  President. − The next item is Question Time to the Commission. I would like to welcome Commissioners Kallas, Barnier and Andor. The specific topic for Question Time is the role of the European Union in stimulating the competitiveness of the economies of the 27 Member States. I will interpret this topic as widely as possible, but I would warn you that if your question is completely off topic and, for example, deals with the common agricultural policy, you are liable to be cut off.

I would like to remind you of the ground rules. Questions are taken exclusively on a catch-the-eye basis. Each Member has one minute to put his or her question, and 30 seconds to put a supplementary. The Commissioner has two minutes to reply if only one Commissioner is to be responsible for answering, and, if more than one Commissioner is to reply, each Commissioner has one minute’s speaking time.

It says catch the eye but in fact I am blind, so the people next to me are the ones who are catching the eye. We will now begin with those who have already indicated they want to put a question.

  Γεώργιος Παπανικολάου (PPE). - Κύριε Πρόεδρε, κύριοι Επίτροποι, γνωρίζουμε όλη τη συζήτηση που λαμβάνει χώρα ειδικά για την Ελλάδα σε σχέση με τον υπερμεγέθη δημόσιο τομέα και πόσο αυτός επηρεάζει την ανταγωνιστικότητά της, αφού αυτή είναι και η συζήτησή μας σήμερα.

Πριν από λίγη ώρα όπως θα γνωρίζετε, δόθηκε στη δημοσιότητα η νέα έκθεση της τρόικας για το δεύτερο πρόγραμμα οικονομικής προσαρμογής στην Ελλάδα. Διαβάζω από την σελίδα 36 της έκθεσης που αφορά την απασχόληση στο δημόσιο τομέα:

«Η κυβέρνηση έχει δηλώσει τη δέσμευσή της να μειώσει το δημόσιο τομέα και την απασχόληση τουλάχιστον κατά 150.000 την περίοδο 2010-2015. Για την επίτευξη αυτού του στόχου αναμένεται να εφαρμόσει αυστηρά τον υφιστάμενο αριθμητικό κανόνα μεταξύ εισροών και εκροών του προσωπικού, μείωση των συμβατικών της απασχόλησης και μεταφορά στο αποθεματικό της εργασίας για πλεονάζον προσωπικό 15.000 πριν από την απόλυσή τους.»

Σας ρωτώ ευθέως, δεδομένου ότι η Επιτροπή μετείχε επίσης στη σύνταξη αυτής της έκθεσης: ζητείται η απόλυση εργαζομένων από τον δημόσιο τομέα φέτος στην Ελλάδα, ως ένα από τα μέτρα ανάταξης της ανταγωνιστικότητάς της;

  László Andor, Member of the Commission. − As you know the Greek situation in Europe is absolutely extraordinary and in the last two years the Commission has made all possible efforts, together with other European institutions – and not just European ones but also international financial institutions like the IMF – to find the right approach and to ensure that Europe as such, the economic and monetary union, becomes more stable and in the end also more dynamic.

We can of course discuss various aspects of this experience in the Greek context and also in the wider European context which, in recent months, shows signs of sliding back into a kind of recession, at least in the majority of the Member States, but it is definitely a very difficult time for the ‘programme countries’.

In this context the key is to restore financial stability, to ensure that after the adjustment period there will be a return to stable financing of the real economy and then to ensure that even in such times there is investment, and this is what the taskforce in Greece is working on.

Recently, just a couple of weeks ago, we had an opportunity to meet Mr Papademos in Brussels together with the President of the Commission and some eight Commissioners working in the Greek context. We are doing our utmost to ensure that Structural Funds continue to flow and the reforms that are implemented will result in the Greek economy regaining its competiveness.

  Michel Barnier, membre de la Commission. − Monsieur le Président, je voudrais juste exprimer naturellement notre compréhension pour ce que vient de dire M. Papanikolaou sur l'exigence, la dureté de ce programme national, tel que la Troïka l'a recommandé, et sur la difficulté de sa mise en oeuvre. Avec la question grecque, nous sommes confrontés à une situation exceptionnelle qui a justifié des mesures exceptionnelles. Et à la fois l'Union européenne, la Banque centrale européenne, et le Fonds monétaire international ont joué leur rôle, comme d'ailleurs les autorités grecques, en acceptant ensemble des mesures extrêmement dures.

Je voudrais relier cette question, Monsieur Papanikolaou, au débat que nous allons avoir, pendant ce moment de questions time, sur la question de la croissance et de la compétitivité. Il fallait prendre ces mesures exceptionnelles pour sortir d'une situation exceptionnellement grave et cela demande des efforts à tout le monde et d'abord au peuple grec. Je voudrais exprimer ma confiance dans le fait que votre pays a de vrais atouts, à la fois à travers son économie touristique qui est une des plus puissantes d'Europe grâce à son patrimoine naturel, culturel et historique, son économie maritime extrêmement puissante, sa capacité agricole extrêmement importante. Et donc si – nous allons en parler – le marché intérieur, qui est l'espace de l'économie grecque, ouverte, fonctionne bien, je pense que votre pays doit tirer sa part et jouer son rôle dans ce marché intérieur et retrouver là les bases de la relance de sa croissance et de son marché de l'emploi. Voilà pourquoi le cas de la Grèce est lié, comme d'autres pays, à ce que nous devons faire pour relancer la croissance, l'emploi et la compétitivité au sein du marché intérieur.

  Γεώργιος Παπανικολάου (PPE). - Σας ευχαριστώ πολύ για τις απαντήσεις που μου δώσατε. Δεν απαντήσατε όμως συγκεκριμένα στο ερώτημα που σας υπέβαλα.

Το επαναλαμβάνω: Έχουμε σήμερα μια νέα έκθεση της τρόικας, η οποία αναφέρεται στον υπερμεγέθη δημόσιο τομέα. Τι μέλει γενέσθαι με τους ανθρώπους εκείνους, τους υπεράριθμους στους οποίους αναφέρεται η έκθεση ως πλεονάζον προσωπικό; Θα μπορέσουν να παραμείνουν και να συνεχίσουν να εργάζονται;

Κύριοι Επίτροποι, αντιλαμβάνομαι αυτά που μου είπατε αλλά η κρίση δεν αφορά μόνο αριθμούς, αφορά και ανθρώπους. Όλη αυτή την περίοδο, οι οριζόντιες περικοπές που προβλέπονται από τις πολιτικές της τρόικας δεν έκαναν τίποτε άλλο από το να βαθύνουν ακόμη περισσότερο την ύφεση.

Σας ευχαριστώ για αυτά που είπατε αλλά δεν παύουν να είναι γενικόλογες αναφορές. Μπορούμε να έχουμε μια πιο συγκεκριμένη προσέγγιση από σας;

  László Andor, Member of the Commission. − I believe the truth is – and there should be consensus that – a completely unsuitable financial situation developed in Greece in the pre-crisis years. The Greek economy has lots of capacities and potential, and the Greek people are actually very hard-working – we know that from the labour statistics – but the point is that this unsustainable financial situation was also partly due to the fact that too many people were employed, in an inefficient way, in the public sector.

Restructuring has to take place. The efficiency and the effectiveness of public administration has to improve, partly to run the economy and the public sector as such but also to ensure that the European assistance provided through Structural Funds can be used in a more efficient way. We have made much progress in this area. The European Social Fund was not implemented very well in earlier years, but in the last year we have managed to double the ESF absorption rate, which not only directly helps job creation and promotes enterprise but also helps to implement administrative reform.

We also discussed this with Mr Papademos two weeks ago, when he was in Brussels. At the end of this month I will go to Athens and see how the situation is developing on the ground.

  Ramon Tremosa i Balcells (ALDE). - The new Spanish Government, which is supposed to be market oriented, does not agree with the new TEN-T Regulation and with the new map of European priority projects for rail freight transport. It seems that Spain will push to include more and more corridors, diluting the concept of European interest and European added value in the priorities that the Commission has identified.

This position of the new Spanish Government is creating confusion and worries in Catalonia, especially in many multinationals. They are now considering freezing new investments until the uncertainty regarding the Mediterranean corridor is over.

