailnom post-saddámovskom pláne demokratizácie Sýrie. A po piate, a to pokladám za najdôležitejšie, spolupracovať aj so silami vládnej strany Baas, ochotnými podporiť tranzíciu Sýrie k demokratickému režimu. To je kľúčové poučenie napríklad aj z post-husajnovského Iraku. A zároveň, spolupráca s touto časťou by bola aj zábrana tomu, aby sa islamisti mohli uchopiť moci v Sýrii. A myslím si, že to je to, čo si všetci želáme.

  Andrzej Grzyb (PPE). - Panie Przewodniczący! Sytuacja w Syrii i problemy, które napotyka tam społeczeństwo obywatelskie, są nam znane nie od dzisiaj. Zajmowaliśmy się tym wielokrotnie w trakcie posiedzeń Komisji Spraw Zagranicznych oraz Podkomisji Praw Człowieka. Zgodnie potępiamy to, co dzieje się w chwili obecnej w Syrii, bo wytoczenie przeciwko własnemu społeczeństwo czołgów, lotnictwa, strzelanie do ludzi jest przerażające i godne potępienia, ale zarazem trzeba powiedzieć, że jest to typowe dla takich reżimów jak reżim syryjski. Weto Rosji i Chin wobec rezolucji Rady Bezpieczeństwa ONZ pogłębiło dramat tej sytuacji. Rzeczywiście musimy tutaj naciskać na te dwa państwa, aby zmieniły swoje stanowisko, ale przede wszystkim aby zaprzestały eksportu broni do Syrii, która jest przecież wykorzystywana przeciwko protestującym.

Należy również wesprzeć inicjatywę wysyłania sił pokojowych zainicjowaną przez Ligę Arabską z mandatem Organizacji Narodów Zjednoczonych. Postawa Ligii Arabskiej wspierającej syryjską opozycję to ważny krok budujący grupę przyjaciół wokół Syrii, aby położyć kres masakrom ludności. O liczbach już tutaj mówiono. Naszym obowiązkiem jest naciskanie również na reżim, aby umożliwił pokojowe i demokratyczne zmiany w Syrii. Sądzę, że wśród tych, którzy – tak jak powiedział poseł Lisek – tworzą partię Baas są również i tacy, którzy widzą, że popełniane jest przestępstwo wobec własnych obywateli.

Czołgi i żołnierze powinni zostać usunięci z ulic miast, a podstawą wszelkich działań powinno być również uwolnienie prześladowanych opozycjonistów i demonstrantów. Społeczeństwu Syrii jest jednocześnie potrzebna pomoc humanitarna. Wydaje się, że niesienie tej pomocy na obecnym etapie wymaga przede wszystkim uruchomienia korytarza humanitarnego, o którym wspomina Liga Arabska i który jest możliwy w kierunku granic tureckich. Zgadzamy się, aby ten korytarz humanitarny ratował ludność znajdującą się w tragicznej sytuacji, aby wspomógł tych, którzy wymagają pomocy – zarówno rannych, jak i innych przedstawicieli tego społeczeństwa.

  Corina Creţu (S&D). - Situaţia din Siria se deteriorează pe zi ce trece; au loc adevărate masacre în oraşele în care revolta populară împotriva regimului de la Damasc a luat forme radicale. Mor femei, copii, oameni nevinovaţi, peste şapte mii de victime înregistrate în ultimul an... Această situaţie, aşa cum s-a spus aici, nu mai poate continua şi sper că, astăzi, Adunarea Generală a ONU va condamna represaliile sângeroase din Siria, în ciuda faptului că Rusia şi China au optat pentru veto în Consiliul de Securitate. Sunt de bun augur poziţia Ligii Arabe şi, începând de ieri, a Organizaţiei pentru Cooperare Islamică, pentru a exercita presiuni asupra regimului Assad să accepte o soluţie paşnică a acestui conflict. Regimul sirian trebuie să deschidă calea unei rezolvări democratice a crizei, iar Uniunea Europeană trebuie să găsească soluţii ferme, inclusiv prin sancţiuni suplimentare, pentru stoparea represiunilor intolerabile la adresa populaţiei siriene.

