  Francesca Balzani, relatrice. − Signor Presidente, onorevoli colleghi, con questo bilancio di variazione il budget del 2012 aumenta il livello delle risorse disponibili per oltre 6 miliardi di EUR. L'ammontare globale dei pagamenti disponibili per quest'anno che sta per finire arriva quindi a 135 miliardi e 800 milioni rispetto ai 129 iniziali del bilancio che avevamo votato nella sessione di dicembre dell'anno scorso.

È evidente che vi è uno scostamento crescente negli anni tra il livello iniziale, il livello dei pagamenti che votiamo quando approviamo il bilancio di previsione, e il livello finale, quello alla fine dell'anno. Questo scostamento ci insegna in maniera chiara che partiamo sempre con una sottostima dei conti che dovremo pagare nel corso dell'anno. Questa sottostima è dovuta a tante ragioni, non certo alla incapacità della Commissione, ma probabilmente alla crisi, a tante ragioni politiche che nulla hanno a che vedere con la capacità di stima vera e propria.

È una sottovalutazione che però produce rischi. Abbiamo visto quest'anno cosa è successo: rallentamenti nell'attuazione dei programmi e addirittura blocco di programmi importanti. Eppure alla fine chiudiamo quest'anno con un risultato che senz'altro è migliore di quello che purtroppo rischiamo di dover affrontare il prossimo anno. Il prossimo anno, il rallentamento e il blocco dei programmi che si sono verificati quest'anno saranno senz'altro una realtà che affronteremo in maniera molto acuta, perché partiamo con un bilancio per il 2013 ridotto di oltre il 2% rispetto a quello di quest'anno, e con un taglio di 5 miliardi rispetto alle stime iniziali della Commissione nella sua proposta di bilancio dell'aprile di quest'anno.

Il Parlamento ha fatto ogni sforzo possibile – come ha fatto l'anno scorso, come ha fatto due anni fa – per assicurare un livello di pagamenti adeguato, ed è riuscito sicuramente a ottenere risultati utili. Credo però, dopo questa esperienza, che riusciremo a risolvere definitivamente il grave problema della sottostima e dell'inadeguatezza del livello dei pagamenti solo quando il bilancio europeo si sarà finalmente dotato di un giusto sistema di risorse proprie. Fino ad allora credo che tutti gli anni ci troveremo a soffrire su questo tema.

Oggi però, ed è questo il dato che conta, rendiamo disponibili 6 miliardi di euro. Possono così ripartire politiche importanti, il Fondo sociale europeo e la politica di coesione, ma anche programmi come Erasmus, che è stato bloccato, fermato, e che ha messo in difficoltà molti studenti e molte università negli scorsi mesi. Credo che il blocco di Erasmus sia stato un utile choc per noi tutti. Ci ha fatto capire, e questa è una cosa che non dobbiamo mai dimenticare, che il bilancio dell'Unione è un bilancio piccolo paragonato al prodotto interno lordo dell'Europa, ma è un bilancio che quando si ferma fa fermare azioni inutili, concrete e molto reali nella vita di ciascun cittadino europeo.

  Giovanni La Via, relatore. − Signor Presidente, onorevoli colleghi, signor Ministro Mavroyiannis, signor Commissario Lewandowski, il Parlamento darà domani il suo via libera al cosiddetto "draft package" sul quale è stato raggiunto l'accordo da parte dei due rami dell'autorità di bilancio nelle scorse settimane. Il pacchetto è composto, come diceva la collega, dal bilancio rettificativo n. 6 del 2012, adottato per una cifra pari a 6 miliardi di EUR sui 9 miliardi richiesti dalla Commissione, dal bilancio 2013, su cui mi soffermerò a breve, e da tre dichiarazioni comuni che hanno l'obiettivo di garantire la copertura puntuale di tutti i bisogni di pagamento del 2012 e del 2013.

Quello che ci apprestiamo a votare domani rappresenta quindi un accordo politico e, come tutti gli accordi politici, è una posizione di compromesso di cui ovviamente si rimane solo parzialmente soddisfatti. Siamo infatti di fronte a una parziale copertura degli obblighi di pagamento legali e pendenti del 2012, in parte posticipati di fatto al 2013 attraverso l'artifizio dei conti sospesi. Non è soddisfacente nemmeno il livello dei pagamenti per il 2013, fissato a causa dell'intransigenza del Consiglio a 132,836 miliardi di EUR, una cifra di 5 miliardi inferiore a quanto richiesto dalla Commissione europea.

Il nostro assenso a tale accordo è stato subordinato alla firma, ottenuta ai più alti livelli istituzionali, delle tre dichiarazioni comuni come garanzia dell'impegno degli Stati membri a versare nel 2013 le risorse necessarie a chiudere i conti del 2012 e a versare risorse fresche, sempre nel corso del 2013, al fine di non pregiudicare in alcun modo la corretta implementazione del bilancio del prossimo anno.

Durante questa lunga procedura come Parlamento ci siamo battuti – e continueremo a farlo nel corso del prossimo anno – per una corretta implementazione di tutte le politiche europee, arrivando a un accordo in grado di scongiurare il rischio di discontinuità per alcuni importanti programmi europei come quelli dedicati alla ricerca, allo sviluppo e al sostegno alle PMI e il programma Erasmus, già citato dalla collega Balzani.

Passando al bilancio del 2013, e con specifico riferimento ai pagamenti, il livello anticipato è inferiore di 5 miliardi rispetto a quanto richiesto nel draft budget. A ciò dobbiamo aggiungere che la Commissione ha presentato il suo DB dando per scontato che tutti i pagamenti del 2012 sarebbero stati effettivamente pagati nello stesso anno, senza quindi alcun roll over a valere sul bilancio del 2013.

Oggi invece ci troviamo dinanzi a 2,9 miliardi di EUR di pagamenti sospesi e trasferiti al 2013, più una stima di circa 6 milioni di fatture che stanno arrivando in questi giorni in Commissione relative ai mesi di novembre e dicembre 2012. Siamo chiaramente consapevoli che questo livello di risorse sarà insufficiente a coprire tutte le necessità di pagamento del 2013, ma siamo altrettanto convinti che l'accordo raggiunto sia il migliore possibile considerato il difficile momento che attraversano gli Stati membri. Ritengo peraltro che il costo di un non accordo sarebbe stato di gran lunga maggiore. Avremmo messo a rischio la stabilità del sistema economico europeo.

In relazione agli impegni, invece, sottolineo come questo accordo abbia in sé le principali priorità espresse dal Parlamento sulla rubrica 1a riguardante la ricerca, l'innovazione e le piccole e medie imprese, e su questo ovviamente esprimo un forte apprezzamento delle aperture da parte del Consiglio, perché queste priorità, che sono quelle di crescita e sviluppo, siano alla base di questo nuovo anno.

  Derek Vaughan, rapporteur. − Mr President, my main responsibility was the Other Sections budget, and I wanted to start off by saying a few ‘thank yous’, as I do not think we say ‘thank you’ often enough. I would like to thank my co-rapporteur, Mr La Via, my shadows, the Budget Committee secretariat, my own Group secretariat and Cath Witcombe, who works in my office. They have all worked very hard and very long hours. Hopefully they find it worthwhile.

Our budget process started in January of this year. At the outset we set ourselves a target of having an increase in Parliament’s budget for next year of 1.9% including the costs of Croatia. I am delighted to say that we have been able to achieve that. We have achieved that figure by freezing all Members’ allowances, the daily allowance and the office allowance; we have cut the travel budget again; we have reduced the amount to be spent on buildings, such as the House of European History; and we have made many other savings as well. I am sure colleagues will be pleased to know that the increase in operational costs for the European Parliament’s budget next year is only 0.6%. Therefore Parliament will have a real-terms cut in its budget for next year.

Of course, colleagues will want to know that we will continue to make savings in the future. That is why we have established a joint working group between the Committee on Budgets and the Bureau to identify savings: some short-term savings, but also some long-term structural savings for the future. The working group is working hard on that at the moment and will shortly come forward with some recommendations.

I also wanted to say a few words, of course, on the other institutions’ budgets. At the start of the process, the Council was saying that it wanted an across-the-board freeze for all institutions for the 2013 budget. We on Parliament’s side believe that was a mistake. We believe that all the institutions are different, and that all the institutions have different needs and will require different budgets and different increases for next year. I personally sat down with each of the institutions and went through their own individual budgets with them. After the discussions I pushed them towards a figure of 1.9%, as the Parliament figure is going to be. At the end of the day we were able to come to an agreement between the institutions and Parliament that their increases would be around 1.9% including the costs of Croatia; that excludes perhaps three of the institutions.

Unfortunately, however the, Council still did not agree the issue of the 1.7% salary increase which Parliament believes should go into the reserves. I am pleased to say, however, that we have now reached a compromise whereby Parliament’s figures for the other institutions will be agreed without the 1.7% increase for salaries, which is awaiting a decision by the Court of Justice. However, we have agreed, as one of the three joint statements, that an amending budget will be brought forward if the Court of Justice allows that 1.7% increase.

I am pleased to say that all the institutions apart from two, the Ombudsman and the External Action Service, will have an increase next year of 1.9% or even lower. So I think that does demonstrate to this House, and to the wider public, that all the EU institutions including this House have done their very best to act in a responsible way in terms of next year’s budget.

We all know that these are difficult economic and financial times. We wanted to be responsible, and I believe we have been responsible. But in addition to that, as well as making savings, we have been able to ensure that we have not damaged the effectiveness of this House, of the institutions and of Members of this House. So all in all I think it is a good budget and I hope Members will support it and vote for it in tomorrow’s vote.

  Λουκάς Λουκά, Ασκών την Προεδρία του Συμβουλίου. − Κύριε Πρόεδρε, αξιότιμα μέλη του Ευρωπαϊκού Κοινοβουλίου, η Κυπριακή Προεδρία χαιρετίζει θετικά το γεγονός ότι κατέστη δυνατόν να επιτευχθεί συμφωνία μεταξύ των δύο θεσμικών οργάνων μας και ότι έχουμε καταφέρει μαζί να ολοκληρώσουμε με επιτυχία την ετήσια διαδικασία του προϋπολογισμού για το 2013, καθώς και τη διαδικασία σχετικά με το σχέδιο διορθωτικού προϋπολογισμού αριθ. 6 για το 2012 πριν από τη λήξη της προθεσμίας στο τέλος του έτους.

Μετά την αποτυχία της επιτροπής συνδιαλλαγής να επιτύχει συμφωνία επί ενός κοινού κειμένου για τον προϋπολογισμό του 2013 εντός του διαστήματος των 21 ημερών που προβλέπεται από τη Συνθήκη, η Επιτροπή έπρεπε να παρουσιάσει ένα νέο σχέδιο προϋπολογισμού για το 2013. Μετά από μακρές και δύσκολες διαπραγματεύσεις, καταλήξαμε σε συμφωνία στις 29 Νοεμβρίου σε ένα σχέδιο πακέτου, το οποίο επιβεβαιώθηκε στη συνέχεια και από τις δύο πλευρές.

