  Catherine Ashton, Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. − Mr President, honourable Members, the Democratic Republic of Congo is a country that demonstrates the importance of the EU engagement being long term, if it is to be productive, and where – over time – we can make a difference.

I want to focus my remarks on two issues: the democratic follow-up after the November 2011 elections and the security and humanitarian situation in eastern Congo.

The DRC is a fragile state and a very young democracy. It is still recovering from years of war and deprivation. The road to recovery and stabilisation is not straightforward, but we are determined to persevere in supporting the DRC in consolidating its democracy and accelerating its development.

The 2006 elections were a milestone in their progress towards a more democratic future, but were achieved with huge support from the international community.

The 2011 elections, by contrast, were primarily funded and organised by the DRC itself. The challenges remained great, the execution may not have been perfect, but this is an achievement that we should recognise. We continue to provide support for the electoral process through a contribution of EUR 47.5 million and by sending an EU electoral observation mission.

I want to take this opportunity to pay tribute to the commitment and hard work of that mission, led by honourable Member Mariya Nedelcheva. They carried out the work in extremely difficult circumstances and a final report has been well received by everyone in the DRC. They highlighted the fact that the scale of irregularities and fraud weakened, if not undermined, the credibility of the outcome, and that there was a need for significant reforms and improvements in the future. Nevertheless, in present circumstances, all stakeholders have recognised that it would be impossible to recount the votes or organise a new round of elections.

So, our priority is to follow up the valuable recommendations for future reforms that are in the report. This will be an important element of our dialogue between the EU and the DRC Government. In the short term, we expect to see significant improvements for the provincial and local elections that will follow in the coming years. Therefore, we want to engage more closely with the government to ensure that we improve the democratic process and the country’s governance.

I am encouraged by the recent appointment of Mr Ponyo Matata as Prime Minister and the new ministers that will work with him. He has worked closely with the EU in the past and he has a good record as finance minister of the previous government and as a national authorising officer of the European Development Fund. The commitments he made in his inaugural speech are particularly encouraging and they open the prospect for a political dialogue and progress in improved governance.

Our Head of Delegation has already met several ministers of the new government and is beginning to work closely with them. Initial impressions are very positive. But of course we want action, not just commitments. We have significant development assistance, which we want to use and we want to use it as productively as possible in facing the challenges of the future.

Secondly, over the past three years, the situation in the eastern Congo has improved. But it is still extremely fragile and, as recent events have shown, there remains a risk of sliding back into war and disorder. Our priority is to work together with our international partners and with the governments of the region to try and prevent this from happening.

The mutiny by some elements in the Congolese armed forces – effectively, former rebels returning to the bush – has caused renewed fighting in the Kivus. I am appalled by, and strongly condemn, the recent mass killings by several armed groups.

One consequence of this has been a sharp increase in the number of internally displaced people in the last few months. We now have over two million people. Our humanitarian assistance already amounts to EUR 63 million in this year but, clearly, the humanitarian crisis is not over.

We are committed to the unity and sovereignty of the DRC. We condemn the rebellion and strongly support the restoration of the authority of the state, and that needs to take into account the legitimate concerns of the DRC’s neighbours. In that context, I am worried about recent reports of developments that might put at risk the positive regional dynamic between the DRC and Rwanda, and weaken their cooperation. That has been so important to underpin the progress in eastern Congo in recent years.

Clear messages have been passed to all in order to encourage a constructive approach in these circumstances, and we recall the need for all illegal armed groups to lay down their weapons and avoid further violence.

Regional cooperation is essential, too, to tackle a number of the problems of the Great Lakes region, including the illegal exploitation of natural resources – conflict minerals – and the provision of improved energy supplies for all.

We support the activities of MONUSCO in the DRC and we welcome the renewal of their mandate at the end of June. The protection of civilians in the east will remain an important mission for them in the coming years.

But there will be no sustainable peace without the rule of law and the application of justice. This is why I welcome and support the arrest warrant launched by the prosecutor against General Ntaganda. This is a clear sign that impunity will not prevail and, I hope, sends a signal of hope for the people who are suffering at the hands of the armed groups.

Our contribution to the reconstruction of the judicial system is an integral part of the wider campaign against gender-based violence in the DRC. Everyone should know that these crimes can and will be punished. But our programme aims equally to tackle the root causes as well as the symptoms of this problem. We have supported action to keep the DRC on the agenda of the Human Rights Council and to encourage the government to cooperate with that council.

Security sector reform, too, continues to be crucial. We are contributing through the operation of two missions: EUSEC, which supports military restructuring, and EUPOL helping to reform the police. I look forward to continuing to contribute to it through the most appropriate instruments, taking into account the UN’s peacekeeping mission’s future mandate. But we can only have success on security sector reform with the commitment of the DRC at all levels.

