  Γεώργιος Παπανικολάου (PPE). - Κυρία Πρόεδρε, η Ελλάδα καταβάλλει το τελευταίο διάστημα μια μεγάλη μνημειώδη προσπάθεια, παράλληλα με την οικονομική, για την αντιμετώπιση της παράνομης μετανάστευσης, και μάλιστα αυτό συμβαίνει σ' ένα περιβάλλον ακραίων και ρατσιστικών φωνών. Παρόλα αυτά, βλέπουμε ήδη χειροπιαστά αποτελέσματα με τις προσπάθειες που γίνονται. Οι ροές των παράνομων μεταναστών στον Έβρο έχουν μειωθεί κατά πολύ και συνολικά οι ροές στην χώρα μας έχουν περιοριστεί λόγω της καλύτερης φύλαξης των συνόρων, και υπενθυμίζω ότι την περίοδο αυτή η χώρα δέχεται μεγάλη πίεση και από τα γεγονότα στη Συρία.

Είναι όμως η κατάλληλη χρονική στιγμή, και γι' αυτό το αναφέρω, ν' αντιληφθούμε ότι η Ευρώπη δεν μπορεί πλέον να σηκώσει από μόνη της τα βάρη της παράνομης μετανάστευσης. Είναι πλέον η ώρα να προωθήσουμε ακόμη περισσότερο τη ρήτρα κατανομής, που ήδη έχουμε συμπεριλάβει σε μη νομοθετικά κείμενά μας. Η ιδέα αυτή μπορεί να αποτελέσει το καλύτερο δυνατό εργαλείο για τη συνέχεια, ένα εργαλείο που θα επιτρέψει στην Ευρώπη να λειτουργήσει με την πραγματική αλληλεγγύη και την ισότιμη κατανομή των βαρών που χρειάζεται.

  Γεώργιος Σταυρακάκης (S&D). - Κυρία Πρόεδρε, στις 6 Απριλίου 2009, ισχυρός σεισμός έπληξε την περιοχή Abruzzo στην Κεντρική Ιταλία. Πολλές δεκάδες ήταν τα ανθρώπινα θύματα, κατέρρευσαν σχολεία, δημόσια κτήρια, νηπιαγωγεία, νοσοκομεία και άλλες υποδομές. Το Ευρωπαϊκό Κοινοβούλιο, παρακάμπτοντας γραφειοκρατικές διαδικασίες και μετά από πρόταση Ιταλών συναδέλφων μας και κατόπιν κινητοποιήσεως του Ευρωπαϊκού Ταμείου Αλληλεγγύης, ενέκρινε 500 εκατομμύρια ευρώ για την ανακούφιση των κατοίκων των σεισμοπαθών περιοχών και την αποκατάσταση των ζημιών.

Τρία χρόνια αργότερα, μόλις την περασμένη Δευτέρα, κυρία Πρόεδρε, ιταλικό δικαστήριο καταδίκασε έξι συναδέλφους σεισμολόγους επειδή δεν είχαν προβλέψει τον σεισμό. Η απόφαση αυτή είναι παράλογη, είναι πρωτάκουστη και, κατά τη γνώμη μου, επικίνδυνη. Η απόφαση αυτή δεν καταδικάζει τους σεισμολόγους, δεν καταδικάζει τους επιστήμονες, καταδικάζει την ίδια την επιστήμη και όλες τις επιστήμες. Δεν είναι πρόθεσή μου να ζητήσω από το Ευρωπαϊκό Κοινοβούλιο παρέμβαση στην ανεξάρτητη ιταλική δικαιοσύνη, αλλά, επιτρέψτε μου κυρία Πρόεδρε, να πω ότι και οι κρίνοντες κρίνονται.

  Rebecca Taylor (ALDE). - Madam President, I would like to take this opportunity to address the issue of the resignation of Mr Dalli and the Tobacco Products Directive.

