  Der Präsident. − Als nächster Punkt folgt nun die Anfrage an den Rat zur mündlichen Beantwortung: Europäischer Fonds für die Anpassung an die Globalisierung – Krisenausnahmeregelung von Pervenche Berès und Marian Harkin im Namen des Ausschusses für Beschäftigung und soziale Angelegenheiten (O-000014/2012 - B7-0102/2012).

  Pervenche Berès, auteure. − Monsieur le Président, Monsieur le Représentant du Conseil, cette question vous est adressée car ce Parlement européen ne comprend pas ce qui se passe au Conseil.

En décembre, nous avons soutenu à une très large majorité la proposition de la Commission de maintenir le mécanisme du Fonds européen d'ajustement à la mondialisation dans sa dimension crise. Nous voyons une situation totalement bloquée au Conseil, dans une incohérence que nous ne comprenons pas car peut-on dire que la crise est finie? Peut-on dire que ce fonds n'a pas été utile pour tenir compte des effets de cette crise sur les travailleurs?

Aujourd'hui, les perspectives de croissance sont entre 0,5 % et 3 % pour le PIB européen. Ou M. Draghi se trompe-t-il lorsqu'il cite ces chiffres pour la future croissance européenne? La Commission elle-même a prévu une récession économique de 0,3 % pour l'ensemble de l'Union européenne dans ses dernières projections du mois de février, alors même qu'en novembre 2011, elle tablait encore sur une progression de 0,5 % pour 2012. Où est la fin de la crise?

La crise pour les salariés de l'industrie menace l'existence même du sentiment européen. Elle favorise un scepticisme vis-à-vis de l'Union européenne. Elle conduit à tourner le dos à ce qui fait notre "vivre ensemble" et elle tourne le dos aux éléments d'une justice sociale que nous pourrions apporter. Les demandes effectuées au titre du critère "crise" n'ont fait que progresser puisque cette crise est encore là.

Je dois vous dire, Monsieur le Président, qu'à la commission de l'emploi et des affaires sociales, nous avons eu l'occasion d'entendre des experts espagnols et lituaniens venus nous dire combien ce mécanisme de crise était précieux. Mais, plus encore, je veux témoigner ici de l'intervention de l'autorité publique allemande. Le directeur du groupe Fonds européen pour l'emploi a témoigné combien ce mécanisme était exemplaire pour faire vivre l'innovation sociale et permettre aux travailleurs victimes de cette crise de trouver une réponse européenne à leurs problèmes. Pourtant, son gouvernement, aujourd'hui, constitue une majorité pour bloquer la prolongation de ce mécanisme. Nous ne le comprenons pas et vous demandons, au nom de la présidence de l'Union européenne, d'engager toute votre force pour sortir de cette impasse.

Je prends au mot ceux qui plaident en permanence pour plus de flexicurité. La flexibilité est là avec les licenciements massifs, jour après jour nous voyons des emplois être supprimés. Assurez un tout petit peu de sécurité, permettez à ces travailleurs d'assurer une formation, une transition dans leur adaptation à la situation nouvelle qu'ils connaissent. Je m'inquiète car si telle est la position du Conseil, aujourd'hui, sur la prolongation du mécanisme de crise, qu'en sera-t-il demain lorsque, dans le cadre des perspectives financières, nous négocierons l'extension de mécanismes à l'ensemble des agriculteurs victimes des accords de libre-échange? Il y a un moment où, au Conseil, il faudra choisir entre une solidarité de fait et une solidarité virtuelle.

Nous préférons des preuves aujourd'hui et nous pensons que l'heure n'est pas venue de voir de belles déclarations sur la croissance qui, un jour peut-être, aboutira à des créations d'emplois, et de supprimer ce qui fait un des rares outils dont l'Union européenne dispose pour venir concrètement en aide, en soutien, en solidarité, aux travailleurs victimes de la mondialisation mais d'abord dans sa dimension crise.