In conclusion, I want to reiterate that the EU is committed for the long term to supporting the DRC and the Great Lakes region to escape the conflicts of the past and build a sustainable, more prosperous and peaceful future. It is the people of the DRC we are determined to help, and to do so through a comprehensive approach that tackles the many interlinked problems that they face.

  Mariya Nedelcheva, au nom du groupe PPE. – Monsieur le Président, Madame Ashton, ce que vous venez de dire est encourageant et je vous en remercie mais revenons aux élections.

Avant de commencer, je voudrais, encore une fois, rendre hommage au peuple congolais, qui s'est massivement mobilisé pour les élections présidentielles et législatives de novembre 2011, prouvant en cela à l'ensemble de la communauté internationale et à leurs autorités combien il est attaché à la construction d'une démocratie véritable en République démocratique du Congo.

La mission d'observation électorale de l'Union, que j'ai eu l'honneur de diriger, a présenté son rapport final le 29 mars dernier. L'une des réactions des autorités congolaises a été de déclarer que l'Union n'a fait qu'"enfoncer une porte ouverte". J'assume, ainsi, que c'est grâce aussi à ces "portes ouvertes" que la mission de l'Union a pu constater les irrégularités et les violences qui ont malheureusement caractérisé en grande partie ce scrutin. Mais les recommandations que nous avons maintenant formulées concernent des réformes de fond. Elles sont réalisables et cohérentes. Il est nécessaire qu'elles soient mises en place, et ce, dans les délais les plus brefs car la question, ce n'est pas seulement que les prochaines élections aient lieu mais, surtout, qu'elles aient lieu dans de bonnes conditions.

Pour cela, il est nécessaire d'envisager la restructuration de la CENI. Les citoyens congolais méritent une CENI indépendante qui respecte un calendrier électoral et la loi électorale, qui gère en toute transparence le budget des élections et qui soit respectueuse de toutes les parties prenantes dans le processus électoral. La mise en place d'une Cour constitutionnelle et la gestion transparente du contentieux électoral contribueraient grandement à accroître la confiance des citoyens en leurs propres institutions, tout comme la nôtre.

L'établissement d'un dialogue politique qui intègre tous les partis politiques ainsi que la société civile et qui soit à la base d'un comportement responsable de la part de tous est nécessaire pour, enfin, œuvrer au développement démocratique, économique et social du pays. Le respect des libertés fondamentales et des droits de l'homme, la lutte contre la loi de l'impunité et la garantie de la sécurité de tous restent des défis à relever.

L'Union doit donc continuer à prendre ses responsabilités et mettre l'accent sur le suivi. Il est important que les autorités et les citoyens congolais sachent qu'ils peuvent compter sur nous mais, de la même manière, nous devons nous montrer fermes dans nos positions.

Madame Ashton, n'ayez pas peur de mettre en avant le principe de conditionnalité. Les citoyens congolais tout comme les citoyens européens vous soutiennent. Ils vous seront reconnaissants.

  Ricardo Cortés Lastra, en nombre del Grupo S&D. – Señor Presidente, señora Ashton, una vez más tratamos de la República Democrática del Congo en esta Cámara. Pese a ser con motivo de la reciente celebración de elecciones en el país, tenemos que lamentar de nuevo el período de violencia que siguió a las elecciones y la violencia inhumana que persiste en numerosas zonas.

La violencia y las violaciones de los derechos humanos en la República Democrática del Congo merecen la más enérgica condena por parte de la Unión Europea. Esa violencia cuyas víctimas son siempre los más vulnerables —las mujeres y los niños— debe merecer nuestra indignación. Por ello, señora Vicepresidenta, pido que la lucha contra la impunidad sea una de las prioridades en nuestra cooperación con la República Democrática del Congo. Esa lucha exige profundas reformas en el sistema de justicia del país, en la formación de jueces y fiscales y en el apoyo a las víctimas, así como iniciativas encaminadas a una estrategia de reconciliación nacional.

Quería mencionar también la necesidad de mantener los programas de desarme, desmovilización y reintegración de excombatientes pues, de lo contrario, no estaremos atajando muchas de las raíces y causas profundas de la violencia.

Como usted decía, el informe final de la Misión de Observación Electoral de la Unión Europea contiene un buen número de valiosas aportaciones que favorecerán la transparencia y la consolidación democrática en el país.

Señalo a su atención, señora Ashton, el hecho de que la Comisión Nacional Electoral Independiente, que ha sido duramente criticada, recibió el apoyo financiero de la Unión Europea. Por este motivo, pido que se redoblen los esfuerzos para evitar que exista discrecionalidad en aquellos sectores y programas que reciben apoyo de la cooperación de la Unión Europea.

Finalizo enfatizando la relación sinérgica que existe entre el desarrollo, la protección de los derechos humanos y la consolidación de la paz y la seguridad. La República Democrática del Congo no es una excepción. Debemos seguir trabajando en los tres frentes si queremos alcanzar logros en el país.

