  Charles Tannock, author. − Mr President, the forced abortion scandal in China is truly shocking. Feng Jianmei was subject to arbitrary arrest and detention by local officials in Zengjia and, after allegedly being assaulted, was subject to a horrific forced abortion in the seventh month of pregnancy. I condemn, as does my group, this barbaric act and welcome the resulting widespread public outcry within China, which was somewhat unusual.

Regrettably, sex selective abortions and even female infanticide persist in China, despite campaigns and incentives aimed at preventing and prohibiting these horrendous practices. This has led to an increasing gender imbalance with 118 newborn males for every 100 females, according to the latest census figures.

The Commission must ensure that the EU budget does not fund any organisation or entity directly or indirectly involved in coercive family planning policies. The High Representative must, as a priority, place forced abortion and forced sterilisation at the top of the agenda of the next EU-China human rights dialogue.

  Alojz Peterle, Avtor. − Ta resolucija ima podlago v temeljni vrednoti Evropske zveze, ki jo izraža prvi člen Listine o temeljnih pravicah. Ta pravi, da je človekovo dostojanstvo nedotakljivo.

Primer splava na Kitajskem, v katerega je bila prisiljena dvaindvajsetletna ženska v sedmem mesecu nosečnosti, je dejstvo, ki zahteva našo pozornost in jasen odnos. Izvajanje prisilnih splavov na Kitajskem obsojamo kot grobo kršenje človekovih pravic.

Kitajsko pozivamo k reviziji politike enega otroka, Evropsko zvezo pa k vključitvi vprašanja prisilnih splavov v dialog o človekovih pravicah v odnosih s Kitajsko.

Evropski davkoplačevalci si morajo biti popolnoma na jasnem, zakaj je uporabljen njihov denar in uporabljen je lahko samo v skladu z našimi vrednotami in načeli.

  Raül Romeva i Rueda, author. − Mr President, on 2 June 2012 in Zhenping a seven-months pregnant woman called Feng Jianmei was kidnapped, forcibly taken to hospital, beaten and injected with a product which induced abortion, provoking the death of the foetus. The municipal government of Ankang conducted an investigation that concluded that the officials in Zhenping County used crude means and persuaded her to abort the foetus.

It is important to stress this was known basically thanks to an Internet campaign and this underlines the importance of freedom of expression, including online.

In this particular case, I would like to remind Members that, according to the International Conference on Population and Development Plan of Action, the aim of family planning programmes must be to enable couples and individuals to make free, responsible and informed decisions about child-bearing and to make available to them a full range of safe, effective and acceptable methods of family planning of their choice. Any form of coercion has no part to play.

This is why we first extend our condolences to the family of the victims, strongly condemn the harassment to which they are being subjected and demand public protection for them. We also condemn the decision to force Mrs Feng to have an abortion and condemn as well the practice of forced abortions and sterilisations globally, especially in the context of the one-child policy. We also consider important the ongoing debate by intellectuals and academics in China on the one-child policy.

  Marietje Schaake, author. − Mr President, last month the world was informed through the Internet that Feng Jiamei was abducted and underwent a forced abortion when seven months pregnant. Local authorities did take action, but this was by no means an isolated incident. Infanticide, which is the killing of newborn babies, as well as the massive sex-selective abortions that take place in China, are happening in the context of the one-child policy.

These sex-selective abortions have led to a deviation in expected demography by as much 40 million – I just want to repeat this – 40 million missing girls. People should be able to make their own choices about planning whether to have children or not and they should be able to do so in a safe way. Any form of coercion is wrong, first of all, and disproportionately targets women.

It is important that all women have access to reproductive health care as a fundamental right, including family planning and assisted childcare. It is time that the UN, and UN Women, started investigating what is happening in China in a systematic manner.

Lastly, let me highlight the fact that this case, which thankfully has sparked so much discussion in China and in Europe, came to our attention as a result of the Internet, which allowed this story to spread. So let us also focus on the importance of Internet freedom and fighting mass censorship, including in China.

