  Der Präsident. − Als nächster Punkt folgt die Aussprache über die Anfrage zur mündlichen Beantwortung an die Kommission von Pervenche Berès im Namen des Ausschusses für Beschäftigung und soziale Angelegenheiten über die Beschäftigungsgarantie für Jugendliche (O-000219/2012 - B7-0554/2012).

  Pervenche Berès, auteure. − Monsieur le Président, Monsieur le Commissaire, depuis que vous avez mis sur la table, au mois de juillet, cette initiative en faveur d'une garantie pour la jeunesse, que ce Parlement européen vous avait demandé de mettre en place, les choses progressent et nous comprenons que le prochain Conseil des ministres des affaires sociales et de l'emploi devra les 7 et 8 février prochain à Dublin discuter de cette initiative.

Le rôle de cette question orale et de la résolution que nous allons voter, c'est de soutenir tous les efforts qui peuvent être faits en ce domaine, car nous pensons que la situation de l'emploi, en général, mais, en particulier, celle des jeunes au sein de l'Union européenne n'est pas acceptable, que tout doit être fait pour corriger cette situation et que, là où l'expérience a été menée – je pense, en particulier, à l'Autriche, à la Suède ou au Danemark, mais aussi au contrat de génération, maintenant en France – il y a des pistes pour faire autrement que de considérer l'emploi des jeunes comme une conséquence des autres politiques.

Nous devons être plus déterminés, plus volontaires. Nous ne devons pas accepter qu'un jeune puisse se retrouver sans emploi ou sortir du système de formation sans que, dans les quatre mois qui viennent, ne lui soit proposé une nouvelle formation, un enseignement, un apprentissage, un stage ou un emploi.

Il ne s'agit pas d'obliger à la création d'emploi, il s'agit de mettre en place toutes les chances pour que cette génération ne soit pas une génération perdue. Pour cela, vous avez fait une proposition qui repose largement sur la bonne volonté des États membres, en les autorisant à utiliser les Fonds structurels et, en particulier, ceux sur lesquels nous devons toujours nous mettre d'accord, à savoir le Fonds social européen. Nous comprenons cette approche, nous la soutenons dans la mesure où elle est réaliste, mais, pour cela, nous disons aussi aux États membres que, si nous voulons pouvoir financer cette garantie jeunesse en utilisant le Fonds social européen, il faut alors être cohérent et permettre que 25 % des fonds disponibles pour la politique de cohésion soient sanctuarisés au bénéfice du Fonds social européen.

Il faut aussi, nous semble-t-il, réfléchir au-delà et penser que, peut-être, pour compenser les déséquilibres macroéconomiques au sein de l'Union européenne, pour que cette question de la garantie jeunesse devienne un enjeu européen, il nous faut réfléchir à des mécanismes proprement européens. Je sais bien que tout cela ne pourra pas être décidé dès le Conseil Epsco, en février, mais voilà une voie qui est tracée.

Notre Parlement vous le dira, Monsieur le Commissaire, nous souhaitons aussi que la conception de cette garantie jeunesse soit adaptée à la réalité de ce que connaissent les jeunes sur le terrain car nous savons qu'il ne s'agit pas uniquement des citoyens de l'Union européenne. Bien au contraire, parmi les populations les plus vulnérables au sein des plus jeunes, bien souvent ce sont des non-communautaires qui sont stigmatisés, parce qu'ils sont au chômage. Nous devons leur tendre la main car, sinon, nous savons que nous faisons le lit de ceux que nous n'aimons pas, de ceux qui détricotent l'Europe à force de populisme et de simplification.

Nous souhaitons aussi que cette offre de garantie jeunesse tienne compte de la réalité de la situation qui est celle des diplômés, où la question de l'accès à l'emploi, malheureusement, ne s'arrête pas à la barrière des 25 ans.

Monsieur le Commissaire, vous l'avez dit vous-même la semaine dernière dans le rapport que vous avez mis sur la table concernant la situation de l'emploi au sein de l'Union européenne, aujourd'hui un cinquième des chômeurs n'a jamais travaillé et les trois quarts d'entre eux ont moins de 35 ans. C'est bien de ceux-là dont nous parlons et dont nous devons tenir compte si nous ne voulons pas, non seulement, que cette génération soit une génération gâchée, mais si nous voulons aussi que l'Union européenne, dans son ensemble, relève ce qui est pour elle son principal défi, celui de l'innovation, car qui d'autre qu'une jeunesse au travail, une jeunesse dans l'apprentissage, une jeunesse avec des emplois, nous permettra d'être à la pointe de l'innovation, à la pointe du progrès et permettra à cette Europe d'être celle qui continue de porter avec fierté ses valeurs et son modèle social, ce à quoi le Président Barroso nous a invités, il y a quelque temps?

Monsieur le Commissaire, merci de cette initiative; comptez sur nous lors du conseil Epsco pour pousser les ministres avec le soutien, nous le savons, de la présidence irlandaise, afin que cette proposition devienne réalité.

  László Andor, Member of the Commission. − Mr President, I wish to thank the Committee on Employment and Social Affairs for tabling this question and its motion for a resolution, as it shows the strong support from Parliament for the setting up of a youth guarantee scheme across the European Union. It also allows me to clarify a number of issues regarding its implementation.

First of all, I very much agree with Ms Berès that funding is a crucial aspect. A youth guarantee obviously has a fiscal cost. However, the costs of not acting are far higher.

Youth unemployment is expensive. It costs Member States EUR 153 billion a year in terms of social and unemployment benefits paid out and lost tax revenue and earnings, according to our agency Eurofound. This is in addition to the long-term costs of unemployment to the economy, to society and to the young people concerned themselves, such as the increased risk of future unemployment, social exclusion and poverty.

Youth guarantee schemes are investments. Therefore the Commission is ready to make available substantial financial contributions from the European Social Fund (ESF) and the other EU Structural Funds. The precise amounts, as you know, will depend on the outcome of the negotiations on the Multiannual Financial Framework, and therefore we count on your support for a strong ESF in the next programming period.

In parallel, the Commission has just started to negotiate with the Member States on the content of the Partnership Agreements and Operational Programmes for the period 2014-2020, which should focus on school-to-work transitions through the setting up of youth guarantee schemes. During these negotiations the specific amounts to be allocated to such schemes will be defined.

The Commission fully agrees that, in order for such schemes to be efficient, strong partnerships among all players concerned are necessary, but it is also aware that this is not that easy for a number of Member States. This is why, building on the experience developed by Member States with such schemes, we proposed six related specific recommendations to serve as guidelines for establishing strong partnerships.

Moreover, the call for proposals on youth guarantee schemes, launched last summer in the frame of a preparatory action, focuses precisely on the setting up of these partnerships. We thus expect that the outcome of the projects – to be selected in the coming weeks – will bring further knowledge and know-how to be shared with all Member States.

The Commission is fully aware of the constraints that austerity measures are creating, in particular in Member States with acute youth unemployment levels. However, let me repeat again that there will be positive returns on the investment in a youth guarantee. This has been explicitly mentioned in the 2013 Annual Growth Survey and backed by the recent Commission report on ‘The quality of public expenditure in the EU’, which considers youth guarantee schemes to be growth-friendly investments.

There cannot be a one-size-fits-all approach when establishing a youth guarantee. Indeed, we need to take into account the diversity and different starting points of the Member States as regards the respective levels of youth unemployment and capacities of the various labour market players.

Furthermore, the young people targeted by these schemes are not a homogeneous group, and, besides gender and diversity dimensions, each Member State will have to consider the various needs of the diverse groups and sub-groups of young people, some of them facing multiple barriers to entering the labour market.

However, there is necessarily a strong European dimension as we share the common goal of supporting our youth. We need to demonstrate our solidarity, particularly in a time of tight budgetary constraints, and make sure that we do not compromise our future when consolidating our finances.

As part of the European Semester, we will establish through the Employment Committee multilateral surveillance on the implementation of Youth guarantee schemes and also use the Mutual Learning Programme of the European Employment Strategy to encourage Member States to share their experiences.

Finally, we intend to regularly monitor and report on developments concerning the design, implementation and results of youth guarantee schemes as part of the annual programme of the European Network of Public Employment Services, which will have a pivotal role in the partnership approach.

Let me conclude by informing you that we have already had a first presentation of the youth guarantee proposal in the Council, on 18 December 2012. A large majority of Member States warmly welcomed the initiative and promised to work constructively towards a political agreement at the meeting of the Employment, Social Policy, Health and Consumer Affairs Council (EPSCO) of 28 February 2013 under the Irish Presidency.

