  Der Präsident. − Als nächster Punkt folgt die Aussprache über sieben(1) Entschließungsanträge zur Lage ethnischer Minderheiten im Iran (2012/2682(RSP)).

  Jaroslav Paška, autor Iránska politická reprezentácia má dlhodobo problémy s rešpektovaním medzinárodne uznávaných ľudských práv. Aj etnické menšiny doplácajú na štátom vykonávanú politiku radikálneho islamu v tejto krajine. Náš apel na iránske orgány, aby rešpektovali právo etnických menšín používať svoj vlastný jazyk pri komunikácii v súkromí aj na verejnosti a aby umožnili menšinám slobodu náboženského vyznania a zastavili diskrimináciu, prenasledovanie menšín, ako aj uplatňovanie trestu smrti pre konvertitov z islamu, je veľmi dôležitý. Je dôležitý preto, že aj keď arogantná iránska administratíva dnes neurobí žiadne zmeny, vie, že Európa sa na ňu pozerá a pozerá sa na ňu celý svet, a bude vedieť, že v budúcnosti ponesie zodpovednosť za svoju arogantnú menšinovú politiku.

  Rui Tavares, Autor. − Senhor Presidente, o assunto deste debate é de facto preocupante, a situação das minorias no Irão, é grave e, pior ainda, deteriora-se e, evidentemente, acompanha uma situação política no país que já é muito complicada mesmo em relação à maioria, digamos, persa iraniana, que se vê violada nos seus direitos e espoliada deles, como no caso das eleições em que nós vimos que os resultados foram adulterados.

Para as minorias étnicas, infelizmente é muito pior, os levantamentos que tem havido de minorias étnicas têm resultado em prisões em larga escala, os presos de minorias étnicas são tratadas de forma pior do que os presos da maioria da população iraniana, o sistema de justiça é completamente distorcido para desvantagem das minorias étnicas, as mulheres das minorias étnicas são ainda mais maltratadas do que já são as mulheres em geral no Irão e também as escolas nas áreas de minorias étnicas têm uma qualidade muito pior do que as escolas em geral no Irão.

Portanto, é um quadro que é, todo ele, muitíssimo preocupante. A isto acrescenta-se evidentemente a continuação e até o incremento da utilização da pena de morte no Irão, por exemplo, perseguindo gente por crimes de orientação sexual e executando, inclusive, jovens.

Daqui apelamos ao Governo iraniano para evidentemente pôr fim a estas práticas e mudar o tratamento que dá às minorias étnicas, mas fazemo-lo, eu vou ser sincero, com muito pouca esperança que o Governo iraniano nos oiça. O que é importante também é que o Governo iraniano pense no que está a fazer e pense nos ventos de tempestade que está semeando com estas práticas, está a dividir o tecido étnico, social, cultural do Irão, está a semear as sementes da sua própria desgraça no futuro, quando no Irão o povo se levantar. E só esperemos que, nessa altura, as várias minorias étnicas, com a maioria iraniana, consigam, unidas, vir um dia a fazer cair este governo.

  Véronique De Keyser, auteure. − Monsieur le Président, la population iranienne est composée pour moitié seulement de Perses. L'autre moitié, ce sont des ethnies différentes.

Le comité contre la discrimination raciale des Nations unies a déjà pointé, en août 2010, les phénomènes d'exclusion de ces minorités et elles sont nombreuses. Je vous les cite tout de même: il y a les Arabes, les Azéris, les Turcs, les Baloutches, les Kurdes et les Turkmènes, principalement. Notre résolution traite essentiellement d'un petit groupe d'Ahwazis arabes. C'est donc une toute petite partie du vaste problème des minorités ethniques en Iran.

Le groupe dont il s'agit s'appelle "Jeunesse du 15 avril". Il date de 2005. Il fait chaque année, au mois d'avril, des manifestations. En 2011, ces manifestations, semble-t-il, avaient fait 15 morts et des blessés. Cela avait été rapporté sur Facebook et sur Twitter. Cette année-ci, il y a encore eu un mort et des blessés et ceux dont on parle dans la résolution, ce sont 6 Ahwazis principalement, qui sont emprisonnés.