In relation to Mr Dalli, I will not repeat what many of you have read in the European, national and international media, which merely highlights the fact that many questions remain unanswered. Whether Mr Dalli is guilty of misconduct or not is currently as clear as mud. The European Parliament and the European public deserve to be better informed on such matters, and I hope they will be in future.

I will now move on to what I consider a more serious concern – namely the status of the Tobacco Products Directive following the resignation of Mr Dalli. Tobacco kills over 600 000 EU citizens a year and is a public health scourge which demands stronger action. I remain unconvinced by statements from the Commission that the Tobacco Directive remains a priority. The Commission says that the directive will not be delayed, but that at the same time work will continue once the new Maltese Commissioner is in place, perhaps delaying it by months. DG SANCO has finished its work on the Tobacco Directive and I understand that inter-service consultation is complete or nearly completed. I fail to understand why it is necessary to wait for the new Commissioner to be in place in order to progress this directive. I would therefore ask the Commission to release the proposal swiftly, in the interests of the health of European citizens.

  Amelia Andersdotter (Verts/ALE). - Madam President, I want to share with you a story about a user comment on YouTube that I found a few months ago. It says that the user is against pirated videos but really liked the song in question, and so offers ‘an apology for the copyright’. That perfectly encapsulates what is wrong with the copyright system – when users apologise for interacting with culture in a way that they find most natural to them.

The song in question is a disco remix of a popular song made by Gucci Vump, a DJ who carries the name of a luxury bag. In its unmixed form, the song in question has a music video clearly inspired by the HBO series Game of Thrones, which in turn is based on the very famous fantasy books by an author called George R.R. Martin.

I was struck, when I found this YouTube video, by the user’s comments on his own behaviour and by how radically copyright contrasts with what he wants to do, but also by the many turns and twists that culture takes in our society to find its way into our lives and enrich our day-to-day existence.

  John Bufton (EFD). - Madam President, it is hard to keep up with the UK at the moment, is it not? The Foreign Secretary, in a speech in Berlin this week, said the EU should look to decentralise. Meanwhile, the Prime Minister admitted to the House of Commons that in order for banking union to succeed, the euro zone would need to federalise.

After shedding his cast-iron guarantee of a referendum on the Lisbon Treaty, David Cameron guaranteed a referendum on any new EU Treaty drawn up. So now Mr Barroso has called for a new treaty creating a democratic federation of nation states, one would assume that the British people will get to vote on something that would barely include the UK at all.

What would Cameron’s mythical referendum be, and when would it take place? He knows UKIP is set to come out on top in the next European elections. Why not give Britain the ‘in’ or ‘out’ vote before 2014? If Europe wants to federalise, but is finding Britain staggering about in a state of confusion, messing things up, then perhaps the EU should start seriously debating a UK exit.

  Alajos Mészáros (PPE). - 2004-ben tíz új tagországgal gyarapodott az Európai Unió. A tagfelvételt tárgyalási folyamatok előzték meg, ahol az általános érdekek prioritása jó néhány kérdést a háttérbe szorított. Ilyen kérdés volt a csehszlovákiai diszkriminatív Benes-dekrétumok jogi maradványa. A háborút követően született dekrétumok adtak alapot a kollektív bűnösség elvének alkalmazásához és a szégyenletes etnikai tisztogatásokhoz. Nem lehet végérvényesen kijelenteni, hogy ma nincs joghatásuk e dekrétumoknak, hiszen számos esetben a bíróságoknak értelmezniük kellett őket. Megértem, hogy annak idején az Európai Unió jóhiszeműen nem akart akadályt állítani Csehország és Szlovákia tagfelvételéhez.

Azzal viszont számolnia kellett, hogy ezt a lezáratlan, az uniós polgárok jogait sértő kérdést valamikor meg kell oldania. Az EU az emberi jogok védelmének élharcosa a világban, legyen az odahaza is! Felszólítom az illetékeseket, vizsgálják meg azokat a jogi ellentmondásokat, amelyek beárnyékolják egy igazságos Európa kiteljesedését. Érezhesse magát végre minden uniós polgár, kisebbség, és nemzet egyenlőnek az Unióban.