  Csaba Őry, a PPE képviselőcsoport nevében. – Az Európai Néppárt és az Európai Néppárt képviselőcsoportja is egyaránt megjelenése után rögtön üdvözölte ezt a javaslatot. Hasznos, fontos és előremutató javaslatnak tekintjük. Tisztában vagyunk mi is a tényekkel. Az Európai Unióban mintegy 23%-ra nőtt a pályakezdő és a fiatal munkanélkülieknek a száma. Több mint 5 millió fiatalnak nincs munkahelye. Egyes országokban 25%, sőt vannak olyanok, ahol 40–45%-ra nőtt a fiatal munkanélküliek száma. Ez nyilvánvalóan elfogadhatatlan, tűrhetetlen állapot. Ezen változtatni kell. Örülünk a Bizottság e téren megmutatkozó aktivitásának. Ugyanakkor azt is látnunk kell, ha föltesszük a kérdést: na jó, de ki fizeti a révészt, ahogy mondani szokás, akkor egyenlőre a homály, a bizonytalanság az, amit tapasztalhatunk. A Bizottság számos kezdeményezést tesz, és azt látjuk, hogy lényegében újra és újra ugyanazokat a pénzeket költi el, tehát igazából az a félő, hogy a tagállamok magukra maradhatnak, és ugyanakkor az egyes országok helyzete, a fiatalok összetétele nagymértékben eltérhet egymástól. Kétséges tehát, hogy valamilyen egységes keretet lehet számukra itt javasolni. Mindenféleképpen hangsúlyozni szeretném, hogy nem egyszerűen az államok, sőt nem egyszerűen az Unió az, amelyik munkahelyeket tud létrehozni. Ehhez működő gazdaságra van szükség, és a működő gazdaság, a gazdaság lendületbe hozása érdekében szükség van a kohéziós politika forrásainak megmentésére, sőt bővítésére is.

  Alejandro Cercas, en nombre del Grupo S&D. – Señor Presidente, gracias, señor Comisario, los diputados socialistas estamos muy contentos con esta iniciativa; tiene usted todo nuestro apoyo; esperamos que el Consejo de Empleo, Política Social, Sanidad y Consumidores (EPSCO) siga adelante con esta excelente idea.

Porque el problema es gravísimo. A veces oímos lo del 50 % del paro juvenil y olvidamos que se trata de promedios. Hay regiones en mi país, por ejemplo, en las que el paro asciende al 65 %, pero hay ciudades donde es del 70 %, hay grupos sociales que afrontan un 80 %, y ésa es una realidad que ya no es un problema: es un drama de unas características tremendas. Ellos han dicho que su futuro es nuestro futuro y, verdaderamente, o damos un futuro a esta juventud o Europa no tendrá futuro.

Pero, señor Comisario, si no se ha pronunciado la expresión «Europa de la garantía», al menos deben ustedes llevar a cabo un cambio en los Estados miembros, hacer que cambien. No pueden seguir haciendo lo mismo, porque lo que han hecho hasta ahora ha traído esta tragedia.

Hay que reprogramar los recursos del Fondo Social Europeo, hay que poner mucha imaginación, nuevos agentes sociales y tomarse en serio lo que es un problema no de ellos sino de todos nosotros.

  Nadja Hirsch, im Namen der ALDE-Fraktion. – Herr Präsident, Herr Kommissar! Bei einer Jugendarbeitslosigkeit von über 20 % in der EU – in einzelnen Ländern von fast 50 % – ist es keine Frage mehr, dass wir dringend handeln müssen, und zwar nicht mit Maßnahmen, die erst in ein paar Jahren greifen, sondern wir müssen Maßnahmen finden, die kurz- und mittelfristig tatsächlich die Möglichkeit bieten, jungen Menschen auch wieder eine Perspektive zu geben. Deswegen unterstützen wir als Liberale auch grundsätzlich eine Jugendgarantie. Wir wollen nicht, dass eine Generation komplett verloren geht.

Zugleich muss man aber auch sagen, dass eine Jugendgarantie keine Jobgarantie sein kann. Die Jobs selbst, die Arbeitsplätze, werden durch die Wirtschaft geschaffen, und die können wir auch nicht durch ein EU-Programm herbeizaubern. Aber eine Jugendgarantie kann helfen, jungen Menschen einen Job zu vermitteln, die Barrieren, die sie bereits haben, zu mindern, ihnen eine Ausbildung zu ermöglichen, Defizite, die sie haben, abzubauen.

Anfang dieses Jahres wurde z. B. in Deutschland ein neues Programm begonnen, das Programm zur Förderung der beruflichen Mobilität von ausbildungsinteressierten Jugendlichen und arbeitslosen jungen Fachkräften aus Europa. Hier soll es jungen Menschen ermöglicht werden, die entweder noch keine Ausbildung haben oder zwar eine Ausbildung, aber keinen Arbeitsplatz haben, nach Deutschland zu kommen. Es macht Sinn, hier Initiativen aus den Mitgliedstaaten mit einer europäischen Jugendgarantie zu kombinieren. Diese Jugendgarantie muss und kann durch den Europäischen Sozialfonds finanziert werden. Dafür gibt es die Gelder. Gerade jetzt kann Europa zeigen, dass wir ein Potenzial auch für einen europäischen Arbeitsmarkt haben und hier in diese Richtung gehen können, um gemeinsam den jungen Menschen wieder eine Zukunftsperspektive geben zu können.

  Emilie Turunen, for Verts/ALE-Gruppen. – Hr. formand! Situationen for Europas unge er på alle måder alvorlig. Næsten hver fjerde ung i Europa er uden arbejde, og de økonomiske og sociale fremtidsudsigter er mildest talt deprimerende. Jeg tror, vi politikere i Europa må spørge os selv, om vi er i gang med at ofre en hel generation på krisens alter. Vi bliver nødt til at spørge os selv, om vi er klar til at tage ansvaret for, at den nye generation, i øvrigt som den første siden EU's start, kommer til at opleve ringere levevilkår og færre chancer i livet end deres forældre.

Min mor var ung i starten af firserne og kæmpede ligesom rigtig mange andre unge for at komme ind på arbejdsmarkedet. Mange dengang blev tabt, blev langtidsledige, blev syge eller endte permanent på kanten af samfundet. Vi ved fra firserne, at ungdomsarbejdsløshed har uendelig mange negative konsekvenser både for den enkelte og for samfundet som helhed.

Lad os nu lære af fortidens fejl ved at handle resolut og tilstrækkeligt. Det er det, vi gør, når vi foreslår en europæisk ungdomsgaranti. Det handler altså også om retfærdighed i krisen, for det absurde er jo, at mens Europas unge havner i arbejdsløshed og i håbløse situationer, er den økonomiske elite med bankdirektøren i spidsen gået fri. Det er en fuldstændig uacceptabel situation.

Ungdomsgarantien er i den forbindelse et afgørende forslag i en krisetid. I øvrigt et forslag der blev fremsat af mig selv og Den Grønne Gruppe. Nu har Kommissionen spillet ud – tak for det! Nu er det op til Ministerrådet og det irske formandskab at levere. Europa-Parlamentet og vores gruppe har meget store forventninger. Vi skal altså levere, vi skal tænde et nyt håb for Europas unge.

  Patrick Le Hyaric, au nom du groupe GUE/NGL. – Monsieur le Président, Monsieur le Commissaire, c'est parce que l'Union européenne doit cesser d'être synonyme de fabrique de sans-travail, de sans-logement, de sans-formation, de sans-futur, en quelque sorte, pour des millions de jeunes que le projet de garantie jeunesse, qui est ici proposé, doit être défendu et mis en oeuvre, non pas comme une sorte de traitement social du chômage, mais comme un outil européen de coopération pour offrir un avenir aux jeunes. Car sacrifier les jeunes générations aujourd'hui, c'est amplifier l'Europe du déclin, demain. D'ailleurs, il y a quelque chose d'aberrant dans celles de nos politiques européennes qui poussent à retarder l'âge de la retraite, alors qu'on laisse de plus en plus les jeunes sans travail.

Le pas positif que peut constituer la garantie européenne pour l'avenir de la jeunesse devrait s'accompagner de droits nouveaux, particulièrement des droits à l'éducation et à la formation permanente, à l'école de la deuxième chance, qui existe de-ci, de-là, comme, d'ailleurs, le droit de se syndiquer, le droit à une protection sociale européenne et universelle garantissant à chaque jeune une sécurité sociale, le droit à un salaire minimum européen équivalant à un salaire médian européen, le droit à une sécurité sociale professionnelle dans le travail, combinant le travail, les formations nécessaires, les activités, voire les stages de formation en entreprise.

Un service public européen de garantie pour les jeunes devrait être créé, financé par un fonds dédié à l'avenir des jeunes européens et non par un redéploiement de crédits.

  Thomas Mann (PPE). - Herr Präsident! Die Jugendarbeitslosigkeit in Griechenland und Spanien liegt bei unakzeptablen 55 %, in meiner Heimat Deutschland bei 8 %. Eine dramatische Schieflage, die zur sozialen Spaltung Europas führen kann und in Südeuropa zu einer verlorenen Generation.

Im Dezember 2012 stellten Sie, Herr Kommissar, ein Paket zur Bekämpfung der Arbeitslosigkeit vor, das wir sehr begrüßen. Ein Kernstück – die Europäische Jugendgarantie – ist eine Idee aus dem Europäischen Parlament. Bereits im Oktober 2010 habe ich sie in meinem Bericht zur Generationengerechtigkeit vorgeschlagen. Jedem Jugendlichen soll nach viermonatiger Arbeitslosigkeit ein Arbeitsplatz, eine Lehrstelle oder Weiterbildung vermittelt werden. Nicht erreichte, aber notwendige Qualifikationen müssen nachgeholt werden können, da zur Beschäftigungswilligkeit auch immer die Beschäftigungsfähigkeit gehört.

