  La Présidente. - L'ordre du jour appelle les interventions d'une minute sur des questions politiques importantes (article 150 du règlement).

  Petru Constantin Luhan (PPE). - Madam President, the 2011 European multiple sclerosis (MS) barometer indicates an alarming lack of understanding or support for the more than 600 000 people who suffer from this disease.

While in the past the problems were mainly found in Central and Eastern Europe, we are now observing with great concern a degrading of existing care in Western Europe too.

Raising public awareness of MS is crucial to making positive changes to the lives of people living with this disease. Raising funds for research and care, addressing discrimination at work and advocating policy change by decision-makers all depend on prior awareness and understanding of multiple sclerosis.

Colleagues, you can help to raise awareness of this disease by signing Written Declaration No 20 on multiple sclerosis.

  Alajos Mészáros (PPE). - Június 4-én volt a trianoni szerződés aláírásának évfordulója. Annak a szerződésnek, amely európai polgárok millióit helyezte át képletesen egyik országból egy másikba anélkül, hogy szülőföldjüket elhagyták volna, ezzel példátlan módon megnövelve a máig is kisebbségi státuszban élő EU-polgárok számát. Az EU, amely rendkívül érzékeny az emberi jogok betartására a világ bármely pontján, mintegy 40 millió kisebbségi polgárának mégsem hajlandó egységes, magas színvonalú európai kisebbségi keretjogszabályt kialakítani. Ezek az állampolgárok – nyelvük, oktatásuk és kultúrájuk – ki vannak szolgáltatva az egyes nemzetállamok kényének-kedvének, ezért nagyon eltérő, gyakran az európai értékekkel nem összeegyeztethető körülmények között élnek.

Számtalan példa van kisebbségeket érő atrocitásokra: a múlt hónapban is magyar nemzetiségű fiatalokat bántalmaztak a szlovák fővárosban, mert anyanyelvükön beszéltek. A Lisszaboni Szerződés második cikke garantálja az emberi jogok felett a kisebbségi jogokat. Véleményen szerint, nem teszünk eleget, vagy szinte semmit, hogy ezen értékeket átültessük a gyakorlatba.

Üdvözölném, ha a Bizottság számtalan fontos tevékenysége mellett megvizsgálná annak lehetőségét, hogy a történelmi kisebbségek egyenlő mértékben élvezzék az egyes tagállamokban kollektív jogaik védelmét.

  Anna Záborská (PPE) - Na tejto schôdzi budeme opätovne hovoriť o rozpočtovej disciplíne a znižovaní nadmerného deficitu členských štátov. No zároveň budeme diskutovať o umelej tvorbe pracovných miest z prostriedkov verejných rozpočtov. A aby neostalo len pri debate, na stole je návrh Výboru pre sociálne veci plný miliardových nárokov. Nejde však o politickú schizofréniu. Väčšina tohto Parlamentu má totiž jasný cieľ a tým je federatívna Európa. Nenápadné zvyšovanie výdavkov pri deklarovanej snahe o šetrenie nevyhnutne vedie k potrebe nových zdrojov. Nemecký mantinel pri Eurobondoch neznamená odmietnutie, je to podmienka. Ak je spoločný dlh, tak aj spoločný rozpočet. A Eurozóna, ak má jeden rozpočet, je to už vlastne jeden štát. Je to vážne rozhodnutie a ja by som chcela, aby sme sa spýtali občanov, čo si o tom myslia.

  Arkadiusz Tomasz Bratkowski (PPE). - Pani Przewodnicząca! Dywersyfikacja dostawców surowców energetycznych jest dla Polski i Europy nieodzowna. O ile zależy nam na kreowaniu niezależnej polityki energetycznej, działania niektórych państw Unii zmierzają w przeciwnym kierunku. Dane statystyczne są jednoznaczne. Rosja pozostaje największym dostawcą gazu i ropy, z kolei zależność Unii od importu surowców energetycznych może osiągnąć poziom 67% w 2030 r., jak wskazuje Międzynarodowa Agencja Energetyczna.