Fl-2008 l-Partit Nazzjonalista rebaħ l-aħħar elezzjoni ġenerali b'maġġoranza relattiva ta' 49.3 %, li tfisser maġġoranza ta' membru parlamentari wieħed. Fl-aħħar xhur din il-maġġoranza fil-Parlament ġarrbet telfiet f'voti importanti, deputati min-naħa tal-gvern għal diversi drabi astjenew u saħansitra vvutaw kontra l-linja tal-gvern, saħansitra ġew anki sfiduċjati ministri. Kien hemm ukoll riżenja ta' deputat mill-grupp parlamentari fil-gvern. Dan ifisser li l-partit fil-gvern m'għadx għandu maġġoranza stabbli fil-Parlament imma għandu biss ftehim ta' koalizzjoni ma' dan id-deputat.

F'Malta l-gvern qiegħed immexxi mingħajr il-maġġoranza assoluta tal-poplu warajh u mingħajr maġġoranza stabbli ta' deputati. Il-Parlament ilu xhur ma jiffunzjona kif suppost. Ix-xandir tal-Istat huwa mmanipulat mill-partit fil-gvern. Sitwazzjoni bħal din tesiġi li l-gvern imur għal ġudizzju demokratiku tal-poplu, jiġifieri elezzjoni. Il-gvern Nazzjonalista dan m'għamlux. Quddiem sitwazzjoni ekonomika ta' kriżi, Malta għandha bżonn gvern stabbli u li kapaċi jmexxi mingħajr inċertezzi. Nappella lill-Parlament Ewropew biex isegwi mill-qrib is-sitwazzjoni f'Malta.

  Willy Meyer (GUE/NGL). - Señora Presidenta, quería denunciar que algunos Gobiernos de Estados miembros están ordenando cargas policiales en las manifestaciones contra los recortes que se están sufriendo, sobre todo en el sur de Europa. Amnistía Internacional acaba de hacer público un informe que denuncia este uso desproporcionado de la fuerza policial en tres Estados: España, Grecia y Rumanía.

Concretamente, en España tenemos un problema, pues las fuerzas y cuerpos de seguridad del Estado, en particular los cuerpos antidisturbios, están actuando sin la identificación personal visible preceptiva conforme a la ley. Al no estar identificados, cualquier carga policial desproporcionada, cualquier abuso frente a cualquier ciudadano, queda impune, porque no se puede identificar al agente que ha actuado de forma irregular.

La responsabilidad es política; la responsabilidad no es de la policía, sino de las personas encargadas de dar la orden con estas condiciones y, por lo tanto, creo que hay que hacer una reflexión para garantizar que no quede impune ninguna actuación de ningún miembro de las fuerzas de seguridad.

  Izaskun Bilbao Barandica (ALDE). - Señora Presidenta, el País Vasco tiene un modelo de desarrollo que, junto con sus singularidades culturales y sociales, configura una marca país: Euskadi-Basque Country.

Hace treinta años éramos una ruina industrial. En tres décadas, hemos multiplicado por diez nuestro PIB y alcanzado un nivel de rentas similar al de los Países Bajos. El trabajo y el compromiso de la sociedad vasca y políticas propias de apoyo a la economía real, lideradas por el Partido Nacionalista Vasco, ganador de las elecciones del domingo, han consolidado nuestra identidad, que se va a percibir completa sin el terrorismo de ETA y con la paz y la normalización.

Hoy sufrimos la crisis. Vamos a abordarla volviendo al equilibrio presupuestario y al apoyo a la industria, al empleo, a la innovación, a la competitividad y a la internacionalización, sin olvidar a quienes más sufren. No hay desarrollo económico sin desarrollo humano, y queremos aportar a Europa lo que pueda ser útil de lo aprendido y solicitar aquí reconocimiento y amparo para nuestras instituciones y aspiraciones de autogobierno.

Vascas y vascos han dicho este domingo en las urnas que quieren conservar esta identidad e integrarla en Europa. Escuchen a la ciudadanía y contribuirán a fortalecer la democracia en nuestro continente.