Nous comptons sur vous, Monsieur le Président. Vous devez changer la majorité au Conseil, y compris dans les États qui, aujourd'hui, refusent cette extension de la dérogation, alors même qu'ils sont des pays exemplaires dans l'utilisation de ce fonds.

  Nicolai Wammen, President-in-Office of the Council. − Mr President, I am grateful to the Chair of the Committee on Employment and Social Affairs, Ms Berès, and the rapporteur, Ms Harkin, for giving the Presidency this opportunity to present the state of the proposal to extend the crisis derogation under the current European Globalisation Adjustment Fund, the EGF.

I would like to begin by recalling one important fact. The current EGF has not been repealed. It continues to function as decided by our two institutions back in 2006, and the authors of the questions suggest that the Council has come to the conclusion that the current crisis is over. I can assure you that is by no means the case. At the most recent meeting the other week, Heads of State and Government concluded that tackling unemployment and the social consequences of the current crisis was one of the main priorities for 2012. It is, of course, primarily up to each Member State to take the necessary measures and follow the policy it considers to be the most appropriate to combat unemployment. Even though this now happens within a strong European policy framework, the crisis derogation to the EGF was introduced for a limited time as a supplementary instrument for helping combat some of the consequences of the crisis.

When the Commission put forward its proposal to extend the mechanism, there was insufficient support within the Council. There were a number of reasons expressed by Member States as to why they were not ready to endorse the Commission’s proposal. In general, doubts over its added value persisted. Some Member States underlined that the labour market policies lie firmly within national competence. Others already have access to well-developed aid mechanisms at national level and consider the EGF contribution to be a useful but not essential complement to these mechanisms. Some felt it was inappropriate at a time of national austerity to introduce new unforeseen expenditure in the EU budget. These are just a few examples. Of course, there were also a significant number of Member States who supported the proposal.

Since the Commission presented its proposal in the middle of last year, the Polish Presidency made a tremendous effort to find a solution which would meet the concerns of all Member States. However, the EPSCO Council in December failed to reach agreement on any of the compromise proposals tabled. Since then, the Danish Presidency has made further attempts and tabled a new compromise, but even recent efforts to try to break the deadlock through direct contacts with Ministers failed to achieve an outcome.

As President, I regret that it was not possible to reach an acceptable compromise. However, we cannot of course oblige other Member States to change their positions. Under these conditions we came to the conclusion that further negotiations on crisis derogation could hinder progress on the future EGF. There were good reasons for this. Already, early on in the discussions on the extension of the crisis derogation for the current EGF, it was underlined that the extensions would not pre-empt the negotiations on the future EGF.

As you know, these negotiations take place within the context of the wider negotiations on the new Multiannual Financial Framework. We had a first round of discussions on the future EGF on 27 February and I can assure the European Parliament that the Council will debate this proposal on its own merits. Here in Parliament you have had preliminary discussions in the Committee on Agriculture and Rural Development and the Committee on Employment and Social Affairs, and discussions so far both within the Council and here in Parliament showed that there are serious doubts about several important aspects of the new EGF regulation, notably the inclusion of the agricultural sector.

I would like to assure you of the commitment of the Danish Presidency to taking forward the discussions on the future EGF. I look forward both to hearing your views on this issue this morning as well as to the further work which will be needed between our two institutions as we seek to make progress in the negotiations.

  Elisabeth Morin-Chartier, au nom du groupe PPE. – Monsieur le Président, Monsieur le Président du Conseil, je viens de vous écouter très attentivement, mais vous allez trouver face à vous quelqu'un qui défend activement le Fonds d'ajustement à la mondialisation au nom des salariés qui sont touchés par la crise, avec des milliers d'emplois qui se ferment.

Allez dire ce que vous venez de dire aux salariés irlandais de Dell qui ont perdu 1 600 emplois! Allez le dire aux Portugais qui ont perdu des emplois considérables dans le secteur du textile ou aux Espagnols qui ont perdu des emplois dans le domaine du bois ou de la céramique et à bien d'autres encore. Ici, c'est la compétitivité des entreprises qui est en jeu, parce que le Fonds d'ajustement à la mondialisation, qui doit nous permettre de réinsérer sur le marché de l'emploi les personnes qui sont touchées par le chômage, sert aussi la compétitivité des entreprises, et donc c'est la santé économique de l'Europe que vous êtes en train de menacer.