Με βάση τη συμφωνία που επιτεύχθηκε στις 29 Νοεμβρίου και το συμφωνημένο χρονοδιάγραμμα, το Συμβούλιο υιοθέτησε επισήμως την περασμένη Πέμπτη τις θέσεις του σχετικά με το νέο σχέδιο προϋπολογισμού για το 2013 και σχετικά με το σχέδιο διορθωτικού προϋπολογισμού αριθ. 6 για το 2012 και προσβλέπουμε ότι το Κοινοβούλιο επίσης θα τους υιοθετήσει επίσημα αύριο χωρίς τροποποιήσεις.

Αυτό δεν θα δώσει μόνο στην Επιτροπή επιπλέον 6 δισ. ευρώ για να πληρώσει τους φετινούς λογαριασμούς, καθώς πρόκειται για τον μεγαλύτερο διορθωτικό προϋπολογισμό που εγκρίθηκε ποτέ, αλλά θα επιτρέψει επίσης να αποφευχθεί η προσφυγή στα προσωρινά δωδεκατημόρια στις αρχές του επόμενου έτους και επιπλέον να αποφευχθούν εβδομάδες και μήνες δύσκολων διαπραγματεύσεων για τον προϋπολογισμό. Γνωρίζω ότι αυτό είναι κάτι που όλες οι πλευρές ήθελαν να αποφύγουν.

Θα ήθελα να εκφράσω την ικανοποίησή μου για την επιτυχή έκβαση των διαπραγματεύσεων για μας, ακόμη και αν βρεθήκαμε αρκετές φορές σε αδιέξοδα που έπρεπε να ξεπεραστούν. Δράττομαι της ευκαιρίας να ευχαριστήσω όλους όσοι συμμετείχαν στις συζητήσεις κατά τη διάρκεια των τελευταίων εβδομάδων. Δεν ήταν πάντα εύκολο. Αλλά είμαι ευγνώμων για την εποικοδομητική προσέγγιση που είχαμε από το Ευρωπαϊκό Κοινοβούλιο, το οποίο στο τέλος μας έδωσε τη δυνατότητα να εξασφαλίσουμε την επιτυχή έκβαση των διεργασιών.

Ιδιαίτερες ευχαριστίες μου πηγαίνουν στον πρόεδρο της Επιτροπής Προϋπολογισμών, κύριο Lamassoure, ο οποίος διαδραμάτισε καταλυτικό ρόλο σε μερικές από τις πιο δύσκολες φάσεις των διαπραγματεύσεων και του οποίου η θετική συμβολή έχει πολύ εκτιμηθεί.

Θα ήθελα επίσης να ευχαριστήσω τους τρεις εισηγητές που συμμετέχουν, την κυρία Balzani και τους κυρίους La Via και Vaughan, για την ακούραστη συνεργασία τους και τη δέσμευση να υπερβούν τις διαφορές μεταξύ των δύο θεσμικών οργάνων.

Τέλος, θα ήθελα να ευχαριστήσω και την Επιτροπή - εσάς, κύριε Επίτροπε Lewandowski - που έχετε ενεργήσει ως έντιμος διαμεσολαβητής και διευκολύνατε τις διαπραγματεύσεις μας.

Κύριε Πρόεδρε, αξιότιμα μέλη του Ευρωπαϊκού Κοινοβουλίου, έχουμε τελικά παραδώσει αυτό που περιμένουν οι πολίτες από εμάς: μια συμβιβαστική λύση η οποία μας έδωσε τη δυνατότητα να εξασφαλιστεί ο προϋπολογισμός για το 2013 και να αποφευχθούν περαιτέρω δύσκολες διαπραγματεύσεις μεταξύ των θεσμικών μας οργάνων. Σε αυτές τις δύσκολες στιγμές, ο καθένας θέλει να γνωρίζει ότι πολύτιμα προγράμματα και δράσεις της Ευρωπαϊκής Ένωσης μπορούν να συνεχιστούν και να λειτουργήσουν απρόσκοπτα.

Συγκεκριμένα, είναι σημαντικό προγράμματα, όπως το Erasmus, η διά βίου μάθηση, το πρόγραμμα πλαίσιο για την έρευνα, η ανάπτυξη της υπαίθρου, το Ευρωπαϊκό Κοινωνικό Ταμείο, καθώς επίσης και μεγάλα έργα υποδομής στον τομέα της πολιτικής συνοχής, να συνεχίσουν να υπηρετούν τα συμφέροντα των πολιτών και το κοινό συμφέρον της Ευρωπαϊκής Ένωσης.

  Janusz Lewandowski, Member of the Commission. − Mr President, I am so pleased that we can confirm today the positive outcome of the negotiations, to be voted on tomorrow. The agreement has required compromise on all sides to achieve the common goal of filling the gap for 2012 – a clear gap for 2012 – and also to start the 2013 budget year with a proper budget in place. While not being perfect, it has the main fundamental merit of providing continuity and predictability. This is reinforced by the declarations making it clear too that in case of need, we could provide Europe with additional financial means required. I think this is a positive signal nowadays in these times of tension, and also tensions in the public finances of Member States.

The agreement would not have been possible without the strong involvement – I would say pressure – from Parliament. Therefore, on behalf of the Commission, many thanks to the Chair, Mr Lamassoure, and the rapporteurs Giovanni La Via, Francesca Balzani and Derek Vaughan. Thanks also to the coordinators, to one of whom – Salvador Garriga Polledo – I need to wish a speedy recovery, and to President Schulz for backing the process from the very beginning.

Also many thanks to the Cyprus Presidency for their constructive role, as the major problems were on the side of the Council this time, in finding what is really needed, what is documented as the real need for 2012, that is pending claims coming in 2012. Therefore, now, we can implement our policies and in this implementation I am closer, though not completely close, to what is called the sound financial management of the European budget.

As for the 2013 budget, some clear priorities of Parliament are reflected in the commitments, balanced by the rigorous approach – the really rigorous approach as stated by Derek Vaughan – to administration. Next year is the year for reversing a trend. So far the number of posts in the European Union has been growing. Now we are steadily starting to reduce the number of posts in the European Union, in the institutions, although we have Croatia and although we have more competences.

This is an austerity budget. It is not all what the Union needed, but rather what could be achieved at this stage. We have learned to solve the problems of 2012 in 2012, and we are to solve many problems of 2013 in 2013. This is the empirical lesson of the reality of today’s Europe, but it is much better than the chaos of the provisional twelfths and being open to the criticism that the European Union lacks leadership in times of crisis.

Although this is an austerity budget, this is a budget for investment and I am really deeply concerned as to the level of payments. I share your concern Eider, Helga, Jutta and Göran. I am also concerned by the level of payments for 2013. It is EUR 5 billion less than in the draft budget. However, again the lesson learnt from the experience of the reality of today’s Europe is that we should solve today’s problems today, and try to solve, equipped with declarations, 2013’s additional problems in 2013. The pressure on 2013 will not go away in the next year.

I am partially reassured by the joint statements on the additional needs, agreed at the highest political level. I can promise you that in 2013 we will continue the mood of cooperation established this year, with very clear monitoring of implementation, very transparent reporting to the budgetary authorities, and there is also some hope of very swift transfers if needed. I can say in advance that the amending budget for 2013 should come earlier next year than this year.

A lot has been achieved, therefore, but real challenges still lie ahead of us. Once more I thank you, the European Parliament. Without you this positive message to millions of beneficiaries around Europe would not be possible.

  Alain Lamassoure, au nom du groupe PPE. – Monsieur le Président, Monsieur le Président du Conseil, Monsieur le Commissaire, le Parlement a eu raison d'être ferme sur les principes. Il y a été aidé par la compréhension de la présidence chypriote et par le rôle de facilitateur de la Commission.

L'Europe aura un budget pour 2013 et elle honore les engagements qu'elle avait pris en 2012. Tous les programmes communautaires, qui étaient gelés depuis octobre, sont sauvés de l'asphyxie: ERASMUS est sauvé, la recherche est sauvée, les aides d'adaptation à la mondialisation, qui concernent plus de 5 000 salariés dans sept pays différents, vont pouvoir enfin être versées. Félicitations à nos trois rapporteurs.

Mais, comme le souligne le commissaire, il nous faut tirer jusqu'au bout la leçon de cette crise des paiements dans laquelle nous nous sommes trouvés à la fin de l'année. Car la solution qui a finalement été trouvée dans la douleur ne respecte qu'à la lettre les traités et le règlement financier. Elle en trahit l'esprit.

Tout s'est passé comme si le budget 2012, que nous avons adopté il y a un an, avait fixé seulement les crédits d'engagement de l'année; le montant réel des paiements a donné lieu à une nouvelle négociation à la fin de l'année et nous reportons sur 2013 le paiement du solde.

L'Union ne peut pas exécuter son budget en déficit. Elle ne peut pas non plus, car cela reviendrait au même, terminer un exercice budgétaire avec des dettes. Or, cette crise aurait pu être évitée si chacun des ministres du budget était informé, en temps réel, des demandes de paiement qui sont présentées par les autres administrations de son propre pays. Il faut permettre une vérification, en amont, de ces demandes qui sont envoyées à la Commission et, en aval, il faut assurer un échelonnement régulier des paiements réels pour éviter les périodes d'asphyxie que l'on a connues à plusieurs reprises cette année. C'est pourquoi, dans le texte des déclarations annexées au budget 2013, nous attachons une importance particulière à la mise en place d'une concertation permanente sur les paiements entre les administrations gestionnaires.

Je souhaite, au nom du Parlement, que les présidences irlandaise et lituanienne y veillent très attentivement et nous comptons sur la diligence de la Commission pour y travailler efficacement avec elles.

  Eider Gardiazábal Rubial, en nombre del Grupo S&D. – Señor Presidente, Comisario Lewandowski, Presidente Louca, tras dos meses de intensas negociaciones y un proceso de conciliación fallido, parece que vamos a llegar a un acuerdo. Un acuerdo que yo no calificaría de éxito, puesto que solo permite encontrar una solución temporal para los presupuestos de 2013. Y digo solución temporal, porque lo único que permite este acuerdo es retrasar unos meses una crisis presupuestaria segura. El Parlamento ha puesto encima de la mesa diferentes propuestas de acuerdo y el Consejo ha dicho una y otra vez que no.

La incapacidad o la falta de voluntad del Consejo para conseguir una solución definitiva a los problemas presupuestarios de estos últimos años es verdaderamente preocupante e incomprensible. Nos están obligando a aceptar un acuerdo que permite acabar el año 2012 con 9 000 millones de euros de déficit y que propone, como recordaba el Comisario Lewandowski, para el año 2013 un nivel claramente inferior de pagos.

Y el año que viene, más pronto que tarde, la Comisión nos va a decir, una vez más, que no tiene dinero para seguir adelante con los programas y proyectos que hemos aprobado, que se le están acumulando, como ha ocurrido este año, facturas que no se pueden pagar y que o ponemos el dinero o paralizamos los programas.

Y me temo que ese es el objetivo de algunos Estados miembros: que lleguemos a un momento en el que no tengamos margen de maniobra y tengamos que abandonar proyectos que son necesarios para el futuro de Europa. Y esto no es solo un problema presupuestario. Creo que estamos en la primera fase de una estrategia que busca justificar los recortes en las ambiciones europeas y en el próximo marco financiero. De eso es de lo que en realidad estamos hablando: una estrategia para reducir el dinero de la política agrícola común, el dinero de la política de cohesión, el de las redes transeuropeas, de la energía, de las telecomunicaciones… Y ese no es el camino.