Diese Garantie auf Basis des ESF beruht auf dem Grundsatz des Forderns und Förderns. Wer sie in Anspruch nimmt, wird im eigenen Interesse bereit sein, angebotene Maßnahmen zu akzeptieren. Zur sozialen Hängematte darf sie nicht werden.

Verhindern wir die Ausgrenzung junger Menschen! Qualifizierte Jugendliche leisten wichtige Beiträge für die Zukunftsgestaltung unserer Unternehmen. Die Mitgliedstaaten müssen unbedingt mehr investieren in Bildungs- und Ausbildungssysteme. Sechs europäische Staaten wollen übrigens das deutsche duale Ausbildungssystem übernehmen. Meine Bundesregierung unterstützt das Vorhaben mit einer Anschubfinanzierung von zehn Millionen Euro, ein optimistisch stimmendes Signal!

  Evelyn Regner (S&D). - Herr Präsident! Herr Kommissar, Sie kennen die Zahlen sehr gut: 5,5 Millionen junge Menschen, die arbeitslos sind, 56,6 % beträgt die Jugendarbeitslosigkeit in Spanien. Das sind nicht nur Zahlen, das ist ein Skandal. Es besteht dringender Handlungsbedarf. Ich schätze Ihr Engagement zur Bekämpfung von Jugendarbeitslosigkeit sehr, daher begrüße ich auch das Jugendbeschäftigungspaket, das die Kommission am 5. Dezember vorgestellt hat.

Ich komme aus Österreich, einem Land, das mit seiner Ausbildungsgarantie als eines der best-practice-Beispiele in der Europäischen Union genannt wird. Wir haben duale Ausbildung, und wir schätzen Sozialpartnerschaft, um Jugendarbeitslosigkeit zu bekämpfen. Das ist ein Erfolgsrezept. Allerdings hat Österreich wesentlich mehr gemacht. Ich möchte nicht um den heißen Brei herumreden: Es hat sehr viel Geld in die Hand genommen. Soll das Griechenland jetzt beispielsweise ebenfalls tun, oder Spanien? Hier gilt es, europäisch anzusetzen, und das ist jetzt der springende Punkt: Warum nicht beispielsweise einen eigenen Fonds zur Bekämpfung von Jugendarbeitslosigkeit kreieren, warum nicht die Mittel des ESF umschichten? Ich möchte mit einem Zitat beschließen

  Marian Harkin (ALDE). - Mr President, I welcome the youth guarantee and if we put it in place it will be a tangible indication that the EU is responding, but it is only a small step and it is only a first step, and we have to look at the bigger picture, at the continued austerity programmes in many Member States and the slashing of public investment. This type of economic model has in my own country, Ireland, contributed significantly to a 29.7% youth unemployment rate and, while it is not the worst in the EU, the real figure is in fact much higher, with 87 000 people, most of them young people, leaving Ireland in the last year because there is nothing for them at home.

Last weekend our President, Michael D. Higgins, summed it up when he said: ‘I am so conscious of the discourse that concentrates entirely on the security of the currency, but is happy to leave aside the question of an enormous wedge of the population that are unemployed: 55% of young people in some countries.’ We cannot ignore that bigger picture and you yourself, Commissioner, said it this afternoon when you said we must not compromise our future when we consolidate our finances.

  Elisabeth Schroedter (Verts/ALE). - Herr Präsident! Der Rat hat in großen Worten Jugendarbeitslosigkeit als das größte Problem der Krise bezeichnet. Nun erwarten wir, dass diesen Worten Taten folgen. Glaubwürdig wäre da nur eine verbindliche Jugendgarantie, also ein einklagbares Recht für die Jugendlichen in jedem Mitgliedstaat, und natürlich Maßnahmen, also Arbeits- und Ausbildungsangebote für die Jugendlichen. Die EU muss mit Überprüfungsmechanismen im Europäischen Semester diese Jugendgarantie in den Mitgliedstaaten sicherstellen.

Aber unser Appell geht auch an die Kommission. Wir erwarten auch von der Kommission, dass Worten Taten folgen. Wir als Europäisches Parlament haben Vorschläge gemacht, dass im Progress-Instrument für sozialen Wandel und Innovation und auch im ESF besonders benachteiligten Jugendlichen eine solche Garantie gegeben wird. Wir stoßen mit diesen Vorschlägen auf erbitterten Widerstand auch der Kommissionsvertreter. Ich sage Herrn Andor: Stehen Sie zu Ihren Worten, geben Sie Ihren Widerstand auf und stimmen Sie unseren Vorschlägen zu!

  Κωνσταντίνος Πουπάκης (PPE). - Κύριε Πρόεδρε, θα ήθελα και εγώ να χαιρετίσω αυτή τη σημαντική πρωτοβουλία. Οι νέοι, σήμερα. αποτελούν τα μεγαλύτερα θύματα της κρίσης γι' αυτό και η νεανική ανεργία, σαν κορυφαίο πρόβλημα, απαιτεί πλέον άμεσες και δυναμικές παρεμβάσεις. Στη χώρα μου, την Ελλάδα, το 56% των νέων είναι εκτός αγοράς εργασίας με ιδιαίτερα επώδυνες επιπτώσεις τόσο στη δική τους ζωή όσο και συνολικότερα στη λειτουργία της κοινωνίας. Κύριε Επίτροπε, θεωρώ ότι είναι χρέος όλων μας να εγγυηθούμε ότι οι νέοι ευρωπαίοι δεν θα γίνουν μια χαμένη γενιά. Γι’ αυτό θα πρέπει να υπάρξει μοχλός πίεσης προς τις κυβερνήσεις, τους κοινωνικούς εταίρους και τους άλλους εμπλεκόμενους φορείς ώστε να υιοθετήσουν στοχευμένες δράσεις χωρίς όμως να λειτουργήσουν σε βάρος άλλων πολιτικών, κοινωνικού χαρακτήρα.

Θα ήθελα να ρωτήσω λοιπόν σε μια περίοδο εκτεταμένων περικοπών στους εθνικούς, κοινωνικούς προϋπολογισμούς και στα εκπαιδευτικά κονδύλια με ποιο συγκεκριμένο τρόπο και συγκεκριμένα μέτρα μπορείτε να διασφαλίσετε ότι η εγγύηση για τους νέους θα χρηματοδοτηθεί αλλά και θα εφαρμοστεί αποτελεσματικά στα κράτη μέλη, ιδίως σε αυτά μάλιστα που υπάγονται σε καθεστώς μνημονίων;

  Emer Costello (S&D). - Mr President, I welcome that the priorities of the Irish Presidency are growth and employment, which are without doubt the greatest challenges facing the EU. As someone who has been campaigning for youth guarantee in Ireland, I also welcome that the proposal will be the main focus of the informal EPSCO meeting in Dublin in February.

We are all familiar with the figures: an EU rate of 23 % for youth unemployment. Ireland’s youth unemployment rate currently stands at 30 %; it is the fifth highest in the EU. We are living the reality of having lost a generation to emigration and long-term unemployment.

Last week in Dublin, President Barroso discussed the youth guarantee at the Citizens’ Dialogue and his commitment was very much welcomed and found to be reassuring among the people who participated in that meeting. But if we are to have a youth guarantee we need real and substantial funding, as Ms Berès has pointed out. We need to show and we need to give a sign of the EU’s resolve and commitment to deal with the matter.

Finally I would just like to ask the Commissioner in relation to the pilot projects: Ballymun in Dublin is one of the applicants and I would like to know the timetable in relation to that.

  Karima Delli (Verts/ALE). - Monsieur le Président, Monsieur le Commissaire, il y a urgence.

Une génération tout entière est sacrifiée sur l'autel de l'austérité. Près de 14 millions de jeunes de moins de 30 ans ne sont ni dans l'emploi ni dans la formation, et pourtant tout le monde le dit: les solutions existent.

La garantie "jeunesse", portée par le groupe des Verts depuis des années, est une mesure qui marche, on l'a dit, au Danemark, en Autriche. Et pour qu'elle fonctionne, il faut deux conditions. La première, c'est la mise en place d'un véritable revenu d'autonomie, parce qu'il y a trop de jeunes qui sont obligés de travailler à côté de leurs études, ce qui les condamne à l'échec.

La deuxième condition, c'est la mise en place de règles claires pour encadrer les stages. La Commission ne peut plus réellement attendre pour lutter contre l'exploitation des jeunes qui enchaînent des contrats de courte durée déguisés en stages.

Finalement, si la garantie crée un droit, elle ne crée pas d'emplois. C'est pourquoi il faut, parallèlement, promouvoir une véritable politique de l'emploi tournée vers la transition écologique. Investir dans notre jeunesse, c'est lui redonner de l'espoir, mais notre défi à tous, aujourd'hui, c'est surtout réconcilier les jeunes et l'Europe.