Oui, nous sommes en période de crise, nous y sommes encore et certainement encore pour quelques années. La lutte contre la crise fait partie des objectifs de la stratégie Europe 2020. Oui, il faut qu'au Conseil, vous exerciez un vrai leadership pour faire en sorte que les pays s'alignent sur cette volonté d'intégrer les salariés les plus menacés dans la vie économique. C'est notre avenir à tous, c'est la crédibilité de l'Europe, c'est aussi la crédibilité du Conseil, Monsieur le Président, qui est en jeu.

  Frédéric Daerden, au nom du groupe S&D. – Monsieur le Président, ce débat sur le Fonds d'ajustement et l'extension du critère "crise" m'interpelle à plus d'un titre, car il me semble qu'au-delà de la non-prolongation du critère "crise", c'est le fonds lui-même qui est visé, notamment dans le chef de certains États membres qui ne souhaitent plus entendre parler d'action sociale de l'Union.

Pourtant, dans le cadre de l'action de l'Union sur les restructurations, l'outil du FEM est fondamental. Ce caractère fondamental est exacerbé avec la crise et la situation actuelle où le citoyen européen perd confiance en l'Union. L'augmentation, chaque année, du nombre et du volume des demandes depuis 2006 en est la démonstration. Ce fonds est par ailleurs reconnu comme un outil à parfaire, mais efficace car ultra-individualisé et adapté aux besoins des travailleurs licenciés pour chaque cas d'espèce, que ce soit en termes de formation adaptée aux besoins de la région ou d'aides à la recherche d'emplois. De plus, cette position anti-action pour l'emploi et le social de l'Union est en totale contradiction avec les conclusions du Conseil sur la croissance et l'emploi. Pour avancer sur cette voie, il faut investir dans des instruments tels que le FEM et ne pas compter uniquement sur la réalisation du marché intérieur.

Au moment du Livre blanc sur les pensions, maintenir les seniors dans l'emploi et augmenter l'âge effectif de la retraite sont assez généralement énoncés comme des nécessités. Ce fonds, dans le cadre de la crise notamment, peut et doit y contribuer. Finalement, la proposition de la Commission d'inclure les agriculteurs est pour moi un autre indice de cette volonté de "détricotage". Les outils sociaux de l'Union sont trop rares pour en faire des outils hybrides et sans cohérence comme dans cette proposition.

Monsieur le Président, assurer l' avenir d'un fonds qui répond à des besoins réels, et donc à la crise, est fondamental. La question est-elle en fait celle du critère "crise" ou pas critère "crise", ou de la volonté de certains de nier le rôle social de l'Union?

  Marian Harkin, on behalf of the ALDE Group. – Mr President, as Ms Berès has already said, in December of last year Parliament overwhelmingly supported the continuation of the crisis derogation. If we look at the applications that came into the EGF in December 2011, 13 applications under the crisis derogation came in December alone. What is astonishing is that three of those applications came in from one Member State that is objecting to the extension of the crisis derogation. I cannot make any sense of that and I really would like to hear an explanation from the relevant Member State.

We have already heard the arguments here today about the crisis. We know the crisis is not over but what I again find astonishing is just one figure, that of youth unemployment. The average in the EU 27 is 21.6 % but there are 11 Member States – not just two or three – there are 11 where the youth unemployment rate is over 25 %. So we cannot under any circumstances say that the crisis has passed.

So my question to the President-in-Office is: does the blocking minority support the EGF as an instrument in the first place? Are there some aspects or provisions in the Fund which they object to? Do they believe that the Fund does not deliver added value? If you look at the mid-term evaluation of the EGF you will see that it delivers significant added value. Of course there are improvements which could be made but the reintegration rate into employment is 41.8 % and that is increasing in the medium term, so even from that perspective the Fund is delivering. I suppose my other question to you is: is this just an objection to social action in the first place?