Could the Commission confirm that it will stick to the criteria of cost-benefit analyses and European technical standards when considering projects? Moreover, will the Commission keep it mandatory for Member States to implement the core network projects identified?

  Siim Kallas, Vice-President of the Commission. − So far we have only heard rumours – and held indirect talks – that could suggest that the Spanish Government has the intention of changing its approach. We have so far stuck to the same approach that we adopted, together with all the Member State governments and after careful negotiations.

We will keep to this approach, which was set out in the Commission proposal. The guidelines will be discussed in the Transport Council soon. We shall keep all the basic principles and keep the Spanish structure of a core network, as agreed with the Spanish Government.

  Ismail Ertug (S&D). - Herr Präsident! Sehr geehrter Herr Kallas! Wir haben im Zuge der Wettbewerbssteigerungen in den kommenden Jahren mit noch mehr Verkehrsaufkommen zu rechnen, und wenn wir uns die Zahlen einmal anschauen, sehen wir, dass über ein Viertel der jetzigen CO2-Emmissionen jetzt schon im Verkehrsbereich produziert wird. Das heißt für uns, wir müssen die CO2-Emmissionen senken und wir müssen die Verkehrseffizienz erhöhen. Meines Erachtens haben Sie in Ihrem Text den richtigen Weg beschritten, in Ihrem Leitlinienvorschlag geht es ja in erster Linie um die Priorisierung umweltschonender Verkehrsträger.

Jetzt kommt aber das „Aber“, Herr Kommissar Kallas: Umso unverständlicher ist mir, dass Sie es tatsächlich wahrhaftig erwogen haben, den grenzüberschreitenden Verkehr auf Europas Straßen mit diesen sogenannten Monstertrucks oder Gigalinern zuzulassen. Ich wäre Ihnen dankbar, uns zu erklären, warum Sie das erwogen haben, ohne dass Sie die Analysen zur Verkehrssicherheit und zum Umweltschutz abgewartet haben, und wie Sie gedenken, in Zukunft weiterzugehen. Sie wissen, dass dies ein sehr heikles Thema ist und wir auch nicht dafür sind.

  Siim Kallas, Vice-President of the Commission. − Yes it is a very sensitive issue. We have no intention of issuing any kind of decree or directive allowing big trucks, called ‘mega-trucks’ or ‘eco-liners’ depending on who is speaking. We have no intention of creating a directive allowing these mega-trucks to travel everywhere in Europe.

There are differing opinions in Member States. Some Member States are very much in favour of these bigger trucks. Some Member States are against them. My opinion is that this decision to allow or not to allow these mega trucks should remain in the hands of Member States; this is the position which I will advocate next week in the Committee on Transport.

There is only one nuance which has created a certain turbulence: if two Member States authorise the trucks, can they then cross the border between these countries?

It would seem ridiculous to me to prohibit this, to say to Member States: ‘yes, you can allow these trucks to circulate on your roads, but you cannot allow them to cross the border between your countries’.

This must therefore be left in the hands of Member States. The legal opinion is that we do not have the authority to ban these trucks from crossing borders between countries which allow the use of these trucks.

  Ismail Ertug (S&D). - Herr Kommissar, bedeutet das jetzt, dass die momentan noch herrschende Rechtsauffassung, wonach grenzüberschreitende Fahrten von diesen Gigalinern verboten waren, nach wie vor Bestand hat, oder ist diese Rechtsauffassung mittlerweile nicht mehr gültig?

  Siim Kallas, Vice-President of the Commission. − We have asked the Legal Service to provide us with a legal opinion establishing a legal basis for a decision to forbid or to allow trucks to cross borders. The legal opinion I have received is that we do not have the authority to stop two Member States deciding whether these bigger trucks can cross their borders.

  Antonio Cancian (PPE). - Signor Presidente, onorevoli colleghi, io credo che per renderci competitivi dobbiamo crescere e questo è il nostro tormentone. Ovunque se ne parla, anche stamattina in Aula da Barroso a Van Rompuy, e tutti parlano di crescita, ma io volevo chiedere in particolar modo ai due Commissari che si occupano di infrastrutture, Kallas e Barnier: "Ma voi pensate – e a tutti i colleghi – che noi riusciamo a venirne fuori e avere la crescita in tempi utili con i metodi normali e con le poste di bilancio normali? O pensate veramente che bisogna fare un salto di qualità per la crescita?" Io sono redattore degli attuali projet bond, questa è una piccola aspirina per cercare di dare delle garanzie alla società di sviluppo che va sul mercato. La domanda è "mandiamo le società di sviluppo sul mercato o andiamo noi, come Europa?". Grazie.

  Siim Kallas, Vice-President of the Commission. − Concerning the proposed bond, which could be very important for transport infrastructure, yes, I think it can work. There are two main opposing views. One of the opposing views now being discussed in Member States is a fear that this proposed bond is somehow a hidden eurobond or a bond which could increase the debt burden uncontrollably, which is not the case. It is something completely different. It is an instrument which is linked to concrete projects and is intended to involve private money.

The second fear is that some Member States are simply opposed to it, and you simply have a very complicated explanation. You listen, you think and you do not understand.

These are the main criticisms being voiced in this discussion, but things look promising. After discussions on the proposed bond – when and if they are completed – we will launch a pilot project. We think that we can involve more private money in these investments which will definitely facilitate growth.

  Michel Barnier, membre de la Commission. − Monsieur Cancian, dans le prolongement de ce que vient de dire Siim Kallas, si l'on veut agir pour la croissance et pas seulement en parler, ma conviction c'est que la plate-forme de base de cette économie de croissance que nous voulons retrouver, c'est clairement ce grand marché de 500 millions de consommateurs et de 22 millions d'entreprises, qui doivent avoir plus de facilité à communiquer, moins d'obstacles ou de fractionnements sur le plan administratif, fiscal ou réglementaire.

C'est ce à quoi nous travaillons avec le Single Market Act et c'est pour cette raison, Monsieur Cancian, que nous avons identifié, dans les douze leviers de croissance, les communications, les infrastructures dont nous avons besoin pour l'énergie, les transports, le numérique. C'est aussi pourquoi le moment va arriver – j'espère assez vite – où les gouvernements seront prêts à accepter ces project bonds puisque l'objectif est clairement d'investir massivement, ensemble, dans des infrastructures de communication.

Vous m'avez interrogé aussi, peut-être en pensant à ma responsabilité, sur d'autres infrastructures qui sont celles des entreprises financières. Les infrastructures financières sont une des conditions de la croissance. Tout ce que nous faisons avec vous, depuis maintenant deux ans, pour remettre des règles, de la transparence, de la responsabilité – j'ajoute aussi de la morale, là où elle avait disparu –, remettre les services financiers au service de l'économie réelle et faire que les infrastructures financières fonctionnent sur des bases saines et solides, c'est aussi une des conditions préalables pour retrouver la confiance.

C'est précisément ce que nous sommes en train de faire. Je veux rappeler au Parlement européen qu'au moment où je vous parle nous avons pratiquement mis sur votre table la totalité des textes nécessaires pour mettre en place la régulation demandée par le G 20. Il faut maintenant prendre le temps démocratique de voter ces textes avec le Conseil. J'espère que, d'ici quelques mois, nous aurons clairement construit cette base des infrastructures financières saines et solides pour remettre ces marchés financiers au service de l'économie réelle, plutôt que d'être à leur propre service.

  Vicky Ford (ECR). - It is good to hear you talking about infrastructure, because investment in infrastructure is so critical to growth and competitiveness. But, Commissioner Barnier, last week one of the UK’s largest insurance companies said they may move to Hong Kong. Then the head of the British insurance industry warned of large reductions in infrastructure investment, and a huge infrastructure owner told me their investors’ increased costs could add over 10% to every project investment. All of this is due to uncertainty regarding Solvency II, so it is a very simple question, Commissioner: please will you ask Mr Balz to stop rewriting Solvency II through the Omnibus Directive?