  Charles Goerens, au nom du groupe ALDE. – Monsieur le Président, étant donné que le texte de la présente résolution trouve sa justification dans les élections présidentielles et législatives de 2011, le projet en question aurait dû être soumis au lendemain du scrutin à l'assemblée plénière.

Toutefois, malgré ce retard, les dérives observées au niveau du fonctionnement des institutions ainsi que du processus électoral restent pertinentes et appellent une réaction de notre part en vue d'empêcher que pareille situation ne se reproduise.

Le premier test de crédibilité dans un proche avenir sera la tenue des élections provinciales, urbaines, municipales et locales, qui s'échelonnent sur un agenda allant jusqu'en 2014. Cet agenda a été défini et confirmé ce 6 juin 2012.

Le Parlement européen demande à l'Union européenne de lier le financement des processus électoraux futurs à la mise en œuvre effective des recommandations telles que définies par les missions d'observation électorale de l'Union européenne. Il y a lieu de maintenir cette exigence avec d'autant plus de fermeté que les élections de 2011 se sont déroulées de façon beaucoup moins satisfaisantes que les précédentes élections, pour dire le moins.

Cela est déplorable à plusieurs points de vue et notamment au regard de la volonté réelle des citoyens congolais de s'impliquer davantage dans la démocratisation de leur pays. Le pays régresse alors que les citoyens veulent participer à son redressement.

Si les choses devaient rester en l'état, le Congo, qui avait pourtant pris un départ prometteur dans le cadre de la transition, accuserait un retard considérable alors qu'il a besoin d'un élan nouveau. Nombre de pays africains ont déjà montré que la démocratisation peut fonctionner. La situation congolaise n'est donc pas une fatalité africaine, mais bel et bien un refus ou une incapacité de faire valoir les atouts réels dont dispose aussi ce pays.

  Isabelle Durant, au nom du groupe Verts/ALE. – Monsieur le Président, c'est une évidence, Madame Ashton, le 28 novembre, le pouvoir congolais a été mal élu.

Par rapport à ce que vous venez de dire, je vous fais trois propositions concrètes pour notre engagement à long terme.

La première concerne la fameuse affaire de l'assassinat de M. Chebeya, le défenseur des droits de l'homme. Je pense qu'un appel est absolument nécessaire dans ce procès. Je pense qu'on doit faire la clarté sur les responsabilités éventuelles des forces de l'ordre et que la diffusion du film de Thierry Michel sur cette question est un gage qui pourra contribuer à rendre cette clarification possible.

Deuxième chose, Madame Ashton, la liberté de la presse. De nombreuses intimidations et arrestations de journalistes ont eu lieu depuis le 28 novembre. Cela doit être relevé et dit, c'est très important.

La dernière chose – vous en avez parlé – c'est l'insécurité à l'est. Ce qui se passe est très inquiétant. La violence se poursuit, la mutinerie, dont vous avez parlé, impliquant M. Ntanganda est extrêmement inquiétante et a aggravé encore la situation. Il se dit d'ailleurs que des ressortissants rwandais avec des armes lourdes opéreraient dans cette région.

Dans ce contexte, je vais un peu plus loin que vous: je pense que, non seulement, il faut dire les choses mais il faut interroger aussi les autorités rwandaises. Oui ou non, y a-t-il implication passive ou active du Rwanda dans la présence de ressortissants avec des armes lourdes alors qu'il y a embargo sur ces armes au Congo? Je pense que nous devons, là aussi, agir non seulement pour souhaiter la paix dans cette région mais, surtout, pour vérifier quelle est ou non l'implication éventuelle d'autorités rwandaises. Nous ne pouvons pas rester sans rien dire à ce sujet.

Voilà trois choses que je vous propose de mettre en œuvre assez rapidement, indépendamment – je le souhaite comme vous – de notre engagement à long terme pour les populations congolaises qui attendaient tant de ces élections et qui sont, aujourd'hui, tellement déçues et en si grande difficulté.

  Charles Tannock, on behalf of the ECR Group. – Mr President, the elections in the DRC last year did return President Kabila back to power. However, the elections themselves lacked the unequivocal legitimisation of being certified as free and fair, due to incomplete monitoring of the ballot, and there were widespread reports of voter coercion and other irregularities that, as of yet, remain unresolved.

I applaud the significant contributions the EU and my own country, the UK, made towards monitoring this exercise in democracy, mindful of the vast size and strategic importance of the DRC. Election observation missions are one area in which the EU can bring real value-added to global democracy. I have participated in them myself in the past.