My final question is about the new EGF proposal. You talked about some problems with the proposal and you mentioned farmers. Are there any other issues that are causing problems within the Council with regard to the new EGF application?

  Marije Cornelissen, namens de Verts/ALE-Fractie. – Nederland 30 miljoen, Zweden 14 miljoen, Denemarken 50 miljoen, Duitsland 37 miljoen. Dat zijn de bedragen die deze landen uit het globaliseringsfonds hebben gekregen de afgelopen jaren. En hoe wrang is het dat juist deze landen, landen waar het relatief goed gaat, de toegang tot het globaliseringsfonds beperken.

Toen de crisis zich aandiende werd het globaliseringsfonds uitgebreid tot grote bedrijven en bedrijfstakken die door de crisis failliet gingen, met duizenden ontslagen ten gevolge. En was het maar waar dat dat nu niet meer nodig zou zijn, dat de crisis al achter de rug was en er geen massaontslag meer plaatsvindt door crisisfaillissementen. Maar het tegendeel is waar.

De crisis wordt in deze tijden van bezuinigingen steeds meer voelbaar in alle landen. De crisis is dé reden voor massaontslag. Ik vind het hardvochtig en moreel onacceptabel dat landen als Nederland, Duitsland en Zweden de crisisderogatie blokkeren. En ook nog eens onbegrijpelijk. Want deze landen zijn tegen, omdat zij tegen het fonds in het algemeen zijn. Het EGF zou niet moeten bestaan en dus zijn wij lekker tegen alles, maar wij maken er ondertussen natuurlijk wel mooi gebruik van. Want Nederland heeft, zoals mevrouw Harkin zei, op de valreep in 2011 nog even 8 miljoen euro binnengeharkt. De volwassen redenering zou natuurlijk moeten zijn dat zolang dit fonds bestaat het zo nuttig mogelijk ingezet moet worden. De crisis is een hele nuttige inzet.

  Ashley Fox, on behalf of the ECR Group. – Mr President, the Globalisation Adjustment Fund has been a complete failure. Every year the Commission takes EUR 500 million of taxpayers’ money and sprinkles it about in the vain hope of being seen to do something about job losses.

The functioning of this fund has been appalling. It is bureaucratic and inefficient with the Commission making up the rules as they go along. In 2009 we had the ridiculous situation of the Commission paying money to Ireland because Dell had relocated to Poland. That is not globalisation. That is the single market working. I wholeheartedly support the British, Czech and other governments who are blocking the extension of this absurd fund. Rather than pouring this money down the drain, we should return it to the taxpayers, who will spend it far more wisely than the European Union ever could.

  Mara Bizzotto, a nome del gruppo EFD. – Signor Presidente, onorevoli colleghi, la salvezza di milioni di disoccupati europei non dipende dalla zoppicante assistenza offerta dal Fondo europeo per la globalizzazione: i dati raccolti mettono in luce che la maggior parte dei beneficiari del fondo non riesce a trovare un nuovo impiego mentre i più fortunati sono reintegrati nel mercato del lavoro con contratti a tempo determinato anche di solo sei mesi. In molti casi, sono i disoccupati a rinunciare a questo fondo perché dubitano della sua utilità.

Il FEG non è una soluzione e non tampona le disastrose conseguenze di una politica commerciale europea gestita pericolosamente e con troppa leggerezza dalla Commissione. Per combattere la piaga della disoccupazione, ormai strutturale, l'Europa deve porre freno alla sua eccessiva apertura verso i mercati dei paesi in via di sviluppo, la cui concorrenza sleale costituisce la causa prima dei fallimenti delle nostre aziende.

Finché l'Europa non la smetterà di promuovere l'autolesionismo economico difendendo una posizione miope nei confronti dei flussi commerciali globali, le nostre aziende continueranno a fallire. Il fondo può solo costituire un sostegno temporaneo, ma non è grazie ai corsi di formazione che i nostri disoccupati troveranno serenità e sicurezza.