  Marie-Christine Vergiat, auteure. − Monsieur le Président, le droit de chaque femme de disposer de son corps est un droit fondamental. Instrumentaliser ce droit à des fins politiques, voire politiciennes, n'est pas digne de ceux qui prétendent défendre l'universalisme des droits de l'homme tel qu'il est reconnu par la déclaration universelle des droits de l'homme et la convention internationale sur l'élimination de toutes les formes de discrimination à l'égard des femmes.

Certains, plus que certaines, sur ces bancs, tentent par tous les moyens de mettre ce droit en cause. Ils mènent un combat d'arrière-garde et, aujourd'hui, cherchent à instrumentaliser une séance d'urgence pour les droits de l'homme. C'est pitoyable.

Feng Jianmei a subi un avortement forcé, comme d'autres femmes en Chine, mais aussi ailleurs dans le monde. Cet acte odieux, contraire à la législation chinoise, doit être condamné, comme doivent l'être toutes les pratiques qui empêchent les femmes de décider librement d'avoir ou non un enfant. Les réseaux internet se sont emparés de ce drame et ont ouvert un large débat en Chine. Une enquête est en cours.

La Chine est un pays de plus de 1 300 millions d'habitants. Elle va être confrontée, à cause de sa politique de l'enfant unique, à un vieillissement de sa population d'une ampleur jamais vue dans le monde. Les autorités chinoises semblent désormais prêtes à revoir cette politique. Encourageons-les, par le dialogue politique, à aller dans ce sens.

  Marek Henryk Migalski (ECR), pytanie zadane przez podniesienie „niebieskiej kartki”. – Była Pani łaskawa powiedzieć, że kobieta ma prawo do swojego ciała i to jest oczywistość. Natomiast chyba nie chodzi o dziecko. Dlatego, że ja rozumiem, że kobieta ma prawo – tak jak mężczyzna – do swojej nogi czy do ręki, ale chyba nie do dziecka. Jeśli Pani uważa dziecko w ciele kobiety za część ciała kobiecego, to chciałbym się zapytać, do którego miesiąca uważa Pani, że to jest część ciała kobiecego i czy po urodzeniu to również jest część ciała kobiecego.

  Marie-Christine Vergiat, auteure, réponse "carton bleu". − Monsieur le Président, chers collègues, ce débat sur le droit à la vie du fœtus est une vieille rengaine de tous les adversaires de l'avortement.

Je suis pour le droit des femmes à disposer librement de leur corps. Je le maintiens. Cessez ces faux débats. Ayez un comportement digne au moment des séances d'urgence sur les droits de l'homme. Ce sont des problèmes sérieux qui ne méritent pas d'être instrumentalisés à des fins de politique politicienne. Il s'agit ici de la vie de femmes qui meurent en Chine, à cause de législations qui ne sont pas appliquées. Respectons-les! Quand le droit défend les femmes, faisons-le respecter, mais ne cherchez pas à introduire dans ce débat-là un autre débat qui n'a rien à voir avec le sujet.

  Bernd Posselt (PPE), Frage nach dem Verfahren der blauen Karte. – Frau Vergiat, ich verstehe Sie überhaupt nicht. Hier wird gar nichts zweckentfremdet, sondern ich möchte die Frage wiederholen: Glauben Sie, dass ein ungeborenes Kind im siebten Monat – das ist an sich in der ganzen EU Konsens – ein Lebensrecht hat oder nicht? Stellen Sie das Lebensrecht eines sieben Monate alten ungeborenen Kindes in Frage? Darum geht es konkret, denn es ist nicht die Mutter durch eine Giftspritze getötet worden, sondern das Kind.

Moi, je défends le droit des femmes de disposer de leur corps. C'est aux femmes de décider et ce n'est pas aux hommes à leur dire ce qu'elles doivent faire de leur corps.