Kabila should now concentrate on ensuring that his administration is fully transparent and works towards recognised international standards of good governance, fighting widespread corruption, promoting transparency in the extractive industries, upholding the rule of law, protecting human rights for all DRC citizens and, in particular, as mentioned, investigating recurrent stories of atrocities in eastern Congo and bringing those in the irregular militias and armed groups to justice.

  Bastiaan Belder, namens de EFD-Fractie. – Voorzitter, oplaaiend geweld en massale vlucht van de burgerbevolking in Oost-Congo kleurden vorige week de beeldvorming in Europese media. Daarin figureerde krijgsheer Bosco, sinds 2006 gedaagd voor het Internationaal Strafhof, met zijn nieuwe militie M23 prominent.

Toch is dit gelukkig, Voorzitter, maar één kant van de Congolese medaille, zo bleek mij gisteren tijdens een uitvoerig telefoongesprek met de Nederlandse hulporganisatie ZOA ter plaatse. Want zij put juist hoop uit drie voornemens van de nieuwe Congolese regering en deze intenties reiken van effectieve legerhervorming, één commando, strikte staatscontrole op 's lands minerale rijkdommen tot diplomatieke initiatieven richting buurlanden Rwanda en Uganda. De recente succesvolle opmars van een meer gedisciplineerde Congolese strijdmacht in het oosten voedt deze hoop op een beter perspectief.

Deelt de hoge vertegenwoordiger deze hoop op een pacificatie van oostelijk Congo ook? En hoe denkt de Europese Unie bij te kunnen dragen aan dit ongetwijfeld complexe proces?

  Marie-Christine Vergiat, au nom du groupe GUE/NGL. – Monsieur le Président, les dernières élections ont effectivement eu lieu dans un contexte dramatique, indigne d'une démocratie, même naissante, Madame la Haute représentante.

Mme Nedelcheva a rendu compte de la mission électorale de l'Union européenne. Je partage largement son analyse et, surtout, son hommage au peuple congolais. Des élections provinciales et locales devraient avoir lieu prochainement et l'on doit s'interroger sur l'aide de l'Union européenne à ce processus. Si aucune leçon n'est tirée des dérives du régime, l'Union européenne ne peut continuer à les cautionner.

Un mot, pour terminer, sur le symbole qu'est devenu M. Floribert Chebeya. Non seulement son assassin court toujours, mais il officie dans les forces armées congolaises. Sa famille ne peut faire appel. La démocratie, c'est aussi la justice, la lutte contre l'impunité.

  Gay Mitchell (PPE). - Mr President, if we cannot see elections re-run in the Congo, let us at least strive for better governance. The connection between natural resource dependence, armed conflict and weak governance is all too evident in sub-Saharan Africa and what has been occurring in the post-election environment in the Democratic Republic of Congo is a prime example. The trade patterns in favour of hard commodities, due to the growing demand of China and India, set significant challenges for governance and peace-building for both state and non-state actors alike.

However, natural resources do not have to be a curse. When European settlers arrived in North America this curse was avoided. These settlers found a resource-rich continent, good soil, timber, vast reserves of gold, silver, coal and oil, and subsequently, over two centuries, America grew to become a prosperous region and a world leader.

Africa can be the America of the 21st century. It has 60% of the world’s undeveloped arable land, reserves of coal, oil and minerals as well as large amounts of renewable energy resources. For this reason, and in the interests of good governance, new legislation requiring extractive companies to publish payments to governments on a project-by-project basis is welcome. It is a first step in the right direction. Four hundred million of the world’s poorest people live in sub-Saharan Africa. Effective management of their natural resources and investment in health and education must go hand in hand with strengthened democratic structures and good governance.

If we succeed in changing what has caused the resource curse, then Africans should be able to use these resources – their resources – to build stable, democratic societies. The DRC can be turned around. Good governance will be central to this. That is why good governance must remain a key objective of EU policy.

  Véronique De Keyser (S&D). - Monsieur le président, l'affaire Chebeya a secoué la communauté internationale tout autant que celle des défenseurs des droits de l'homme en République démocratique du Congo. Elle est devenue, en quelque sorte, le baromètre de la santé démocratique du pays.

Or, où en est-on après le procès très médiatisé de 2011? Comme l'a dit Mme Vergiat, les assassins ont un nom, un visage mais certains courent toujours en toute impunité. Le général Numbi n'a jamais été poursuivi. Le corps de Fidèle Bazana, le chauffeur de Chebeya, n'a jamais été retrouvé.

L'appel en justice de la veuve Chebeya a bel et bien été interjeté mais, au bout d'un an, on vient de me dire aujourd'hui qu'une date semble avoir enfin été fixée pour l'examen de cet appel.

