  Der Präsident. − Als nächster Punkt folgt die Aussprache über sechs Entschließungsanträge zur Gewalt gegen Frauen in Indien(1).

  Karima Delli, auteure. − Monsieur le Président, mes chers collègues, je me félicite de ce que l'Inde fasse l'objet d'un second débat au Parlement européen en deux mois.

C'est la plus grande démocratie du monde et, pourtant, la situation des femmes y est catastrophique. Les violences sexuelles y sont banalisées; on recense un viol toutes les vingt minutes; il est très difficile pour une femme de dénoncer ses agresseurs, à tel point que la police refuse souvent d'enregistrer les plaintes et conseille aux victimes d'épouser leurs violeurs, si elles ne veulent pas être rejetées par la communauté.

Aux violences sexuelles, s'ajoutent de multiples violences et discriminations: mariage et prostitution forcée, maltraitance envers les petites filles, extrême pauvreté, accès inégal aux ressources, aux soins de santé. Chaque année, ce sont deux millions de femmes et de jeunes filles qui meurent en Inde. Mais, face à cela, une vague de solidarité sans précédent a secoué Delhi, après le viol et la mort de cette jeune femme de 23 ans, le 16 décembre dernier.

Ces manifestations ont permis de briser des tabous et des archaïsmes puissants. L'Union européenne doit accompagner cette mutation, notamment à travers des programmes éducatifs et sanitaires. Le gouvernement et le Parlement indien doivent renforcer la législation, pour assurer la sécurité et le respect des droits des femmes. La justice indienne doit rompre avec l'impunité. Un plan national de prévention et de soutien aux victimes doit être mis en place. Il est grand temps que les comportements et les mentalités changent en Inde. Il est grand temps que les femmes y retrouvent respect et dignité.

  Marie-Christine Vergiat, auteure. − Monsieur le Président, selon des enquêtes récentes, l'Inde serait actuellement le quatrième pays le plus dangereux au monde pour les femmes, le pire pays du G20, car, ne l'oublions pas, l'Inde est membre du club des grandes nations. C'est un pays en plein développement. Il ne doit pas oublier ses femmes.

Comme le dit notre résolution, comme vient de le dire notre camarade Delli, une femme serait victime d'un viol toutes les vingt minutes ou, plus exactement, un viol serait signalé toutes les vingt minutes, car de trop nombreux viols ne sont jamais signalés. Plus grave, la plupart du temps, la police s'abstient de protéger les femmes. La législation indienne est une des plus archaïques en ce domaine. Les femmes les plus pauvres sont particulièrement victimes de ces violences, et n'oublions pas le poids des castes dans ce pays.

Fin 2012, le viol d'une jeune étudiante de 23 ans a soulevé une vive émotion en Inde et au-delà. Presses nationale et internationale relatent depuis lors de nombreux autres cas. Mais cela ne suffit pas. D'aucuns réclament aujourd'hui le rétablissement de la peine de mort.

Exhortons donc l'Inde à respecter ses engagements internationaux!

  Elisabeth Jeggle, Verfasserin. − Herr Präsident! Im Namen der EVP-Fraktion und gemeinsam mit meiner Kollegin, Frau Kolarska-Bobińska, verurteile ich entschieden die jüngsten Vergewaltigungen in Indien. Den Opfern und deren Angehörigen gebührt unser uneingeschränktes Mitgefühl. Wir setzen uns entschieden gegen jegliche Form von Gewalt gegen Frauen ein.

Indien ist die größte Demokratie der Welt und hat wichtige Beziehungen zur EU. Aus diesem Grund erwarten wir von unserem Partner, dass demokratische und rechtsstaatliche Prinzipien unbedingt eingehalten werden. Wir fordern die indische Regierung auf, ihre Maßnahmen zur Verhinderung von sexueller Gewalt gegen Frauen mit Nachdruck zu intensivieren. Ein umfangreicher Schutz muss allen Frauen der Gesellschaft zugute kommen, ohne sie aufgrund einer Kastenzugehörigkeit zu diskriminieren. Den Opfern müssen ausreichend Rechtsbeistand, Zugang zum Gesundheitswesen und psychologische Betreuung gewährleistet werden, und Täter müssen entsprechend ihrer Verbrechen bestraft werden. In diesem Zusammenhang sprechen wir uns allerdings in aller Deutlichkeit gegen die Todesstrafe aus. Ein Umdenken in der Gesellschaft ist unbedingt vonnöten.

  Kristiina Ojuland, author. − Mr President, I would like to take this chance to express my sincerest condolences to all the girls and women in India that have suffered horrific and barbaric violence. I would like to assure them that the EU is taking this extremely seriously and is devoted to helping to improve the situation as fast as possible.

