  Michael Theurer (ALDE). - Herr Präsident, liebe Kolleginnen und Kollegen! Es ist eine wichtige Frage, und deshalb rege ich an – auch wenn es nicht beantragt worden ist –, zu diesem Punkt eine namentliche Abstimmung durchzuführen, wenn die Kollegen einverstanden sind.

  Giovanni La Via (PPE). - Signor Presidente, onorevoli colleghi, le manifesto che come gruppo PPE siamo contrari a che ci sia un appello nominale su questo punto.

  Andreas Mavroyiannis, President-in-Office of the Council. − Mr President, the European Parliament has just approved the position of the Council on the new draft budget for the financial year 2013 and on draft amending budget No 6/2012 without any amendments. The Council notes with satisfaction that the European Parliament confirmed the agreement we reached at the trialogue on 29 November 2012 and that the 2013 budget, as well as amending budget 6/2012, is therefore adopted. Nevertheless, as is well known, since the budgetary procedure in 2009 the Council reserves its position as to the form of the act establishing the budget under the Lisbon Treaty and hopes that this difference will soon find a resolution.

I take this opportunity to thank once again the Chairman of the Committee on Budgets, Mr Alain Lamassoure, as well as the three rapporteurs, Ms Francesca Balzani, Mr Giovanni La Via and Mr Derek Vaughan, for their constructive attitude during the whole budgetary procedure, which contributed particularly to the positive outcome we have reached.

Mr President, please allow me two more minutes, as this is the last time that I have the unique honour of addressing the plenary, at least in this capacity, representing the Presidency of the Council of the European Union. Let me express my gratitude and appreciation for the very close cooperation we have had and for some important achievements, probably the most important being today’s vote, which would not have been possible otherwise.

Mr President, thank you for the trust, confidence and spirit of cooperation you have personally shown towards the Cyprus Presidency. I would also like to thank many of you with whom, both here, in Brussels and in Nicosia, we have established close bonds and accomplished very good compromises and agreements. Together – as General Makriyannis, one of the heroes of the Greek revolution of 1821, wrote – when many have contributed, do not say ‘I’, say ‘we’. We together, the Members, the persons and the institutions; once again, quoting Jean Monnet: ‘Nothing is possible without men, nothing is durable without the institutions’. Let me add that nothing is ever acquis without constructive inter-institutional cooperation, with full respect for the dignity of the other and with full respect for the rights and prerogatives of the institutions.

Thank you once again. I wish the Cyprus Presidency to be remembered as an honest broker and as a Presidency that has worked very hard towards a better Europe, more relevant to the European citizens and in the world, trying to build a more filoxenos topos – a welcoming space for all – in all fields of human activity, but more so for the young generations in a really difficult time for the European Union.

  Der Präsident. − Herzlichen Dank, Herr Minister, Sie sehen am Beifall des Hauses, dass – ich glaube, sagen zu können – vor allen Dingen auch Ihr persönlicher Einsatz hier in diesem Hause auf großen Respekt gestoßen ist. Ich darf mich deshalb bei Ihnen auch noch einmal herzlich für die hervorragende Zusammenarbeit bedanken.

Nach der Erklärung von Herrn Minister Mavroyiannis zum Haushalt – nicht zur zyprischen Präsidentschaft, über die wir ja im Januar noch diskutieren werden – muss ich jetzt formell etwas feststellen. Bevor ich das aber tue, werde ich noch etwas aufgreifen, was Herr Mavroyiannis gesagt hat, nämlich den Dank an vier Leute, stellvertretend eigentlich für den gesamten Haushaltsausschuss, an Frau Balzani, an Herrn La Via, an Herrn Vaughan und an Herrn Lamassoure.

Ich bin ja zum ersten Mal als Präsident des Europäischen Parlaments an einem Haushaltsverfahren beteiligt gewesen; ich habe das als Abgeordneter, als Fraktionsvorsitzender mitgemacht, aber noch nie in dieser Funktion. Ich habe in diesem Jahr mehr über das Haushaltsverfahren gelernt als in den vielen Jahren zuvor. Dafür bin ich sehr dankbar. Ich weiß jetzt ungefähr Bescheid, wovon hier geredet wird.

Aber ein großes Kompliment an unsere Haushälter, die das Geld der Bürgerinnen und Bürger – das kann ich sagen – ziemlich sorgfältig verwalten! Also herzlichen Dank an die Kolleginnen und Kollegen, die sich an dieser Arbeit so hervorragend beteiligen!

Ich bestätige, dass das Haushaltsverfahren für das Haushaltsjahr 2013 im Einklang mit Artikel 314 des Vertrages über die Arbeitsweise der Europäischen Union ordnungsgemäß durchgeführt wurde und als abgeschlossen gilt. Ich stelle hiermit fest, dass der Haushaltsplan der Union für das Haushaltsjahr 2013 endgültig erlassen ist. Ich werde den Haushaltserlass unterzeichnen.