  Sari Essayah, PPE-ryhmän puolesta. – Arvoisa puhemies, Kiinan yhden lapsen politiikka on jälleen osoittanut julmuutensa. Seitsemännellä kuulla raskaana ollut nainen pakotettiin aborttiin, koska lasta odottaneella pariskunnalla oli ennestään lapsi eikä heillä ollut varaa maksaa ylimääräisestä lapsesta määrättyä sakkoa.

Kiinan syvästi ihmisoikeuksia, ja erityisesti naisten oikeuksia, loukkaava yhden lapsen politiikka määrää, että kaupunkilaisperheissä voi olla yksi lapsi ja maalaisperheissä kaksi, jos esikoinen on tyttö. Tämä on johtanut myös selektiivisiin sukupuolen perusteella tehtäviin abortointeihin, jossa miljoonia vauvoja on abortoitu vain sen tähden, että he ovat tyttöjä. Tämä on johtanut Kiinassa ja tulee johtamaan yhä pahenevaan demokratiaongelmaan, kun yhteiskunnasta puuttuu, niin kuin täällä jäsen Schaake totesi, jo 40 miljoonaa naista.

  Joanna Senyszyn, w imieniu grupy S&D. – Panie Przewodniczący! Chińska polityka jednego dziecka – a na wsi dwojga dzieci – stanowi łamanie podstawowych praw człowieka. Jest realizowana głównie poprzez aborcję i sterylizację. Edukacja seksualna i antykoncepcja są niedostateczne. W 2011 roku tylko 12% młodych Chińczyków miało wiedzę o antykoncepcji. Co roku wykonuje się w Chinach 13 milionów aborcji tj. 35 tysięcy dziennie. Tylko złagodzenie polityki planowania rodziny, rzetelna edukacja seksualna i zwiększenie dostępności antykoncepcji może spowodować obniżenie wskaźnika aborcji w Chinach. Przymusowa aborcja musi być kategorycznie wyeliminowana, gdyż stanowi formę okrutnej i niedopuszczalnej przemocy państwa wobec kobiet. Żadne państwo nie ma prawa zmuszać ani do przerwania ciąży, ani jej donoszenia wbrew woli kobiety. Przymusowa aborcja, jak i zakaz aborcji, to forma totalitaryzmu, niedopuszczalna ingerencja państwa w prawa reprodukcyjne kobiet. W obu wypadkach konsekwencje są podobne. Kobiety tracą zdrowie, umierają bądź są okaleczone do końca życia. Niechciane dzieci są maltretowane, a nawet zabijane. Obecnie ludność Chin wzrasta głównie z tego powodu, że ludzie żyją dłużej, a nie dlatego, że mają dużo dzieci. Udzielenie zgody na większą dzietność może pomóc Chinom zmienić pogarszającą się strukturę demograficzną.

  Kristiina Ojuland, on behalf of the ALDE Group. – Mr President, the abduction of Feng Jianmei and her subjection to forced abortion was a gross violation of her human rights. In addition to the investigation of the case of Feng Jianmei, carried out by the municipal government of Ankang, the Chinese authorities should investigate the full scale of forced abortions and sterilisations across the country.

China’s one-child policy has also led to illegal and sex-selective abortions, which discredits the measures that have been taken to implement the policy. The public outrage that followed the disclosure of the fate of Feng Jianmei should be directed at reviewing and modernising the one-child policy. Family planning ought to be based on personal choice everywhere in the world. China should invest more in sex education and promote the use of contraceptives.

  Jaroslav Paška, za skupinu EFD Je neuveriteľné, do akých hrozných dôsledkov môže byť dovedená kombinácia zlého právneho predpisu so zvrhlým, bezcitným úradníkom vykonávajúcim tento predpis.

Politika jedného dieťaťa, ktorú uplatňuje Čína už desiatky rokov v takej podobe, v akej ju aplikujú čínske úrady, je v podstate administratívnym násilím na obyvateľstve krajiny.