  Edit Bauer (PPE). - 2008-ban a Bizottság gazdaságélénkítő tervében fontosnak tartotta, hogy a válság leküzdésére adott válasz részeként megváltoztassa és rugalmasabbá tegye az Európai Globalizációs Alap szabályait. A Tanács ennek értelmében 2009-ben, a válság első hullámának kezelésére könnyítette a hozzáférést az alap eszközeihez. A szolidaritás és a szociális igazságosság voltak azok a vezérelvek, melyek kapcsán a Tanács 2009-ben az úgynevezett derogációt bevezette. Ezen elvek értelmében – miközben a válság tovább gyűrűzik – érthetetlen miért vonakodik a Tanács a derogáció hatályát meghosszabbítani.

Látva, hogy csak a közvetlen közelembe eső térségben csődbe mentek olyan nagy múltú vállalatok, mint a MALÉV légitársaság, a komáromi hajógyár, vagy bezárásra került a Nokia komáromi üzeme, mely a határ mindkét oldaláról alkalmazott több mint 1200 dolgozót. Nem igazán látjuk azokat az okokat, melyek indokolnák a Tanács, illetve a blokkoló kisebbség elutasító magatartását. A globalizáció és a válság együtt jár. Azt látjuk, hogy a válság felgyorsította a globalizációt. Következményeiben pedig a két folyamat gyakorlatilag azonos bizonyos térségekben. Elfogadhatatlan, hogy bárki azzal próbáljon zsarolni, hogy a derogáció meghosszabbítása veszélybe sodorná az EGF jövőjét. Én arra kérem a Tanács képviselőit, hogy ezt a választ, az igyekezeteiket ne tartsák véglegesnek, és a válaszukat se tartsák véglegesnek.

  Emer Costello (S&D). - Mr President, I wish to express my opposition to the removal of the crisis derogation from the Globalisation Fund and I would urge the Council to work with the minority of blocking Member States and ask them to reconsider their position and arrive at a conclusion.

In Ireland, between 2009 and 2011, 70% of the applications for the EGF Fund were crisis-related. Companies such as SR Technics, Dell, Waterford Crystal and companies from the construction industry applied and availed of this fund to upskill thousands of workers and help them find alternative employment. Just last week we had the announcement in Ireland that 2 500 bank officials are to be made redundant in the second largest bank in Ireland, AIB. This would be the equivalent to 45 000 job losses in Germany.

We spent the morning discussing that fiscal consolidation must be accompanied by a jobs and growth strategy. If we are to do more than pay lip-service to this, we need to ensure that the crisis derogation is retained for the EGF funding. I urge the Council to ensure that this derogation is retained and that the EGF Fund can...

  Sidonia Elżbieta Jędrzejewska (PPE). - Warto powiedzieć jasno, że to dzięki omawianej derogacji – derogacji, o której dzisiaj mówimy – Europejski Fundusz Dostosowania do Globalizacji stał się jednym z najczęściej używanych narzędzi Unii Europejskiej służących łagodzeniu skutków kryzysu gospodarczego. Ów fundusz według mnie jest wyrazem solidarności budżetowej całej Wspólnoty ze zwalnianymi pracownikami. Dziwi mnie bardzo niechęć części państw członkowskich do przedłużenia tej derogacji kryzysowej. Dziwi mnie tym bardziej, że to właśnie obywatele tych państw, które teraz blokują przedłużenie derogacji, skorzystali z pomocy Europejskiego Funduszu Dostosowania do Globalizacji. Chciałabym także zapytać Pana Ministra o to, w jaki sposób wyobraża sobie rozmowę, debatę o nowym rozporządzeniu po 2013 r. w kontekście takiej mniejszości blokującej.