  Χαράλαμπος Αγγουράκης (GUE/NGL). - Κυρία Πρόεδρε, η κυβέρνηση στην Ελλάδα, μαζί με τους ξένους συμμάχους της, Ευρωπαϊκή Ένωση και Τρόικα, κατέληξε στο μνημόνιο 3 μετά από ένα προκλητικό θέατρο, δήθεν, διαφωνιών. Σφαγή μισθών και συντάξεων έως και 35%, κατεδάφιση κάθε εργασιακού δικαιώματος, άγριες περικοπές σε υγεία, πρόνοια, εκπαίδευση. Ενάμισι εκατομμύριο εργαζόμενοι βρέθηκαν στον δρόμο χωρίς επίδομα ανεργίας, χωρίς καμιά κοινωνική προστασία. Χιλιάδες είναι οι άνεργοι στη ναυπηγο-κατασκευαστική ζώνη. Στα ναυπηγεία Σκαραμαγκά οι εργάτες κάνουν μόλις τέσσερα μεροκάματα τον μήνα. Τα δημοσιονομικά ελλείμματα είναι το πρόσχημα ενώ, εδώ και είκοσι χρόνια, τα βάρβαρα αντεργατικά μέτρα για φθηνή εργατική δύναμη είναι στρατηγικός στόχος των μονοπωλίων, της Ευρωπαϊκής Ένωσης και των αστικών κυβερνήσεων. Η πρόσφατη έκθεση Rompuy το ομολογεί χωρίς περιστροφές: μνημόνια καπιταλιστικής βαρβαρότητας σε κάθε κράτος μέλος.

Φτάνει πια! Λαϊκός ξεσηκωμός λοιπόν, για να μπει τέρμα στην καπιταλιστική βαρβαρότητα. Να οικοδομήσουν οι εργαζόμενοι τη λαϊκή ευημερία με τη δική τους λαϊκή εξουσία πάνω στα ερείπια της εξουσίας των μονοπωλίων και της Ευρωπαϊκής Ένωσης.

  Csaba Sógor (PPE). - Egy nagyon komoly problémára szeretném felhívni képviselőtársaim, és főként a Bizottság képviselőinek figyelmét, amely az utóbbi hónapokban számos romániai civil szervezet, alapítvány tevékenységét lehetetlenítette el. A humánerőforrás-fejlesztési ágazat operatív program romániai működése körüli visszásságokról van szó, melynek köszönhetően a Bizottság a vizsgálatok idejére befagyasztotta a nyertes projektek finanszírozását. Természetesen nem a vizsgálatok jogosságát és a visszaélések feltárásának szükségességét vitatom, csupán arra a méltatlan helyzetre szeretném felhívni a figyelmet, hogy több ezer NGO működése került veszélybe azáltal, hogy a román hatóságok hónapok óta késlekednek a megítélt támogatások továbbításával.

Egyes szervezetek bankkölcsönnel próbálják áthidalni a bizonytalan időszakot, azonban számos társadalmilag rendkívüli hasznos projekt végrehajtása mára kérdésessé vált. Nem engedhetjük, hogy néhány rosszhiszemű kedvezményezett, vagy egyes állami hatóságok kompetenciahiánya miatt a teljes humánerőforrás-fejlesztési program romániai végrehajtása csődöt jelentsen.

  Lívia Járóka (PPE). - Madam President, I would like to welcome the fact that the European Council meeting of 18 and 19 October clearly declared that boosting employment and social inclusion remains a priority of the utmost importance and called on all the Member States to step up their efforts to tackle the social consequences of the crisis and to fight poverty and social exclusion.

The stumbling world economy and the debt crisis is tragic for our Union and has accelerated the harmful trends which mean that fewer and fewer people are able to maintain a proper standard of living. For more and more European citizens, everyday subsistence represents an insoluble challenge.