The recent brutal rape and murder of a 23-year-old student from New Delhi is unfortunately not a unique case in India today. Physical and psychological violence against women is deeply rooted in the feudal and patriarchal society, which has led to huge inequalities between men and woman. As some colleagues have already mentioned, it is estimated that rape is reported every 21 minutes in India, which in 2011 accounted for 24 000 reported cases. As the judicial procedure usually does not bring any justice, many victims never report being abused. Of more than 635 rape cases reported in Delhi in 2012, only one case led to conviction. This is outrageous and I call on the EU to do everything in its powers to ensure that India reforms its legislation and starts convicting those responsible for these terrible cases.

The EU has committed EUR 470 million for the period 2007-2013 in support of the health and education programmes. In the ongoing year and for the next financial period the EU has to put emphasis on the necessity to allocate this support to increase women’s rights in India. The same applies to the Member States’ representations in India, which need to prioritise programmes addressing violence against women and girls.

In addition to sexual abuse, according to the government data analysed, more than 100 000 women are burned to death and more that 125 000 die from violent injuries in India every year. These tragic numbers demonstrate the scale of the problem and it needs to change. This resolution calls on the democratic Indian Government to ensure respect for democratic principles, fundamental rights and human rights – in particular the rule of law and the rights of women. I hope that India reacts immediately and that in 2013 it will not longer be considered one of the worst places in the world for a woman to live in, as has happened in the past.

  Charles Tannock, author. − Mr President, we must remember that India is a strong, secular democratic country with a firm commitment to human rights. Much of the comment directed at India since this appalling murder has lambasted its so-called ‘rape culture’, but given the report’s statistics on rape and sexual assault in Europe, and indeed worldwide, we must be extremely careful before throwing stones from glass houses.

India has over one billion people. That of course is not to say that we cannot engage with our Indian partners to explore ways of improving women’s lives, or that India cannot do more to promote gender equality and protect vulnerable citizens, particularly the lower castes. Certainly there have been disturbing examples of apparent indifference to sexual violence amongst the authorities, particularly with the Dalits.

So any sign of this attitude changing should be greatly welcomed. Indeed, if the tragic fate of this young woman can facilitate a new generation of Indian women to challenge patriarchal attitudes and break the stigma and silence surrounding rape victims, then we can only hope that her death will not have been in vain. I take this opportunity on behalf of the ECR Group to send my condolences to her family and the families of all similarly affected victims.

  Jo Leinen, author. − Mr President, I am a member of Parliament’s delegation to India, and I love the people and the country. But, like all of us, I was shocked by the atrocity of this gang rape against a young student. Sexual violence against women is, unfortunately, a widespread phenomenon in India, especially in the capital, Delhi. The rape of this young girl is only the tip of the iceberg.

In our resolution we ask the Indian Government to investigate the cases of persons occupying senior official posts – up to the top levels of the Parliament and the government – against whom formal accusations of rape are outstanding, and call for those persons to give up their public functions. We call upon the Indian authorities to take effective measures to train police forces to handle rape cases better, and we call for the Indian criminal law to be amended to punish all forms of sexual assault.

The European Union and the Member States should work with Indian authorities on special campaigns and programmes to combat gender-based violence. More has to be done to protect women and to implement Article 51 of the Indian Constitution, which forbids any practice against the dignity of women. Parliament’s delegation visits India in early May, and I am sure we will address this issue with our partners in the Indian Parliament.

  Maria Badia i Cutchet, en nombre del Grupo S&D. – Señor Presidente, todos ustedes están al corriente de las brutales agresiones sexuales perpetradas contra mujeres indias estas últimas semanas. La resolución que hoy aprobaremos –espero que aprobaremos– condena todos estos crímenes y, además, propone medidas para reformas urgentes de la justicia que puedan realmente castigar a los agresores, así como algunos programas para la educación, para evitar esta lacra de esta sociedad.

No dispongo más que de un minuto, pero querría ofrecerles algunas cifras: en la India actualmente hay 32 millones de casos pendientes de juicio, y los casos de violencia contra las mujeres en la India representan la muerte de un millón y medio de ellas al año. El Premio Nobel indio de economía, Amartya Sen, hablaba en 1990 de las mujeres que faltan, en el sentido de denunciar las diferentes formas de violencia contra las mujeres. Según sus cálculos, faltaban en el mundo unos 100 millones de mujeres debido a abortos selectivos de fetos de hembras, infanticidios de recién nacidas y desnutrición de niñas pequeñas.

Debemos hacer todo lo que esté en nuestra mano.

  Nicole Kiil-Nielsen, au nom du groupe Verts/ALE. – Monsieur le Président, en Inde, on voit un véritable paradoxe: deux Inde se font face.

L'une a adopté au fil des décennies un grand nombre de réformes favorables aux femmes: rehaussement de l'âge légal du mariage, interdiction de la dot, quotas pour les femmes en politique, lutte contre les violences domestiques, égalité sur les droits agricoles.