Necesitamos un presupuesto fuerte y fiable para hacer frente a la crisis y con recortes o impagos no lo vamos a conseguir. Por eso le pido al Consejo que cumpla lo que ha prometido y que ponga los medios necesarios para poder ejecutar correcta e íntegramente el presupuesto. Y sobre todo espero que vuelvan en enero con voluntad real de llegar a acuerdos con el Parlamento y buscar soluciones definitivas para esta crisis.

  Paul Rübig (PPE), Frage nach dem Verfahren der blauen Karte. – Herr Präsident! Frau Rubial, ich möchte Sie fragen: Wir haben ja jetzt ein Budget von ungefähr 130 Mrd. Euro, das hier dementsprechend genehmigt wurde. 130 Mrd. Euro sind im Vergleich zu den nationalen Budgets ein eher geringer Betrag, und für Wachstum und Beschäftigung wurde eine Einigung über insgesamt 14 Mio. Euro erzielt.

Glauben Sie, dass dieses Budget die Probleme der Jugendarbeitslosigkeit in Europa lösen wird?

  Eider Gardiazábal Rubial (S&D), respuesta de «tarjeta azul». – Señor Presidente, este es un tema que hemos debatido muchas veces en la Comisión de Presupuestos. Claro que solo con el presupuesto de las Instituciones europeas no vamos a poder solucionar el desempleo juvenil, pero con este presupuesto se financian infraestructuras, se financian programas de movilidad, se financian programas de educación, que sí pueden ayudar a abordar el problema del desempleo juvenil que tenemos en Europa aunque no lleguen a solucionarlo.

  Jan Mulder, namens de ALDE-Fractie. – Voorzitter, ik zou willen beginnen om voorzitter Lamassoure en de drie rapporteurs te bedanken voor de uitstekende wijze waarop zij de opinie van het Parlement hebben verwoord in de onderhandelingen over deze aanvullende begroting voor 2012 en de begroting voor 2013; het was dit keer een uiterst zware bevalling. Ik vind dat het Parlement volkomen gelijk had in zijn houding.

Als lidstaten en Parlement bepaalde verplichtingen aangaan, dan zullen de rekeningen die als gevolg daarvan arriveren betaald moeten worden. Daarover bestaat veel onzekerheid. De schattingen van de lidstaten die, naar ons verteld is, bij de Commissie worden ingediend, zijn altijd hoger dan wat de lidstaten zelf gerechtvaardigd vinden voor de verhoging van de begroting voor de betalingen. Met die verklaring ben ik het dus volkomen eens: wij moeten een betere certificering hebben van wat er werkelijk aan betalingen verwacht kan worden in de loop van het jaar.

Dat zou de misverstanden kunnen vermijden die wij hebben gehad over de begroting van 2012, en ik verwacht dat de uitvoering van de begroting voor 2013 minstens even groot zal zijn, want ik denk dat er nog veel verrassingen in petto zijn. Het compromis dat is bereikt is acceptabel voor de ALDE-Fractie. Het is uiteraard niet ideaal, maar dat is het geval met de meeste compromissen, wij kunnen nooit eenieder tevredenstellen.

Het enige wat we kunnen zeggen: in het geval van geen akkoord, was de situatie aanzienlijk slechter geweest en was er een grote kans geweest op een chaotische situatie bij de uitvoering van de begroting voor 2013. Dus dit is het best mogelijke compromis. Zoals al gezegd: de verklaringen zijn voor de ALDE-Fractie van essentiële waarde. Wij willen dat iedere partij zich daaraan houdt. En tot slot kannog de volgende conclusie worden getrokken: Europa moet duidelijk een ander systeem van eigen middelen krijgen.

  Helga Trüpel, im Namen der Verts/ALE-Fraktion. – Sehr geehrte Präsidenten, Herr Kommissar, liebe Kolleginnen und Kollegen! Heute geht es darum, wie wir den erreichten Kompromiss bewerten, und ich nehme es vorweg, die Grüne Fraktion ist mit dem erreichten Ergebnis nicht zufrieden. Und deswegen werden wir diesen Kompromiss auch ablehnen.

Warum ist es aus unserer Sicht ein schlechter Kompromiss? Die Linie des Parlaments war, dass wir vorausgesehen und auch vorausgesagt haben, dass wir im Laufe des Haushaltsjahres 2012 erhebliche Finanzierungslücken haben würden, weil die Mittel, die wir im letzten Jahr vereinbart hatten, nicht ausreichen würden, und genau so ist es gekommen!

Der Europäische Sozialfonds war nicht mehr zahlungsfähig. Erasmus war unterfinanziert. Wir konnten bestimmte Forschungsprogramme nicht mehr finanzieren. Jetzt gibt es dieses Kompromissangebot, 2012 6 Mrd. Euro nachzufinanzieren. Aber das heißt, 3 Mrd. Euro werden in das nächste Haushaltsjahr verschoben, und zwar in einem Haushaltsjahr, wo es auch entscheidend darum geht, auf die Krise politisch zu antworten, mit den richtigen Investitionen in Forschung und Entwicklung, in neue Wettbewerbsfähigkeit, in „grüne Jobs“, in ökologisches Wachstum.

Aber gerade diese Haushaltsrubrik wird auch mit dem jetzt erzielten Kompromiss 2013 gekürzt. Gekürzt wird hingegen nicht bei einem Kernfusionsreaktor ITER, den wir als eine Risikotechnologie betrachten, und wir halten es einfach für falsche Schwerpunktsetzung, gerade da zu kürzen, wo es doch die gemeinsame Politik sein soll, in die neue Wettbewerbsfähigkeit zu investieren.

Also deswegen ist es aus unserer Sicht leider ein Kompromiss, den wir nicht rechtfertigen können. Wir hätten es besser gefunden, das Parlament hätte weiterhin selbstbewusst verhandelt, um zu einem besseren Ergebnis zu kommen. Aus unserer Sicht hat sich das Parlament in dieser Auseinandersetzung mit dem Rat klein gemacht – leider zu einem politischen Zwerg gemacht. Deswegen können wir dem Kompromiss nicht zustimmen.

  Richard Ashworth, on behalf of the ECR Group. – Mr President, this draft amending budget No. 6 was, in my view, always the Council’s problem. I recognise that the Cyprus Presidency’s solution, whilst no means ideal, was at least pragmatic and realistic.

But what we now need to ensure is that we do not get into a payment crisis of this nature again. To do that, first we need systems in place to scrutinise and control estimates from the Member States and, secondly, we are going to need greater flexibility in the way that we manage the budget in the future.

But turning now, if I may, to the budget for 2013, we in the European Conservatives and Reformists have been calling for restraint in the size of the budget. We do agree that there is an urgent need to invest in jobs and growth, but what we do not agree with is that this, of necessity, means increasing the size of the budget.

We simply cannot be in denial about the level of debt in many of the donor states. For that reason, you cannot go on increasing the burden of cost to those contributing states. Nor can we expect taxpayers in those countries – people who are already experiencing tough times – to understand why it is that we want a bigger budget. Indeed, I would argue that with 25 million people out of work and the European economy stagnating, those traditional spending programmes, the very systems which should be creating jobs and growth, are not doing the job. You only have to look around Europe today to learn that big public expenditure and large government deficits do not seem to be providing the solution. So is it not time we in this Parliament began to focus our fire on better spending of the money we already have, before we resort to demanding more from the taxpayer?

  Jürgen Klute, im Namen der GUE/NGL-Fraktion. – Herr Präsident! Ich möchte mich auf den Nachtragshaushalt konzentrieren. Zunächst einmal möchte ich sagen, die Berichterstatterin und Verhandler haben sicherlich ihr Optimum gegeben. Mehr war nicht herauszuholen, gleichwohl bleibt aus unserer Sicht der Kompromiss ausgesprochen dürftig. Dennoch wird die GUE dem Nachtragshaushalt mehrheitlich zustimmen, und zwar aus zwei Gründen: Zum einen liegen die Rechnungen auf dem Tisch, die Rechnungen müssen bezahlt werden, sie können nicht weiter verschoben werden, dass ist völlig klar; und zum anderen hat der Rat zugesagt, dass die Zahlungen, die ins nächste Jahr verschoben werden, mit zusätzlichen Mitteln abgedeckt werden sollen.

Dennoch scheint aus unserer Sicht einiges an Lücken da zu sein. Es gibt noch einen Überhang aus der vorlaufenden MFR-Periode, es gibt noch die Rechnungen von November und Dezember, da ist für mich und für unsere Fraktion noch völlig unklar, wie die denn eigentlich finanziert und abgedeckt werden sollen, und wenn die Mitgliedstaaten zum Teil sagen, sie haben kein Geld mehr zu Verfügung, dann kann ich nur dazu sagen: Das ist eine Folge der falschen Krisenpolitik des Rates, der immer nur auf Sparen setzt und damit die Wirtschaft stranguliert. Das ist nicht Verantwortung des Parlaments, sondern Verantwortung des Rates.

  Marta Andreasen, on behalf of the EFD Group. – Mr President, the negotiation of the annual EU budget has become a farce. Last year Parliament, the Council and the Commission signed up to an increase of just over 2 % for 2012. Yet last October the Commission was asking for no less than EUR 9 billion of extra cash and this House has joined the cry for more money. This is a 9 % increase, not a 2 % increase.

Of course last year’s agreement allowed for an increase in the legal obligations the EU could enter into, the so-called commitments. But this fact seemed to go unnoticed by the Heads of State. The fact is that we face the same situation for 2013, as the legal obligations are now growing by up to EUR 151 billion and who picks up the tab? The taxpayers. Frontline services are being cut in Member States while the EU gets on with its own wasteful agenda.

Mr Cameron, please do not come back claiming victory this time. It would be a serious insult to your people.

  George Lyon (ALDE), blue-card question. – Mr President, I listened with interest to Ms Andreasen, who was once again railing about waste and the cost to constituents in the UK of the EU budget.

Surely one of the areas she should concentrate on is the performance of her own leader, Nigel Farage. He has been on the Committee on Fisheries for three years and he has only ever turned up once to the committee meetings. Yet the reform of the CFP is a very important issue. Surely, in terms of value for money, she should make sure that her boss turns up and attends committee meetings rather than wasting taxpayers’ money getting paid for doing nothing.

  Marta Andreasen (EFD), blue-card answer. – I think that this is not the main issue. The main issue is where we are spending money. You are now running a political campaign against Mr Farage, but that is up to you.

I can tell you that I have been involved in the fisheries reform. I presented to this Parliament a report on what the Auditors have said about the common fisheries policy and all of you voted against my report. I do not think you are very concerned about the common fisheries policy at all. Why should Mr Farage be so concerned?

  Lucas Hartong (NI). - Voorzitter, vandaag debatteren we voor de derde keer over de begroting 2013. Die zal ongetwijfeld worden aangenomen, gezien de vreselijke EU-elite die ons deze begroting door de strot wil duwen. Maar niet met steun van mijn regering, die stemde gelukkig tegen.