The European Council will devote a special meeting in November to reaching agreement on the next multiannual financial framework, which will be a crucial factor in improving the hopeless situation in the poorest European countries and for the marginalised millions of our Union. The Commission and Parliament have introduced proposals to give priority to the integration of the most disadvantaged communities, and I truly hope that the 14 governments corresponding to our political group will promote those amendments unanimously in the Council and facilitate a regional policy that helps the most deprived and marginalised 30 million Europeans.

  Vasilica Viorica Dăncilă (S&D). - Suntem cu toţii conştienţi de dificultăţile financiare – şi nu numai – cu care se confruntă fermierii europeni ca urmare a condiţiilor climatice nefavorabile, precum seceta extremă din anumite regiuni de pe teritoriul Uniunii. Spre exemplu, în România seceta a distrus în acest an aproape jumătate din culturile de cereale şi plante tehnice, iar această situaţie aduce prejudicii grave sectorului agricol.

Pentru a contribui la atenuarea acestor dificultăţi, consider că la nivelul Uniunii Europene trebuie urgent luate o serie de măsuri. Uniunea Europeană trebuie să fie solidară cu agricultorii care şi-au văzut munca risipită, datorită secetei din acest an. Administraţiile naţionale şi locale au făcut tot ce au putut în această situaţie, dar sprijinul Uniunii Europene este esenţial. Uniunea Europeană a creat Fondul de solidaritate al Uniunii pentru a ajuta populaţia din regiunile afectate de dezastre naturale, precum inundaţiile. Trebuie găsite soluţii şi în cazul secetei, având în vedere că acest fenomen are implicaţii majore atât asupra fermierilor, cât şi asupra securităţii alimentare.

  Inés Ayala Sender (S&D). - Señora Presidenta, quería traer a la atención de esta Cámara el caso de las inundaciones catastróficas que se han producido recientemente en mi región, Aragón, tanto en la zona de la Jacetania como en el Alto Gállego, las Cinco Villas, la Hoya de Huesca, Los Monegros e, incluso, en la capital, Zaragoza, con daños cuantiosos en hasta ciento cinco municipios, y que han afectado gravemente a carreteras, viviendas, cultivos, ferrocarriles, pistas, colegios y otros establecimientos públicos, con un coste estimado, de momento, de más de veinticuatro millones de euros.

En estos momentos en que la crisis económica y la sequía están afectando gravemente a Aragón, mi región, esta nueva catástrofe añade más desolación y desesperanza. De ahí que consideremos que el Gobierno regional del PP no ha actuado con coherencia, ignorando la acción de los alcaldes y, en cambio, sí que debería, de manera urgente e inmediata, solicitar las ayudas europeas del Fondo de Solidaridad de la Unión Europea. Sería muy importante que los ciudadanos aragoneses pudiesen recibir la solidaridad europea.

  Pat the Cope Gallagher (ALDE). - Madam President, today I had the honour of witnessing the signature of my report by the President of Parliament and the President-in-Office of the Council, when they formally entered into EU legislation the Regulation on certain measures in relation to countries allowing non-sustainable fishing.

This regulation now gives Commissioner Damanaki the necessary tools to introduce hard-hitting sanctions against countries engaged in unsustainable fishing practices – countries such as Iceland and the Faroe Islands in the case of mackerel, a straddling stock in the North East Atlantic. This fishery was expected to be worth in excess of EUR 1 billion in 2010, before the onset of overfishing by these islands. In 2008, both islands were fishing very modest amounts of mackerel. This, of course, is in sharp contrast to the landings in 2011, which reached up to 150 000 tonnes in both cases – a totally unsustainable figure. This unsustainable increase in landings was at first hidden to a degree, and the price did not drop significantly because of the unfortunate situation in Japan.

In conclusion, let me say that the Commissioner, now that she has the tools, must take urgent action and implement the relevant provision contained in the Regulation, which had almost unanimous support in this House, bearing in mind that talks to resolve the dispute once again broke down without agreement in London this week.