L'autre Inde reste ancrée dans une culture patriarcale et misogyne, qui freine toute évolution et contraint la plupart des femmes à vivre sans droits, sans voix, sans possibilités de choix.

L'exemple de l'Inde nous montre combien – et c'est essentiel de le souligner dans notre enceinte parlementaire – le vote des lois n'est qu'une étape. On a tous tendance à se réjouir un peu trop vite de leur adoption, alors que, souvent, par défaut de volonté politique, elles resteront lettre morte.

C'est cette volonté politique qui, seule, en Inde comme ailleurs, permettra une réelle évolution des sociétés, un changement des mentalités par l'éducation et la prévention.

Wolałbym, żebyśmy w tej dyskusji unikali sformułowań, których użyła moja przedmówczyni, to znaczy, że zajmując się jakąś konkretną sprawą, zaczynamy potępiać kulturę, zaczynamy potępiać tamtą cywilizację i tradycje. Gwałt nie rodzi się z tradycji, gwałt jest wynikiem przestępstwa, jest wynikiem złego myślenia o kobietach, czy w ogóle o bliźnim. Powinniśmy się skupić na tym, co jest tematem naszej debaty, to znaczy na przeciwdziałaniu opresji i przemocy wobec kobiet. Nie powinniśmy natomiast atakować kultury, bo to nie kultura jest odpowiedzialna za to, że byliśmy zszokowani tym, co stało się w Indiach. Nie powinniśmy potępiać kraju, kultury, cywilizacji czy religii za ten okropny czyn, Powinniśmy potępić ten czyn i pomagać tamtemu społeczeństwu w tym, żeby te rzeczy się nie zdarzały, bo zdarzają się tam mniej więcej tak straszne rzeczy jak i w naszych krajach, o czym powinniśmy pamiętać.

  Liisa Jaakonsaari (S&D), sinisen kortin kysymys. – Te väheksyitte tätä tapahtumaa ja sanoitte, että kulttuuria tuomitaan, jos väkivalta tuomitaan. Näinhän ei ole. Me tuomitsemme sen ajattelun, joka Intiassa on, että on maan tapa, että mies voi lyödä perheen naisia, vaimoa ja lapsia. Eikö tämmöinen ole tuomittavaa? Ja mitä mieltä olette, kun jotkut gurut ovat syyllistäneet naiset tästä. Sanovat, että jos nainen antautuu, niin raiskauksen uhri ei menetä henkeään.

  Marek Henryk Migalski (ECR), odpowiedź na pytanie zadane przez podniesienie niebieskiej kartki. – Nie chciałbym, broń Boże, umniejszać tego, co się stało, i uważać, że nie doszło tam do rzeczy strasznej. Natomiast jeśli jest tak, jak Pani mówi, że ktoś usprawiedliwia ten czyn, że ktoś uważa, że winna jest kobieta, to jest to niedopuszczalne. Wiem, że w kryminologii jest coś takiego jak wiktymologia, to znaczy udawanie czy dowodzenie, że to ofiara jest odpowiedzialna za to, że popełniony został jakiś straszny czyn z jej udziałem. To jest oczywiście nie do przyjęcia. I tutaj, w tym znaczeniu ja się z Panią zgadzam. Natomiast ważne jest, żebyśmy nie dostrzegali w kulturze, w religii czy w tamtejszej cywilizacji przyzwolenia na to, bo na to przyzwolenia być nie może.

  Bernd Posselt (PPE), Frage nach dem Verfahren der blauen Karte. – Herr Migalski, Sie wissen doch selbst, dass es in Indien massenhaft Abtreibungen von Mädchen gibt, also geschlechtsspezifische Abtreibungen, und dass es auch massenhaft Tötungen von Mädchen nach der Geburt gibt. Da kann man doch nicht sagen, das habe keine kulturellen Ursachen. Es gibt natürlich eine Missachtung der Frau. Wir haben das schon im Dezember bei unserer Debatte über die Dalits festgestellt.

  Marek Henryk Migalski (ECR), odpowiedź na pytanie zadane przez podniesienie niebieskiej kartki. – Myślę, Panie Pośle, że w sprawach aborcji i zachowania życia ludzkiego jesteśmy po tej samej stronie sporu politycznego czy ideologicznego. I tutaj znajdzie Pan we mnie zwolennika tezy, według której życie powinno być szanowane od momentu poczęcia. Natomiast my dzisiaj mówimy o przemocy, przemocy wobec kobiet. To jednak jest inna trochę rzecz niż przemoc wobec nienarodzonych dzieci. W tej pierwszej sprawie ma Pan we mnie sojusznika, w tej drugiej sprawie musimy się różnić.