De eurokliek snapt nog steeds niet dat de burgers van Europa al lang zijn afgehaakt. Ze hebben namelijk de wijze woorden van de Amerikaanse oud-president Woodrow Wilson begrepen: "Liberty has never come from government. Liberty has always come from the subjects of it. The history of liberty is a history of limitations of governmental power, not the increase of it."

Voorlopig, eurocommissaris Bolkestein schreef vandaag in de Volkskrant behartenswaardige woorden: De lidstaten zijn in een fuik gezwommen en weten niet hoe ze eruit moeten komen. Minister-president Rutte moet niet aarzelen klare taal te spreken, ook al staat hij alleen. Wie alleen staat heeft namelijk niet noodzakelijk ongelijk. Sterker nog, vaak zijn het de dissidente stemmen die de waarheid spreken. De sleutel tot succes voor de Europese landen ligt niet in méér overheid en méér uitgaven, maar juist in minder overheid.

Voorzitter, laten we glashelder zijn: de PVV is niet tegen Europa, maar tegen de EU. De PVV zal de Nederlandse soevereiniteit nooit opgeven, want die is ons veel te dierbaar.

  László Surján (PPE). - Parlamentünk éveken át ostorozta a szolidaritás csökkentését. Most is helyeslem, hogy a szolidaritás alapján biztosítanunk kell az Unió működésének pénzügyi alapjait, de nem lehetünk vakok, nem csukhatjuk be a szemünket a tagállamok pénzügyi nehézségei előtt sem. A kompromisszumkészség, a megegyezésre való képesség, a szolidaritással egyenértékű hagyománya az európai közösségnek. Nem feledhetjük mi sem. A mostani törékeny megállapodást veszélybe sodorhatja, ha akárcsak egyetlen költségvetési módosító indítványt elfogad a plenáris ülés holnap. Ekkor ugyanis újra egyeztető tárgyalásokat kellene összehívni, aminek az lenne a következménye, hogy idén már nem tudjuk elfogadni a 2013-as költségvetést. Veszélybe kerülnének az idei és a jövő évi költségvetés tagállamoknak, Magyarországnak is járó agrár- és kohéziós forrásai is. A magyar néppárti delegáció tehát együtt az Európai Néppárttal az egyetlen racionális döntést hozza. A plenáris ülésen is megszavazza a megállapodást, és elutasít minden ezt veszélyeztető költségvetési módosítást.

  Göran Färm (S&D). - Herr talman! Jag håller med Helga Trüpel om att den kompromiss vi har inte täcker alla våra behov, men den är ändå nödvändig av två skäl. För det första: Med kompromissen räddar vi huvuddelen av ändringsbudget nr 6. Den är nödvändig för att EU ska kunna betala sina räkningar, till forskare, till Erasmusstudenter, till regioner som genomför sysselsättnings- och tillväxtprojekt osv. Det är helt avgörande för trovärdigheten hos EU:s bästa och mest offensiva program. Vilken forskare, vilken student, vilken projektledare kommer annars att söka medel från EU om det inte längre finns någon garanti för att man får betalt?

För det andra: Med denna kompromiss undviker vi en budgetkris ovanpå den ekonomiska kris som vi redan har i Europa. Vi måste visa att unionen har förmåga att hitta lösningar i svåra lägen och fortsätta framåt.

Vi har en bred enighet i Europaparlamentet om budgeten och om att försvara nyckelprogram som forskning och livslångt lärande. Sysselsättnings- och tillväxtpakten får inte bli löften av luft utan måste fyllas med innehåll. Därför är jag bekymrad över att vissa medlemsstater fortfarande röstar emot denna kompromiss. Jag hoppas att de inför 2013 tar förhandlingarna om långtidsbudgeten på allvar och söker en konstruktiv lösning i stället för att hota varandra med veton.

EU:s Europa 2020-strategi är helt avhängig av en tillräcklig och trovärdig finansiering om vi ska kunna ta oss an uppgifter som kampen mot ungdomsarbetslösheten, långtidsarbetslösheten, satsningar på hållbar utveckling osv.

Nu har vi ett europeiskt patent på plats. Då är det dags att flytta fram våra positioner på områden som innovationer, industri osv. för att på allvar dra nytta av Europas potential. Därför är det avgörande för min grupp att den gemensamma deklaration som vi har enats om blir seriöst trovärdig. Vi kommer nämligen mer än någonsin att behöva resurser för jobb och tillväxt nästa år.

  Alexander Alvaro (ALDE). - Herr Präsident! Der Kompromiss, über den wir morgen abstimmen müssen, ist kein guter. Aber in der jetzigen Situation das Beste, das wir machen können. Es ist das kleinere Übel zwischen denen, die zur Wahl standen, nämlich 6 Mrd. Euro zur Verfügung zu haben, um Rechnungen zu bezahlen, oder eben kein Geld zu haben.

Ich glaube, das Europäische Parlament nimmt damit eine verantwortungsvollere Rolle ein als der Rat, dessen Mitgliedstaaten sich wie Rabauken auf den Bolzplatz benehmen, die nicht in der Lage sind, teamfähig zu sein und im Interesse der Bevölkerung zu spielen.

Das mag einen alles ärgern, das mag einen stören – das haben wir alles im letzten Jahr schon gesehen. Was wir im letzten Jahr nicht gesehen haben – und das ist eigentlich das Enttäuschende an den Verhandlungen in diesem Jahr –, ist, dass der Rat seine Rolle als ehrbarer Kaufmann verloren hat, auf dessen Wort man zählen kann.

Ende letzten Jahres gab es die Übereinkunft, dass wenn die Mittel notwendig werden, sie ohne Wenn und Aber von den Mitgliedstaaten bezahlt werden. Dieses Versprechen ist gebrochen worden, und dies lässt für 2013 nichts Gutes erhoffen.

  François Alfonsi (Verts/ALE). - Monsieur le Président, nous laissons avec ce projet de budget une impasse de trois milliards d'euros pour l'année 2012 sur le budget de l'Union européenne. C'est-à-dire que nous reportons cette impasse sur l'an prochain et nous pouvons être certains que, dès le milieu de l'année, les problèmes resurgiront sur le programme ERASMUS et, qu'en fin d'année, l'impasse sera encore beaucoup plus colossale.

Au sein de notre groupe, nous pensons qu'il n'est pas raisonnable de procéder de la sorte et qu'il faut aussi protester contre une attitude et un état d'esprit qui président aux décisions des chefs d'État.

Pour la France, accepter ces trois milliards, c'était afficher un déficit budgétaire de 4,7 ou 4,8 au lieu de 4,5. C'est vraiment dérisoire, surtout quand on repense aux propos du Président Hollande pour le plan de relance, selon lesquels "il fallait mobiliser les crédits européens pour relancer l'économie européenne". Et on mégote sur presque rien! On observe aussi cette incohérence au niveau des autres chefs d'État. Pas un n'est là pour rattraper l'autre!

Il faut que le Parlement européen sanctionne cet état d'esprit et que nous prenions date par rapport aux importantes difficultés que connaîtra le budget européen courant 2013.

Notre groupe votera contre cet accord.

  Hynek Fajmon (ECR). - Pane předsedající, v současné hospodářské situaci v Evropské unii nemůžeme postupovat v rozpočtových otázkách jinak než odpovědně. To poslední, co nyní Evropská unie potřebuje, je rozpočtové provizorium. Naopak potřebujeme řádný rozpočet na rok 2013. Vítám kompromisní dohodu o dodatku číslo 6 k letošnímu rozpočtu, protože tím bude zajištěno financování uskutečněných akcí.

Souhlasím s těmi, kteří volají po lepším monitoringu utrácení peněz z evropského rozpočtu, protože tak velké doplňování zdrojů si v posledních letech nepamatuji. V zásadě souhlasím také s parametry rozpočtu na rok 2013. Komise, Rada a Parlament se musí dohodnout a nyní není čas na jakékoliv další zdržování.

Nesouhlasím nicméně s tím, že bychom měli zavádět systém vlastních zdrojů Evropské unie. Současný systém je funkční a měl by být zachován.

  Alda Sousa (GUE/NGL). - Senhor Presidente, pelo quarto ano consecutivo, o orçamento europeu situa-se muito abaixo das necessidades reais em termos de criação de emprego, de investigação, de educação, integração social e coesão territorial e de ajudas ao desenvolvimento de países terceiros. Pelo quarto ano consecutivo, os Governos, a Comissão e este Parlamento brincam ao faz de conta. Para eles não há recessão, desemprego, precariedade ou pobreza, mas para 2013 as consequências serão dramáticas. Mesmo com mais um país, a Croácia, consegue-se a proeza extraordinária de ter um nível de pagamentos inferior ao de 2012. Fala-se em mais Europa mas, para isso, era preciso mais dinheiro nas rubricas de apoio à criação de emprego, aos fundos de coesão e às políticas solidárias e menos dinheiro para as políticas securitárias. Fala-se em solidariedade, mas este orçamento só aumenta a divergência. Estamos no registo de uma Europa minimal que rejeita o seu papel distributivo. Garrote nos países e garrote na Europa. Os Governos desta Europa perseguem o delírio da austeridade e este orçamento reforça-o, por isso votaremos contra.

  Monika Hohlmeier (PPE). - Herr Präsident, liebe Kolleginnen und Kollegen! An den Anfang möchte ich stellen: Zunächst einmal bin ich froh, dass eine Einigung getroffen werden konnte. Ich möchte aber hinzufügen, dass ganz klar die Regel gelten sollte: Alte Rechnungen müssen bezahlt werden. Die Europäische Union darf sich nicht verschulden. Das ist ein Grundsatz.

Verschuldung bedeutet aber auch, dass man nicht nur offiziell keine Schulden eingeht, sondern auch die Länder, die Rechnungen haben, die rechtlich einen Anspruch auf die Zahlung dieser Rechnung haben, nicht auf den Schulden sitzen lässt, das heißt, dass wir uns bei anderen verschulden, nur weil wir eine offizielle Verschuldung nicht eingehen dürfen. Wir müssen diese Rechnungen bezahlen. Die Länder haben einen Rechtsanspruch, die Projektträger haben einen Rechtsanspruch, und wir sind verpflichtet, dies zu bezahlen. Dies kann man letztendlich nicht schönreden.

Ich bin froh, dass wir den Nachtragshaushalt erreicht haben. Trotzdem möchte ich darauf hinweisen, dass ich erwarte, dass wir uns Ende des nächsten Haushaltsjahres auf einige Schwierigkeiten zubewegen werden, weil die Spielräume eher enger geworden sind und weil vermutlich noch mehr alte Rechnungen auf uns warten werden. Ich möchte dies am heutigen Tag sagen, damit nicht im Nachhinein am Ende nächsten Jahres behauptet wird, wir hätten dies nicht gesehen.

Dieser Kompromiss ist einer, aber er stimmt mich nicht nur glücklich. Umgekehrt möchte ich aber auch sagen, dass ich ganz froh bin, dass wir beim Europäischen Auswärtigen Dienst zu einer vernünftigen Lösung gekommen sind, die das Aufwachsen des Europäischen Auswärtigen Dienstes einigermaßen ermöglicht, und auch dem Europäischen Gerichtshof die notwendigen Ressourcen haben zukommen lassen.