Le film du réalisateur Thierry Michel, consacré à l'affaire Chebeya, devait sortir en juillet à Kinshasa mais une lettre demandant l'interdiction du film a été envoyée par le ministère de la justice au président de la République, au service de la sûreté et au procureur général. Il faut saluer le courage de la Fédération humaniste internationale, du Centre Carter à Kinshasa, du Centre Wallonie-Bruxelles et des nombreuses paroisses et églises qui ont décidé de braver les interdits et d'organiser des projections privés. J'y assisterai moi-même au début du mois de juillet.

Les élections congolaises – on l'a dit – ont été entachées d'irrégularités. Il appartient maintenant aux autorités congolaises de nous prouver qu'en dépit de ces irrégularités, le projet d'une République du Congo qui soit vraiment démocratique tient toujours. L'affaire Chebeya nous montre le chemin qui reste à parcourir.

  Jacek Włosowicz (EFD). - Panie Przewodniczący! Zawsze uważałem, zwłaszcza po doświadczeniach mojego kraju, Polski, że należy pomagać innym w budowaniu demokratycznego społeczeństwa. Wiem, że wymaga to uporu w dążeniu do celu i ciężkiej, w tym i politycznej, pracy. Zarówno przywódcy polityczni i szefowie rządów, organizacje polityczne, jak i odpowiedzialni ludzie wspólnie – ale to podkreślam po raz drugi, wspólnie – muszą budować przyszłość w celu zagwarantowania podstawowych praw człowieka, praw obywatelskich, politycznych, społecznych, ekonomicznych, a przede wszystkim ochrony każdego obywatela. Uczestniczyłem też w kilku misjach obserwacyjnych, w wyborach w krajach na drodze do demokracji, ale to, co przeczytałem o obecnej sytuacji w Kongu, naprawdę mną wstrząsnęło. Mamy XXI wiek, a czytając raport Amnesty International „If you resist, we'll shoot you” mam wrażenie, że zatrzymaliśmy się pod wieloma względami w XIX wieku.

Demokratyczne wybory są konieczne, ale to nie wystarczy. Trzeba stworzyć również warunki dla procesu demokratyzacji i edukacji, który jest procesem o wiele szerszym i długofalowym niż organizacja samych wyborów. Ale tylko wtedy i tylko w taki sposób będzie można mieć nadzieję – ja ją jeszcze mam – że sytuacja ludności Konga, zwłaszcza cywilów i kobiet, ulegnie znacznej poprawie.

  Filip Kaczmarek (PPE). - Panie Przewodniczący! Bardzo się cieszę, że wracamy do kwestii ubiegłorocznych wyborów w Demokratycznej Republice Konga. Obserwowanie wyborów jest bardzo ważne, ale nasza rola nie powinna się ograniczać do opracowania końcowego raportu odsłaniającego wybory. Równie ważne jest to, czy mechanizmy demokracji funkcjonują rzeczywiście.

Dziękuję posłance Marii Nedelchevej za zaangażowanie w sprawie DRK zarówno w czasie wyborów, jak i po wyborach. Nie ulega wątpliwości, że przed władzami i mieszkańcami Konga stoi szereg zadań do wykonania. W rezultacie zwracamy się do władz Konga o jak najszybszą ratyfikację afrykańskiej karty na rzecz demokracji, wyborów i dobrych rządów. Domagamy się też uwzględnienia wszystkich zaleceń sformułowanych w sprawozdaniu końcowym europejskiej misji obserwacyjnej. Wzywamy Komisję Europejską do dopilnowania, aby zalecenia te mogły przyczyniać się do dialogu wszystkich części składowych kongijskiego społeczeństwa. Zwracamy się też do kongijskich władz o zagwarantowanie wolności zgromadzeń, wolności słowa, wolności opinii oraz prawa do bezpieczeństwa i integralności fizycznej wszystkich obywateli Konga. Bez tego żadne wybory nie poprawią sytuacji w tym kraju.

  Marita Ulvskog (S&D). - Herr talman! Jag vill först tacka Catherine Ashton för bra och konkreta svar. I slutrapporten så konstateras dock av EU:s valövervakare att valprocessen i Kongo gick över styr. Den var fylld av övertramp, fusk, bedrägerier och våld – och då beskriver Catherine Ashton det som att genomförandet inte var perfekt. Detta tycker jag är minst sagt en underdrift.

Kommer vi verkligen vidare med så diplomatiska beskrivningar? Måste vi inte bl.a. inför kommande regionala och lokala val i Demokratiska republiken Kongo vara betydligt tuffare? Situationen är ju mycket allvarlig: det är strider, det är massmord, det är sexuellt våld mot otaliga kvinnor, det är bortrövanden och det är förföljelse av den politiska oppositionen, journalister och människorättsaktivister – och det är sällan någon som ställs inför rätta.

Kongo har ett eget ansvar, men EU har också ett ansvar för situationen i Kongo och dess närområde. Vi måste bli mycket tydligare och mycket tuffare inte bara långsiktigt, utan redan i dag.