Mam oczywiście nadzieję, że duńska prezydencja zdoła jednak ostatecznie wypracować kompromis w kwestii funduszu i przekona Radę do ponownego, tym razem pozytywnego, rozpatrzenia sprawy. A póki co wypadałoby przedstawić nam szczegółowe wątpliwości, obawy i powody, dla których te blokujące państwa członkowskie nie chcą przedłużenia derogacji kryzysowej, bo nie jest to, przynajmniej dla mnie, jasne. A być może takie powody, nawet przekonujące, istnieją, ale nie są cały czas nam znane – bo pan minister powiedział o jednym takim powodzie, a mianowicie, że w niektórych państwach członkowskich, w domyśle tych blokujących, istnieją inne mechanizmy wspomagania pracowników zwolnionych. Być może, ale pytanie jest: dlaczego mimo wszystko te państwa starają się – i to skutecznie – o fundusze z Europejskiego Funduszu Dostosowania do Globalizacji. Te wątpliwości w Pana słowie wstępnym nie zostały wyjaśnione, mam nadzieję, że dowiemy się tego jako parlamentarzyści wkrótce. Dziękuję bardzo!

  Jörg Leichtfried (S&D), Frage nach dem Verfahren der blauen Karte. – Herr Präsident! Frau Kollegin Jędrzejewska, ich habe Ihnen mit großem Interesse zugehört und würde Sie gerne etwas fragen. Wer sind eigentlich diese blockierenden Länder? Wie viele sind es ungefähr, und was bewegt sie, das zu blockieren? Ich habe das bis jetzt auch noch nicht ganz nachvollziehen können, was der Grund ist, weitere Mittel zu blockieren.

This is exactly the question I am asking the Danish Presidency because the Danish Presidency is leading these talks and it must know for what reasons those countries are objecting. The list also is not a mystery; some of the countries were mentioned but in two minutes I do not think it is my task to repeat the minutes of the Council’s meetings.

  Vilija Blinkevičiūtė (S&D). - Pirmiausiai, labai apgailestauju, kad pirmininkaujanti Danija nuleido rankas...(neveikia mikrofonas). Naivu manyti, kad krizė Europos Sąjungoje baigėsi jau praėjusiais metais, ir žmonės dėl to nebeatleidžiami iš darbo. Deja, vargu ar krizė Europos Sąjungoje baigsis per ateinančius porą metų. Realus gyvenimas rodo ką kitą. Europos Sąjungos ekonominiam atsigavimui gali prireikti gerokai daugiau laiko. Laikinosiomis priemonėmis globalizacijos fondo paramos teikimo mechanizmas buvo patobulintas ir dėl to kur kas daugiau darbo netekusių Europos Sąjungos piliečių galėjo gauti paramą ir iš naujo įsidarbinti. Mano šalis Lietuva tikrai sėkmingai pasinaudojo EGF parama. Globalizacijos fondas – tai Europos Sąjungos solidarumo fondas, solidari pagalba darbo netekusiems žmonėms, ir todėl, vertinant blokuojančių valstybių narių poziciją, kyla natūralus klausimas: ar tai reiškia, kad solidarumo principas Europos Sąjungoje nustoja galios?

  Sergio Gutiérrez Prieto (S&D). - Señor Presidente, perdonen, pero hay cosas que no entiendo. No entiendo este doble juego que mantienen el Consejo y la Comisión en relación con este Fondo. Unos bloquean su continuidad con relación a la crisis pero, sin embargo, al mismo tiempo, los mismos países que lo bloquean son los que más lo siguen utilizando. Y otros, a saber, la Comisión, que parece defenderlo ante el Consejo, presenta al mismo tiempo una propuesta que desvirtúa totalmente su razón de ser.

Todos sabemos que hay dos maneras de eliminar un programa. La primera es eliminar totalmente su financiación, y la segunda, la más sutil, es la de ir desnaturalizándolo poco a poco hasta que pierda su razón de ser. Y este es el riesgo que corremos precisamente en este punto del debate.