  Peter Šťastný (PPE). - Mr President, we have been hearing of terrible atrocities taking place in Syria for eleven months now. According to the UN, over 5000 Syrians have been killed in President Assad’s bloody attempts to suppress a popular revolution. The western world, together with the Arab League, condemns the actions of the current Syrian government and urges President Assad to listen to the Syrian people, give up his political power and facilitate free elections, as he promised in the past.

However, such appeals were rejected by Russia and China, most recently in the UN Security Council vote on a Syria resolution that included sanctions against President Assad’s regime. I stress the need for further diplomatic action in order to change Russia’s opinion and support the Syrian public fighting for change. Baroness Ashton has already spoken in strong terms before this Parliament about the need for Russia to change its attitude towards its ally in the Middle East in the light of Syria’s bloody actions against its own citizens. I continue to support the Baroness in her efforts to influence the Russian Ambassador to the UN and make him realise that he is supporting a regime that commits acts bordering on genocide.

Recent events in Syria are intolerable, and we must continue to exert political pressure on the Syrian Government, as well as on Russia and China, to change their opinions and to protect the people of Syria from their own government.

  Paweł Zalewski (PPE). - Panie Przewodniczący! To kolejna niezwykle istotna debata dotycząca polityki zagranicznej, która toczy się pod nieobecność baronessy Ashton. Bardzo doceniam przedstawiciela duńskiej prezydencji, doceniam to, co dzisiaj zaprezentował, ale tak ważna kwestia dotycząca południowego sąsiada Unii Europejskiej, kraju, z którym mamy bardzo bliskie relacje, nie może odbywać się bez przedstawiciela europejskiej dyplomacji.

Chciałbym poruszyć dwie kwestie. Pierwsza to rosyjskie i chińskie weto. Te państwa wzięły na siebie w Radzie Bezpieczeństwa odpowiedzialność za zaognienie konfliktu w Syrii, a tak naprawdę za setki ludzkich istnień, które zginęły po zintensyfikowanych atakach sił rządowych na ludność cywilną, właśnie po tym chińskim i rosyjskim wecie. Tutaj sytuacja jest następująca: Rosja mówi, iż to weto związane jest z tym, że nie chce, aby jakakolwiek rezolucja mogła prowadzić do zmiany reżimu, który uważa za legitymowany. Otóż my uważamy, że reżim, który zabija swoich własnych obywateli, ponad 6000 ludzi, nie jest legitymowany. W ten sposób podważa swoją legitymację.

Druga kwestia: oczekuję od dyplomacji unijnej jak najgłębszego zaangażowania się w stworzenie tego korytarza humanitarnego, tak aby pomóc tym, którzy są najbardziej narażeni na ataki rządowe, tym, którzy są ranni, tym, którzy nie mają pomocy w szpitalach. To jest dzisiaj najważniejsza rzecz i sprawdzian dla dyplomacji europejskiej.

  Jacek Protasiewicz (PPE). - Panie Przewodniczący! Panie Komisarzu! Z narastającą frustracją obserwujemy rozwój wypadków w Syrii, frustracją, którą – jak widać z głosów padających z tej sali – podziela bardzo wielu z nas. Bierze się ona z poczucia bezsilności wobec cierpienia, śmierci tysięcy zwykłych Syryjczyków. Czy można zatem zrobić coś więcej, niż dotychczas zostało zrobione, czy można było zrobić więcej, niż wprowadzić sankcje dyplomatyczne, częściowe, ograniczone sankcje ekonomiczne oraz embargo na dostarczanie sprzętu wojskowego do Syrii?

Szczerze mówiąc, pewnie niewiele, ale są przykłady – z całkiem niedawnej historii z zeszłego roku – że jeśli wspólnota międzynarodowa działa razem, solidarnie, to efekty takich działań, nie tylko dyplomatycznych, ale ograniczonych akcji militarnych przynoszą pozytywne skutki. Czy zatem takie debaty, jak ta dzisiejsza, i kolejne rezolucje, które przyjmujemy – ta jest już czwarta w przypadku Syrii – mają sens? Tak, mają. Po pierwsze dlatego, żeby raz jeszcze wyrazić solidarność ze skrzywdzonymi i represjonowanymi Syryjczykami. Po drugie, żeby uświadomić władzom syryjskim, że patrzymy na to, co się dzieje. Bacznie obserwujemy rozwój sytuacji w Syrii i ci, którzy dopuszczają się zbrodni, nie pozostaną bezkarni.