  Michael Gahler (PPE). - Herr Präsident! Wir sind ja sehr breit aufgestellt bei unseren Aktivitäten im Kongo. Die Hohe Vertreterin hat unsere beiden Security sector reform-Missionen erwähnt, EUSEC und EUPOL. Mit solchen Maßnahmen können wir viel erreichen, wenn der politische Wille der Regierung vorhanden ist. Dieses Angebot muss aus meiner Sicht fortgesetzt werden.

Schwerpunktmäßig möchte ich mich aber auch hier mit den Wahlen und dem nachfolgenden Agieren auseinandersetzen und mich noch einmal herzlich bei Mariya Nedelcheva für ihren Bericht bedanken. Sie musste mutiger sein als ich zum Beispiel in Tunesien, das alles so deutlich auszusprechen, was dort beobachtet worden ist. Dort gab es einen starken Mann, der gern Präsident bleiben wollte, und es gab auch durchaus Kreise, die ein Interesse hatten, dass das so bleibt.

Wenn wir die Fakten, die wir zusammengetragen haben, und die Empfehlungen, die darauf beruhen, annehmen, um das nächste Mal etwas besser zu machen und es als unsere Hausaufgabe annehmen – auch als EU-Delegation vor Ort –, das abzuarbeiten, dann haben wir schon genug zu tun. Und ich würde uns wünschen, dass unsere Delegation aus Kinshasa, aber auch in anderen Ländern, regelmäßig über den Stand der Umsetzung der Empfehlungen berichtet und dann aber auch Vorschläge macht, was wir von hier aus tun können, um unsere Partner im Kongo dazu zu bringen, auch tatsächlich das zu tun. Das wäre eine Aufforderung, die nicht nur für den Kongo, sondern für alle Länder gilt, in denen wir eine Wahlbeobachtung durchgeführt haben.

  Peter Šťastný (PPE) - Najskôr by som sa rád pripojil ku gratuláciám pre spravodajkyňu Máriu Nedelchevovú. Plne s jej správou súhlasím a chcem veriť, že všetky odporúčania tejto správy budú promptne a kompletne implementované. Samozrejme, ešte pred uskutočnením provinčných a miestnych volieb, ktoré sa z rôznych dôvodov odkladajú ešte z pôvodného dátumu marca 2012. Na jeseň som predsedal konferencii v Európskom parlamente o voľbách v Kongu. Už tam bolo cítiť obrovský záujem a nádej pre decembrové voľby zo strany občanov i organizácií z Konga i zo zahraničia. Vysoká volebná účasť potvrdila tento záujem. Ľudia si želajú väčšiu stabilitu, bezpečnosť a prosperitu krajiny prostredníctvom silnejšej demokracie a transparentnosti. EÚ a región veľkých jazier tu zohrávajú veľmi dôležitú úlohu. Práve oni môžu prispieť ku kompletnej a k rýchlejšej implementácii všetkých odporúčaní cez svoj významný vplyv na úrady a zodpovedných lídrov Konga. Keďže voľby v decembri 2011 boli medzinárodnými pozorovateľmi označené za nedôveryhodné a netransparentné, za prvý nutný krok považujem ratifikáciu africkej charty demokracie, volieb a riadenia.

  Michèle Striffler (PPE). - Monsieur le Président, Madame la Commissaire, le processus électoral en RDC, on l'a dit, a été marqué par un manque de transparence et de crédibilité provoqué par de nombreuses irrégularités et fraudes. Plus grave encore, la RDC est confrontée à un véritable drame humain. La situation sécuritaire et humanitaire ne cesse de s'aggraver. Il faut savoir que plus de 2 millions de personnes sont déplacées, 4,5 millions de personnes vivent dans des conditions d'extrême vulnérabilité et plus d'un million d'enfants souffrent de malnutrition dans un pays pourtant si riche en ressources.

Selon le coordinateur humanitaire des Nations unies, les acteurs sur le terrain manquent cruellement de ressources financières. Le PAM a réduit ses rations et le Haut Commissariat pour les réfugiés a dû fermer certains de ses bureaux.

Oui, l'Union européenne doit soutenir les efforts des autorités congolaises, des organisations régionales et des acteurs humanitaires et du développement. Oui, la communauté internationale doit maintenir un niveau élevé d'engagement pour promouvoir la paix, la sécurité, la démocratie et la bonne gouvernance, qui sont les conditions préalables au développement, mais à long terme également pour la RDC.

Mais, enfin, l'aide de l'Union européenne, pour être complète et efficace, doit venir en appui d'une stratégie et d'une volonté politique des autorités congolaises.

  Cristian Dan Preda (PPE). - Monsieur le Président, tout d'abord je voudrais féliciter ma collègue Nedelcheva pour son rapport et pour son engagement dans la problématique de la RDC.