¿Es necesario compensar a nuestros agricultores por los acuerdos comerciales que firmamos con terceros países? Sí. Pero hacerlo a través de este Fondo sin aumentar partidas, sin clarificar requisitos es un intento de engañar a todo el mundo, a empresas, a trabajadores y a agricultores. Porque, Señorías, 500 millones de euros para ayudar a empresas con dificultades pueden llegar a ser insuficientes, pero ese mismo dinero para las mismas empresas y para centenares de miles de agricultores es sencillamente ridículo.

Llévense un mensaje claro de este Parlamento de que queremos mantener intacto este elemento de solidaridad en un momento en el que esta es más necesaria que nunca.

  Barbara Matera (PPE). - Signor Presidente, onorevoli colleghi, il periodo di crisi economica per l'Europa non è ancora storia passata, le aziende europee sono in gravi difficoltà e i nostri lavoratori continuano a pagare il prezzo più alto perdendo il proprio impiego. Questo fondo ha rappresentato – dalla sua nascita nel 2006 ad oggi – una risposta esemplare capace di supportare il reintegro dei lavoratori verso una nuova occupazione.

Gli Stati membri hanno indicato che senza la deroga di crisi economica sarebbe stato impossibile presentare la maggior parte delle domande, lasciando quindi a casa 45 000 lavoratori. Il messaggio politico che il Consiglio ha inviato respingendo questa regola, mina alla base la credibilità e la responsabilità delle istituzioni europee. Chiedo quindi vivamente al Consiglio di porre tra le proprie priorità lo sblocco di tale deroga e chiedo ai colleghi di rispettare coloro che intervengono. Grazie.

  Luís Paulo Alves (S&D). - Senhor Presidente, o estudo de impacto da Comissão Europeia, de dezembro de 2011, sobre o possível acordo comercial entre a União Europeia e o Mercosul aponta-nos quebras de 1,6 % no rendimento e de 0,4 % no emprego na agricultura europeia.

O relatório aponta-nos também que, para além destes dados médios no mercado da carne, o impacto dos vários Estados-Membros será maior, 2 a 3 % na carne de vaca em países como a Irlanda, a Bélgica, a Dinamarca ou o Luxemburgo. Atinge mesmo, em regiões como Limousin ou Auvergne, em França, impactos negativos de 3 a 7,5 %.

Pode a Presidência confirmar o número de 7 mil milhões de euros como um impacto negativo deste acordo na agricultura europeia até 2020? Se esse é o número, 7 mil milhões de euros de impacto negativo, como pode ser resposta para este problema a utilização de 2,5 mil milhões do FAG propostos pela Comissão para o período de 2014-2020? O que pensa a Presidência de tudo isto?

  Franz Obermayr (NI). - Herr Präsident! Seit 2009 wurde der Fond nicht nur dafür eingesetzt, Menschen zu helfen die aufgrund der Globalisierung ihren Arbeitsplatz verloren haben, sondern auch für jene, die krisenbedingt arbeitslos sind. Solche Maßnahmen haben als kurzfristige Reaktion durchaus Sinn. Gezielte Konjunkturmaßnahme können damit soziale Missstände und Notstände vermieden werden, aber auch Unternehmen unterstützt werden. Allerdings ist es nicht sinnvoll, den EGF dauerhaft umzufunktionieren. Die Ausnahmeregel enthält schließlich auch eine Erhöhung des Beitrags der EU auf circa 65 %. Das ist auf Dauer kontraproduktiv. Denn eine angemessene Kofinanzierung der Mitgliedstaaten gewährleistet letztlich auch, dass die Gelder zweckmäßig investiert werden, und die Eigenverantwortung der Mitgliedstaaten und der Regionen würde durch eine dauerhafte niedrige Beteiligung ja geschwächt. Gerade diese Eigenverantwortung müssen wir aber stärken, um künftige Krisen durch effizienten Mitteleinsatz vermeiden zu können.

  Nicolai Wammen, President-in-Office of the Council. − Mr President, let me start by saying that I have been impressed by the commitment of Members to debate this issue. As I started out by saying, the Danish Presidency would certainly have liked it if a solution on the EGF could have been found in the Council. That was not possible, and now we will be working on the future of the EGF. I will be looking forward to constructive cooperation with this House.