W związku z tym wielką szansą dla Europy i Polski jest gaz łupkowy. Wstępne szacunki wskazują na wysoki potencjał jego złóż. Niestety merytorycznej debacie na ten temat towarzyszą głównie zarzuty o degradację środowiska naturalnego. W odpowiedzi eksperci przytaczają dane o zaawansowanych technologiach i zaostrzonych przepisach ochrony środowiska. Przekaz ten jest podważany. Pytam więc: którym grupom interesów zależy na forsowaniu mitów? Parlament powinien szybko zająć klarowne stanowisko w kwestii gazu łupkowego, dając tym samym państwom szansę na skorzystanie z dóbr, które posiadają.

  María Muñiz De Urquiza (S&D). - Señora Presidenta, esto es carbón, es el carbón que no están extrayendo los mineros en España porque están en huelga debido a que, a pesar de que la legislación europea permite ayudas para la viabilidad de la minería ―en España y en el resto de Europa―, el Gobierno de España ha suspendido las ayudas, las ha recortado ya este año en un 63 %. Y en este Parlamento, en el que tantas veces hemos hablado mi compañero Antonio Massip y mis otros compañeros socialistas sobre la importancia del carbón como un recurso estratégico para la energía en Europa, nos encontramos con que el carbón se encuentra en peligro.

Tenemos que rescatar a la minería española del carbón de los recortes brutales que la abocan a su desaparición; tenemos que rescatar a las 30 000 familias que viven directa o indirectamente del carbón; tenemos que rescatar las inversiones de la Unión Europea en tecnologías para la captura de CO2, que pueden hacer del carbón una energía verde; tenemos que rescatar la actividad productiva en lugares donde las alternativas laborales y económicas no son nada fáciles; y, sobre todo, tenemos que rescatar el carbón, que es origen de esta Unión Europea, de la apisonadora de un gobierno de derechas, sin ninguna sensibilidad social, que no tiene problemas para negociar el rescate del sector financiero y abandona a su suerte a un sector productivo como es el del carbón.

  Marian Harkin (ALDE). - Madam President, we have another banking bailout and Spain is repeating the Irish mistake. We have to ask the questions why have Spanish bond yields increased today and why it is costing Italy more to borrow money? It is because of the toxic link between insolvent banks and sovereign states that are already under significant pressure.

Spain, like Ireland, has piled its debt onto the shoulders of its citizens. Ireland, despite the fact that its debt-to-GNP ratio will peak at 150 % next year, still continues to pay unsecured bondholders. Unfortunately for Spain, it too has joined the club. Yes, there are some cosmetic differences and some face-saving for Spain. As a large country, it was able to demand and get those few extra crumbs from the table, but that, in the final analysis, is all it amounts to.

Surely EU leaders can see that we are fast approaching the end of the line. Yes, we have bought some time, but the feel-good factor did not last past lunchtime today. We need emergency scaffolding to prop up the crumbling infrastructure of the euro right now, and in my view the minimum required is some kind of banking union, a deposit-interest guarantee scheme, EU-wide banking supervision and regulation and, crucially, some kind of bank resolution scheme.

  Ana Miranda (Verts/ALE). - Mr President, as a Member of this Parliament, and as a woman, I am personally concerned about the fact that Ms Leyla Zana has been sentenced to ten years in prison in Turkey.

Leyla Zana is a member of the National Assembly of Turkey. She is a non-violent ambassador of the Kurdish people and of women in particular. She has also been nominated for the Nobel peace prize on several occasions and she has been awarded Parliament’s Sakharov Prize for freedom of thought.

There are nine charges against her – some of them concerning speeches made in this Parliament. We believe that these accusations are unfounded. For all of these reasons, I myself and other MEPs in this Parliament sent a letter to Mrs Ashton, and now also request that this Parliament condemn the verdict and deploy all necessary means to ensure that Turkey re-establishes Ms Lena Zana’s civil and political rights.

  Claudio Morganti (EFD). - Signora Presidente, onorevoli colleghi, in questi giorni ci troviamo in Francia per il solito scandaloso viaggio mensile, ma la maggior parte della nostra attività si svolge a Bruxelles. Proprio nella capitale del Belgio, che vorrebbe anche essere la fantomatica capitale europea, nei giorni scorsi è avvenuto un ennesimo grave episodio che mostra la pericolosa deriva che ha preso questa città. Decine di giovani musulmani hanno infatti letteralmente assaltato un commissario di polizia che aveva la sola colpa di trattenere una donna araba che non aveva voluto mostrare il suo volto come prescritto dalla legge. Ci sono diversi quartieri in cui la polizia ha paura ad intervenire, quartieri dove non si trova nemmeno una persona di origine belga. Il fatto che il nome più utilizzato tra i nuovi nati sia Mohammed dovrebbe farci riflettere.