Ak má akákoľvek vláda úmysel regulovať populáciu, nemôže na to predsa používať násilné metódy. Rozhodovanie o veľkosti rodiny, počte detí, patrí rodičom. Štát môže do ich rozhodovania vstupovať iba primeranou osvetou, informovaním o účinných a prijateľných metódach plánovaného rodičovstva či materiálnou motiváciou v prípade rozhodovania rodičov pre štátom podporované riešenie.

Prípad násilného potratu v Čen-pchingu sa podarilo zverejniť len vďaka rozšíreniu internetom. A iste nie je jedinou rodinnou tragédiou, ktorá je dôsledkom neúcty štátnej moci k obyvateľstvu Číny.

Ak je pravdou, že si už aj čínska vláda uvedomuje nemravnosť a neudržateľnosť takéhoto správania štátu a uznáva pochybenia svojich úradníkov, je našou povinnosťou apelovať na urýchlenie potrebných zmien v prístupe čínskej administratívnej moci k obyvateľom tejto krajiny.

  Franz Obermayr (NI). - Herr Präsident! Das schockierende Foto mit der Chinesin im Krankenhaus neben ihrem abgetriebenen Fötus ist um die Welt gegangen. Ich glaube nicht, dass die Geschichte irgendjemanden unberührt lässt. Die Frau war mit ihrem zweiten Baby bereits im siebten Monat schwanger, und dennoch wurde sie von den örtlichen Behörden festgenommen und zur Abtreibung gezwungen. Nachdem sie die Strafe von 40 000 Yuan oder 5021 Euro für den Verstoß gegen die Ein-Kind-Politik nicht zahlen konnte, wurde sie gefangen gehalten, und nach drei Tagen injizierten fünf Männer die Giftspritze in den Fötus.

Mir fehlen die Worte für diese unfassbar widerwärtige Unmenschlichkeit. Es handelt sich hier nicht um einen Einzelfall. Seit der Einführung der Ein-Kind-Politik im Jahr 1979 sind laut der nationalen Planungsbehörde 400 Millionen Geburten verhindert worden. Vor allem auf dem Land versuchen die lokalen Behörden, ihre Vorgaben mit illegalen Zwangsabtreibungen und Geldstrafen durchzusetzen. Ich glaube nicht – im Gegensatz zu manchen anderen Meinungen heute hier im Haus –, dass es reicht, einfach nur wieder den Menschenrechtsdialog mit China voranzutreiben. Die EU sollte, wenn sie es mit den Menschenrechten wirklich ernst meint, sämtliche Importprodukte aus China boykottieren, bis Peking diese unmenschliche Praxis in den Griff bekommt und die Ein-Kind-Politik ändert.

  Bogusław Sonik (PPE). - Trudno nie wyrazić głębokiego zaniepokojenia sytuacją przymusowych aborcji kobiet w Chinach. „Polityka jednego dziecka” jest już nie tylko regulacją mającą na celu ograniczenie wysokiego przyrostu naturalnego w Chinach, lecz przyczyną wykonywania przymusowych zabiegów aborcji oraz śmierci matek i dzieci. To niehumanitarna, nieludzka sytuacja, kiedy 23-letnia Feng Jianmei w siódmym miesiącu ciąży została poddana przymusowej aborcji. Przypadek ten jest dowodem na to, że metody wykorzystywane do egzekwowania surowych zasad planowania rodziny są godne potępienia, nawet jeśli władze w Chinach ukarały już osoby odpowiedzialne za ten okrutny czyn, nie jest to gwarancją, że taka sytuacja się nie powtórzy.

Zmuszanie do sterylizacji, wywoływanie poronień to naruszanie podstawowych praw człowieka i brak szacunku dla nowego życia. To wyraz szczególnej formy przemocy wobec kobiet i matek. Restrykcyjna polityka wzbudza coraz większe poruszenie wśród chińskiego społeczeństwa. Młode kobiety boją się o własne życie, ponieważ wiele z nich umiera po przymusowych zabiegach. Metoda egzekwowania istniejących zasad jest niedopuszczalna.