I would also like to make it very clear that the Danish Presidency, and the Council, are firmly committed to combating the crisis as we know it because, as many Members in this Chamber have made clear, the crisis is not over yet. Therefore it is important that we continue to reform the single market and that we use the euros in the MFF as wisely as possible to make sure that growth and job creation will be on the agenda, especially for young people.

That will be the aim of the Danish Presidency and of the Commission. I will also be looking forward to working closely with Parliament on achieving this.

  Elena Băsescu (PPE), în scris. Consider că prelungirea derogării referitoare la Fondul European de Ajustare la Globalizare este necesară în contextul actual. Până în prezent, acest instrument s-a dovedit util pentru atenuarea efectelor crizei economice și prevenirea altor dezastre sociale. Pentru a continua în aceeași direcție și pentru a îndrepta economia către o creștere durabilă, consider importantă adaptarea fondului. Acest mecanism este necesar mai ales pentru lucrători, victimele crizei, care trebuie să găsească un răspuns la problemele lor. Trebuie să sprijinim lucrătorii concediați în demersul lor de a-și găsi un nou loc de muncă, iar asistența UE în acest sens trebuie să fie mai dinamică, pentru a corespunde nevoilor acestora.

În luna decembrie, România a solicitat Comisiei Europene asistență financiară prin Fondul European de Ajustare la Globalizare pentru angajații companiei Nokia, care a decis să își mute afacerile în Asia. Reamintesc faptul că, în luna septembrie a anului trecut, compania Nokia a anunțat închiderea fabricii de la Jucu și mutarea afacerii în China, în pofida faptului că, în anul 2010, fabrica de la Cluj a înregistrat o cifră de afaceri în creștere cu peste 55% față de anul precedent. Poziția țării mele este favorabilă menținerii instrumentului cu o rată de cofinanțare europeană de 65%.

Criza economică a dus la scăderea activității economice și a atras după sine creșterea șomajului pe fondul reducerii vertiginoase a productivității și a deteriorării sistemului finanțelor publice. Adaptarea FEG a devenit necesară în vederea diminuării efectelor crizei actuale. Previziunile recente relevă faptul că vor exista în continuare modificări de structură în sectoarele economice care vor implica pierderi de locuri de muncă, datorită închiderii unor întreprinderi sau delocalizării altora. Doresc să subliniez faptul că până în prezent multe state membre nu au beneficiat de avantajele FEG, datorită faptului că nu s-au confruntat cu închideri sau delocalizări masive. Datorită restructurărilor recente la nivelul întreprinderilor, există riscul ca disponibilizările să devină un fenomen frecvent în perioada imediat următoare. Prin urmare, consider absolut necesară prelungirea derogării pe fondul crizei. Importanța finanțării cu sprijinul FEG constă în caracterul său flexibil. Prin ajutorul punctual adresat lucrătorilor afectați într-o perioadă limitată de timp, FEG contribuie la reducerea șomajului, permite statelor membre să iasă din criza economică și să-și dirijeze economia către o creștere inteligentă, durabilă și inclusivă.

  Rareş-Lucian Niculescu (PPE), în scris. Prelungirea derogării aferente crizei trebuie menținută, cel puțin temporar. Este cert că delocalizarea este, cel puțin deocamdată, vitală pentru capitalul european în căutare de zone cu salarii mai mici. Pentru a răspunde efectelor globalizării, Uniunea a creat acest fond. În ce măsură este funcțional, aceasta este cu totul altă discuție. Dar în acest moment nu dispunem de niciun instrument care să ne permită atenuarea efectelor falimentelor sau reducerii de activitate datorate nu globalizării, ci pur și simplu crizei economice. Inițiativele legate de cercetare și inovare, de creșterea competitivității - acestea sunt corecte din punct de vedere economic, dar aduc efecte numai pe termen lung. Până atunci, Europa trebuie să depășească criza. Fie un nou instrument, cu destinație specifică, fie prelungirea derogării sunt necesare din acest punct de vedere.