  Cristian Silviu Buşoi (ALDE). - Săptămâna trecută a avut loc la Bucureşti, odată cu vizita Grupului ALDE, o dezbatere pe tema finanţării IMM-urilor organizată de Grupul ALDE, la care au participat, pe lângă colegii mei deputaţi, peste 100 de reprezentanţi ai întreprinderilor mici şi mijlocii şi ai sectorului bancar, alături de reprezentanţi ai instituţiilor europene, printre care domnul comisar Tajani, şi ai guvernului României. A fost o ocazie extrem de importantă să vedem care sunt preocupările reale ale IMM-urilor, ceea ce este extrem de important.

Am auzit adesea că Parlamentul şi instituţiile europene în general sunt foarte departe de preocupările reale ale întreprinderilor mici şi mijlocii. Cred că este necesar ca atât noi, deputaţii, cât şi Comisia să avem un dialog cât mai intens cu IMM-urile astfel încât, la nivel european, să elaborăm politici care să ţină cât mai mult cont de necesităţile acestora. Numeroase IMM-uri se plâng de condiţii de participare la programele europene total nefavorabile. De aceea, cu atât mai mult cu cât se află în dezbatere în acest moment numeroase programe multianuale şi, în principal, cadrul financiar multianual, trebuie să ţinem cont de aceste realităţi, să adaptăm regulile, astfel încât acestea să fie mai atractive pentru întreprinderile mici şi mijlocii.

  Martina Anderson (GUE/NGL). - Madam President, MEPs have immunity intended to protect the freedom of expression. However, most of us in this Chamber would agree that it should never cover immunity on grounds of hate speech. As a representative from the North of Ireland, an area emerging from conflict, I can state that we are working very hard towards conflict resolution and reconciliation.

We know that conflict can only be resolved by engaging with your enemy, negotiating a settlement, talking and making space for the other, moving away from the intransigence of: ‘I am right and my enemy, my opponent, must accept my righteousness’. Given that this Parliament emerged from a war, from a conflict, and aims to build prosperity and solidarity, it should without hesitation disassociate itself from any MEP whose comments incite hatred.

MEP Nick Griffin’s inflammatory comments while in Belfast, which have resulted in the police service preparing a file for the public prosecution service, and his outrageous Twitter postings last week, putting the lives of two gay men at risk, should not be covered by MEP immunity and privileges.

  Rareş-Lucian Niculescu (PPE). - Solicit Comisiei Europene să propună urgent o strategie pentru combaterea efectelor dezastruoase pe care le va avea pe piaţa europeană majorarea preţului la cereale. Recolta sub necesităţi, determinată de secetă, a condus la o penurie alarmantă de grâu şi de porumb, care s-a reflectat în creşterea abruptă a preţurilor la alimente. Situaţia afectează grav consumatorii. De asemenea, peste tot în Uniunea Europeană, crescătorii sunt îngrijoraţi că nu vor avea cu ce să îşi hrănească animalele, ceea ce se va reflecta în noi scumpiri.

Recent, Ucraina şi-a exprimat intenţia de a suspenda exporturile sale de grâu începând cu data de 15 noiembrie, ceea ce a determinat creşterea imediată a preţului grâului la Bursa de la Chicago. Comisia Europeană vorbeşte acum de tensiuni inutile pe pieţele agricole internaţionale. Aceste tensiuni nu sunt inutile, ele reflectă o stare de fapt, o recoltă proastă, dublată de creşterea preţului petrolului.

Să nu uităm că preţurile vor rămâne ridicate. Preţurile alimentelor vor atinge în primul trimestru al anului viitor cel mai mare nivel din istorie şi vor continua să crească, alimentând inflaţia agroalimentară. Uniunea Europeană are nevoie de o strategie rapidă pentru a depăşi această situaţie. De câte ori este întrebată despre o astfel de strategie, Comisia răspunde că avem nevoie de măsuri structurale. Bineînţeles, dar avem nevoie şi se soluţii punctuale pentru situaţii de criză, ca în prezent.