Ale najważniejsze jest, żeby wreszcie skłonić – i o to apelujemy również w rezolucji – rządy europejskie, liderów europejskich, europejską Radę do Spraw Zagranicznych, po pierwsze, do znacznego rozszerzenia pakietu sankcji, które zostały zastosowane wobec Syrii – dyplomatycznych i ekonomicznych. Po drugie, do zwiększenia zakresu pomocy humanitarnej dla potrzebujących i cierpiących. Po trzecie, żeby wykazać determinację w relacjach bilateralnych z Rosją i z Chinami oraz skłonić te państwa do przyjęcia rezolucji ONZ, która otworzy możliwość skutecznego działania w obronie niewinnych ludzi.

Niedawno przez Afrykę Północną przetoczyła się fala protestów – arabska wiosna – ale nigdzie nie widzieliśmy przemocy na taką skalę wobec osób cywilnych, jak aktualnie w Syrii. Szczególnie niepokojące są informacje o tym, że syryjskie wojsko więzi, przetrzymuje i torturuje dzieci. To rzeczywiście wyjątkowy przypadek okrucieństwa. Państwa członkowskie powinny się zjednoczyć i rozpocząć działania nawet bez wsparcia ONZ. Zanim Rosja i Chiny do nas dołączą, może być za późno.

Dobrze, że odbędzie się nadzwyczajny szczyt, taki jak ten dotyczący Libii. Ale nie chodzi teraz tylko o zakończenie konfliktu, ale również o naszą europejską obecność w tym regionie. Często Europa oskarżana jest o brak aktywności politycznej, o to, że działa za późno, właśnie również na Bliskim Wschodzie. Wyprzedzajmy więc teraz rozwój wydarzeń. Na szczycie państwa członkowskie muszą myśleć o tym, jak współpracować z Syrią również po upadku reżimu. Musimy teraz od razu zaplanować takie działania, które zapewnią stabilność w tym kraju, zaplanować takie działania razem z Ligą Arabską. Jak zapobiegać konfliktom międzykulturowym? Nie chcemy tutaj kolejnej wojny i nie chcemy powtórki z Iraku.

Do tego czasu możemy jedynie liczyć na sprawiedliwych w Syrii – ludzi, którzy ryzykując własne życie, ratują innych Syryjczyków, chroniąc ich i ratując z rąk okrutnego reżimu. Pracuję teraz nad oświadczeniem pisemnym, które uhonoruje sprawiedliwych i ustanowi Europejski Dzień Sprawiedliwych. Mam nadzieję, że gdy ten koszmar w Syrii się skończy, uczcimy także działania prawych i sprawiedliwych w Syrii, a jest ich w tej chwili dużo.

  György Schöpflin (PPE). - Mr President, I think we can all agree that what is happening in Syria – the use of force against people calling for political change – is unacceptable and deplorable. We have heard a great deal this afternoon on this topic. The question in my mind is: why are Syria’s rulers so obstinate in resisting change of any kind? The Assad regime has not offered a single meaningful concession to the social forces demanding change. I think this requires an explanation that few of the assessments have so far offered.

It is a mistake to see Syria as a unified society, far from it: it is wholly divided, with basically five major groups living side by side. The group that has monopolised power is the Alawites, to which Assad’s own extended family belongs. The Alawites have co-opted the Druze, the Christians and the Shia. Taken together, they make up about 30% of the population. The majority of those at the heart of the anti-Assad movement are Sunni Muslims, who have been very largely excluded from power and its benefits by the Assad system. The fear of the ruling establishment is that a simple majority system would put power in the hands of the Sunni majority, with no guarantees that other groups would be included in a future regime run by the Sunnis.

Any settlement, if it is to work, must take these factors into account. Otherwise, sadly, the fighting and killing will go on, because neither side will see any benefit from a settlement. International guarantees for the security and wellbeing of Syria’s minorities are essential if a settlement is to last.

  Monica Luisa Macovei (PPE). - Mr President, in Syria civilians continue to die. This Monday the UN High Commissioner for Human Rights said that the situation in Homs was deplorable. More than 300 people are estimated to have lost their lives since the beginning of February. The UN Human Rights Council cannot keep track of their numbers. Children are being kidnapped, tortured and killed. These are the actions of a government which has lost its legitimacy in front of its own people and in front of the international community.