  Michel Barnier, membre de la Commission. − Madame Vicky Ford, nous avons naturellement beaucoup d'occasions de dialoguer soit dans votre commission, soit en séance plénière de tout cet agenda de régulation dont je viens de parler en réponse à M. Cancian. Naturellement, dans cet agenda – que je n'ai pas inventé, c'est celui du G 20 –, il y a des décisions prises avant que je ne rejoigne la Commission européenne, sur Bâle pour les banques, sur Solvency pour les assurances, sur la révision de la directive sur les fonds de pension. Je suis chargé, c'est mon travail, avec vous et avec le Conseil des ministres, de mettre en place cet agenda le plus intelligemment et le plus rapidement possible, sans improvisation. C'est vrai pour les mesures dont vous parlez comme de toutes les mesures qui intéressent les 8 300 banques européennes. Je suis donc prêt à continuer le dialogue avec vous comme avec les rapporteurs que vous avez cités. Mes textes sont sur la table. J'ai essayé de les bâtir le plus précisément possible dans tous les domaines.

Je suis tout de même préoccupé, Madame Vicky Ford, de l'effet cumulatif de tous ces textes, notamment quand il s'agit des trois outils principaux de l'investissement que sont les banques, qui financent 75 % de l'économie des régions européennes, les fonds de pension et les compagnies d'assurance. Je regarde donc très précisément – nous allons d'ailleurs publier dans quelques semaines une étude globale sur l'impact cumulatif de toutes ces mesures – et suis très préoccupé de préserver la capacité d'investissement, notamment sur le long terme, de ces trois secteurs – assurances, fonds de pension et banques. Mais concernant le point que vous évoquez, je suis naturellement prêt à poursuivre le dialogue avec les rapporteurs concernés.

  Vicky Ford (ECR). - I am glad that you are going to look at a study on the impact of our financial services legislation on investment, but would you agree that what we need is a continuous and cumulative study of all of this financial services legislation on our investment, particularly in infrastructure projects and long-term projects, and the ability to react quickly if we have got it wrong?

  Michel Barnier, membre de la Commission. − Nous sommes, quand on bâti un des textes – il y en a une trentaine –, un pipeline législatif avec vous. Une bonne dizaine ont déjà été approuvés, comme cette semaine encore, grâce à vous, la régulation des ventes à découvert et, dans quelques jours, ce secteur majeur des produits dérivés. Sur les assurances, nous travaillons aux mesures de mise en œuvre technique de Solvency. Nous travaillons aussi sur les fonds de pension.

Je prends beaucoup de temps, Madame Ford, pour écouter tout le monde. L'autre jour, sur les fonds de pension, j'ai fait une grande conférence à laquelle ont participé plusieurs centaines de personnes. Prenons le temps d'étudier, d'écouter, de consulter les études d'impact. Puis, nous allons effectivement publier, dans quelques semaines, cette étude cumulative sur toutes ces législations.

On peut toujours faire plus. Mais je veux simplement dire que nous sommes extrêmement attentifs et je vous ai dit moi-même ma préoccupation quant à l'impact de toutes ces mesures sur la croissance. Néanmoins, je pense globalement que si nous travaillons bien ensemble, nous allons bâtir des bases saines et solides pour les services financiers européens et que cela sera un avantage compétitif.

Ce qui a cassé la croissance, depuis quatre ans, c'est l'absence de règles, l'absence de transparence, l'absence de responsabilités dans beaucoup d'entreprises du secteur financier. Nous sommes en train de rétablir ces règles et je vous confirme que je fais très attention à l'impact de ces mesures sur la croissance.

  Vilija Blinkevičiūtė (S&D). - Aš norėčiau užduoti klausimą Komisijos nariui L.Andorui. Iš tiesų, laisvas darbuotojų judėjimas yra ne tik patraukli Europos Sąjungos laisvė, bet ir Europos ekonominio konkurencingumo didinimo veiksnys. Šalys, į kurias atvyksta kvalifikuoti darbuotojai, įgyja konkurencinių pranašumų. Tačiau tuo pačiu šalys, iš kurių išvyksta labai daug kvalifikuotų darbuotojų, praranda konkurencingumą. Be to, atsiranda ir papildomas spaudimas pensijų bei socialinės apsaugos sistemų tvarumui. Mano klausimas būtų: kokių priemonių turėtų imtis Europos Sąjunga, kokie būtų Europos Komisijos siūlymai, kad būtų subalansuota nauda, kurią gali duoti laisvas darbuotojų judėjimas visų valstybių narių konkurencingumui? Ar Europos Komisija numato kokius nors veiksmus, kaip kompensuoti tuos nuostolius, kuriuos patiria didelės emigracijos šalys? Aš jau anksčiau to klausiau Komisijos nario ir galbūt praėjo jau tam tikras laikas ir yra kokių poslinkių į priekį. Taigi norėčiau atsakymų į tuos klausimus.

  László Andor, Member of the Commission. − I agree with the implication of your question: that we need not only to promote free movement in Europe, but also to balance the benefits of free movement in the European Union. Our action to promote free movement takes the form of ensuring that the barriers come down. These barriers are of various kinds; while there are still administrative barriers, and issues related to the single market such as the recognition of diplomas, there are also natural barriers linked, for example, to the existence of many different languages, including the 23 official languages. This is also significant, especially if we compare ourselves to the United States.

However, difficulties also arise in connection with the great imbalances – and uneven wage levels – between various countries, which drive movements of workers from one country to another. This occurs, especially, where regions – or sometimes even countries – are in recession, with high unemployment rates, and people move to countries where there are jobs available.

I think it is important to ensure that there is freedom of movement and that people who arrive in a country are welcome if they come to work. However, we are also working to achieve a more circular form of free movement whereby, after a certain period in the course of which they gain experience and income, people also return to their home country.

We also want to ensure that such movement becomes more demand-driven, and that people do not just leave their homeland but have a greater awareness of the concrete vacancies that exist. That is why we developed the Vacancy Monitor as part of the Agenda for new skills and jobs. That is also why the forthcoming new initiative on the EURES programme will help develop EURES – which is a great network for advising people who seek work in another Member State – to be more robust and more demand-driven.

Finally, in order to fully counterbalance the trend of population and labour movements inside Europe, we obviously have to take cohesion policy very seriously and ensure that more peripheral regions do not remain in stagnation or recession, but regain the potential for economic growth.

Iš tikrųjų sutinku su daug kuo, ką jūs pasakėte, tačiau tuo pačiu noriu paklausti, kokia būtų jūsų ir kitų Komisijos narių reakcija dėl Nyderlanduose atsiradusio vienos iš partijų internetinio puslapio, kuris tiesiog skatina tam tikrą diskriminaciją ir neapykantą būtent tiems darbuotojams, kurie atvyko į Nyderlandus iš Rytų ar Vidurio Europos, nes, kaip jūs dabar pasakėte, laisvas darbuotojų judėjimas tiesiogiai prisideda ir prie konkurencingumo, ir prie atitinkamos šalies bendro vidaus produkto augimo. Taigi, kokia jūsų nuomonė, ar galimi tokie veiksmai kaip šiuo atveju yra Nyderlanduose?

  László Andor, Member of the Commission. − The last time I was in Strasbourg four weeks ago I actually gave an interview outside, on this corridor, to a Dutch television station when I said that the Dutch Government has to clarify its position about this notorious Internet website which unfortunately fuels sentiments against migrant workers. This was followed by the EPSCO Council where Minister Kamp gave his views about this situation to fellow ministers from other European Member States.

I think this case is very, very unfortunate. Countries like the Netherlands where there is a greater level of prosperity – although there are difficulties at this time in terms of growth and budgetary issues – in comparison to the rest of Europe are in quite a good situation, with a relatively low unemployment rate, and should demonstrate a more welcoming approach and a greater level of cooperation concerning free movement in general and also cooperation on social security coordination.

This is why the Netherlands is one of the countries to which I am writing a letter following the notification about the continuing restrictions on free movement vis-à-vis Romania and Bulgaria.