Ce débat, c'est l'occasion de réfléchir sur un problème extrêmement intéressant: le lien entre élections et démocratie en terre africaine. Effectivement, il existe des cas assez différents. D'un côté, en tout premier lieu, il y a des pays où le processus électoral se déroule. Le plus récent exemple, c'est le Sénégal où, en dépit de certaines émotions avant les élections, tout s'est bien passé et une certaine stabilité démocratique s'affirme. D'un autre côté, il y a des cas, comme le plus récent au Mali, où les militaires prennent le contrôle et un processus électoral est effectivement bloqué.

Entre ces deux limites, il y a les cas les plus compliqués, notamment la RDC – c'est aussi le cas de la Guinée –, où des processus électoraux sont organisés et puis, d'un coup, il y a des reports, des violences postélectorales, un cheminement beaucoup plus difficile et, en quelque sorte, imprévisible de la démocratie.

Que pouvons-nous faire? Je crois qu'il est de notre responsabilité d'appuyer, d'un côté, la surveillance des processus électoraux, avec nos missions. De l'autre côté, comme ma collègue Striffler vient de le mentionner, il faut bien sûr lier appui électoral et appui au développement.

  Joachim Zeller (PPE). - Herr Präsident, Hohe Vertreterin! Ich war ebenfalls Mitglied der Wahlbeobachterkommission des Europäischen Parlaments in der Demokratischen Republik Kongo und konnte feststellen, mit wie vielen Hoffnungen und Erwartungen an eine bessere Zukunft die Menschen an den Wahllokalen anstanden und warteten, um ihre Stimme abzugeben. Wir wissen heute, dass sich diese Erwartungen nicht erfüllten. Obwohl sich der Kongo demokratisch nennt, waren diese Wahlen nicht fair und auch nicht demokratisch. Wir müssen das offensiv ansprechen, wie das Kollegin Nedelcheva in ihrem Bericht auch gemacht hat.

Der vorherige Präsident, Joseph Kabila, hat sich zum Wahlsieger ernannt, die Opposition wird unterdrückt. Im Osten des Landes sind die gewaltsamen Auseinandersetzungen zwischen Regierungstruppen und so genannten Rebellen wieder aufgeflammt, und ob dritte Staaten wie Ruanda dabei mitmischen, ist ungeklärt. Leidtragende ist in jedem Fall die Zivilbevölkerung, die nunmehr seit Jahrzehnten nicht in Ruhe und Frieden leben kann. Die Reichtümer des Landes werden in einem Sumpf von Korruption verschleudert, der Kongo bleibt in allen Bewertungen auf internationaler Ebene auf einem der letzten Plätze.

Die internationale Staatengemeinschaft – und hier besonders auch die Europäische Union – muss mit ihren Möglichkeiten den Druck auf den Präsidenten der Republik Kongo erhöhen, damit er wirkliche Demokratie in seinem Land zulässt – bei den nächsten Regionalwahlen hat er Gelegenheit dazu –, und damit die kongolesische Armee nicht auch noch die Zivilbevölkerung drangsaliert, sondern international gesuchte Verbrecher gegen die Menschlichkeit wie Bosco Ntaganda endlich ergriffen und einem Gericht zugeführt werden.

International sollten alle Staaten sich endlich verpflichten, keine weiteren Waffen mehr an den Kongo zu liefern. Ohne Druck von außen werden das menschliche Leid und die Armut in diesem Land nicht enden.

  Eija-Riitta Korhola (PPE). - Arvoisa puhemies, viime syksyn presidentin- ja parlamenttivaalit Kongon demokraattisessa tasavallassa osoittivat vaalitarkkailun tärkeyden kolmansissa maissa.

Valitettavasti tarkkailu ei kuitenkaan pystynyt estämään vaalien huolestuttavaa kulkua. EU-tarkkailijat löysivät ongelmia jopa 79 prosentissa äänestyspisteistä, joissa he kävivät. Lisäksi väkivaltaisia yhteenottoja tapahtui ympäri maan. Tilanne on yhä erityisen huolestuttava itäisessä Kongossa.

Kongossa on tällä hetkellä meneillään erittäin vakava vaalien jälkeinen kriisi ja sekä valtaa pitävät että oppositiojohto lietsovat väkivaltaa ja vihaa. Demokraattisesti valittu oppositio on hyvin pieni, kun taas osa oppositiota eristää itseään erittäin radikaalein strategioin. Kongossa ei ole legitiimiä hallitusta eikä maan politiikka ole päässyt raiteilleen vaalien epäselvyyksien takia.

Kongon demokraattinen tasavalta on YK:n tilastoissa kehitystasoltaan listan alimpana valtiona, eikä poliittisesti epävarma ilmapiiri auta tilannetta. EU:n on nyt vietävä loppuun se työ, minkä se itse on aloittanut Kongossa jo monta vuotta sitten vaalien suojelijana.