Questo Parlamento è sempre pronto a dire la sua nei più diversi ambiti, ma forse sarebbe il caso che riflettesse anche sulla situazione di Bruxelles, che rischia di essere lo specchio di una futura Europa che noi assolutamente non vogliamo.

  Τάκης Χατζηγεωργίου (GUE/NGL). - Κυρία Πρόεδρε, θα αναφερθώ σε ένα θέμα στο οποίο αναφέρθηκε προηγουμένως και η κ. Miranda, που αφορά την καταδίκη της Λεϊλά Ζανά από τουρκικό δικαστήριο σε δεκαετή φυλάκιση. Δεν θα επαναλάβω πράγματα τα οποία έχουν ήδη λεχθεί, θα υπογραμμίσω όμως ότι η κ. Ζανά είναι υπερασπίστρια των ανθρωπίνων δικαιωμάτων στην Τουρκία, αγωνίστρια για τα δικαιώματα των Κούρδων στην Τουρκία και κάτοχος του βραβείου Ζαχάρωφ του Κοινοβουλίου μας. Απαιτούμε από το Κοινοβούλιο να παρακολουθήσει τη διαδικασία αυτή, να ζητήσει από την τουρκική κυβέρνηση να λάβει τα δέοντα μέτρα για άρση της ποινής και ζητούμε τέλος από το Κοινοβούλιο να παρακολουθήσει τυχόν νέα εξέλιξη της δίκης μέσα από μια διαδικασία έφεσης που θεωρώ ότι η κ. Λεϊλά Ζανά θα ακολουθήσει.

  Diane Dodds (NI). - Madam President, in recent days we in the United Kingdom and across the Commonwealth have been celebrating the Diamond Jubilee of Her Majesty Queen Elizabeth II, marking her 60 years as monarch and her steadfast selfless service.

I believe it fitting that this House join with parliaments and politicians across the world in marking this significant milestone by sending warmest congratulations to Her Majesty and to His Royal Highness the Duke of Edinburgh on this Diamond Jubilee.

We can all greatly learn from Her Majesty’s example. Her life and reign epitomise devotion to duty, commitment, sacrifice, courage and impeccable judgment. In return she has the affection, love and respect of people right across the world.

We in Northern Ireland look forward to a visit from Her Majesty later this month. It will be our opportunity to celebrate, to thank her for her reign over us and to wish her well in the years ahead.

For those of us from the United Kingdom, our hope and prayer remains the same. God Save the Queen!

  Cristian Dan Preda (PPE). - În ziua în care s-a anunţat că băncile spaniole vor primi 100 de miliarde de euro pentru a fi salvate, la Bucureşti criza economică este dublată de una politică, economia este în recesiune, dar prim-ministrul guvernului consideră că prioritar este conflictul său cu preşedintele, în privinţa reprezentării României în Consiliul European. Prim-ministrul a antrenat de altfel şi parlamentul în această dispută, care riscă să introducă o instabilitate însemnată. Există, în acest moment, perspectiva unei crize a regimului, care să dubleze criza economică. Acum însă, cred eu, este nevoie de consens şi de compromis, nu de confruntare. De aceea, în numele cetăţenilor pe care îi reprezint în Parlamentul European, le solicit prim-ministrului şi preşedintelui să găsească un compromis inteligent pentru a reprezenta România în Consiliu, fără a produce o problemă, fără a introduce în contextul de criză economică o instabilitate politică.

  Edit Bauer (PPE). - Két jogsértő ügyre szeretném felhívni a figyelmet, az egyik Malina Hedvig ügye, akit hat évvel ezelőtt megvertek, mert magyarul beszélt a szlovákiai Nyitrán. Ügye sokáig húzódott, míg a strasbourgi Emberi Jogi Bírósághoz fordult. Végül az előző kormány egy rövid bocsánatkérése után az ügyet visszavonták. Az ügyet lezárták, az elkövetők büntetlenül megúszták, de nem így az áldozat.