Je dis: "qui sont emprisonnés et qui devraient être jugés". Les informations sont très difficiles à collecter sur ces cas-là parce que cela circule sur les réseaux sociaux mais, malgré tout, je pense que dans le point 3, le fait de les nommer et de dire qu'ils doivent avoir un jugement équitable est quelque chose de très important.

  Marietje Schaake, author. − Mr President, it is safe to say that all Iranians are repressed and live in a culture of state-inflicted violence every day. This sad reality of the Islamic Republic must not be overshadowed by the negotiations on the nuclear issue, a new round of which starts early next week. In fact, for those who believe that change in Iran must and will come from the Iranian people themselves, human rights are a strategic issue and can never be traded in a zero-sum game in relation to the nuclear programme.

This House highlights the situation of ethnic minorities specifically today. Minorities in Iran continue to be discriminated against and harassed. Peaceful demonstrators are imprisoned after trials which do not meet any international standards, and the treatment of prisoners in Iran is well known across the world for its harshness. Torture, rape and executions are common practices, which we continue to condemn on the basis of our belief in the universality of human rights. More importantly, however, we urge the Iranian authorities to stick to their own commitments, as stated in their constitution.

Non-Persian women face double discrimination, as members of marginalised communities and as women in Iran facing laws which specifically limit their rights. We urge the Iranian authorities to free all activists who are currently imprisoned for their peaceful advocacy of minority rights and to respect the right of ethnic minorities to use their languages, in private or public, and in particular to guarantee education in these languages in accordance with the constitution of the Islamic Republic of Iran.

  Eija-Riitta Korhola, laatija. − Arvoisa puhemies, nyt on kulunut kaksi vuotta siitä, kun iranilainen ala-asteen opettaja Farzad Kamangar murhattiin siksi, että hän oli kurdi. Muutama kuukausi sitten bahai-vähemmistöön kuuluva Riaz Sobhani tuomittiin neljäksi vuodeksi vankeuteen, sillä hän oli antanut rahallista tukea Iranin bahai-yliopistolle.

Kristinuskoon kääntyneet Maryam Rostampour ja Marzieh Amirizadeh pidätettiin vuonna 2009. Heitä syytettiin uskontonsa jättämisestä eli apostasiasta sekä väärän uskon levittämisestä.

Vaikka Iranin lainsäädäntö ei sisällä apostasian rikosnimikettä, voivat tuomarit tulkita islamilaista lainsäädäntöä melko vapaasti. Tämä on johtanut jopa kuolemantuomioihin. Iranin viranomaiset sanovat usein, että maassa vähemmistöillä on täydet oikeudet. Tosiasiassa Iranissa on kolme tunnustettua vähemmistöä, juutalaiset, kristityt ja zarathustralaiset, mutta esimerkiksi arabeja, kurdeja, muslimivähemmistöjä, azereita, balucheja, suufeja ja niin edelleen ei ole mainittu. Kolmella tunnustetulla vähemmistöllä on viisi paikkaa 190-henkisessä parlamentissa ja he saavat suorittaa uskonnollisia rituaalejaan. Hallituksen on ymmärrettävä, että monikulttuurisuus on rikkaus ja sitä pitää viljellä.

  Marie-Christine Vergiat, auteure. − Monsieur le Président, il y a quelques jours, les Kurdes d'Iran commémoraient le deuxième anniversaire de la mort du jeune Farzad Kamanga, jeune instituteur de 31 ans, pendu après quatre ans d'emprisonnement et de tortures. Son crime: être un ennemi de Dieu.

Il y a quelques jours avait aussi lieu le procès de six arabes ahwazis. Véronique De Keyser en a parlé. Ils étaient eux accusés d'inimitié à l'égard de Dieu. Leur crime: défendre les droits de la minorité à laquelle ils appartiennent et commémorer les meurtres qui avaient eu lieu contre cette minorité lors de manifestations antérieures.

Il en va de même pour toutes les minorités dans ce pays: Bahaïs, Azéris, Baloutches et tous les autres.

Il ne fait pas bon appartenir à une minorité culturelle ou religieuse en Iran. Il ne fait pas bon être une femme en Iran. Il ne fait pas bon vivre en Iran, où le nombre d'exécutions capitales semble s'accélérer en touchant également un nombre de plus en plus grand de mineurs.