  Roberta Angelilli (PPE). - Signor Presidente, onorevoli colleghi, in Cina, la "One child policy" ha portato a un controllo delle nascite attraverso misure coercitive violente, tra cui l'aborto forzato fino all'ottavo mese e la sterilizzazione forzata. Chi concepisce un figlio al di fuori delle quote stabilite dal controllo statale viene tassato con cifre proibitive, chiunque si opponga all'interruzione della gravidanza, familiari compresi, viene punito con la prigione, e si arriva anche alla distruzione della casa.

È un'atrocità, una violazione inaccettabile dei diritti umani sottoporre forzatamente una donna a un'interruzione di gravidanza solo perché non possiede un permesso amministrativo da parte del governo. Sarebbe davvero riduttivo descrivere questo come un semplice trauma per una donna e non a caso, in Cina, secondo l'Organizzazione mondiale della sanità, le donne registrano un tasso di suicidi più alto rispetto a quello degli uomini, una gravidanza interrotta deve essere definita un vero e proprio infanticidio.

  Joanna Katarzyna Skrzydlewska (PPE). - Panie Przewodniczący! Parlament Europejski w przyjętej dziś rezolucji wyraził swój sprzeciw wobec zmuszania kobiet do aborcji i przymusowej sterylizacji w Chinach. Oficjalna polityka planowania rodziny polegająca na zezwoleniu na posiadanie tylko jednego dziecka oraz wprowadzenie aborcji dzieci płci żeńskiej to łamanie praw człowieka, naruszanie integralności ciała kobiety, które zasługują na najwyższą krytykę i interwencję polityczną. Środki przymusu, jakie są stosowane na kobietach, żeby zmusić je do aborcji, takie jak presja oraz zastraszanie, stanowią niehumanitarne narzędzie nacisku na matki, aby pozbyły się swoich dzieci.

Przypadek pani Feng Jianmei pokazuje, że dochodzi również do wymuszania aborcji na płodach, które mogłyby być zdolne do samodzielnej egzystencji poza ciałem matki. Od 90 do 95% siedmiomiesięcznych dzieci urodzonych w Europie ma szansę na przeżycie, więc to nie są już płody, ale w pełni ukształtowane istoty ludzkie. To nie może być tolerowane i wciąż uznawane za normalne postępowanie w ramach oficjalnej polityki planowania rodziny. Z naszej strony nie powinniśmy się ograniczać do słów, ale nasz dzisiejszy protest przełożyć na konkretne działania.

  Michael Gahler (PPE). - Herr Präsident! Wenn eine Ein-Kind-Politik zu Zwangsabtreibung führt, dann ist das zu verurteilen, egal, ob das offiziell angeordnet wurde oder ob die Täter nur glauben, dass ihr Handeln von den Verantwortlichen gedeckt wird. Glücklicherweise sorgt das Internet dafür, dass so etwas nicht mehr vertuscht werden kann. Positiv erscheint auch, dass die örtlichen Behörden Entschädigungen zahlen und die Beteiligten bestrafen wollen.

Leider ist dies nur ein Fall positiver Willkür, weil sich Bürger in China eben nicht auf die Geltung universeller Menschenrechte berufen und den Schutz eines Rechtsstaats beanspruchen können. Deshalb müssen wir das thematisieren, denn die Liste der Verfolgten ist lang: Schriftsteller und Journalisten, Tibetaner, die gegen Überfremdung und Repressionen demonstrieren, Falun Gong-Praktizierende, die in Laogai-Umerziehungslager gefoltert werden, und viele andere Gruppen. Und daher ist es richtig, dass wir das hier immer wieder auf die Tagesordnung setzen und auch den Dialog darüber mit China suchen.

  Anna Záborská (PPE) - Svet zostal šokovaný, keď sa dozvedel o neľudskom postupe čínskych orgánov. Nútené potraty sú porušovaním ľudských práv. Sú prejavom násilia voči ženám a matkám. A preto je dôležité nastoliť túto tému na bilaterálnych rokovaniach s Čínou.