  Bastiaan Belder, namens de EFD-Fractie. – De onzegbare details van de groepsverkrachting van een 23-jarige beloftevolle bloem van de Indiase natie medio december vorig jaar hebben mij diep geraakt. Ik kan mij dan ook geheel de heftige binnenlandse reacties indenken.

De martelende ontering van de dappere jonge vrouw tot op het eind van haar leven wordt tegelijkertijd ook volkomen terecht herleid tot de volstrekt verwrongen immorele visie op en gedrag tegenover vrouwelijke Indiase staatsburgers, vooral als deze vrouwen een laag of zelfs totaal geen sociaal aanzien genieten. Het absolute onaanvaardbare falen van de Indiase autoriteiten is daarbij evident.

Dat dient ook de klemmende Europese boodschap te zijn aan de Indiase partners. Vanuit mijn christelijk geloof ben ik tegelijkertijd overtuigd van de heilzaamheid van het bijbelse beeld van de mens. Voor India en Europa: ons lichaam is een tempel van de heilige geest! Wie dat schendt, man of vrouw, raakt God zelf! Juist dit besef zal de cultuur, de samenleving van India en Europa beschermen, ja verrijken.

  Paul Murphy, on behalf of the GUE/NGL Group. – Mr President, the brutal rape and murder of the twenty-three-year-old medical student and the cases that followed, including the tragic suicide of a 17-year-old victim, brought the world’s attention to the extremely high rates of rape and sexual violence against women and impunity associated with those in India.

While a rape is reported every 21 minutes, the real rate of rape is much higher and conviction rates for sexual violence are extremely low, in particular for Dalits and working women victims. The response within in India and internationally has been an explosion of anger, of solidarity and of protest. In contrast to that cry for justice for young women and men in India, the political establishment responded initially with repression against these protests and with individuals blaming the victim.

They also outrageously have a history of using rape as a weapon against opponents such as those fighting for the independence of Kashmir. The perpetrators must be brought to justice with fast-track courts for victims of sexual violence where the death penalty or the medieval practice of castration is no solution.

  Sari Essayah (PPE). - Arvoisa puhemies, päätöslauselmassamme osoitamme osanottomme joukkoraiskauksen uhriksi joutuneen 23-vuotiaan opiskelijanaisen omaisille. Viimeisin julkisuuteen noussut raaka bussiraiskaus tapahtui viime viikonloppuna.

Naisiin kohdistuva ahdistelu ja väkivalta ovat surullisen laajalle levinnyttä ja läpitunkevaa Intiassa. Seksuaalista ahdistelua tapahtuu Delhissä tehdyn tutkimuksen mukaan kaikkialla yleisillä paikoilla, eniten julkisissa kulkuvälineissä. Vuoden 2010 tilastojen mukaan yli 22 000 naista raiskattiin, uhreista yhdeksän prosenttia oli alle 14-vuotiaita ja 16 prosenttia 14–18-vuotiaita. Suurinta osaa näistä raiskauksistahan ei edes tilastoida.

Lainsäädännöllä ja sen tinkimättömällä toimeenpanolla on saatettava rikolliset vastuuseen, ja EU:n ja kansainvälisen yhteisön on vaadittava hallitukselta toimenpiteitä. Ihmisten asenteisiin on myös vaikutettava koulutuksen kautta. Se on ainoastaan syvällinen tie näihin muutoksiin intialaisessa yhteiskunnassa.

  Corina Creţu (S&D). - Împărtăşesc revolta provocată de acest viol barbar, care a atras atenţia asupra unui flagel ce afectează nenumărate fete şi femei din India. Violenţa sexuală este favorizată de discriminarea pe criterii de castă şi de impunitatea de care se bucură autorii violurilor, din cauza legislaţiei depăşite şi a pasivităţii forţelor de ordine. Este inadmisibil ca violul în grup să ajungă un fapt curent în New Delhi şi ca rata violurilor declarate în India să crească cu 25%, în condiţiile în care există estimări că sunt şi mult mai multe cazuri nedeclarate.

Solicităm, prin această rezoluţie, ca autorităţile indiene să accelereze revizuirea legislaţiei şi reforma poliţiei, pentru a asigura respectarea drepturilor esenţiale ale femeilor. Sunt necesare programe şi instituţii de asistenţă a victimelor agresiunilor sexuale, iar Uniunea Europeană are datoria de a-şi focaliza sprijinul substanţial oferit Indiei în materie de sănătate şi educaţie asupra combaterii violenţei împotriva femeilor.

  Raül Romeva i Rueda (Verts/ALE). - Mr President, the problem we are dealing with here is not only to do with the unacceptable rapes that have occurred recently in India, though I would point out that two million women and girls die every year in India as a result of sexual violence. The lack of an adequate response from institutions and the impunity that some seem to promote as a rule need to be condemned, but beyond that the real problem is the patriarchal system in India and elsewhere.