Eine vorsichtige Ermahnung möchte ich an die Adresse der Kommission richten: Es wäre mir sehr recht, wenn wir endlich beim Mehrwertsteuerbetrug und beim Zigarettenschmuggel – wo es um zweistellige Milliarden-Summen des Verlusts für die Europäische Union geht – die Personalressourcen so ausstatten würden, dass dieser Betrug stärker geahndet werden kann.

Wir haben nicht genügend Personal bei der entsprechenden Agentur, und die Rasenmäher-Prinzip-Personaleinsparungsformen sind eine Form der Einsparung, die mich nicht glücklich stimmt. Die zuständigen Behörden brauchen entsprechende Personalressourcen, um das Geld, das uns zusteht, auch einziehen zu können.

  Jutta Haug (S&D). - Herr Präsident, liebe Kolleginnen und Kollegen! Ein Haushaltsverfahren geht seinem Ende entgegen, das nun alles andere als zufriedenstellend verlaufen ist, das von Brüchen gekennzeichnet war. Treuebruch, Rechtsbruch, Vertragsbruch.

Unser Haushaltsjahr 2012 begannen wir mit 5 Milliarden Euro Schulden aus 2011, den vom Rat aufgezwungenen zu niedrigen Zahlungen und dem Versprechen des Rates, 2012 schnell und zügig fehlende Mittel zur Verfügung zu stellen. Die Kommission bat darum, der Rat verweigerte die Zusage trotzdem – Treuebruch!

Dabei wollten wir mit dem Nachtrags- und Berichtigungshaushalt keine neue Politik finanzieren, nur die eingegangenen Rechnungen sollten beglichen werden. Regionen, Kommunen, kleine und mittlere Unternehmen, Forscher und Studenten haben im Vertrauen auf die Rechtsgültigkeit der per Gesetz 2006 beschlossenen Mehrjahresprogramme ihre Projekte abgeschlossen und warten nun auf ihr Geld. Der Rat will nicht bezahlen – Rechtsbruch!

Das Haushaltsjahr 2013 werden wir nun aller Voraussicht nach mit einem vom Rat erzwungenen Loch von ca. 5 Milliarden Euro bei den Zahlungen, mit 9 Milliarden Euro Schulden aus dem jetzigen Haushaltsjahr, also mit einem defizitären Haushalt beginnen. Das widerspricht ganz klar dem Vertragsartikel 310 – also: Vertragsbruch!

Liebe Kolleginnen und Kollegen, mehr Bruch war nie. Treuebruch, Rechtsbruch, Vertragsbruch. Und wer glaubt denn wirklich daran, dass der Rat im nächsten Jahr seine Zusagen einhält? Dabei müsste jedem klar sein: Ein gebrochenes Versprechen ist ein gesprochenes Verbrechen.

  George Lyon (ALDE). - Mr President, I believe the draft budget 2013 and draft amending budget 2012 before us today is a sensible compromise that our Liberal Group can support. Three weeks ago, when the talks collapsed, there was very little on the table – some EUR 3 billion of fines, from the Council, and no agreement on the 2013 budget.

Failure to reach a compromise would have been a very bad day for Europe and for the citizens, who rely on our funding for much-needed programmes. After negotiations and a tough, tough line from our negotiators – and I pay tribute to them all – we have EUR 6 billion on the table for 2012 and a more realistic 2013 budget with a 6.8% proposed increase reduced by over EUR 5 billion to a mere inflation increase, reflecting the difficult financial times we live in.

Alongside that is this joint statement where the Council agrees to meet any shortfall in the coming financial year. The message from Parliament here today to the Council should be quite clear: we will hold you to that promise. You have made it; you must honour it in full when it comes to the amending budget for 2013. On that basis, I hope we can now vote through this compromise, and avoid the disastrous consequences of no deal and the threat that would have to many programmes which are vitally important to our constituents around Europe.

  Isabelle Durant (Verts/ALE). - Monsieur le Président, Monsieur le Commissaire, en politique parfois, on est amené à avaler des couleuvres et on y est parfois contraint pour des raisons de réalisme. Mais j'ai le sentiment, ici, que le Conseil essaie de nous faire avaler un boa, que nous risquons de digérer pendant longtemps, et qui n'augure rien de bon pour les étapes suivantes.

Il est vrai que, malgré les engagements signés par les présidents, on continue dans la logique du retard de paiement, qui produira les effets que l'on sait dans les mois à venir. On persiste dans ITER, dont il faudra me démontrer l'urgence et la pertinence en ces temps de crise. On enterre d'une certaine façon le pacte de croissance, qui avait été voulu par le Conseil lui-même, et donc je pense que, si le Conseil nous propose cela, ce n'est pas si étonnant quand on connaît son fonctionnement mais que le Parlement l'accepte, même je dirais du bout des doigts, quand il faudra voter demain, c'est selon moi un petit peu inquiétant, d'autant plus que Jacques Delors nous rappelait dans un entretien, accordé hier, qu'"on aurait besoin d'un budget de l'ordre de 20 % du PIB européen".

Je pense que la posture que nous prenons, indépendamment de l'appréciation qu'on peut faire de ce compromis, est une posture qui ne va pas nous renforcer pour les étapes suivantes mais nous met plutôt en situation de fragilité et de faiblesse pour les débats à venir, qui sont autrement plus importants que celui du budget 2013.

  Sidonia Elżbieta Jędrzejewska (PPE). - Panie Przewodniczący! Unia Europejska potrzebuje dobrych wiadomości, a jutrzejsze przyjęcie przez nas pakietu budżetowego na rok 2012 i 2013 jest takim dobrym sygnałem. Ta decyzja zagwarantuje płynność finansów unijnych na przyszły rok, ale umożliwi – co bardzo istotne – wypłacenie sześciu z dziewięciu zaległych miliardów euro na ten rok. Na te pieniądze czekają samorządy, naukowcy, przedsiębiorcy, ale także studenci korzystający z programu Erasmus.

Dla mnie to, że musimy przyjąć budżet korygujący, jest dowodem na to, że Europejczycy skutecznie i aktywnie wykorzystują środki europejskie, ale pokazuje także, że instytucje unijne powinny gwarantować, że Unia będzie w stanie sprostać i będzie w stanie finansować te zobowiązania, które zaciąga wobec beneficjentów, oraz intensywniej ze sobą w tej kwestii współpracować. Dla mnie jest to kwestia nie tylko rzetelności budżetowej, ale także wiarygodności Unii Europejskiej jako instytucji, jako wspólnego przedsięwzięcia. Mam nadzieję, że Rada podzieli tutaj moje zdanie i uwzględni w swoich działaniach poszanowanie tych deklaracji, które jutro przyjmiemy, dotyczących dodatkowych płatności na rok 2012 i 2013.

Jestem jednak daleka od zachwytu nad tą decyzją i nad tym kompromisem, który jutro zaakceptujemy naszym głosowaniem, gdyż dla mnie ta sytuacja nierównowagi pomiędzy zobowiązaniami a płatnościami, którą obserwujemy od kilku lat, wymaga poważnych, zasadniczych reform w konstruowaniu budżetu unijnego. Bo problem, przed którym w tej chwili stoimy, ze zbyt niskim poziomem płatności, wynika z tego, że za wysoki był poziom płatności w pierwszych latach wykonywania programów unijnych. Pieniądze wracały do państw członkowskich, a teraz, kiedy pieniądze są potrzebne, państwa członkowskie udają, że nie wiedzą o co chodzi i nie chcą wypłacić tak naprawdę zaległych płatności. Apeluję i do Komisji i do Rady, by uwzględnić tę przykrą naukę z ostatnich lat w planowaniu następnego wieloletniego budżetu unijnego, by osiągnąć odpowiednią równowagę między zobowiązaniami a płatnościami w budżecie unijnym.

  Edit Herczog (S&D). - Elnök úr, képviselőtársaim! Az Európai Unió költségvetése ösztönző hatással van a tagállamok gazdaságélénkítésére, ezért a költségvetés megkurtítása csökkenti a válságra adott válasz hatását. Az Európai Uniónak beruházásra, iparpolitikára, a kkv-k támogatására és a fiatal munkaerő tapasztalatának beépítésére van szüksége. Hogyha egyfelől több Európát hirdetünk, majd ehhez nem rendelünk pénzügyi forrásokat, azt szószegésnek nevezik, de hogyha nem fizetjük ki a számlákat, az nem takarékosság, nem egyszerű megkurtítása a költségvetésnek, hanem jogsértés. Én nagyon remélem, hogy a 2013-as évben hazám is hozzájut azokhoz a strukturális, kohéziós alapokhoz, amelyeket 2012-ben nem tudtunk elérni. Ugyanakkor a Fidesz képviselőivel mi akkor is támogatnánk, megfogalmaznánk a saját fenntartásainkat, hogyha történetesen nem az Erasmus-programból vagy nem a K+F programokból, hanem a magyar kohéziós forrásokból hiányozna a még hiányzó összeg. Ezért mi meg fogjuk szavazni a költségvetést, de ragaszkodunk ahhoz a nyilatkozathoz, amelyet a Bizottság vezetője, az Európai Parlament elnöke és a Tanács képviselője terveink szerint aláír. Alá kell írniuk Önöknek azt a váltót, amelyben vállalják az elvégzett feladatok kifizetését. Ehhez ragaszkodni fogunk.

  Anne E. Jensen (ALDE). - Hr. Formand! Egentlig er det jo mærkeligt, at vi skulle have sådan et drama om næste års budget, for når man kigger på tallene, så var Parlamentet jo ikke så langt fra Rådet. Vi overtog mange af Rådets besparelser i vores forslag. Vi ville have flere penge til forskning og innovation, og det leder jo tilbage til den gamle tanke, som vi har i Parlamentet, nemlig at vi ikke synes, at fusionsenergiprogrammet ITER skal betyde, at man skal spare på andre vigtige forskningsprojekter. Men det var altså hele spørgsmålet om, at man fra Rådets side ikke var villig til at betale regningerne for 2012, som endte med at bringe os helt derud, hvor vi var lige ved ikke at have et budget for 2013. Jeg synes, at det er vigtigt, at vi fra Parlamentets side stod fast, for vi skubber et problem foran os, og hvis vi ikke støtter Kommissionen i dette her, så ender vi med at bringe Kommissionen i en situation, hvor man skal være kreativ på en helt forkert måde ved at prøve at undgå at betale regninger eller sortere regninger. Det er ikke værdigt, og det er heller ikke lovligt. Nu har vi fundet en løsning, og den bakker vi op om fra den liberale gruppes side, men jeg mener, at Hr. Lewandowski har inderlig ret i, at den ikke er perfekt – vi risikerer at stå i samme situation til efteråret desværre.

  Juan Andrés Naranjo Escobar (PPE). - Señor Presidente, Señorías, Europa está necesitada de buenas noticias. Pues bien, mañana tendremos ocasión, al decidir sobre el último presupuesto rectificativo de 2012 y el presupuesto para el ejercicio 2013, de dar a los ciudadanos una buena noticia y combatir el pesimismo que parece haberse instalado en muchos ciudadanos y en gran parte de la opinión pública europea.

Porque la aprobación del paquete negociado con el Consejo significa que habrá compromisos de gasto para nuestras políticas prioritarias, que impactan directamente en la mejora de las condiciones de vida de los ciudadanos. Compromisos de gasto que el Parlamento ha conseguido elevar en una cantidad significativa. Compromisos de gasto que ayudan a mejorar la competitividad y el empleo.