Ale skutočným dôvodom, prečo bola mladá žena v siedmom mesiaci tehotenstva unesená z domova, bez vedomia najbližších, a donútená k potrateniu svojho dieťaťa, je politika kontroly populácie. Táto politika je zlo, ktoré žiaľ podporujú aj európski daňoví poplatníci. Aj my sme tak zodpovední za tragédie spôsobené touto politikou.

Preto žiadam, aby Európska únia prestala financovať organizácie, ktoré pod zámienkou ochrany reprodukčného zdravia, vykonávajú interrupcie v krajinách ignorujúcich základné ľudské práva.

  Peter Skinner (S&D). - Mr President, the one-child policy of China is at the centre of this problem and its implementation through forced abortions and female infanticide is the real measure of its real effects.

The enforcement of this policy should, frankly, be abandoned by the Chinese authorities. I know that we all wish that, and in fact the policy itself should be completely abandoned too. In the meantime, recognition in China of the terrible forced termination of a seven-month pregnancy because of a refusal to pay a fine, is the very least that can be expected.

The Chinese authorities should recognise by now that some social policies just do not and cannot work. Entering into the valuable commercial world of trade, as China has done, demands of course similar social standards by their governments. It is time for them to wake up to this.

  Bernd Posselt (PPE). - Herr Präsident! Die Ein-Kind-Politik in China hängt zusammen mit einem Phänomen, das große Schriftsteller des 20. Jahrhunderts, von Schlamm bis Solschenizyn als Diktatur der Lüge bezeichnet haben. Das chinesische Regime behauptet, es handele sich um eine Aktion lokaler Behörden. Darauf sollten wir nicht hereinfallen! Es handelt sich um eine systematisch seit Jahrzehnten aufgebaute Gesamtatmosphäre, die ihre Wurzeln in der Ein-Kind-Politik hat. Solange es die Ein-Kind-Politik gibt, wird es Zwangsabtreibungen, Zwangssterilisierungen und brutale Übergriffe wie den jüngsten geben.

Deshalb ist der eigentliche Punkt die Ein-Kind-Politik. Wir müssen die Entscheidungsfreiheit der Eltern durchsetzen, und das sind Mann und Frau, liebe Kollegin Vergiat, und wir müssen das Lebensrecht des ungeborenen Kindes durchsetzen. Dieses gilt übrigens auf der ganzen Welt. Das ist auch eines der universalen Menschenrechte, das Recht auf Leben, von der Zeugung bis zum natürlichen Tod. Auch wir Europäer sollten uns an die eigene Brust fassen und bei uns, wo es keinen Zwang gibt, dafür sorgen, dass Menschen nicht ungeboren im Mutterleib getötet werden. Das ist kein Missbrauch. Aber heute geht es um China: Auf der Basis der Menschenrechte sagen wir nein zur Ein-Kind-Politik.

Meine Kollegin Kiil-Nielsen hat auch beim Catch the eye reden wollen. Die haben Sie nicht drangenommen, jedoch Herrn Posselt, der schon einmal gesprochen hat. Es war eine Frage nach dem Verfahren der blauen Karte, aber dennoch. Insofern würde ich Sie ersuchen, auch meine Kollegin Kiil-Nielsen noch dranzunehmen.

Ich habe vorher in der ersten Debatte Herrn Posselt schon einmal nicht berücksichtigt wegen des Themas – er hat zweimal blue card gemacht – und habe mich entschieden, ihm jetzt das Wort zu erteilen. Er war kein eingetragener Redner, Frau Kiil-Nielsen hat als eingetragene Rednerin gesprochen. Wir vergeuden in der Tat mehr Zeit als wir jetzt einsparen. Aber der Punkt ist schon der, dass ich versuche, ein Stück weit Linie hineinzubringen, und dass ich glaube, niemanden ungerecht zu behandeln.

  Connie Hedegaard, Member of the Commission. − Mr President, the EU is aware of recent forced abortions scandals in China, including the appalling case of Mrs Feng Jianmei that many of you also have referred today.