The European Union should be much stronger in its calls for an end to discrimination against women within and outside the borders of the European Union. In their dialogues with the Indian authorities and others, all representations must bring up the cases of sexual assault and the need for a uniform protocol for treatment and examination of sexual assault survivors. There is no room for false cultural relativism or excuses: a crime is a crime, and culture should never be misused to cover it. If we want to be credible in that matter, let us speak loudly and clearly.

  Ryszard Czarnecki (ECR). - W przeciwieństwie do większości z Państwa ja byłem w Indiach i to nawet niedawno – kilkanaście dni temu – i widziałem wielką siłę społeczeństwa hinduskiego, społeczeństwa obywatelskiego, które potrafiło wyjść na ulicę. Były to także młode i starsze kobiety i one pokazały tą znakomitą twarz Indii. I byłem pełen podziwu dla tych ludzi, którzy naprawdę potrafią zmieniać swój kraj. Warto o nich dzisiaj także tutaj mocno powiedzieć.

Chciałbym powiedzieć, że nie wolno mówić tak, jak pani Ojuland, która powiedziała, że Indie to najgorszy kraj dla kobiet. Mogę Pani wymienić dziesiątki krajów muzułmańskich, gdzie kobiety mają dużo mniej praw pod każdym względem niż w Indiach. Naprawdę nie starajmy się przesadzać w tej sprawie. Potępiajmy gwałty, potępiajmy fatalne praktyki, ale starajmy się nie przesadzać, ponieważ to naprawdę do niczego nie prowadzi. I mówię o Indiach w kontekście tego, że był to kraj Indiry Gandhi, kobiety premiera.

  Ryszard Czarnecki (ECR), odpowiedź na pytanie zadane przez podniesienie niebieskiej kartki.. – Wszyscy jesteśmy zgodni, co do tego, że stała się rzecz straszna i dzieją się rzeczy straszne. Wspólnie dzisiaj podejmiemy rezolucję, która będzie to potępiała, ale naprawdę każdy z nas doskonale wie, że są liczne kraje muzułmańskie, gdzie kobieta nie ma 10% możliwości takiej kariery zawodowej, społecznej, jaką ma w Indiach i jest dużo mniej chroniona niż kobiety w Indiach. Spójrzmy też na to. Myślę, że tu będziemy zgodni.

Milion aborcji w 2011 r. ze względu na płeć dziecka w Indiach, ponad 20 tysięcy gwałtów rocznie, połowa dziewczynek wychodzi za mąż przed ukończeniem 18. roku życia i 2 miliony dziewczynek rocznie jest obrzezanych. Czy te cyfry uważa Pan Poseł za przesadne?

  Ryszard Czarnecki (ECR), odpowiedź na pytanie zadane przez podniesienie niebieskiej kartki. – Jestem od ośmiu lat w Parlamencie Europejskim z panem posłem Kaczmarkiem i widzę jakąś degradację jego osobowości. Pan jest skrajnie demagogiczny, tak jak pańska partia polityczna, muszę Panu powiedzieć. To jest skandal, co Pan w tej chwili powiedział. Ja potępiam bardziej niż Pan te fakty, tylko mówiłem o tym, że nie można być ślepym, gdy chodzi o kwestie krajów muzułmańskich, gdzie kobiety mają znacznie mniej praw niż kobiety w Indiach. Bardzo proszę, żeby Pan to w końcu zrozumiał!

  Charles Tannock (ECR), blue-card question. – Does Mr Czarnecki agree with me that the President of India is a woman and that the population of India is 1.2 billion, which is more than double the size of the European Union?

I am sure that, sadly, there are probably approximately the same number of rapes and unreported rapes in the European Union, which is a terrible crime. Would Mr Czarnecki agree that actually the country with the highest per-capita incidence of rape in the world is neither India nor a Muslim country, but the Republic of South Africa? Rape is a global phenomenon which does not apply just to India. Would you agree with that, Mr Czarnecki?

  Jaroslav Paška (EFD). - Otrasné prípady hromadného znásilnenia z posledných dní potvrdzujú konštatovanie nadácie Thomson Reuters, ktorá označila Indiu za krajinu s najhoršími podmienkami pre ženy.

Veľká tolerancia vo vyspelých vládach, vysokých vládnych justičných, a najmä policajných organizáciách voči takýmto praktikám pramení zrejme z toho, že aj mnohí ich reprezentanti pochádzajúci prevažne z vládnucich kást tiež nie sú v takomto správaní celkom bez viny.