Miután ismét szocialista kormány került hatalomra, az ügyészség felújította az áldozat ellen folyó eljárást. A vád az, hogy hazudta a verést. Miután az előző kormány kiegyezett, bocsánatot kért, az államügyészség újra zaklatja az áldozatot. Most rendelték be, hogy felmérjék – teljesen abszurd módon – hat évvel ezelőtti lelkiállapotát.

Miközben az Unió az igazságosság és biztonság térségét építi, az új szlovák kormány a jogbizonytalanságot erősíti. A címzettek pedig a nemzeti kisebbséghez tartozók.

Ugyancsak nem lehet szó nélkül hagyni Leyla Zana ügyét, amit a kollégák említettek, és én arra kérem a Parlament elnökét, hogy emelje fel szavát, és vesse latba tekintélyét, hogy ilyen ügyek ne fordulhassanak elő.

  George Sabin Cutaş (S&D). - Impasul prelungit pe care îl traversează Europa are o cauză majoră: lipsa de acţiune concertată. Locul lăsat liber de către marea absenţă a proiectului european, solidaritatea, este înlocuit, din păcate, cu succes de interesele naţionale. Exemplul cel mai elocvent este Germania, care se opune emiterii de obligaţiuni.

Pentru a supravieţui, Uniunea Europeană are nevoie de măsuri urgente şi convingătoare, care să aibă ca principal scop reducerea inegalităţilor sociale şi restabilirea încrederii cetăţeanului european în beneficiile construcţiei europene. Măsurile de austeritate promovate de anumite guverne naţionale nu au făcut decât să adâncească inegalităţile sociale. Or, după cum nota Stiglitz într-un articol publicat recent, inegalitatea conduce la o neglijare profundă a potenţialului uman, inhibând consumul şi amplificând tensiunile din societate. Marea recesiune din secolul trecut, prin tăierile masive ale finanțărilor serviciilor de bază şi prin creşterea fără precedent a şomajului, tocmai asta a făcut: a exacerbat in egalităţile. Este momentul să ne asumăm această lecţie istorică şi să adoptăm măsuri curajoase de stimulare economică, precum taxa pe tranzacţii financiare şi emiterea de obligaţiuni.

  Jelko Kacin (ALDE). - Madam President, Serbian citizens elected a new president on 20 May 2012. Mr Tomislav Nikolić pledged throughout his campaign that he will keep Serbia firmly on the path towards EU membership.

Given Mr Nikolić’s nationalist past, all regional leaders in the EU should closely monitor his first acts as President. Serbia will continue to have a reliable and strong partner in Brussels and in Parliament if its commitment to regional reconciliation and good neighbourly relations develops further.

Mr Nikolić’s visit to Brussels on 14 June 2012 is of great importance for the whole of the Western Balkans as well.

At the same time, the Serbian Parliament parties need to get their act together and form an efficient government soon. I hope that the outcome of the ongoing negotiations will result in a deal that brings a stable and strong pro-European parliamentary majority.

I hope that the new National Assembly will execute its oversight powers more aggressively in the future. Serbia needs an active parliament if it is to meet its challenges in the European integration processes. The new government will need to deal decisively with the debt crisis, unemployment and, above all, with the systemic corruption which is blocking the Serbian economy and Serbia’s society.

I hope that accession negotiations with Serbia will open fairly soon, because Serbian leaders will be in a position to tackle the country’s problems in a more transparent and efficient way.

Many car rental companies require consumers to pay for a full tank of fuel prior to the rental. This is irrespective of the fact that the consumer may return the car to the rental company with fuel remaining and the consumer will not be – and is not – reimbursed. In many cases, holidaymakers rent a car to travel to their destination, return it at the end of their stay and use very little petrol but must pay for a full tank. This practice is unfair, it is unacceptable and indeed it is extortionist.

I strongly believe that the Commission should investigate this matter to see if this practice is contrary to the Unfair Commercial Practices Directive and the Unfair Contract Terms Directive. It is not good enough to leave enforcement to national authorities, as the practice appears to be commonplace across many EU Member States. I would call on the Commission to investigate this.