  Andres Perello Rodriguez (S&D). - Señor Presidente, ya apoyé el informe de la señora Nedelcheva cuando la pude acompañar en la misión al Congo junto a otros parlamentarios y, efectivamente, comprobé que he visto pocos pueblos con mayor voluntad manifiesta de hacer democracia y participar en ella.

Pero, para creer en la democracia, un pueblo necesita creer también en su Estado y en su Gobierno, y eso no va a ser posible solo con apoyo electoral o ayuda exterior. Necesitan también que haya una exigencia de lucha contra la corrupción y romper la paradoja indecente que supone vivir en la miseria en uno de los países más ricos del mundo en recursos. Y hay que decir y denunciar que una parte de la violencia que viven es importada o, al menos, fomentada por aquellas multinacionales sin escrúpulos que, de Europa o de Estados de otros continentes, son capaces de participar de la corrupción sin importarles fomentar las luchas por esos recursos para ganarse el favor de aquellos que dirigen algunos territorios.

Por ello, señora Ashton, aunque no sea de su competencia absoluta, sí digo que una mayor exigencia de trazabilidad y transparencia a las multinacionales europeas y de otros continentes que operan allí sería tan útil para el desarrollo de ese pueblo como la propia ayuda que le podamos prestar a nivel electoral y a nivel técnico.

  Catherine Ashton, Vice-President of the Council/High Representative of the Union for Foreign Affairs and Security Policy. − Mr President, I would like to thank all those who have participated in this debate. The fundamental problem in the DRC, as many honourable Members have identified, is governance and, of course, we cannot ignore what happened in the last elections. So we have to build what I would describe as a more contractual relationship with the new government in Kinshasa. That means also that we need stronger political dialogue which will be necessary to guide that cooperation.

We also need to keep the humanitarian and security situation in Eastern Congo very clearly in mind and to continue to support the dialogue between DRC and Rwanda. The declaration that was made a few days ago is a clear sign that we want to continue to play a constructive role as a regional actor in the Great Lakes. I would also remind honourable Members of the statement that I made on behalf of the EU on 7 June. What I said then was that I was very worried by information that the dynamic between Rwanda and the DRC might be endangered. It is very important that everyone continues their cooperation and makes sure that there is real transparency so that anything that has been done can be investigated.

On the possible support of Rwanda to the rebellion, we take very seriously what the United Nations reports have said about support coming from across the border, so it is important to put an end to any or all support mutinies may receive. It is also important that everyone cooperates to investigate this possibility in all aspects.

I am absolutely convinced that we have to continue to monitor the human rights situation, including gender-based violence, about which honourable Members have spoken. It has to be a priority for the European Union. That means too that we need to see regular political dialogue with the DRC authorities and also with civil society. We have got to continue to strengthen the security sector reform so we can ensure that we strengthen the capacity of the state and that means that we impact on crucial sectors. We have to end impunity, end gender-based violence, end the illegal exploitation of natural resources and support the building of governance.

I appreciate the continued support of the Parliament and pay tribute again to the electoral observation mission, but let me be clear that any future support to elections must depend on the credibility of the process, the implementation of recommendations that have been made by the mission, ownership by the government and a profound reform of the electoral system.

  Andreas Mölzer (NI), schriftlich. Die Vorwürfe, Ruanda versorge die Rebellen in Kongo-Kinshasa mit ausgebildeten Kämpfern und Waffenmaterial, lassen die Kriegssituation im Ostkongo immer unübersichtlicher werden. Zudem wurden auch Vorwürfe laut, Kongos Präsident Kabila habe um Militärhilfe in Angola und Simbabwe nachgesucht. Sollte sich dies als wahr herausstellen, könnte nur allzu leicht aus dem Konflikt im Ostkongo ein regionaler Krieg werden. Generell scheinen alle Seiten wieder in das alte Freund-Feind-Schema aus der Zeit der Kongokriege zurückzufallen. Vor allem die leichte Verfügbarkeit von Waffen – immerhin wurden die Waffenembargos immer wieder gebrochen – facht die Konflikte stets aufs Neue an. Dass Schlimme ist, dass im Kongo Krieg geführt wird, um an Rohstoffe zu kommen und Rohstoffe ausgebeutet werden, um an sich für Krieg zu bewaffnen. Und die Erfahrungen der Vergangenheit haben gezeigt, dass die UNO Blauhelme derzeit nicht in der Lage sind, für einen ausreichenden Schutz der Bevölkerung zu sorgen. Es ist wichtig, dass die EU weiterhin versucht als Vermittler aufzutreten, andererseits aber auch den jüngst laut gewordenen Vorwürfen nachgeht. Es muss endlich gelingen, für eine Einhaltung der Waffenembargos und den Schutz der Zivilbevölkerung zu sorgen.