Alors, nous multiplions les résolutions. Dans quel but? Sans doute pour nous donner bonne conscience jusqu'à la prochaine fois. Tout le monde sait ici que les autorités iraniennes n'en ont rien à faire, passez-moi l'expression.

Il y a pourtant tant d'autres sujets dont nous aurions pu parler de façon plus utile, comme par exemple, la condamnation en Turquie à dix ans de prison de Mme Leyla Zana, pourtant prix Sakharov.

  Janusz Wojciechowski, autor. − Panie Przewodniczący! To przykre, że Iran – kraj o takiej długiej tradycji, długiej historii, pięknej kulturze, wielki, ważny kraj – jest dzisiaj rządzony przez władze, które nie respektują podstawowych praw, które stwarzają problemy społeczności międzynarodowej swoimi aspiracjami nuklearnymi, ale które przede wszystkim są opresyjne wobec własnego społeczeństwa. Prześladowania są tam liczne, dotyczą one na przykład chrześcijan, ale dotyczą również mniejszości narodowych.

Powinniśmy oczywiście na to reagować. Niewiele możemy zrobić. Władze irańskie są bardzo odporne na wszelkie głosy krytyki, ale nie powinniśmy zaprzestać tej krytyki. Powinien płynąć z Parlamentu Europejskiego jasny przekaz, że nie zgadzamy się na takie postępowanie, piętnujemy takie postępowanie. Powinniśmy również popierać działania bardzo aktywnej w Europie opozycji irańskiej, której działania widzimy również w Parlamencie Europejskim, i to jest właściwy kierunek nacisku na władze irańskie.

  Bernd Posselt, im Namen der PPE-Fraktion. – Herr Präsident! Der Iran wird oftmals monolithisch wahrgenommen als eine schiitische Einheit. Der Iran ist aber ein Vielvölkerstaat, der auch eine multireligiöse Ordnung hat. Er hat christliche Minderheiten, die relativ gut stehen, wie ein Teil der christlichen Armenier. Andere werden massiv verfolgt, wie z. B. die assyrischen oder die aramäischen Christen. Nichtschiitische Muslime haben zu leiden, Bahai haben in besonderer Weise zu leiden.

Deshalb ist es unsere Aufgabe, den Iran in seiner ganzen Vielfalt wahrzunehmen und dafür zu sorgen, dass die religiösen Minderheiten dort geschützt und unterstützt werden. Im Gegensatz zu einer Vorrednerin bin ich durchaus der Meinung, dass es sinnvoll ist, sich regelmäßig mit dem Iran zu beschäftigen. Wir haben dies immer wieder auch mit dem scheinbar monolithischen Ostblock getan. Heute haben wir ein freies Mittel- und Osteuropa. Und eines Tages wird es einen freien Iran vieler Völker und vieler Religionsgemeinschaften geben, die der alten iranischen Tradition gemäß friedlich zusammenleben und unser Partner sind.

  Kristiina Ojuland, on behalf of the ALDE Group. – Mr President, the violations of the rights of minorities in Iran come by no means as a surprise, as the devastating human rights situation in the country has been reported and debated in this Parliament a number of times.

We are calling upon the authorities to eliminate all forms of discrimination and urging them to allow freedom of association and religion, while freeing all peaceful minority activists from prison. Unfortunately, we already know that our resolution will be disregarded, just as others have been for a number of years.

Instead, I would encourage the EU to engage in dialogue and cooperation with opposition groups in Iran and abroad, and help them in their work towards overthrowing the current fundamentalist regime. The change in Iran will probably come from within the country, but we should use the opportunity of empowering democratically-minded Iranians to speed up the process.

  Marek Józef Gróbarczyk, w imieniu grupy ECR. – Panie Przewodniczący! Iran jest krajem, w którym rządzący uczynili z przemocy i łamania praw człowieka sens swojej polityki. Swoją nienawiść skierowali przede wszystkim w stronę chrześcijan, którzy od wielu lat cierpią z powodu prześladowań, niejednokrotnie ginąc za swoją wiarę. Nie łatwo być katolikiem w Iranie, bo bardzo łatwo można stracić życie. Unia Europejska, której korzenie oparte są na chrześcijaństwie, ma obowiązek bronić tych ludzi i dlatego z całą mocą należy potępić sytuację w Iranie. Prawo do wyznawania swojej religii jest jednym z podstawowych praw człowieka. Nie można pod żadnym pozorem, czy to ekonomicznym czy politycznym, tolerować tego, co dzieje się w Iranie. Wzywam więc Komisję do podjęcia wszelkich możliwych działań mających na celu ochronę chrześcijan w Iranie.