  Marisa Matias (GUE/NGL). - Senhora Presidente, tivemos este fim de semana mais um pedido para salvar a banca privada. Continuam a dizer o mesmo argumento, que é para evitar o contágio da zona euro, e o que eu pergunto é se não aprendemos nada, Grécia, Portugal, Irlanda e agora Espanha e, no entanto, o contágio continua. Mas que raio de contenção de contágio é esta que nos está a destruir? Esta política não funciona, já devíamos sabê-lo, são os mesmos governantes que dizem que não há dinheiro para cultura, educação, saúde, bens públicos que, quando os bancos pedem ou os mercados, fazem com que ele apareça logo, quase por milagre. Esta política económica não é um remédio, é um veneno mortal para o crescimento, para o emprego, para a economia europeia, para a Europa social. Os mercados mandam e os governos obedecem e chantageiam os pobres e é isso que os governos estão a fazer com a Grécia neste momento, em período eleitoral.

Eu espero que, sinceramente, a bem de todos nós, o povo grego não se deixe chantagear no próximo domingo e que nos dê uma lição porque esta receita, Senhora Presidente, é uma receita para o desastre.

  Γεώργιος Κουμουτσάκος (PPE). - Κυρία Πρόεδρε, το ευρωπαϊκό όραμα θολώνει. Όλο και περισσότεροι Ευρωπαίοι πολίτες είτε απομακρύνονται είτε μένουν αδιάφοροι μπροστά στην ενωμένη Ευρώπη. Εξτρεμιστικές, εθνικιστικές και αντιευρωπαϊκές δυνάμεις εμπεδώνουν την πολιτική τους παρουσία σε όλο και περισσότερες ευρωπαϊκές χώρες. Κυρία Πρόεδρε, κυρίες και κύριοι συνάδελφοι, εάν αυτή η τάση συνεχιστεί, το 2014 θα έχουμε ένα εφιαλτικά διαφορετικό Ευρωπαϊκό Κοινοβούλιο εδώ. Γι’ αυτό η τάση αυτή πρέπει να ανακοπεί, και η συνταγή είναι μία: Όχι μόνο αυστηρή δημοσιονομική πειθαρχία αλλά και ανάπτυξη· όχι ανεργία αλλά δουλειές.

Αυτό είναι ένα στοίχημα που πρέπει να κερδηθεί από όλη την Ευρώπη αλλά κυρίως από εκείνους που σήμερα έχουν αναμφισβήτητα ευρωπαϊκό ηγετικό ρόλο. Αυτές οι χώρες και αυτές οι δυνάμεις έχουν αναλάβει μεγάλη ιστορική ευθύνη. Η πορεία της Ευρώπης δεν μπορεί να συνεχιστεί να είναι αυτή που φαίνεται ότι είναι. Δεν μπορεί να επιτρέψουμε σε τέτοιες δυνάμεις να κερδίσουν το μυαλό και τις καρδιές των Ευρωπαίων πολιτών.

  Evelyn Regner (S&D). - Herr Präsident! Ich möchte auf grobe Verletzungen von Gewerkschaftsrechten in der Türkei, und zwar des Streikrechts, aufmerksam machen. In der Nacht zum 31. Mai wurde von der islamisch-konservativen Regierungspartei AKP ein Gesetz zum Verbot von Streiks und Aussperrungen im Luftfahrtsektor beschlossen. Als diese Gesetzesinitiative bekannt wurde, streikten Hunderte gewerkschaftlich organisierte Angestellte der Turkish Airlines, sodass ca. 200 Flüge ausfielen. 305 Angestellte wurden darauf von Turkish Airlines entlassen. Noch dazu ist die Vorgangsweise der Kündigungen laut Gewerkschaftsangaben nicht zulässig. Die Angestellten wurden nämlich per SMS entlassen. Es soll noch 150 weiteren Angestellten gekündigt werden.

In der Türkei ist das Streikrecht massiv eingeschränkt und an diverse Auflagen gekoppelt. Solidaritäts-, General- und Bummelstreiks sowie Streiks wegen der Nichteinhaltung von Kollektivverträgen sind generell verboten. Wir müssen auf die dramatische Situation von Gewerkschaftsrechten in der Türkei, einem Land, das hofft, der Europäischen Union beizutreten, aufmerksam machen und eine starke Botschaft an die Türkei senden, dass die Kopenhagener Kriterien auch einzuhalten sind.