The EU has imposed an asset freeze and visa ban on 108 individuals and an asset freeze on 38 entities. This stance must be intensified. We should cut the money supply through further sanctions on the sales of gold and precious gems. At the same time we must reach out to the Syrian people and work with humanitarian organisations to develop humanitarian corridors to help the people. We must increase this momentum and put more pressure on the Assad regime to stop the violence, step down and ensure a peaceful transition to democracy.

  Laima Liucija Andrikienė (PPE). - Mr President, it is evident that the regime of Bashar al-Assad is committing crimes against humanity which must be stopped immediately, and today we call on the United Nations, the Human Rights Council, the UN High Commissioner for Human Rights, and the ICC, to cooperate and to ensure full accountability for these crimes and to end impunity.

The fact that Russia and China have exercised their veto in the United Nations Security Council to block the draft resolution on Syria is deplorable and has had very serious consequences. It has encouraged the Assad regime to use heavy weapons against unarmed civilians. Due to the Russian and Chinese veto, the Security Council was unable to support the call of the League of Arab States for an inclusive Syrian-led political process conducted in an environment free from violence, and we deeply regret that. We are watching the death agony of the Assad regime, a kind of ‘dead men walking’, so we fully support the diplomatic efforts of Baroness Ashton, and our prime goal is to save the lives of the Syrian people.

  Ioan Mircea Paşcu (S&D). - Mr President, the Arab Spring generally – and Syria in particular – has caused splits in the Security Council. The Arab League, the EU and the US oppose the current regime, which is killing its own people, while others support it for – in my opinion – different reasons. Some of its supporters are concerned by the legitimacy of regime change through foreign intervention, while in Russia’s case there are also crucial strategic motivations. If the current Syrian regime falls, Russia will not only lose a strategic partner which allows it to continue to be part of the Middle East equation, but also a naval bridgehead in the region and an important customer for its arms exports, possibly even a component in its complex relations with Iran.

However, with the Syrian people, the Arab League and most of the international community absolutely opposed to the current Syrian regime, those who continue to support it will find themselves beyond the tipping point at which the losses outweigh the gains.

  Kristiina Ojuland (ALDE). - Mr President, the regime of Bashar al-Assad is the target of tough sanctions from the international community, and this must continue. I regret that Russia and China have not yet joined us in these efforts. In addition to the economic sanctions, which have started to paralyse the criminal regime, we must also show our unconditional support to those who peacefully stand against it. The past year has shown us that the will of the people can overthrow any regime, no matter how strong.

My colleagues here today in the Plenary have proposed relevant and concrete measures that the EU should take, and I very much hope that we do not waste time in delivering a clear strategy towards Syria.

  Diane Dodds (NI). - Mr President, as we look to Syria we recognise the horror of what is happening now but also the potential that this crisis could escalate, resulting in even greater bloodshed. It is deeply regrettable that the minimum action required at this stage, the UN resolution, was vetoed by China and Russia. It is vital that pressure be brought to bear on Russia, in particular, to recognise their responsibility in this region. Their actions have given the lead to President al-Assad in claiming that he has international backing for his actions. That is a heavy responsibility in light of the continued bloodshed on the streets of Syria and the purge of the city of Homs.

Today Members have sincerely called for a new Syria. There is much to fear as to what will come next. For Syria’s 2.5 million Christians they look at what has happened in Egypt and Iraq and see that freedom of religion is not part of the new dawn. Instead they are experiencing increased persecution. We want to see Syria free from the tyranny of al-Assad but we want to ensure that the new Syria is one where everyone can live peaceably, including the Christian minority. As a previous speaker has said, international guarantees will be essential in this respect.

Es mehren sich meiner Meinung nach die Anzeichen, dass der Syrien-Konflikt sich zu jenem brandgefährlichen religiösen Krieg auswächst, den Experten längst befürchten. Einst kämpften ja bekanntlich syrische Sunniten im Irak-Krieg, nun können sich die Glaubensbrüder revanchieren. Nicht nur jahrhundertealte Stammesbeziehungen, sondern auch die gemeinsame Religion verbindet eben. Und nicht zuletzt versuchen die sunnitischen Araber an der westirakischen Grenze damit auch ihre eigene Position gegenüber der schiitischen Zentralregierung in Bagdad zu stärken.