  Regina Bastos (PPE). - Estamos a começar o ano com níveis de desemprego dramaticamente históricos. O meu país, Portugal, tem a terceira taxa mais elevada de desemprego jovem da União Europeia e está a viver uma vaga de emigração de dimensão semelhante à da grande saída dos anos 60 do século passado. A grande diferença é que esta vaga afeta sobretudo os jovens licenciados sem perspetivas de trabalho. Os recém-licenciados estão a procurar uma saída profissional fora do meu país. É claro que este fenómeno contribui para o agravamento da situação económica já de si fragilizada.

Na União Europeia, os custos da não-integração dos jovens no mercado de trabalho ascendem a 150 mil milhões de euros por ano, segundo o Eurofound. Neste contexto, saudamos a iniciativa da garantia à juventude. É muito importante a gestão financeira para que a execução da garantia à juventude seja possível e tenha êxito. Para isso impõe-se a eficiente utilização dos Fundos Estruturais, a par da cooperação muito estreita entre os parceiros sociais, as autoridades nacionais, locais e regionais, para além dos serviços de emprego e das instituições de educação e formação.

A chave é ajudar os nossos jovens na transição da escola para o mundo do trabalho. Não podemos permitir que fiquem no limbo, sem perspetivas de futuro. Termino com a seguinte questão, Senhor Comissário, que recomendações propõe a Comissão Europeia aos Estados-Membros que estão a viver graves dificuldades financeiras, económicas e sociais para travar a perda…

  Jutta Steinruck (S&D). - Herr Präsident, meine Damen und Herren! Jugendarbeitslosigkeit können wir nicht mit leeren Worten bekämpfen, sondern es ist klar: Wir müssen Geld in die Hand nehmen. Das gute Beispiel Österreich zeigt, wie es funktioniert. Als Berichterstatterin des Programms für sozialen Wandel und Innovation habe ich eine Jugendachse initiiert, mit der wir genau die von Ihnen vorgeschlagene Jugendinitiative europaweit auf den Weg bringen könnten.

Das Parlament hat vor, Projekte mit dem Austausch guter Beispiele und das voneinander Lernen zu fördern, genau das, was Sie wollen. Wir verstehen nicht, dass sowohl die Kommission als auch die Regierungschefs der Mitgliedstaaten auf der einen Seite sagen „ja, wir wollen das europaweit bekämpfen“, aber auf der anderen Seite nicht bereit sind, diese gute Initiative des Europaparlaments zu unterstützen. Da sollten sich die Regierungschefs schämen, denn es ist ein falsches Spiel mit leeren Worten, ohne konkrete Absichten.

  Sergio Gutiérrez Prieto (S&D). - Señor Andor, en lo que dura esta intervención, en España se habrán perdido dos puestos de trabajo, uno de ellos joven, hasta dos mil al día. Como sucede, en mayor o menor medida, en muchos países de la Unión.

Y mientras esto sucedía, ustedes han sido incapaces de poner en marcha una sola propuesta, un solo programa, para aliviar mínimamente la situación en la que se encuentran millones de ciudadanos. Por lo tanto, lo primero es que esta medida llega tarde. Pero, mientras esto sigue sucediendo, ustedes son incapaces de poner en marcha el programa ambicioso, europeo y cofinanciado que reclama este Parlamento y alegando, precisamente, cuestiones de subsidiariedad y de competencias, creando mayor frustración y mayor desafección.

Porque Europa, señor Comisario, sí, todavía hoy sigue teniendo los instrumentos necesarios con los que poder actuar y recursos suficientes. Con un 10 % de lo presupuestado y no gastado en el rescate bancario español podríamos financiar perfectamente este programa que este Parlamento reclama.

¿Por qué ustedes son flexibles para ayudar a los bancos, pero son tremendamente rígidos para ayudar a las personas?

Por eso, sí, señor Comisario, utilice este Parlamento, y utilícelo para crear este programa tal y como lo reivindicamos.

  Richard Howitt (S&D). - Mr President, the Commissioner will be well aware that 40% of Britain’s unemployed are under 25 but the UK Government’s so-called work programme found sustained employment for just 2 in 100 people involved, whilst the British Labour Party has announced policies for compulsory job guarantees funded by limiting tax relief on the pension contributions of the wealthiest people and British Labour MEPs have supported our national trade union confederation, the British TUC, in a youth unemployment charter that supports youth guarantees.

But let me tell the House too how my own East of England region is the second hardest hit in the UK for rising youth unemployment and how, according to the Prince’s Trust – whose ‘get into’ projects I warmly commend – one in five young people in my region say their prospects are being permanently damaged and one in four say they regularly feel depressed. I have heard from Emily, a 23-year-old from Norfolk, whose father died and who ended up leaving school without taking examinations and is now dependent on anti-depressants. Let us not give her pills, let us give her hope.

  Katarína Neveďalová (S&D). - Som veľmi rada, že dnes opäť diskutujeme o situácii mladých ľudí v Európe. Bohužiaľ, diskutujeme, pretože je stále taká, aká je, a je to veľký problém.

Veľmi som rada, že pán komisár Andor prezentoval návrh Komisie pre stratégiu mládežníckej garancie alebo garancie pre mladých ľudí. Osobne som rada, že to bola práve iniciatíva socialistov a Strany európskych socialistov, ktorá viedla aj možno k tomu, aby sa Komisia ňou inšpirovala, a myslím si, že práve zabezpečenie pre mladých ľudí tej podpory, ktorú pán komisár Andor prezentoval a ktorú vlastne prezentuje tento návrh, aby získavali ďalšie vzdelávanie alebo aby získali nejakú stáž, nejakú prax, poprípade nejaké to pracovné miesto, je určite cestou von z toho problému, ktorý dnes máme.

Musíme si uvedomiť ako Európska únia, že naozaj investovať do mladých ľudí je investícia do budúcnosti, a takýto program na európskej úrovni nám naozaj poskytuje financie, ktoré členské štáty bohužiaľ nemajú. Podľa našich výpočtov vieme, že stačí 10 miliárd EUR na to, aby sme zabezpečili 2 milióny pracovných miest, čo je pri tej nezamestnanosti mladých ľudí, o ktorých sa jedná, ktorých je približne 5 a pol milióna, tak by nám stačilo reálne nejakých 30 miliárd EUR na to, aby sme zabezpečili zamestnanie pre týchto mladých ľudí.

A myslím si, že keď do mladých ľudí investujeme, naozaj nám to vrátia a dúfam a myslím si, že Európsky parlament bude určite pomáhať Európskej komisii v prezentovaní týchto ďalších návrhov.

  Eider Gardiazábal Rubial (S&D). - Señor Presidente, señor Comisario, la lucha contra el desempleo juvenil forma parte de las líneas de actuación de la Comisión, del Consejo y del Parlamento que aprobamos en la Estrategia Europa 2020. Tenemos la mayor tasa de desempleo juvenil desde 1995 y, por eso, cualquier iniciativa que recibamos va a ser bienvenida.

Sin embargo, esta iniciativa, que pretende que a cualquier joven europeo se le ofrezca una oportunidad de trabajo, de educación o de prácticas después de cuatro meses en el paro, es en algunos puntos incompleta.

Primero, porque se limita su ámbito de actuación a los menores de 25 años; segundo, porque su puesta en marcha queda sujeta a la voluntad de los Estados miembros; y, tercero, porque carece de un plan de financiación concreto.

Por eso le pedimos que aumente la edad hasta los 30 años, que establezca medidas necesarias para asegurar su puesta en marcha en todos los Estados miembros, que dicha Garantía Juvenil incluya requisitos de calidad, por ejemplo en las condiciones salariales, y, por último, que el presupuesto para los próximos siete años cuente con recursos suficientes.

  Zofija Mazej Kukovič (PPE). - Jamstvo za mlade zelo pozdravljam. Pozdravljam ga zato, ker mladi si brez dela ne upajo ustvariti družin, ne morejo sprostiti svojih talentov in ne morejo sprostiti tudi svoje ustvarjalnosti.

Zato je možnost dodatnih usposabljanj, predvsem na področju recimo digitalizacije, možnosti za pripravništvo ali celo za zaposlitev po štirih mesecih brezposelnosti nekaj, kar bi si vsi želeli, kar je res idealen model.

Zato Evropski parlament opozarja in skrbi in se osredotoča na mlade že dlje časa. Vendar pa tukaj manjka tudi motiviranost, sistem motivacije, kajti ni nujno, da se bo vse dobro izšlo, v kolikor ne bomo vzpostavili tudi tega sistema, kjer bodo mladi del rešitve, ne pa del problema.

  Olga Sehnalová (S&D). - Vážený pane předsedající, Evropa si nemůže dovolit ztratit generaci mladých lidí. Čísla o nezaměstnanosti mladých v Evropě jsou hrozivá. Ve třinácti členských státech dosáhla více než 25 %. Jsou země, kde přesahuje 55 %. Celkem je v Evropské unii bez práce 5,5 milionu mladých lidí. To nejsou čísla, to jsou osudy lidí v rozpuku sil a produktivního života. To nás nemůže nechat netečnými.