Rechazar el paquete negociado añadiría una crisis más a las que ya padecemos. Pero hay que ser honestos y reconocer al tiempo que el paquete, negociado con mucha dificultad —y por eso felicito calurosamente a nuestros negociadores, el presidente Lamassoure y nuestros ponentes—, ha tenido que fortalecerse con declaraciones políticas firmadas solemnemente para atajar el problema de la insuficiencia de pagos.

Pero como decía el filósofo, lo mejor es enemigo de lo bueno. Es fundamental, entre otras cuestiones, que las administraciones regionales y locales, las empresas y los ciudadanos relacionados con programas como Erasmus, con la investigación, con las ayudas del Fondo Europeo de Adaptación a la Globalización, que afectan a muchas regiones y a miles de trabajadores, puedan tener la seguridad de que los programas tendrán continuidad y de que las facturas del ejercicio 2012 serán abonadas.

La aprobación del paquete negociado, es decir, el evitar males mayores no es el éxito, pero es la condición para el éxito de mañana, y nos permite insistir, una vez más, con mayor legitimidad que nunca, en que este desfase permanente entre límites de pagos y obligaciones pendientes es hijo legítimo de un defecto estructural en el ámbito presupuestario. Y este defecto no es otro que el hacer depender, en una medida exorbitada, el montante global de los pagos de las necesidades circunstanciales de las haciendas de los Estados miembros.

Cambiar este estado de cosas es prioritario en el próximo marco financiero plurianual mediante la modificación de la decisión sobre recursos propios, porque entendemos que la Unión solo tiene un futuro frente al resto del mundo y no es otro que acabar de una vez el proyecto de integración política iniciado hace más de medio siglo.

  Catherine Trautmann (S&D). - Monsieur le Président, chers collègues, nous nous dirigeons vers un accord sur le budget rectificatif 2012 et le budget 2013. Toutefois, le Parlement européen aurait souhaité voir un Conseil plus ambitieux, plus en phase avec les besoins des citoyens européens.

Je voudrais insister sur ce point. Les dispositions du pacte pour la croissance et l'emploi ne doivent pas rester lettre morte. En outre, ce paquet augure déjà de la répétition du problème de crédit de paiement de l'année prochaine. Il s'agit donc non pas d'une difficulté ponctuelle, mais d'une question structurelle, celle de l'annualité budgétaire, de la garantie des crédits de paiement pour honorer les dépenses engagées.

Je propose, chers collègues, que nous nous en emparions dans le cadre du semestre européen. Et pour au moins deux raisons: la prise en compte de l'impact du budget européen sur les investissements nationaux, régionaux et locaux est absente de l'examen annuel de croissance, qui ne fait que brosser une coordination des budgets nationaux pris séparément.

Et pourtant, on voit bien l'intérêt qu'il y aurait à connecter les deux niveaux. Il faut faire reposer la stratégie de croissance européenne non seulement sur une meilleure coordination économique et budgétaire entre États membres, mais aussi sur des politiques européennes dynamiques et adéquatement dotées. Il serait par ailleurs malvenu que les autorités européennes prétendent faire la leçon, voire sanctionnent des États membres en matière budgétaire, alors qu'elles-mêmes ne sont pas parfaitement vertueuses et influent négativement sur les politiques concrètes comme la cohésion ou les actions en faveur de la jeunesse.

Notre ligne de conduite est claire: nous attendons l'engagement politique ferme du Conseil que les factures 2012 seront intégralement honorées sans grever le budget 2013. Il y va de notre crédibilité.

Enfin, à l'avenir, pour sortir de ce type d'impasse, je rappelle une nouvelle fois la nécessité de garantir des ressources propres pour le budget européen.

  Ivars Godmanis (ALDE). - Mr President, the refusal by the Council to pay EUR 9 billion is political, not fiscal. None of the net payers are paying more for this year’s budget than 0.07 % of their national GDP. EUR 9 billion is an amount of money which is 16 times smaller. The problem with cohesion, which is mostly cut in this budget next year, is as follows: the growth of the absorption rate is +27 % in those ten months. It will go further next year.

I have just one question for the Commission: what is behind your scheme to minimise payments, more than EUR 1.4 billion for the convergence regions in the amending budget, but in the next budget to have a 15 % cut in competitiveness and regional territorial cooperation? The only reason for this can be that, if you do this, the debt will be pushed into the next MFF for 2014-2020. Is this the plan behind it or not?

  Ingeborg Gräßle (PPE). - Herr Präsident, Herr Kommissar, lieber Herr Ratspräsident, liebe Kolleginnen und Kollegen! Ich hätte mir heute mehr Verständnis für die technischen Schwierigkeiten gewünscht, die die Mitgliedstaaten mit dem Nachtragshaushalt Nr. 6 ja haben und hatten. Wir müssen Lehren ziehen und begreifen, was die Krise für die Mitgliedstaaten heißt. Wir müssen die Zeitpläne für die Nachträge überarbeiten, um eine solche Situation wie jetzt weitergehend zu vermeiden. Wir müssen uns auch ansehen, welche Konsequenzen wir bei den Verpflichtungen ziehen müssen, denn der Rat weiß genau: Verpflichtungen bedeuten Zahlungen. Wenn wir also jetzt mit diesem Spiel in Serie gehen, dann gnade uns Gott. Ich denke, dass sollten wir nicht tun. Das heißt, an diesem Problem muss über den heutigen Tag hinaus gearbeitet werden.

Zum Haushalt 2013 möchte ich die Aufmerksamkeit auf die Rubrik 5, den Verwaltungshaushalt, lenken. Wir haben hier ein Plus von 1,82 %. Im gesamten Haushalt haben wir ein Plus von 1,57 %, also eine etwas höhere Steigerung im Verwaltungshaushalt. Ich weise auch auf eine Steigerung der Pensionen um 5,09 % hin. Auch das eine Zahl, die uns zu denken geben muss. Alle anderen müssen bluten, während im Verwaltungshaushalt nichts passiert ist.

Es ist auch in einer anderen Frage nichts passiert, und die ist mir sehr wichtig. Es hat einen Änderungsantrag gegeben, den alle Fraktionen unterzeichnet haben und der die Umsetzung der Verhandlungen des OLAF-Trilogs, der OLAF-Rechtsgrundlage, betrifft, nämlich die Frage der Ausstattung des Überwachungsausschusses. Ich bin der Meinung, dass wir einen Überwachungsausschuss brauchen, der seine Aufgabe erfüllen kann, vor allem auch angesichts eines durchaus selbstbewusst auftretenden Generaldirektors – um das Wort selbstherrlich hier einmal zu vermeiden –, eines sehr eigensinnigen Generaldirektors. Wir müssen uns darauf einstellen, dass wir hier den Überwachungssausschuss deutlich besser ausstatten müssen als bis jetzt. Das haben wir miteinander vereinbart, und es wäre schön, wenn das Modell, das Jutta Haug aufgezeichnet hat, Rechtsbruch und Wortbruch, nicht auch hier gelten würde. Wir sind gut beraten, die Institution, die wir gemeinsam geschaffen und gemeinsam eingesetzt haben, auch so auszustatten, dass sie ihre Arbeit tun kann. Deswegen möchte ich nachhaltig bitten, den Änderungsantrag, der nächstes Jahr wiederkommt, dann endlich zu unterstützen.

  Γεώργιος Σταυρακάκης (S&D). - Κύριε Πρόεδρε, Κύριε Επίτροπε, μετά από τις εξαιρετικά δύσκολες και πολύπλοκες διαπραγματεύσεις με το Συμβούλιο, τόσο στο πλαίσιο της επιτροπής συνδιαλλαγής όσο και στον τριμερή διάλογο της 29ης Νοεμβρίου, η Ευρωπαϊκή Ένωση έχει πλέον προϋπολογισμό για το 2013· έναν προϋπολογισμό, όμως, ο οποίος είναι πολύ πιθανό ότι πολύ σύντομα θα αντιμετωπίσει τα ίδια προβλήματα με τον φετινό. Η δήλωση με τις υπογραφές των τριών προέδρων μας κάνει να είμαστε προσεκτικά αισιόδοξοι, αν και αυτή η αισιοδοξία θα πρέπει να αποδειχθεί στην πράξη.

Το Ευρωπαϊκό Κοινοβούλιο κράτησε μια υπεύθυνη στάση από την αρχή των διαπραγματεύσεων υπογραμμίζοντας την ανάγκη να τηρηθούν οι δεσμεύσεις της Ευρωπαϊκής Ένωσης προς τους πολίτες. Ωστόσο, δεν μπορούμε να κρύψουμε την ανησυχία μας για το γεγονός ότι το συμφωνηθέν επίπεδο πιστώσεων πληρωμών για το 2013 μπορεί να είναι ανεπαρκές για να καλύψει τις πραγματικές ανάγκες πληρωμών το επόμενο έτος. Γι' αυτόν τον λόγο το Ευρωπαϊκό Κοινοβούλιο καθιστά σαφές ότι η θετική του ψήφος για τον προϋπολογισμό του 2013 συνδέεται άρρηκτα με τις κοινές δηλώσεις στο υψηλότερο πολιτικό επίπεδο των τριών θεσμικών οργάνων σχετικά με τη χρηματοδότηση των πληρωμών ύψους 2,9 δισεκατομμυρίων ευρώ που υπολείπονται για το 2012.

Εμείς, ως Ευρωπαϊκό Κοινοβούλιο, θα παρακολουθούμε στενά και σε όλα τα επίπεδα την εκτέλεση του προϋπολογισμού, έτσι ώστε, στην περίπτωση που προκύπτουν αναγκαίοι πρόσθετοι πόροι, τα κράτη μέλη να τους παρέχουν. Είναι επιτακτική ανάγκη, κύριε Πρόεδρε, να είναι η Ευρωπαϊκή Ένωση σε θέση να πληρώσει τους λογαριασμούς της για να διατηρήσει την αξιοπιστία και φερεγγυότητά της.

  Angelika Werthmann (ALDE). - Herr Präsident, Kolleginnen und Kollegen! Das diesjährige Budgetdebakel gäbe es nicht, wären nicht so viele Projekte eingereicht worden, die dann an- und abschließend von den Mitgliedstaaten nicht bezahlt werden können. So muss man wohl in der heutigen Situation sagen.

Dass dies, was wir jetzt auf dem Tisch haben, nur ein Kompromiss ist, ist klar. Allerdings ein mit Händeringen und unsererseits auch starkem Bauchweh errungener. Das haben wir heute auch schon viele Male gehört.

Für das kommende Jahr heißt es definitiv, äußerst vorsichtig zu haushalten, und vor allem eines muss klar sein: Dieses Budget ist ein Investitionsbudget – gute 96 % der Gelder gehen wieder an unsere Bürgerinnen und Bürger. Nochmals ein solches Debakel wie in diesem Jahr wird den Unmut und das Unverständnis jener anheizen, die das Geld wirklich dringend brauchten.

Und abschließend möchte ich noch eines betonen: Es ist meiner Meinung nach äußerst deutlich sichtbar, wie dringend Reformen und auch die Lösung der Eigenmittelfrage anstehen.

