  Markus Ferber, rapporteur. (DE) Mr President, once again I would like to thank the Members for their support. In this instance, too, I would like to request that the report be referred back to committee, so that a trialogue can take place.

  Robert Goebbels (S&D).(FR) Mr President, I believe that the debate and the vote on the two reports by Mr Ferber have shown, once again, that it is absolutely essential to systematically hold a debate in plenary on legislative provisions.

The Ferber report was adopted unanimously in the Committee on Economic and Monetary Affairs. It was therefore tempting to negotiate it directly in a trialogue with the Council. That would have deprived the majority of Members of their democratic right to amend the text. A debate was held in plenary and now the rapporteur and shadow rapporteurs can negotiate with the Council and the Commission with the support of the vast majority of this Parliament. That strengthens the rapporteur’s position and it is also much more democratic. It should be the rule for all legislative proposals.