Jistě, můžeme čekat, až se ekonomická situace zlepší, čekat na růst, který s sebou přinese pracovní místa. To ale může být pro miliony mladých Evropanů pozdě. Navíc politika plošných škrtů toto čekání prodlužuje. Jakkoliv jsou slyšet i skeptické hlasy o smysluplnosti nástroje záruk pro mladé lidi, který by jim usnadnil získat zaměstnání, návrh na zavedení takového nástroje velmi vítám. Situace je skutečně naléhavá. Fungování tohoto nástroje musí být ovšem prodiskutované zejména se všemi místními aktéry praxe, aby to byl nástroj efektivní, skutečně praktický, o jehož smyslu nebude mít nikdo pochyb.

  Tarja Cronberg (Verts/ALE). - Madam President, my country, Finland, has had very good experiences with the youth guarantee and 80% of Finland’s unemployed youth have used the services. Firstly, young people are making more enlightened decisions on the transition to work and, secondly, the employment services are being improved.

But in order to support this European initiative, I think there is a need for jobs and if you look at the southern European situation it is important that inter-country transition should be possible under the new youth guarantee so that young people from Spain can work in Germany, for example.

Next, if it is going to be financed by the Structural Funds it is very important that these funds can be used to employ people in the employment services, otherwise the youth guarantee will not be worth anything.

  Paul Murphy (GUE/NGL). - Mr President, it is all very well for the Commission to express regret over the crisis of youth unemployment, but have they stopped to ask the question why do we have this crisis? It is not because young people are not educated enough, it is not because young people do not have enough work experience and it is not because they are not flexible enough. It is because of the austerity policies pursued by this Commission, by the European Council and by all of the major political groups in this Parliament.

Without massive public investment the youth guarantee scheme will just prove to be yet another empty promise. Worse, it may be used as a pretext to pursue so-called activation measures like JobBridge in Ireland or workfare, which basically mean turning Europe into a sweatshop of cheap labour provided by young people, displacing real jobs, and undermining wages and conditions. Young people right across Europe should mobilise together and demand action to provide jobs now. Massive public investment is needed, together with investment in third-level education to provide free access for all.

  Νικόλαος Σαλαβράκος (EFD). - Κύρια Πρόεδρε, κύριοι συνάδελφοι, καταχνιά, λιτότητα, ανεργία και κατάθλιψη πάνω από την Ευρώπη. Η ανεργία δεν είναι μόνο οικονομικό θέμα, είναι προερχόντως ψυχιατρικό. Οδηγούμε σε ψυχική ανωμαλία μια ολόκληρη νέα γενιά. Κατόπιν τούτου χαιρετίζω, και δεν μπορώ να κάνω αλλιώς, με τη σειρά μου την πρωτοβουλία για τη συζήτηση αυτής της υπόθεσης. Κύριε Επίτροπε, τα σχέδια για τα προγράμματα εγγύησης για τους νέους πρέπει να προχωρήσουν. Δεν πρέπει να μείνουν μια πρωτοβουλία στα χαρτιά και στις λέξεις. Είναι απαραίτητο να καταλάβουμε ότι τα μέτρα λιτότητας πάνω από την Ευρώπη και η ανεργία των μορφωμένων νέων δημιουργούν ένα νέο επιστημονικό προλεταριάτο που θα μας πνίξει.

  Димитър Стоянов (NI). - Г-жо Председател, взимам думата като най-младия мъж в този парламент и председател на партия, чиято членска маса се състои от над 80% хора под 30 години. Не искам да говоря с общи приказки, както чух доста такива досега в дебата, затова ще посоча един специфичен конкретен проблем пред Комисията.

Много от фирмите изискват, когато някой млад човек започва работа, той да има предишен трудов опит. И аз питам как ще стане така, че един току-що завършил ученик или студент да има трудов опит? И така младият човек не може да си намери работа, защото няма трудов опит, а няма трудов опит, защото не може да си намери работа.

Затова призовавам Ви, г-н комисар, нека, когато фирми използват европейски средства, за да откриват работни места за младежи, вие да ги задължите те да не налагат изисквания за предишен трудов опит, защото това за мен е скрита дискриминация и всъщност, ако продължават така нещата, няма да бъде постигната целта на това, за което говорим сега.

  Elżbieta Katarzyna Łukacijewska (PPE). - Pani Przewodnicząca! Jest takie powiedzenie: „syty nie zrozumie głodnego” i myślę, że pracujący – bezrobotnego. Uważam, że dzisiaj, jeżeli młodzi ludzie obserwują naszą debatę, to myślę, że już dawno temu stracili nadzieję, że politycy cokolwiek dobrego wymyślą. Bo też nie politycy tworzą miejsca pracy, a przedsiębiorcy. Jak to się bowiem dzieje, Panie Komisarzu, że pomimo tylu debat, strategii, programów, planów, pakietów, inicjatyw tu w Parlamencie Europejskim, w Komisji nie widać efektów i młodzież jak była bezrobotna, tak jest, i z roku na rok rośnie jej liczba? Bardzo cenna jest ta inicjatywa, ta propozycja, ale liczy się nie propozycja, a konkrety. I chciałabym zapytać Pana Komisarza: w jaki sposób państwa członkowskie miałyby realizować oczekiwania Komisji Europejskiej. Ta inicjatywa ma również charakter zalecenia. Czy jeżeli państwa nie wprowadzą gwarancji dla młodzieży, będą miały z tego tytułu jakieś sankcje? Bo myślę, że inaczej nie osiągniemy żadnego efektu, dalej będziemy tylko dyskutować i tym samym denerwować młodych ludzi.

  Joanna Katarzyna Skrzydlewska (PPE). - Pani Przewodnicząca! Zaproponowane przez Komisję Europejską zalecenie Rady w sprawie gwarancji dla młodzieży stanowić będzie pozytywny impuls polityczny dla działań rządów państw członkowskich. Należy jednak zwrócić uwagę na kilka aspektów tego przedsięwzięcia, które mogą okazać się problematyczne w czasie jego wdrażania.

Przeciętny okres oczekiwania na ofertę pracy dla osób młodych w niektórych krajach znacznie przewyższa okres czterech miesięcy od opuszczenia szkoły lub pracy. Oznacza to, że miejsca pracy są dla tych osób niedostępne lub po prostu ich nie ma. W okresie ograniczania wydatków publicznych przygotowanie dobrej propozycji pracy, stażu lub dalszej nauki będzie więc możliwe pod warunkiem skoordynowanego wysiłku wszystkich aktorów rynku pracy, włączając samych zainteresowanych. Wszelkie działania podejmowane w ramach gwarancji muszą być prowadzone tak, aby zmaksymalizować efekty i obniżyć koszty ich finansowania, a pozyskiwanie miejsc pracy dla młodych nie może odbyć się kosztem innych grup wymagających wsparcia na rynku pracy, np. młodych matek, które po urodzeniu dziecka chcą wrócić na rynek pracy.

  Liisa Jaakonsaari (S&D). - Arvoisa puhemies, Euroopan historiassa on todellakin varmasti ihan ensimmäistä kertaa niin, että hyvin koulutetut, tutkinnon suorittaneet nuoret ovat massoittain työttöminä. Se on erittäin traagista.

On parempi olla työharjoittelussa kuin työttömänä. Mutta pelkään, että pahimmillaan, jos tätä nuorisotakuuta ei toteuteta kunnolla, niin tästä tulee vain uusi tällainen harjoittelukierre esimerkiksi hyvin koulutetuille nuorille, ja se on erittäin huono asia.

En ymmärrä ja kysynkin, että miten tämä yhtälö nyt toteutetaan, kun samanaikaisesti jäsenvaltiot leikkaavat budjetteja tutkimuksesta, koulutuksesta ja Euroopan unioni leikkaa omaa budjettiaan, niin miten tätä nuorisotakuuta sitten oikeasti toteutetaan, jos leikataan koulutuksesta ja sitten halutaan tarjota nuorille? Jos ei haluta oikeasti, että syntyy uusia työpaikkoja ja nuorisotyöttömyyttä aletaan laadukkaasti parantaa.

  María Irigoyen Pérez (S&D). - Señora Presidenta, señor Comisario, todos sabemos aquí, porque lo hemos reiterado, que sin jóvenes no hay futuro. Lo que es insoportable es –como han reiterado aquí muchos de mis colegas– que tengamos la generación mejor preparada y mejor formada, que no encuentra oportunidades para desarrollar su talento, y que Europa no sea capaz de ofrecer una respuesta coherente y decidida.

Le felicito, señor Andor, por su propuesta, pero hay que poner sobre la mesa una financiación necesaria para conseguir resultados, para que se ponga fin a esta situación. Los ciudadanos no aguantan más propuestas que no logren resultados. Hay que dotar al Fondo Social Europeo de los recursos necesarios a fin de que sea un fondo útil y eficaz para la aplicación de la garantía juvenil. Pero hay que ir más lejos.