Als ob dies und die Einmischung des Iran nicht schon genug an Konflikten wäre, mehren sich auch die Anzeichen, dass Al-Qaida in Syrien mitmischen will. Eine UN-Blauhelm-Mission hat meines Erachtens angesichts des russischen Vetos keine wirklichen Chancen, abgesehen davon, dass eine solche überhaupt nur im Falle eines Waffenstillstands Sinn haben würde. Die EU sollte sich also in diesen Hexenkessel an Konflikten nicht noch tiefer hineinziehen lassen, denn an einer religiösen Auseinandersetzung könnte sie sich wirklich die Finger verbrennen und spektakulär scheitern.

  Villy Søvndal, formand for Rådet. − Hr. formand! Først og fremmest tak for en god, vidende og meget engageret debat. Det er let at forstå, for situationen er forfærdelig. Jeg tror, at alle i dette rum deler fornemmelsen af, at det ikke er til at holde ud at se på, at mennesker bliver skudt på af mortergranater i boligområder, at mennesker, der går ud og demonstrerer fredeligt, bliver skudt på, at mennesker bliver tortureret, at mennesker forsvinder, at mennesker må flygte. Jeg tror, at alle deler samme fornemmelse af afsky for et regime, der reagerer sådan over for dets egen befolkning. Det er også en af grundene til, at vi i Det Europæiske Råd har brugt stort set alle udenrigsministermøder, jeg kan huske, på at diskutere Syrien som et af de store emner.

Det er vigtigt at understrege, at vi har en strategi i EU. Vi har en strategi, som vi forfølger, og som vi vil blive ved med at forfølge, om hvordan Europa bedst bidrager til at hjælpe den syriske befolkning i den nuværende situation. Vores første bud er: Stop volden! Lad være med at skyde på jeres eget folk. Det synspunkt forfølger vi i samtlige internationale fora, hvor vi har mulighed for det. Vi gør det i FN's generalforsamling, hvor der i morgen vil blive stemt om en resolution, der formentligt skarpt vil fordømme de ting, der foregår i Syrien. Vi gør det i forhold til FN's sikkerhedsråd. For det er, som flere af talerne også har været inde på, afgørende at få FN's sikkerhedsråd med og at kritisere Ruslands og Kinas position i dette spørgsmål, hver gang vi får lejlighed til det. Man kan ikke sidde som ansvarligt medlem af Sikkerhedsrådet, som en af de faste repræsentanter, og bare se på de ting, der sker. Man har et ansvar for at beskytte ("responsability to protect"), som nogle af talerne også har været inde på. Det har vi tænkt os at holde både Kina og Rusland fast på. Jeg tror i øvrigt, at det gør indtryk, ikke alene når EU siger dette her, men også når Den Arabiske Liga gør det, og når Tyrkiet gør det. Jeg så i dag, at Kina er på vej på en rundrejse i de arabiske lande. Det er de formentlig, fordi de synes, at de har noget at forklare.

Vi vil bruge vores mulighed for også på mødet i Tunesien den 24. at komme igennem med vores budskab om at stoppe volden og finde en politisk løsning. For der eksisterer kun en politisk løsning på den krise, vi står over for. Endelig vil vi fremme vores holdning alle andre steder, i alle andre fora, hvor vi har lejlighed til det. Det er jo det, vi som udenrigsministre gør - det er det, fru Ashton, den højtstående repræsentant, bruger sin tid på.

Hvad er der så af handlingsmuligheder? Jeg forstår igen godt utålmodigheden. Der er fire handlingsmuligheder, som vi vil fortsætte med. Den første er en overvejelse om en fredsbevarende styrke, som kommer fra de arabiske lande, og som de gerne vil gennemføre i samarbejde med FN. Det er endnu lidt uklart, hvordan det konkret skal se ud, men det er et af de emner, vi vil gå videre med, når vi mødes i Tunesien. Dernæst er der et forslag om internationale korridorer. Hertil vil jeg bare sig, at det vil vi bestemt ikke udelukke, men det forudsætter, at et meget stærkt internationalt samfund står bag. For med internationale korridorer taler vi jo om at bane sig vej frem. Vi taler i så fald om kamphandlinger. Endvidere har der været nogle stærke indlæg, der drejer sig om at undgå en altødelæggende borgerkrig. Jeg synes ikke nødvendigvis, at det er klogt at bringe flere våben ind i et område, hvor der er risiko for borgerkrig, med risiko for at situationen kommer ud af kontrol.