  Elisabeth Schroedter (Verts/ALE). - Meine Frage richtet sich an Kommissar Andor und an Kommissar Barnier: Stimmen Sie mit mir überein, dass die Grundrechtecharta die grundlegenden Rechte der Bürgerinnen und Bürger und der Arbeitnehmerinnen und Arbeitnehmer enthält? Ich habe nämlich gehört, dass die Kommission eine Monti-II-Verordnung plant, und ich habe gehört, dass darin geregelt ist, dass das Grundrecht auf Streik nur dann ausgeübt werden darf, wenn es proportional zur Dienstleistungsfreiheit steht. Das heißt, wenn ein Dienstleister Sozialdumping betreiben möchte, dann kann er das. Aber wenn die Gewerkschaften dagegen zu einem Streik aufrufen, dann müssen sie vorher fragen, ob das den Dienstleister eventuell schädigt. Das Streikrecht ist also deutlich eingeschränkt. Für mich stellt sich die Frage: Können Sie mir erklären, welchen Vorteil so eine Monti-II-Verordnung hat? Und für wen hat eine solche Monti-II-Verordnung einen Vorteil?

  László Andor, Member of the Commission. − As I outlined last June in a stakeholder conference on the posting of workers, we are working on a package which will be forthcoming soon. It will include an enforcement directive and – as you just said – a Monti II Regulation concerning the exercise of fundamental social rights in the context of cross-border services.

This follows in the footsteps of a Monti I Regulation, which did the same in the context of cross-border trade, so in this respect this forthcoming regulation is not inventing anything particularly new. It actually applies an existing approach to a new issue area, which is cross-border services, like for example construction or temporary agency workers coming to agriculture on a temporary basis, because that is the nature of posting.

This is not about restrictions and this is not about reversing the jurisprudence of the European Court of Justice. We clarified this a long time ago. This is the way we are developing and finalising the text of this proposal.

Nous travaillons ensemble à la mise en œuvre d'un agenda que vous connaissez bien puisque plusieurs de vos commissions – notamment la commission du marché intérieur et de la protection des consommateurs, mais pas seulement – y ont activement participé avec des rapporteurs. C'est le Single Market Act qui comporte douze leviers de croissance, dont l'un concerne la cohésion sociale, les services. Dans les douze propositions clés, il y a le texte dont mon collègue et ami, Andor, vient de parler à propos du détachement des travailleurs.

Ce que je veux simplement dire, de manière générale, c'est comment nous travaillons sur la mise en œuvre de ce Single Market Act phase I et comment nous préparons – le Président Barroso l'a dit ce matin – la deuxième vague, pour l'automne prochain, de douze nouvelles propositions facilitatrices.

Chacune d'entre elles – nous en avions pris l'engagement à l'égard de plusieurs des membres de votre Assemblée et de votre Assemblée – est étudiée avec la mesure de son impact social. Chacune de ces mesures doit, Madame Schroedter, respecter les droits collectifs et les droits individuels des travailleurs.

Enfin, globalement, j'y ai personnellement veillé avec mes collègues, notamment M. Andor, cet agenda retrouve les fondements de l'économie sociale de marché compétitive – économie, sociale, marché, compétitive. Les quatre mots sont importants, pas seulement un, deux ou trois d'entre eux, les quatre mots!

Je vais donc veiller, dans la nouvelle vague du Single Market Act et dans la mise en œuvre des mesures actuelles, à préserver cet équilibre que vous retrouvez clairement dans les douze leviers de croissance que nous avons identifiés et auxquels nous travaillons.

Steht das so im Text oder nicht?

  László Andor, Member of the Commission. − The fear which comes through your question is probably related to certain leaks. Unfortunately, this happens sometimes, but I would like to encourage you to ignore these leaks and their various interpretations and to wait for the final text.

I think the final text will be a balanced one. We have listened to the social partners in many fora over the last two years, including the stakeholder conference which I mentioned, but there has also been more direct contact. The eventual development of the text took into account what we heard from the social partners, including the trade unions. As this proposal is in its final development phase inside our services and will shortly be submitted, I would simply request a little more patience, and the proposal can be discussed once it has been adopted.

Część państw, które przeżyły gwałtowne załamanie gospodarcze w momencie wybuchu światowego kryzysu gospodarczego powraca na ścieżkę wzrostu, z kolei inne nadal nie potrafią poradzić sobie z problemem zadłużenia. Czy Komisja analizuje przypadki państw, które wychodzą z kryzysu po to, aby wykorzystać ich doświadczenia w innych krajach? Jakie Komisja planuje kroki podjąć, by podejmując działania oszczędnościowe, łączyć je z działaniami stymulującymi wzrost oraz zatrudnienie?   Michel Barnier, membre de la Commission. − Madame Jazlowiecka, c'est une question également très importante que de trouver le bon point d'équilibre entre ce que nous faisons dans chaque pays, avec beaucoup de courage de la part des gouvernements, pour maîtriser les finances publiques, assainir les budgets, réduire les déficits ou les dettes d'aujourd'hui qui seront des impôts pour nos enfants. Il s'agit, avec les mesures collectives que nous mettons en place avec votre soutien, avec le six-pack et bientôt le nouveau traité budgétaire, de faire en sorte qu'il y ait une bonne gestion de l'Europe et une bonne gestion dans chaque pays, tout en veillant à ce que ces mesures, qui sont toutes rigoureuses, ne conduisent pas à stopper la croissance.

Mon opinion, c'est qu'il est temps de bâtir une initiative européenne de croissance et de mettre ensemble, dans un plan proactif, des mesures de court terme, comme celles qui ont été prises ou qui sont en train d'être prises pour faire redémarrer le secteur interbancaire, et cela a été le rôle très important de la Banque centrale européenne et de la Banque européenne d'investissement, comme la réorientation ciblée des Fonds structurels et les project bonds dont parlait notre collègue Callas tout à l'heure. Ce sont des mesures de court terme.

Et puis le moyen terme, parce qu'il faut le temps de voter les textes, c'est l'écosystème que nous créons ensemble avec cette cinquantaine de mesures facilitatrices pour le marché intérieur. La mobilité, l'investissement, l'innovation, le capital-risque, et Madame, au milieu de ces mesures, il y a le secteur que vous évoquez et qui est pour moi très important. Ce n'est pas par hasard qu'il se trouve dans les douze leviers. Il s'agit de l'entreprenariat social, qui représente aujourd'hui entre 15 et 18 % de l'emploi et du PIB européens. Toutes les entreprises d'économie solidaires pour lesquelles nous avons déjà mis sur votre table le statut d'un nouveau véhicule financier: le Fonds d'investissement solidaire. Plus récemment, le statut de la Fondation européenne. Et nous allons continuer à aider ce secteur qui est pour moi très important. Il s'agit bien d'entreprises rentables, mais il s'agit aussi d'entreprises qui ont une éthique particulière, soit dans la composition de leur personnel, par exemple des personnes handicapées ou en insertion, soit dans les marchés qu'elles essaient de conquérir sur le plan social ou environnemental. Donc, je poursuivrai patiemment les mesures visant à mettre en oeuvre la facilité financière, réglementaire, la lisibilité de ce secteur de l'entreprenariat social.

  László Andor, Member of the Commission. − I can answer very briefly.

As you know, the annual growth survey for 2012 highlighted the importance of addressing the social consequences of the crisis, and many recent initiatives, including for example the Youth Opportunities Initiative, underline the importance of the European Social Fund in addressing these issues and intervening where it can.

That is why a few minutes ago, when the discussion was about Greece, I also underlined the importance of, for example, the ESF in supporting the continued provision of social services so as to prevent the recession from causing even greater damage.

We are working with the Member States, especially those most severely affected, to find new solutions. These new solutions very often have to be cost-effective and budget-neutral, because we also have to ensure that fiscal consolidation goes ahead.

Consequently the Commission’s services and the exchange of experience between Member States are very helpful for those who have to make progress in terms of social investment and in finding new ways to address social needs.

  László Andor, Member of the Commission. − The panel organised last week in the European Parliament in Brussels was extremely helpful as a means of promoting and developing some of these ideas. Of course some of the comparisons made may not be exactly helpful; for example, the comparison with the new methods of fiscal policy coordination, which also, unfortunately, sometimes apply sanctions to Member States. But I understand your message.