  Erik Bánki (PPE). - Tisztelt Elnök Asszony! Tisztelt Képviselőtársaim! Mostani hozzászólásommal elsősorban az Európai Bizottságnak szeretnék üzenni, ezért nagyon örülök annak, hogy a Bizottság képviselője még a teremben tartózkodik. Az ENSZ éghajlat-változási keretegyezménye keretében 1997-ben létrehozott Kiotói Jegyzőkönyv 2012-ben lejár, ezért Dohában a tagországok ismét kísérletet tesznek arra, hogy 8 évvel meghosszabbítsák – 2020-ig terjedő időtartamra – ezeket a kötelezettségvállalásokat. Bár az egyes tagállamok, köztük Magyarország is egyéni vállalást tett, az Európai Unióra ugyanakkor az úgynevezett „buborékelv” alapján úgy tekintenek mint egy egységes államra. Ezért elmondható, hogy az EU 2012-re vállalt kibocsátáscsökkentési kötelezettségeit, és az azzal járó terhek nagy részét a közép-kelet-európai tagállamok, így Magyarország is képviseli.

Magyarország konkrétan 6%-os csökkentést vállalt a Kiotói Egyezmény alapján, ehhez képest 25%-ot takarított meg. Ezért elfogadhatatlannak tartjuk azt az álláspontját a Bizottságnak, miszerint nem engedi meg, hogy a következő időszakra az így képzett tartalékokat átvigyük, és esetleg ezeket értékesítsük. Miközben ezeknek a közép-kelet-európai országoknak létszükségük lenne azokra a forrásokra, amelyeket így tudnának bevonni, és azokat egyébként újabb környezetvédelmi és kibocsátáscsökkentési beruházásokra fordítanák. Ez ügyben konkrét javaslatokat tett a magyar kormány, nagyon szeretném, ha a Bizottság ezt tárgyalná, és ezt érvényesíteni tudnák a későbbi tárgyalások során.

  Silvia-Adriana Ţicău (S&D). - Incompetenţa guvernelor de dreapta ale României din ultimii doi ani a condus la corecţii financiare şi la presuspendarea recentă a celei mai mări părţi din trei programe cofinanţate din fondurile structurale ale Uniunii Europene. Pentru perioada 2010-2011, Comisia a constatat deficienţe grave în cadrul sistemului de gestionare şi control al Programelor Operaţionale „Transport”, „Regional” şi „Creşterea competitivităţii economice”. Pentru ca această presuspendare să nu conducă la diminuarea sumelor pe care România le poate absorbi în această perioadă financiară, guvernul României are la dispoziţie două luni pentru a remedia deficienţele semnalate.

Solicit Comisiei Europene întreaga disponibilitate şi cooperare cu guvernul României pentru a remedia deficienţele şi pentru a putea reîncepe cofinanţarea din fondurile europene a proiectelor care pot contribui la dezvoltarea economică şi socială a României şi de care românii au atât de mare nevoie.

  Kristiina Ojuland (ALDE). - Peagi võtab Euroopa Parlament menetlusse direktiivi eelnõu mootorikütustest eralduvate kasvuhoonegaaside ja nende arvutusmetoodika kohta. Direktiivi eelnõu vastuvõtmisel kehtestatakse seadusandlik raamistik, mis raskendab põlevkiviõlist toodetud mootorikütuste turustamist Euroopa Liidu liikmesriikides. Eesti jaoks on strateegilise tähtsusega küsimus, et saaks jätkata põlevkivist kütuste tootmist, vähendades seega sõltuvust imporditavast kütusest ja mitmekesistades kütuseturgu, kuid eelnõu seab mittekonventsionaalsete mootorikütuste müüjad halvemasse turusituatsiooni ning seal esitatud põhimõtted ei soodusta, vaid taksitavad põlevkivist toodetud kütuste müüki Eesti kütuseturul.