  Sergio Paolo Francesco Silvestris (PPE). - Signor Presidente, onorevoli colleghi, il sistema giudiziario della Repubblica islamica dell'Iran ha condannato 600 cittadini iraniani a un totale di 300 anni di privazione dei loro diritti sociali. Esponenti delle minoranze religiose in Iran hanno ricevuto sentenze che ammontano a un totale di 4.000 mesi da trascorrere in prigione. In Iran molti ostacoli si frappongono a chi cerca di ottenere dati in merito alle minoranze, perché questa Repubblica islamica non permette agli attivisti e ai difensori dei diritti umani di compiere il loro lavoro raccogliendo informazioni sulle violazioni dei diritti fondamentali e proibisce anche il libero fluire dell'informazione.

Ma anche tenendo conto di queste difficoltà e impedimenti si può cogliere qualche tendenza. In particolare, si può vedere che il regime sta intensificando la pressione sulle minoranze religiose, in particolare, e voglio sottolineare in particolare, su quelle cristiane – non so perché abbiamo paura a dirlo o a scriverlo nelle nostre risoluzioni –e, più in generale, su tutte le forme di religiosità che si discostano dalla versione sciita di fede islamica. Coloro che appartengono a minoranze religiose sono visti come cittadini di serie B e considerati a volte fuori legge.

  Bogusław Sonik (PPE). - Panie Przewodniczący! W Iranie od lat widzimy liczne naruszenia podstawowych praw dyskryminacji mniejszości na tle religijnym, etnicznym, społecznym, ekonomicznym. Naruszane są więc zasady paktu praw obywatelskich politycznych oraz międzynarodowej karty praw człowieka. Szczególnie niepokoją aresztowania demonstrantów wzywających do respektowania swobód obywatelskich. Ponadto Iran należy do państw najczęściej stosujących karę śmierci. Zatem życie wielu osób, które nie popełniły żadnego przestępstwa z perspektywy międzynarodowych standardów, znajduje się w stanie ciągłego zagrożenia. Trudna jest sytuacja mniejszości sunnickiej, kurdyjskiej, które są oskarżane o szpiegostwo i działanie na szkodę państwa, są szykanowane i żyją w ciągłym strachu przed aresztowaniem i straceniem. Społeczność międzynarodowa powinna bić na alarm z powodu braku poszanowania tych praw w Iranie oraz nakłaniać władze Iranu do wprowadzenia poprawek do konstytucji oraz kodeksu prawnego, aby zapewnić ochronę praw mniejszości.

Nie wiem, czy słusznie nasz Parlament już dwukrotnie odłożył wizytę naszej delegacji w Iranie. Należy chyba utrzymywać kontakt.

  Corina Creţu (S&D). - Consider şi eu că trebuie să transmitem un mesaj ferm autorităţilor iraniene cu privire la necesitatea anulării imediate a condamnării la moarte pronunţată împotriva unor membri ai minorităţii arabe ahwaz, care riscă să fie executaţi în public în orice moment. Iranul trebuie să respecte dreptul acestor oameni la un proces corect, la asistenţă juridică şi la informarea familiilor despre soarta lor.

Cred, de asemenea, că se impune o solicitare imperativă de încetare a torturii în centrele de detenţie şi anchetarea obiectivă a abuzurilor de până acum. Nu în ultimul rând, solicităm autorităţilor iraniene să renunţe la pedeapsa capitală şi la normele discriminatorii ce vizează minorităţile etnice şi religioase şi consider că o mai mare conlucrare între Uniunea Europeană şi Organizaţia Naţiunilor Unite este necesară.

  Oldřich Vlasák (ECR). - Pane předsedající, při diskuzi o právech menšin v Íránu je třeba zmínit i práva Íránců v iráckém uprchlickém táboře Ašraf 80 km od hranic s Íránem, kde přežívá více než tři tisíce lidí ve stresujících podmínkách bez řádného hygienického zázemí pod neustálým tlakem a hrozbami. Je třeba vyzvat vysokou představitelku Evropské unie a místopředsedkyni Evropské komise baronku Ashtonovou, aby se zasadila o vyřešení i této palčivé situace.