Señor Comisario, la urgencia de la situación del desempleo nos obliga a actuar sin demora. Casi siempre las respuestas llegan demasiado tarde.

Que esta vez, por favor, no sea así. Contará con este Parlamento.

  Silvia-Adriana Ţicău (S&D), Întrebare „cartonaşului albastru”. – Aş dori să o întreb pe stimata noastră colegă dacă doar rata şomajului în rândul tinerilor o îngrijorează. Eu cred că, de asemenea, rata abandonului şcolar ar trebui să ne îngrijoreze, pentru că atât rata şomajului în rândul tinerilor, cât şi rata abandonului şcolar pun în pericol viitorul Uniunii Europene. De aceea, cred că o prioritate pentru Uniunea Europeană, pentru Comisie şi pentru statele membre ar trebui să fie nu doar asigurarea unei educaţii de calitate şi a unei formări care să asigure calificarea profesională, dar, mai ales, şi crearea de locuri de muncă.

  María Irigoyen Pérez (S&D), respuesta a una pregunta de tarjeta azul. – Sí, por supuesto, estoy de acuerdo con mi colega. Es verdad que son muchos los jóvenes que han abandonado los estudios ofrecidos, debido a las condiciones del mercado laboral en mi país, por las facilidades de conseguir un empleo rápido y que daba bastante dinero. Hoy en día esos jóvenes están volviendo otra vez a sus estudios; es necesario que retomen sus estudios, que se preparen, que se cualifiquen, pero también, por supuesto, hay que crear empleos para cuando vuelvan al mercado laboral.

  Franziska Keller (Verts/ALE). - Frau Präsidentin! In manchen Regionen Europas hat jeder Zweite unter 25 weder einen Arbeits- noch einen Ausbildungsplatz. Aber es gibt auch andere Regionen, in denen die jungen Menschen fehlen. Solche Regionen können zumindest einigen Jugendlichen von anderswo eine Perspektive bieten. Aber dazu braucht es nicht Sonntagsreden, sondern Information, Anwerbung, Sprachkurse, Inklusionstraining, Training für Ausbilder und ähnliches, ganz praktische Sachen, die in den Mitgliedstaaten umgesetzt werden müssen und die ein ganz konkretes Beispiel europäischer Solidarität sein können. Denn wenn eine ganze Generation verloren geht, dann ist das nicht nur ein Problem und schlecht für die Wirtschaft. Es ist ein riesiges Problem für unsere gesamte Demokratie.

  Jaroslav Paška (EFD). - Nechcem spochybniť iniciatívu Európskej komisie, ktorou chce podporiť vytvorenie pracovných miest pre mladých. Zo skúseností v mojej krajine si však dovolím poukázať na jeden osobitý aspekt tiež vedúci k nezamestnanosti mladých.

Napriek ťažkému obdobiu zažíva moja krajina aký-taký hospodársky rast. Viaceré spoločnosti z oblasti automobilového a elektronického priemyslu hľadajú pracovníkov na rozšírenie výroby. Naši mladí ľudia, napriek tomu, že z nich je cca. 25 % nezamestnaných, sa o túto prácu neuchádzajú.

Nemôžu sa totiž o túto prácu uchádzať, pretože si zvolili nevhodné vzdelanie. Väčšina mladých ľudí si vyberá študijné humanitárne odbory, s ktorými sa naozaj nedá uplatniť v priemyselnej výrobe.   Ρόδη Κράτσα-Τσαγκαροπούλου (PPE). - Κυρία Πρόεδρε, σε όλα αυτά τα πολύ ενδιαφέροντα που ακούστηκαν από τους συναδέλφους, θα ήθελα να συμπληρώσω ότι η κατάσταση είναι επείγουσα. Για τον λόγο αυτό απαιτούνται μέτρα άμεσα και αποτελεσματικά ώστε να αποφύγουμε την αύξηση της ανεργίας - η οποία έχει αυτή την τάση σε όλες τις χώρες, όχι μόνο στις χώρες του Νότου όπως είναι η χώρα μου, αλλά και σε πολλές χώρες της Κεντρικής Ευρώπης που ανθίστανται καλύτερα σήμερα - καθώς και τη φυγή των νέων από την Ευρώπη. Όχι μόνον από τη χώρα τους, αλλά από την Ευρώπη, με ότι σημαίνει αυτό για την ανταγωνιστικότητα της οικονομίας μας.

Είναι πολύ σημαντικό λοιπόν να δούμε ότι τα μέτρα αυτά πρέπει να ληφθούν άμεσα, λαμβάνοντας υπόψη ότι ήδη έχουμε προγράμματα για τη νεολαία, ήδη έχουμε προγράμματα να κάνουμε αξιολόγηση ουσιαστική και σοβαρή ούτως ώστε να πάρουμε τα καλύτερα συμπεράσματα για να τα αξιοποιήσουμε και να αποφύγουμε τα λάθη και την κατασπατάληση πόρων που δεν απέδωσαν τα δέοντα.

Επιπλέον, ήθελα να τονίσω ότι αν δεν υπάρξει ένα ευρύτερο πλαίσιο ανάπτυξης στις χώρες του Νότου, ισορροπίας μεταξύ των χωρών της Ευρωπαϊκής Ένωσης, δεν θα μπορέσουμε να δημιουργήσουμε τις συνθήκες για βιώσιμη ανάπτυξη και σταθερότητα που αυτές θα φέρουν επενδύσεις, απασχόληση και συγκράτηση των νέων στις χώρες τους και στην Ευρώπη.

  Seán Kelly (PPE). - Madam President, this obviously is a serious issue and, of all the sections that have suffered as a result of the economic recession, young people – as has been said – have suffered most. They were told that if they went to school, studied hard, got a qualification, they were guaranteed a job for life. They have done all the preparation – but no jobs.

I have known students who have gone for jobs – three- or four-hour interviews – and never heard a word back from the employers. So that is one thing which needs to be done: they need to be treated more sensitively and fairly when it comes to looking for jobs so that they do not become too depressed if they do not get the job.


Secondly, emigration has taken hold very much in my country. It was highlighted at the weekend that in one school only three of the Class of 96 are left in the country. It is timely that the Commissioner should be making these proposals, so let us make 2013 the year in which we stood by our young people and gave them hope and jobs for the future.

  László Andor, Member of the Commission. − Madam President, I think this has been a very important discussion on a subject which can be an emblematic initiative of this Commission in this mandate.

The Irish Presidency has just started and we learned last week in Dublin that this is not only a priority for the minister Ms Burton in this season, but for the entire Irish Government. This is of fundamental importance because the Council of Employment Ministers should conclude in February so that the implementation can start as soon as possible.

We know the situation has been very serious but since I heard some points from Ireland, but also from Spain, which point the finger at the Commission and EU policy on this matter, I would like to invite a more serious analysis.

I am always open to discussion about the origins of this crisis but to say simply that it is because of EU policies is a bit harsh. A banking system built on sand in Ireland is not the fault of the Commission. The mindless property speculation which resulted in the bubble economy in Spain is not the fault of the Commission or any other EU institution.

I know that the situation in Spain is very serious. I was discussing this proposal with the Youth Council of Spain the day before the Commission made its proposal on 5 December 2012, and I will be back in that country this month. It has indeed been the country which has suffered the most from the point of view of youth unemployment, but also in terms of general unemployment during this crisis.

I think this initiative on the youth guarantee demonstrates the European Union at its best. It is about sharing best practices, it is about inviting the social partners into a very constructive cooperation and it is also about providing good substance to the European semester.

Indeed, we want to share the best practices which we have learnt from Finland or Austria – whose prime minister will speak here tomorrow and I very much hope that he will proudly mention the very low youth unemployment and the role the youth guarantee has played in that country.

For sure, the youth guarantee is not a sufficient instrument on its own to fight youth unemployment; we also need other initiatives and we do have other initiatives: transferring the model of doer training, again from countries like Austria or Germany as Mr Mann certainly knows very well, improving the employment services’ functioning and capacity, not least to provide access to jobs in the same countries, but also in other European countries to help mobility to happen. This is another important area where we are working very hard and we are continuing this work in cooperation with Members of this Parliament.

As Ms Hirsch pointed out, of course the youth guarantee is not exactly a job guarantee. It is not going to eliminate youth unemployment but it has the capacity to reduce youth unemployment very significantly. It will have to offer packages of jobs, training, further education, higher education opportunities and, even if what someone is actually offered is a training or learning opportunity, it must be a very useful one and it must add to the employability of the young unemployed person in the context of the given country or region.

There have been many disussions in past years, including here in Parliament, about flexicurity, when we experienced and witnessed the rise of flexibility and there was indeed a shortage of employment security. I believe this initiative is very much about security of employment for a generation whose situation is very difficult now and whose employment needs to be more secure in the future too. So this is not simply a response to the urgency of the situation, the current severe crisis, it is also a significant structural improvement in the functioning of the European labour market, in particular as concerns the school-to-work transition.

Funding, as we discussed in the introduction, is indeed key but the resources are there in the European Social Fund. They need to be prioritised. They need to be prioritised now and also for the long-term future.