That message is very clear. We have to strengthen the social dimension of European economic governance. We have to ensure that Europe emerges from the crisis with less damage to society, so that we can return more quickly to job creation. We have many initiatives in the pipeline to deliver that. In that context, I would like to underline the importance of the forthcoming employment package in April.

  Izaskun Bilbao Barandica (ALDE). - Señor Presidente, hace un tiempo tuvimos una crisis con el volcán de Islandia y el problema de las cenizas: se cerraron aeropuertos y muchos pasajeros sufrieron muchos perjuicios. Me gustaría preguntarle al señor Kallas si ha hecho un seguimiento del cumplimiento de los derechos de los pasajeros, de las miles y miles de personas que se quedaron en los aeropuertos en esos momentos.

En segundo lugar, con el Mecanismo «Conectar Europa» habrá un desarrollo de los proyectos piloto. Me gustaría saber si tenemos alguna idea de cuáles pueden ser los proyectos piloto que van a empezar a ponerse en marcha en primer lugar.

En tercer lugar, una pregunta al señor Andor: decía yo recientemente que Euskadi, con la misma legislación que el Estado español, por su desarrollo de la economía real, por su desarrollo de la economía productiva, tiene la mitad de paro que el Estado español, pero también ha logrado un gran desarrollo en la economía social. ¿Tienen ustedes previsto mejorar la legislación de la economía social en el ámbito europeo?

Por último, quisiera preguntarle qué papel van a tener las regiones en la superación de la crisis económica y la crisis política y social, sabiendo que hay buenas prácticas, como las de Euskadi, que pueden ser un modelo a nivel europeo.

  Siim Kallas, Vice-President of the Commission. − I shall start with ash. The ash crisis had serious lessons for us to learn, and we have also reached serious conclusions. After the first eruption of ash from Eyjafjallajökull in April 2010, the coordination and collaboration mechanism between Member States and the European institutions was strengthened, ensuring that the next eruption in April 2011 had far fewer negative consequences.

The most significant project to facilitate air transport will definitely be the Single European Sky project, which is still developing and which will have a very important role to play in the trans-European network and in Connecting Europe Facility projects. These will all make air transport easier and prevent serious delays.

  Siim Kallas, Vice-President of the Commission. − Yes of course there has been a follow-up. First of all, we have strengthened the implementation of existing passenger rights, which are already adequate. We have also dealt with complaints by requiring Member States to implement the rules on passenger rights. Of course, there are always complaints that have not been dealt with satisfactorily, but the system generally works.

We are now having a discussion about revisiting passenger rights. We have legislation on passenger rights concerning all modes of transport, and we are engaged in consultation processes with stakeholders. The idea is to fine-tune passenger rights and to make them more proportionate. We will most likely present our ideas to the European Parliament and to the Committee on Transport and Tourism by the end of this year.

  László Andor, Member of the Commission. − (microphone off at start of speech) ... exchanged in the first intervention and I would like to respond quickly to the one on the Basque country because I visited the Basque country in November and I believe that there are some very good examples, which can also be used in other parts of Spain.

I am saying that because, although Spain has the highest unemployment rate in the European Union, in the Basque country it is relatively low. It is half the national average and it is partly because of the very developed nature of the social economy.

I did not only go to Bilbao but also to Mondragón to see the conglomerate cooperative and I think this is a good model. In other parts of Spain it could be adopted and also it could also serve as an inspiration for other Member States.

In the Basque country, I think there is also a closer connection between how vocational training is developed and what the economy needs and this is also something which we have to work on, not just in the Spanish context but also in the wider European context for a better employment result.

  Gay Mitchell (PPE). - Would the Commission agree that what we need now is cash flow and confidence and that cash flow is being taken account of in those countries where proper austerity plans have been put in place?

Confidence will come through those austerity plans and also through stimulus. Is it not time for stimulus? I completely support what has been said about completing the internal market and I welcome what Commissioner Barnier has said about the social market economy, but where is the ‘social’ in this social market economy?

Ireland had a debt/GNP ratio of about 25 %. It should be, having met our liabilities, about 85 %. Instead it is heading for 119 % because we have taken on responsibilities to other investors from other Member States.

Is it not time, when people are meeting their austerity obligations, that the Union diverted its own resources or found new resources or borrowings to start stimulating the economy?

It used to be that people hated the initials IMF. Now the term EU is being used as a term of abuse. Wake up! We need that stimulus and I ask the Commission, would they agree that it is time for that to happen?

  Siim Kallas, Vice-President of the Commission. − I can start simply by saying that you will have the multiannual financial framework on the table very soon. This will be one element where the European Union can stimulate growth and support various regional and social programmes. So I can only urge you to support the Commission proposal and the ideas in this proposal, which can support economic growth in countries. It also concerns infrastructure projects, and others do not cut the budgetary proposal. On the one hand, everybody is very much in favour of the European Union being active in facilitating economic growth but, when it comes to the money, there is much less enthusiasm.

  Michel Barnier, membre de la Commission. − Monsieur Mitchell, si on doit dire la vérité aux gens, et c'est important de les respecter en disant la vérité, dans beaucoup de pays où nous devons faire des efforts, où il faut réduire les déficits et l'endettement, il s'agit de réparer, de corriger, de tirer les leçons d'erreurs qui ont été faites dans le passé: trop d'endettement, parfois une mauvaise gestion, souvent une absence de supervision. Nous tirons les leçons collectivement et individuellement.

C'est un devoir de vérité que de dire et faire cela pour respecter les générations futures et repartir maintenant sur des bases plus saines. Collectivement, nous avons aussi pris les bonnes décisions. Il faut simplement faire maintenant ce que nous avons dit et nous voyons bien qu'est en train de s'enclencher une spirale plus positive.

Alors peut-on faire du stimulus budgétaire, Monsieur Mitchell? Vous-même, d'ailleurs, ne le demandez pas. Il n'y a plus d'argent public pour faire du stimulus budgétaire comme on le faisait autrefois. En revanche, nous pouvons créer les conditions, à travers cet écosystème du marché intérieur, favorables à la confiance. Je reprends le mot que vous avez utilisé et qui est fondamental. Nous savons bien que la confiance est une des clés de la croissance et, si nous parlons d'argent, je pense alors qu'il faut donner aux Fonds structurels, qui sont des crédits de solidarité régionale, que reçoivent votre pays comme beaucoup d'autres, Madame Bilbao Barandica, le maximum d'efficacité. D'ailleurs, votre pays a, je trouve, dans le passé – puisque j'ai géré cette politique – bien utilisé les Fonds structurels pour la formation, les petites et moyennes entreprises, pour la recherche.

Puis, il faut – nous le redisons une troisième fois – avoir le courage et l'audace de mettre en œuvre la proposition qu'a faite la Commission sur les project bonds. On peut mutualiser un certain nombre d'emprunts d'avenir sur des investissements dont le marché unique, la croissance et les entreprises ont besoin.

C'est précisément ce que nous avons proposé et j'espère que la volonté politique sera au rendez-vous pour créer dans les prochains mois ces project bonds.

  Gay Mitchell (PPE). - If at the end of the Second World War people had said, ‘look what Germany did’, ‘look what Hitler did’ and ‘look at what went on with Kaisers and Kings’ we would never have had a Marshall Plan.

How long is this recession going to go on? I was director of elections for five referenda in my country where I advocated a yes vote. I am one of the most pro-European people in this House, but we need to start hearing words like hope, stimulus and growth as well as austerity.

We are taking the austerity. We are living with that austerity. People are making huge sacrifices. Pensions have been cut, salaries have been cut, and the private and public sector have been cut. We have introduced taxes. But we need a stimulus as well.

There has to be a whole rethink on this. I would ask the Commission, please, would you not just talk about truth, talk about hope, talk about stimulus, talk about growth. Change the vocabulary. It is time we moved on.

  László Andor, Member of the Commission. − I agree with the honourable Member about the importance of economic growth, but please do not forget that the very first contribution of this Commission two years ago was the Europe 2020 strategy for smart, sustainable and inclusive growth. This was the key objective and it continues to be the key objective.

I would reject the notion that the Commission is responsible for some kind of wholesale austerity. The Commission is not responsible for the monetary policy of the European Central Bank and we are also working together with the IMF to find the best possible solution in a very difficult situation.