  Sidonia Elżbieta Jędrzejewska (PPE). - Panie Przewodniczący! Bardzo trudna sytuacja mniejszości w Iranie jest ściśle związana z brakiem wolności religijnej w tym kraju. Moi przedmówcy wspominali, mówili szczegółowo o przypadkach dyskryminacji i prześladowania mniejszości – mniejszości etnicznych i religijnych, szczególnie chrześcijan. Chciałabym jednak jasno podkreślić, że mnie osobiście szczególnym bólem napełniają doniesienia o stosowaniu kary śmierci wobec osób, które zmieniły wyznanie. Takie egzekucje są zasadniczym i brutalnym pogwałceniem prawa do wolności wyznania. Takie egzekucje nie powinny mieć miejsca.

  Peter Skinner (S&D). - Mr President, Véronique de Keyser was right when she said that Iran is not a mono-cultural society although it is obviously an Islamic Republic. I can say though that, as all the other speakers have said, it is very dangerous to be a member of an ethnic minority or a religious minority in Iran. I can support this motion, therefore, which promotes the universality of human rights in Iran and across all the ethnic minorities and religious groups.

The number of groups, as speakers have said, are many – those that we know of that can be easily identified by size or religious identity. However, converts from certain religions to other religions also face, potentially, a very uncertain future and may be bigger than some of the ethnic minorities that we know about in Iran. So, like others in the room, I would like to see the broadest capture of ethnic minorities so that the communities like the Assyrian Christians and others can be added and included in our statement.

  John Dalli, Member of the Commission. − Mr President, as has been said, Iran is a mosaic of ethnicities, with ethnic minorities accounting for up to at least 40 % of the country’s population. The main ethno-linguistic minority groups are Azeris, Kurds, Balochs, Arabs, Turkmens, Pashtuns, Armenians, Georgians, Assyrians and Jews. They are largely located in the periphery and far from the power base, Tehran.

Despite constitutional guarantees of equality, persons belonging to minorities are subject to an array of discriminatory laws and practices. These include land and property confiscations, denial of state and para-statal employment, and restrictions on social, cultural, linguistic and religious freedoms resulting in human rights violations. Common practices include imprisonment for conscience, unfair trial of political prisoners, corporal punishment and use of the death penalty, as well as systematic restrictions on movement and denial of certain civil rights.

Very often, ethnic minorities in Iran do not get a fair share of the benefits of natural resources present in their region, for example the water of the Lake Urmia basin in the Azerbaijan provinces, or oil revenue in the Arab-populated province of Ahwaz.

The EU has raised these concerns at the level of the United Nations and they are included in the General Assembly Resolution on Human Rights in Iran, adopted on 20 November 2011. The United Nations Committee on the Elimination of Racial Discrimination has also underlined discriminatory practices in that country.

The EU does not take a selective approach to this question. The EU acts on the basis of its principled position and it has a keen interest in the preservation and protection of the rights of persons belonging to minorities across the world. Iran remains a case of grave concern. As in other countries, we are constantly monitoring all examples of repression and discrimination based on sex, thought, conscience, religious belief or ethnic identity. In recent Council conclusions, the EU has deplored the widespread repression of Iranian citizens, including persons belonging to ethnic and religious minorities.

We have used, and are using, all the available tools to raise awareness and call on Iran to respect principles of equal treatment and non-discrimination. This is no different from the way we act in other cases. The Vice-President/High Representative personally, and the EU, have issued statements and declarations on ethnic and religious intolerance in Iran and have undertaken démarches on individual cases. For example, in June 2011, the EU carried out a démarche in Tehran on the death sentence on four Iranians of Kurdish origin.The EU is deeply concerned at the discrimination and massive oppression of the rights of religious minorities. Vice-President/High Representative Ashton has issued a large number of statements on the precarious situation of the Baha’i minority.

While the EU remains open to discussing human rights issues with Iran, including the status of persons belonging to minorities, it has decided on targeted restrictive measures against individuals deemed to bear direct or indirect responsibility for repression. Some 78 individuals are now on the EU human rights sanctions list for violations in Iran.