I could not agree more with what Jutta Steinruck said in the discussion. We have seen enough crocodile tears shed for the unemployed youth of Europe. We definitely need clear contributions now on funding in regard to the current ESF in this year but also to the European Social Fund for the long term in the next MMF, because that is going to be the key resource for supporting youth guarantee schemes.

As regards the specific project Ms Costello asked about, we can clarify this in the coming weeks and I will be back twice in Ireland in February to discuss it there, if necessary.

I would like to thank you for all the discussions and support from Parliament, not only today but in the last three years. Indeed, from the very start of the Europe 2020 Strategy and its flagship initiatives for youth unemployment, MEPs – from Ms Turunen to Ms Berès – have played a very significant role. We will need this support in the future too. This discussion does not stop here and I think the support which the concept of the youth guarantee has now received will be crucial. The message should be sent to the Member States, whose agreement is needed on the scheme in February, but also on the funding aspect at a later stage.

É fundamental que se adote uma Garantia Europeia para os Jovens e que se aperfeiçoem práticas de países como a Áustria ou o Luxemburgo, que planearam e executaram programas de apoio à juventude, aproveitando as suas qualificações, empregando jovens no tecido empresarial e social, dando-lhes condições para continuarem a sua formação, com base nas necessidades e oportunidades do mercado de trabalho ou apoiando iniciativas, a partir de uma rede organizada de parceiros em diálogo permanente. A eficácia dos regimes existentes consiste na estreita cooperação entre o tecido económico, os parceiros sociais (setoriais) nacionais, as autoridades locais e regionais, os serviços (públicos) de emprego, os institutos de educação e de formação locais e regionais e outras partes interessadas. Para além das dramáticas taxas de desemprego, os jovens sofrem estigmas por estarem desempregados e temos quase uma geração inteira sujeita a lidar também com fortes pressões do foro emocional e psicológico. Só o restabelecimento da atividade económica criará empregos sustentáveis, mas nesta matéria, outro nível de orientações políticas se exige da UE e do país, para inverter esta trajetória destruidora de empregos em que os jovens são os mais atingidos.

  Martina Anderson (GUE/NGL), in writing. – With youth unemployment running at thirty per cent in Ireland and at as high as fifty per cent in Greece and Spain, action at EU level is clearly to be welcomed. However, policies announced in the EU that are not backed by funding do not change and will not change anything in the near future for the many thousands of young people unemployed. Much remains unclear about the nature and enforceability of any guarantee too. In short, there is no ‘guarantee’ and action at home must be stepped up. Added support from the EU is always welcome but there is a need to ground this in the very real context of mass youth emigration and what is actually being proposed. In 2010, Sinn Fein supported a call by Parliament for 10 % of ESF funding to be channelled to this end. Such funding should significantly facilitate Member States’ efforts to implement such schemes, rather than the stand-alone nature proposed. Youth guarantee schemes already operate in and have proven their worth in some countries with the lowest levels of youth unemployment such as Austria and the Netherlands; however, their effectiveness in those hardest hit remains a challenge unmet.

  Vilija Blinkevičiūtė (S&D), raštu, Džiaugiuosi, kad šiandien su Komisija ir Taryba svarstome konkrečias priemones, ypatingai finansines, kaip valstybių narių lygiu įgyvendinti „Jaunimo garantijų“ programą. Šiuo metu jaunimo užimtumo situacija yra tragiška daugumoje Europos Sąjungos valstybių narių, tarp jų ir Lietuvoje, ir situacija tik blogėja. O jauniems žmonėms reikia ne gražių žodžių ir pažadų, bet efektyvių ir tikslingų garantijų. Komisijos pateikta iniciatyva, kad mūsų jaunimui būtų suteiktos galimybės pradėti dirbti, mokytis ar atlikti praktiką praėjus ne daugiau kaip keturiems mėnesiams nuo jų studijų baigimo arba nuo nedarbo pradžios, yra sveikintina, tačiau norėčiau paklausti Komisijos, kaip ir kada tuos tikslus valstybės narės ketina įgyvendinti? Ypatingai reikėtų atkreipti dėmesį, kaip padėti toms valstybėms narėms įgyvendinti šią programą, kurios jau „susiveržė diržus“ ar dar toliau karpo savo biudžetus. Be to, reikėtų ne vien tik akcentuoti jaunimo nedarbo sumuštus rekordus, bet imtis konkrečių veiksmų, kaip padėti verslo kompanijoms ir įmonėms sukurti kuo daugiau naujų darbo vietų jaunimui, kaip užtikrinti glaudesnį švietimo įstaigų, vyriausybių ir darbdavių tarpusavio koordinavimą ir bendradarbiavimą. Beje, vien tik programų ir iniciatyvų sukūrimas nepadės išspręsti esamų jaunų žmonių užimtumo problemų – Komisija turėtų užtikrinti konkrečias finansinės pagalbos priemones šiai programai vykdyti valstybėse narėse, nes kitaip ir „Jaunimo garantijų“ iniciatyva išliks kaip gražių tikslų ir lūkesčių pavyzdys.

  Ivo Belet (PPE), schriftelijk. – Door de sluiting van de Fordfabriek in Genk verdwijnen tegen begin volgend jaar 10.000 banen. Dat impliceert dat ook de kansen voor kwetsbare jongeren op de industriële arbeidsmarkt in mijn streek krapper worden. We moeten initiatieven nemen om jongeren weer een perspectief te geven. De jeugdgarantie is een krachtig instrument. Uiteraard maken we jongeren weerbaarder op de arbeidsmarkt als ze een opleiding, een stage of een job kunnen krijgen. Maar dit model biedt tegelijk ook heel wat kansen voor de bedrijven zelf om nieuw talent een kans te geven. Nieuw talent waarop de ondernemingen voluit een beroep kunnen doen zodra de economie weer aantrekt. Het sluit overigens perfect aan bij de voorstellen in het verslag-Cercas. Nu al betrekken toekomstgerichte ondernemingen de werknemers en hun vertegenwoordigers intens bij het managen van hun bedrijf. Permanente opleiding is hiervan een wezenlijk onderdeel. Ford heeft in Genk bewezen hoe het niet moet. Als er moet worden geherstructureerd, pak die operatie dan veel vroeger aan, in nauw overleg met de werknemers, zodat in samenwerking met de overheid extra opleidingskansen worden gecreëerd voor de getroffen werknemers. Dat is de enige manier om snel een andere job binnen of buiten het bedrijf te vinden.

  Luigi Ciriaco De Mita (PPE), per iscritto. – La grave crisi economica che da cinque anni ormai colpisce l'Europa, si riflette negativamente soprattutto sui giovani fra i quindici e i venticinque anni di età. In Italia il livello di disoccupazione giovanile ha raggiunto il trentasei per cento e, in particolare nel Sud della Penisola, addirittura il cinquanta per cento: si tratta di numeri drammatici che comportano conseguenze nefaste per l'economia e per la società. Si rischia di veder crescere una generazione di giovani alla deriva, senza obiettivi e senza speranza. Purtroppo, neanche il compimento di solidi studi garantisce più un facile sbocco nel mondo del lavoro accrescendo la frustrazione di chi, spesso con molti sacrifici, sperava di avviarsi ad una proficua carriera. Pur rendendomi conto che l'iniziativa della Commissione di proporre un programma di garanzia per la gioventù non basta di per sé a risolvere il problema della dilagante disoccupazione giovanile, rimane comunque un encomiabile tentativo di porre un argine all'inquietante fenomeno. Ben vengano, dunque, le misure suggerite come l'uso del Fondo sociale europeo integrato a misure nazionali quali, ad esempio, la riduzione degli oneri sociali a carico delle imprese per favorire l'inserimento dei giovani nel mondo del lavoro tramite tirocinî o, preferibilmente, assunzioni a tempo indeterminato.

  Zita Gurmai (S&D), in writing. – I would like to thank Commissioner Andor for having introduced a proposal for a European youth guarantee scheme within the employment package. We are all aware of the disastrous situation of youth employment in Europe and of its social and economic cost. This cost is way higher than the funds needed for such a European guarantee. Let me in particular emphasise the precarious situation that young women face on the labour market. Through its campaign ‘your future is my future’, the Party of European Socialists along with the S-D Group put strong pressure on the Commission and the Member States to make sure that this youth guarantee would be proposed because there is no viable future for the European Union if we are not capable to offer work and prospects to our youth. I would like to congratulate the Irish Presidency for having put this issue on the top of their agenda and I fully support the resolution drafted by the Committee on Employment and Social Affairs. This youth guarantee has proved to be efficient in the Member States which have put it in place and we now need proper funding and a strong political will to make it a reality.

  Filip Kaczmarek (PPE), na piśmie. – Uważam, że bardzo dobrze, że zajmujemy się kwestią bezrobocia wśród młodzieży. Oczywiście nie stworzymy miejsc pracy dla młodych Europejczyków, ale możemy stworzyć ramy, które pomogą znacznie ograniczyć ryzyko utraty całego pokolenia. Nie jestem naiwny i wiem, że nie uda się nam skłonić państw członkowskich do tego, aby zagwarantowały młodzieży „dobre oferty pracy”, jak to jest sformułowane w projekcie rezolucji. Jeżeli jednak nie można zapewnić młodym dobrej oferty pracy, to powinniśmy zaoferować im inny rodzaj aktywności – szkolenie, staż czy kurs zawodowy.