I do not think that the bubble economies which developed in certain countries, including Ireland and Spain, are purely the fault of others. Those countries have a certain responsibility for their economic management. But we have to find the solutions – in the form of the new economic governance – to the imbalances that developed in the EU. These imbalances have to be handled in the context of an economic and monetary union which must be stronger than in the past and supported by more policies that are capable of delivering investment and cohesion.

Over and above simple fiscal policy coordination, the Commission has always called for solidarity, investment and cohesion. This is our programme and this is what we want to achieve.

Iš tikrųjų Europos Sąjunga yra priėmusi gana ambicingus planus sujungti transeuropinius tinklus ir tikrai didelis nuopelnas yra jūsų kuruojamos srities ir jums asmeniškai yra didelė padėka, tačiau turime labai didelę problemą su oro susisiekimu. Prieš keletą metų buvo priimta direktyva, kuri neleido valstybėms remti oro vežėjų. Tai atsitiko. Mes turėjome privatizuoti, mes juos privatizavome ir daugelis iš šių privatizuotų oro vežėjų tiesiog paprasčiausiai bankrutavo. Panaši situacija yra Baltijos regione, tame tarpe ir Lietuvoje. Mes daug investuojame į įvairią turizmo strategiją ir investuosime ateityje. Ar jums neatrodo, kad reikėtų vis dėlto atlikti išsamią Europos Sąjungos studiją dėl oro plėtros Baltijos regione, kad iš tikrųjų pasikeitus tam tikroms aplinkybėms mes ateityje turėtumėme labai aiškias išvadas kaip ateityje vystyti oro transportą šitame regione ir Lietuvoje atskirai?

  Siim Kallas, Vice-President of the Commission. − I probably cannot answer the last part of the question on studies but of course we can always discuss how to develop and examine regional cooperation and some regional projects. This can be a matter of concrete discussion, but with regard to state aid to airlines – state aid is in the hands of our competition authorities. The Commission is always responsible for ensuring that competition is fair. There are certain state aid possibilities for regional airports, for instance, and in order to facilitate and support regional economies, but the Commission can never accept that obsolete companies, which cannot survive, be sustained through the use of taxpayers’ money. This creates unfair competition and others will ask for the same and then everything will come from taxpayers’ money.

This is a basic principle concerning concrete cases. Concrete cases are always under very careful examination. It takes a long time but, if the Commission finds that the rules are violated and the situation is not fair, then these kinds of practices must be finished.

Kitas klausimas, gerbiamas Komisijos nary, jūs turite patirtį dėl transeuropinių tinklų įgyvendinimo. Kaip žinia, yra paskirti atitinkami koordinatoriai. Baltijos jūros strategija apima 8 valstybes, devinta Rusija. Yra šimtai projektų. Ar jums neatrodo, kad vis dėlto atėjo laikas, kad ir įgyvendinant Baltijos jūros strategiją, kur didelė dalis yra ir jūsų sektoriaus, būtų paskirtas atitinkamas koordinatorius?

  Νικόλαος Χουντής (GUE/NGL). - Κύριοι Επίτροποι, η Agence Europe δημοσίευσε προχθές έκθεση της Διεθνούς Οργάνωσης Εργασίας για τον κοινωνικό διάλογο και για την περίπτωση της Ελλάδας. Η έκθεση αναφέρεται στα μέτρα που λαμβάνονται στην Ελλάδα, μεταξύ των οποίων και σε εκείνα που χαρακτηρίσατε ως «ειδική περίπτωση», και καταλήγει στο συμπέρασμα ότι οι μέθοδοι που ακολουθούνται στην Ελλάδα προκειμένου να βελτιωθεί η ανταγωνιστικότητά της είναι στην καλύτερη περίπτωση αναποτελεσματικές, και σε κάθε περίπτωση αντιπαραγωγικές. Τα ίδια συμπεράσματα υιοθετεί επίσης η Ευρωπαϊκή Συνομοσπονδία Εργαζομένων.

Αυτό που προτείνει η Διεθνής Οργάνωση Εργασίας είναι να αλλάξετε κατεύθυνση.

  László Andor, Member of the Commission. − I am fully aware of the ILO’s opinion on the situation in Greece. I also had an opportunity to discuss it with Mr Somavia, the Secretary-General, who last year also made a speech in the European Parliament and addressed this side of the current crisis, among many other important issues.

We believe it is very important that social dialogue remains an important part of European social policies, and the Economic Committee’s position is crystal clear on this.

President Barroso also said in the state of the Union message here that we also want to boost the quality of social dialogue at European level.

I have recently had the opportunity to discuss with the head of the task force, Mr Reichenbach, the importance of agreeing with the social partners. I also raised the issue with Mr Papademos when he was in Brussels two weeks ago to discuss government policies with the Commission.

I will be in Greece, in Athens, at the end of this month, and hopefully we will also have an opportunity to meet the social partners and to hear their opinions directly.

  Νικόλαος Χουντής (GUE/NGL). - Κύριε Επίτροπε, θεωρώ ότι δεν μου απαντήσατε επί της ουσίας. Καταλαβαίνω τη δυσκολία σας. Δεν φαίνεται να ασχολείστε με την αποτελεσματικότητα των μέτρων που λαμβάνει η τρόικα, δεν φαίνεται να τα αξιολογείτε και μου λέτε αντίθετα ότι θα λάβετε υπόψη τους κοινωνικούς εταίρους.

Ποιους κοινωνικούς εταίρους;! Με εντολή της τρόικα έχουν καταργηθεί οι συλλογικές συμβάσεις. Σύμφωνα με τα στοιχεία της Eurostat, η Ελλάδα βιώνει την πιο απότομη πτώση του ωριαίου κόστους εργασίας, της τάξεως του 6,5%, την στιγμή που σημειώνεται αύξηση 1,6% στην Ευρωζώνη.

Επομένως, αυτά που λέτε δεν αποτελούν απάντηση στο ερώτημα και προφανώς δεν αποτελούν απάντηση στο πρόβλημα της ανταγωνιστικότητας της ελληνικής οικονομίας.

  László Andor, Member of the Commission. − In addition to what I have already listed, I also raised the matter with the Deputy Managing Director of the International Monetary Fund in Washington. The IMF was very interested to find out about the importance and the relevance of the social dialogue in this particular case, which concerns the trade unions in the European context.

However, I think it is wrong to say that the response to the crisis in Greece is not producing results – although, of course, at a time of recession we cannot be fully satisfied. It is an important result; there is now an agreement about a second package, which also includes a very significant debt reduction. Greece needs that, and there is nothing more important at this stage than delivering it.

The trade balance has improved significantly, and this raises hopes that Greece is regaining competitiveness, though at a very heavy price: we do not deny that. However, in view of the very unsustainable situation which had developed in Greece’s finances, I believe there is no easy or obvious way of ascertaining how – without a sacrifice – Greece could go through the adjustment process and return to competitiveness and economic growth in the end.

  Petru Constantin Luhan (PPE). - Unul dintre factorii determinanți în asigurarea competitivității statelor membre și a Uniunii per ansamblu îl reprezintă calitatea superioară a infrastructurii și disponibilitatea ei. Importanța transporturilor este fundamentală pentru economia și societatea europeană și, din nefericire, îmbunătățirea infrastructurii de transport reprezintă o adevărată provocare, în special pentru noile țări membre.

Având în vedere că, până în 2050, transportul de marfă va crește cu peste 80 %, iar cel de călători cu peste 50 %, în ce măsură consideră Comisia că sprijinul comunitar, reprezentat prin fondurile structurale și prin facilitatea „Conectarea Europei”, va fi suficient pentru a face față provocărilor viitoare? Ce alte măsuri mai are în vedere Comisia pentru dezvoltarea acestui sector atât de important pentru economia europeană și pentru competitivitatea statelor membre?

  Siim Kallas, Vice-President of the Commission. − I share your view that transport infrastructure is crucial for the growth and development of the various parts of the European Union. The Commission has made a budgetary proposal with a substantial increase in resources for transport and for the development of infrastructure in relation to the current financial perspectives. This is the Connecting Europe Facility, and I would once again like to ask you to support this proposal when it is debated here.