Sellisel moel CO2 emissioon ei vähene, vaid hoopis suureneb, kuna tekitatakse kunstlik vajadus importida kogu Eestile vajaminev diiselkütus ning samas veetakse Eestist diiselkütust ekvivalentses koguses välja. Kütuse asjatut ringtransporti tuleb minu arvates pigem vältida. Samuti ei ole mõtet maksta CO2 nö preemiat vahendusfirmadele ja tarnida Eestis toodetud diiselkütust Euroopa Liidust välja, mis lõpuks ringiga ikka jõuab meie turgudele impordina tagasi, olles segatud muu kütuse hulka.

  Paul Murphy (GUE/NGL). - Madam President, the Nobel Peace Prize committee clearly either has a devious sense of humour or a fundamental misunderstanding of the word ‘peace’, because three years ago they gave it to the drone warrior Obama. Three years later they want to give it to the EU, which is an institution or group of institutions, together with right-wing governments across Europe, waging what can only be described as class war on working people.

Austerity is their weapon of choice in that war, and that weapon is being wielded absolutely viciously on behalf of the bankers, bondholders, big business and the rich against workers across Europe, for us to pay for their crisis. But now they are facing a simultaneous and massive fightback. Greek workers have been joined on the front line by workers from Spain and Portugal, with millions protesting across Europe in the past weeks.

Very significantly, united, general strike action will take place in Greece, Spain, Portugal, Malta and Cyprus on 14 November. This must be added to by mass protests in other countries across Europe. That date, 14 November, can go down in history as the day that workers across Europe stood up and said ‘no’ to austerity. It must leave the Troika in no doubt about the determination of workers to resist, and their power to do so, and it can be the vital next step in building Europe-wide general strike action to stop their austerity agenda.

  Iuliu Winkler (PPE). - Mr President, the European Union is today at a turning point. The European project is endangered by the pressure of the crisis and outbreaks of populism, extremism and xenophobia.

I welcome the outcome of the recent European Council and the efforts to safeguard European economies and the euro zone. What we have to focus on now is the support of our citizens. Blaming the EU for the degradation of living standards, they are turning to their governments as the last resort. The European Union has a huge legitimacy problem. The construction of a European identity and strengthening the sense of belonging to the European Union has to be carried out by the European institutions, together with Member States and the regions of Europe. My strong belief is that we, the European Parliament, have to play the central role in this process.

In conjunction with ISC – Intelligence in Science, Declan Troy and I are organising a major conference here between 4 and 8 March 2013, as part of the Irish Presidency, called ‘Global Science Collaboration’. The European Parliament and the Irish Presidency will be co-hosts.

The idea behind it is that we are now facing major global challenges and these can only be tackled from a global perspective. To do that we particularly need people collaborating rather than competing. We want to bring together the scientists and the policymakers, which we will hopefully do when we have representatives from 100 countries around the world here in Parliament on those dates. Out of that, we hope we will lay the groundwork for collaboration so that we can avail ourselves properly of the potential referred to in Horizon 2020.

  Chris Davies (ALDE). - Madam President, we have many times heard Mr Nigel Farage of the UK Independence Party (UKIP) – there is his Union Jack flying on his empty desk over there – criticise the finances and the financial management of the European Union, but what about the financial management of his party?

Two years ago, Nigel Farage pledged complete transparency for the expenses of his MEPs, with statements published and updated quarterly. But, as so often, UKIP was lying. Looking at his own website, Mr Farage’s expenditure accounts are a complete fabrication. They are missing most details and are entirely unaudited; they are simply make-believe. He even claims he has lost his receipts. He criticises the European Union’s management of its finances, but he cannot even keep his own receipts.

His Deputy, Paul Nuttall, has not updated his accounts for two years. His website details show general expenditure that only accounts for a fraction of what we know that MEPs actually get paid. So where has the rest gone? It goes, as we all know, into the personal bank accounts of MEPs, so maybe we can assume that it has gone into his back pocket – unless he can explain otherwise.

UKIP has broken its promise. Far from being transparent, it is opaque and dirty. It pretends to be honest, but in reality it is practising a great game of deceit. Next time Mr Farage stands up and asks questions of the European Union, maybe Members should start demanding some answers from him.