  Barbara Matera (PPE). - Signor Presidente, onorevoli colleghi, gradirei innanzitutto ringraziare i colleghi La Via, Vaughan e Balzani, relatori per il bilancio 2013 e ii DAB n. 6, per aver raggiunto questo difficile compromesso a seguito dei negoziati con il Consiglio.

Il Parlamento ha concluso un accordo sul bilancio 2013 con un ammontare di stanziamenti di pagamento pari a 5 miliardi, inferiore a quello previsto dal progetto di bilancio presentato inizialmente dalla Commissione. Questa decisione rappresenta un forte atto di responsabilità da parte di questa Istituzione. Il Parlamento non è disposto tuttavia a sacrificare la crescita e soprattutto l'occupazione nell'Unione europea nel nome di una politica di austerità. Per tale ragione, lo stesso senso di alta responsabilità dovrà essere espresso dal Consiglio quando, nel corso del 2013, si renderà necessario un ulteriore stanziamento di risorse per assicurare il corretto finanziamento dei programmi dell'Unione e soprattutto il pagamento delle fatture in scadenza. Solo un genuino sistema di risorse proprie porrà fine a tali estenuanti negoziati, salvaguardando la credibilità e la solvibilità delle istituzioni europee.

  Anna Záborská (PPE). - Programy Daphné a Erasmus sú veľmi dôležité. Daphné pomáha bojovať proti násiliu voči ženám, mladistvým a deťom v Únii. Je to dôležité najmä v čase ekonomickej krízy. Výsledky programu Daphné sú nespochybniteľné, rovnako aj jeho dosah na zmenu politiky v členských štátoch. Erasmus je najlepšia investícia do budovania jednotnej Európy, pretože dáva tisícom mladých ľudí príležitosť spoznať iné členské štáty, ich kultúru a jazyk, pričom zároveň získavajú kvalitné vzdelanie. Preto som veľmi rada, že Parlament trvá na zachovaní financovania oboch programov na pôvodnej úrovni. Zároveň chcem povedať, že odmietam rozpočtový populizmus niektorých členských štátov, ktorý nerieši skutočný problém neprimeraných výdavkov verejných rozpočtov v Európskej únii.

  Janusz Władysław Zemke (S&D). - Panie Przewodniczący! Bardzo chciałem podziękować. Ja się dołączam do tych posłów, którzy pozytywnie oceniają kompromis, jeśli chodzi o budżet korygujący na lata 2012-2013. W czasach, gdy codziennie w Europie zalewają nas albo wiadomości bardzo złe, albo tylko złe, jest to ostatnio jedna z nielicznych pozytywnych wiadomości. Rzecz bowiem nie tylko w dodatkowych 6 miliardach euro na realizację zobowiązań, chociaż to także jest ważne. Przecież my dyskutujemy o wiarygodności i przewidywalności Unii Europejskiej. Moim zdaniem bardzo słusznie w swoich wystąpieniach akcentuje to komisarz Janusz Lewandowski. Możemy zatem stwierdzić, że Unia dzisiaj podtrzymała swój rating finansowy. Na tej kanwie mam tylko jedno pytanie, bo gdy mowa o wiarygodności, to musimy wiedzieć, co będzie ze zobowiązaniami, które nie zostaną sfinansowane w obecnym roku. Kiedy to się stanie? Bo to jest rzecz bardzo ważna.

  João Ferreira (GUE/NGL). - Senhor Presidente, este debate orçamental deixa claro qual o papel do Parlamento Europeu neste processo. Primeiro, faz a habitual prova de vida, verberando o Conselho e as suas posições, quase nunca indo ao essencial, ficando-se pelo acessório. Num segundo momento, eis que está pronto a aceitar, sem corar de vergonha, o que antes dizia ser inaceitável. É um triste papel, mas é um papel que, voluntariamente, a direita e a social-democracia escolhem assumir neste Parlamento. Reafirmamos aqui o que já antes dissemos: esta proposta de orçamento para 2013 é vergonhosa, inaceitável, flagrantemente contraditória com o discurso da solidariedade, com toda a propaganda em torno do crescimento e da coesão. Quanto ao orçamento retificativo para 2012, ficam a faltar cerca de 3.000 milhões de euros em pagamentos devidos aos Estados-Membros, que agora decidem atirar para 2013, certamente criando um problema ainda maior do que aquele que enfrentamos este ano. Não adianta virem depois culpar o Conselho. Os que apoiarem este orçamento serão igualmente responsáveis pelo que vier a acontecer.

  Frédéric Daerden (S&D). - Monsieur le Président, sans l'adoption du budget modificatif VI, les factures qui concernent les étudiants, avec ERASMUS, l'inclusion sociale, avec le Fonds social européen, ou encore l'aide aux travailleurs licenciés, avec les mobilisations du Fonds d'ajustement à la mondialisation, resteraient impayées. Nous ne pouvons donc qu'adopter cet ajustement budgétaire, même s'il est inférieur aux besoins réels, et le Conseil le sait.

Je déplore dès lors, qu'une fois de plus, les États membres, par la logique du package, nous imposent leur vue minimaliste, et que nous soyons victimes de ce chantage du "c'est tout ou rien", de ce jeu de dupes sans les moyens de paiement adaptés.

Nous devrons absolument forcer les États membres à respecter leurs engagements et, demain, rompre ce lien de dépendance du budget européen aux budgets nationaux grâce à de nouvelles ressources propres suffisantes et à une exonération des contributions des États membres au budget européen. Car, plus que jamais, nous avons besoin de budgets européens ambitieux et crédibles.

  Jan Kozłowski (PPE). - Panie Przewodniczący! Na wstępie chciałbym wyrazić zadowolenie z faktu, że kompromis w sprawie budżetu został jednak osiągnięty i będzie jutro, mam nadzieję, przegłosowany. Uważam, że prowizorium budżetowe byłoby najgorszym z możliwych rozwiązań, zarówno pod względem gospodarczym, jak i politycznym. Warto jednak pamiętać, że problem płatności nie został rozwiązany, a jedynie odsunięty w czasie. 6 miliardów euro, które zaakceptowała Rada w ramach budżetu korygującego, pokryje jedynie część potrzeb z roku 2012, bowiem pozostała kwota 3 miliardów prawdopodobnie wzrośnie, bo nie zostały w niej uwzględnione faktury z listopada i grudnia, kiedy kumulują się płatności w ramach polityki spójności. Nieuniknione zatem będzie przyjęcie w roku 2013 budżetu korygującego. Liczę w tej sprawie na zaangażowanie i kompetencję kolejnych prezydencji.

  Janusz Lewandowski, Member of the Commission. − Mr President, a short closing comment.

Our budgetary package is a compromise solving today’s problems, though probably not fully the problems of tomorrow. But this was what was feasible and achievable under the present political and economic circumstances in Europe. Never before has the annual procedure been so transparent, with all sorts of deliveries to both sides of the budgetary authority, indicating which countries were asking for what, and their claims. This also revealed the rather schizophrenic position of some of the Member States who asked for their reimbursement but did not respect the aggregate. The aggregate was called an amending budget aggregating the claims of the Member States.

In response to Mr Godmanis: we are normally creative in our budgetary practice, but we are not the sinners. It was the Council position, accepted finally as a part of this compromise package, to cut what is the competitiveness component of a cohesion policy – probably the position was to save the poorest regions in convergence, which is why there was this methodology of cutting this component of the cohesion policy.

For Mr Zemke: of course, it depends what is the fate of commitments – whether they are in the framework of the n+2 formula or simply decommitted, because this is the end of the story for commitments in the annual procedure.

On this occasion it was also good to see what is behind the figures – that sometimes small amounts make a difference. Small amounts are making a difference for Erasmus students, small amounts are making a difference for the families in refugee camps in areas affected by war and also for the regions asking desperately for investment monies. We have today, to be voted on tomorrow, a good message for the beneficiaries, but we need to reflect – and I agree with all the voices asking for reflection – on how to proceed in the future with the annual procedure, in order not to create this sort of tension.

  Λουκάς Λουκά, Ασκών την Προεδρία του Συμβουλίου. − Κύριε Πρόεδρε, αξιότιμα μέλη του Ευρωπαϊκού Κοινοβουλίου, θα ήθελα να σας ευχαριστήσω γι' αυτή τη χρήσιμη συζήτηση. Έχουν εκφραστεί διάφορες απόψεις. Η ανταλλαγή απόψεων κλείνει μακρές και δύσκολες διαπραγματεύσεις μεταξύ των δύο θεσμικών οργάνων μας κατά τη διάρκεια αρκετών μηνών, που τελικά έδειξαν ότι στο τέλος μοιραζόμαστε πολλούς από τους ίδιους στόχους και συμφωνούμε ότι είναι προς το συμφέρον όλων να έχουμε συμφωνημένο προϋπολογισμό για το επόμενο έτος.

Η ετήσια διαδικασία του προϋπολογισμού αυτού του έτους πραγματοποιήθηκε κάτω από εξαιρετικά δύσκολες συνθήκες. Παρ' όλα αυτά όλοι εργάστηκαν μαζί, με εποικοδομητικό τρόπο, και αυτό έδωσε τη δυνατότητα να καταρτιστεί ένας ρεαλιστικός και ισοσκελισμένος προϋπολογισμός για το 2013 και μια σημαντική τροποποίηση του προϋπολογισμού για το 2012, που θα επιτρέψει στην Επιτροπή να καταβάλει όλες τις εκκρεμείς πληρωμές που οφείλονται, ακόμη και σήμερα, κατά τη διάρκεια των τελευταίων εβδομάδων αυτού του έτους.

Επιτρέψτε μου να τονίσω ότι η Κυπριακή Προεδρία του Συμβουλίου είναι ιδιαίτερα ικανοποιημένη με το αποτέλεσμα. Είμαστε επίσης ευγνώμονες για την κατανόηση που επέδειξε το Ευρωπαϊκό Κοινοβούλιο για τη σημερινή δύσκολη δημοσιονομική κατάσταση πολλών κρατών μελών. Σας ευχαριστώ για άλλη μια φορά για την προσοχή σας και προσβλέπω σε ένα θετικό αποτέλεσμα στην αυριανή ψηφοφορία.

  Francesca Balzani, relatrice. − Signor Presidente, onorevoli colleghi, colgo anch'io l'occasione per ringraziare tutti i colleghi che hanno partecipato a questo difficile negoziato, il Commissario Lewandowski, il presidente Lamassoure e il Consiglio.

Non dimentichiamoci che questo negoziato è stato straordinariamente pesante: abbiamo dovuto affrontare non solo la conciliazione dell'ultimo bilancio della programmazione finanziaria, il 2013, ma anche il più grande bilancio rettificativo, il n. 6 per 9 miliardi di EUR, e non dimentichiamoci la richiesta di stanziamento di 670 milioni di EUR a carico del Fondo di solidarietà per il terremoto in Italia. All'inizio anche questo era un pezzo del pacchetto, ma grazie alla fermezza del Parlamento e alla richiesta di tirarlo fuori dal negoziato, siamo riusciti prima di tutto nel grande risultato di sbloccare quei fondi.

Sicuramente ci sono ancora tanti problemi. Il problema dei pagamenti non si risolverà in un giorno, ma il fatto positivo è che oggi abbiamo 6 miliardi disponibili. Non sono i 9 miliardi originariamente richiesti dalla Commissione, ma sono sicuramente quelli che ci consentiranno nell'immediato di fronteggiare le urgenze più impegnative.