Is that enough? Of course this alone is not enough, but we consider that this tranche – probably EUR 30 billion – of investment in transport can also facilitate and involve private-sector investment.

This is only part of a wider package and of national budgets. If we follow through with our plans and implement the trans-European networks project in a meaningful way, we can make quite substantial progress. I believe in this project and if we implement it in its entirety we can avoid national fragmentation and confrontations.

The cross-border, trans-European nature of this project can make a substantial contribution to the growth and development of various regions of Europe, including the eastern part of the European Union.

  Petru Constantin Luhan (PPE). - Nu mi-ați răspuns la întrebarea dacă veți avea în vedere și alte resurse financiare pentru a finanța transportul și infrastructura, pentru a contribui la dezvoltarea regională.

Și o altă întrebare, dacă tot ați menționat TEN-T. Acest concept nu a fost regândit în ultimii 15 ani. De atunci, Uniunea Europeană s-a extins de la 15 la 27 de state membre. Dacă ne uităm pe harta TEN-T, în noile state membre, aceasta este aproape inexistentă. Aveți în vedere regândirea structurii TEN-T pentru investițiile în transport în următoarea perioadă?

  Siim Kallas, Vice-President of the Commission. − We have proposed a new trans-European network map; this is currently under discussion in the Council. This definitely increases the role of the eastern part of the European Union substantially because we have a TEN-T network which was adopted before the accession of the new Member States.

Nobody has so far said that this is not enough in terms of money. Let us first decide this part of the European budget, and let us create mechanisms enabling financial contributions from the private sector, such as project bonds. Contributions from national budgets and the national governments should be made according to the plan.

The governments themselves will decide whether everything will be implemented, and whether to allocate a much bigger amount of money for the trans-European network. This can definitely make a substantial contribution to the growth and development of transport.

  Frédéric Daerden (S&D). - Monsieur le Commissaire, l'Union peut et doit avoir un rôle dans la stimulation de cette compétitivité et la compétitivité d'une économie ne réside pas uniquement dans le coût du salaire. Nous sommes tous bien d'accord. Une main-d'œuvre formée, qui vit et travaille dans des conditions de protection sociale, dans un État où les secteurs privé et public investissent dans la recherche, avec des infrastructures de transport et de communication avant-gardistes, est une main d'œuvre qui contribuera à la compétitivité de l'Union.

Nous appelons, depuis des mois, à une gestion plus raisonnable de la crise qui ne se concentre pas que sur les économies budgétaires mais aussi sur l'investissement pour la croissance, l'emploi et l'inclusion sociale. Or, les textes sur la gouvernance économique continuent à menacer les systèmes d'indexation salariale utiles au maintien de la consommation interne et les accords collectifs du travail.

Des déclarations inacceptables contre le modèle social européen sont exprimées au plus haut niveau. Ne pensez-vous pas que toutes ces visions, notamment sur certaines protections sociales, sur les budgets des États membres et sur celui de l'Union, dont la valeur ajoutée et l'effet de levier sont indéniables, sont en réalité des freins à cette compétitivité que nous appelons de nos vœux?

  László Andor, Member of the Commission. − I share you view that a country cannot develop competitiveness in the long run purely by holding wages down. Wages also play an important role in terms of sustaining aggregate demand in the economy, and demand is also very important if we want economic growth.

However, given how the single market and the single currency have developed in the European Union, we now have to ensure that imbalances do not undermine the stability and the growth potential of the European economy as such. While it is true that the European Commission has no competences as regards wage-related questions, we have to see how, in the broader framework of economic governance, wage-related questions – wage trends, wage-setting mechanisms – can play a role in terms of developing a more stable and more dynamic environment.

That is why last year, in the economic semester, some of the country-specific recommendations also pointed to certain wage-setting mechanisms which may have a role in helping – or, if they malfunction, undermining –economic competitiveness, which is why we engaged in dialogue with the Member States.

But this was – and continues to be – a dialogue. The Commission is not imposing certain solutions on the Member States, but we would like to see a constructive approach, and an understanding of the importance of these methods, on the part of the Member States also.

  Frédéric Daerden (S&D). - Je remercie Monsieur le Commissaire pour sa réponse et je pense, en effet, que cela doit être dans le cadre d'un dialogue qu'on doit trouver ce qui convient le mieux pour certains pays, en fonction de ce qui se passe historiquement dans ces pays et, peut-être, voir si on ne peut pas généraliser ce qui se passe dans certains pays.

En complément à cette question, peut-être, et toujours dans le même domaine, que pensez-vous des avancées à faire pour éviter des déséquilibres en matière de revenu minimum et de salaire minimum qu'il conviendrait de mettre en place au niveau européen?

  László Andor, Member of the Commission. − (microphone off at start of speech) ... your earlier report in the European Parliament did of course make a substantial contribution to the debate on minimum income, but I would like to repeat what I said to you some months ago, which is that it would be extremely difficult to envisage legislative proposals on this issue at European level.

However, within the Member States – depending of course on national traditions and conditions – there is great potential to ensure that there is progress. There are measures, including legislative ones, which can prevent the rise of poverty. Especially in times of crisis, we have to protect the income level of the population, and particularly of the most vulnerable groups, which can include pensioners. That is why – in cooperation with Michel Barnier, who was also part of our efforts to develop sustainable and adequate pensions – we also sought to ensure that, regardless of whether someone is working or retired, there is a guarantee of a decent income level.

We are maintaining this holistic approach to governance. As regards wages and wage setting, which was the original focus of your question, we will definitely continue our cooperation with the social partners, who have a fundamental role in this area in the Member States.

  Philippe De Backer (ALDE). - Natuurlijk, het herstel van het concurrentievermogen en de economische groei gebeurt niet met één maatregel. Er moeten talrijke maatregelen worden genomen. En natuurlijk wordt er nu - mijnheer Barnier heeft er al naar verwezen - enorm veel nieuwe regulering losgelaten op de financiële markt. Maar kleine en middelgrote ondernemingen blijven eigenlijk de drijfveer van economische groei binnen Europa, en die nieuwe financiële regulering heeft in vele gevallen ook een negatief effect op kredietverstrekking aan die kleine en middelgrote ondernemingen.

Mijn vraag is heel concreet: op welke manier gaat de Commissie tegemoet blijven komen aan de noodzakelijke kredietverstrekking die kleine en middelgrote ondernemingen nodig hebben?

De tweede vraag heeft te maken met de interne markt. Daar is natuurlijk heel duidelijk dat de TEN-T en de connecting Europe facility een belangrijke rol kunnen spelen om de interne transportmarkt aan te moedigen en te versterken. Toch blijkt dat het heel moeilijk is om lidstaten ervan te overtuigen dit project te aanvaarden en blijkt dat vanuit de Raad er heel veel tegenstand is tegenover de selectie van een aantal trans-Europese projecten die grensoverschrijdend zijn.

Op welke manier gaat de Commissie er opnieuw voor zorgen dat ook in TEN-T, en ook op het vlak van connecting Europe facility, het Europese belang voorop blijft staan.

  Michel Barnier, membre de la Commission. − Monsieur De Backer, sur le premier point, je suis très heureux que, pour la première fois depuis le début de cette séance d'heure des questions, on évoque le rôle des petites et moyennes entreprises. 90 % du tissu économique, 90 % des 22 millions d'entreprises européennes sont des petites ou moyennes entreprises, parfois même des entreprises individuelles.

Je veux donc confirmer la ligne qui est la nôtre depuis deux ans. Je l'ai annoncée d'ailleurs au tout début de mon mandat. Nous voulons réconcilier les petites et moyennes entreprises et les consommateurs avec le marché unique, dont ils ont eu le sentiment depuis trop longtemps qu'il n'était pas fait pour eux, mais qu'il était fait pour les grands et pour les gros!

Vous devez bien regarder, Monsieur De Backer, la totalité des textes qu'avec, notamment, notre collègue Tajani, nous présentons ou nous publions, ce qui est notamment dans le Single Market Act. Vous y trouverez chaque fois cette attention particulière – nouvelle parfois – au rôle, à la capacité d'investissement, à la facilité administrative, à la simplification, pour donner aux petites et moyennes entreprises européennes le meilleur écosystème.