Preto by bolo asi čestné našim indickým partnerom zdôrazniť, že nemalý diel zodpovednosti za pretrvávajúce zlyhávanie represívnych zložiek a justičných orgánov v tejto veci nesú aj najvyššie exekutívne a zákonodarné orgány krajiny. Tie predsa majú plnú zodpovednosť za nastavenie pravidiel fungovania spoločnosti, ako aj za funkčnosť mechanizmov jej spravovania.

Odhad indických sociológov, že tolerancia násilných a diskriminačných praktík v Indii má za následok smrť okolo dvoch miliónov žien a dievčat ročne, je aj vizitkou ich spôsobu vládnutia krajiny.

Som presvedčený, že keby v Indii zaviedli pre...

Sytuacja kobiet w Indiach bez żadnych wątpliwości wymaga zmiany, ta zmiana nie będzie ani łatwa, ani szybka, bo pozycja kobiety kształtowała się tam przez tysiące lat. Nie oznacza to oczywiście, że powinniśmy się zniechęcić albo zaniechać działań. Powinniśmy wspierać te instytucje i osoby w Indiach, które walczą z selektywną i wymuszoną aborcją, z dzieciobójstwem, z wczesnymi małżeństwami i z przemocą wobec kobiet.

Jestem przekonany, że jednym z kluczowych sposobów doprowadzenia do trwałych i głębokich zmian społecznych jest edukacja. Bez przemian w mentalności nie uda się zmienić stosunków społecznych. Indie są dumne z tego, że są największą demokracją świata. Niestety owa skala powoduje również negatywne zjawiska, takie właśnie jak przemoc wobec kobiet, która ma przerażające rozmiary, i była o tym już tutaj mowa. Indie będą naprawdę wielkie dopiero wtedy, kiedy te wszystkie liczby będą dużo mniejsze.

  Liisa Jaakonsaari (S&D). - Arvoisa puhemies, vanha intialainen viisaus sanoo, että kun herätät naisen, silloin liikkuu koti, kylä, koko maailma. Intiassa on nyt herätty. Valtavat mielenosoitukset ovat käynnissä naisten oikeuksien puolesta, ja Intian pääministeri Singh on luvannut uudistuksia ja kovempia rangaistuksia raiskaajille. Minusta meidän Euroopan parlamentin jäseninä on syytä vedota myös intialaisiin parlamentaarikkoihin niin, että väkivalta kriminalisoitaisiin siellä nykyistä tiukemmin.

Intia on viime vuosikymmenen aikana edistynyt köyhyyden vähentämisessä, mutta juuri naisten asemaan tulee Intiassa kiinnittää erityisesti huomiota. Minusta Euroopan unionin ja jäsenvaltioiden täytyy omien lähetystöjensä kautta käynnistää dialogi intialaisten poliitikkojen kanssa, ja näin on esimerkiksi oma maani Suomi jo tehnyt. Kun Euroopan unioni siirtää varoja Intiaan, intialaiseen koulutusjärjestelmään, niin poliisien koulutus voisi olla yksi projekti.

  Peter Šťastný (PPE). - Mr President, the gang rape of a 23-year-old student in New Delhi last December caused an eruption of rage and demonstrations in India, Nepal, Sri Lanka, Pakistan and Bangladesh and as far away as Canada. The EU and Parliament cannot remain silent.

India must act now. Its justice system against such heinous crimes is toothless. Why? For many social, cultural and historic reasons they turn a blind eye towards such crimes. India takes pride in being a fast-growing emerging economy, but it must also deter such crimes through effective justice and severe punishments. Otherwise they could become even more widespread, with tragic consequences.

With 635 rape cases in Delhi alone and only one conviction, India is beginning to resemble Mahmoud Ahmadinejad’s Iran, where the leader publicly denies the presence of gays and lesbians in his country. India can and must do better than that.

  Zita Gurmai (S&D). - Mr President, less than a month ago we had a debate on the harsh situation faced by women in India. The shameful events of the past few weeks are a tragic reminder of the fact that Indian women remain exposed on a daily basis to physical and sexual abuse and social discrimination. The rape and murder of this young student that drew widespread public outrage is therefore only the tip of the iceberg.

Every country in the world is expected to respect fundamental human rights, but India, as the world’s largest democratic country, would be expected to meet even higher standards. Therefore the international community and the EU in particular have to call on India to ensure true enforcement of existing legislation, as well as to introduce an exhaustive legislative package aimed at protecting victims of all forms of gender-based discrimination. This requires genuine political will, not only on the part of the central government, but also from local authorities and private companies. Otherwise, the situation of the thousands of women who suffer without making headlines will remain unchanged.