  Γεώργιος Παπανικολάου (PPE). - Κύριε Πρόεδρε, οι αποφάσεις του Συμβουλίου Υπουργών την περασμένη Πέμπτη για το ζήτημα του Σένγκεν προκάλεσαν πολλές συζητήσεις και αντιδράσεις. Δεν θα σταθώ στην αλλαγή του νομικού καθεστώτος, η οποία θα συζητηθεί και αύριο το πρωί εδώ στην Ολομέλεια ενδελεχώς. Θα σταθώ όμως στις εντυπώσεις που δημιουργήθηκαν και στις αντιδράσεις του ελληνικού Τύπου την επόμενη ημέρα. Σχολιάστηκαν, ξέρετε, οι αποφάσεις αυτές ως προπομπός επαναφοράς συνοριακών ελέγχων στην Ελλάδα και ως προπομπός εξόδου της χώρας από τον Χώρο Σένγκεν, κάτι που δεν αναφέρεται στο κείμενο του Συμβουλίου ούτε καν ως υποψία. Δεν υπάρχει καμία σχετική αναφορά που θα μπορούσε να οδηγήσει σε ένα τέτοιο συμπέρασμα. Δημιουργήθηκε όμως αυτή η αίσθηση και βεβαίως οι λάθος εντυπώσεις στέλνουν λάθος μηνύματα και με παρεξηγήσεις δεν μπορούμε επαρκώς να διασφαλίσουμε την ασφαλή φύλαξη των εξωτερικών συνόρων της Ένωσης. Ευελπιστούμε ότι μόνο με αλληλέγγυες πολιτικές θα συμβεί αυτό, και με μια νέα κυβέρνηση της χώρας από τις 18 Ιουνίου με πρωταγωνιστικό ρόλο της Νέας Δημοκρατίας σε αυτήν θα ληφθούν νέα και περισσότερα μέτρα για τον περιορισμό των παράνομων μεταναστευτικών ροών. Χρειαζόμαστε όμως και από την Ευρώπη αντίστοιχα μέτρα.

  Inés Ayala Sender (S&D). - Señor Presidente, quiero manifestar mi solidaridad con los trabajadores del sector de la minería de Asturias, León y Aragón, en España, que luchan por mantener la actividad de miles de trabajadores y de sus familias y de regiones enteras que deben precisamente su personalidad, atractivo y desarrollo a haberse dedicado históricamente a proveer de carbón y energía al resto de la sociedad.

El Gobierno del señor Rajoy y del Ministro Soria les niegan unas ayudas aprobadas ya por la Unión Europea y presupuestadas que, además, tienen remanentes y otro tipo de orígenes que son absolutamente aceptables. Y ello, además, invocando el rechazo y la indiferencia de la Unión Europea ante el carbón, lo cual sabemos que no es verdad, porque precisamente mañana aprobaremos el informe de la señora Herczog, en el que se defiende precisamente la diversificación como seguro de independencia y liderazgo energético de la Unión Europea ante el mercado global.

No veo, pues, a la Unión Europea prescindiendo desde luego del carbón, como sector dentro de ese diálogo global. Asimismo, la semana pasada, la decimoséptima Mesa del Carbón Europea también presentó las propuestas para el programa Horizonte 2020 para el carbón, de ahí que rechacemos que no se sigan apoyando las ayudas para el sector del carbón en España.

  Véronique Mathieu (PPE). - Monsieur le Président, je souhaite vous parler de l'organisation du travail de notre institution.

Suivant les traités, les votes du Parlement en séance plénière se tiennent principalement à Strasbourg. Les sessions additionnelles ne devraient avoir lieu que dans le cas où il ne serait physiquement pas possible de voter tous les textes à Strasbourg. Or, nous pouvons constater que les ordres du jour de nos sessions à Strasbourg se vident lamentablement de mois en mois et les ordres du jour des sessions additionnelles à Bruxelles, par contre, augmentent de session additionnelle en session additionnelle. On a vu, par exemple, qu'en 2011 et en 2012, les décharges budgétaires étaient votées à Bruxelles. Or, ce n'est pas ce qui est prévu dans les traités.