Młodzi Europejczycy nie powinni siedzieć w domu, nic nie robić i utwierdzać się w przekonaniu, że wszyscy o nich zapomnieli. Młodzi powinni poczuć, że ich sytuacja nie jest obojętna reszcie społeczeństwa, że są potrzebni, że są integralną i ważną częścią wspólnoty. Zresztą tak właśnie jest, a ich sytuacja będzie miała znaczący wpływ na przyszłość Europy. Dlatego działania zwiększające gwarancje są realistyczne, potrzebne, a nawet niezbędne.

  Светослав Христов Малинов (PPE), в писмена форма. – Поздравявам Комисията за предложенията в Пакета за заетостта, защото те са амбициозни и решителни. Днес Европа се нуждае тъкмо от такива смели и решителни стъпки. Заявявам това с истинска тревога като евродепутат от България — страната, която в рамките на ЕС има най-високия процент млади хора (между 15 и 24 години), които са или без работа, или без образование или професионална квалификация. Същевременно имаме и критично висока безработица, свиване на малкия и среден бизнес и масово напускане на страната без намерения за връщане. За жалост това не е признак на европейска мобилност в позитивния смисъл на думата или укрепване на единния европейски пазар, а знак за несъответствията между нуждите на местния пазар на труда и професионалната квалификация, получавана от учебните заведения. Днес повече от всякога сме длъжни да помогнем на младото поколение и инструментът „Гаранция за младежта” е един от най-сполучливите и проверени на практика инструменти. Той гарантира минимална начална трудова заетост; качественото стажуване и обучение за млади безработни и им позволява да помогнат сами на себе си, което е от изключителна важност при тежкото положение на пазара на труда. Длъжни сме да подкрепим всичко, което би дало увереност и работа на нашите млади хора.

  Andreas Mölzer (NI), schriftlich. – Die Empfehlung der Kommission, dass die Mitgliedstaaten allen EU-Bürgern unter 25 Jahren innerhalb von vier Monaten nach ihrem Abschluss irgendeine Form der Beschäftigung garantieren sollen, wird wohl ein frommer Wunsch bleiben. Und diese Empfehlung ist zudem problematisch. Zunächst einmal, was bedeutet „irgendeine Beschäftigung“? Darunter könnte man etwa ein – dann mehr oder weniger – freiwilliges EU-Sozialjahr verstehen. Oder ist damit gemeint, unter 25-Jährige zum Schneeschaufeln und Co. einzuteilen? Oder sollen die 5,5 Millionen in atypische Beschäftigungsverhältnisse wie Dauerpraktika, Teilzeitarbeit, geringfügige Beschäftigung, Leiharbeit, Mac-Jobs und Co. gedrängt und damit lebenslanger Armut ausgeliefert werden? Oder wie darf man das angesichts des massiven EU-Drucks zur Flexibilisierung der Arbeitszeiten und Co. sonst verstehen? Ganz abgesehen davon, dass die Kommission hier wohl nur erneut eine Möglichkeit sieht, Kompetenzen, die ihr nicht zustehen, an sich zu reißen. Dabei waren es doch die Europäische Währungsunion und in weiterer Folge die EU-Hilfsprogramme, die die Südstaaten dem Würgegriff der Finanzwelt ausgeliefert und das Problem ins derartige Ausmaß gesteigert haben. Das ist ein Problem, für das jedes Land die jeweils am besten geeignete Lösung finden muss, um eine ganze „verlorene Generation“ zu verhindern.

  Radvilė Morkūnaitė-Mikulėnienė (PPE), raštu. – Jaunimo garantijų iniciatyva, apie kurią šiandien kalba Europos Parlamentas – svarbi paskata ES valstybių narių socialinių reikalų ir užimtumo ministrams susitelkti kryptingiems veiksmams mažinant jaunimo nedarbo lygį ir socialinę atskirtį. Jaunimo garantijų iniciatyvos priemonių schemoje numatomi labai konkretūs ir aiškūs siektini rezultatai, kad jaunimas iki 25 metų ir jaunesni nei 30 metų aukštąjį išsilavinimą įgiję asmenys per keturis mėnesius po mokyklos baigimo ar darbo netekimo gautų galimybę įsidarbinti, toliau mokytis ar stažuotis. Tai sveikintinas pavyzdys. Nes kuomet aiškiai įvardijami siekinių kriterijai, tikėtina, kad pastangos bus rezultatyvesnės. Tai parodė ir iki šiol buvusi patirtis, kad abstraktus kalbėjimas ir būtinybės spręsti prie grėsmingos ribos priartėjusią jaunimo nedarbo problemą deklaravimas, netaikant aiškių situacijos monitoringo ir rezultatų pamatavimo kriterijų, buvo tiesiog neveiksmingas. Belieka tikėtis, kad valstybių narių ministrai pritars siūlomam priemonių planui ir savo valstybėse imsis iniciatyvos sutelkti verslo ir valstybės institucijų pastangas problemos sprendimui.

  Моника Ханс Панайотова (PPE), в писмена форма. – Считам, че предложението на Европейската комисия за въвеждане от държавите членки на гаранция за младежта би се превърнала от добра инициатива в работещ инструмент, ако има налице силна ангажираност не само на национално, но и на европейско ниво. Към момента има много открити въпроси по реалното приложение на тази гаранция във и от самите държави членки. Включването на младите хора без работа и повишаването на тяхната конкурентоспособност на пазара на труда, както и подкрепата на прехода от образование към заетост са едни от най-важните цели, които държавите членки следва да постигнат, но това не би било възможно без използването на допълнителен ресурс от ЕСФ, съдържащ индикатори за ефикасност и ефективност. Мнението ми се базира на опита, който вече моята страна има при прилагането на подобен механизъм с национално и европейско финансиране, в изпълнение на Националната стратегия за заетост и инициативата “Работа за младите хора” в България, предоставящи възможности за стажове, допълнителна квалификация и работа, в резултат на които над 50% от младите преминават в трайна заетост. В тази насока считам че ЕК трябва да се ангажира и даде ясни насоки относно възможностите за финансиране, които ще предостави, така че да има пълноценно участие на всички заинтересовани страни.   Csaba Sógor (PPE), írásban, – Az európai foglalkoztatási problémák között a fiatalok körében tapasztalható magas munkanélküliség az egyik legégetőbb, hiszen a szociális rendszerek mellett a demográfiai helyzetre is negatív hatással van. Az ifjúsági garancia tagállami szinten történő bevezetése óriási lépés lenne a tendenciák visszafordítása felé, ám az intézkedés számos kérdést is felvet. Jelenleg nem látszik az a finanszírozási forma, amely lehetővé tenné az összes tagállam számára az ifjúsági garancia bevezetését, az ESZA forrásainak ugyanis már megvan a helye, a tagállami költségvetések pedig a deficitcsökkentési célokra koncentrálnak. Ami talán még nagyobb kérdőjeleket vet fel, az a lehetséges partnerekkel – állami hatóságokkal, ágazati érdekképviseletekkel, oktatási intézményekkel – való konzultáció hiánya, hiszen ezt minden tagállamnak külön-külön kellene megtennie; ezek nélkül pedig nem lehet sikeres egy ilyen program. Az ifjúsági garancia fontos szerepet kaphatna az európai gazdasági helyzet fiatal generációra gyakorolt hatásának mérséklésében, megvalósítása azonban az előkészítés és a külön pénzalapok hiánya miatt komoly problémákat vet fel.

  Kathleen Van Brempt (S&D), schriftelijk. – Met jeugdwerkloosheid in de EU die oploopt tot 21% en met pieken in Spanje en Griekenland tot 55%, is het hoog tijd voor een doortastende aanpak. Het probleem met het voorstel van de Commissie is dat het uitwerken van een jeugdgarantieregeling een zaak van de lidstaten is én bovendien vrijblijvend is omdat het maar een aanbeveling is. Dit is een probleem, want met adviezen alleen los je de jeugdwerkloosheid niet op! Wat we nodig hebben is een echte Europese aanpak. En dat betekent ook dat de jongerengarantie hoofdzakelijk met Europese middelen gefinancierd moet worden. Ik zou dan ook graag willen horen van de commissie hoe ze juist het Europees Sociaal Fonds hiervoor wil inzetten. En van de lidstaten hoe ze ervoor zullen zorgen dat het Europees Sociaal Fonds ook voldoende middelen zal hebben in de volgende 7 jaar. 7,5 miljoen jongeren in de EU tussen 15 en 24 jaar oud hadden in 2011 geen werk, opleiding of bijkomende scholing. Dit kost de economie elk jaar 150 miljard euro, terwijl de totaalprijs voor een Jeugdgarantie in de eurozone 21 miljard zou bedragen. Voor mij is het rekensommetje alvast snel gemaakt.