  Anna Rosbach (ECR). - Hr. Formand! Jeg vil tale dansk! Vi fordømmer vel alle sammen i salen det, der er sket, så det behøver jeg nok ikke at gå nærmere ind på. Indien er et subkontinent, jeg har været der flere gange, og der er mennesker overalt! Forskellene er umådelig store. Kvinder får på den ene side meget høje uddannelser og stillinger og nyder en stor agtelse, mens de samtidig på den anden side er nødt til at tage det utrolig hårde daglige slæb uden at have nogen rettigheder overhovedet. Så vi har naturligvis her at gøre med ældgamle traditioner, som vi her i EU ønsker, at Indien hellere ændrede i går end i morgen. Og i princippet taler vi jo egentlig ikke kun om kvinderne her, for vi taler også om børnearbejde og de ufødtes liv og også mange arbejdere, som arbejder f.eks. i metalstøberier, barfodede og uden nogen form for sikkerhed. Det er generelt et spørgsmål om den laveste del af samfundets værdighed.

Tätä raiskaustapausta ei voi erottaa siitä seikasta, että maassa abortoidaan tyttösikiöitä ja naisiin kohdistuva väkivalta on merkittävää viranomaisten puuttumatta asiaan. Pohjimmiltaan on kysymys ihmisarvosta ja erityisesti naisen arvosta.

Olin itse 1990-luvulla kehitysyhteistyössä ja vierailin Intiassa, jossa tapasin isoäidin kodittomien yömajassa. Hänellä oli vastuullaan neljä tyttöä. Nämä tytöt oli ajettu perheestään pois, kun perheeseen syntyi kaivattu poikalapsi, viides lapsi. Tytöt joutuivat kadulle. Vanhin heistä, 14-vuotias tyttö, sanoi: "Me olemme täällä sen tähden, että me olemme tyttöjä."

Meidän täytyy siis auttaa Intiaa näkemään tämä pohjimmainen syy ja samalla tutkia myös tietenkin omia arvojamme. Ihmisoikeuksia ei ole ilman ihmisarvoa.

  Evgeni Kirilov (S&D). - Mr President, unfortunately, as my colleagues have already mentioned, the case of the 23-year-old Indian girl is not an isolated one. Every year we are informed about numerous cases of rape or other acts of violence against women in India, and those are just the official statistics. It is highly probable that the actual numbers are much higher.

It is amazing that the biggest democratic country in the world seems to be the most dangerous place for women. It is commendable at the same time that there was a strong reaction from civil society in December last year and that the protests continue. Europe needs to send a clear signal to the Indian Government and urge it to find a comprehensive solution addressing these serious problems.

So I support this resolution. We should support radical measures and policies and at the same time offer assistance. This is far from being complacent or paternalistic, as we also have experience in addressing similar problems.

  Karel De Gucht, Member of the Commission. − Mr President, like of all us I was shocked by the appalling rape in New Delhi last month and the death of a young woman shortly afterwards. I share the sense of outrage expressed by so many. Several men have now been arrested and justice will take its course.

This terrible incident has brought the issue of women’s rights in India to the forefront of attention in an unprecedented way and in a way that demands an adequate response. We look forward to the recommendations of the committee headed by former Chief Justice Verma on tackling violence against women.

The EU has engaged the Indian authorities and civil society on violence and discrimination against women and gender issues for some time already. This topic features prominently in the regular human rights dialogue between the EU and India, the next meeting of which will be held on 22 January in New Delhi. At the multilateral level we look forward to engaging with India next March in the framework of the UN Commission on the Status of Women.

We have also mainstreamed women’s issues into our development cooperation activities with India. Large budget sector programmes in education and health have a strong focus on women’s and girls’ welfare, while numerous civil society projects have addressed violence against women, including trafficking and child marriage, domestic violence and HIV/Aids. An ongoing project aims at empowering women’s leaders from local government institutions to promote women’s rights.

In 1997 the EU contributed EUR 1 million to the establishment of a gender training institute in Delhi which provides capacity building for women leaders and gender training for a wide range of professions, including government and law enforcement officials. This institute plays an important role in awareness-raising and mobilisation of grassroots communities to help abate gender-based violence in India. High Representative Catherine Ashton personally feels very strongly about this issue and has instructed the EU External Action Service to raise it at the next EU-India human rights dialogue at the end of January.

  Monica Luisa Macovei (PPE), în scris. – În ultima lună, mai multe evenimente socante au avut loc în India: o studentă de 23 de ani a fost violată în grup cu bestialitate într-un autobuz, murind la scurt timp; o fată de 16 ani si-a dat foc după ce a fost violată; o tânără de 17 ani, victimă a unul viol în grup, s-a sinucis după ce un politist a încercat să o convingă să retragă plângerea şi să se căsătorească cu unul dintre agresori. În India, la fiecare 21 de minute este reclamat un caz de viol. Statisticile din India arată că între 2001 si 2011, în 3 din 4 procese de viol judecate, vinovatii au fost fie achitati, fie eliberati în lipsă de probe. Un proces de viol poate dura până la 15 ani. Aceste cazuri dramatice si cazurile alarmante arată că autoritătile indiene au esuat în aplicarea legii si sanctionarea victimelor. Iar acest esec a dus la cresterea criminalitătii. India beneficiază de finantare din partea UE, inclusiv pentru programe privind drepturile omului si protejarea victimelor torturilor. Solicit blocarea acestui ajutor financiar din partea Uniunii, dacă India nu adoptă imediat măsuri care să ducă la anchete si procese scurte, protectia victimelor si sanctiuni severe si descurajante.