I virkeligheden har debatten i dag bekræftet flere af de ting, der er EU's holdning i denne konflikt. For det første: Vi bliver ved med at stramme sanktionerne. Det gør vi også på næste møde den 27.. Vi går videre med antallet af områder og antallet af mennesker, der er omfattet af sanktionerne. Vi går videre med humanitær assistance der, hvor vi kan, og udelukker heller ikke noget i denne sammenhæng. Vi samarbejder stadig tættere med oppositionen og opfordrer i øvrigt også oppositionen til selv at arbejde tæt sammen, så vi ikke har en stridende opposition. Det er jo helt afgørende, når et nyt Syrien skal vokse sig frem.

Endelig vil jeg gerne kommentere på endnu en debat, nemlig om hvad alternativet er til Assad. Vi har hørt nogen sige, at det er etnisk ekstremisme. Det tror jeg ikke på. Jeg tror, at syrerne har samme ønske, som alle andre mennesker, om selv at bestemme deres fremtid i en konstellation, hvor vi giver dem mulighed for det og presser på for det. Jeg tror ikke, at noget land er dømt til kun at have valget mellem diktatur eller religiøs ekstremisme. Det synes jeg også er læren af nogle af de valg, vi har set i Nordafrika, f.eks. i Tunesien, hvor vi skal til den 24..

Tak for debatten. Jeg vil bringe konklusionerne og indlæggene, der har været, videre til den højtstående repræsentant, fru Ashton, og de vil selvfølgelig være med til at præge de synspunkter, som vil være EU's synspunkter i konflikten og vores bidrag til at finde en løsning på den.

  João Ferreira (GUE/NGL), por escrito. – Queremos, mais uma vez, manifestar a nossa preocupação e o nosso mais vivo repúdio pela estratégia que as principais potências da NATO, em coordenação com a Turquia e com os regimes ditatoriais do Conselho de Cooperação do Golfo, vêm desenhando para uma intervenção na região do Médio Oriente. As interferências e as tentativas de desestabilização interna em curso, a instigação de conflitos sectários e a preparação de novas agressões imperialistas contra povos e estados soberanos, são inaceitáveis!

Aproveitando legítimas preocupações relativamente à situação em diversos países da região, foi montada uma gigantesca campanha de mistificação e mentira, que, por via da comunicação social dominante, tenta esconder as reais razões da violência registada na Síria há vários meses, apresentando manobras de ingerência externa, de infiltração de forças especiais e serviços secretos estrangeiros, envolvendo financiamento, treino e armamento de mercenários armados e grupos terroristas, como se de uma luta popular pela democracia se tratasse. Numa altura em que a evolução da situação internacional, marcada pelo aprofundamento da crise do capitalismo em múltiplas vertentes, aponta para reais e grandes perigos de novas guerras de agressão contras os povos da região, que põem em perigo a segurança internacional, é mais importante do que nunca afirmar os valores da paz e da solidariedade internacionalista.

  Tokia Saïfi (PPE), par écrit. – "Bachar el-Assad tombera". Tels sont les mots prononcés par notre ministre, M. Alain Juppé, devant le Parlement européen, ce mercredi 15 février. Des mots lourds de sens et remplis d'espoir : la France, l'Europe et le monde soutiennent et continueront de soutenir le peuple syrien. Soutenir certes, mais sauver surtout. Car depuis dix jours, près de 300 personnes ont été tuées à Homs par les forces gouvernementales, ce qui porte à près de 6000 le nombre de morts depuis le début de l'insurrection. Face à l'extrême urgence de la situation, la Ligue arabe a proposé dimanche un nouveau plan : l'envoi de casques bleus des Nations Unies. Certains Etats membres jugent l'idée d'une intervention occidentale dangereuse; d'autres y voient une première étape vers l'arrêt des violences. Si elle veut peser et agir, l'Union européenne doit parler d'une même voix : c'est l'objectif du Conseil Affaires étrangères du 27 février. D'ici là, le Groupe des amis du peuple syrien (initiative du Président Sarkozy) se réunira vendredi 24 à Tunis; il s'agit d'un signal fort à destination de Damas, mais également de Moscou et de Pékin qui continuent de bloquer le processus de sanction du Conseil de Sécurité des Nations Unies.