Monsieur le Président, je voudrais vous dire que l'organisation de notre travail législatif s'est construite autour des sessions plénières à Strasbourg et je souhaite que les groupes politiques et l'administration du Parlement – l'administration du Parlement est très importante car c'est elle qui fait et défait, en-dessous d'ailleurs des députés, et je voudrais rappeler que ce sont les députés qui prennent les décisions et pas toujours les fonctionnaires – fassent respecter les règles de fonctionnement, ceci afin de respecter les traités pour le bon déroulement des procédures législatives.

  Alexander Mirsky (S&D). - Priekšsēdētāj! Ko mēs darītu, ja uz zemes nebūtu klaunu? Re, kā pie mums Latvijā viņi dažreiz tiek iecelti par ministriem. Viens tāds sevišķi aktīvs klauns kļuva par Latvijas valdības ministru. Un uzreiz izdomāja jaunu likumu. Viņš nolēma pārbaudīt uz uzticamību Latvijas iedzīvotāju bērnus.

Sakiet, lūdzu, vai ir iespējams pārbaudīt bērnu uz uzticamību? Vai tie nav klaunu triki, bet varbūt tā ir noziedzība ar nosaukumu „starpnacionālā naida kurināšana”? Ja tas notiktu Kongo Republikā, tad mēs Eiropas Parlamentā sagatavotu rezolūciju, bet, ja tas notiek Eiropas Savienībā, Latvijā, tad tas ir normāli.

  Csaba Sógor (PPE). - Az Európa Nostra nagydíjak közül az egyikkel idén az erdélyi magyar közösség egyik tagját, a 80 éves Kovács Piroskát tüntette ki az Európai Bizottság és az Európa Nostra, amiért a székely kapukat és azok közösségi szimbólumának fontosságát sikerült munkásságával a köztudatba beépítenie, és konkrétan fiatalok közreműködésével megmentenie. A nyugdíjas tanár tevékenységének elismerése a nemzedékek közötti összetartás, az összetartozás, illetve a hagyományok megőrzésének tipikus példája.

Európai értékrendünk megőrzése szempontjából ez azért fontos, mert ugyanez a közösség tegnap az urnák elé járult, helyhatósági választások voltak Romániában. Nem áll módomban itt az eredményeket részletezni, de hangsúlyozni szeretném, mennyire fontos kisebbségi szempontból az, hogy az értékeinket maradéktalanul és osztatlanul megőrizzük, hogy ne veszélyeztessük őket és jövőnket elbizonytalanodással és széthúzással.

  Ricardo Cortés Lastra (S&D). - Señor Presidente, yo quería también aprovechar este minuto que nos presta el Parlamento para denunciar la situación de la minería en Asturias, en Aragón y en Castilla-León.

La situación de los mineros es verdaderamente dramática y, además, las ayudas aprobadas por este Parlamento hasta el año 2018 están siendo dramáticamente recortadas por el Gobierno de España. Miles de familias de mineros se encuentran ahora mismo en la calle haciendo constantemente huelga contra las medidas del Gobierno de España que, mientras recorta indiscriminadamente las ayudas a los mineros, sin embargo, da grandes ayudas a la banca en España.

  Claudiu Ciprian Tănăsescu (S&D). - Conform ultimelor date furnizate de Banca Mondială, la nivel global se profilează o criză la nivelul gestionării deşeurilor. Conform estimărilor, cantitatea de deşeuri generate de locuitorii din oraşe va creşte de la 1,3 miliarde de tone pe an, cât este acum, la 2,2 miliarde de tone până în 2025 şi, odată cu aceasta, va creşte şi costul de gestionare a deşeurilor solide.

Măsurile de bază pe care trebuie să le luăm sunt simple şi pot fi aplicate relativ rapid. În primul rând, trebuie acordată o atenţie deosebită educării şi informării publicului larg cu privire la opţiunile pe care le are pentru a reduce cantitatea de gunoi generată, pentru a sorta eficient gunoiul, dar şi pentru a creşte gradul de reciclare al acestuia. Printre aceste măsuri de bază se numără şi introducerea unor mecanisme de preţ, care să inducă un comportament responsabil în rândul consumatorilor. Un sprijin mai mare trebuie să se acorde ţărilor sărace, unde administraţiile naţionale şi locale se vor confrunta cu o creştere a populaţiei urbane şi, implicit, cu o cantitate de deşeuri solide generate mai mare.