Je vais prendre un exemple. Dans les mesures de capitalisation bancaires, puisque c'est le sujet que vous évoquez, la question de savoir où trouver du financement – on parlait tout à l'heure de la liquidité. Avec M. Tajani, nous avons demandé à l'Autorité bancaire européenne si nous ne pourrions pas aller plus loin – des mesures mieux pondérées, moins rigoureuses, pour les banques quand elles sont obligées de prévoir des mesures prudentielles lorsqu'elles prêtent aux petites et moyennes entreprises. Nous allons maintenir ce critère plus favorable aux petites et moyennes entreprises dans les mesures prudentielles.

Au-delà de l'instrument que nous venons de présenter pour le capital risque, qui intéresse notamment les petites et moyennes entreprises, nous avons présenté un passeport qui est en cours de discussion au Parlement. Je suis en train de travailler notamment dans le cadre de MiFID à l'idée d'une bourse européenne des petites et moyennes entreprises ou d'un réseau de bourses européennes pour les petites et moyennes entreprises.

Nous avons facilité les obligations d'information pour les petites et moyennes entreprises en matière de comptabilité quand elles sont cotées – je parle des entreprises cotées –, avec le prospectus simplifié, des obligations de transparence plus allégées.

Nous avons facilité l'accès des petites et moyennes entreprises aux marchés publics en réduisant drastiquement les obligations administratives pour participer à des appels d'offres et nous avons également, dans le cadre du Small Business Act, dont M. Tajani est responsable, précisément suivi toutes les mesures qui doivent faciliter l'investissement par les petites et moyennes entreprises et grâce à elles.

  Siim Kallas, Vice-President of the Commission. − Of course the trans-European network and the TEN-T project are major undertakings. The results are very concrete for every Member State, so the discussions are really very serious. We will be having a Council meeting next week at which we expect the Council to adopt the general approach concerning the TEN-T guidelines, namely the maps and the network.

We are definitely ready to make some compromises, but we will definitely keep the basic principle that this must be a trans-European network. What follows will be more difficult. This is a discussion about connecting Europe which is not in the hands of transport ministers, but mostly in the hands of finance ministers.

So there are two parts. I think that the TEN-T maps and TEN-T guidelines will be more or less satisfactory with regard to the trans-European dimension of this project. If they are not satisfactory, the Commission definitely will not accept any watering down of this project.

  Philippe De Backer (ALDE). - Natuurlijk is het zo dat een aantal lidstaten barrières blijft opwerpen, onder andere voor het verstrekken van kapitaal aan kleine en middelgrote ondernemingen, in de discussie rond de trans-Europese netwerken.

Mijn vraag is heel concreet. In het kader van de economic governance heeft Europese Commissie een aantal nieuwe bevoegdheden gekregen. Op welke manier kan zij die ook gebruiken om een aantal groeibelemmerende maatregelen die lidstaten vandaag soms voorstellen, ook in het kader van de controle op begrotingen, om te buigen. Hoe kan de Europese Commissie erop toezien dat er groeistimulerende maatregelen worden genomen in die verschillende begrotingen.

  Michel Barnier, membre de la Commission. − Comme vous le savez, ce paquet sur la gouvernance est suivi par notre collègue Olli Rehn, dont la tâche est très difficile. Vous voyez bien que nous sommes en train de sortir de cette spirale difficile de crise et que nous entrons dans cette spirale plus positive où l'on parle et on agit pour la croissance.

Je parle des recommandations qui sont faites et que les États membres devront suivre s'agissant de la réforme structurelle comme de l'assainissement budgétaire. Peut-être en s'inspirant des bons exemples – et il y en a quelques-uns en Europe –, ils devront cibler dans leurs efforts les secteurs et les sujets qui sont porteurs de croissance. Je pense, moi personnellement, et je sais que c'est l'avis de mon collègue Olli Rehn, que tout ce qui touche aux investissements d'avenir, à l'investissement à travers les petites et moyennes entreprises en ce qui concerne l'éducation, la recherche, la formation, doit être sauvegardé ou encouragé même si l'on doit faire des efforts.

Pour le reste, Monsieur De Backer, nous avons tout cet agenda de mesures facilitatrices, une cinquantaine de mesures que nous mettons en place. Si vous lisez bien le Single Market Act, les douze leviers de croissance et toutes les propositions qui sont, pour au moins une vingtaine d'entre elles, sur votre table, avec des rapporteurs qui travaillent beaucoup, vous verrez très franchement que 80 % d'entre elles ont un intérêt pour les PME dans l'écosystème que nous voulons créer, où le marché unique soit désormais un espace d'opportunités plutôt qu'un espace de contraintes, en particulier pour les PME. Enfin, je pourrais citer plein d'exemples, du brevet au capital-risque en passant par la simplification des normes comptables, les règles de transparence ou les mesures prudentielles dans le secteur bancaire.

  Krisztina Morvai (NI). - Egyszerű kérdésem van az Európai Bizottság számára: Önök szerint maradt-e Magyarországnak bármi oka arra, hogy az Európai Unió tagja maradjon? S hogy miért kérdezem ezt? Az előző vitában holland képviselőtársam azt mondta, hogy nekik, hollandoknak elegük van a kelet-európai, így a magyar munkásokból. Jelentem, nekünk pedig elegünk van a holland és egyéb nyugat-európai gyarmatosítókból. Hasonlóképpen elegünk van abból a folyamatból, ami elkezdődött akkor, amikor az Európai Unió megalázó feltételekkel és hazug ígéretekkel becsalogatta Magyarországot az Unióba. Majd folytatódott a totális gyarmatosítással, amit lehet úgy nevezni, hogy a tőke szabad áramlása, ami ugye egyirányú volt, illetőleg a munkaerő szabad áramlása, ami meg a másik irányba történt.

Sokféleképpen lehet nevezni, mi gyarmatosításnak nevezzük. Tovább folytatódott azzal, hogy hétről-hétre más és más mondvacsinált okkal ültetik a vádlottak padjára Magyarországot. Betetőződött a mai napon azzal, hogy arcátlan módon elfogadták a pénzügyminiszterek azt a döntést, hogy felfüggesztik a kohéziós támogatást. Gondolják, hogy ezek után bekebelezhetik a magyar földet is 2014. április 30-án, a moratórium lejártával? Mondják, hallottak Önök már 1956-ról, és a magyar nép szabadságszeretetéről?

  László Andor, a Bizottság tagja. − Képviselő Asszony! A szavaiból azt gondolom, hogy érezhető, hogy ebben az időszakban elég feszült a viszony az európai intézmények és Magyarország között. Ugyanakkor fontosnak tartom, hogy hideg fejjel gondolkozzunk erről és indulatok nélkül. Az indulatok nem vezetnek megoldásra. És nagyon fontos, hogy a történeti áttekintést is – amit adott – pontosítsuk. Hiszen pl. a tőkebeáramlás Magyarországra jóval korábban kezdődött, minthogy Magyarország az Európai Unió tagja lett volna. Javaslom, hogy koncentráljunk a jelenlegi időszakra, és itt pedig nagyon fontosnak tartom azt megérteni, hogy az Európai Bizottság segíteni akarja Magyarországot. Segíteni akarja abban, hogy visszanyerje a befektetői bizalmat, visszanyerjen egy dinamikusabb gazdasági növekedést. Helyreállítsa a pénzügyi stabilitást, és az európai normák, az európai jogszabályoknak megfelelően tudja a gazdaságot irányítani a kormány.

Ez nagyon szoros, konstruktív együttműködést feltételez. Ez elkezdődött, a kormány január elejétől fogva nagyon sok formában jelét adta annak, hogy megegyezésre törekszik bizonyos vitás kérdésekben. Az egyeztetés folyamatban van. Sajnálatos, hogy ebbe a folyamatba időnként beszűrődnek olyan zajok, amelyek fölösleges indulatokat, olykor személyeskedést hoznak magukkal. Én bízom abban, hogy sikerül minden vitás kérdést konstruktív módon rendezni.