The EU has also been alarmed by the reported cases of Mrs Pan Chunyan from Fujian province and of Mrs Cao Ruyi from Hunan province who were respectively eight and five months pregnant when they were submitted to compulsory measures to abort their children in April and in mid-June.

The EU has taken note that the Chinese authorities have condemned such practices in the case of Mrs Feng Jianmei, and have announced that an investigation has been launched and that the responsible officials would be punished.

It has also taken note that a large-scale inspection will be conducted in 19 provinces where problems in the implementation of the family planning policy have been reported.

Nevertheless, the EU is concerned by reports that Mrs Feng and her family are faced with harassment and retaliation measures due to the publicity they have given to their situation. Thus the EU will continue to monitor these cases closely.

Forced abortions, forced sterilisations and other instances of violence and coercion against women are illegal in China, but implementation of the law remains an entrenched problem on the ground.

The EU has thus raised its concern about reports of abuses in the enforcement of the family planning policy in China in the context of the last session of the EU-China Human Rights dialogue which took place in Brussels on 29 May. The EU urged the Chinese authorities to take measures on the ground to ensure that the implementation of the family planning policy conforms with Chinese laws and China’s international human rights obligations.

The EU also expressed its concern about the fact that individuals, activists and lawyers who publicly criticise such punitive enforcement tactics face repressive measures. The EU questioned the legal basis for the harassment and intimidation of the blind human rights defender Mr Chen Guangcheng, before he left for the United States, who had tried to help victims of illegal practices by local authorities in charge of family planning in Shandong province. After his release from a four-year prison sentence, Mr Chen and his family were placed under illegal house arrest and subject to violent acts by their guards.

The EU also raised the case of the Chinese human rights defender Mao Hengfeng whose fight against forced abortions is well known in Europe. We urged the Chinese authorities to take measures to avoid harassment and physical violence by the police against her. The EU will continue to follow this issue and to raise its concerns with the Chinese authorities.

  Gerard Batten (EFD), in writing. The horrors of forced abortions in China is just the latest in decades of abuse and torture of Chinese citizens by their communist Party government. We should not forget that since July 20 1999, former Chinese communist party president Jiang Zemin ordered the start of the systematic persecution of Falun Gong practitioners, which is still going on. The Amnesty International Annual Report 2012 on China published on 24th May 2012, states that the Chinese authorities continued to pursue a systematic, nationwide, often violent campaign against Falun Gong; The US State department reports on Human Rights Practices for 2011 published on 24th May 2012, where it states that overseas and domestic media and advocacy groups continued to report instances of organ harvesting, particularly from Falun Gong practitioners. All of us who care about democratic government should speak out about the last 13 years of persecution of Falun Gong practitioners in China and Democratic governments and societies everywhere should send a strong message to the Chinese government to immediately stop persecuting Falun Gong practitioners in China.

  Tadeusz Zwiefka (PPE), na piśmie. Chiny należą do grupy głównych partnerów gospodarczych UE i najszybciej rozwijających się gospodarczo państw świata. Jednocześnie znane są przypadki łamania praw człowieka w tym kraju. Uważam, że jako posłowie do Parlamentu Europejskiego, instytucji opartej o fundamencie praw podstawowych, mamy obowiązek podkreślenia naszej dezaprobaty dla czynów naruszających integralność cielesną i duchową. Przypadek z prowincji Shaanxi, którego dotyczy dzisiejsza rezolucja, pokazuje w jak brutalny, bezlitosny sposób władze chińskie realizują swoją politykę planowania rodziny. Nie muszę chyba mówić, że podjęte działania przywołują na myśl sceny z filmów czy książek, których akcja toczy się w epoce średniowiecza. Unia Europejska przyjęła na siebie rolę propagatora i obrońcy praw człowieka. W kontekście prac legislacyjnych dotyczących pogłębienia ochrony praw dzieci i kobiet, zgadzam się z tekstem rezolucji i uważam, że Komisja Europejska powinna podnieść ten temat podczas kolejnego spotkania bilateralnego z Chinami.