Ormai credo che la procedura di bilancio in questo tempo di crisi abbia subito una trasformazione. Il negoziato di bilancio ormai non si fa più solo nella fase di bilancio di previsione nell'autunno dell'anno precedente, ma diventa fondamentale un monitoraggio costante della sua attrazione. È quasi quello ormai il vero negoziato. In questo senso mi sembra veramente molto interessante la proposta che faceva la collega Trautmann. Forse sarebbe utile usare il Semestre europeo anche per questo, per accorciare la distanza tra l'andamento dei pagamenti del bilancio dell'Europa e la pianificazione finanziaria che fanno i singoli Stati membri. Il Semestre europeo potrebbe essere utile anche per questa forma di allineamento che non è solo politica ma è anche finanziaria e sarebbe utilissima. Quindi, vorrei proprio partire da questo – è un po' quello che diceva anche il Commissario Lewandowski – cerchiamo di essere propositivi e di guardare avanti.

  Giovanni La Via, relatore. − Signor Presidente, onorevoli colleghi, è chiaro dagli interventi che ci sono stati in quest'Aula che i mal di pancia, i dolori in questa trattativa all'interno del Parlamento sono stati forti e l'amaro in bocca che rimane al termine della trattativa e al raggiungimento dell'accordo è ancora rilevante. È per questo motivo che evidentemente abbiamo voluto sottolineare, anche negli interventi precedenti, il senso di responsabilità istituzionale che ha caratterizzato il Parlamento per evitare una crisi tra le istituzioni e all'interno della nostra amata Europa.

Dall'altro lato devo evidenziare come il Parlamento abbia richiesto con forza che le dichiarazioni comuni venissero a essere sottoscritte dalle tre Istituzioni rappresentate ai massimi livelli, perché questo vuole essere la garanzia per il prossimo esercizio e per un impegno anche da parte del Consiglio a venire incontro a quelli che sono i conti da pagare. Non possiamo più accettare come Istituzione che i conti o comunque le fatture da pagare non vengano onorati.

Per questo le tre dichiarazioni vanno intese da parte del Parlamento come una necessità di risorse fresche aggiuntive per il bilancio del prossimo esercizio. Non sarà quindi possibile in alcun modo fare semplici esercizi di spostamento di cifre da linee di bilancio ad altre linee. C'è bisogno, per avere una corretta implementazione del bilancio, di risorse fresche aggiuntive che il Consiglio dovrà mettere a disposizione.

Chiudo con i ringraziamenti, ovviamente istituzionali, alle altre istituzioni che hanno collaborato in questo difficile esercizio, ma anche con un forte ringraziamento a tutti i nostri collaboratori, funzionari dei gruppi politici e del Parlamento, che ci hanno assistito in questa lunga trattativa e che evidentemente hanno avuto il loro ruolo importante nel processo di definizione del bilancio per il 2013.

  Derek Vaughan, rapporteur. − Mr President, there were no amendments put down to my part of the budget, and there were actually very few comments made on my part of the budget in the debate. Hopefully, the lack of comment in the debate reflects the fact that Members recognise that most institutions have shown great responsibility for the 2013 budget.

I would just like to remind colleagues again that all institutions bar two will come in with an increase of less than 1.9% next year. Indeed, some institutions will come in at nearly 0%. I want to thank all the institutions for their cooperation, even though I know many will face great difficulties in 2013.

For the European Parliament’s own budget, the headline figure is again 1.9%, but the increase in operating costs is only about 0.6%. Therefore, for next year we have accepted a large cut in real terms in our budget. Of course, this Parliament will want to continue to make savings in the future. That is why we have established the joint working group. The joint working group is currently looking, in the form of a comparative study with the US Congress and Member State parliaments, to identify more short-term savings, but also some long-term structural savings in Parliament’s budget.

The aim of that study and the aim of our 2013 budget is to make savings where possible, but also to make sure we do not damage the efficiency of the European Parliament or of the Members of this Parliament. I believe that this approach has widespread support in this House. I therefore want to thank colleagues for that support throughout the year, but also the support that they will, hopefully, give tomorrow in the vote.

When we do vote tomorrow – and we will probably will vote for this package – we will vote knowing that we have put together a fair deal, but we will also know that next year we will require amending budgets to pay for the 1.7% salary increase which will be backdated to July 2011, and amending budgets to make sure we make up the shortfall in the 2012 budget. So we vote tomorrow knowing all that. I would urge colleagues to vote ‘yes’ tomorrow in the vote on the budget.

  Elnök. − Kedves képviselőtársaim! A vita lezárásaképpen szeretnék emlékeztetni arra a figyelmeztetésre, amit Anne Jensen mondott. A vitatott számok ugyanis százalékosan nem tűntek jelentősnek, mégis, a vita hevességét kellően indokolja az, hogy itt a költségvetési hatóság szavahihetőségéről volt szó. Annak a fényében, hogy tavaly mind a két fél, sőt a Bizottság is aláírta, hogy a hiányzó pénzeket, ha a tagállamok lehívják a kohéziós politikából, minden különösebb vita nélkül biztosítani fogjuk. Ez elmaradt. A bizonyos hatos módosító költségvetésről nem kellett volna vitázni egy percig sem, ha az eredeti ígéretét a költségvetési hatóság megtartja. Éppen ezért, minthogy a jövőre nézvést is ígéretekre van szükségünk, ezeket az ígérteket most – ha szabad így mondani – fölülértékeli az, hogy az Európai Unió legfőbb vezetői írják alá ezeket az ígérvényeket, és reméljük, hogy jövőre előreláthatólag szükség lesz további pénzekre. Az ígérvények fényében nem kell fölösleges vitákat folytatnunk, mert egész biztos vagyok abban, hogy ahogy a Parlament tavaly előre megmondta, hogy kevés lesz a megfelelő költségvetésbe beállított összeg, a mostani jóslatok is be fognak válni, és további forrásokat kell bevonni az Unió működőképességéhez.

  Vladimír Maňka (S&D), písomne. – V rozpočte na rok 2013 Rada nekompromisne trvá na úrovni platieb o 5 mld. EUR nižšej v porovnaní s odhadmi potrieb, ktoré urobila Komisia. Táto úroveň rozpočtových prostriedkov nebude stačiť na pokrytie skutočných platobných potrieb v budúcom roku. Náklady v prípade nedosiahnutia dohody by mali oveľa vážnejšie dôsledky a oveľa negatívnejší vplyv na plnenie opatrení a programov Únie. To je dôvod, prečo budem hlasovať za kompromisný rozpočet. Komisia musí Parlamentu a Rade predkladať mesačné správy o vývoji žiadostí členských štátov za každý členský štát a fond. V prípade nedostatku zdrojov členské štáty musia poskytnúť na budúci rok potrebné dodatočné zdroje Únii, aby dokázala platiť svoje účty a zachovať si svoju dôveryhodnosť a platobnú schopnosť. Všetky tieto problémy ukazujú, že jediným východiskom z tejto slepej uličky, ktorá každým rokom zvyšuje náročnosť rozpočtových rokovaní, je urýchlene a zodpovedne vyriešiť otázku financovania Únie prostredníctvom skutočného systému vlastných zdrojov, ktorý by mal nadobudnúť účinnosť od nového viacročného finančného rámca a ktorý by navždy odstránil rozdelenie EÚ na čistých prispievateľov a čistých príjemcov.

  Marian-Jean Marinescu (PPE), în scris. – Salut adoptarea Bugetului pe 2013 şi a Bugetului rectificativ nr. 6/2012, ambele reprezentând o victorie pentru Parlament. Este imperios necesar să subliniem plusvaloarea pe care bugetul european o aduce Uniunii şi cetăţenilor ei. Programele pentru cercetare, programele care sprijină inovarea, programele din educaţie (Erasmus) şi proiecte importante de infrastructură vor beneficia de suportul financiar necesar pentru a fi continuate. Uniunea Europeana resimte puternic efectele crizei, de aceea, este necesar să garantăm stabilitatea financiara pentru toţi cetăţenii europeni. Bugetul Uniunii este cel mai important instrument pe care-l putem folosi în această direcţie. Uniunea Europeana trebuie să investească considerabil în educaţie, inovare şi antreprenoriat. În acest fel, vom putea stimula în continuare creşterea economică şi crearea de locuri de munca în Europa.

  Petri Sarvamaa (PPE), kirjallinen. – Budjettisovun syntyminen päättyvälle ja tulevalle tilivuodelle oli poliittisesti äärimmäisen tärkeä sopu. Unionin riesana olevat kriisit eivät tarvinneet lisäksi enää budjettikriisiä, joka olisi ensi vuoden puolelle jatkuessaan vaikeuttanut entisestään muiden ongelmien ratkaisua. 2012/2013 budjettisopu oli merkittävä myös sisällöllisesti. Kun vuoden 2013 budjetti pienenee vuoteen 2012 verrattuna niin maksumääräysten kuin maksusitoumusten osalta, se kasvaa juuri niiden alueiden osalta, joissa sen tuleekin kasvaa. Saavutettu budjettisopu takaa, että tutkimuksen, eurooppalaisten verkkojen, kilpailukykyä ruokkivien ohjelmien sekä innovaatio-ohjelmien rahoitus kasvaa kuluvasta vuodesta selvästi. Juuri näin Euroopan unioni voi taistella taantumaa vastaan ja ajaa maanosamme kilpailukyvyn palauttamista. Koulutusvaihto-ohjelma Erasmuksen ja pk-yrityksiä tukevien ohjelmien kaltaiset hankkeet voivat nyt jatkua keskeytyksittä. Tämä on erittäin tärkeää, jotta Eurooppaan voidaan luoda pysyvästi uutta työllisyyttä. Budjettisopu merkitsee myös sitä, että Euroopan globalisaatiorahastosta voidaan nyt antaa maailmankaupan merkittävien rakennemuutosten vuoksi työttömiksi jääneille EU-kansalaisille apua seitsemässä jäsenvaltiossa. Näiden joukossa on muun muassa tuhat Nokian Salon tehtaan entistä työntekijää. Tämä on tärkeä viesti siitä, että EU ei unohda kansalaisiaan vaikeuksien edessä.

  Rui Tavares (Verts/ALE), in writing. – Budget negotiations remain trapped in the logic of national politics and parochial interests, which have thus far prevented the EU from asserting the progressive, pivotal role it ought to have. This has always produced sub-optimal outcomes, and has prevented a real convergence in welfare, living standards and the enjoyment of liberties for the entire EU population. To vote in favour is to effectively approve of the arid controversies between the governments of the most influential EU Member States, and to provide a patina of legitimacy to a manifestly ineffective modus operandi. Conversely to vote against is to obstinately refuse to accept the benign role the EU can and must have. Hence my decision to abstain from voting the Parliament's resolution signals my disproval of the self-restraining praxis of present budget negotiations. Furthermore it states my profound belief that the budget can and must be far more ambitious, to allow the EU to operate in a systematic manner in elevating the living conditions of all of its people and in developing all these regions or countries that are in most need of genuine support, rather than providing them with mere handouts that get lost in the daedal canals of existing bureaucracy.