  Joanna Katarzyna Skrzydlewska (PPE), na piśmie. – Ostatnie przypadki gwałtów seksualnych na kobietach, do których dochodzi w Indiach, jednoznacznie pokazują, jak wielkim problemem w tym kraju jest stosowanie różnych form przemocy wobec hinduskich kobiet. Serwisy światowych mediów zawierają wiele informacji o wstrząsających praktykach, które stosowane są wobec kobiet i dziewczynek. Wiele z tych doniesień mówi o tragicznych przypadkach celowego uśmiercania dziewczynek przez rodziców zaraz po urodzeniu, czy też o procederze celowych aborcji ze względu na płeć dziecka. Co najgorsze, w niektórych regionach Indii te nieludzkie i karygodne praktyki spotykają się z milczącym przyzwoleniem społecznym. Dlatego bardzo ważne jest to, by międzynarodowa opinia publiczna udzieliła jak najszerszego wsparcia Hindusom, protestującym przeciwko gwałtom i przemocy stosowanej wobec kobiet. Należy mieć wielką nadzieję, że wpłynie to na zmianę sposobu postrzegania kobiet w Indiach jako mniej wartościowych od mężczyzn, a dziewczynek jako dzieci niechcianych. Apeluję zatem gorąco do Rady i Komisji, by wykorzystały wszelkie możliwe środki prawne i dyplomatyczne oraz wymogły na rządze Indii ochronę kobiet przed dyskryminacją i skuteczne karanie tych, którzy dopuszczają się wobec nich przestępstw i przemocy.

  Bogusław Sonik (PPE), na piśmie. – W związku z ostatnimi wydarzeniami w Indiach, dotyczącymi śmierci ofiary brutalnego gwałtu zbiorowego, chciałbym wyrazić głębokie zaniepokojenie sytuacją bezpieczeństwa kobiet w Indiach. Popieram projekt rezolucji wzywający władze Indii do działania. Indie, jako ważny partner UE, ale przede wszystkim jedna z największych demokracji świata są zobowiązane do przestrzegania podstawowych praw człowieka, wartości demokracji i praworządności. Biorąc pod uwagę statystki prezentujące skalę przemocy wobec kobiet w Indiach, apeluję do władz o usprawnienie systemu prawa oraz zwiększenie skuteczności organów ścigania w celu zapewnienia bezpieczeństwa obywatelom w szczególności kobietom, które szczególnie narażone są na akty przemocy czy agresji. Rząd Indii powinien również wziąć pod uwagę rozbudowanie systemu pomocy ofiarom przemocy, a także podjęcie środków zapobiegawczych takich jak zwiększenie świadomości społeczeństwa i uwrażliwienia na problem. Poprawa sytuacji bezpieczeństwa kobiet to nie tylko kwestia zmian infrastrukturalnych i prawnych. Wielki wpływ na obecną sytuacje ma mentalność całego społeczeństwa i ogólno przyjęta pozycja kobiet. Rząd powinien wziąć pod uwagę podstawy problemu i wraz z reformą legislacyjną podjąć działania prewencyjne i edukacyjne. Jednocześnie w duchu solidarności z ofiarami i młodymi ludźmi protestującymi na ulicach Indii mam nadzieję, że rząd, ale też całe społeczeństwo, potraktuje tą sytuacje, jako motywację do wprowadzenia reform w pełni zapewniających wszystkim obywatelom podstawowe prawa człowieka.

Unfortunately,this has not prevented serious human rights abuses from happening in various parts of the country.By now, many have heard of the horrifying rape and murder of a young student in the heart of India’s capital–New Delhi.I would like to emphasize that this is not a single act of violence against women in that country.The statistics are terrifying-every 21 minutes,a woman is raped in India.Most rapes remain unreported and even those rapes that are, often end up unpunished.The brutality of the crime meant that the usual regressive attitudes of India’s leadership were roundly condemned and the protests demanding action have grown louder.I call on the Commission and other EU institutions to convince the Indian government to improve the way they tackle this problem.I'm convinced it's not only the case of introducing new law, as there are already plenty of unenforced ones, but to change the way in which rape investigations are conducted.I strongly believe, the problem is fundamentally a lack of justice and impunity. Indian government should take actions to start changing culture of the country from one that blames women to the one treating rape as a crime and punishing rapists.
